kron. 4 morning news at 7. >> good morning. thank you so much for joining us here on the kron. 4 morning news. stephanie lin. it's saturday, june the 29th. let's get your day started with a look at the weather with dave sphar heyday. hey, good morning, stephanie. good morning, everybody. well, we've got a major heat wave coming our way, but a pretty pleasant weekend before we get there, kind of that good feeling early summer going on here for you. not too crazy. >> will be well warm in london. pretty pleasant along the coast. first things first of this is what it looks like at the coast. half moon bay got some of that fog hang around, as you can see, even at the ground level and you'll see probably more of that tomorrow morning as we have kind of like a weak front of our backyard, that this delays the big time warm up looking at the fog. real quickly to note, when we approached nson again, you might have some of those scattered fog clouds coast wide, but opening up in the afternoon tomorrow, different story will be a little bit more aggressive here. that's because of that little front in our backyard. excuse me, steve, what's to come here? a little front or

backyard here is going thicken up that marine layer just temporarily for your sunday morning winds kind of variable for right now single digits. but they'll be a pop this afternoon looking mostly at 50's across the board, some lower 60's well inland. pretty close to our numbers from yesterday. give or take a couple degrees. however, this is what we're talking about. that excessive heat. there's a watch right now covering almost the entire bay area that includes the east bay shoreline, but not the coastal areas will be getting more into that later on the breakdown today, we're well into the upper 80's by this afternoon. have your forecast in a bit. stephanie. >> all right, dave, thanks so much. let us well, it's officially pride weekend in san francisco and hundreds of thousands of people are expected in the city with many attending the big parade on sunday. let's check in now with kron tiffany justice. she's lived downtown for us right now with a preview of the fun happening today, a tiffany. >> right today starts friday weekend. and organizers have many events to keep people busy today bright and early.

they are holding a breakfast event called pride for breakfast here at the civic center plaza. this entire block has been blocked off for this event today and tomorrow, including the big parade. organizers say that this is an inclusive event today to celebrate health in the community. coffee will be served to energize you along with some food to north. sure. body. now after the breakfast program is going to start here on the main stage 8.30, there's going to be a yoga class held here. and then at 9.30, there's going to be a dance workout pride weekend in full swing bright and early this morning. again, we're at civic center plaza. the block has been blocked off for events starting today throughout the weekend. back to you in studio. >> all right. tiffany sounds like so much fun and just a reminder, several streets of san francisco are shut down this morning through monday. they include pope between the callous stirring grove larkin between mcallister and market and fulton between hyden

larkin. you can expect to see more street closures leading up to tomorrow. the full list can be found on our website. kron 4 dot com. and this weekend as if they ferry offers more rights for those traveling in and out of the city today. east bay commuters, though, have more options to get to pride. and the giants home game at oracle park, sfa ferry recommends riders purchase tickets in advance. san francisco is, of course, known for its pride activities like the annual trends march at dolores park kron four's jeff moment takes a look at the festivities. >> organizers of this year's transmit at dolores park say this year saw more young people taking part. they also say that while this event is the unofficial kickoff to san francisco's pride weekend, it's one of the only event specifically designed for trans people and also non-gender conforming people. crowds.

was affectionately known, captured the hearts of giants fans from day one. he debuted for the club in 1958. inducted into the hall of fame in 1999. cepeda was a 10 time all-star with the giants in the national league mvp with the cardinals in 1967. over the past. 33 years, he was a community ambassador for the giants and every event he was that he would speak endlessly with fans about baseball, giants legend and one who will truly be missed. now to a rodent infestation at a san francisco supermarket. mollie, stone's castro market is back open after a temporary closure. the store 18th street was ordered by the department of public health to shut down thursday after a failed inspection. according to that report, there were rodent droppings in the deli area and food shelves on the floor of the loading dock. the inspection also found not food items, including bread, cookies and chips. evidence of nesting was also found near

packaged food. longtime customers say they were shocked to hear about the problems. >> there is a investigtion. >> rex does concern me. of course, it's obvious to me but, you know, secant store, they're always kind of a tentative, friendly, clean. kind of rats are part of the city thing. you know, you kind >> before the storm could reopen, the building went through a mandatory sanitation and cleaning process. and oakland hotel faces a lawsuit from the city over alleged wage theft. the city attorney says the owners of the radisson located across 8.80, from the airport failed to pay more than 100 workers. the correct minimum wage. the suit says the hotel owes workers more than $400,000. and despite warnings of legal action, the radisson hotel failed to comply. we reached out to the hotel for comment and will update you once we hear back. within a week after the fbi raid on her home,

