>> from the bay area's local news station. you're watching kron. 4 news at 6. >> now at 6 rent prices seem to be on the rise in most bay area cities. but oakland now sing quite the opposite. good evening, everybody. i'm vicki liviakis. i'm ken wayne data from apartment list found that oakland's rising rents are asking rents rather.

>> fell by 10% in the last year. kron four's nesbitt. talk with someone who deals with the east bay rental properties and he's here in the studio with the details for us. rob ken and vicki, the data from apartment list found that the median asking rent for an oakland one-bedroom apartment in january of 2019. >> was about $2400 a month. that same apartrent last month had a median rent of $1800 a month. a 10% drop in rent prices in oakland is getting people's attention. >> andrea rentals is located in the city and helps match renters with tenants owner andrea day says rent prices usually go up in may, but that's not what's happening in the east bay. there's more concessions. people are >> you know, they're just who's here and it feels like they have more >> time and space and opportunity to choices. and so it it just feels different while rent prices for apartments and more affordable bases, locations still matters. seeing more of a decline in monthly rent in downtown oakland compared to

other areas. >> there are places where previously the rams were sort of you know, really pushing the tippy top of the market that have really fallen. but then there are other areas kind by oakland or mills where you're actually seeing an increase in rents. there are also more incentives being offered to tenants in oakland. >> at some locations, andrea rentals office a month free as long as 10 inside their leased by a certain date day says that's because of the 2.3% rent cap and the city. if you have the places rented for 2400 and you you know, we're not finding anybody. >> and you just dropped it. it could take it will take you years to recover because you can only incrementally raise it unless it's a single family home or new construction today. data from apartment list also found that work from home had an impact on rent prices, fewer people. >> working in downtown offices has fewer people choosing to rent in oakland's downtown can

vicki. well, it seems like the rents getting pretty high at some point. and so now maybe they're moderating a little bit. yeah, yeah, i hope i hope you're those who think they're calling open the new brooklyn. you know, everybody is moving out of manhattan or brooklyn because it was cheaper and then same thing happen open. it got really expensive for a while adjust the prices up now. yeah, right. thank you. in san francisco, 7 people and 3 dogs are without a home tonight after this apartment fire happened about 11, 30 this morning on grove street, just down the street from the painted ladies. crews say the fire affected the second and 3rd floors of the building. 2 people were taken to the hospital and according to san francisco supervisor, dean preston, the fire happened just weeks after the family living there received racist threats. the cause of the fire still under investigation. many who drive rideshare vehicle say the passage of prop 22 almost 4 years ago left them to fend for themselves. a constitutional challenge to the prop was before the california supreme

in my time with it supplemental part-time gig, work. and so i support prop 22 for lower courts have split as to whether the proposition is constitutional. >> that's why the issue is ended up before the state supreme court. nearly 4 years after voters passed the measure, the state supreme court has 90 days to issue a ruling in this prop. 22 matter. at the california supreme court in san francisco, dan kerman kron. 4 news. >> one man is dead. another in the hospital following an early morning car crash in fremont. we do want to warn you that some of the video may be tough to watch. the dramatic moment was captured on surveillance video, a car driving southbound on fremont boulevard about 12, 30 this morning. it smashes into a tree and then you can see there burst into flames. police officer arrives within seconds and tries to extinguish the flames. a few moments later, he along with several neighbors pull a man from the burning wreckage. one witness tells kron 4 that the

quick thinking of the officers and neighbors probably saved the passenger's life. >> i couldn't process what i was witnessing it first. honestly, if it wasn't for the cops show first and the people who came out partner complex. >> i i honestly don't get it >> the exact cause of this accident is still under investigation. in the south bay. a man has been arrested after police say he smashed a shop window. >> right where a child was sitting. the whole thing caught on surveillance video. take a look at happened last month at an ice cream shop on a born square in san jose. you see the child and their euardian walk into the store and then suspect identified as 36 year-old pay ram of sorry, smashed the window while the child was sitting inside next to the window. some of the glass even hit the child. that's when the garden grabbed the child and thgy both left the shop suspect is now facing charges, including assault with a deadly weapon and child abuse. police are now asking for the community to identify that child and their guardian.

