>> thank you for joining us here on kron. 4 news at noon. i'm justine waldman. we are going to begin in the east bay were an apartment fire has now sent 2 people to the hospital conference. charles clifford joins us now live from pittsburgh with details on the story. thanks for joining us. >> well, good this fire this morning sent large column of black smoke up in the air that could be seen for miles. crews responded fairly quickly and found 2 people trapped upstairs. they eventually were taken to the hospital. just after 8 monday morning. firefighters responded here to the pittsburgh park apartments along crestview drive on reports of a structure fire. >> crews arriving on scene found this 2 story apartment burning resident on the ground for was able to get out. but 2 people, a 15 year-old girl and adult man were trapped on the second floor. neighbors could see them in a window. fire crews entered the building using ladders and were able to get them out. the mail was brought down. a lot of that. you see behind me with the parkers and the juvenile was

brought downstairs. both were unconscious when they came out, our paramedics went to work and we have a local looks like they're doing pretty well. they're going to critical. but they're doing the fire response was upgraded to a second alarm but only took crews about 20 minutes to bring the blaze under control. >> crews were also able to keep the fire from spreading to other apartments. although the adjoining unit did suffer some minor damage. it's believed the fire started on the first floor. but the exact cause of the blaze is still under investigation. all right, back live there are a handful of fire crews still here cleaning up. so access to the apartment complex. there could be limited for the next hour or so. but there's no delays on the roads around here anymore. but for now in the east bay, charles clifford kron, 4 news. >> charles, thank you so much. also in pittsburgh, flames from an apartment fire spread to a nearby grassfield. they're creating a vegetation fire that spread to 55 acres. contra costa. fire crews say that fire now fully contained. it started yesterday afternoon and they had it under control

by last night. video showing smoke rising from a grass field near san remo courted john henry johnson parkway. no one was hurt. also in the east bay, more than 10 people has been displaced because of an apartment building fire in san pablo. this is citizens video from a nearby apartment complex. that fire started saturday afternoon. contra costa, the firefighters there are saying they had this fire under control in less than an hour. the red cross helping people who have been displaced. the cause of this fire under investigation. and we'll talk about our forecast now with a live look here at san francisco there. some fog at the golden gate bridge and things are going to get warm this week. we'll get all the details on what's happening today with our meteorologist kyla grogan. hey, they're happy monday, we are off to a nice start this monday. it's going to be a beautiful day out there. you can see some slightly breezy conditions as we take a live look at the bay bridge. >> right now down on the embarcadero. still some of that marine layer. hang on a bit at the coast and you see that here as we take a look at

half moon bay. so obviously we've had that marine layer presence this morning, but things are about to change as we get into the week. right now, temperatures, 57 degrees at half moon bay, 60 in san francisco. but take your eye over to antioch where it is already. 82 degrees indication that they will be one of my warmest spots today. 72 in san jose and up in the north bay. some nice low 70's from napa to santa rosa and avato. so what's going on this week? it's all about high pressure. and when that high pressure builds in, it builds this ridge. you can kind of see it there taking shape. and once that happens, we start to warm up and that will make our marine layer compress now. right now, we're still kind of in that typical bay area pattern. we started off a little foggy, a little cloudy, the coast and now it's starting to pull away. we're starting to get a little bit more sunshine, peeking through so highs today, actually pretty nice today. all well be above average in the inland spots like antioch are looking out for 91 or even concord at 89 livermore 90 when they should be about 81 degrees this time of year. but around

the bay, really 60's and 70's. you can see some mid 80's up in the north bay and south bay looking out for those low 80's. so a pretty nice day. but i did say that we have heat on the way. the heat advisory kicks off tomorrow morning. i'll have all the details on that coming up in the next forecast. i'll give you in just a few bit minutes. thank you so much. and there is an increased risk of fire danger this week all across the bay area. the national weather service says hot and dry afternoons will elevate that fire risk conference. michael thomas has the tips we need to know. >> over the last few weeks, a bay area has seen multiple small fires and heat advisories and weather is in critical fire weather happening like wind and humidity. well, officials say we're still having hot and dry afternoons and robert fellowes, a fire captain with the fire was committee says knowing how to prepare your specific property is key. well, there's a list of fall fire suggestions on how to the various zones around the homes, the 0 to 5 when you should have plants or wooden fences up against are home.

