armstrong and the city of oakland reaching a deal to sell its half of the coliseum. new details we're learning about how much the city is expected to make from the sale. also, the lg bt q plus community is honoring a trans woman who was stabbed and killed in san francisco. station. >> he's calling news 2. >> thank you for joining us here on kron. 4 news at 2. i'm justine waldman, former oakland police chief leronne armstrong announcing his intent to run for oakland city council kron 4 s charles clifford is live for us now in oakland with details why he wants to make this move now into politics. thanks for joining us. >> well, good afternoon. yeah. former chief was shown the door basically from the police department last year and now he's decided to get involved in city politics. >> former oakland police chief leronne armstrong has announced that he is running for a seat on the oakland city

council. he filed the initial paperwork with the city clerk's office wednesday morning. armstrong says that he believes his experience as police chief qualifies him to sit on the council. >> you know, as our city experiences, obviously dramatic increases in violence, budget issues, homeless issues. i think it's important bring my leadership to the table last year. oakland mayor sheng thao fired armstrong from the police department for allegedly mishandling a pair of misconduct cases. >> he was later cleared of any wrongdoing. armstrong has since filed a lawsuit against the city for wrongful termination. even though that case has not yet been resolved. armstrong says that he can work with the mayor if he's elected to the council. >> she made a decision. obviously, i felt like it was not the right and i've taken legal as a result of that. but throughout my entire time, i have not criticized the have not been critical public about them. and i'm here to do a job serve the public. armstrong who lives in district 7 is running for the at-large seat

on the council, which is currently held by rebecca kaplan. 8 other candidates have also announced that they are running for that office. it's unclear at this point if kaplan plans to try to keep her seat on the council. >> all right, back live. now, the person who will fill that out large seat will be decided in the upcoming november general election. but for now in the east bay, charles clifford kron, 4 charles, thank you. we're also learning some new details now about an agreement reached by oakland to sell its 50% ownership stake in the coliseum. >> mayor sheng taos office confirming the sale to the african american sports and entertainment group for a minimum of 105 million dollars. the deal has been in the works for some time. and while the sale was not done, they say to cover oakland's budget deficit, the proceeds from the sale will be used to make up the deficit at the discretion of the mayor and the city council, the oakland group purchasing the stakes says it wants to develop it and put community interest

first. the deal is expected to close in the next few months. mayor thao is expected to be announcing some more details about the sale in the next hour. we plan to bring that to you live during kron. 4 news at 3. jury selection now underway for david, the paps state trial. this is for that incident in which pap attacked paul pelosi with a hammer in his san francisco home in 2022, he's already been convicted in federal court, but since the attack happened in san francisco at the pelosi home, the state is now seeking its own charges. last week, the pap received a 30 year prison sentence for his federal conviction. but a blunder during sentencing means he will be re-sentenced on tuesday in federal court. san francisco police are investigating a homicide that took place just off of post street. the victim's family says, but they have now identified the victim as a 25 year-old trans woman kron four's. tiffany justice joins us now live from the newsroom with more on the investigation and also what she's learned about this victim. thanks for

joining us, right. michelle henry was beloved in the lgbtq community. >> and last night a vigil was held at the bar mother to celebrate her life. >> i life was just beginning. and so for her to be murdered at the age of 25 is just so heartbreaking and so many ways. >> wednesday, the trans community mourning a good friend with a kind heart who was killed. san francisco police say there was a physical altercation between 2 people around 2 in the afternoon on may. 15th at a residence near jones street just north of geary officers finding a woman with stab wounds. she did not survive. family friends and colleagues identified that person as 25 year-old michelle henry, big loss for the community says honey mahogany director of the office of transgender initiatives, san francisco. i'm so this personal for the community. you know, i'm this is one of her own and >> again, you know, there was such a huge show them the pack, some other bar with

