>> thanks so much for joining us on kron. 4 news at 4. i'm vicki liviakis and i'm catherine heenan. police in berkeley are warning residents of a spike in car burglaries. they say thieves are breaking into cars not necessarily to steal the car, but to take something else. our conference, we've all ports, honda civics and accords are the prime targets. >> cars parked on the streets and driveways in berkeley are vulnerable to thefts and break-ins. catalytic converters are frequently targeted, which is not new or unique to the city. >> but this week, tuesday night, wednesday morning, we noticed a trend and it involves older model honda civics and accords. they are among the most stolen cars in the country. but in this case, officer byron white says 700 either stolen or burglarized overnight and in 4 cases, the thieves stole the driver's side air bag and left the car behind. these were window smashed burglaries. it's unclear if the thefts were committed by one person or a group of people. the

>> in berkeley, philippe djegal all kron, 4 >> a deadly motorcycle crash caused a huge backup in the east bay this morning just before 6 o'clock police responded to a motorcycle crash that happened on westbound 5.80, near the north livermore avenue exit. chp says that the male motorcyclist tried to ride between a sedan and a big rig truck when the collision occurred. officials say the victim was driving between 80 to 100 miles per hour when his motorcycle clipped the big rig. the man fell off his bike and was then run over by a second big rig. the victim has not yet been identified. all parties involved are cooperating with the investigation and all lanes have since been reopened. in the south bay nurses and doctors rallied outside a regional medical center in san jose. they want the hospital. >> to reverse a decision to close its trauma center. kron 4 s charles clifford has that story. >> well, the emergency room

here at regional medical center is a level 2 trauma center, which means they can handle things like strokes and heart attacks. they have surgeons ready to go. 24 hours a day, but the hospitals made the decision to reduce those services. a lot of people aren't happy about that. he outside regional medical center on thursday, doctors, nurses and neighbors rallied against the decision by the hospital to close its level. 2 trauma center. the hospital decided to close the center earlier this year because they say very few people are using it. but opponents of the plan say closing the center could put lives at risk. >> want to keep the services, the nurses, a regional medical center. we want to keep the service is available. we want to keep stroke stemi and trauma available to the residents of santa clara county and the surrounding counties. and no matter where you live in santa clara county, the last of this trauma center is going and it's going to have impacts on our other 2 trauma centers in the county that makes this a risk for every single person who lives here. organizers of this rally say they plan to

submit a petition signed by thousands of community members. >> doctors and nurses to the office of governor gavin newsom and attorney general rob bonta asking them to stop the closure in response, the hospital sent a statement to kron 4 on thursday in which they acknowledge that they plan to shut down the trauma center. >> but added that they're actually increasing the number of beds in the emergency department by 20. they say that over the last decade they've invested 200 million dollars in the hospital and say that we are committed to delivering excellent health care for the san jose. now and into the future. if the trauma center here is eventually shut down the next closest trauma centers are santa clara valley medical center, the stanford hospital now unless something changes, the trauma center will shut down on august. 12th in the south bay, charles clifford kron. 4 news. >> the california public utilities commission is considering a proposed rate hike for san jose customers. the san jose water company wants to raise rates every year for the next 3 years. according to the company's website. if the rate hike is

approved, it would cost the average customer about $13 a month. it would then go up another 4 and a half dollars in 2026 and an additional 5 and a half dollars in 2027, the water company says the extra money will go to improve the water system, including replacing 24 miles of waterways annually. there's no word on when the cpu see will issue a final decision on that rate hike. the commission held a hearing this afternoon giving the public a chance to weigh in. if you missed it there is another virtual hearing tonight at 06:00pm. >> all right. time for a look at the forecast and this is the view, the kind of view from our mount tam camera come for meteorologist kyla grogan is here. i'm coming out of the clouds. well, yeah. >> so that, of course, means that we've had the marine layer president today, quite president around the bay. in fact, you can see the difference in temperatures between 24 hours ago and now we have dropped all across the

bay area. i've been getting a lot of mileage out of this graphic because we've gone up and guntown. here we are. we've gone down again as you can see a spot like novato down like 11 degrees from where they were this time yesterday. a live look outside at the embarcadero and you see some of those clouds that are out there a little bit breezy today in san francisco as well. temperatures that reflecting that cool profile, just 58 degrees in san francisco. some 60's in oakland. we do have some nice 70's inland, but that does still leave us well below average. we should be really low 80's in spots like livermore concord, even a spot like san jose. santa rose right now. just it's 71 degrees and half moon bay's been socked in the clouds there. sitting at 54 were a bit breezy, too. and you can really see that here. 21 miles per hour. now san francisco that just picked up. we've been quite breezy up in napa and over in fairfield off throughout the day today. so that's going to be with us tonight to there's that marine layer kind of hugging the coastline as we get into the overnight hours, things are actually going to get a little bit better in that department. we're going to see some improvement in temperatures warming up a bit tomorrow. so tonight, partly cloudy skies

