>> good afternoon. appreciate you joining us today for kron. 4 news at 4. i'm grant lotus and i'm vicki liviakis. it was a chaotic weekend along the embarcadero in san francisco. a massive sideshow broke out causing a car to go up in flames and fireworks to explode. yeah. kron four's rob nesbitt has been working this story. he spoke with somebody who lives right near where that happened. then rob joins us live from the embarcadero with more. good afternoon, rob. >> grant vicki residents who live near the embarcadero thought that they heard a bomb going off when they woke up what they actually heard were fireworks that were set off by the people who participated in the sideshow early sunday. you can see drew a car's driving recklessly along the embarcadero. one point, a car even caught on fire. i reached out to san francisco police and according to chief bill scott. no arrests were made, but several cars were towed away. the chief says participants dispersed into

several small groups when the officers arrived and other sidt shows followed in the city, including one in the mission at valencia and cesar chavez. streets, president of the barbary coast neighborhood association. diana taylor lives near the embarcadero and had been in close contact with police about the increase of sideshows. she says the hostility that police face from sideshow participants makes it dangerous for responding. officers. >> hundreds of people were there that after sideshow and they really take on the police a much more assaultive and aggressive. >> as you can imagine, residents aren't exactly thrilled that no arrests were made early sunday here at the embarcadero. but chief bill scott today emphasized the fact that his department's investigation is far from over and they hope to get more information from the impounded cars. witness accounts and videos that were taken reporting live in san francisco. i'm rob nesbitt kron. 4 news.

>> thank you, rob. in the east bay, 2 people are hospitalized this afternoon after their apartment caught fire kron. 4 s charles clifford has that story. >> well, here in pittsburgh on monday morning, a 2 alarm fire sent a column of smoke into the air that could be seen for miles and 2 people were sent to the hospital just after 8 monday morning. firefighters responded here to the pittsburgh park apartments along crestview drive on reports of a structure fire. >> crews arriving on scene found this 2 story apartment burning resident on the ground floor was able to get out. but 2 people, a 15 year-old girl and adult men were trapped on the second floor. neighbors could see them in a window. fire crews entered the building using ladders and were able to get them out. the mail was brought down. a lot of that you see behind me with the parkers and the juvenile was brought downstairs. both were unconscious when they came out, our paramedics went to work and we have a local looks like they're doing pretty well. that could be critical. but they're doing the fire response was upgraded to a second alarm but only

took crews about 20 minutes to bring the blaze under control. >> crews were also able to keep the fire from spreading to other apartments. although the adjoining unit did suffer some minor damage. it's believed the fire started on the first floor. but the exact cause of the blaze is still under investigation. in pittsburgh, charles clifford kron, 4 news. >> in the north bay officials and locals in the bay area. they're preparing for fire season. and in santa rosa, some locals already have an evacuation plan. >> were prepared for that. go and there were to happen in our area. you know, we have a place that meeting nowhere to go. >> can't be too careful. these help protect your home. officials recommend cutting dried out weeds, trimming trees and cleaning out your gutters. >> that fierce corral fire last weekend injured in alameda county firefighter who's currently in the hospital with severe burns and will be needing several surgeries is called for theresa reports. his friends

have been reaching out trying to help his family through this tough time. >> and that the fire has burned over flown out to santa clara medical center. >> that's brian son, tony communications director. without me to county fire department. he is now on a journey to thank the community for coming out in support of brandon franco. franco shown here with his wife and child was out fighting the corral fire that erupted june first near tracy with ferocious winds. the blaze cop through grass quickly. crews ultimately did get the upper hand on the blaze. but franco is still in the hospital and he suffered 3rd degree burns on his arm and his back. >> and he's just such an amazing firefighter said tony says that franco has already had surgery and we'll need more specialized care for his burns can talk to one this morning. he was in great obviously he's got a long road ahead of them as far as some of burns on his arms back. >> but a menos airway works. well, he's able to talk is able to see he's going to able

