>> from the bay area's local news station. you're watching kron. 4 news at 6. >> thanks for joining us here on kron. 4 news at 6. i'm noelle bellow and i'm dan thorn. residents in oakland will notice more police on patrol beginning tomorrow. it's part of the police department summer safety plan to crack down on crime. kron four's. rob nesbitt spoke with the assistant police chief about the plan. he's joining us live in studio. >> with what he had to say, prop dan and noelle, the summer safety plan in oakland aims to implement crime prevention techniques to address violent crime. 2 weeks after the city experience the mass shooting during juneteenth celebrations. the chaos of juneteenth is what the oakland police department would like to avoid.

>> 14 people were shot during a large gathering near lake merritt assistant police chief james patrick beer says responding officers helped prevent loss of life. that will stay this right now. life was saved because of the police officers that were there that responded immediately. opd summer safety plan will begin saturday. more officers on patrol by car and on foot. assistant chief beer says officers with a special resource section will work with the department cease-fire division, which reduce homicides and shootings from 2012 to 2019 was going to be presence of police officers citywide. >> but also focused enforcement. so we're going to target those individuals that are committing robberies, burglaries engage in violent crime, california highway patrol and the alameda county sheriff's office are also part of the summer safety plan. >> conducting a routine traffic stops and dui enforcement operations. there are certain areas in our city where tragically we've lost lives to reckless driving and speeding. they're going to continue enforcement. police are also asking the public to do their part the summer offering for tips to help reduce the risk of falling

victim. be suspicious individuals as some suspects target distracted drivers remain calm and do not resist store items in your vehicle or under your seat when possible. if you are being followed, drive yourself to a safe location and call 9-1-1, the communities. the most important piece in this. we can't do this alone. you know, we're not going to be able to make arrests for everything unless people come forward provide us information. >> assistant chief beer says opd is still understaffed with 709 officers. but that schedules are being adjusted to be able to staff the summer safety summer safety plan accordingly. reporting in studio. i'm rob nesbitt kron. 4 news. rob, thank you. the oakland city council facing a number of bad choices over how to close a multimillion dollar budget deficit for this year and the years ahead, the council has been discussing the mayor's balanced budget proposal as well as some other options. kron four's. dan kerman in the newsroom now with the very latest and well, you know, dan city leaders have simply been spending more money than they have been

relying on. >> one-time revenue like that proposed sale of the coliseum to keep them afloat. they are finding out that simply doesn't work. and they're meeting now to face the possibility of massive service cuts, including police and fire. >> like many cities and the state oakland is facing a budget deficit. we are needing to address a structural deficit that's years in the making. >> a structural deficit that years in the making has left the city of oakland facing a 292 million dollar budget deficit for this year. and next year. that's because city leaders over the years have been spending more money than the revenue the city is taking in the budget cycle, as you said, repeats a pattern that we've seen for years. >> we have been making decisions and ignoring. have to be in fiscal stewards of the taxpayers. hard earned dollars. >> the city is faced with mayor sheng taos budget which would freeze hiring but hold off on layoffs but relies on a

one-time revenue package with the sale of the city's half of the coliseum property, a sale that has yet to take place. and as a result, city finance officials say that could impact the city's credit rating. i'm very concerned about our bond being reduced. the other proposal doesn't rely on the coliseum. property sale, but that means less revenue for the city and big service cuts, including reducing the number of police officers by about 100. it is going to have a major impact. >> my ability to cover patrol ships and 2 just provide basic response services to the citizens of oakland city council members are now offering alternate proposals. >> but city councilmember treva reid also took the opportunity to chip away at mayor thao. >> this budget. >> was ready for our review on

may 17, a city administrator johnson said and the mayor, the ceo of our city elected not to provide the accurate more truthful budget to be presented for us to have enough time to sufficiently review. make amendments are weighing in and we're now at. days of making critical decisions on how we're going to show up and serve our city. and that is thoroughly disappointing. >> the council is now discussing changes to both proposals. and at this hour, public comment is underway. a final decision not expected until another meeting on tuesday. live in the newsroom. dan kerman kron. 4 news. dan, thank you. >> one of the busiest travel periods of the year is underway. tsa says they're ready to screen millions of travelers as we approach the 4th of july holiday. yeah. and here in the bay area, we've got a weekend full of events that's going to be bringing in even more visitors today and

tomorrow. >> kron four's gayle ong live at sfo tonight with the latest on the travel rush, a gale. >> hello, dan and noelle. you know the mornings and evenings. usually this is ted busiest times here at sfo. but when i write here this afternoon, i have seen a steady stream of traffic. and right now we're taking a break. but a lot of people excited for their holiday travel. >> where you have luggage lined up at the drop off her. but as why this family arrived at the airport early friday afternoon, we do 2 kids and newborn 2 car yeah, we're packing big were going for 10 days. friday is expected to be one of as opposed peak summer travel days with about 166 1000 travelers passing through the airport ahead of the july 4th holiday. most travelers we spoke with plan to head right before the actual holiday. guys like get in there a couple days early is going to save you money and time. i prefer to travel before and after the holidays. if i can.

