>> right now, the kron 4 morning news. 2 people are injured after shots are fired at east bay high school graduation ceremony. oakland mayor sheng thao outlined her budget plan how she's hoping to the city's needs financially without cutting any jobs. and busy roads and air travel pack your patience as memorial day travel is underway. >> from the area's local news station. you're watching the kron. 4 morning news at 6. >> good morning. thank you for joining us here on the kron. 4 morning news. i'm james fletcher and i'm reyna harvey in for darya folsom today. a lot of you already starting to hit the road world. so people get into that holiday spirit already is. we've got memorial day weekend ahead of us, john. and how's the weather looking looking cooler? that's the big headline for your memorial day is how much cooler than average it is. as we work our way into the holiday weekend, you're really going to notice

that as the sun comes up, more and more today looking outside at the east bay hills right here. you can see a blanket of clouds sitting right above us, the east bay hills, one of those spots that is going to be well down as well. if you want to go for a nice little hike up there, expect temperatures to be down into the 60's. now 20 to 30 miles per hour. gusts at the coastline today compound that with these cooler temperatures in. yes, indeed, it is feeling colder out there. we are going to be looking at some 50's for our morning temperatures mixed with a few 40's here and there. and then as soon as this afternoon, that's when i mentioned you're going to notice those temperatures. a lot cooler highs only in the 60's for most of us. a few low 70's at the very warmest rate by john. they for moving on a friday right now were fairly friday light at 18 minute ride for everybody traveling into the city this morning. >> on the bay bridge center to rich 13 minutes a 80 to 101 year riches center fell bridge 7 minutes and the golden gate bridge. 37 to the tolls. 19 minutes on a friday.

>> let's get to the headlines this morning at 601 and the developing news now. a high school graduation ceremony ends with gunshots. oakland police say a man and a woman were injured. 2 people were detained. so that shooting happened around 7.45 last night at skyline. high school's graduation ceremony. >> police say some sort of fight might have led up to that shooting and now they're looking for other possible suspects. >> there are some reports some kind of that is being looked into. we do know there multiple suspects, but we're trying to identify exactly how many. >> some students told us that they heard the gunshots as the ceremony was happening in that people were running as the students were taken to the gym locker room for safety. >> everybody was you know,

graduation people still rest of house fire was and what those part. they had like a bad man. >> unlike after that, as you see, everyone started ready use it was like 20 shots. those light. the >> well, police didn't confirm how many shots were fired, though. they did say this was an isolated incident. another person we understand also reportedly was hit by gunfire and that person took themselves to the hospital. but police haven't confirmed anything about a 3rd injury in the shooting. so we're still waiting for that. however, officers say the man and woman who were hurt are expected to survive. well, police in san francisco are investigating a shooting in the bayview where they say at least one officer fired his gun. so video from the citizen app shows a number of officers here in the area of jennings street in carroll avenue. this was yesterday evening. police say they received reports of someone with a rifle in the area. when officers arrived, they did find the suspect. one officer ended up firing their gun.

they say the suspect was not hit. he was though taken to hospital for non-life-threatening injuries for what they say was a less than lethal use of force. but they didn't specifically say what kind of force the police department says they will be holding a town hall meeting within 10 days to explain more about what happened. >> said to be a busy week for attorneys representing david de pap the man convicted on a federal level for attacking paul pelosi, the husband of congresswoman nancy pelosi and depape at this moment is set to re-sentenced him on tuesday for his federal conviction. but at the state level, things are just getting started kron four's. ken wayne now talking with attorney michael cardoza about what we can expect. the judge in the federal case said she made a mistake. what happened? well, what she did was after she's sentenced a pop. she realized she didn't give him the opportunity to make a statement to the court and then federal court, i think over 80% of defendants want to say something to the court. one of the big things.