to come back and hopefully make a full recovery. so in that aspect, really proud and really happy for him already. the gofundme set up to help franco and his wife has received thousands of dollars from a long journeys. got some surge is coming up. >> he's been very happy with community support. he really wants thank everyone in the community. >> everywhere fire department. so was a firefighter, santa clara county firefighters live paused firefighters, newark police department beyond all their members have come together together to support. still funny. >> theresa kron, 4 news. >> all right. whether time now is we have a live look outside at downtown san francisco was kind of you know, breezy out there today. >> not too hot, not too cold. just right as kyla grogan joins us now with a look at the forecast. take pay their yeah. we are a little breezy out there. you can see the flags flying in the breeze, but it is quite nice today. and we've got some sunshine at san francisco. we even got a little peeking through out at half. moon bay can see right now. >> the marine layer is kind of offshore, but they did have a

little bit of sun that broke but certainly they'll see that rebuild tonight. just 57 degrees out. happy bay right now. but you can see 65 in downtown san francisco. a little warm in the inner east day. we're up to those low 90's livermore right now. and antioch, 88 up in nevado. you can but 83 down in san jose. so high pressure is going to be the story as we go throughout our week. and that is ultimately going to compress the marine layer and allow us to really heat up doesn't quite take effect until we get into tomorrow. so tonight, expect some those clouds to move in. i do expect we're going to see not only a little patchy coastal fog, that a little bit of fog that makes its way into the bay as well. temperatures will be in 50's into about 62 degrees and then we have this to deal with tomorrow. we have a heat advisory that kicks off at 11:00am. you can see it's for good portion of the bay area. really all of our interior spots, north bay, east bay and south bay. i'll be back in a little bit. we'll talk more about just how warm we're expecting to get tomorrow. >> all right. cuyler 3 teenagers were killed in 2 separate shootings early this morning in oakland, the first

shooting. it happened about one 30 on filbert street near martin luther king junior elementary school officers responded to reports of an unresponsive person when they got to the scene. police found a 16 year-old victim suffering from a gunshot wound. they were pronounced dead at the scene. the second shooting happened just after 02:00am near the intersection of international boulevard and 100nd avenue officers responded to reports of the shooting. they found 18 year-old who had been shot. he was taken to the hospital where he later died a short time police learned that a second victim who was a 17 year-old had taken themselves to the hospital after being shot. he also died at the hospital. >> loss of life is too much and especially the head. 3 young individuals getting the start life to have their lives taken from them such an early age is tragic.

>> oakland now has 40 homicides so far this year. that compares to 47 at this point last year. police say that at this point it does not appear that the 2 shootings are connected. >> new burglary reward program will start tomorrow in san mateo county. and this is in response to an uptick in residential burglaries. our kron four's tiffany justice has details. >> there's a program. this a more comprehensive program. beyond just the tip, the mateo county district, 3 supervisor ray mueller announcing a new county wide pilot program. monday. the residential burglary reward program is set to start tuesday to 8 information gathering during active criminal investigations. the supervisor says this program was prompted by an uptick in burglaries in the past 6 months. we've had a string residential burglaries that taking place in district 3 and sent to county. >> so much so that after 10, they actually started a new innovation, innovative program

where they started to use state houses. i've attended a town town hall meetings and woodside and then sharon high to menlo park as well. this is something concern effort throughout my district, frankly, supervisor mueller calling this program and new tool for law enforcement. the mateo county sheriff's department, along with the san mateo district attorney's office will be working together. >> some jurisdictions may even choose to put up signs in specific areas saying we have this program in place so that residents realize that when they see something, there's a financial incentive to pay attention as to what's happening there. report that information. but more importantly, in order to solve those crimes, what we intend to do is that when these crimes occur, the local police chief that is a different agency will go ahead, sit down and share that information with committee that we put together at the county consisting of the county executive's office, the sheriff's office in the district attorney's office at

that point, a reward will go ahead and be put in place all the way up to $10,000. the san mateo county sheriff christina corpus saying that the new program is expected to make the county safer. >> our community members and stakeholders. when something appear suspicious or out of the ordinary. it's important that we take action know. >> tuesday supervisor mueller is expected to outline the new pilot program to the board. he'll be asking the board to set aside $125,000 to fund this program. so right now, the specific details of of of whether or not they'll be a 1, 8, 100 number put together, for instance, it's something that will be shared the time the first reward is posted. but if individuals have information right that there were information regarding a burglary. >> i'd encourage them to go ahead and contact local police department. get in touch with the county starting tomorrow. this program will be put in place. >> reporting tiffany justice kron. 4 news. >> coming up, how much it will cost to fill up your tank this