and a little bit breezy. i'll be back in a bit with the rest of your forecast. >> thank you. kyla sounds good. developing news in the east bay, the oakland city council voted unanimously last night to sell its half of the coliseum complex. it was sold to the african american sports and entertainment group which has plans to revitalize the area. they say the group says the 105 million dollar purchase will pave the way for a sports and entertainment destination. also, they say it will be home to new businesses and new parks. half the complex is still owned by the a's. the team not yet sold it. >> coming up at cannes, 4 news at 5, dan kerman. we'll report on what a final say. whoa, could mean for residents. >> and first lady jill biden arriving in the bay area this afternoon. she's here for campaign fundraiser. >> and she has plans to speak at a political finance event in los gatos. and that will be

tomorrow. big story we're following for you today. the u.s. supreme court will continue to allow. >> full access to the abortion pill. mifepristone. decision was unanimous by the high court and it allows the pills to be mailed to patients without an in-person doctor's visit. >> the case was brought by anti-abortion doctors. they challenge the fda rules on regulating that drug. >> today's decision protects access to the drug, at least for now, but its future remains uncertain. our washington, d.c., correspondent hannah brandt explains. >> in a unanimous ruling, the supreme court rejected a lawsuit seeking to restrict access to the abortion drug mifepristone. the decision. >> based on a legal technicality allows the fda to continue this reckless disregard ones, health erin hawley with the alliance for defending freedom, represented the plaintiffs and argued against fda regulations that allow easy access to the drug. the justices didn't rule on the arguments merits instead saying the plaintiffs don't

have the legal right to sue. that leaves the door open for a future plan to to make a challenge and hopefully win on the merits. the decision means for now people can still access mifepristone, which is used in about two-thirds of all abortions. but melanie israel with the heritage foundation calls the drug dangerous and says it lacks important safety standards. the status quo of. >> frankly, the wild wild west of abortion pills is not good for women and girls. abortion rights advocates argue mifepristone is safe and effective, but they aren't really thrilled about the ruling either. this is not a cause for celebration. >> because the reality is certain things are still not going to change. vice president harris argues too many women still lack access to abortions. two-thirds of women of reproductive age in america. >> live in a state with the trump abortion and senator mark warner says republican lawmakers are working to roll back that access even further. the assault on women's health care and reproductive rights is still front and center and

abortion. opponents agree this isn't over. live to fight another day and this is absolutely not going to be the last word in washington. i'm hannah brandt. >> this morning we spoke with san jose state university professor grace howard, who provided more insight on this decision. >> so this decision wasn't really about this decision was about i think one of the reasons why people are breathing a sigh of relief today is if the court decided differently, it could mean that if you have a problem with any medication, you could just bring a frivolous suit, and try to change those regulations that could before more moms. that could be for contraceptives. >> california's attorney general is reacting saying in a statement the fight for reproductive rights across the country is far from over as anti-abortion extremist and ready to continue their meritless attacks on mifepristone and access to reproductive health care, no

matter how many lawsuits they file or challenges they bring, they cannot change the facts. mifepristone is safe and effective. >> meantime, a powerful voting bloc weighing in now on reproductive rights. the southern baptist convention is condemning the use of in vitro fertilization. it's the popular fertility treatment. this is a worrying trend for many infertile couples who want to start a family. we spoke with doctor amy. she is a top ivf fertility specialist here in the bay area who is hearing from her patients. >> my patients are almost not at this point with all of these stories coming out. they're frustrated. they're scared. they're sad, especially patients that reach out to me from other states. they're worried that they should move their embryos to california, that they should stop doing ivf where they live. should come here. and there are clinics that are shutting down in states like alabama, for example, right now, we just don't know what's going to happen.