>> brand ruhollah way when it comes to traveling during the holidays is i just try to get there as early as i can and hope for the best when it comes to is a security. holloway had better luck with that security line in the afternoon. >> according to aaa, the 4th of july travel starts this saturday and runs through july 7 here in california. more than 8 and a half million people will travel, at least 50 miles from their home this woman. also avoiding the busy travel period. she's heading back home after spending time in the bay area having a party at my pool party in tucson. >> airport officials are urging travelers to get here early 2 hours. if you're buying domestic at least 3 hours, if you are flying international, the international terminal, i was there earlier this afternoon and that one definitely more busy than a domestic flight. so everyone has a great summer, but all the travel

that out there reporting live from sfo, gayle ong kron, 4 news. all right, gail, thanks a lot. and if you're not flying in opting for the road instead, listen up. the national average for a gas. gallon of gas is bumped up slightly to 3.50, a gallon. >> because of the cost of oil has now crossed $18. the state average for 80, almost $0.30 less than last month. let's see how things are here in the bay area for a gallon of regular, most expensive in the north bay 5.80, our excuse me 5.10, in sonoma and napa. san francisco in san mateo counties between 10 to $0.15 last east bay. residents expect to pay around 4.90 and the cheapest counties are santa clara and solano coming in at around 4.83 a gallon. well, this is one of the biggest weekends of the year for the city of san francisco. more than a million people are expected to come to the city. >> for pride celebrations, pride events will be happening all weekend long. culminating with the annual pride parade on sunday. >> the parade starts at 10, 30 sunday morning at market and

beal. it ends at civic center plaza. that's where most of this weekend's festivities are already taking place to. police is going to have increased presence at the parade and the festival road closures are already in effect across much of the city. there are more closure set to go into place tonight and tomorrow morning as well. so be aware of that. they will last through monday morning. if you have plans to head into the city, you should expect some delays. but of course, a pride celebrations are actually the only things bringing people to the city this week. my goodness. yeah. take a look at this. this is the stern grove music festival. this is the second weekend for this. >> the free concerts bring in thousands of people to this city every weekend for the next few months. this weekend's going to feature a performance from chicano batman. the show starts at 02:00pm and the space he's apparently already sold out. >> and on top of that, oracle park will be packed as the giants take on the dodgers in one of the biggest series of

the year. so far, the first game set for tonight's games again saturday and sunday afternoon as well to be packed out there. and also this weekend, san francisco is going to be celebrating the 4th of july. at least parts of the city will be celebrating 4th of july a little bit early. >> the city is going to have its first ever 4th of july parade and it's being brought to you by the friends of great highway park. the parade starts at noon tomorrow and runs down the great highway between noriega and judah. there will be a no cars or trucks in this parade. all of the flats will be either >> pedal or people just paddling out there anyway, of course, will be a lot of stuff going on at the same times, anyone it's going to be going into the city. >> be sure to use public transportation. >> going to the quickest way this is a live look at san francisco. of course this evening. we had such a nice day today. i'm sure everyone

looking forward to having another couple of nice days weather. yeah, hopefully so, lawrence, what's happening this weekend? goodness going to be tough getting to san francisco that's for sure. there's so much going on. of course, the pride parade taking place this weekend on sunday. if you're headed well, >> it is going to be some nice weather here in the bay area. looks like a great weekend starting at 10:30am, in the morning. those temperatures probably low 60's already mostly sunny skies. i think most that fog will have moved out of town by then as well. look at a lots of sunshine in the afternoon with some nice weather in francisco. hot weather elsewhere around parts of the bay area outside right now, a beautiful friday evening outside. what a nice look out toward the marin headlands and the golden gate bridge and beyond as we're getting ready for what looks like an extended dry and very hot period of fact, high pressure is going to be taking over right now. you can see kind of what we call flow. that's when things move from west to east fairly clearly. but all of a sudden you see a big bold is there. and that ridge of high pressure building in how about that temperatures going to be soaring as we head toward

>> and a landmark case on homelessness. the supreme court today ruled that cities can enforce bans on homeless people living in public spaces. washington correspondent maddie beer-temple reports. >> in a 6, 3, decision, justices say the city of grants pass oregon can punish homeless people for sleeping on public property. even if there isn't shelter space available disappointed. oregon congresswoman susie and bone amici says finding and jailing homeless people won't help them find housing. what we really need to focus on his solutions. and this is going to make harder for people when they have fine or a penalty. >> the court's ruling reverses a lower court decision that stopped the city from enforcing its public camping ordinances, calling it cruel and unusual punishment. >> writing for the majority justice neil gorsuch said fines and jail time are not cruel or unusual because they're not designed to increase, quote, terror pain or disgrace and are commonly used punishments across the

country. justice sonia sotomayor disagreed, writing, quote, sleep is a biological necessity, not a crime for some people sleeping outside is their only option to new day for california, california congressman kevin kiley praised the ruling. he says he's seen the impacts of homelessness in his own state. you have families that have almost encampments walking their kids to school. kylie hopes this decision gives cities the tools to turn that around, protect public health to a guard against crime. and maybe most importantly, to get homeless the help that they need. but los angeles mayor karen bass criticized the ruling writing, quote. >> it must not be used as an excuse for cities across the country to attempt to arrest their way out of this problem. >> in washington, i'm maddie beer-temple. >> well, san francisco has struggled for decades to solve its homeless crisis ball. some groups believe the supreme court's decision will help the city. others disagree. kron four's terisa stasio looks at