>> i noted was that the prosecution after the case said he showed no remorse at all. and a lot of people start to giggle that that. and so we'll wait a minute. didn't give him a chance to show any remorse or to talk. so basically it's not a small point. it's not going to reverse this case. it's not going i think have much effect would be shocked if the judge after listening hip-hop, if he decides to talk whether she reduces that or not, and he still has a state case which could add more prison time to what he's already. >> yeah, well, i i when i was a prosecutor a lot of state prosecutor to the case and the federal government had a case they would often times just drop in and say, ok, you've got convicted in state court or vice versa. in this case, they're not doing that. a lot of people are asking. >> well, not double jeopardy.

you're being tried for the same thing is really not because the state has added 4, 5 different counts. one of which is, of course, the attempted murder case and issue is, are elements to for an improving the cases in the state court in the elements are different and federal the south, the what's going on in state court. so i don't think jumper double jeopardy will hold. >> cardoza went on to say the judge in the federal case might be worried about the whole case reversed and that's why she's pushing for re-sentencing. we're going to be following both the federal and state cases on air and online at kron 4 dot com. >> will not lay off or city workers, most of whom are open residents. >> at a news conference in oakland yesterday, mayor sheng thao made it clear budget will not lead to cuts in the city jobs or public safety. oakland is facing 117 million dollar deficit this year and 135 million deficit for next year to help fill the gap. the

mayor is also proposing a hiring freeze on nearly 100 positions that are not currently file the field. none of these are public safety positions. i will. >> protect city services. my budget will not reduce public safety. my budget will not close firehouse is or libraries or recreation center or animal services. i will not cut cops. >> the mayors, formal budget proposal will be unveiled today and then go to the city council to be voted on next. >> meantime, the group working to recall mayor sheng thao plans to update the public today about where they stand in the recall effort. oakland united to recall shannon time was the name of the group. it's also the acronym for oust. >> since they say they've collected more than 30,000 signatures. >> and they did that 2 months ahead of the deadline, they're required to get 25,000 signatures by july to get the

recall on the november ballot. the group says they are pushing right now to recall mayor thao because they are apparently they say fed-up with the crime rates in the city. they say they plan to file this after reaching 40,000 signatures collected. will hold a press conference this morning at 11 o'clock to discuss the matter further, mayor, tell, by the way, has told kron 4 previously that the recall campaign is being organized by her political opponents who previously ran against her. road. safety was top of mind at the state capitol is a new bill and regulating autonomous vehicles passed the state assembly yesterday. that bill would make autonomous cars report collisions accidents and malfunctions the dmv within it make that data available to the public. san francisco assemblymember matt haney says the goal is to make a v companies more accountable and keep the public's trust. >> many bay residents are going to be traveling for memorial day weekend. people already started aaa saying nearly 44 million people

just in southern california alone. and we know how bad traffic is on a daily basis down there. 3 million people are expected to hit the roads for memorial day. and southern california. millions, of course, here in the bay area as well. take a look at your screen. these are the gas prices. you are waking up to. there's a little bit of good news last week. it was $5 and $0.22. it's $5 cheaper. but unfortunately in the bay area, we're still paying a lot more than that in certain parts. like, for example, in napa county, the average is $5 and $0.48 san francisco county 5.37. marin county, 5.30, it's only and so you get to santa clara county that you are below last week's average of 5.42. its 5.21. and solano county 5.21, let's talk about when you should leave the left side of your screen. that is a no-no. so try not to leave during those times because you

and hiring requirements. they say this will also fill positions faster. uc berkeley is updating its brand from cal to the letter b school. officials say the change is so that more people will be aware that cow is in berkeley. most students don't agree with the change, over 2000 people have already signed the petition to reverse the branding. the bottle rock music festival kicks off in napa today. there's going to be wind food and of course, plenty of music to some of the headlines today include stevie nicks, megan, thee stallion and nelly should be a whole lot of fun. and i got a good line of going there. now this memorial day weekend, your last chance to hit the slopes this season. >> palisades tahoe says this holiday, will be their final full weekend of operation. the resort is known for having tiles longest ski season and this weekend they're expecting some pretty big crowds. >> we're able to use our technology, our hard work in order keep this not going. and we have the passion for it. so

