injuries. this happened saturday in the area of winchester boulevard and highland avenue. and according to police, a 24 year-old male has now been identified, arrested and booked for felod-run and felony reckless driving. police are still working to track down the people responsible for damaging the patrol car and injuring the officer. a lawsuit has now been filed against a former san jose music teacher who is accused of being a serial pedophile kron four's. tiffany justice joins us now live from the newsroom with details on this disturbing story. thanks for joining us, right. the attorneys representing 12 of the victims speaking with us today. they hope the civil lawsuit. we'll set an example for other school districts to do the right thing. >> this is as bad as it possibly gets in a school district. the a limb rock union school district in san jose is facing accusations of covering for a former music teacher. 44 year-old israel, santiago waed in 2022 for allegedly sexually assaulting children under 12

years old at adelante a dual language academy mofileesenting 11 additional victims from wimiddle school. >> and ben painter, elementary, it claims the school district employees go as a music teacher at 3 schools, despite knowing of a sexually inappropriate behavior inside the classroom. >> he was prolific. i mean, he he clearly. >> and >> this is a rocks ministrations fault. he clearly was emboldened. i mean, if you're if you're caught, told do you think that does what it does is that it has this conduct. okay. i doing it because they're not going to do anything me. >> the school district, santiago and several school officials are named as defendants. attorney morgan stewart says these incidents go back to 2012. >> you have multiple reports of inappropriately touching female students touching point them on lap. touching their arms, their legs, their genitals. they didn't report it far as we know to any law

enforcement didn't report it as required under law. he went looks like continued to sexually abuse more out along dual language academy. the lawsuit claims between 2012 2014 school district officials repeatedly warned the music teacher to stop touching his female students. >> it adds following complaints of behavior with girl student santiago was transferred the adelante without informing parents in 2023, santiago was convicted of 4 felony counts of lewd and lascivious acts on a child and 9 counts of child molestation. he was sentenced to 8 years in prison where he remains fortunately. >> bulk of the responsibility here school district. i've never seen a school district that is more cold bubble. in california for knowingly passing a serial while around within the school district. i

would not be surprised he had dozens and dozens of victims. >> now stewart says the victims are strong and brave for coming forward. adding this will affect them for the rest of their lives. they expect to go to court in the now we have reached iple times to the school district for comments and we are awaiting for response reporting live in the newsroom to be justice kron. 4 news. tiffany thank you. crews now making progress on the point fire that's burning near lake sonoma. containment going up from 20% to 40%. >> the sonoma county wildfire began sunday afternoon. it spread to 1200 acres within 24 hours. 2 homes have been destroyed. local residents are being allowed through evacuation checkpoints so they can get some of their belongings. there are evacuation order still in effect. and then evacuation center has been set up at going to high school in forestville coming up in just a few minutes here this afternoon. we're going to talk live with cal fire about the progresbeing made on the point. fire. we're talking to

them at 2.15 took update on contain meant and also evacuate in. so stay with us for that. now, a total 14 major wildfires currently burning right now throughout the state. the biggest one is in ramore than 15,000 acres. crews have been able to make some park progress and controlling the flames. it's now 24% contained. the fire has destroyed an auto shop and one person has been hurt and caloosa county. the site's fire started yesterday. there's already doubled in size. this is happening about 60 miles northwest of sacramento. it's burning so far about 10,000 acres. there's no containment. evacuation orders have been issued and about 60 miles east of stockton. the arrow fire has now burned more than 5,000 acres and is 20% contained. it started yesterday in calaveras county. this wildfire has destroyed some structures and then a lot of fires burning around the bay area right now. even that snowmen collar grogan to the weather center with details on the

temperatures is look any better for the fire. yeah, let's talk about conditions. first of all, let's take a look outside and you can see certainly there are some haze out there as we take a look towards the north bay. >> temperatures have been a little bit warmer inland than they were yesterday, but not by much. so you can see where some spots are up into now. the upper 80's mid to upper 80's, obviously around the bay itself, much cooler in the 60's and 70's. this is the current air quality. and you can see we've slid into the yellow in many spots. again, not that sometimes some of this air doesn't work its way down to the surface. and you can see the haze out there but not so bad at the surface today. we are definitely starting to see some of the effects of the smoke that's been moving down from the north. now, here's the current wind. you can see there is still a very pronounced north northwesterly flow to spot like san francisco right now. point raise. but we're going to start to see an onshore flow. and it's already showing up a little that is going to change things for us as we get into our afternoon and evening. so rmal pattern that we have where we start to get that seabreeze watch what happens when put this into motion? we start to get that westerly

