>> thanks so much for joining us here on kron. 4 news at noon. i'm stephanie lin. we begin with a tragedy involving an oakland firefighter. 25 year-old kaden laugh and died this morning in an apparent drowning in san diego. officials say left and went into the ocean off pacific beach near crystal pier and around 02:00am his family called for help. rescue crews found his body in the sand at around 05:00am san diego fire police chaplains and counselors offered support to roughly a dozen family members and friends who are at that beach, including lawson's mother. lawson was in san diego for the firefighters summer olympics. he graduated from the oakland recruit academy class of 2019. he was a 3rd generation firefighter, his father, sean lawson, was also oakland firefighter. he died in 2020 after suffering a heart attack. how today's victim's brother cooper is currently in the oakland fire recruit academy. it's not yet clear what led to the drowning. the oakland fire

department morning. today's loss fire chief damon codington releasing a statement that reads, quote, kaden laugh and was a young enthusiastic member of the oakland fire department with a bright future ahead of him. and we're all heartbroken today after learning of this tragic event. our hearts go out to the entire life and family and all who know him worked with him and loved him laughing family and i sincerely appreciate the coordination and support of the san diego fire department. has our members continue to respond and grief? now to our next story. a big rig fire causing traffic backup in the eastbound lanes of i-80 in crockett. this is west of san pablo avenue just past the pomona street exit, the right lanes and exit ramp are being blocked. traffic backup has extended all the way back to highway 4. the fire is now contained to the big break and has not spread to any surrounding vegetation. no one was hurt. the big break is filled with trash and fire crews are working on removing that debris from the burning

trailer. chp advising motorists right now to expect delays, use alternate routes and to please avoid this area. there is no estimated time yet for when that roadway will reopen. in oakland, firefighters working fast to contain a warehouse fire. 70 firefighters responded last night to the blaze at 24th and wood streets near 80 coming off the bay bridge. the warehouse is a roofing supply company can see that fire burning there. heavy smoke could be seen swirling out of the building earlier this morning. officials say crews kept the flames from spreading. no one was hurt and the cause of this fire is under investigation. in napa county, fire crews were able to fully contain a vegetation fire in a went off reason drive crews working overnight, keeping the fire to 5 acres. no buildings damaged. the cause of this fire also under investigation. moviegoers in the east bay on edge today after a shooting at a union city movie theater. police say

it all started with a fight inside of the building and the suspect still on the loose. kron 4 sarah stinson has the latest. >> a late night movie at a century theater at union landing ended abruptly when gunsaots rang out inside one of the theaters. union city police say they got the call just before one in the morning. they began to evacuate the building and then clearing all the additional theaters as they had located a gunman on site. so they did make sure all the theaters were clear. >> and that the premise was safe and then they located the victim. a 19 year-old man was taken to the hospital. he's expected to be okay. investigators say they believe a dispute between 2 people escalated into a fight between 2 groups. sergeant brandon hayward says this kind of violent crime is rare in the in union city. this is, you know, very, very few shootings that we've had. >> this calendar year. so this is a rare event. that is a very safe complex. that's a place you can bring your

family, have a nice meal, go see a movie and the movie theater parking lot. we spotted a car that was broken into police say ey cracking down on car burglaries here agrees union landing are down. 52%. so they still happen. there's no way to completely prevented from happening. but the numbers are actually starting to favor its pretty greatly. the theater was opened on wednesday with moviegoers in shock about what happened here so sad to know that this shooting. that's but instead, i mean. mind-boggling. i mean, >> we want a safe place for everyone. come we come here for watching movies with family and children. okay. >> so this has you second guessing. you want to go see the movie right now? yes, yeah. exactly. she fears exactly. will she feel we just talked about it? >> and that was sara stinson reporting for us this afternoon. a police believe this was an isolated incident between 2 people and there was no threat to the public. investigators ask anyone with video or information to please call police. the big pride

