app. i'm dan thorn, the largest insurance carrier in california says it will let some homeowners keep their insurance. but there is a hitch. state farm announced back in march. they would not be renewing thousands of home insurance policies because of the risk of wildfires. now state farm says it will renew those policies, but clients without the specifically secure fire coverage from the california fair plan. it's a state insurance program for homeowners in high-risk areas. insurance consumer advocate aimee bock says the movies is some panic, but it's not a long-term solution. >>people who are loyal. >>to state farm is going to be great news. and this is the insurance company you want to be with. >>then this is a helpful piece of news, but it's going you're going to still be paying more. and now you're going to have to have 2 policies instead of worry. >>and buck says that he believes that state farm has been overreacting, although she understands their concerns

about wildfire risks and home values in the state of california. new policy being announced as more fires pop up across the bay area that 3 cre grass fire and nation this morning forced evacuations near bayshore road. it's been completely contained. firefighters say no one was injured and the cause of the fire did not cause any damage, rather in brentwood. the albers fire now, 95% contained 523 acres that broke out just more 11, 30 on friday near the intersection of alberta's court and deer valley road. no one was hurt. no buildings were damaged. after undergoing 3 major surgeries and spending the last 5 weeks of the hospital. san jose police officer jaime arradondo is finally home. san jose police posted video of the officer being discharged and being cheered on by his fellow officers as well as mayor matt mahan the post says that the officers still has a long journey ahead of him.

arradondo was one of 2 police officers injured during a shootout last month at a hotel in the santa teresa neighborhood. the other officer was released from the hospital shortly afterward. investigators say a domestic violence survivor and her 3 children were sheltering in the hotel when the suspect seen right here. kevin briones engaged in a gun battle with police were almost 20 rounds were exchanged. that suspect was also critically injured in the shooting. we don't have any update on how bree on ice is doing tonight. major countering closure happening this weekend. all services being suspended as the transit agency test its new electric fleet. there will be no trains between san francisco and san jose on saturday and sunday, limited capacity bus service will be offered down but only to san jose's during dawn, palo alto and millbrae stations. caltrain says the new fleet will be quicker quieter and the usual diesel trains.

to be here long. he's looking another area of high pressure is going to build in and bring as warm conditions once again next week, but not nearly as warm as we saw this last week. so here's the area of high pressure. it's the counter clocwise circulation around that high that's helping to usher the winds, the clouds into our coastline and then into the inland areas as well. high temperatures tomorrow, you might like this. we're seeing numbers. well, 50's and 60's along the coastline. 79 degrees for nevado. 67 for a city and as warm as 83 in antioch and livermore. a look ahead shows. well, okay, cooler this weekend in the 80's in the inland, in the inland valleys and warm and toasty monday tuesday, wednesday, a little cooler again toward the end of the week. but numbers in the bay shoreline, primarily in the 70's and along the coast 50's and 60's. take a look at this. santa rosa. police say they found dozens of stolen id's and forged checks. >>inside of a u haul, officers

then learned that the person who rented the u haul rented it with a fake id. and at more than forge more than 100 identities. police arrested her and her alleged co-conspirator. both are now in the sonoma county jail. police in francisco are looking for this person they believe may be connected to threats that were left outside of a home near alamo square. the victim told police he found the racially offensive items and messages left next to his building on grove and fillmore streets. this video is from back in april and this is the same area where a longtime resident, black man told kron 4 that he was packages. >>containing a black doll with a noose just days before his home burned down. >>police have not said if this suspect is connected to that incident, anyone with any information is being asked to call san francisco police. san jose is still considering building a futuristic transit system between the airport and

downtown. the riposte connector would use driverless electric mini buses to transport passengers on an exclusive guideway. the vehicles developed by glide ways would be able to accommodate wheelchair users, bicycles and passengers, luggage. and the trip would take about 10 minutes. the original goal was to keep the project under 500 million dollars. however, there have been some concerns about the automated transit system. the proposed connector would be a public private partnership. and some are worried that it may cost too much and it would kill transit worker jobs. council member david cowan says it's important to be forward thinking about transit. >>we ought to be i'm thinking about these personal percent transit numbers, which i think are the future of transit internationally. people will be these dedicated vehicles which allow users to be able to punch up there, love their destination get from point a to point b very quickly and very comfortably. >>the proposed project is still in the exploratory

phase. the next phase, including how would be paid for would come within the next few months.