wind and it will shift some of the smoke away from us. and as we get into tomorrow again, you can see some of this now pushing a little bit away and even towards the north. so the wind shifting is going to make a big difference. and the other thing it's going to do is cool us down. bring in that cdoler air mass and it's also going bring marine layer back, which is very helpful. 2 relative humidity levels. so that will help out a lot. but get ready for some that patchy fog. obviously, there are many fires burning across california. this is a look at the wednesday in our northern california that large one in southern california. i'll be back and going zoom in on the point fire and talk about conditions that are right there right now. back to you. all right. stay with us here on air and online for continued wildfire coverage scan the qr code on your screen to be directed to the evacuation orders. >> warnings, see the active fires. also an air quality map. it's all on kron. 4 dot com. mayor london breed is sponsoring a new ballot measure that aims to bolster reproductive rights in san

francisco. the san francisco reproductive freedom act would establish several new requirements like making information about where people can get an abortion available to the public. it would also require crisis health centers that do not provide abortions to post a disclaimer with information about where people can find a clinic that does mayor breed announcing this ballot measure at a planned parenthood today. we have to demonstrate with the voters of san francisco. what our values are and how we will continue as a city to fight against any injustice that reproductive health and freedom. >> will continue to be protected in the city. >> so this measure will be on the november ballot. but coming up here during kron, 4 news at 3 o'clock today, we will be joined by san francisco mayor london breed live here in studio. so we'll chat with her about this initiative and a lot more again. that's coming up at 3.30 today. but coming up here during our 2 o'clock hour,

chief mike week. thank you for joining us. good afternoon. thanks for having me. are you feeling optimistic about containment going up from 40% today? >> yeah, absolutely. crews continue to all day yesterday through the night. we continue to have crews out there today and that will be the case for many days to come likely a week or will have crews out there continuing to strength of those control hamline dozer line has land natural features to contain the fire as well as the people and the area. we'll see isolated pockets of smoke during the afternoon hours as interior feels continue to be as we continue our containment process. so 2 structures have been destroyed in this fire. >> in the direction that it's burning now, are there any other homes or outbuildings were vineyards businesses that are threatened? >> you know, we haven't had

any fire perimeter growth and over and operational period. so yesterday's in improved mapping technology. got us a little acreage increase. we didn't have any perimeter through the night. we do anticipate him a perimeter growth, the red flag conditions are over the area and to east have subsided. sonoma county is a is a coastal a county. so that does get that good. alright, recovery through the night. so those fuels recover and it helps to extinguish those hot spots and embers with the cooler temperatures and the higher humidity's. we do anticipate any additional fires seread during dish onal things. are communities be from the point fire under this these normal summertime conditions there were don't have the wind. it's yeah it's good to hear that the weather conditions have worked a little bit in your favor. >> were you able to use any of this new technology that cal fire has to fight fires at

night in years past. you kind of had to stop when it got dark, but sounds like he worked overnight and i wonder how that went. >> yeah. the we were able to use our night flying capabilities which newer program to our cal fire >> you know, tools that we're able to use to extinguish a, you know, wildland fires. so the technology has been available, you know, worldwide and in other parts of california, we with the support of the cal fire leadership and everybody on the executive leadership of the governor's team. we have added that capability. but we you know, purchases, additional resources, get that additional training. and yes, we absolutely use that on the point fire and absolutely made a difference. >> and it doesn't sound like you anticipate evacuation orders or warnings to expand anymore. i just want people who are in that area to know exactly what's going on. >> no, we do not expect any of

areas to be expanded, please. the folks that are living in that area, please monitor the were unified command with stone county sheriff's department there. the lead agency in an evacuation warnings or orders and or when those things start to diminish what may be warning is diminished. who opens owner order is warning. >> you know, watch a sign up and watch for that information from the summit county sheriff's department through their platforms and then also, of course, monitor the cal-fire site. we'll post that collaboration with them as we're in the unified command. >> cal fire assistant chief mike week. appreciate your time. so we can talk about what's happening with the point fire in sonoma county. stay safe. thanks so much. and we're going to be joined now by our meteorologist kyla grogan. so we can talk about the weather conditions and what's out there. yeah, that's