parade kicks off at san francisco this weekend and with millions of people expected to gather the city is stepping up security. the fbi issued warnings last month saying foreign terrorist groups could take advantage of the big crowds coming together to celebrate the lgbtq+ community parade. organizers said they invested nearly a million dollars on security alone. we heard from community organizers on this issue. >> last year there were over 600 pieces of anti lgbtq legislation introduced across the country, including right here in california. >> the fbi is urging law enforcement and the public to report any violent threats. and street closures. start today at francisco for this weekend's pride celebrations. kron four's michael thomas has the latest. >> the city of san francisco is expecting thousands to visit for pride weekend, which means we're going to see a lot of people on those roads and a lot of road detours. and of course, a busy castro. take a

look. this is a map of where the parade will take place sunday with surrounding streets set to be closed starting today. this includes grocery between polk and larkin near the civic center plaza and tomorrow. other nearby streets will also be closed until monday. many of us will also be affected for both routes. 1921 to avoid those road closures. drivers from unity say they're ready for the crowds and the fun of this is the bioingo my first we can do to work right or from eating and >> yes, i expect a lot of people expect to be for everybody and hopefully we can get service everybody in a timely okay. about a million people are set to be in san francisco over the weekend with many visiting the castro. we chatted with 2 store owners who have been in the castro for 30 plus years. each. >> they expect crowds starting tomorrow morning and they hope there's big as they once were. didn't know what to expect this time. i really don't. but >> i'm hoping that people would come back see the neighborhoods we're talking you know what i mean?

>> he's the over million people between here the parade on sunday. so we expect that probably through the end of 2000 and castro said the knights. >> and add more fuel to the fire. the giants are playing the dodger starting tomorrow night through the weekend. so if you're heading out, just be prepared and pack a lot of patients. that's a very latest here in the castro and michael thomas kron. 4 news. >> definitely a very busy weekend for san francisco ahead. but in the meantime, let's talk a bit about our forecast looking outdoors, of course, at the beautiful city of san francisco. know kyla, hopefully some good weather for all of us. yeah, we're looking good for the weekend. i have to say going to be warming up on the other side of the weekend of the weekend itself. it is going to be lovely, especially here in san francisco. beautiful today. we're going to be a really nice day again today. seasonal temperatures are slightly below average today. 62 right now in downtown san francisco. so really nice out. we're in the low 80's already in fairfield and in antioch see some nice 70's or other inland spots in the north bay, down in the south bay and right around the bay itself, 60's and a few 70's out there. we

are a little breezy in san francisco at 18 miles per hour. we'll see that pick up as we get to the afternoon particular along the coast to just get ready for that. it could be another one of those days. very sure. in a little marine layer. but a couple as an example, a beautiful day today, looking at for a high of about 83 degrees. and as i mentioned, it's a little breezy in the afternoon, but not too bad up in the north bay. consumers getting up to about 11 miles per hour. so elsewhere across the bay. let's talk temperatures comparison to normal. so this is normal where we should be this time of year. and you can see these numbers are just slightly below that, right? so 60's in san francisco about 70 in oakland, 79 in san jose. we should see some of those 80's in the inner east bay livermore looking at about 84 nap about 79. i think north bay might be my warmest spot today where santa rosa get up to about 87 degrees. but again, a really nice run of weather basically through saturday. then by sunday, we start to see these temperatures pick up and by monday, we're going to be dealing with some pretty serious inland heat. i'll be back and we'll talk more about that. all right. cuyler, thanks so much.