people and to go it was out the door and so many people were touched by her personally and shared their stories of who she was as a person, someone who loved fashion, someone you know, it's kind of shy, quiet, but really knew how to lift spirits. somebody who had an infectious laugh specifically because she was so connected. and so all of you know, i i'm i'm really saddened by the fact that, you know, we don't get to kind of 2002 and the impacts that you could potentially have had our community. and on the city of san francisco. >> henry was a trans woman who was growing into her true self. a vigil was held for her tuesday night at mother a spot she used to frequent often according to the medical examiner's office. michelle's cause of death is a fix yet due to neck compression is with significant. multiple sharp force injuries. so we're seeing an increase violence, racine, increase in depression and suicidality. and, you know, us to be touched by

violence in that here in san francisco is no really shocking. the san francisco police department arresting 33 year-old ramani. you ha she for the unlawful killing of a human being with malice aforethought. now, police say also an arrest has been made. this remains an open and active investigation. >> anyone with information is asked to cost peas tip line, reporting in the newsroom. tiffany justice kron. 4 news. tiffany, thank you so much. >> a side show was stopped by a multi-agency operation over the weekend at the alameda county sheriff's office says that this operation was done by the regional sideshow enforcement team or reset, which is made up of 4 law enforcement departments after receiving a tip about a sideshow about to take place near the intersection of mission boulevard and harder road in hayward. officers arrived at that location just before the side show started, the operation resulted in 11 arrests. 21 citation and 10

vehicles being towed. another tax on chevron's refinery in richmond and moving closer now to the november ballot city council members voted unanimously last night in favor of a measure that would tax oil refining sot by environmental justice so this is state data is showing asthma rates for richmond. residents are higher than 90% of other californians. so coming up during kron for news at 3, we're going to hear from council members and other harms caused by or refineries ahead of this. yes, vote. a crippling patrol staffing shortage at the vallejo police department is being addressed now at the state level. kron 4 said all reports if the bill approved by the senate this week passes through the legislature, it could bring the department much needed relief. but it's not everyone is on board. there could be other issues. >> the vallejo police department is severely understaffed and the city council has declared a local

emergency napa based democratic state senator bill dodd is office paints a bleak picture, noting the department has authorized to have 132 officers, but it is currently down to just 31 patrolling the entire city. that's why senator dodd wrote a bill that would allow qualified retired solano county sheriff's deputies to return to that department and work full-time to help patrol the city of 123,000 people. the bill passed the senate tuesday and will next head to the assembly. in a statement, dodd says, quote, allowing them to temporarily work more hours. well, recruitment ramps up for permanent officers can save taxpayers money while deterring crime and improving responsiveness just depends right who either officers that they're bringing in. >> we i i supported the state of emergency, will allow more officers to come in and we encourage officers were not affiliated with the left for the next 3 years. senate bill, 13 79 would allow retired

(♪♪) >> more arrests, more stolen cars recovered and the seizure of more illegal guns. the governor's office releasing new numbers from its sting operations in the east bay kron four's terisa stasio has the details and explains what happens next. >> this is one of more than several dozen guns tied to criminal activity taken off the streets in the last 3 months. it is all part of a continuous crime prevention operation launched in oakland and other parts of the east

bay. back in february, the partnership was initiated by governor newsom. in a statement, quote, the governor said i commend the work of the chp to support local law enforcement efforts statewide, including in the east bay to ensure the safety of our communities. the state will continue to hold perpetrators accountable for criminal activity. here's a closer look at the numbers being released since february. the governor's office says that the targeted enforcement has recovered 726 stolen vehicles may 355 arrests and seized 46 crime late firearms just last month. the chp arrested 2 women and conducted search warrants and to oakland homes as they busted a fencing operation where more than $326,000 worth of stolen goods were recovered. other arrests involved, drug smuggling, dui and the rest an outstanding warrants. another part of the governor's 10 point plan in support of oakland involves