how the decision may play out in the city. >> tackling the unhoused nearly 3,000 people currently live on the streets san francisco, according to the city's recent count with friday's supreme court ruling, giving cities more authority to evict and possibly site some like san francisco mayor london breed say the decision is but with this opportunity will be able to do more too. >> clean and clear our streets, especially for those who are refusing shelter and services with the city for years. san francisco has and we will continue to utilize a balanced approach for addressing homelessness and our streets. >> san francisco city attorney david chiu adding the court's ruling broadens the city's powers in a positive way. >> we've always led with the compassionate shelter and services first approach, but also balancing that with needing to keep our streets safe and clean this decision will allow the work of our city to be more efficient our

time better spent. san francisco has found itself reeling for years attempting to solve its homeless crisis, trying to strike a balance between caring and meeting the needs. >> for the unhoused in keeping public streets accessible to all. >> this decision is a huge blow to unhoused people in san francisco who are already struggling to survive. >> jennifer friend buck is the executive director of the coalition of homelessness. decision is basically saying that it's ok to jail and arrest and find insight. >> on house people who have no other choice but to be on the streets. no amount of criminalization is going to end homelessness. only housing does that. >> currently the coalition has a lawsuit against city fighting for the rights of those on the street. >> the city to follow its own policies. the chacon ship is a lawyer with the group representing the current lawsuit. >> and the law enacted by its own voters and ensure that it is offering shelter before it

is encampments. and we certainly would urge not to engage in the field practice of criminalization of homelessness. the mayor saying friday city services will act more quickly to compassionately reach out and step up efforts in light of the court's decision. >> the coalition says it is prepared to double down and fight for the rights of those unhoused more than ever before. theresa kron, 4 news. >> oakland mayor sheng thao, meanwhile says the ruling does not change what her mpadministration has been committed to a statement she says in part the best way to prevent homelessness and to create long-term solutions is to create more affordable housing units. the city team continues to work tirelessly to address the critical needs of our own city. this is why we're also taking steps to strengthen our encampment management policy, ensuring this ruling is not used as an incentive for other cities to push their homelessness crisis into nearby cities, end quote. >> well, this ruling comes to san jose's homeless population was reported as the 4th highest in the country.

according to financial website, insider monkey more than 6300 homeless people recorded on san jose's census last year. mayor matt mahan says that he does not anticipate the sspreme court ruling will change how his city deals with encampments. mahan is calling on state officials to require counties and cities to provide an adequate number of shelter beds and expand treatment facilities. >> just as we have read that targets for building affordable housing and market rate housing, we need target is from the state and for so that everybody is in on the solutions. the whole says together, we can homelessness. we're going every city in every county to expand that base dignified shelter and those in patient treatment beds. >> advocates say the large homeless population in san jose's because of a lack of affordable housing and rising rent costs. >> let's get you a check of your 4 zone forecast as we take a look at a very busy bay

bridge toll plaza as we've been talking about, lots of folks are going come into the city for different events. they've got the lighting at the ferry buildino tonight, their pride weekend. dodgers giants game is getting underway in about an hour or be prepared for a little traffic. lawrence, what's whether white boy, we've got a great weekend to the weather cooperating perfectly for all the events get hot spots is no getting around that. the temperatures, though. >> really heat up as we get into early next week. that's where we stop talking about a significant heat wave rolling in. this were a lot of folks should be headed out toward half moon bay and join the water's edge cooler temperatures, of course, out along the coastline. but even up toward the beaches. >> we could sneak in a couple of days in the 70's there as we head in toward the middle of the week. all right. speaking of the dodgers giants game, there you go out of the ballpark tonight. should be beautiful night to take in a game. sunny skies the way through and then, of course, a little bit of a breeze kicking in, but not much temperatures will be in low 60's at 7.15, when the game begins. all right. how about 83 degrees right now in san jose? 87 in

livermore still hot 90 in concord. 91 in fairfield right now. it is 63 degrees in berkeley. 76 in napa and clear 86 degrees in about 85 in fairfax. but kind of between pressure systems. right now, you can see another storm in the gulf of alaska last week front going to move on by once that moves out, high pressure starts to build in behind. and that's when we really see these temperatures soaring. so tomorrow should be a beautiful day again, kind of a zonal flow out there. the winds kind of moving from west to east should make for some hot temperatures and some of the valley school on the coastline. those numbers in the 50's and the 60's there. but here we go. as we head toward tomorrow afternoon, beautiful 67 degrees in downtown san francisco. 75 in oakland about 85 degrees in san jose. look at the weekend. doesn't look too bad. monday, everything begins to change. temperatures start to store well in the 90's. then as we get into tuesday and wednesday and thursday, maybe all the way the following weekend, triple digit heat. very hot temperatures right to the whole day. >> people really need to enjoy the yeah. this is cool. long