>> starting july first, nightclubs and bars will be required to offer drug testing kits must have signs like this drink. spiking drug test kits - available here and after a staff member for details, this new law will be enforced by the department of alcoholic beverage control. what the actual kids need to test for, which includes ghb, ketamine and a couple other items to law only applies to businesses that do not serve food or hold a tie. 48 license and they will be required to stop these drug testing kits and make them available for free or at a low cost allies and specific on what type of kid stay must have because the general range that there's a lot of different items out there include straws stickers test strips. and so with the law says that these kits must be on hand. it doesn't have a certain amount, but that it must be available to the customer. some bars we spoke with off camera say they have

been providing these kits for months but others feel they were not given enough notice to comply and interact with bars and nightclubs making sure that they are administratively up to date that they're in compliance. >> you know, that could be administrative fines from this if they're not. but we're in what we expect most of the licensees from the feedback we've gotten to be ready to go in and ready to offer this to their clients. >> and that was kron four's lezla gooden reporting for us this afternoon. all right. take a look at your screen. police are looking for this woman in connection to a theft at an oakland massage shop in the montclair neighborhood. the owner of crown time. massage says the suspect came in just after 6.30, monday night and stole $1100. you can see the woman in that footage there going through the drawers. the business owner is asking anyone with information about this potential suspect. please call police. >> my brother was not at the wrong place at the wrong time.

he was in his home with these people, entered his home and tied him up and removed him from his home. >> laurie henson, who you just heard from there is outraged by what she calls lenient plea deals for the defendants connected to her late brother's murder 3 years ago, ben hammond was kidnapped and killed during a house robbery and simply did for the judge to reject the plea deals and send the cases to jury trials. alameda county da pamela price's office throughout the kidnapping charges for all 4 defendants. the judge saying that if these cases went to a jury, they could result in hung juries or no convictions at all. and some claims none of the defendants will face firstdegree murder and kidnapping charges and she learned that information through a press release from the da's office. she says. >> you cannot continue to lead off these violent criminals and give them the opportunity to really affect. andrea fan and hurt our community over and over again. >> the 3rd defendant pleading

guilty to home invasion. robbery is due in court next month. he faces more than 6 years in state prison. the 4th defendant faces residential burglary and identity theft charges. her case is pending and not yet scheduled for trial. where your money, it's going to cost more to come across the golden gate bridge into san francisco. the new toll hike starts on monday. kron four's will tran has the breakdown. >> one day you look back and think 9.75 to cross the bridge. what a bargain. because by the time this is over, it will go up $2 and $0.50. so enjoy 9.75. for now? because come monday, it will jump $0.50. 50 cent's. not a lot. but if you stack it up over the course of a year, my basic math, if you go into san francisco from marin county, 20 times a month. you're looking at approximately $120 increase just for the same right? why are they doing this? well, the people who run the golden gate bridge and the ferries and the buses they are

facing a massive budget deficit of 220 million dollars. and once again, they are turning to the drivers. so it doesn't matter if your electric gas diesel, you will be paying the same if you drive across the golden gate bridge by yourself. so take a look at your screen. come monday, july 1st 9.75 will jump to $10.25. if you have fast track its $9.25 car pool is your best bet. that's $7. and $0.25 so $0.50 across the board. and this is the first year of 5 years of increases. so that's why i said $2.50 before it's over. and even if you ride the bus or take the ferry, you will not escape the pain just won't be as painful. it would be $0.25. and the problem is far from over because get this, you already pay more than you did last year because starting in 2019,

it went up. $0.35 every year. >> and when this is over, there's still a huge budget deficit. increase will raise 139 million dollars. but it looks like the people who run the golden gate. they say they are still staring down the barrel of the 650 million dollar budget deficit over the next 10 years. so don't be surprised that it will increase even after 5 years from now. >> all right. let's talk about our forecast now as we take a live look outside at sfo to see some planes moving around out there as well. let's check in now with cuyler for the latest on the weather. i hey, they're in very limited marine layer that you see there. usually that's where it shows up. and here the golden gate bridge, you can see you've got some really nice blue skies. you see a little bit of clouds back there. but that's about it. >> temperatures today are going to be lovely. and you can see we're already sitting in some nice spaces here, 60's around the bay here in san francisco to oakland, 70's, san jose livermore concord, santa rosa 50's out of half