>> there is a new bill that would require automatic recounts some statewide elections that are particularly close where the candidates are separated by just a few votes. the author south by assemblyman evan low. he knows something about messi extra close recounts. he was involved in the primary race to replace representative anna eshoo. that was decided you might remember a razor thin margin after an initial vote count low was tight with santa clara county supervisor. joe submit ian. and since california does not have an automatic recount in close races that recount had to be requested. low narrowly won by 5 votes, believe it or not, his proposal would mean any statewide race going forward decided by less than one quarter of one percent or fewer than 25 votes would trigger an automatic recount. that would also indicate who

is asking for a recount. we saw with this recent congressional district, 16 silicon valley congressional race. >> and wish there was a tie and then followed by a recount. a recount was funded by out of state billionaire by super pac. of course, leaving a much to be concerned about given the political implications and also the type of intent we want to take those political motivations out of this process and help ensure that there's an automatic recount process while also making sure that we have a sense real-time disclosures on who is paying for centuries happens. >> low will face former san jose mayor sam liccardo in november to replace congresswoman anna eshoo. lowe says the recount request came from the look camp. what car do denies that. but lowe says he is still furious that it was falsely claimed at one point. and he asked for the recount.

>> i kept i was beside myself when i saw that there was a recount that was being requested. on the behest of myself. i did not make this request. of course, i asked what type of protections i media as to capturing of that. it was disingenuous. >> assemblyman lowe's says that he's his bill will have enough support to pass meantime, the look camp point out. he wrote an op-ed in april arguing he made a lot of the same point saying that counting votes deserves complete public trust look adding it shouldn't be funded by private parties and unavailable to those who lack the resources yet it's due to the absence of an automatic recount mandate. our state legislature should require automatic recounts and legislative races. >> kron 4 is your local election headquarters. 5 candidates running to become san francisco's next. mayor. they met up last night for

their first debate ahead of the election. and our kron 4, sarah stinson has the highlights. >> tickets sold out for the first san francisco mayoral debate wednesday night. the debate was hosted by manny's and city arts and lectures the candidates supervisor ahsha safai. e former mayor and supervisor mark farrell, philanthropist, daniel lurie, mayor london breed and supervisor aaron peskin with each candidate answering questions about key issues in the city. more than 800 overdose deaths were recorded last year. more than 80% involving fentanyl. each candidate. explain what they would do to prevent more deaths. we need to aggressively arrest and prosecute fentanyl dealers as mayor, i will declare a fentanyl state of emergency. >> it will allow us to pass a state and federal government for additional funds to allow them to bring in additional law enforcement. we're spending 700 million dollars a year on our behavioral health system. we've skewed so

heavily to harm reduction, which i believe is part of the continuum of cop chair. it's very important, but we forgot about building the bats and treating people. there is no other mayor in any major city in this country that is doing what i am doing with the various services that we are doing in order to help combat this issue. and we are seeing improvements in our city walk the beat with the captain of the tender line the other day. and he said a lot of our resources are going into the downtown. >> if you want to stop the drug trade, you've got to get the officers on the street. you have to address a drug dealer. candidates also described how they would make city streets safer for visitors and residents. my plan for public safety. >> i believe we need new police chief. i believe we need to restore the budget of our police department inside of city hall are seeing one of the lowest crime rates we've seen in 10 years and that crime rate is continuing to trend to this very day, including. >> a 50% reduction right here today in car break-ins. we a fully staffed police department. most of the

officers in my district know the shopkeepers in the residents on their beats many of them by name. doesn't just keep people safe. it makes them feel safe. but what's been missing has been the leadership and the investment to recruit. if you don't invest in the recruitment budget, you can't go out and get officers and all the other public safety personnel that we need. so how did voters feel after the debate tonight? >> a lot because i really had no idea who i was going to vote for. so it helped a lot in my opinion, might change tonight. kind of staff i think it is. he was pretty solid guy. but aaron peskin did pretty well. didn't anticipate it do. but i still like london breed. >> all 5 candidates are going to meet up again for another debate. that's next monday night and our kron four's terisa stasio is going to be moderating at the debate is being put on by the san francisco democratic county central committee. it's scheduled to start at 7.30, at the university of california college of law, san francisco.

it's free and it's open to the public. we will, of course, be streaming it live on kron on. yeah. and that one they won't charge you to look at. timeline was like a lot of dollars. yeah. too, right. we're taking a live look at beautiful shot at mount diablo >> from meteorologist kyla grogan here talking about a cooling trend. yeah, they're lady. so today was the cool down. no doubt about it ahead. everything to do with that marine layer which can see it's still haneing out of the golden gate bridge, though. >> yesterday our santa rosa 84 turned into a low 70's today. san francisco in the 50's concord got out of the 80's right into the 70's. the same story in san jose. so the official highs for the day aren't in yet, but it gives you an idea that we definitely had a big cool live. look outside here. this from the east bay. i want to talk temperature trends for inland spots which should be in the low 80's this time of year. and if we take walnut creek is example, you can see that as we roll into the next couple of days, we get into some kind of nice temperatures right? very kind of lovely temperatures. they are at

