police could see some changes to police policy. their chase policy after the city council voted to review the guidelines. and fire crews put out a large fire redwood city. this huge plumes of smoke in the air. we'll talk more about that coming up. >> from the area's local news station. you're watching the kron. 4 morning far. >> well, good thursday morning and thank you waking with this bright and early for the kron. 4 morning news today is may 23rd. i'm reyna harvey. all right. well, we want to get you moving this morning in terms of weather and traffic. i think things look great out there because again, john, into former. >> there you go. it's now finally full and we are looking out there at the east bay hills looking up at the moon this morning. very nice and clear. start great to be seeing that this morning, especially with that full moon and a lack of fog. so you actually get a chance to go see it over the western horizon. definitely a

beautiful start and a fairly mild start to. we're looking at winds at the coastline, mostly out of the north and west. we are also going to see a continuation of this very gradual cool down that is setting us up for a cooler than average memorial day weekend. just around the corner. currently temperatures are in the 40's to 50's. so as you're venturing out, just throw on that extra layer temps later on today. 70's to 80's for ya. very similar to yesterday. but that downward trend does continue and you'll see it in your seven-day forecast. still ahead, as for your roads are, you know, help clear things are out there. and, you know, it's early session, be any backups just yet. that's certainly true on all of our stuff. and so far as you can see, as you'll be making your crossings here shortly. things out there holding up fine as long as you get to the roads within the next few minutes. great. all right, john, thank you for let's head to the east bay because a close call. >> the father jumps into action to save a little girl from a burning car just before we went up in flames on highway 4 in india. however,

sarah stinson has that story for us. >> and driving with his 10 year-old daughter in antioch says she noticed that a ruled over car on fire had people trapped inside instead of calling 9-1-1 they pulled over and he ended up rescuing a little girl. video shows the heroic moment when a man jumps into a car on fire and pulls out a 3 year-old girl. i just told myself say. >> i wasn't going to leave that little girl in that car. >> troy white says he was driving on highway 4 in antioch with his daughter delilah tuesday afternoon when they noticed a car rolled over and on fire with people stuck inside. just scared because i knew the car catches on white says he ran up to the car and saw a woman climbing out. so he went to the other side of the car. looked inside. and what i seen was >> it was it was was a nightmare. you know, it was a child. she was strapped into her car seat with flames continuing to grow. white,

worked as quickly as he could to get the girl out. it's just such a brave little girl. she wasn't crying. she was scared. whatever member saying was help me help me help me. when i got around. maybe 30 seconds later, i feel like everybody that was there was going get away from the vehicle. >> you know, i just i had to turn >> minutes later, the car blew up in flames. chp says the mom suffered minor injuries and went in the ambulance with her daughter who had cuts from broken glass. i'm just glad that family a video of the rescue is now circulating online. many are calling white a hero to which he attributes to his faith. >> that great a lot lately and for ways to have service you know, getting older. and i believe that he has a record. today was a last minute change of scheduling for me be there that chp says drugs nor alcohol are involved in this told that the little girl and her mom are recovering and okay. >> i'm sara stinson reporting

in the newsroom. kron 4 news. >> well, antioch police are now investigating an armed robbery of 2 people who work with the contra costa county. fair. police say the employees were depositing cash from the fear at a bank on summerhill road at around 2.30 monday morning when the suspect robbed them of the money and their personal belongings all at gunpoint. we now know and 19 year-old man from newark well said driver killed in tuesday's fiery crash. this all happening in fremont. the crash happened shortly after midnight right near the intersection of fremont boulevard and thorne avenue. you can see the incident caught on surveillance video right on your screen. well, police say the car hit a tree and caught on fire. they say an on-duty pelosi patrol officer spotted the crash and rescue to passenger also identified as a 19 year-old man from newark. we don't have any update on his condition. investigators say speeding appears to be a pretty significant factor in this crash. you might remember