sierra sprinkles that i just mentioned all in all just way cooler than average memorial day weekend. take a look at future cast right here. you see a few clouds today. generally a few more tomorrow. sierra sprinkles possible bay area may have a few misty spots all in all tomorrow is going to be our coolest and are cloudy. a stay of this forecast after that towards monday, we will start to see temperatures back to normal for memorial day itself. as for rainfall totals, eureka, you could get close to a 10th of an inch. if you're heading up to the redwoods near the oregon border, that's where you really need the rain jackets for the sierra. i would bring the jacket with but it's not going to be a rainy weekend. just don't you be surprised by a brief shower 50's to 60's for san francisco and 50's at the coastline. take a look at the rest of the bay, though. these are temperatures are going to be seeing in our inland areas that are going to feel a lot more like we should at the coastline this time of year. san jose. it only 68 degrees pleasant only 63. well, looking at walnut creek at 67

berkeley. 61 for your high. for those of you up a bottle rock. you've got one of our warmest temps lucky you at 72 while santa rosa. at 75 tomorrow is going to be our coolest day. the forecast after that, though, for memorial day on monday, we start to see temperatures climbing and if you are getting outside for any of those memorials, do expect temperatures to reach the low 80's for some inland areas and 60's to 70's along the bay shore. temperatures after that also remaining pretty steady. so we've got this weekend dip into the cool before we get right back to normal for this time of year so that moving on a friday. >> 90 min arrive for everybody headed into the city this morning. and the meter lights are on our 7 to bridge about 13 minutes. a 80 to 101, richmond center fell bridge 8 minutes and the golden gate bridge. 37 to the tolls. 19 minutes. while rescue in the north bay of a man who fell

about 20 feet while rock climbing. warren county fire posted this video of the chopper rescue. happened just after one yesterday afternoon. this is just south of stinson beach. firefighters say the man rescued sustained moderate injuries and a busy day for firefighters in antioch. this fire started around 5 yesterday evening. off of slaton ranch road. not yet gotten any details about its size and containment. meanwhile, around the same time, another fire started near marina plaza that one burned about 5 acres >> well, the clock is ticking up to the state capitol today. all bills must pass their house of origin or they die so far. several have made it through, including a bipartisan package of bills to address retail theft and fentanyl poisoning. they would help create more rehab facility california is experiencing substance abuse disorders and on the retail theft side of it, the new laws provide more funding to law enforcement and increased prison sentences for those found guilty of stealing more

than $50,000 in property. the senate president pro tem says this is an important week now for politicians to work together. we're working together for safer california. putting aside politics. >> and making sure we do right for our communities. asked during this time still needs to go to the next chamber before it can make it to the governor's desk. all right. well, the department of justice has filed a lawsuit against ticketmaster and its parent company this week. it accuses the company of having an illegal monopoly over concert and live events. we've got our washington correspondent maddie beer-temple joining us live from dc to explain more about this matter. good morning. >> good morning. yeah. the justice department says this legal challenge could potentially lead to cheaper concert tickets. they argue that ticketmaster's practices have hurt competition and driven up prices for fans. the department of justice is taking ticketmaster to court. it is time.

>> to break up live nation. ticketmaster attorney general merrick garland said thursday the doj and 29 states plus dc are suing ticketmaster and its parent company live nation. >> alleging they have an illegal monopoly over live events. it controls at least 80% of primary ticketing at major concert venues. the lawsuit says the company has its hand in nearly every part of the industry and blocks venues from using multiple ticket sellers. the result is that fans paying more in fees. artists have fewer opportunities to play concerts, smaller promoters, get squeezed out and venues have fewer real choices for ticketing services. a post on live nation's website calls the allegations baseless and says they ignore the real factors behind higher ticket prices. the company said in a statement, quote, the doj is lawsuit won't solve the issues fans care about relating to ticket prices, service fees and access to in-demand shows.

>> a man has pleaded not guilty to the murder of a 29 year-old san mateo woman who officials say died of a fentanyl overdose. investigators say sarah tillman was found dead at her home last year. tell us they found text messages with her alleged drug dealer. according to the lawsuit, 2 months before her death, tillman warned the dealer he and nearly killed her with the drugs. he sold her and may of 2023. he sold her drugs laced with fentanyl again, that ended up killing her. the suspected dealer set to return to court in september for a preliminary hearing.