there's that 5 to 30 3200 officials say one hot and dry afternoons are combined with very dry, fine fuels. it causes elevated fire danger and fellows tells me the biggest issue he sees is this with all the closings, vegetation to the that you have. >> people who have their nice plantings, bushes right up against the house and journey that 0 to 5 feet to try to keep education away from the so that certify feud is pretty critical, regardless of location. officials say these tips could help save your home, maintaining a defensible space of at least 30 feet. >> and making sure that you're cutting down those dry out weeds keeping them at least 4 inches or less trimming back trees along with low hanging branches and removing branches that are near roof lines. keeping them at least 10 feet away, cleaning gutters of any debris. and of course, always having a plan in the case of an emergency. those says when it comes preparing, it's a team effort to keep everyone safe. we're all in this together. if everybody does their part to prepare their

properties, that everybody will be safer. >> now to santa rosa, where a firefighter pets and a resident were all hurt and a house fire. this as sunday morning on creekside road. this fire started in the attic and then it involves some wiring to people and some animals were hurt. no word on the extent of their injuries. the firefighter was hurt while operating a large fire hose. he is expected to be okay. the fire department says the fire appears to be accidental. a chaotic weekend along the embarcadero in san francisco. massive sideshow broke out, causing a car to go up in flames. fireworks exploding there in the middle of the intersection. kron four's will tran shows us how things got out of hand. >> the san francisco police department, they did not make any arrests in the case at least so far. but of course, they have access to the video which by now the entire country has seen. let me show you the video. this actually went down from saturday into

sunday at around 2 o'clock in the morning. sideshows happen. but the fact that it happened all along the embarcadero just right down from the ferry building. so brazen, hundreds of people turned out. reportedly some people even got hotel rooms high enough or they could shoot down with that particular vantage point. you cars doing donuts along the embarcadero and a car was actually set on fire. we see people stopping on the car at certain times. it took the police department. we don't know how long, but eventually they did get their according to a police source. i spoke to he said that, you know, it is hard to get all the resources together to corral the side show and the participants, but they got there. they dispersed hoping that it would end, but it did not end. in fact, it went to another neighborhood in san francisco. the mission district. same thing. police officers went to that

particular location, tried to arrest and then they dispersed as well. in this particular case, not only was a car set on fire, so many people out there cheering using their cell phones to record the action. it look like 4th of july with the fireworks going off now, not only did it happen in san francisco, it also took place a couple of other side shows in oakland. so obviously this is an ongoing problem. hard for the police department to crack down. but it looks like in many of those cases, especially over the weekend, very organized. all knew where to be. and when to get there. now to the north bay where a man accidentally set himself on fire inside rohnert park hotel lot. police say he was using illegal drugs. >> police arrived to the inn at rohnert park on redwood drive yesterday morning following an alert of a sprinkler system be activated. the alarm forced the

evacuation of all the other guests there. officials say they found a man on the second floor with significant burns to his arms and torso. they say he was using drugs with his clothes, caught on fire. in the south bay. the homeless man attacked at the vta stop in san jose is now out of the hospital, but he's fearing for his safety and for the other people who live on the streets. kron four's jeff moment has the story. >> so some other guy like. from behind fight for my bryant. couldn't see guy walks past me. there's a little fake walk and it turned right back around and knocks me. >> he's great san jose native christian cheddar with remembers how he had to fight for his life on the vta platform right outside the children's discovery museum. our fighting back. >> i would fighting for that. i was on the ground, but i'm like there's any myself. christian spent 10 days in the hospital. >> he's back out now and is just as confused as the day he was attacked. why did i get

back >> at the children's discovery museum. in broad daylight. the rise happened me. i don't. >> police did arrest the alleged vta attacker. 26 year-old andrew paris. you like well. >> and unlike took a breather for a couple things and then like went back to that this is a medical respite here in south san jose. and this is where christian is staying while he recovers and navigates these next couple weeks face the reality that he's going to have to return to homelessness. we did talk with other. >> homeless residents staying on the street and they tell me that they also feel concerned with taking public transit in the city. there's a group of people who do the residents living in rv's near the homeless resource centers say. >> random attacks are part of daily life. being on how you can see what's going on. but he ever targeted you ever yes, sir. yes, on the bus. i you get threatened and you get things thrown at you and these in-house people here and christian argued everyone would be safer. >> with more security for public transit, it was like a