moon bay nicer. a lovely day blue sky storm tracker. 4 confirming it. map, though and we took a look at this yesterday. we have this low pressure of the pacific northwest. it scooted a little bit to the east now. high-pressure hanging out in the 4 corners. and then if we look out to the pacific, more high pressure here, this is going to be on the move as we head into sunday monday, tuesday, wednesday, potentially. you know, next week, we're kind of seeing how long this lasts. warming trend. big warming trend to begin sunday, not too uncomfortable. on sunday, we're talking high about 90 time we get to monday that pops up to between about 95 and 100 degrees. this does look like a multiday heat event. the models are kind of going back and forth right now on how long this will last. but now is the time to think about getting things done. you need to get done this week because we're nice and seasonal for the next couple of days. onco we start to hit the latter part of the weekend, the particularly into monday that high pressure is going to build in that is going to really heat california up so here and really across all of the state. so that means we want

they really went to bat for me. this afternoon. the 4th of july is just around the corner. >> and fire officials are warning people not to use illegal fireworks, which can come with major risks from serious injuries to starting wildfires. >> you've already seen over the last couple of weeks, number of fires all over the state because our weather has turned hot. we're starting to get into our seasonal wind patterns. and so the smallest will lead to fires. >> fire officials in santa clara county say over the past couple of years, several people were sent to the trauma center and in some cases lost their limbs from illegal fireworks. july 4th is just

around the corner, but not everyone, of course, is a fan of fireworks. the peninsula, humane society and spca urging pet owners to please take precautions. let's take a look at some of that. don't take your pets to fireworks displays. they say keep your pets in one room in the house. if you choose to leave them at home alone, you can also play music to drown out any noise and also draw the blinds. rescue officials say to make sure your pets have current identification or a microchip in case they get lost. you crn also take your pet to the vet for a mild tranquilizer. if you know your pet suffers from any severe anxiety caused by fireworks. well, your money this afternoon, if you're planning a cookout over the upcoming holiday, prepared to spend a little more than last year, the price of just about everything is up, including burgers and chips. wells fargo report shows beef saw the highest inflation among meet increasing around 4% since last year. potato salad will be a cheaper option than ships which increased about 3%. the cost of potatoes down from last year. ice cream and baked

>> today marks national hiv testing day a day encouraging people to get tested and connected to care and treatment. according to h i v dot gov. one in 8 people in the u.s. who have hiv don't know they have it and getting tested can help save lives.

joining us live now to share more information is doctor brad hair, infectious diseases specialist at kaiser permanente, san francisco. good afternoon to you. >> good afternoon. thank you for having me on. >> well, thank you so much for joining to start off here, doc, who should be getting tested for hiv and how often should we be getting tested? >> great question. and the cdc recommends that everybody get tested for hiv at least once in their lifetime. so the guidelines now say that anyone between the ages of 13 64 should be tested, least once no repeat testing should be done for anybody at increased risk. that includes anyone who has multiple partners, anyone who uses injection drugs. and for those at the highest risk, including, bisexual and other men who have with men. we have multiple partners repeat testing can be done as frequently as every 3 to 6 months. >> got it. thank you, doctor here. know what kind of options do people have when it comes to hiv testing? >> the testing itself is

pretty there are blood tests. there are so live it to us and those tests for antibodies in the body that the presence of hiv was a very simple and easy test to do as far as where you can get those, you can get them from your primary care provider. you can get them from public health clinics the reason you can get them from community clinics and testing sites. there are a number of ways pharmacies or another place where there's often a availability for hiv testing. so there's a number of hopefully very convenient and easy ways to get tested. >> and how does hiv testing work specifically what's involved and is it covered by insurance? >> yeah, but hosting is relatively simple, though. you're there be a finger stick or a blood drop or a swab in the mouth. they they test their our rapid test results could be available in the short as 2 hours. and there are other more standard test results may be available within one day. so the

