wallace has the story. >> well, the governor says he does not want to make these cuts but feels he has no other choice to help balance the budget. but advocates say they hope he reconsiders this program is a lifeline. my they panetta is talking about what's known as the state funded in-home supportive services program, also known as i h s s as the sounds the program helps pay for in-home assistance and care for eligible seniors. and california is living with disabilities, including my days legally blind mother developed. thanks to ihs s stella receives funding allowing her daughter to take care of her day in and day out at their home in madera. i am her supporter. you know who cooks cleans and provides daily existence. anything that you may need but funding she receives from the state to help care for her mother could soon be no more. >> that's because governor gavin newsom is proposing to cut about 94 million dollars from this specific part of the ihs as program. >> that funds in-home supportive services for about

2,500 undocumented californians, including a stella. if this program is taken away for undocumented recipients, it would be devastating news from many families because there isn't any other program like a justice. >> many undocumented ucb it's would be left without any other alternatives being too potential health crisis. others in the in-home supportive care industry voicing outrage over the proposed cuts. is indefensible for governor newsom to eliminate services for population for no other reason. but for their immigration status. >> undocumented or not, we are all human beings who deserve a health care. >> we have access regardless of immigration status for his part. governor newsom and his office have long said his proposed budget maintains the vast majority of funding for california's public health care medical program. >> and its services. his office referred us to be statement the governor made during his budget presentation earlier this month. >> indicating he would prefer not to make such cuts. but as the state faces a projected multi-billion dollar deficit, he feels he may have no other

note how windy. okay. if you go to point rays. 28 miles per hour. these are sustained winds, not even gusts and through the golden gate. still 15 miles per hour or so. it's a okay. in terms of our temperatures, well, it's still 83 degrees at this hour in santa rosa and 78 for concord. 74 in san jose. and then there's half moon bay at 55 degrees. they see these temperatures. where you see the oranges and the reds, those of the warmer numbers blew up above those of the cooler ones. high pressure is in charge. but those areas of low pressure right above those are keeping the high from getting a little too big for its britches. so in terms of temperatures, we're looking at 50's along the coastline and 60's along the bay shoreline into the 70's. 74 degrees in san mateo. 75 in mountain view and looking into the 70's even into the upper 80's in brentwood. and then when you get to yacht ville, my forecast is 90 degrees. and in

sonoma, 74, i guess it is. it's 74% in selma. so it's all a okay. we're in great shape and i've gotten very good fat. 7 day forecast for you. as you see. we bump temperatures up on thursday and friday and cool them off for the weekend. the next 7 days are dry. >> thank you, kathy state lawmakers are pushing to take reusable plastic bags out of grocery stores across california. both the state senate and assembly said it's necessary after the elimination of single-use plastic bags failed to slow down plastic pollution. both chambers said stores would be permitted to so other types of reasonable bags made of cloth or woven textiles. if governor newsom signs the measure, the ban would go into effect in january 2026. >> to san jose city council members are demanding the city

services. this comes after a state audit found in april. the city spent more than 300 million dollars on its homeless response. the council members want to look at how much money is divided into removing encampments and temporary housing the california state auditor found the city could not identify the money it spent on homeless support, nor does it adequately measure the effect of nus of it systems. the report also says the city lacks enough nnterim or permanent housing to keep up with demand. san jose has until september to begin publicly reporting data and to build a plan on how they will address homelessness. this weekend, the state of california is hosting its inaugural. adopt a pet day where you can adopt an animal for free. the goal is to find homes for more than 2000 shelter. pets. according to organizers, recent years have seen a national increase in the number of shelter animals partly due to a shortage of veterinarians, inflation and a