seasonal this time of year where we should be. we do have one thing in the forecast that has my i though and it's this low pressure system that's going to be tracking into the pacific northwest. unfortunately, when the effects of it is, that's going to produce a little onshore wind. now, normally when i talk about the potential for fire danger, i'm talking about offshore wind. having said that, we've got so much dry brush out there. we've had so many of these little grass fires that have flared up that i just want to point out. this is going to be sunday through the beginning of next week that we're going to be little bit breezy kind of right on cue. the national weather service has put out a fire weather watch. you can see it's not our viewing area, but certainly it is pretty close to us, right? so it is for it is for those of you are, you know, towards the east of fairfield. and the reason is simply because that wind is going to get going. and that means that there's a little bit of fire danger in nevada. they actually a red flag warnings. so tomorrow we will see the pic. temperatures pick up to the tune of the mid to upper 80's inland and then we have a very nice run of weather right for your father's day weekend. just

cutting ceremony held this morning for the act of a cherry hill apartments. the complex's on international boulevard and 90th avenue. 55 units and a community health clinic are going to be available to residents. la clinica de la raza is helping operate the clinic on the ground floor and coming up on kron for news at 5, our rob nesbitt is giving us a full report on this new development. a controversial new housing development has been approved in contra costa county. the 1500 home community will be built more than 600 acres county open space along the lost my dinos ridge line between concord in pittsburgh. it's being called the for rias south west hills annexation project environmentalists are voicing concerns over wildlife and environmental impact. but housing proponents cite the need for affordable housing in the area. no word on when that project will kick off in

redwood. the city council has approved a new housing development project. this is going to be an open space on loan treat way just right across from the brentwood community center, the planning commission has had 2 recommendations on the number of units to be built. 37 40. the new housing will have 40 single-family homes, including for affordable units. >> coming up, a bill that prevents school districts from telling parents if their child identifies as transgender. this bill is moving forward and it's that time of year. firefighters are reminding again lay off the illegal fireworks. also,

>> tonight at four-thirty, transportation officials are getting ready to switch course on a controversial bikeway project on valencia street is controversy. all the center lanes run through the commercial corridor in the mission district design halfway drew heavy controversy from the merchants who say leading to declining foot traffic and in their area. some cyclists also say the bike lane is unsafe. so according to sfmta, it's also causing confusion for leading to an average of 2 collisions every month. sfmta says it's been talking with the merchants to figure out how to move the bike lanes back against the sidewalk. >> in addition to safety being our goal. it's also a critical part of the sfmta mission to support small san francisco doesn't succeed. indeed. the sfmta does not succeed without

small businesses thriving in san francisco. >> i-seventy a staff are going to present their findings and a draft designed to the board of directors on tuesday. >> after a string of businesses announced plans to leave the san francisco center. the senate did announce today 7 organizations and retailers have signed leases at the downtown mall. they include a cell phone, accessory and repair shop, toy store, a shop selling a japanese inspired products. they will join the big name retailers hanging in there and the mall, including h and i am lululemon. bloomingdale's city hall officials say it's all part of the plan to help small businesses flourish. >> the deadly crash closed down all northbound lanes of the 8.80, near fremont boulevard in fremont. chp reporting the crash happened shortly after 9 or 10:00pm rather. officials say a 56 year-old man from newark was killed. the agency's incident report indicates that the collision involved at least 2

cars, including a tesla and has been taken into custody after an hours long standoff with police in san jose. this morning, police were attempting to serve a search warrant at a home on lantern way that is near and rupee hill high school. the man refused to come out and then barricaded himself inside. authorities believe that he was armed. tactical negotiators were able to get the man to come out peacefully. about an hour later and he was taken into custody. >> 2 advocacy groups are asking a judge to unseal court records in connection to the lawsuit over abuse. at the now shuttered dublin women's prison. aclu filed a motion asking for more transparency. prison inmates claim in a class action suit. the federal prisons bureau did not stop abuse. the prison was closed earlier this year. the 600 inmates were transferred. the lawsuit is set to go to trial next june. governor newsom

more than doubling the number of drug task force operations within the california national guard. that will include more service members of the border with mexico increase in the number from about one. 55 to nearly 400 last month. newsom said operations did help with the seizure of nearly 6 million pills containing fentanyl. that so far this year, synthetic opioids like fentanyl reportedly contribute to nearly 70% of overdose deaths. a restaurant owner is asking for help after a fire destroyed her. >> place said the fire tore through the lake chabot public market in castro valley. the building how several small businesses, including poke go. restaurant owners suki land says that they opened just 9 months ago and the bills are piling up. >> i was so sad overwhelming those like i don't know what to do like don't know what is the we can't do anything right