stature and his dog. the 2 were reported missing saturday night when they failed to show up at their designated pickup location. >> couldn't believe that. the hike taking out all that distance. >> absolutely. thrilled on this one home yesterday, feeling just absolutely over the moon that sergeant tom are cart with east bay regional parks, police department. >> he says that the department launched a search for the 2 end credits. volunteer. >> search and rescue teams as well as government agencies stepping in with the massive endeavor. >> it takes a lot of we had to bring different vehicles, four-wheel drive. >> this is video one of the many helicopters that came in to help with the search. sergeant urquhart says that with the weather improving and more enthusiasts hit the trails. it is critical to remember to take precautionary steps. >> you know, helping us help you making sure you when you go out and these wild areas,

evening. so you see some of that haze out there toward the golden gate bridge as well. and the temperatures begin to cool down. but what a day it is been lots of sunshine all the way. the coastline. couple patches of fog flirting with the coast to bring those temperatures down. that sea breeze blowing too 50's and low 60's along the coastline. now, still some 70's inside the bay. 74 degrees in hayward right now. 81 in the battle, 83 in concord and a very warm 88 degrees right now in vacaville. so nice weather all around the bay area right now. but things are changing. we've had that nice northerly wind, that offshore wind really degrade some low clouds and fog along the coastline. see the kind of disappears throughout the day. that's going where we sit right now. so overall tonight, we'll see that sea breeze kind of make returning as that breeze returns. that will help to cool down the temperatures and bring that fog back on shore. as you head through the evening. a have a nice evening out. there very warm, many the valleys and by 8 o'clock still temperatures in the 70's 60's in the bay. cool by the coastline numbers there in the 50's. thank you, north. coming up, we're going to hear from mayor london breed on why she decided to skip a mayoral

what caused that hydrant to break today, san mateo county supervisors agreed to provide the planned parenthood in their area with almost $400,000 to ensure that women have access to high quality local reproductive health care. the money will be used to more efficiently, serve patients and increase capacity. planned parenthood. monte operates 3 clinics in san mateo county that provide comprehensive and reproductive health care, gender, affirming care, behavioral health and family medicine services. the clinics are for about 13,000 san mateo county residents each year this november, voters in san francisco could get a chance to vote on legislation that same that improving the shortages of nurses and >> 9-1-1, dispatchers supervisor ahsha e who is running for mayor announced new legislation today that would change the city's charter. he says it would improve the retention and recruitment of nurses. it would also give 9-1-1 operators, the same retirement

benefits as other first responders. >> we believe this is a recruitment tool. this is a retention tool but also makes fiscal sense for our city. >> the legislation still needs to be approved by the board of supervisors before it can appear on the november ballot. the california senate has approved a landmark bill to protect youth from social media addiction under senate bill. 9.76. online platforms would be barred from sending an addictive social media feed to a minor without the consent of the use. parent or guardian. the bill would also prohibit a social media platform from sending notifications to minors during overnight hours. and during the school day, if enacted the protecting our kids from social media addiction act would be the first such law in the country. hundreds of people living with disabilities and caretakers descended on the state capital today to protest proposed cuts in governor newsom's revised budget plan. the governor has proposed delaying pay increases by at least a year

for about 150,000 disability care workers along with cuts to medicaid reimbursements. the proposed cuts to disability care funding surpasses a billion dollars. those protesting in the capitol today argue the cuts would negatively affect care takers and could put the disabled and their families at risk. >> we are struggling as providers as a community to find qualified staff. this is a shame. fast food workers that fast food all the time can make or making $20 an hour, we can repay our staff that our staff do way more than just flip. flip burgers. they are counselors there, transportation. there are. they are cooks, that they do everything for the people that that they support and they deserve >> the protest comes on the heels of a letter sent by dozens of lawmakers from both parties asking governor newsom to not delay the rate increase for disability service providers. that increase was set to go into effect july 1st.

>> it's already that time of year again. yeah. memorial day weekend is just a few days away and a lot of people planning to hit the road to celebrate kron four's lezla gooden caught up with some residents to see how they plan to celebrate. and if the price of travel is a concern. >> memorial day weekend for many is the unofficial kickoff to summer vacation. teens like olivia, sunny say they're taking a road trip for a friend's party are going to be like carpooling with a bunch of other girls. but i'd say the drive to stinson beach is like 40 minutes in the teens aren't alone, according to triple 38 million people are expected to travel by car during memorial day weekend. this is the highest number triple a has seen since it began tracking this data back in 2000. thinking all splitting the gas so we all help it. >> our polling is like h. to triple a says travelers hitting the road are expected to drive 50 miles or more from their home. and people like marilyn who travels often on memorial day.