oakland mayor sheng thao now has a new attorney. jeffrey tsai is a former federal prosecutor. according to his profile, he prosecuted former presidential candidate john edwards for campaign finance violations a decade ago in a statement signed said in part, the mayor will respect the confidentiality of the investigation process, which they're confident. we'll show that she has not engaged in any wrongdoing any wrongdoing, rather. the announcement comes nearly a week after tells first attorney tony brass reside after the mayor spoke publicly about the fbi raid of her home. so far the fbi has not revealed the nature of their investigation. the mayor says she has not been notified that she is the subject of an investigation and says she has done nothing wrong. police arrested a san jose man in connection with 2 failed bank robberies. officers took kit do into custody june 19th. he's accused of attempted armed bank robbery on story road on may 14th and a second attempted robbery on south king road just 2 days later,

police say will approach the bank teller with a handwritten note demanding money when the teller did not comply. the band left the bank empty handy empty-handed rather before police arrived. 3.18 year-olds arrested in connection to a carjacking earlier this week have been charged with carjacking and child abuse. if convicted, they face up to 20 years in prison. the carjacking happened wednesday in the area of irsay and central avenues in alameda. police say the suspect approached a mother of 2, 4, year-olds and stole her car at gunpoint. the woman was able to get both of her children out of the car before the suspects took off in the vehicle. police tracked the car and arrested the suspects in san francisco with a car crashed into a pole. he's made 9-1-1, services back online in pinole after more than a week of disruption. investigators say 3 people disable the phone lines not only in pinole but also in hercules and san copper wire. police arrested 2 -

been delayed. bungo water park in san jose, the former site of ridging waters was supposed to open today, but according to the website, the water park is now opening on july 4th. >> for special olympics, northern california summer games, opening ceremony. my name is kyler grogan. i'm from kron 4 news and i am so happy to be here you today. >> and that was our kyla grogan kicking off this year's special olympics summer games in santa clara. she hosted the opening ceremony yesterday at santa clara university. >> summer games, welcome athletes from dozens counties to compete in swimming track and field. >> bochy ball and tennis. the event runs through sunday and is free to attend. so you can going out there and support them this weekend. taking a live look now at to francisco this morning. looking like a nice start to the day at 7.14. great for the pride festivities happening as well in the castro district out

there today. >> it is that the only thing is tomorrow be treated to a little bit more in the way of some fog. you know, that ground fog and even aloft will take a long a mix on out. but don't worry, we're going go back to sunny skies for just about everybody. a stubborn air is going to be at the coast like you see the start. this is half moon bay, some of those ground fog business. it will take a little longer to mix on out but will do so this afternoon we have the complications of this little front or backyard. not going to do much, but it's going to kind picking up that marine layer right at the coast like that, particularly tomorrow, the timing of all of this. so their format, though, some clouds, but it's really after that, boom, we go to the heating spell that you've heard so much about coming our way. current temperatures as we speak. 67 antioch, 61 livermore 60 conquered east bay shoreline mid to upper 50's up to the north bay. we've got a hodgepodge of 50's hanging on future cast for this is what i meant. this is the mix out. we see today. pretty good job for clearing on out tomorrow here we do it again. and it kind of lingers along the coast through much

of the afternoon tomorrow. but they're so that's the only little wrinkle in all of this. and temperatures in london will be probably that kind of range that we look out for early summer. so it's not the crazy business we're going to later this week out is going to be a rough one. alright, winds on shore. they are all weekend long. this is all typical partially driven by this front. but more importantly, also this inland heating, particularly by the middle of the week as we see this trend continuing. little bit of an offshore wind him up there up north north of napa. a little bit there. you'll notice in solano county, but we'll call it mostly and onshore wind for just about everybody. looking at sunny and nice this weekend. those 90 near 90 happening inland 70's for the bay. so that's good. early week, warming quickly, we needed a tease for the bay 100 plus already cracking inland by midweek. we're there. we're talking 105, approaching near one 10, particularly around the carquinez strait contra costa county solano county, napa. those counties to look for