caltrans lending a hand and tackling homeless encampments and blight abandonment initiatives. furthermore, the governor announced 480 high-tech cameras will be installed around oakland and the east bay to identify vehicles linked to crimes and give real-time information and alerts to law enforcement. the timing of the installation has been set forth coming up on kron, 4 news at 3. the chp talks about their involvement with helping combat crime and their next steps will be. theresa kron, 4 news. >> oakley police say the dna helped them crack a assault cold case for more than 20 years ago. it was in 2002 when the victim was walking her dog near laurel road and oakley when a man sexually assaulted her at gunpoint. she did escape and ran to a nearby home for help and police collected the attacker's dna. but they found no matches in the national database. the 20

years later in 2022, they received an alert that a possible match have been discovered in idaho where a man had just been arrested. oakley police went there last week collected dna from that man and then compared it to a sample they had on file. investigators say it was a direct match and the suspect is 49 year-old eric ferguson. police say he was a resident of contra costa county in 2002, he's currently in custody in idaho but will be brought to contra costa county later on this week. >> happening right now, uc davis, police need your help finding a missing student. police say 18 year-old diane men left campus friday. >> and took amtrak to mission street in san francisco where she was last seen she was reported missing on monday. anyone with information should call police either uc davis or san francisco. and the ucla police chief has been removed from his position and now has rigged up and reassigned. chief thomas faced heavy criticism for his handling of violence at the side of the

student protests earlier this month. his reassignment takes place by the university conducts an investigation of shortfalls in campus security, especially in regards to that attacked by counter-protesters, which left demonstrators to fend for themselves for about 3 hours before law enforcement moved in. police captain. godwin gibson has been named the interim police chief and the shakeup at the ucla police department takes place as the chancellor prepares to answer to lawmakers tomorrow on capitol hill. one of the founding members of the band train has died. charlie colin was the bass player for that san francisco bay spanned according to tmz. he died after slipping in the shower in brussels where he was teaching a music master class. he left rain back in 2003 went on to play for a number of other bands and while with trained they did win 2 grammys and had a string of hits that included drops of jupiter, hey, soul sister and meet virginia. he was 58 years old.

in the south bay, san jose police gathering today to honor those who have lost their lives in the line of service. a memorial in flag ceremony remembering the 13 men those past way between 1924. and 2016. law enforcement and loved ones of fallen officers first held the ceremony 30 years ago. they've been coming together for this ever since. mayor matt mahan also there today, he addressed the recent shootings that have injured 3 officers on the job just in the last year. >> 3 of our own san jose police officers been hit by a bullet on duty since we last gathered here. thankful we will not be reading their names are today the best that we can hope to do here today. just properly honor these men. i remember in their stories. celebrating their heroism. and

committing ourselves to keeping their memory a lot. >> earlier this month, kevin briones started a shootout with police after his former partner called the cops on him. he's accused of shooting 2 officers and is now facing attempted murder charges. >> now we're taking a live look outside here in san francisco out towards the embarcadero bay bridge there. the background, nice and blue out there today. meteorologist logan here now with details on what's happening outside. had a nice out there again, right? i know a little bit cooler yesterday. we got up to the upper 80's in spots like santa rosa like 89 degrees. you can see you've got a nice blue skies out there. >> we do have a little wind going on right now, particularly in san francisco where the trees are all kind of blown around and it is an onshore flow now that is helping to cool us down a little bit. you can see we're now getting that earlier today was certainly more of a northwesterly flow. this going to be a telltale sign of the cooldown. that's coming our way. but we're not there yet. some nice temperatures out there right now. 77 in san

lost consciousness and woke up later in a taxi and then came to the understanding that she had been assaulted. neither combs or his representatives have commented on these new allegations. the death of actor matthew perry has now triggered a criminal investigation in december. the las angeles county medical examiner ruled perry's death accidental and said that he died from the acute effects of ketamine. the actor, a friend's fame had been receiving ketamine infusion therapy ho treat depression. but the autopsy revealed that can mean in his body could not have com from that. their the dea is now working with the la pd and the u.s. postal inspection service to determine how perry got the drug. still ahead, mandatory speeding alerts in cars. this controversial bill that's up for consideration and why it might have trouble moving forward. >> still ahead, also, walmart announcing sanother round of