a violent and chaotic scene broke out over the weekend at lake berryessa. one man shot and killed. several other people were stabbed. >> kron 4 sarah stinson has the story. >> a large fight broke out between 2 groups at lake berryessa saturday obviously the shooting. >> it was stabbing and punches. so there pardons involving injury. >> napa county sheriff oscar ortiz describes the scene as chaotic at the oaks shores day use area. deputies responded to the west shore around 5.30 and found a man who had been shot administered cpr to attempt lifesaving measures. >> fortunately, they were unsuccessful. so that person was pronounced at the the sheriff says 2 people were also found with stab wounds and taken to the hospital during the fight. a man grabbed a gun from his car and shot and killed. a 39 year-old man from vallejo. the victim

has been identified as andres fabienne sandoval garcia, the alleged shooter then drove off. the sheriff says when deputies found the man just north of the lake. >> he had stab wounds and was airlifted to a nearby hospital. his condition is improving. >> motion we're hoping to be able to become the jail. the coming detectives spent hours at the scene talking with witnesses trying to figure out what led up to the fight. the sheriff says several agencies helped with the investigation, including the sonoma county sheriff's helicopter because don't get a lot of homicides in county >> we have a a protocol in place where we activate the major crimes task force, which is really detectives from every city in the county, every law enforcement agency and the district attorney's office and the highway patrol ortiz says this is the county's 4th homicide of the year. >> the sheriff says while there has been one arrest, there could be more. they're still talking with people who witnessed. >> the fight and he's hoping that anyone with video will

send that to the sheriff's office. i'm sara stinson reporting in napa county kron. 4 news. >> let's talk about our forecast now with us live. look outside here at the embarcadero kicking off another full work week. we have meteorologist kyla grogan here with details on the warm-up. that's on the way. yes, and we're just getting started, right? it is monday. everybody. happy monday to we're taking a live look from the east bay. it's a beautiful day out there today. however, we are going to see another snap of heat. take a livermore is an example where the average at this time of year is about 81 degrees. so today, looking up for 90, but it is really tuesday into wednesday that we really see this heat push into some dangerous territory. you can see even close to triple-digit heat tomorrow. a few degrees cooler on wednesday. >> by thursday, we catch a little break and then we pop up again, but not quite as extreme as you roll towards the weekend. so why does this happen? high pressure once again building off the west coast and when that happens, these represent temperature bars right? so brighter the color the warmer gets. and is

it taking to tuesday? you can see that high pressure getting closer to us. and that starts to bump all of that up. and it brings those warmer temperatures. by the time we get to thursday, we get a little press down there and it starts to cool us a touch. but for the most part, we stay above average in pretty warm as you all right through the rest of the weekend, even into the weekend, extreme heat will be tomorrow and wednesday and it is all because of this. you can see that ridge of high pressure right here as we look at the wind barbs, you see that clockwise circulation indicating that it is already e as robust as it will be as we get to tomorrow. right now. 77 in fremont, though, we're warming up in dublin where we're at 81 degrees. 61 in berkeley, just 60 in san francisco point race, though, 70 degrees. that's pretty warm for this hour and we're 77 in nevada. but if you take a look up to kelsey bills, 86 degrees there already at this noontime hour or so. the warm-up is upon us. these are the temps of looking at for today. and then by tomorrow you can see santa rosa goes from 84 today to 99 tomorrow. san francisco

looking out for 76 98 in concord and then low 90's for us in san jose. so we are under heat advisory not just here in the bay area, but you can see it across a good portion of the state where it is most of our inland spots. it's not the peninsula and it's not directly around the bay. having said that, we will be warming up everywhere. it's just that the dangerous sea really is going to be confined to those inland spots in our valleys and our hills. so tuesday, wednesday, the once i'm looking out for we cool down a bit as we get into thursday, right? the body were covered by the san joaquin river has been confirmed to be the voter. tommie clark who went missing nearly 2 weeks ago. >> his friends identifying that body while they were out searching with volunteer divers reporter kimberly cruz spoke to clark's family and the volunteer diver who found him. >> i don't think i describe my dad in just a few words. leahy was so loving. so carrying some understanding it was my everything. >> was my dad between tiers, brittany smith, tommy clark's,

oldest child out of 3, remembering her dad. he loved to fish. he lived to work on cars. >> he >> to go golfing. clark was last seen fishing with his friend johnny in the san joaquin river on may 23rd when their boat capsized where the san joaquin and old reverse split, everything was going smoothly all night. stopped at the the y. >> i'm at the beach get there for a little bit. and soon as we left, that's when tragedy struck. the san joaquin county sheriff's office is in volunteer divers search for nearly 2 weeks. we spend. >> more than 7, 8 days looking for we do? most top and i do more 20 times. the body eventually found by hit alongside tommy's friend johnny. >> and another volunteer divers saturday afternoon before size. >> we we tell me by the shoulder and i was unable to bring home. had to bring home.