90's going on for the east bay shoreline today, 70 san francisco. 76 open 86 san jose. there's the big map. it's only lower to middle 90's today. also some mid-nineties up north next couple of days. 93 and for up, some sort of the flag should be on sunday there. but 95, so getting warm already. by monday. the parade looks okay and everything that for tomorrow. sure. in the city, you know, you've got some fog hang around, but no big deal. but then next week, middle of the week, watch out 105. stalking that he has an ac person middle of the week. good timing to place that right now. you want to have that checking. make sure it's working wednesday. thursday will. yes, yes, very important bans. >> on homeless people, sleeping outdoors. the case originated out of grants, pass oregon and the court's decision reverses a lower court ruling that stopped the city from enforcing its public

camping ordinances, calling it cruel and unusual punishment writing for the majority. justice neil gorsuch said fines and jail time are not cruel or unusual because they are not designed to increase, quote, terror pain or disgrace and are commonly used punishments across the country. justice sonia sotomayor disagreeing they're writing, quote, sleep is a biological necessity, not a crime for some people sleeping outside is their only option. the u.s. supreme court ruling comes as a new report says that san jose has the fourth-highest homeless population in the country. that's according to the finance website. insider monkey for every 100,000 people. san jose has more than 360 residents who are homeless. advocates say there are a number of factors contributing to these issues, including the lack of affordable housing and soaring rents mayor matt mahan addressed how this ruling will impact the era of encampments in the city. >> just as we have read targets for building affordable housing and market

rate housing, we need target is from the state and for so that everybody is in on the solutions. the whole says together, we can homelessness. we're going to every city in every county to expand that base and dignified shelter and those patient treatment beds. >> among the ranking san jose comes in behind new york city which comes in at number 3, los angeles, ranking second and eugene oregon taking the top spot. oakland mayor sheng thao in the meantime says the scotus ruling does not change what her administration has been committed to. in a statement, she said in part, quote, the best way to prevent homelessness and create long-term solutions is to create more affordable housing. the city team continues to work tirelessly to address the critical needs of our city. this is why we're also taking steps to strengthen our encampment management policy to ensure this realay is not used as an incentive for other cities to push their homelessness crisis

>> the city of oakland's in a world of financial trouble and faces a 292 million dollar budget deficit for this year. and next year. how did this happen for years? the city has spent more money than the revenues. it is taken in the budget cycle, as you said, repeats a pattern that we've seen for years. >> we have been making decisions and ignoring. have to be in fiscal stewards of the taxpayers. hard earned dollars the city is faced with mayor sheng taos budget which would freeze hiring but hold off on layoffs. >> but relies on a one-time revenue package with the sale of the city's half of the coliseum property, the sale that has yet to take place. and as a result, city finance officials say that could impact the city's credit rating. i'm very concerned about our bond being reduced. the other proposal doesn't rely on the coliseum. property sale, but that means less revenue for the city and big

service cuts, including reducing the number of police officers by about 100. it is going to have a major impact. >> my ability to cover patrol ships and 2 just provide basic response services to the citizens of oakland, despite what we've been hearing, the council does not have to take a vote before the end of this month. >> in fact, they plan to have another meeting and take a vote this coming tuesday. dan kerman kron, 4 news. >> well, still ahead on the kron, 4 morning news, a popular pier in the south bay staying open as the city says it will continue to make repairs.

>> signs posted outside oracle park are warning hot dog vendors against doing business without a permit. it the signs do say without a permit that the vendors food may be confiscated. san francisco health officials say that they are not the ones who put up those signs, but they are reminding permits are required. we went on to the city's website to look up how to get one of these permits. it says that the permit only allows vendors to sell pre-packaged food and you have to own a buyiness registered with the city to be eligible. so that may not be the case with the folks who hot late at night outside there. and estimated 166,000 travelers pass through sfo yesterday and with a weekend full of 4th of july events. we spoke with those getting a head start

other weekend trips, mornings and evenings do tend to be the busiest travel times sfo and some folks said they had they had better luck with security lines in the afternoon. >> early as i can and hope for the best when it comes security. >> airport officials urge travelers to arrive 2 hours early for domestic flights. 3 hours for international flights and for long-term parking. you want to make sure you reserve ahead to make sure you get a spot. costco is opening 2 new warehouses in the bay area this fall. napa in pleasanton locations open in october, according to the company, the future cost going up. but we'll have a gas station as well. 4 of the membership based or pleasanton. costco will be located across from stoneridge shopping center. the exact opening date for i location has yet to be announced. and for the public safety. the pacifica pier, we'll remain partially open indefinitely as the city works to repair

damage from winter storms. this is footage from late last year when high tides and large waves damaged sections of that pier. there. experts didn't assessment. they found that the peer suffered new damage since this. the initial damage back in december 2023. as a the same group they recommended the city limit public access to the pier. the city will continue to monitor the piers condition. in the meantime. all right. still ahead on the kron, 4 morning news bay-area approves new protections for renters why city officials say it will help struggling families secure better leases.