>> secretary of state antony blinken is back in the middle east urging leaders in the region to pressure hamas to accept a cease-fire proposal. and this comes days after a special operation by israel that led to the release of 4

hostages. >> washington correspondent reshad hudson has the latest. the white house is praising the rescue of the 4 hostages but says the goal is have all of them released and get a cease-fire deal done. after a major rescue operation. the families of 4 israeli hostages taken by hamas on october, 7th are now back with their loved ones. president biden says there's more work to be done stop working until all the hostages come home. and a cease-fire is reached. >> the operation to free. the 4 hostages left an israeli commander dead after the israeli military says its forces came under heavy fire during the mission. according to hamas, nearly 300 palestinians were also killed during the mission. but arkansas republican senator tom cotton had this message for hamas. if you don't want your people killed. >> in hostage rescue missions and you shouldn't take

hostages in the first >> pro-palestinian protests formed in front of the white house over the weekend demanding the bloodshed must stop. if you want to alleviate. >> the terrible suffering f palestinians in gaza. press say yes. >> secretary of state antony blinken met monday with israeli prime minister benjamin netanyahu. blinken says it's up to hamas to accept a phased ill that would stop the fighting and secure the release of remaining hostages. hamas want to end this conflict and this war than it started. we're not. since putting the deal on the table. hamas has not publicly responded to it. >> but previously indicated it has a positive view of the proposal reporting in washington reshad hudson, back to you. palestinian protesters rallied outside the city federal building today demanding an end to the ongoing war. >> a plaintiff in the case of

some spots in the state that will actually extend into wednesday. but you can see where it is. it's all of the interior parts of the bay area, right? so north bay, east bay, south bay, it does not include san francisco. does start at 11:00am tomorrow. go throughout the day. >> until about 08:00pm. i'm taking a look at temperatures out there right now. it's actually, you know, pretty nice but trend wise. if you look at livermore, for example, should be about 81 degrees this time of year. and you can see tomorrow, you know, we're looking out for that to go right up into the upper 90's mid-nineties as we get into wednesday and then we pull back. we get a little bit of a break, short-lived, you start to warm up a little bit. we really end up with a week of above average temperatures as this high pressure just starts to build in. and once that happens, we get warmer temperatures that we do get that tiny little pullback as we get into thursday and got to see that ice of our start to dip down there. but then, you know, high pressure sticks around. so that's really the point is that that's what's going to be in control of our forecast know right now. you kind of see as we look out here, that ridge starting to form, when you see the wind that's going clockwise around the high pressure and

temperature wise, we're pretty nice right now or a san jose 83 degrees. you can see we're at about 56 in downtown san francisco. if we go up to the north day, we've got some 70's and 80's inner east bay is definitely that spot where it is. the warmest today. and as we head to tomorrow, look out for those 80's to become upper 90's in many spots. and in san francisco are looking out for some upper 70 so just be ready for it. if you're inland tomorrow, the next day are both going to be pretty warm out there. and then we'll catch a break as we head later into the week. all right. thanks, kyla. >> in the south bay, a homeless man attack to defeat he a stop in san jose is now finally out of the hospital. but he fears for his safety and for other people living out on the streets conference. jack moment has more. >> so some other guy like. from behind the fight for my right can see guy walks past need is a little fake walk and it turned right back around and knocks me.