layoffs has been announced here in the bay area. this time walmart is making more than 560 cuts in its san bruno and sunnyvale offices. they are asking other employees to relocate. >> 2 offices in arkansas in new jersey and the bay area. the company did not give a reason for the layoffs, but wal-mart's chief people, officer and executive vice president released a statement about the layoffs saying, quote, some parts of our business have made changes that will result in a reduction of several 100 campus roles. and while the overall numbers are small in percentage, we're focused on supporting each of our

associates affected by these changes. president biden has canceled nearly 8 billion dollars in student debt. the u.s. education department announced the move this morning. it will affect more than 160,000 federal student loans. each of the borrowers has received an average of $35,000 in debt cancellation, the president says nearly 5 million americans have benefit benefited from the recent debt relief actions. the administration says it has canceled a total of 167 billion dollars in student debt through several different programs. we have new details right now about the high cost of homes that are state last month for the first time ever. the median sale price for a single-family house in california when over $900,000. that is up 11.4% from last year. according to the california association of realtors, home prices have climbed more than $100,000 in the last 2 years. up next here at to why the mayor of

scary moments for elementary school students and teachers in san bruno after a sheriff's office training exercise went way wrong. chemicals were released into the air. >> causing 20 students to get sick. kron four's. michael thomas has the details. >> school officials here in san bruno say yesterday's winds blew gas and pepper spray into the eyes and

throats of more than a dozen students are in the after school hours and it came from next door at the san francisco sheriff's county jail. tuesday afternoon at fort elementary school in san bruno, 20 students and one teacher reported having burning sensations in their eyes, nose and throat. and this young lady tells me she was one of them. and the feeling was like pepper spray. they just in mice and mice row and they're like and dislike the causes from the mixture of gas and pepper spray that came from next door at the san francisco sheriff's office jail property. the sheriff's office was hosting a routine tactical training class inside the jail, which has been done for the last 20 years. so how do the chemicals get outside the school principal says it was the wind. >> the room was contained to win the open the doors. of that smell or some of the came out and there was a strong breeze yesterday and this must have bee in the path of it. >> all students at felt symptoms were checked out by medical personnel, then sent

home in the school says they haven't gotten any reports of additional complications. one parent whose son was actually involved tells me he was happy with the way it was handled and that the school even had an in-person meeting. my child had like a stinging in the eyes, a little nausea, but it went away pretty quickly to anything or yes, they did. the superintendent did it. and we had a meeting last night. the sheriff's office put out a statement saying, quote, these trainings are critical to law enforcement because they allow peace officers to test the safety of equipment for potential leaks and they provide staff with hands-on experience with chemical agents, preparing them for both physically and mentally for real life situations. we sincerely apologize to pirtle elementary school, its faculty and students and their families for the unseen event, which must've been especially scary for children. as of now, the sheriff's office is pausing all of its training classes as it continues to review its practices. that it's a very latest here in san bruno. i'm michael thomas will send it back to live in the studio.

>> first facing races threatened fire at his home. a san francisco dog walker is speaking out. terry williams was meeting with a member of mayor breed's office at city hall when his home on grove street near the painted ladies caught on fire. and this was late yesterday morning when williams was. >> discussing ways to address repeated racist threats that he has suffered during recent months. and then they became this news about the fire. that's not clear how it started. but williams only hopes that this was not an escalation of the hate being thrown at him. >> you are you sick or he started his own business? don't start to racist races member now. out. about what

when you're not wearing your seat belt drivers could also be alerted if they are speeding. there's a new bill in the state legislature that could require all new cars sold in the state by 2032. to be paid. drivers may go over the speed limit by 10 miles per hour. the bill just past its first vote in the state senate yesterday indicating that there may be some trouble on the road to the governor's desk. experts say the technology is not new. it's being used in the european union, but drivers there are able to turn that function off. new telehealth line is launching in san francisco for unhoused people to start their recovery treatment. this pilot program will provide real-time connections with the doctor to help prescribe medication. and a space will then be provided to begin treatment for fentanyl and opioid addictions. the program was tested out in march and the city found that 55 people started treatment for opioid addiction. 173 people had tele-health visits and nearly a dozen people have now