>> now on the kron 4 morning news, the supreme court has ruled to allow the banning of unhoused people sleeping outside. >> why some city leaders are pushing back. and a measure to ban forced labor in california has officially qualified for the november ballot. we've got those details in just a moment. i welcome back to the proper morning news. thank you so much for joining us. i'm stephanie lin. let's get you started at 7.29. this saturday morning with a look at your very warm forecast there. tape. >> yeah, good morning, stephanie. good morning, everybody. and worked for a major heat spike coming our way. looks like right before the july 4th holiday proper hearing. all this. but before warren were looking for some very toasty numbers, well inland occurring there in the meantime, it's a pretty nice end of june early july type forecast. we've got the coastal fog. this should clear out for us half moon bay, for example, the should clear out for us as we approach noon today, however, looks like tomorrow. that's going to be a little bit more stubborn. here's the pattern today.

looks like a pretty good job clearing out by noon. you can see and it comes back again tonight as we expect it does the same thing again, not too well inland. as you can see, the penetration doesn't get far beyond the coast. but even into the afternoon, it really doesn't improve that much. so those stubborn areas of the coast are really going to tomorrow. now temperatures will be reduced ever so slightly. there is that little front or backyard is going to help kind of picking up that marine layer at the coast for maybe just one day and delay the major heat up 60's going on well inland right now as we speak, 50's cover everybody else. and that's pretty close to the numbers from yesterday. but what we're talking about occurring next week, yes, is the excessive at this point. heat watch. this is to be change later on for maybe advisory may be excessive. heat warning coverage, areas almost total except the coastal areas in san francisco proper. the breakdown today, 78, 11 o'clock by 2 about 89. so just some lower 90's to be found here. and they're both today tomorrow, but then look out into next week. we'll have more on that longer range forecast. stephanie. all

right, dave, thank you. >> a new u.s. supreme court ruling says cities can ban unsheltered people from sleeping outside which also justify san francisco's practice of encampment sweeps kron four's theresa stasi looks at how this decision might play out in san francisco. nearly 3,000 people currently live on the streets of san francisco, according to the city's recent count. >> with friday's supreme court ruling giving cities more authority vick and possibly site some like san francisco mayor london breed say the decision is beneficial. but with this opportunity will be able to do more too. >> clean and clear our streets, especially for those who are refusing shelter and services with the city for years. san francisco has and we will continue to utilize a balanced approach for addressing homelessness on our streets. >> san francisco city attorney david chiu adding the court's ruling broadens the city's powers in a positive way. >> we've always led with the

compassionate shelter and services first approach, but also balancing that with needing to keep our streets safe and clean this decision will allow the work of our city to be more efficient our time better spent. san francisco has found itself reeling for years attempting to solve its homeless crisis, trying to strike a balance between caring and meeting the needs. >> for the unhoused in keeping public streets accessible to all. >> this decision is a huge blow to unhoused people in san francisco who are already struggling to survive. >> jennifer friend buck is the executive director of the coalition of homelessness. decision is basically saying that it's ok to jail and arrest and find insight. >> unhoused people who have no other choice but to be on the streets. no amount of criminalization is going to end homelessness. only housing does that. >> currently the coalition has a lawsuit against the city fighting for the rights of those on the street.

>> the city to follow its own policies. the chacon ship is a lawyer with the group representing the current lawsuit. >> and the law enacted by its own voters and ensure that it is offering shelter before it is encampments. and we certainly want or did not to engage in the field practice of criminalization of homelessness. the mayor saying friday city services will act more quickly to compassionately reach out and step up efforts in light of the court's decision. >> the coalition says it is prepared to double down and fight for the rights of those unhoused more than ever before. theresa kron, 4 news. governor gavin newsom is describing the court's decision from this past week as a victory. >> saying in part, quote, the decision removes the legal ambiguities tied the hands of local officials for years and limited their ability to deliver on common sense measures to protect the safety and well-being of our communities. actions for