>> says she's going out of town for a friend's wedding that a drive to senators and you need car to get to, you know. >> dinner and the wedding and everything. so right now, the average price of gas in california is sitting around $5 a gallon. >> while some drivers i spoke with our camera say that's part of the reason they're staying home. others feel like maryland going to be what it is. >> and i'm and i'm really looking forward to the drive. it's a nice drive down to send lot good kron. 4 news 4 zone forecast as we give you a live look in walnut creek at some of the action out there on 6.80, yeah was out there and knew was pretty toast. lawrence about that. yes, some upper 80's in some of the interior valleys saying, well, now we're seeing a little haze settled in across the bay tonight and looks like more of that to come. although we've got a big change in the weather pattern coming up over the next couple days. we get ready for that holiday weekend. looks like those temperatures going to be coming down but out the door right now. what a nice evening we've had around the bay area

so far. we've seen that sea breeze picking up that will be a sign of things to come in. that's going usher in some cooler ocean air and across the bay. you can see the haze out there, though, right now, some of the plude's building up into that big ridge of high pressure that brought us the nice sunshine, warm temperatures. in fact, she said on the center's there across the san francisco into oakland and the bay. you're seeing the south bay also with issues with some of the air quality there, but just moderate amount includes building up tomorrow. i think it should begin to improve. we're going to see a stronger sea breeze kicking in and overall air quality improved. i think as we head in toward the next few days, still the south bay, maybe a little bit hazy there in the afternoon as well. all right, over, although we've had that nice northerly wind, that offshore flow that has kept our skies mostly clear, even along the coastline, starting to break down a bit. we've got a weak front that's going to roll over the top of that. the system you see right here dropping on the backside of well, that's going weaken that rich. i think a return of some more fog and low clouds still staying warm in many spots away from the coastline inside the bay. many valleys are still looking at those temperatures on the warm side. so about tomorrow. we should

see a beautiful day in san jose's to the 80's. watch those numbers backing off just a bit. you'll be in the 77 degrees in san jose. sunny and warm oakland, seeing those temperatures come down just a bit too. sunny and nice, though, about 72 degrees in the san francisco couple patches of fog in the morning. mostly sunny, though, into the afternoon will be a little bit breezy more of that to come. but yeah, the whole day is not too far away. and so, yeah, it looks like these temperatures are going to take a major tumble. talk more about that coming up in a few minutes. doesn't feel like the beginning of summer when done. and it's cold, though, actually that r word is in the forecast possibly for the weekend, too. we look at the s thanks thank you, lawrence. guys. >> president biden is touting the achievements by the he says they've approved more than 1 million claims to give benefits to veterans exposed to toxins. i'm hannah brandt in washington. i'll have that in washington. i'll have that story coming up. network is no network for business.

>> the white house says hundreds of thousands of veterans are getting help from the va for toxic exposure. president biden announced his administration has granted the one millionth claim following the passing of the pact act well signed in 2022. the law is meant to help veterans get critical benefits if they've been exposed to toxins while serving. but statistics show there are more than 4 million claims that have been submitted by veterans. >> well, we've actually reduced the backlog by more than 100,000 since december and january. and in fact, we

your local election headquarters happening right now. san francisco's mayoral candidates are gathering for their first debate. the harvey milk lgbtq democratic club is hosting a mayoral town hall at the first unitarian universalist church in center in cathedral hill. mayor london breed supervisor aaron peskin supervisor ahsha safa eve, former interim mayor mark farrell and nonprofit executive daniel lurie are all on tap to participate. we know a little more tonight on white mayor breed did not agree to participate intimate mayoral debate that had been scheduled for last it was organized by together as seth and was ultimately canceled. supervisor. aaron peskin also refuse the invitation. our catherine heenan is a live in the newsroom with the with the mayor told kron 4 today, catherine. yeah, you might remember there were initially

these kind of vague references to formatting differences, but >> we wanted to know more about the mayor's refusal to take part in that debate that had been set for last night. bottom line, she did not trust the organizers. here's part of what she told kron four's justine waltman today. >> well, everybody who works for together sf is actually working for one of the candidates. there was a lot of misinformation and lack of clarity in the conversations that we're having with the campaign. and so i didn't want to participate because it was it was very much. i'm not a very trusting environment. you didn't think would be fair. well, i think that there was a lot of things that were said that were not necessarily accurate or true. and more importantly, everyone who works for the organization is working for one of the candidates and there was some real concerns there that, you know, if you're agreeing as the mayor to participate in

something, people need to be clear and transparent and that process. >> on another subject, she's also sending really fed up about the pushback she's getting and trying to bring 2 pandas to the san francisco zoo from china, including the fact the board of so far is refusing her request to allow city departments to raise money for that project. the refusal coming from a committee she said today you haven't seen anything yet. it's going to be politics at its worst. but the mayor is also making it clear she will continue to push to get the pandas here. canned. all right, catherine, thank you. a new treatment recovery and transitional housing facility has opened in san francisco for women and their children. >> the women's treatment recovery prevention program will support 39 women and children for up to 2 and a half years. the facility addresses the client's unique needs and empowers women and families toward lasting recovery and healing