michael thomas out live on scene there talking to the family. kron 4 is your local election headquarters and former oakland police chief along armstrong is running for city council while at the same time. so oakland for wrongful termination. so he's vying for rebecca kaplan seat and filed initial paperwork with the city clerk's office yesterday. armstrong is facing 8 other candidates are kathlynn seat. he says he believes experiences. police chief qualifies him for the job. >> the fact that i live in oakland have chose to raise my family. oakland, children to volunteer activity into activities in the city of oakland shows that i am completely connected to this city. and i want to be a part of this city change moving forward. >> mayor sheng thao firearm strong last year over his handling of a pair of misconduct cases. armstrong was later cleared of any wrongdoing. he since filed a lawsuit against the city for wrongful termination. oakland

could actually change the city's 10 year old policy on police chases. oakland police commission. they now have until september to recommend any changes for the council to approve this after the council voted 5, 0, 2, 4 that request for change to the commission. opd is current policy allows officers to chase down people suspected of a violent crime or in cases that involved a gun. time now 506, on the peninsula. a massive fire at a metal scrapyard sent huge plumes of smoke into several cities across the bay as well dan thorn tells us, this was not the first fire for the scrap yard. >> a massive fire at a scrap yard in redwood city sending thick, dark smoke into the air. fire crews rushing to sims metal near bear island wednesday afternoon as large grapple closs pick through the burning rubble. workers at nearby businesses describe what they heard before. a

large plume of smoke blanketed the area. it sounded like a >> like right now like metal. >> manuel michelle works at a neighboring water, recycling company and says he's seen small fires that sims metal before, but not like this. the smoke was about 100 100 feet up. >> so 7200 feet up in the air flames as high as 30 feet. the smoke drifted down wind into santa clara county, setting off an advisory from officials for sensitive groups to stay indoors. >> the bay area air quality management district says they're also investigating the fire. >> this is not the first time sims metal has had a run-in with the district, the redwood city facility was issued violations in 2012 2013 and in 2018, a large fire at the richmond facility forced to shelter in place. samples collected at the time by the air quality management district found high levels of particulates and the cancer causing chemical benzene.

michelle says he's gotten used to hearing the booms from the scrap yard, but he's not used to seeing big flames. your booms, like i said all the time tomatoes sometimes, but that the nothing major there, probably been the biggest fire scene. >> a spokesperson for sims metal tells kron 4. they apologized for any disruptions. this fire may have caused. there were no reports of any injuries and the cause of the fire is still under investigation in redwood city. dan thorn kron. 4 news. >> now the woman is in the hospital with life-threatening injuries after she was hit by a man riding a bicycle. the 7 right outside of san francisco city lights bookstore around 3 yesterday afternoon. several police responded now witness told kron 4 the cyclists hit an elderly woman and then just took off. >> she fell down and he's yelling at her, started yelling at her white to move. you know, just in a panic state and out, walked up to

the lady just to comfort her because she started she was. you know, and work and i had yelled to somebody to call 9-1-1. got on his bike and left. >> well, police say they arrested the cyclists just a few blocks away. he's not been identified. >> university of california workers rallying across the state yesterday, including in san francisco. many of them are custodial workers asking for accessible housing and better wages. >> hi and pay is too we food it up and shown up since the pandemic. we have been nonstop to do in and it would not been about it at cannot afford to living in in the communities where they many of these members are commuting 3, 4, hours every day just to get to

their jobs, leaving in their cars, priced out of the housing market. >> well, according to a spokesperson from the university of california, negotiations started back in january and the first tentative agreement was reached this week. spokesperson from the union representing the workers says we can expect more of these rallies soon. well, you use uc berkeley campus is experienced power outages last night the outage started around 6.30 and by 10 o'clock more than 45 buildings on campus were without power. according to the university high voltage electricians were on campus and they were trying identify the source of the outage. university officials still not said what the cause was, but they warned students and faculty to use caution while walking to dark areas around campus. until all outages are resolved. still ahead of the problem morning news, san francisco restaurant owner is now suing the city for millions of dollars. plus, a

due in court later this morning for a plea hearing. the men face murder and attempted robbery charges for the killing of kevin nishita. the hearing is set to start at 9 o'clock. and a teen is injured and another is in custody after fight at christopher high school in gilroy it with a stabbing yesterday. police say the teens got into a fight in a locker room when one of the students pulled out a knife and stabbed the other student injured student had to be taken to the hospital. and chp says its maximum enforcement period for memorial day goes into effect tomorrow night, starting at 6 run through midnight on tuesday. >> all right. welcome back. we've got to get you moving this morning. if you are going to be hitting the roads or maybe you're just making some plans and you need to know how to dress. it's been a nice start this far. good mornings good morning rain. it has been a beautiful start so far, especially with the flour moon in full force of actually peaks this morning. technically. >> a full moon this morning.