right. so the weather is starting to be on their side a little bit more as we head through the afternoon gnd evening. want to take a look at the map here. you can see that post fire in southern california. >> largest one over 15,000 acres now contain 24%. let's move up to northern california and you can see where we've gotten a little bit of containment on the site's fire now just announced they had a 15% containment. there. arrow fire that one in 20% of the post fire were were just talking about contained at 40%. all right. so let's talk about the conditions right at the post fire. so this is near lake sonoma. as zoom out here, you can see where some of the weather gauges are showing that we've got temperatures that are now in the upper 80's. that is a little warmer than we were yesterday. but the wind has stayed relatively calm, although now it's starting to pick up. we were under 10 miles per hour. now we're getting into that 10 to 12 miles per hour. notice the one in healdsburg has changed from a northwesterly flow to a westerly flow. that's the difference that we're looking for for the wind to shift today. so while it is going to pick up and that can be difficult, that onshore flow means a cooler moister air mass. and as you heard, the

assistant chief say that helps with the relative humidity levels, right? so it's all about bringing that cooler ocean air in now. will it make it all the way that far inland? that's always a little bit of struggle. having said that, it helps. and as we go into this evening, you'll notice we get later tonight. there's 9.30, you start to see a little marine layer around half moon bay that really fills in. we get into the overnight. here comes our marine layer. so that means we wake up foggy. but it also means that these relative humidity levels have a chance to recover. this is where they're at right now. we're in the 10's in the teens. and if i take you down into the rest of the bay area yesterday, we were at single digits over the inner east bay now or in the teen still very, very dry. even down in san jose just at 16%. so i'm very happy to see that that marine layer is going to be rolling back in also as they take a look at my inland temperatures, i'm using livermore is an example. temperatures going down a little bit tomorrow and then we'll start to see them rebound as we head across the next 7 days with some heat coming our way as we get into

friday saturday and sunday. i'll be back in a little bit. we'll talk more about this. it's really important see that marine layer, though tonight. i got to tell you, i'm so happy that that's on the way. kron 4 is your local election headquarters. and for the second time, the top 5 candidates for mayor in san francisco debated on the city's top issues. kron 4 s jack molmud takes us there. >> well, the debate may be over, but the energy that they'll this room will stick with the candidates through november. it took place here at uc law in the tenderloin. it's one of the many neighborhoods in which many of the candidates running for mayor say the current administration has not done enough to keep people it 5 candidates running to become san francisco's mayor duke it out on the top issues at the top was public safety. former mayor mark farrell says mayor london breed's policies have forced police officers out of their jobs. >> i will restore the stopping levels inside our san francisco police department to make sure we have a lot of

recruits support supervisor dorothy's drop program and fully fund our police academy. mayor breed responded saying it was federal budget when he was mayor that drove police away. and to be clear. >> we had when he was mayor, his contract was one of the reasons why many of the officers decided to leave in the first place. but no matter what the facts are candidate and the best routes. air daniel lurie says people don't feel safe. city hall insiders that are on a stage that may have built up a broken and effective and corrupt city hall bureaucracy. >> and with the drug epidemic and 3,000 overdoses since 2020 candidates also targeted breeds administration sf supervisor ahsha safai where folks. >> we are failing us. the city. there is no other issue that defines francisco right now. more than our overdose crisis. >> and that's that supervisor. aaron peskin says it's not just a public safety issue, but a public health crisis. we

need to stop with the fingerpointing and come together around these overdoses around these mental health crises the way we did during covid-19 at the end of the debate, candidates had a chance to shoot questions at each other. >> and if you could name 3 lgbtq advisers for your campaign, i'm incredibly proud court that i armor lgbtq+ community here in the san francisco. >> the commotion wasn't just inside as this event was hosted by the san francisco democratic club. other candidates protesting outside saying the public has a right to know they're running too. >> they keep telling the people only 5 people running. what is that people running? i'm running because i work for the government and i see the corruption inside. >> back inside the debate hall. now, this was just the second debate and what's supposed to be a long list of debates happening with these candidates through the election in november, reporting in san francisco jackman that kron 4 news. >> still ahead, justin

president joe biden ordering an expanse of step today to offer potential citizens shipped to hundreds of thousands of immigrants. >> without legal status in the u.s. this new policy could benefit up to a half a million people living in the u.s. in the coming months. the administration will allow certain u.s. citizens, spouses without legal status to apply for permanent residency and eventually citizenship without