entered into residential treatment. all right. the moral day weekend is basically here at this point. a lot of people planning to hit the road and kick off summer according to triple a 30 million people are expected to drive 100 miles or more for the long weekend. that is the most people since the company started tracking this data in the year 2000 and a lot of people say they're excited to kick off summer drive. but yeah, those gas prices are high. >> we're thinking all splitting the gas and so we all help for it. our polling is like butterfield. yeah, too. >> all right. now the average price of gas in california is around $5 a gallon for regular triple. a also predicting l% nearly 2 million people will be flying are taking a train during memorial day weekend. >> and now we're going to follow the aftermath of those deadly storms in the midwest. several people were killed in the town of greenfield, iowa, where a powerful tornado just leveled homes and knocked down lots of trees. the storm also

battered a number of states with heavy winds and rain. reporter griffin wright has the latest. >> it is still an incredibly active scene here in greenfield. this is really the center of town. and you can see just the amount of destruction in the amount of crews out here working right now to clean everything up. the governor said it's still a search and rescue operation. so the town being contained limiting the number of volunteers, a media access things like that. they can make sure that everyone is found in accounted for. cleanup is well underway so far. here's what the governor had to say earlier during her press conference. this morning. but i want to give a shout out to the community and everybody that i was responded >> that just emergency manager cooper, thank you for coordinating. we've site set up here at the dot headquarters. the indicated that we will be putting forth an expedited presidential declaration. we're hoping by

right now. look at this line of storms is kind of incredible. goes all the way from texas right through kentucky right into parts of western pennsylvania and up near syracuse. also the canadian border. that's how big this line of storms is. and as you a little research today, and, you know, we're at 27% higher incidents of tornadoes so far this season. it's been an intense season so far. these are all severe thunderstorm warnings that are up right now for different cells are going through. and there's the tornado warning that is right now just to the east of texarkana. this is in arkansas, as you can see there under that right now is the cell roll through. so t ese are all capable of producing very strong wind, incredible downpours and rotation. of course, they can cause debris to go flying in the air. this one just to the east of nashville is a severe thunderstorm warning. and then as i mentioned, right through western pennsylvania, into western new york in and around syracuse. so pretty incredible system. and tomorrow is expected to unfortunately be even more dangerous. then the one yesterday that caused the fatalities was rated

are we ready for a major earthquake? and so that question was put to the test in a big way during a major exercise in sonoma county kron four's ken wayne reports. >> it's good one. a massive quake has struck northern sonoma county, dozens of first responders gathered at the citrus fairgrounds in cloverdale to test their skills in responding to such a disaster. >> victims we've got about 50 victims in there. so you're going to be very, very busy. this is the definition of a mass casualty incident. >> there's a lot of prep going into this. dozens of students go through makeup to simulate head injuries and broken bones. the fire police, medical responders are overwhelmed by simultaneous incidents. buildings are down some on fire. 2 buses collide leaving dozens of students and adults firefighters have to pry their way through the metal to get to the victims. cell phone towers are out. and

for the next hours and days, first responders won't be getting outside. help because those agencies are responding to their own emergencies. that's where the search come in. search is community emergency response. team civilians often your neighbors. we train to step in when professional first responders are overwhelmed by disaster. >> practice getting victims to safety by and freedom operate. >> lessons from past disasters have shown many residents won't evacuate. lesser animals are accounted now they're see that the california veterinary emergency team, they'll work with cart the community. animal response team to make sure everything from a dog or cat to livestock are treated and put their owners minds at ease. >> we can make sure that we're giving the best care possible to animals and then turn people can keep themselves today. safe by knowing that those animals are getting the appropriate care.