turnaround time to get the result is actually generally pretty quick in hiv. testing is covered covered california plans and any private insurance plans that complaint with the american health care affordable health care coverage of the prevention tests, hiv antibody test for no cost. and additionally, public clinics, public health, health clinics and many non-profit community organizations will offer no cost hiv testing. >> got it. so i'm glad to hear is the availability of testing. it is so accessible now. what are some of the symptoms people should be looking for if they think they might be hiv positive and when should they get tested? yeah, that's a good question. >> there's a long period of time between the time someone gets infected with hiv and the time they may be having symptoms. now, when someone is first, in fact that they may have a viral syndrome meeting. fevers, chills, rash, swollen lymph nodes. but that usually

gets better and resolve. that may happen within few days to a few weeks after exposure. and then there's a long period of wait and see me. there may be no its symptoms at all. and that's really why it's so important that people get tested regularly, even if they don't have symptoms because we can think of with these routine tests before it causes much damage before can be transmitted to other people. get people on treatment. however, people are having symptoms like unexplained weight loss. evers night sweats, certain lesions in the lesions on the skin. those might be indicators of of hiv as well. and that can be a trigger to get tested one of the mechanisms we've already talked about. >> got it. and so what kind of hiv prevention tools can people also take advantage of? >> yeah, that's a good question, because, you know, i think about it. you know, we want people to get tested to find out if they have each of you, if the test is positive, they can get engaged in care and treatment. and the treatment is actually very, very good. but if the test is negative is also incredibly

helpful because of that person is at risk for hiv. they can engage in prevention and the tools we have for prevention now are incredibly good. we have medications that are able to be taking on a daily bases and as needed basis or even by injection every 2 months that are incredibly protective against someone who has ongoing hiv exposures, upwards of 99% protected. so it's years. that is both. if you're positive, get into treatment and if you're negative so you can engage in the prevention, stolen tools and and stay negative. the really important reason to be tested. >> doctor heard as we wrap things up here would like to ask you if you could possibly provide an update when it comes to the search for a cure for hiv. what's the latest progress that, you know, >> yeah, that's that's do you in the in the field of hiv? we have great treatment. we have great prevention. >> and there's a very, very active body of research. now looking into cure. there are

some case reports of individuals were hiv infected and through various pretty intense treatments, including sometimes bone marrow transplants, chemotherapy and other very intense treatment. hiv is no longer detected in those people's bodies. but that's just a handful of folks. but they're providing a lot of clues to how we might go about making you know, real possibility for a wider number of people that still one of the holy grail of hiv research right now. >> all right, doctor brad hare infectious disease specialist at kaiser permanente, san francisco, thank you so much for joining us for this valuable perspective on hiv testing. we appreciate it. >> thank you. >> all right. let's talk a bit about our weather now as we take a live look outside at walnut creek. some nice blue skies out there, kyla. yeah, absolutely gorgeous, right? not just there, but out of the coast which tells you that we catching another break today,

right? half moon bay basking in the sunshine looking really lovely out there today. and you can kind of confirm that here as we look at stormtracker 4, you don't see really any clouds. you have to get pretty far off shore to see them. and that really is the case for most of california, just kind of peeling away that marine layer and saying kind of quiet and kind of nice and temperatures reflecting that right now. highest numbers in the state about 88 degrees. that's not bad. and brett, fresno and bakersfield close to it and reading 79 in los angeles, you can certainly see where the heat is in the desert southwest spots like las vegas and 104, in phoenix already up to 107, here locally. we're at 62 in downtown san francisco. some nice upper 70's in the north bay and the south bay can see the east bay getting a little warmer there, antioch, sitting at about 84 degrees. so if you are headed out today, san mateo is an example. beautiful day to walk the dog. take the long walk and enjoy it. get on out there because we definitely have a really nice day on tap all the way around. now, the next couple of days are going to be nice as well. you can see that we do slightly start to warm up as we get into friday. and