renters go into effect monday? most landlords will no longer be able to charge more than a month's worth of rent for a security deposit. these protections are part of a new state law proposed by san francisco assemblymember matt haney. he says massive security deposits can be a big burden to renters, especially for immigrants and people of color. the law, however, does not apply to mom and pop landlords renting out fewer than 5 units. in the east bay. police in richmond have arrested a church volunteer accused of rape according to officers. miguel villalobos was accused is accused brother of assaulting a victim during a music lesson at sacred nearly as church. police say villalobos was the music director. the victim told officers the alleged abuse began when she was a minor. they continued for several years. police believe there may be more victims who have not yet come forward. anyone with information is please ask to get in touch with richmond police. urgent care service

has been approved for coastal san mateo county residents, south of pacifica who lost their emergency facility after storm damage this year. san mateo supervisors unanimously approved a resolution tuesday granting nearly $500,000 to dignity health medical foundation for a 6 month program district. 3 supervisor ray mueller said the contract was reached to quickly and while it isn't perfect, it does satisfy immediate public medical needs. he says. and affordable housing project for senior farmworkers moves forward in half moon bay, the city council unanimously voted to approve the project wednesday night after hours of public comment. work to create affordable housing for for workers started after the january 2023 mass shooting in the city unveiled poor living conditions at local farms, opponents to approving the plan were concerned about the change from studio apartments to one and 2 bedrooms. all council members ultimately sided with the project. your

local election headquarters? a measure to start to formally ban forced labor in the state of california, including in state prisons, has officially qualified for the november election ballot. >> tally the votes eyes. 66 know 0. >> that was the official count as state lawmakers voted overwhelmingly to qualify, proposed a constitutional amendment to the proposed constitutional amendment known as the end slavery in california act for the ballot as it stands today. the california constitution ban slavery and involuntary servitude except as punishment for a crime. if voters approve this constitutional amendment, the exception will be no more backers of the proposal from both parties say forced labor in california prisons is routine and wrong and now they want to see it abolished. >> slavery is wrong in all

forms. and california should be clear in denouncing that in its constitution. >> the time has passed to finally end this practice. punishments should not involve exploitation and mask profiteering. this only serves to incentivize incarceration. let's do the right thing. as of now, the proposal has no formal opposition. >> the port of oakland has a new director of aviation. craig simon will be in charge of the san francisco bay, oakland international airport. his picture there in 2020, he was the assistant director of aviation and he's served as interim director since last july. simon says is a great honor to take ak team to new heights. airport says they are upgrading the terminal. one lobby renovating restrooms, adding new restaurants and that will be done by next year. proposed state law. governor gavin newsom's desk. it would require students to complete pocketbook economics,

honor of san francisco legalizing same marriage 20 years ago. last pride they used only 6 of those lights. the festivities kicked off around 6.30, a laser show last for 3 nights. and this is one of the biggest weekends of the year for san francisco. addition to all those pride celebrations going on, there are more events happening throughout the weekend. and this is also the second weekend for the stern grove music festival. those free concerts bringing thousands of people to the city for the next few months. this weekend features performances by chicano batman show starts at 2 and is already sold out. plus, oracle park, we packed as the giants take on the hater. excuse me, the much hated dodgers. don't know if i'm allowed to say >> take on the dodgers and one of the biggest series of the year so far. >> the first game of the series sold out last night. there will also be games today and sunday afternoon. also this weekend, san francisco is

state's final 298 billion dollar spending plan for the coming fiscal year. >> this budget agreement is proof that we can be both compassionate and fiscally responsible negotiated and agreed to by the governor and democrats in the state assembly and senate. >> the budget includes more than 115 billion dollars for k through 12 public schools and community colleges. a priority for assembly budget committee chair jesse gabriel. our greatest asset is our future is our children. >> and so a parent of 3 young kids, it was important to me. and it was in part to a lot of other members of our caucus to protect funding for education. >> as peak summer months approach the budget, also allocates funding for more than 3,000 new cal fire firefighters by 2029. and as for what many called the issue facing the state, the spending plan calls for 1 billion dollars to go toward local governments solely to address homelessness. we have to get folks off the streets. it one of the top crisis is in the and we have to invest in permanent supportive housing.