>> he's great at san jose native christian chandler with remembers how he had to fight for his life on the vta platform right outside the children's discovery museum. our fighting back. >> i would've been defined for that. i on the ground, but i'm like defending myself. christian spent 10 days in the hospital. >> he's back out now and is just as confused as the day he was attacked. why did i get back >> at the children's discovery museum. in broad daylight. did the right happened me? i don't. >> police did arrest the alleged vta attacker. 26 year-old andrew perez. he liked >> unlike took a breather for a couple of things. and then like went back to that this is a medical respite here in south san jose. and this is where christian is staying while he recovers and navigates these next couple weeks face the reality that he's going to have to return to homelessness. we did talk with other. >> homeless residents staying on the street. and they tell me that they also feel concerned with taking public transit in the city. there's a group for people who do that. residents living in rv's near

register says a rise in interest rates and a fall off from post-pandemic hiring sprees have caused a dip in hiring. >> stanford professors name is nick bloom says that working from home is going likely be more widespread. 5 years from now. workers view the flexibility of hybrid work as a kid into an 8% rise. apparently this according to blooms research and employers recognize the need to offer more remote work to remain competitive. companies have also seen a less employee turnover since adapting to include virtual work clothes. gas prices continue to drop in the bay area. we're seeing as much as $0.6 dip since friday. take a look. a gas prices or $0.12 cheaper than last monday. and 37 cents cheaper than just last month. the most expensive gas you're going to find is in napa county at 5.25. per gallon of regular followed by sonoma county at 5.20, per gallon in the east

national weather service says hot and dry afternoons will elevate the fire risk and kron four's. michael thomas reports. >> over the last few weeks, a bay area has seen multiple small fires and heat advisories and weather is in critical fire weather happening like wind and humidity. well, officials say we're still having hot and dry afternoons and robert fellowes, a fire captain with the fire was committee says knowing how to prepare your specific property is well, there's a list of fire suggestions on how to at the various zones around the homes, the 0 to 5 when you should have plants or wooden fences up against your home. there's that 5 to 30 3200 officials say one hot and dry afternoons are combined with very dry, fine fuels. it causes elevated fire danger and fellows tells me the biggest issue. he sees his this with all the closings, vegetation to the that you have. >> people who have their nice plantings, bushes right up against the house and journey that 0 to 5 feet to try to

keep petition away from the so that certify feud is pretty critical, regardless of location. officials say these tips could help save your home, maintaining a defensible space of at least 30 feet. >> and making sure that you're cutting down those dry out weeds keeping them at least 4 inches or less trimming back trees along with low hanging branches and removing branches that are near roof lines. keeping them at least 10 feet away, cleaning gutters of any debris. and of course, always having a plan in the of an emergency. those says when it comes preparing, it's a team effort to keep everyone safe. we're all in this together. if everybody does their part to prepare their properties, that everybody will be safer. >> the east bay, more than 10 people have been displaced due to apartment building fire in san pablo. you're looking at citizen video from a nearby apartment complex. the fire started saturday afternoon. contra costa fire fighters say that they contain the fire in less than an hour. the red cross is helping those who were displaced because of the fire under investigation.

>> and the north bay and then accidentally caught himself on fire inside a rohnert park hotel. while police say he was doing drugs, police arrived at the end that rohnert park on redwood drive yesterday morning following and alert of a sprinkler system being activated. the alarm forced an evacuation. everybody had to get out of the place. officials say they found the man on the second floor with significant burns to his arms and torso. they say he was using drugs when his clothes caught on fire. >> in santa rosa, a house fire caused injuries to a firefighter pets and people living inside the home. this is on sunday morning on creekside road. the fire started in the attic and involved some of the home's wiring. 2 people inside the home and several animals were injured. no word on the extent of their injuries. the firefighter was hurt while operating a big fire hose. he's expected to be ok tonight. the fire department says that the fire appears to be and accident.

>> scary moments for 2 kids are rescued from the waters at kelly's cove in san francisco. this is right off ocean beach. fire crews say yesterday 2.16 year-old swimmers were in turbulent waters for at least 20 minutes. a rescue swimmer from the golden gate national recreation area. help pull them out. the teens were taken to the hospital with non-life-threatening injuries. >> the oakland roots organization showing support for one of its players after what's being described as abuse over social media by racist cowards. car a come a cambodian rather gambian. born player was targeted after a game last night. the oakland roots posting a statement in response to the incident that reads in part oakland roots in seoul. stand by our players and everyone facing abuse and discrimination. babu. we love you. oakland loves you. racism has no place in sports or society. >> another big story this afternoon as the napa sheriff asking for people's help after