having to first depart the country. this action amounts to most expansive federal protection for immigrants and more than a decade to qualify. an immigrant must have lived in the united states for 10 years and be married to a u.s. citizen. both of that has to be as of monday. singer justin timberlake has been arrested on long island for allegedly driving while intoxicated. just now into our news room, the mug shot of him from the sag harbor police department. he was arrested last night and then taken to jail. he's since been arraigned and released without bail. he's been charged with one count of dwi and cited for running a stop sign and failure to stay in his own lane. police to perform a field sobriety test and ask timberlake to take a breathalyzer. but he refused. his representatives have yet to comment on the arrest. some disneyland annual pass holders will soon get their share of 9 and a half million dollars from a settlement from a class action lawsuit. the park was

>> neighbors are speaking out against a project that's proposed by the castro valley unified school district. the district wants to build a new athletic facility and neighbors say it will have a negative impact on their daily lives. kron 4 sarah stinson has the story. >> so the proposed field is every part of green. >> jeff small lives in the neighborhood above canyon middle school. he's among a group of neighbors in castro valley opposed to the school district building a new athletic facility there. the 14 million dollar project involves building for fields primarily for soccer baseball and softball games. it includes a scoreboard. bleachers field lights, a batting cage and black tops. the new athletic facility would be for the community to

use year round. small says they support youth sports but are worried about how it will affect their day-to-day lives. the issue is the scope of the project. it includes 15 stadium lights that will be on until 10:00pm. >> and the noise generated from the house to school and moist travels up and there's a track and field there right now. i can hear the gravel and the people sneak the district began planning this project in 2017 after a bond measure passed by voters. since then, there have been many meetings with public forums and design proposals. the latest was june 12th when an environmental impact review was presented. we look at the distance between the field and the nearest homes. >> we look at that part of all those kinds of things are in the analysis. our conclusion is that based on that the site works pretty well. and we do not have a significant impact in terms of noise. >> the company must go. sports lighting also presented the type of led lights that would

be installed, saying they would cause minimal light pollution. we on the other hand, we the neighbors have contracted with 2 experts. a sound expert. >> and a lightning expert that completely disputes their claims. and environmental review small says they sent their findings to the district, but don't feel as if their feedback has been considered. we invite them to work with us. just come to the table together and talk and be heard. the district says it plans to respond to all feedback. the board does have another meeting coming up. >> on june 24th, there will be another vote on this project. i'm sara stinson reporting in castro valley kron. 4 news. >> so as it stands today, the california constitution prohibits slavery and involuntary servitude except as a punishment for crime. but if a new proposed constitutional amendment becomes a law, that exception will be no more. today, several faith leaders and formally incarcerated californians gathered near the

state capitol to urge support for ac 8, which is also known as the end of slavery in california act. backers of this proposal say forced labor in california prisons is routine and wrong and now they want to see it formally abolished. >> i just want the world to know that slavery still exists and it's in the form of involuntary servitude for prisoners. >> don't to be a president be need time to be rehabilitated. believe in president rehabilitation long. >> as of now, the proposal has no formal opposition because this is a proposed state constitutional amendment. the measure needs at least two-thirds approval from the legislature to qualify for the november ballot. it will then be up to voters to make a final decision on this proposal. a playground project oakland donated by steph and ayesha curry has been vandalized. oakland unified,

sending out these photos of the mandel that happened. a global family elementary school over the weekend. vandals tore part. the planters ripped out the irrigation system. the even broke wooden benches. the school says it's going take some time and money to repair this damage. the playground was a major addition to the campus during a renovation project last school year. anyone with information about this incident should contact oakland police. governor gavin newsom says that efforts to crack down on retail theft across the state appear to be working, according to the governor's office, the chp has made more than 630 arrests and recovered more than 216,000 stolen items since the start of the year. compare that to this time last year, the number arrest now up 100 and about 70%. this is all part of the state's organized retail crime task force. it launched in 2019. and since that task force was launched, the governor's office says more than 2700 suspects have been arrested. a group of san

francisco city leaders rallied outside of city hall today in support of a longstanding community ambassadors program. it's now being threatened by mayor london breed's latest budget proposal and breeds recently announced two-year budget proposal funding for this cuts for the office of civic engagement and immigrant affairs. which eliminate the community community ambassadors program. that's on the table. the role of a community ambassador is to serve multilingual communities by helping neighbor small businesses and visitors. supporters of the program say it provides jobs for some people trying to get back on their feet. >> this program doesn't just provide jobs. changes lives. so cutting these departments were taken away opportunities for people to rebuild lives. contribute positively to our community. >> the budget must be fully approved and signed by the mayor. august first will talk to her about that. also at