but there are concerns from some who say more money does not always equal better results. >> unless there's accountability, spending money is not the solution to homelessness. we have to make sure that we're tracking where those dollars are going. whether or not money got out is not the right metric. >> right. metric is did this improve the situation? the budget also funds more than 100 million dollars for crime victim services and in-home support services for undocumented californians. but it all comes as the state faces of 46.8 billion dollar deficit. >> to close the gap, the budget includes 16 billion dollars in cuts, including reductions to affordable housing programs and to california prisons run by the department of corrections and rehabilitation. all that on top of a nearly 8% reduction across all state departments, including a 97 million dollar cut to trial courts. the agreement also what draws more than 12 billion dollars from the reserves and pauses the implementation of the $25 health care minimum wage until the fall. it also temporarily pauses some business tax credits. republicans say even

oakland mayor sheng thao now has a new attorney. jeffrey tsai is a former federal prosecutor. and according to his profile, he prosecuted former presidential candidate john edwards for campaign finance violations a decade ago in a statement signed said in part, quote, the mayor will respect the confidentiality of the investigation process, which we are confident we'll show she has not engaged in any wrongdoing. the announcement comes nearly a week after town's first attorney tony brass resigned after the mayor spoke publicly about the fbi raid of her home. so far the fbi has not revealed the nature of their investigation. the mayor says she has not been notified. she is subject of the subject of an investigation and says she has done nothing wrong. police arrested a san jose man in connection with 2 failed bank robberies. officers took him do into custody june 19th. he's accused of attempted armed bank robbery on story road on may 14th and a second attempted robbery on south king road just 2 days later.

police say boo approach. the bank teller with a handwritten note demanding money. and when when the teller did not comply, the man left the bank empty-handed before police arrived. 3.18 year-old arrested in connection to a carjacking earlier this week have been charged with carjacking and child abuse. if convicted, they face up to 20 years in prison. the carjacking happened on wednesday in the area of irsay and central avenues in alameda. police say the suspect approached a mother of 2, 4, year-olds and stole her car at gunpoint. the woman was able to get both of her children out of the car before the suspects took off. police tracked the car and arrested the suspect in san francisco where the car crashed into a pole. i once services back online in pinole after more than a week of disruption. investigators say 3 people disable the phone lines not only in panel, but also in hercules and san pablo. the group was stealing copper wire. police arrested 2 suspects. coming up on the

bans on homeless people. sleeping outdoors. the case originated out of grants. pass oregon. the court's decision reverses a lower court ruling that stopped the city from enforcing public camping ordinances, calling it cruel and unusual punishment writing for the majority. justice neil gorsuch said fines and jail time or not cruel or unusual because they are not designed to increase, quote, terror pain or disgrace and are commonly used punishments across the country right? but justice sonia sotomayor disagreed, writing, quote, sleep is a biological necessity, not a crime for some people sleeping outside is their only option. the u.s. supreme court ruling comes as a new report says san jose has the fourth-highest homeless population in the country. according to finance website, insider monkey for every 100,000 people. san jose has more than 360 residents who are homeless advocates say there are a number of factors contributing to these issues, including the lack of affordable housing and soaring rents mayor matt mahan

budget proposal. the city right now facing a multi-million dollar budget deficit helpers. dan kerman kerman brings us the latest. >> the city of oakland's in a world of financial trouble and faces a 292 million dollar budget deficit for this year. and next year. how did this happen for years? the city has spent more money than the revenues. it is taken in the budget cycle, as you said, repeats a pattern that we've seen for years. >> we have been making decisions and ignoring. have to be in fiscal stewards of the taxpayers. hard earned dollars the city is faced with mayor sheng taos budget which would freeze hiring but hold off on layoffs. >> but relies on a one-time revenue package with the sale of the city's half of the coliseum property, the sale that has yet to take place. and as a result, city finance officials say that could impact the city's credit rating. i'm very concerned about our bond being reduced.

>> and governor gavin newsom is describing the court's decision as a victory saying in part, quote, this decision removes the legal ambiguities that have tied the hands of local officials for years and limited their ability to deliver on common sense measures to protect the safety and well-being of our communities. new protections for renters going to affect. meantime, on monday, most landlords will no longer be able to charge more than a month's worth of rent for a security deposit. the protections are part of a new state law proposed by san francisco assemblymember matt haney. he says, quote, massive security deposit can be a huge burden to renters, especially for immigrants and people of color. the law does not apply to mom and pop landlords renting out fewer than 5 units. in the east bay police in richmond arrested a church volunteer accused of rape miguel villalobos is accused of assaulting a victim during a music lesson at saint cornelius church. police say that the lobos was the music director, the victim told