>>happening this weekend, juneteenth celebrations begin in the bay area saturday. san francisco will host its juneteenth parade and festival. here's grant lotus with the details. >>san francisco will be hosting the juneteenth parade and festival which starts at 11 o'clock in the morning market and spirits streets. it

will then travel downmarket to 8th and if you're in the city, muni is warning there will be several road closures as a result. and these closures will begin on saturday morning last until the afternoon. is also letting riders know that several routes will actually be affected. the parade commemorates the emancipation of enslaved black americans. as you see the muni closures. we also have video that will show you of last year's parade, which was the inaugural one. lot of music, food, cool cars. we caught up with the executive director of the san francisco human rights commission today about the importance of the celebration. >>thousands of people registered for the festival and we hope that they come early and watch the community members that the pageant winners little miss and mister juneteenth that they get to see the cars that they go and join the block parties. but

we've seen tremendous growth from last year to this year. and you consider the how many other parades the city has that have been happening for decades and to finally have this one that centers black culture is pretty special. the real struggle lot, i think to some degree is people who may say, well, everybody, all the black people have left san francisco. why would you do this parade here? and i think that's even more reason to do it is to say that we are committed to whether it's 1 1000 or 100,000 that we are committed to addressing the disparities and some of the harm that's continued to be done, where people have felt unwelcome here. and so doing this parade for me says we want folks to realize that they're welcome here. >>the festival will begin at noon at civic center plaza and run until 06:00pm more than 10,000 people are expected to attend. and we have a complete list of juneteenth celebrations happening in the bay. just scan the qr code there. it will take you right to the juneteenth section of our website. that's kron 4 dot com.

police are searching for a strong armed robbery suspect that that happened in chinatown and the victims terrifying encounter was captured on video

you know, if she was aware she could be easily pepper sprayed him when he was approaching her too closely. police are not releasing any information about the victim. victim advocates also suggest carrying a whistle to alert others nearby. if you feel threatened. i always think that people should walk in pairs like i hardly ever go out alone. so far, no arrests have been made. >>philippe djegal kron. 4 news. >>san francisco's panda project is taking another step forward after getting approval from the city oversight committee. now the resolution to raise 25 million dollars. we'll go before the board of supervisors for approval next tuesday. kron four's michael thomas has more. >>the giant pandas are not here quite yet in the city. still needs to raise 25 million dollars. but mayor london breed is one step closer to getting that final approval to meet that timeline. goal of 2025, the mayor's office says the board of supervisors, government audit and oversight committee to approve an ethics rules waiver allowing the city to

have its departments raised. 25 million from private donations. not everyone supports up and is coming to san francisco. but the resolution did pass the committee which could be seen as the hardest part of the mayor's plan. the last part is getting that final approval from the full board of supervisors. community members did line up yesterday to oppose the giant pandas saying the treatment of animals at the zoo isn't where it should urging you to cancel the panda plan. >>the san francisco has a decades long history animal neglect gross mismanagement. the board responded by saying the motion to pass was limited and adding this and has to make sure that that the funds are there. >>and the improvements are made to make that a successful as possible. not just in terms of funding for improvements related the pandas, but also for the conditions at the zoo more broadly and then to make sure that the fundraising for that effort it to the extent it involves parties that have interest relationships with the city that that is done

publicly. the final approval from the board of supervisors is set for next week. once that approval is given in the 25 million is raise those pandas. we have a final date for san francisco as we get more details on next week's vote. and also the date of the pan is coming to the city will continue to keep you updated. that's the very latest here in the newsroom. i'm michael thomas will send it back to you. >>it is the last weekend for horse racing at the historic golden gate fields. the track is the last of its kind in the bay area and has faced scrutiny for repeated deaths of horses over the last year. kron four's lezla gooden has what people think of this closure. >>golden gate fields will open their gates for its final time on sunday. the track is holding races throughout the weekend. on friday, some fans came to experience the track for the nostalgia. i heard it the last day i got buddy live the hill. thought it would be codified. >>bit of i mean, starkel moment here. >>historical track holds