and that means that if you get a chance to look at the western horizon, you'll get a good shot at may's full moon right there should last until about 09:53am. before it sets over the western horizon. now we are going to be seeing conditions out there that are going to be nice and clear all day long today. you're noticing that already this morning we've got that low centered up to the north and west of us. we really are just right at the edge of the effects of this low pressure. but it is going to have impact on us helping to contribute to a much more mild forecast ahead of us. mild clear skies today. tomorrow we're going to see a slightly cooler one, a little bit of cloud cover during the morning. saturday is going to be partly cloudy and arbery. coolest one saturday, although not really a chance of rain for the bay does come along with a few sprinkles possible up in the sierra nevada. so if your memorial day weekend involves you heading up to the mountains, do note we could be looking at just a little light rainfall up there. as for temperatures today, very

similar to yesterday. couple degrees down for a few spots. this slow downward trend is continuing, though, with 60's 70's to low 80's at the very warmest palo alto at 73 san jose. you'll be at 77. well, the east bay looking at daytime highs, also low to mid 70's for you, concord, one of our few low 80's while oakland in san leandro at 71 vacaville, 83 degrees for your daytime high while santa rosa. that's 79. as for memorial day weekend, things out there are going to be comfortable but a whole lot cooler. take a look at where we're going to be on saturday 60's and that applies to our inland areas, too. so cool. i to cool down in the days to come sunday, low 70's and temperatures rebounding memorial day itself on monday. now looking after that, temperatures will rise even further into the low 80's come tuesday and wednesday. so quite the cool down over the next few days here. if you enjoyed that cool, feel this will be a holiday weekend that you really can enjoy. as for

gathered here. thankful we will not be reading their names here today. the best that we can hope to do here today. just properly honor these men. i remember in their stories. celebrating their heroism. and committing ourselves to keeping their memory a lot. >> earlier this month, a man was in a shootout with police after his former partner call the cops on him. he's accused of shooting 2 officers. he's now facing attempted murder charges. well, the owner to restaurants that close and san francisco fisherman's wharf is now suing the city for millions of dollars. the owner ronald and tart. he knows claims that they invest in more than 2 million dollars to renovate and meant him. both restaurants on the pier, but they were unable to recoup their investments because of the covid restrictions as well as homeless crisis going on throughout the bay area. according to the lawsuit filed in san francisco superior court, the owner of the

retail thefts. lawmakers in sacramento passing to significant car related bills as kron four's catherine deneuve reports. one of them is going after people going way too fast. >> so they're going to stop everyone from driving excessively. but some people will slow down. senator scott wiener says speed is a huge factor in the number of people dying on california roads. >> more than 4,000 people a year. that's up more than 20% in the last 5 years. the senator says he thinks he has a way to make at least some people more aware, so-called speed limiters. >> so this is existing technology that use in some cars right now. and it's very simple that it if you go more than 10 miles over the speed limit. the car will alert. you will be it. >> but like pete watching a lie. >> just to alert. you're not. it's a salacious one time. lot

say that it i evolved. so must our laws in order to protect people from malicious uses of ai. if the bills passed ahead to the senate. and the north bay, we've got crews, a set of rules are looking into what caused a fire that killed a man earlier this week. so this happened monday night. this is on hampton way. just office of asheville road. investigators say the fire was in a tiny home bill on a commercial property without the city's approval. crews say they found the man dead inside of the building. the cause of death has not been determined yet. on the east bay. you have the federal bureau of prisons. they're set to go on trial next year over claims they allow an environment where guards sexually abuse inmates at the women's prison in dublin inmates were transferred out of the facility. some of them are suing the prisons bureau claiming the agency filled out to root out abuse. the ksat to go to trial by june of next year. so far, 5 prison officials pleaded guilty to sexually abusing inmates. 2