police the alleged abuse started when she was a minor and continued for several years. police believe there may be it victims. anyone with information is asked to please get in touch with richmond police. and urgent care services been approved for san mateo county residents who lost emergency services after storm damage this year. san mateo supervisors unanimously approved a resolution on tuesday granting nearly $500,000 to dignity health medical foundation for a 6 month program. and affordable housing project for senior farm workers is moving forward in half moon bay. the city council unanimously voted to approve that project wednesday night and work to create affordable housing for farm workers started after last year's mass shooting build poor living conditions at local farms. opponents to the plan. we're concerned with the change from studio to one and 2 bedrooms. but all council members ultimately sided with the project's supporters. >> well, for me a local election headquarters and a

measure to ban forced labor in the state of california, including in state prisons has officially qualified for the november election ballot. >> tally the votes eyes. 66 know 0. >> that was the official count of state. lawmakers voted to qualify. the proposed constitutional amendment known as the end slavery in california act for the ballot as it now stands. the california constitution ban slavery and involuntary servitude except as punishment for a crime. if voters approve this constitutional amendment, that exception will no longer stand. backers of the proposal say forced labor in california prisons is routine and wrong. >> slavery is wrong and all forms and california should be clear in denouncing that in its constitution. >> the time has passed to finally end this practice. punishments should not involve exploitation and mask profiteering. this only serves to incentivize incarceration.

state's final 298 billion dollar spending plan for the coming fiscal year. >> this budget agreement is proof that we can be both compassionate and fiscally responsible negotiated and agreed to by the governor and democrats in the state assembly and senate. >> the budget includes more than 115 billion dollars for k through 12 public schools and community colleges. a priority for assembly budget committee chair jesse gabriel. our greatest asset is our future is our children. >> and so a parent of 3 young kids, it was important to me. and it was important to a lot of other members of our caucus to protect funding for education. >> as peak summer months approach the budget, also allocates funding for more than 3,000 new cal fire. firefighters by 2029. and as for what many called the issue facing the state, the spending plan calls for 1 billion dollars to go toward local governments only to address homelessness. we have to get folks off the streets. it one of the top crisis is in the and we have to invest in permanent supportive housing.

but there are concerns from some who say more money does not always equal better results. >> unless there's accountability, spending money is not the solution to homelessness. we have to make sure that we're tracking where those dollars are going. whether or not money got out is not the right metric. >> bright metric is did this improve the situation? the budget also funds more than 100 million dollars for crime victim services and in-home support services for undocumented californians. but it all comes as the state faces of 46.8 billion dollar deficit. >> to close the gap, the budget includes 16 billion dollars in cuts, including reductions to affordable housing programs and to california prisons run by the department of corrections and rehabilitation. all that on top of a nearly 8% reduction across all state departments, including a 97 million dollar cut to trial courts. the agreement also what draws more than 12 billion dollars from the reserves and pauses the implementation of the $25 health care minimum wage until the fall. it also temporarily pauses some business tax

police arrested a jose man in connection with 2 failed bank robberies. officers took view into custody on june 19. he's accused of attempted armed bank robbery on story road on may 14th and a second attempted robbery on south king road. just 2 days later, officers say 2 approached the bank teller with a hand. but no, you see that they're demanding money when the teller did not comply. the man left the bank empty-handed before police arrived. and 3 18 year-old arrested in connection to a carjacking earlier this week have been charged with carjacking and child abuse. if convicted, they face up to 20 years in prison. the carjacking happened wednesday in the area of irsay and central avenues in alameda. police say the suspects approached a mother of 2, 4, year-olds and stole her car at gunpoint. the woman was able to get both her kids out of the car before the suspects took off in the vehicle. police tracked that car and arrested the suspects in san francisco with a car crashed into a pole. 9-1-1,

you and your team too. put together exhibition about california. well, california is filled with incredible nature, but also needs our help. so it's a great way to showcase a lot of the plants and animals as well as the research is being done at the academy and a lot of our community partners grey. so walk us through some of the different examples of things that people can see at the exhibition. sure saw a pick this one up here. so this is a specimen case of some really incredible butterflies all the we have an amazing entomology collection, which is the study of insects are arthropods and one of the things the exhibit does the shows how species both big and small really connect to each other. so you might think something like hamas. isn't that exciting? but if there's a big superbly and we get so excited about, yeah, bring. yeah. the moms can feed on the flowers. birds can feed on larger predators like coyotes feet on the