as we get to saturday now by sunday, we're going to see things really start to turn where temperatures go into the 90's inland. it should just be low 90's. but then once we get to monday, that's when we start to see the heat. and i'm talking about temperatures between about 95 and 100 degrees for our inland spots. that obviously has me concerned we're going to talk more about that when i come back in a little bit. we'll take a look at that 7 day forecast. all right. thanks so much. turning now to the city of oakland and enormous budget shortfall threatens large cuts to programs and departments including emergency response kron four's terisa stasio reports. >> oakland on the brink. the city facing a multi-million dollar shortfall. councilmember treva reid in a letter to the city administrator and mayor earlier this week saying that the deficit is around 177 million dollars and the general purpose fun. the bulk of that fund about 63% goes to public safety such as paying for police and fire.

councilmember reid says that one of the options the city is looking at to balance a 2.2 billion dollar budget is cutting 63 million dollars, which could affect many programs as well as staff positions, adding on social media, quote, i feel the weight of this financial challenge with our community as i work to ensure equitable service delivery and investment is prioritized with are stretched resources and quote, i think it's 4, 5, a fire stations will be browned out starting in the fall after the fire season. >> after the wildfire ground on a rotating basis. not again. that's not a good thing to do. no one wants to do that. adding to that, possibly canceling some police academies. this is the most dramatically horrible budget situation. we've been my entire time in the council may be for for decades all come. mayor sheng thao releasing newsletter that included a statement on the budget. it reads, quote, i will rai focused on supporting the city council this week as a vote to pass a balanced budget. we

will complete the transaction for the sale. the coliseum property to the african american sports entertainment group. and we will continue to address crime head on and quote and councilmember nikki fortunato bas said on social media, quote, while our deficit is significant. so too is our commitment to retaining the services on which our families, local businesses in communities rely oaklanders want and deserve no less unquote. all of this comes to a head on friday. that is the next city council meeting on the budget. it all has to be finalized by july first, that is the beginning of the fiscal year. theresa kron, 4 news. >> bay area leaders are calling on a tnt to maintain landline service for thousands of residents. right now the state legislature is debating a proposal that would release a tnt from its current obligations. there is concern removing the land lines would leave residents in rural areas with no way to reach 9-1-1.

1.9 billion, the remaining bay area counties would get around 700 million dollars. officials say about 4 billion would also go towards affordable housing construction and preservation projects. governor gavin newsom says deploying the national guard to crack down on fentanyl is working. the governor's office says 7 million pills containing fentanyl have been seen since the start of this year. newsom first deployed members of the national guard in 2022. to help tackle the fentanyl crisis last year. national guard help sees a record 62,000 pounds of fentanyl. his office says newsom recently announced the state will double the amount of national guard members working to crack down on illegal fentanyl, including along the southern border. coming up, east bay city is getting ready to host its first ever pride celebration. >> we speak one on one with the trailblazing mayor behind the moment. and the giants looking to extend their win streak against the cubs. we have the highlights.

spots, right that i usually have. i wanted to look at the month and so far what we've gotten is 17 above average days, just 8 below and 1, one normal day. and that was it right there on the 9th. so we just have a couple days left in the month and it looks like we're going to finish kind of seasonal and then we're going to head into a bit of heat and that has everything to do with 2 high pressure systems to the low pressure right now is keeping us a little bit cooler kind of moderating our temperatures. high pressuge starts to build a bit there. you can see that one in the desert southwest, but it's this one this rolling in from pacific. that's really going to mean by sunday. we start to see these go up and up even more as we head into monday. tuesday looks like wednesday as well. so it's all about the dance of high pressure once we get to next week. now we look at the country in general. we look ahead to july first through the 5th. of course, that does include july 4th, right? that holiday weekend as we into that, you can see that a good portion of the south is going to be baking as they have been. and we are also going to be above average. and the question is how much above average or a and how long does