memories and family ties for some like samantha fay, a local horse advocate. her grandfather was a mayor of albany when the track first opened in 1941. yeah. when my great grandfather opened golden gate fields in the 1940's, he would also preside over the winner's circle ceremonies in these types of things. and i even have family members that may come out and watch the final race and honor of my great grandfather. but she says the closure is long overdue. calling the treatment of the horses here a tragedy. i my heart and my mind are both with the horses that we weren't able to save. so golden gate fields kills many horses every year since they announced the closure in july of 2023. >>19 horses have been killed here, according to the california horse racing board. >>there was a horse death recorded on friday here. samantha says this is why she's been calling for their closure over new horse racing board claims that horse racing deaths in california are decreasing. the rate of deaths

is decreasing, but the california public has shown that we see horses as individuals and every single death is a travesty and every single is not worth entertainment of whatever people believe is happening here. the 140 acre tract is going to be missed by other residents who say the financial impact will be felt if it's not developed into something else. and it's terrible for the city of albany because we get almost a million dollars taxes every year from the owners of the racetrack. so we're going to lives that in albany loves a good in kron. 4 news. we're jus

from election day. and governor gavin newsom officially launched a ballot measure campaign to enshrine the right to same marriage into the california constitution. capitol correspondent eytan wallace was with the governor during the campaign launch in san francisco and takes a closer look at the so-called freedom to marry initiative. >>well, to be clear, same marriage is legal in california just as it is in all 50 states. but our state constitution still contains language that says otherwise. and now governor gavin newsom hopes to change that. >>we have a special role and responsibility to lead. and that's what this initiative is all about. with that governor gavin newsom officially launched the campaign in support of what's been dubbed the freedom to marry initiative set to appear on the ballot this november. it

would enshrine the right to same marriage into the california state constitution. i want to be here believe in a little history, as you may know on this issue. but it's the state's recent history. why newsom says this measure is needed in 2008 california voters approved prop 8 to ban same marriage across the state and formally defined marriage in the state constitution as a union between a man and a woman. well, a federal court overturn the law 2013. and while the united states supreme court legalized same marriage nationwide in 2015, the prop 8 language defining marriage between a man and a woman has remained in the state constitution all these years later, newsom wants to change that. we're making a decision to stand newsome, an lgbtq+ advocates say the bella measure is needed now amid concerns the united states supreme court could one day overturn its decision to legalize same marriage nationwide just like it overturned roe v wade 2 years

ago leaving abortion rights to the states. overturning of roe versus wade showed us that our most basic rights can be taken away. they're coming for us. >>and what is important and is that we live our authentic lives and that we're fighting here. we are in 2024. and we're not experiencing. we're not experiencing a rights expansion. we're experiencing a rights regression and that's why it's imperative. but states like california step up and assert themselves at this critical time. the measure already qualified for the ballot with bipartisan approval from the legislature. but the california family council is a post citing concerns the ballot language is too vague. look at what initiative actually says under this new law. there would be no limit to the number of people who can get married the age of people who could get married. >>or did the genetic relationship between people who could get married? that is opening the door to catastrophe for our state and election day is november 5th reporting in san francisco, a tonn wallace kron. 4 news.

alameda county district attorney pamela price under fire for reaching a poor plea deal. >>or so says the sister of the murder victim kron four's. dan kerman has more on this case involving a da who was already facing a recall election in november. >>on september, 6th of 2021, the body of bin hamman was dumped along the side of the road in the oakland hills. he was bound, gagged and strangled to death following his kidnapping during a home invasion robbery. 4 people were arrested in several charged with murder, kidnapping and home invasion. but a plea deal announced monday by alameda county district attorney pamela price looks nothing like those initial charges. >>pamela price is more concerned about her win or loss record, then bringing justice to the california bay area. lori henson is the murder victim's sister. >>she says she found out about this plea deal through a news release and was horrified to

find out only one person now faces a murder charge, second-degree murder. in fact, and all kidnapping charges have been dropped. that's a slap in the face to the citizens that. >>that pay our tax dollars and expect to be kept safe. now, one of the alleged kidnappers pleads guilty to a home invasion robbery. >>and faces a 6 year 8 month prison sentence and the other alleged kidnapper pleads guilty to first degree residential burglary and faces a 6 year state prison sentence on action. discouraged. >>i feel that they have. they've let us down in a press release district attorney price as each defendant has entered guilty pleas and accepted responsibility for their actions. >>the pleas by the defendant ensures they will face the appropriate consequences and accountability for their conduct in these cases. but the dead man's sister doesn't see it that way. is. hanks me every single day. every single