afternoon. kids are losing their skills according to a new survey, 94% of teachers >> say students are having a challenging time listening and following instructions. 85% are saying students are having a tough time sharing and cooperating with their peers. experts now urging parents to use summer break has a chance to keep an eye on their children's activities and teach them communication skills. for money. this afternoon. schools are bracing for some tough times ahead as 200 million dollars worth of pandemic relief. money is going to run out by september. that money helped hire counselors, reading specialists and other support staff to address the challenges of the coronavirus pandemic. nearly half of it was used to boost teacher salaries during a teacher shortage. the grants have also been used to help students with mental health and improving test scores that are all coming from problems that went on during the pandemic.

the largest insurance carrier in the state plans to continue coverage for us. homeowners. there is a catch, though. it's just for a few of them in march state farm announced it would not renew thousands of home insurance policies because of an elevated wildfire risk and now state farm is saying it will renew those policies if the clients secure fire coverage from the california fair plan, that's a state insurance program for homeowners in high-risk areas. consumer advocates are saying this then puts the burden on homeowners. >> people who are loyal. >> to state farm is going to be great this is the insurance company you want to be with. >> then this is a helpful piece of news, but it's going you're going to still be paying more. and now you're going to have to have to policies and said, wait. >> united policyholders now saying state farm has a right to be concerned about wildfire risks and home values in california. but they also believe state farm is over.

after democrats and republicans in the legislature announced a bipartisan bill to

address. >> the issue of retail theft now leaders of each party are now accusing the other of playing politics with that legislation. capitol correspondent eytan wallace shares why republican say they're furious with the proposed changes to the bills. retail theft. >> it's an issue republicans and democrats in the legislature have long said they want to see addressed so much so that earlier this year, legislative leaders from both sides of the aisle announced a package of bills. they dubbed the bipartisan safer. california plan they believe will help tackle the issue. i'm on the bills in the package. one that would expand the california highway patrol property crimes task force and another that would increase penalties against retail thieves involved in the resale of stolen items. common sons, effective that will blunt retail theft and local crime. but the bills do not propose to overturn prop. 47 passed by california voters in 2014, the law changed certain nonviolent

crimes from felonies to misdemeanors, including theft when the items stolen are valued at less than $950. while supporters have long argued the law will help reduce california's prison population and lead to criminal justice reform opponents to this day say it emboldened criminals to take part in certain crimes like retail theft, with little to no punishment- property. 7 has been an unmitigated disaster for public safety in california. >> and so until this legislature get serious about fixing prop 47, we're going to keep pushing for reforms. and that includes at the ballot box. and that's exactly what voters can expect this november after a group of district attorneys and others in public safety. >> say they've collected enough signatures to qualify a ballot measure asking voters to overturn prop 47 governor gavin newsom does not want to see that happen. i don't think there's a need to happen on what i have something on the ballot. doesn't actually achieve the goals that are i do something that can't be

done legislatively. democratic legislative leaders, including senate president pro tempore mike mcguire agree with newsom and now they're proposing amendments to many of the retail bills, amendments that would make the bills take effect immediately this summer with the governor's signature, that would also cancel the bills of voters overturned. prop 47. it helps avoid having conflicting laws. >> in policies regarding retail theft so that we can be sure these are held accountable. but republicans believe the anti prep 47 ballot measure and the retail theft bills can both become they argue the democrat backed amendments are part of a larger plan to defeat the ballot measure. they're trying to deceive the voters into believing that there's a choice. there's not a choice we can do both. the cynical part is. >> the democrats are putting this in place so that the ballot summary entitle can say >> that this initiative and does public safety bills passed in the legislature and make it look like we're