and especially violent night over the weekend at lake berryessa. >> one man was shot and killed and several other people were stabbed. kron four's. sara stinson reports. >> a large fight broke out between 2 groups at lake berryessa saturday obviously the shooting. >> it was stabbing and punches. so there pardons involving injury. >> napa county sheriff oscar ortiz describes the scene as chaotic at the oaks shores day use area. deputies responded to the west shore around 5.30 and found a man who had been shot administered cpr to attempt lifesaving measures. >> fortunately, they were unsuccessful. so that person was pronounced at the the sheriff says 2 people were also found with stab wounds and taken to the hospital during the fight. a man grabbed a gun from his car and shot and killed. a 39 year-old man from vallejo. the victim has been identified as andres fabienne sandoval garcia, the

alleged shooter then drove off. the sheriff says when deputies found the man just north of the lake. >> he had stab wounds and was airlifted to a nearby hospital. his condition is improving. >> i mentioned, we're hoping to be able to become the jail. the coming detectives spent hours at the scene talking with witnesses trying to figure out what led up to the fight. the sheriff says several agencies helped with the investigation, including the sonoma county sheriff's helicopter because don't get a lot of homicides in county >> have a a protocol in place where we activate the major crimes task force, which is really detectives from every city in the county, every law enforcement agency and the district attorney's office and the highway patrol ortiz says this is the county's 4th homicide of the year. >> the sheriff says while there has been one arrest, there could be more. they're still talking with people who witnessed. >> the fight and he's hoping that anyone with video will send that to the sheriff's office. i'm sara stinson reporting in napa county kron. 4 news.

>> u.s. trade kite surfer was rescued off davenport landing in santa cruz county sunday afternoon. in the video here you can kind of see the spelled out word help. they used rocks and sand. there's a better shot of it. the kite surfer was spotted by a private helicopter. pilot who called 9-1-1 cal fire chopper that arrived in airlifted a first responder down to get the kite surfer. it is not clear how long he was stranded on the beach before he was rescued. but cal fire officials say he did not need medical help. >> good for taking a live look outside right now at sfo and look who just flew in. >> they open those doors. right? never know who's coming guys. good to see again and good to see a bay area. yeah, we've got some heat on the horizon right now. that fog is beginning to move back on shore. that's not the stretch. well inland, though. you can see that patchy fog out there right now. looking pretty cool coast side. otherwise. yeah, we've got some toasty

temperatures even outside right now, 90 in livermore does 90 in concord. 94 brentwood, cool 50's along the water's edge. you can see they've got the fog there right between. you've got the baby. got some 60's and some 70's outside right now. but a warmer weather on the way that cool fog. that's going to kind of cadets, high pressure going to build strengthen for tomorrow. maybe a little bit of an offshore wind developing around the bay area. that's going to be enough. send these temperatures near maybe a triple digits in some of the interior valleys see that cool weather right along the coastline. fog hugging the coastline right now. more of that on the way some of that's going make its way inside the bay. although i don't think it's going make its way to the valleys overnight tonight. and then we're off and running was a very warm temperatures. if you are stepped outside tonight, very toasted numbers out there right now. yeah. believe the warm coats behind in the valleys. we've got 80's out there as we head into the evening hours. even 70's by 7 o'clock this evening. nice night to get out there and enjoy. it is a much different story out along the water's edge. you've got 50's and 60's. that cool fog already camp and along the coastline.

here's the forecast overnight tonight with some of the fog moving in along the beaches and then start to stretch inside the bay and i think by tomorrow morning you're going to see some of that early on. but it's going to be very welcome press. that means not much of that. it's going to be around as we head throughout the day tomorrow back that just kind of vaporizes as we head toward the middle of the day, temperatures warming up. we're going to talk about heat advisors and triple digit heat. we'll have more on that coming up in a few minutes. all right, lawrence, good to have you back. happens yearly worldwide developers conference kicked off this morning in cupertino. >> the company is unveiling plans to integrate artificial intelligence into its business by announcing a partnership with open a i sam altman, the ceo of open ai. he was there. the company is branding their ai apple intelligence apple also debuting a new operating system like ios 18, which will soon hit iphones. >> tesla shareholders will vote this week on whether or not elon musk should be paid.