>> governor newsom has signed a bill into law now allowing arizona doctors to come to california to perform abortions on their patients that they're caring for. it comes after the arizona supreme court ruled in favor of an 18, 64 law banning nearly all abortions in the state. now, since then, the arizona legislature and the governor have repealed that law. but that repeal will not take effect until this fall. so in the meantime, governor newsom hopes california can be of help to those in need of the procedure. in a statement, newsom said, quote, california will remain a safe harbor ready to defend abortion access because we value women's health and trust women to make the most intimate decisions about their bodies, health and futures end quote. >> san francisco is one step closer to establishing a historically black college and university in the city. maryland breezes 60 interns from hbc use across the country are going to be living and learning it. san francisco the summer. she says this is the first step to building a long-term future of hbc use in

the travelers week. yeah, we've got good looking forecast will cool but great for the weekend. yeah. it's going i i'm okay with a break from the heat. i had a couple of messages from people saying i wanted the warmth this weekend. hey, that's ok, too. but we will get that warmth to back by sunday and monday. so it's kind of a 50, 50 split today and saturday easily, the cooler ones also the cloudier. once this is your view of half moon bay right here, which is just a little overcast this morning. we are seeing fog actually rapidly forming off the san mateo coastline. >> in some of that is trying to form inland, although it's really just low cloud cover in the bay itself. temperatures are going to be affected by a cool coastal breeze pushing in today as well as a low pressure area. skirting past the region. both of these compound for well below average temperatures for this time of year. right now it's 40's to 50's for current temps, oakland in dublin, each at 51. where is later on today? not much warmer than that 60's for most of us and only a few low 70's for the

north bay right now. all right. thank you for that check in on your friday morning commute. hey, if you're traveling this morning, we're still. >> pretty light. 15 minute ride for those heading into the city this morning, our san mateo bridge around 14 80 to 101, which is a refill ridge 9 minutes and the golden gate bridge. 37 turtles, 19 min right on this friday morning. >> alright, 6.30, is the time we are learning. new details now about the contra costa county fair employees who were robbed over the weekend. so we now know they were carrying nearly $90,000 in cash forcefully to with that story. >> long after the last visitors exited the contra costa county fair at the event park in antioch. police say 2 fair employees were tasked with taking the money collected from admissions fees to the bmo bank depository on summersville road to drop off the catch. they parked in the bank. lot at around 2.15, monday morning as they were in the process of opening a box. >> vehicle pulled up. suspect

exited approach. the 2 victims >> the bag, which is a backpack full of cash. >> and their cell phones, antioch police investigations. lieutenant desmond bittner says the lone suspect was armed and pressed the gun one of the victims backs were told the loss was right around $88,000. so to be exact and has 87,000, 800 and some change, the suspect left in a vehicle and has not been found. all we have and the suspect was a unknown race. male. we're in dark clothing and wearing a mask. we stopped by the administrative offices here at the event park with questions about the incident. but the ceo and manager job ringle declined to comment. it's unclear why the employees were told to deposit the money so early in the dark morning. lieutenant bittner says investigators are looking into whether or not the victims were followed from the event her to the bank. and if any fair employees helped commission the robbery. are investigators looking trying to find, you know, if we have

any similar robberies with similar within the past few months and will you know, we did or will link them up and investigate best. we can call police if you were in the area during the robbery and can shed light on what happened. >> investigators are in the process of obtaining and reviewing surveillance video that may have captured the incident in antioch, philippe djegal kron. 4 news. >> well, a truck is back with the rightful owner now after it was stolen outside of a petco parking lot in castro valley. so stephen, good seat hoops was out grocery shopping last week when she couldn't find her keys. she thought she'd misplace them inside her blue toyota tacoma, had. triple a unlock the truck. but it wasn't inside. she took out all the belongings from the truck. case it was stolen. then sure enough it was. stephanie. tell us, sir, tells us that her tacoma is her prized possession. she was glad it was found.