undoing it and making it less safe. that's the sentence. that's the cynical part. here's what i have to say to that. >> hogwash. hogwash. >> we're putting emergency clause into these bills so they take effect immediately. who doesn't support that as a cynical attempt. >> to remove the voters right to have a say on this important issue. >> and as you can see, this is a passionate debate likely be front and center on tuesday when lawmakers take up the retail tough to bills at the public safety committee reporting at the state capitol wallace kron. 4 news. >> santa clara county now moving forward to support family caregivers, the county board of supervisors looking for ways to address adult caregivers, main areas of concern include the need for more information on what services are available through the county, santa clara county also plans to create assistant plan for caregivers to help pay for adult care. the aarp has ranked california 15th in the nation for family

caregiver support. the organization says the state lacks in assistance because it does not provide any tax credits to caregivers who frequently take on extra costs. family and friends gathered in san francisco's dolores park to remember a son, a friend and a brother. the victim is a san jose state student. he was shot and killed last week. kron four's jack molmud spoke with the victim's family about how they want him to be remembered. >> talia aguayo is looking at the impossible. vigil for her only brother luis r just 19 years old, he was shot and killed while out this penchant, the morris park us. the best. >> being here, this joined by her parents. natalia says that her brother, was the most important part of her life.

san jose livermore concord getting into those upper 70's will santa rosa little bit cooler at 74 happening today about 57 degrees. so if you're one of my work from home, folks and you're in walnut creek, today's going to be pretty nice day. it will be warm but not too warm rights. we're talking mid potentially too almost upper 80's and walnut lots of sunshine and just kind of a light breeze out there. temperatures right now, though, as i mentioned, pretty nice. but if you look all the way into antioch, you can see it's already 85 degrees there. and that's an indication that we're starting to warm up in our inland spots. and that's just the beginning. when we get into tomorrow, we do have a heat advisory that set to kick in. so well tonight we will start to see some of that marine layer buildin along the coast and it will even press inland a little bit as w get into the overnight hours. notice how quickly it pulls away tomorrow because we're going to get that high pressure a little closer to us. it's going to compress that marine layer. so while we see it here as we look at our sutro tower, very present, once we get into tomorrow in the afternoon,

we're really going to lose that as we see those inland spots rocket up into potentially even close to triple-digit heat. so likely some upper 90's at least now will stay warm on wednesday. and after that, we do have some cooling coming our way of back a little bit. we'll talk more about that. thank you. will turn out to some national news says it's now been nearly a week since president biden signed an executive order. >> aimed at cracking down on illegal border crossings. that executive order and braces stricter policies on asylum seekers when the daily average of illegal crossings succeeds. 2500 southern border there. it have not been lower than that and several years news nation's tom dempsey has been looking into the numbers to see what sort of impact we've seen so far >> today news nation has obtained updated border data showing the days before this executive order for president joe biden was put in place and the days after. and this morning, the data show that there really hasn't been much of an impact when it comes to

border encounters. let's get right to it. this data was provided to news nation from customs and border protection and it shows 3500 encounters along the southern border for the 2 previous days before the executive order went into effect starting on wednesday last week with the executive order in full effect, the number of border encounters really saw no significant changes. we saw a bit of a drop on friday, but then on saturday, the number of migrants in custody actually shot up the american civil liberties union has already said it plans to challenge this executive order in court saying the call the order illegally restricts people's rights to seek asylum. in a statement, a leader for the aclu wrote, we need solutions to address the challenges at the border. but the administration's plan to executive actions. we'll put thousands of lives at risk. governor greg abbott, the republican governor of texas, also came out in a recent interview saying he believed this executive action will actually attract and site illegal crossings. homeland

right now is the inner east day. and that would be antioch about 85 degrees. a lot of 70's around the rest of the bay. so very, very pleasant day today. however, tomorrow we're going to take that number inland and pump it up to nearly triple digit heat. this isn't a very long lived. heat snap. having said that, you can see where it is going to be in our inner spots in the north bay, east bay and the south face of the peninsula is not in this right around the bay itself. most of it is not in this. the coast is not in this, but everybody else is. it got me thinking about the month so far. and i want to look at livermore one of our warmer spots out there. it's been kind of a seesaw right where we started the month. a little cool. then we went into a hot snapper. we saw triple digit heat. then we cool down as you head to the weekend. so of course, the question becomes, where do we go now? and because of this high pressure ridge that's going to be building in tomorrow and wednesday are going to be very warm days. but they did. it doesn't last. we then cool it down a little bit as we head into thursday. so you can see right now stormtracker 4 that marine layer is there around the coast in particular. and that's why you see the golden gate bridge. but tomorrow we'll start to see things