>> welcome back to the kron. 4 morning news is we are inching closer to 05:30am. the weather has been nice so far. and as we go into the weekend, john, how are things looking? yeah, cooling down as we make our way over the next few days here. so not going to be a war memorial day weekend going to be kind of a mild one actually, we've got the full flower moon in the distance on the rez western horizon. been want to show you that as much as possible before it does eventually set over the horizon here in just a little bit. nice bright skies this morning with that full moon as well as with the sunrise just behind us. now we are seeing clear visibility across the bay winds definitely present at the coast and up into the delta. definitely enough to have that cool ocean air sweeping into the bay as well. current temperatures are in the 40's to 50's brentwood sitting at 62 kind of the exception to allow that. definitely a cool start. so get those jackets on this

terminal and police officers. you better believe it. they have to clear room, which is why they saying quickly hug your family and friends and get going because we need curbside as san jose expects 3 75,000 people to pass through this airport from now until next friday. and it's not just this airport, according to transportation officials and government data, they expect about 3 million people to go through airports in the country just for tomorrow. this will be the busiest memorial day weekend travel in 20 years. this spite gas prices going up a little bit more this month. the last month and most certainly compared to last year. but people are trying to get away 50 miles or more and they are choosing to fly several reasons. according to a government research, they say that airfare is down 4%

to midnight next tuesday. chp says more than 46 people died during last year's holiday weekend. police even arrested more than 1100 for duis. agency says it averages out to one arrest every 4 minutes. times at 5.33. and police in san francisco are investigating the death of a trans woman who was killed in the tenderloin commerce. tiffany justice talked with a translator who knew the victim. >> i think her life was just beginning. and so for her to be murdered at the age of 25 is just so heartbreaking and so many ways. >> wednesday, the trans community mourning a good friend with a kind heart who was killed. san francisco police say there was a physical altercation between 2 people around 2 in the afternoon on may. 15th at a residence near jones street just north of geary officers finding a woman with stab wounds. she did not survive. family friends and colleagues identified that person as 25 year-old michelle henry, big

that were accused of killing a security guard in oakland back in 2021. or due in court later this morning for a plea yeary. the men face murder and attempted robbery charges for the killing of kevin nishita. police say he was shot while protecting a kron for news crew. the hearing is set to start at 9 o'clock. west. more stolen cars are covered and the seizure of more illegal guns. zoll news coming out of the governor's office about the chp is involved in the east bay since february. the governor's office says that they targeted enforcement, recovered 726 stolen cars may 355 arrests and seize 46 crime firearms. in a statement the governor said he commends sees work to support local law enforcement agencies statewide and that the state will continue to hold perpetrators accountable for criminal activity. the state measures hoping to solve a crippling staffing shortage at the vallejo police department. the department has authorized to have 132 officers currently

they have. 31, you have democrats, state sen bill dodd of napa introduced a measure that would allow qualified. retired solano county sheriff's deputies to work full time as patrol officers for the next 3 years. senate bill, 1379 would allow retired officers to start current state laws and exceed the 900 our annual capital hours for retired officers. the bill has already passed the state senate and it's now heading to the assembly. well, a teen is hurt and another in custody after fight at their high school ended with a staffing. this happened shortly before noon christopher high school gilroy. police say the teens got into a fight in the locker room. one of the students pulled out a knife, stabbed the other student. the injured student was taken to the hospital. and the east bay, the city of walnut creek approved a conditional approved a conditional proposal for a new chick-fil-a little bit controversy. comes after a resident file an

appeal about the plan to put the new restaurant in the citrus marketplace shopping center right on the corner of oak grove and centrist avenue. citi says the restaurant's i did various concerns, including what about potential traffic problems and the restaurant could potentially create. city says they get complaints about another chick-fil-a. that is right along north main street in cary boulevard because the drive-thru line often backs up into the street from the parking lot. the city says the new location won't have drive-thru service only dine in or take out. city council says they denied the appeal, know the concerns of residents in adopting requirements to monitor and improve traffic. a congestion issues that if they potentially occur there. some of areas student being recognized on a national level. it's called for us. rob nesbitt, talk with a high school senior about her political message.