>> yeah. how about that? that fog really rolling in bringing down the temperatures around the bay area today. now these are start to change a little bit tomorrow, but that's where the bay right now that sea breeze has been blowing cooling the temperatures all around the bay area. speaking of fire danger, though, you know, we do get those strong winds in the afternoon or this time of year. use of those winds start gusting 2030 miles an hour. here's a look at your fire weather forecast as we head toward the next 24 hours. see a little bit elevated this afternoon. the winds calm down the moisture up overnight. then by tomorrow afternoon he watches things begin to pick up again specially in the north bay in the east bay. and that's because those afternoon dry winds kicking up around the bay area. not only that, expecting some more wind over the weekend, especially saturday night into sunday. could see some gusty to our friends to the east, maybe up toward clear lake as well. some of those winds, 15 to 20 mile an hour and probably some gusts higher than that. pretty dry out there as well. so elevated fire risk as we head through the latter part of the weekend. the beginning of early next week. winds outside right now gusting to 34 miles an hour into san francisco. 24 mile an hour winds down

fairfield. so a pretty significant onshore breeze. just enough keep things cooler all around the bay area again for today. the fog kind of camping out along the coastline, not much sunshine out toward the beaches for today. you see that onshore push continuing outside. now we'll see a little less fog overnight tonight. temperatures out the door. a nice evening. if you want to head out and enjoy temperatures holding in the 70's in many through the middle of the evening here. cooling down, of course, along the coastline. patchy fog there. temperatures in the 50's. well, morning forecast coming up in a few minutes. all right, lawrence, new today, members of the legislature, they've officially passed their proposed state budget. >> course, is come to california is facing a massive deficit with cuts on the way and capitol correspondent eytan wallace. i got reaction from democrats and republicans. >> well, what lawmakers here at the state capitol approved is, in essence, just a place holder to beat the june 15 deadline requiring them to pass a proposed spending plan or else they would not get paid. it's a spending plan

democrats say will benefit the state while republicans argue it's not sustainable. measure passes with that democratic members of the legislature officially approved their proposed budget for the coming fiscal year. >> backers of the proposal say the 294 billion dollars spending plan. we'll invest in key programs including local homelessness services and will reverse the governor's proposed cuts to state funded social services, including in-home care for eligible undocumented californians and cash aid for low income californians in the cal works program. >> we are insistent that we will not balance this budget on the backs of the poor. among the largest proposed investments k through 12 public school spending last year. our budget funded students that just a shade over $22,000 per people. this year's budget will be over $24,000.3. people we are doing right by students by educators, by parents in the state of california. but it comes as the state faces a deficit. the governor more than 27 billion dollars as a

result of the legislature. spending plan includes proposed productions including 1 billion dollars in cuts to climate programs and an additional 1 billion dollars in cuts to prison programs. >> the proposal also calls for the elimination of 10,000 vacant state jobs. we had to make some difficult choices and some difficult challenges. >> but we have done that in a way that we have been slaves or focus on protecting those core priorities. but republicans say they're frustrated with much of the spending plan, including a proposal to pass some tax credits for larger businesses. >> over the next 3 years, they say that directly contradicts the governor's promise not to increase taxes. that is definitely an absolute tax rate increase and the governor would have a very difficult time defending it. otherwise, republicans also say the proposed budget includes spending priorities. they believe the state cannot afford, including a $25. minimum wage increase for health care workers. that's a 2 billion dollar item. that's not a sustainable spending plan. and then we have known deficits going into.

aids memorial with a view as far as sutro tower. >> construction is about to start on a brand new beacon of love says daniel montana's with san francisco rec and parks rec and park is partnering bay area young survivors, which is a group that helps and provide support for people that have been diagnosed with cancer. much like the circle of friends in the aids memorial grove, the bay area, young survivors, cancer memorial garden will feature a similar circular gathering space so people can look down at the words and then also up like do in this section, correct. and then there's also going to be like a metal kind of plaque breaking ground in the fall. this new memorial will transform this hillside. >> much as the aids memorial grove did a quiet grove of redwoods. what's really exciting is that this is the first memorial to come to golden gate park since the aids memorial grove, which was 96. >> so that's over 2 decades. well, over 2 decades that we get a new memorial in golden gate park and that's really exciting.