i'm excited to be here. when you did your practice practice run through today. how did it feel out >>man, you're carrying way more speed than we're used to. so when against like had to kind of program yourself from everything that i've time, you know, men, todd and taught myself over all the years here says really actually more difficult than people may think like adjusting track that you're so used to so many times like changing i oh, man, we've got to carry 7 more miles an hour to this part of the core. i'm used to like really tip toeing the throttle. now it's got lots of grim i'm most curious to see how that affects the traffic and the actual racing itself tomorrow. yemen, other things expect with all the new repayment in the new wild out of the 11 curve. how do you think about that? what do you feel about having to maneuver without the tire while actually just a while that doesn't have, you know, any you in the i clifton month that tire barrier that they used to have people are a

motorsports. how we got radius, recycling on board, recycle materials. so see partners that are coming on board. you know, as we're growing, this team now are looking for a good, solid run. but i'm excited don't track. i'm excited to see. it is my first time actually watch it in person. that being said, what's your mindset headed into? this my last question for you. i just want to know where you're headed into this one, knowing that you want to get a win in the xfinity series, course, establish your name in the nascar racing. of course, as you've done so far, the yeah, you my goals are, of course we're racers. we all want to go out there and in. also have to be realistic to where a small, you know, growing team with big plans for the future about where this team is only playing around a few races part time. and then they decided, you know, my team owners non sackett and suzanne all and they decide to run, turn this into a full-time operations. so really in a state of growth. so to answer question, a realistic expectations would be just have a solid finish

significant win for everyone in california because >>it generates 160 million dollars every year for gun violence, prevention and intervention programs. and it does this by attacks on the gun industry, not on consumers, but on the industry itself, which has enjoyed record profits and it the reason it's such a big win is because it will fund permanently. the approach is that we know work. so, for example, street level violence intervention, law enforcement removing guns from people become prohibited from owning them because they've been convicted of a felony or domestic violence. and so this is something that all californians should feel safer because of this law and we're just really thrilled that we're able to be a part of it. >>it is it enough? is it in effect right now like this is a law that it is working. have you seen any have you seen it work? be. 28 was enacted last

year, but it is still too early to actually been able to see any effects of it because it was just enacted. >>but we expect to be able to see that happen soon. >>and so there's also state bill 8.99. it has to do with guns in domestic violence situations. why do you think that's important that the state also put this la the bucs? >>so sb 899 is a bill that would help prevent gun violence for domestic violence victims. so we know that. guns are the most common weapon used in domestic violence, homicides. and we also know that the mere presence of a gun in a domestic violence situation makes it 5 times more likely for a woman to be killed by her abuser. what s p 8.99 would do is make it more likely that abuser has already prohibited from owning a gun because of domestic violence

actually surrenders. the gun because your viewers might be surprised to know that even when there are prohibitions in place, they're often not the follow-up steps taken to make sure the guns are relinquish. so this bill has passed the senate and it is now been referred to judiciary and public safety committees in the assembly. so it. what challenges do you think that this faces and do think that it will pass? >>i feel confident that it will pass. i the challenge it faces probably are, you know, people may not fully understand the complexities of actually ensuring gonna surrendered. i think a lot of people probably assume that when restraining order or a conviction for domestic violence is put into place, the gun is automatically removed. but the subject of the order or the person has been convicted actually has to turn that gun in has to surrender it. and that's the

are working to find out what led to a body being discovered inside a burning home in citrus heights. fire crews finding the body at a home on oak grove avenue just before noon on friday. mason morrow has more. >>sacramento metro fire crews putting out the last remaining remnants of those hot spots at a home fire here on oak grove avenue in citrus heights. over the past few hours. but now really the shift has turned to trying to figure out exactly what happened inside of that home before and during the fire. so again, metro fire crews showing up right around noon for this house fire here. and we're told by a spokesperson for the fire department when they arise, they found a body inside of the home. that also confirmed to us by citrus heights. police taken over this investigation. speaking of this investigation here, it's actually were told by the police department they have homicide investigators on scene now, that doesn't mean this is exactly homicide investigation for say they say this is just sort of their