>> i was jumping up and down when i saw it coming down the road because cops came in first and then the co we've got we've got it and they should >> deputies checked over security footage and identified the woman as a suspect in this. she was arrested after they found her driving the truck. the sheriff's office says. should be vigilant. keep your keys on you and your vehicle locked. >> the owner of 2 long-standing restaurant at fisherman's wharf is suing san francisco. the suit alleges the city failed to do its job of maintaining the war and keep in the area code to protect against erosion or earthquakes. all the suit also blames homelessness and crime in the area for preventing the restaurant from being successful. we're asking for financial reimbursement. the recent improvements made to to restaurants. the city attorney's office releasing a statement in response to that lawsuit saying, quote, over the last year, the owner has

attempted a number of maneuvers to get out of pain, though. 1.7 million dollars. it owes the city in back. rent. this appears to be yet another attempt. however, once we are served with the lawsuit, we will review it and respond in court. >> well, people living in an encampment in sandra fell are speaking out now. they say a nearby business has been blasting loud music at them for the last 3 nights as for sara stinson reports, a judge shows. >> they got involved and they now ordered that business stop. >> people who live in this encampment say over the weekend music was blaring coming from the business next door they say was happening in the overnight hours. one man even described it as psychological warfare saying he's relieved to federal court, ordered the music to stop i'm thankful. >> that's how loud it was. rock concert lout the second and 3rd night i was unable to sleep at bruce moved into this

refill encampment last year following a series of unfortunate events. >> i stopped to get medications for mental illness in barstow, california and mike rupp was stolen while it was in their says music started playing loudly overnight friday from the business east bay tire co. i called the police tend the police did nothing about so he decided to call homeless advocate. robbie paulsen, who came down to the encampment to start documenting it would take took good decibel readings of the >> of the sound and we measured that the metal the decibels were between 5218 decibels in general. it was far above the center-field noise that was. >> it was illegal. >> on monday, pao's and filed for a restraining order against east bay tire co a judge ordered the business to stop playing the music immediately house and says that higher company's response was the music was coming from their security system along the fence. we reach out to east bay tire co, but they did

not respond to a request for comment calls and says they have another court hearing for the music order late next month. get to what they're trying to do. they say >> we haven't been good neighbors to them. but they didn't come up with any police reports. >> the music stopping may be a win for this encampment, but they are still fighting the city to stay here on june 24th. there will be another federal hearing against the city if sandra fell winds from people who live here would be kicked i'm sara stinson reporting in sandra fell kron. 4 news. >> well, santa clara county vector control district says they plan to conduct a more comprehensive treatment regiment order to try to get rid of an invasive mosquito. so they say this particular mosquito carries zika virus and other diseases. the district says they detected 12 mosquitoes in the area shadow lane since early april. and they've been trying to treat than ever since, but says it has a work. the district says they're going to start their new resident on the 29th. they plan to hold a press

conference at noon to talk about county government's involvement in this. >> 6.37 is the time and uc berkeley is updating its brand. they're going from cal, which we all know to the letter b, which you see there on the right side. school officials say they want to do this change so that more people will be aware that cow is in berkeley, hence the they say their research showed that many people thought cow and uc berkeley are 2 different schools. but there's been some pushback primarily from students. they don't like the idea. more than 2000 have already signed a petition to reverse this re-branding. others actually say nothing like the logo. >> my first thoughts were is that it's like a super simplified which now likes after that 2 minutes, i kind of he was very like, well, it's cool colonial system and this is. now if you'd like a

in college athletics. the ncaa and power 5 conferences have agreed now to a settlement that will allow schools to athletes. the ncaa along with leaders of the big 10, the sec pac, 12 acc and big 12 conferences announced the settlement yesterday regarding 3 antitrust cases. espn reporting the parties have agreed to a revenue sharing plan that will allow each school to share up to roughly 20 million dollars per year. all division. one athletes who have played since 2016 are to receive a share. initial payments will take place over the next 10 years. >> we'll take a break. we'll >> we'll take a break. we'll be right back.

>> 6.55 is the time berkeley east bay humane society is going to be hosting its award-winning 10th annual pints for paws craft beer festival and they're going to be their first ever. california adopt a pet day, too statewide initiative for all animal adoption fees are waived. this takes place on saturday, june 1st, it will feature more than 180 california welfare organizations offering fee adoptions at their shelters or in their communities. that equates to about 2024 pets in total. so. help. if you can. >> let's head over to the east bay because contra costa county animal services shelter, therefore, the shelter says they need to find homes for the animals to make room for others in need. that said options are free. excluding a $25 allies in feet. these are some of the animals that are available.