3.30. the san jose state university. human rights institute is out with its 2020 for silicon valley pain index. the purpose this yearly report is to provide a measure of inequalities in silicon valley. this report looks at ipseveral areas, including housing and homelessness, food insecurity and truancy amongst students, fentanyl deaths and wage and employment gaps. also rape and domestic violence takes a look at a lot of things. another area the report addresses is wealth and income inequality. it comes to wealth. >> oh, 1% of silicon valley house holes. that is 9 individuals, niehaus souls each with over 12 billion dollars. they hold well times more wealth. bottom 50% of all houses in silicon valley.

>> the report concluded the san jose metro area is the least affordable metro area in tde nation. and you can read this full report we posted on our website kron 4 dot com. health officials have identified an outbreak of shingle amongst people experiencing homelessness in santa clara county. the public health department says there's been 3 confirmed cases this month and at least 18 more suspected cases have already been identified in the county. officials in san jose are taking steps now to better protect the homeless community. >> we are increasing the number of the portable toilets that are available in both locations and making sure that there are sufficient. and are doing regular cleaning of those portable toilets. we're also include increasing the number of hand washing stations that are available and making sure that those are cleaned and disinfected properly. and we are beginning to supply drinking water and wash water to folks so that they can stay clean and avoid transmission of this disease.

>> the health department saying this disease is highly contagious. it can be spread by eating or drinking things that are already contaminated with it. it can cause diarrhea and in some cases, severe disease. the fremont department is reminding people that all fireworks are banned in that city. this includes those safe and sane fireworks that are legal in some other cities. this ban has been in effect since 1986 penalties for the possession and or use of illegal fireworks range from 1000 to $50,000. parents might also be held liable for any damages or injuries caused by their children's use of illegal fireworks. again, that's in fremont. and with the 4th of july. coming up, the peninsula, humane society putting up some tips to help keep animal safe. they're telling people not to take pets. 2 fireworks displays are shows. and while at home keep your pet inside in a room in the house the blinds and drapes or close, maybe leave tv on the radio fans. you could cut down on the

digit heat already this season. now at 87 la right now at 75 degrees in here around the bay. pretty nice to 67 in san francisco. you can see where the warmer temperatures are in fairfield in antioch, up in the upper 80's today in san jose. 87 degrees north bay up in those mid to even upper 80's in some spots, too. but the clouds are going to start to cool us down a little bit. bring in that marine layer and we're starting to see this wind pick up right now and still a bit of a northwesterly turn here. but notice napa starting to see a little bit of a westerly direction. that's what we should see as we get into tonight. the other thing we will see is the marine layer rolling in. and this is a live look at half moon bay and kind of see it out there, right? so and indication that this is all going to be happening as we get into tonight. so get ready for a little fog in the overnight hours that we haven't seen in a while. that's very good for fire weather concerns. and then as we get to thursday, notice we pick up a couple of degrees by friday. that's when we're soon start seeing some warm temperatures as we head to the weekend. by the way, thursday is the official start of summer. back to you.

that helps us out for several reasons brings in that cooler air drops those humidity levels and pushes smoke away from some of the populated areas here. big difference, right it's coming down from the north. that wind just pushes it right on into the more populated areas. so starting to see more westerly flow here in healdsburg, temperatures are in the upper 80's there, but no real change over the last couple of hours have been holding steady which allows firefighters to get a little bit more containment, hopefully on that fire. here's the fog cast as we get into this evening. you can see that marine layer rebuilding, which means we wake up tomorrow, foggy, which also means temperatures are going to be a little bit cooler tomorrow than they were today. all good things for fire weather. so really happy to see that by thursday. we'll pick it up. a couple of degrees. summer officially daylight of the year will be that day. and then we do have a warm-up heading our way as we get into the weekend. thursday, the san francisco giants and the st. louis cardinals will play at ri alabama. that is the oldest professional ballpark in the united states. the mlb says both teams are going where