standard protocol whenever they do find a body in this situation inside of a home. but right now it's trying to turn to again exactly if this person was killed before the fire started or if they died as a result of this house fire. >>the deceased person inside there. that's very alarming because it's generally not what happens. so anytime that type of thing happens. yeah, we're going to pull out all all the stops for just to make sure it's done right. >>it's really been emotional scene here with friends and family neighbors who have arrived on scene here within the past few hours, we've seen some anger. we've seen some tears that have been shed is they are also trying to figure out exactly what happened to their loved one. who was inside of that home is we're trying to figure that out as well. this is being treated as a crime scene investigation here. so police just telling us what they can at these times. they're trying to sort out exactly how this fire may have been started as well as if there's any foul play that suspected. >>that matters? i'm mason morrow. fox 40 a new state law

targets so-called junk fees by businesses. it goes into effect next month. but there's a proposal now that would allow restaurants to keep tacking on surcharges if they reveal the cost ahead of time. erin myers has more. >>the new law goes into effect on july. first require all in pricing. so that means no hidden charges or fees that you find out about later. but there may be some leeway for restaurants, but let's start with that new law senate bill. 478 makes it illegal for businesses to advertise our list, a price for goods or a service that doesn't include all of the fees and charges associated with it other than taxes and shipping costs. oftentimes they are hitting sason, which is stellar used as a low price to attract the customer and then disclose additional fees in smaller print reveals additional charges later in the buying process. you see this with event, tickets, hotels and lodging, restaurants and food delivery. the honest pricing laws meant to protect consumers from deceptive price advertising by showing the all-in price for goods and

services up front before getting the bill. this makes it easier for consumers to compare prices between merchants. now a new proposal would make an exception for restaurants. it would allow restaurants to continue to add see such a surcharges and mandatory gratuities. as long as the charges are revealed upfront clearly and conspicuously this instead of using those all in prices, those extra charges allowed restaurants to make contributions to workers, health care and other employee benefits. there had been some confusion as initially the state attorney general's office said restaurants could keep surcharges later said charges had to be included in the prices on the menu. this proposal would clarify as for the proposal, this is what people this morning had to say. of course, i want restaurant workers to get. what they're supposed to getting in all the things like that. so i think 100% if it's written on the menu. >>showing out to the customer. i think i'm completely ok with that. but yeah, i think it's when it's hidden from you. when it does get frustrating as a customer, the new law

doesn't require businesses to change their prices just makes it easier for consumers to know what they're paying up front. saturday night on news

>>well, good yesterday was an important day for the city of berkeley, state supreme court, an ounce. it's unanimous decision to allow the project people's park to 4. this is a project that has been 7 years in the making. a result of partnership between the city and the university to address the critical shortage student housing in for housing in our community. i just want start by acknowledging. the important history people's park in this park was out of the that the 1960's. and it has an enormous symbolism, historical significance to our community. it's important that as this project or that the university honor that history. history should not stop from progress. and the realities of the current state of people's part. widespread homelessness

is is not as a student at uc berkeley. i wouldn't really want block from people's park. we were told our freshman orientation to not in or around the park. this was over 20 years ago because of the concerns around crime and public safety. obviously things collate it. i'm proud that with the university we work in partnership to successfully house 100 plus 200 individuals in and around people's part of the past so years we have been able to leverage billions of dollars of grants from state, california, too. lisa telles and to provide permanent housing for people that only lived people's park. and people's party has long been a haven and sanctuary for people experiencing homelessness. i'm just as it's been a center for political expression and activity. and so one of these, i set you the chance for this

idea was first put 4 was it's critical that we make sure that. we may hold the people that currently live in people's park. and the not just by social worker but working with the city work in the state of california. to develop housing plan to get people into temporary and permanent housing and i think that's a great success. and so as process moving forward, i think we can be proud of the fact that we have worked to effectively address housing needs of people that are living there while working to develop a vision plan preserves over to the of space. i think that's one thing that people don't realize over 2 acres of the site will be publicly accessible, open space as well as 1000. that's a student housing and 125 units