the 50 billion dollars his board approved in 2018 earlier this year. a delaware judge threw out the largest pay package in history. now musk the board want tesla shareholders to vote to give him the stock options back in to move tesla to another state. stay out of the judges jurisdiction. the judge called the pay package process, quote, deeply flawed and criticized the board for being too close to ma skin, not representing shareholders, interests. >> santa clara county moving forward to support family caregivers. the county board of supervisors is looking for ways to address adult caregivers, main areas of concern. include the need for more information on what services are available through the county, santa clara county also plans to create an assistance plan for caregivers to help pay for adult care. the aarp has ranked california 15th in the nation for a family caregiver support. the organization says the state lacks and assistance because

four's washington correspondent maddie beer-temple reports on the reaction to the new rule, including some pushback from an environmental group. >> new cars rolling off the lot will get better gas mileage in the coming years. a new transportation department rule requires automakers to increase fuel efficiency. yearly by 2031. that would mean cars getting an average of 50 miles per gallon. the dot says this will save drivers money at the pump and cut pollution starting in 2027. it will do that. but stronger rules would have. >> much more. dan becker with the environmental group center for biological diversity says the rule doesn't go far enough. he notes the administration had initially proposed higher yearly improvements. we would take much more if they want to. companies haven't lobby to weaken the rules. and the administration has stronger rules that required. >> more clean car technology. the dot estimates the rule will save drivers more than $600 over the lifetime of

>> just a few months after democrats and republicans in the legislature announced bipartisan bills to address the issue of retail theft will now leaders of each party. they're accusing the other of playing politics with the legislation. kron four's capitol correspondent eytan wallace shares why republicans say they are furious with the proposed changes. >> retail theft. >> it's an issue republicans and democrats in the legislature have long said they want to see addressed so much so that earlier this

year, legislative leaders from both sides of the aisle announced a package of bills. they dubbed the bipartisan safer. california plan they believe will help tackle the issue. i'm on the bills in the package. one that would expand the california highway patrol property crimes task force and another that would increase penalties against retail thieves involved in the resale of stolen items. common sons, effective lines that will blunt retail theft and local crime. but the bills do not propose to overturn prop. 47 passed by california voters in 2014, the law changed certain nonviolent crimes from felonies to misdemeanors, including theft when the items stolen are valued at less than $950. while supporters have long argued the law will help reduce california's prison population and lead to criminal justice reform opponents to this day say it emboldened criminals to take part in certain crimes like retail theft, with little to no punishment, property. 7 has been an unmitigated disaster for public safety in

california. and so until this legislature get serious about fixing prop 47. >> we're going to keep pushing for reforms. and that includes at the ballot box. and that's exactly what voters can expect this november after a group of district attorneys and others in public safety say they've collected enough signatures to qualify a ballot measure asking voters to overturn prop 47 governor gavin newsom does not want to see that happen. i don't think there's a need to happen on what i have something on the ballot. doesn't actually achieve the goals that are i do the campaign legislative democratic legislative leaders, including senate president pro tempore mike mcguire agree with newsom. >> and now they're proposing amendments to many of the retail bills, amendments that would make the bills take effect immediately this summer with the governor's signature, but would also cancel the bills of voters overturned. prop 47. it helps avoid having conflicting laws in policies regarding retail theft. >> so that we can be sure

these are held accountable. but republicans believe the anti prep 47 ballot measure and the retail theft bills can both become law. they argue the democrat backed amendments are part of a larger plan to defeat the ballot measure. they're trying to deceive the voters into believing that there's a choice. there's not a choice we can do both. the cynical part is. >> the democrats are putting this in place so that the ballot summary entitled can say. >> that this initiative and does public safety bills passed in the legislature and make it look like we're undoing it and making it less safe. >> that's the sentence. that's the cynical part. here's what i have to say to that. hogwash. hogwash. >> we're putting emergency clause into these bills so they take effect immediately. who doesn't support that as a cynical attempt. >> to remove the voters right to have a say on this important issue. >> and as you can see, this is a passionate debate likely be