california voters have the chance to enshrine marriage equality in the state constitution. governor gavin newsom came to san francisco to announce the freedom to marry ballot initiative. thank you, by the way. thank you all for your generous comments. thank you all for being here and thank you all for recognizing the urgency of the moment. and i want to talk about that moment. but i want to. >>contextualize the moments that we many of us experience together in our journeys life. my life began in 1967. in 1967. blacks couldn't marry whites. and about a dozen states all across the united states of america took the courage of a young man by the name, richard loving. mary mildred jeter. for these 2 words. i do. he was sentenced

to a year in prison in the state of virginia. the judge at the time and i'm paraphrasing in sentencing, richard, to a year in prison said god, sir, god put different races and different continents for a reason. god never one of the races to mix. used religious content. to incarcerate or expel, which was the alternative sentence out of the state of virginia that couple for just simply standing up and saying, i do. fast forward the half century later. i'll be candid with you. i've taken so much for granted. 1967, expansion of rights loving versus virginia. watch the expansion of civil rights voting rights over my lifetime. lgbtq rights, women's rights. and here we are in 2024. and we're not experiencing. we're not experiencing a rights expansion. we're experiencing rights, regression. the forces

transformation. represented by all of you here today in the forces of restoration. those that want to bring us back to a pre 1960's world. that's what this initiative represents. it's a recognition again of the urgency of the moment. the moment we are living in and states on the front lines of those rights battles. and that's why it's imperative. but states like california step up and assert themselves at this critical time. happening? all these red states to voting rights, civil rights, lgbtq rights. look what's happened. women's rights not just access to abortion, but the debate we're having today about access to contraception. this is real. and let's not that's not ourselves to sleep. that we victims of these circumstances. we can shape the futures decisions, not conditions that determine our fate and future. so we're making a decision to stand up. we're making a decision to affirm progress and not take

anything for granted at this precious and profound and consequential moment. so it's long way of just expressing gratitude and appreciation for the coalition that's assembled here. it's the life. why do we feel we need to do this? what more evidence do you need? to the world? we're living in. profound and precious progress. you can't take it for granted. and so i'm grateful to evan low. i'm grateful too, are 2 remarkble center's former pro tem. i'm grateful for the coalition of partners for recognizing the opportunity and the imperative. and i'm grateful to many and all of you assemble so many fronts that i see here for always being on the leading and cutting edge week talk often in closing. about california. the future happens here. first, where america's coming attraction. we have a special role and

responsibility to lead. and that's what this initiative is all about. thank you all very much for being out. you've been listening to governor newsom announcing the freedom to marry ballot initiative in san francisco on friday. >>happening this weekend, juneteenth celebrations begin in the bay area saturday. san francisco will host its juneteenth parade and festival. here's grant lotus with the details. >>san francisco will be hosting the juneteenth parade and festival which starts at 11 o'clock in the morning market and spirits streets. it will then travel downmarket to 8th and if you're in the city, muni is warning there will be several road closures as a result. and these closures will begin on saturday morning last until the afternoon. is also letting riders know that several routes will actually be affected. the parade commemorates the emancipation of enslaved black americans.

as you see the muni closures. we also have video that will show you of last year's parade, which was the inaugural one. lot of music, food, cool cars. we caught up with the executive director of the san francisco human rights commission today about the importance of the celebration. >>thousands of people registered for the festival and we hope that they come early and watch the community members. the pageant winners little miss and mister juneteenth that they get to see the cars that they go and join the block parties. but we've seen tremendous growth from last year to this year. and you consider the how many other parades the city has that have been happening for decades and to finally have this one that centers black culture is pretty special. the real struggle lot, i think to some degree is people who may say, well, everybody, all the black people have left san francisco. why would you do this parade here? and i think that's even more reason to do it is to say that we're

committed to whether it's 1 1000 or 100,000 that we are committed to addressing the disparities and some of the harm that's continued to be done, where people have felt unwelcome here. and so doing this parade for me says we want folks to realize that they're welcome here. >>the festival will begin at noon at civic center plaza and run until 06:00pm more than 10,000 people are expected to attend. and we have a complete list of juneteenth celebrations happening in the bay. just scan the qr code there. it will take you right to the juneteenth section of our website. that's kron 4 dot com. 4th of july festivities