birdseye all connected share those throughout the exhibit. and if you could pull this of one more time so our cameras can get another nice shot of that. you walk us through some of the different specimens that are inside of this case here because she really the colors really just so interesting and vibrant. >> so this one here at the top is a a pipeline swallow or excuse a pale swallowtail butterfly next to it is a mourning we have red admirals larkins admirals and then over on the other side, we have our huge mobs. so both some skiing smalls hawk and those are the ones that are really important pollinators of the super so that is just incredible. and so many just an example of the many different species that we have in california it's just remarkable and that you're able to gather so many now. walk us through what we have here. you mentioned the coyotes us and we actually do have our fair share city coyotes in san francisco. we

do. there's about 100 resident coyotes here in the in the exhibit we partnered with some really great or been a college us from uc berkeley to learn about how species like coyotes can coexist with people. i think coyotes often get a really bad reputation, but they are really beneficial for the environment. they help control rodent populations. they also eat plants and berries. so they disperse seeds exactly. so i'm just a really great example of learning more about our own wildlife neighbors here in the bay. yes, and you also some flora and is that the correct way so walk us through that? also, we have a section about redwood forest and salmon are a really critical keystone species in redwood forests. also one, i'm very much in need of our protection. we have partnered with the yurok tribe up in northern california who are really involved in removal. to help create healthier rivers for salmon and got it. and so

people will have a chance to learn about the role that salmon play. and the significance of that in california ecosystem and also about the impact that dems can have on there. now on the on how on how they migrate every year as well. exactly. very, very, very interesting. no. >> are there any others, you know, must-see highlights of the exhibition that people absolutely have to check out? >> well, what's really exciting about the exhibition is that is remote, a sensory. so thert's things you can see things you can touch, even things you can smell. we have sensory plant station where you can smell different sense of the forest county are earthquake simulator. the chic houses right favorite son, my favorite specimens. probably the coyote on the screen right now in our urban ecology sections. lots to come. see him do when you can visit and tell us to about because obviously there's so many wonderful things about our state of california. how did show how did you have to boil it all down to be able to and select what she wanted to

really feature in this exhibition? it's really hard to all of the biodiversity of california in one space. so we focused on 4 distinct ecosystems for u.s. coast deserts in really to show how diverse the plants and animals are across california, but also areas that the academy is very actively involved in regenerating. we have scientists and staff out in the field on-site at the museum conducting collections research, really strengthen our understandings of the species of all those poor wonderful. again, this is a permanent exhibition. so this is going to be something that people can check out pretty much from now until infinity and beyond. haha, it is ongoing, but we will likely be doing some updates and refreshes. so we do always try to incorporate new experiences for visitors. so you can come back over and over again, right? and while we have you here would love ask you as well. just. how what can people do? what can the community do collectively to

ability to deliver on common sense measures to protect the safety and well-being of our communities. protections for renters go into effect monday. most landlords will no longer be able to charge more than a month's worth of rent for a security deposit. the protections are part of a new state law proposed by san francisco assemblymember matt haney. he says a massive security deposits can be a huge burden for renters especially immigrants and people of color does not apply to mom and pop landlords renting out fewer than 5 units. and the east bay police in richmond arrested a church volunteer accused of rape. miguel villalobos is accused of assaulting a victim during a music lesson at saint cornelius church. police say that villalobos was the music director, the victim told police the alleged abuse started when she was a minor and continued for several years. police believe there may be more victims. anyone with information is asked to get in touch with richmond police. urgent care services

been approved for san mateo county residents who lost emergency services after storm damage this year. 7, supervisors unanimously approved a resolution tuesday granting nearly $500,000 to dignity health. that a cull foundation on a 6 month for a 6 month program. affordable housing project for senior farm workers is moving forward in half moon bay. the city council unanimously voted to approve the project wednesday night and work to create affordable housing for farm workers started after last year's mass shooting of bill poor living conditions at local farms. opponents to that plan. we're concerned with the change from studio 2, 1, to 2 bedrooms, but all council members ultimately sided with the project's supporters. >> well, for local election headquarters, a measure to ban forced labor in the state of california, including in state prisons. >> has officially qualified for the november election ballot.

cities around the court's decision reverses a lower court ruling that stopped the city from enforcing its public camping ordinances, calling it cruel and unusual punishment writing for the majority. justice neil gorsuch said fines and jail time or not. cool or unusual because they are not design to increase quote, tara pain or disgrace commonly used punishments across the country. in response justice sonia sotomayor. she disagreed, writing, quote, sleep is a biological necessity, not a crime for some people sleeping outside is their only option. the u.s. supreme comes with a new report says san jose has the fourth-highest homeless population in the country. according to finance website, insider monkey for every 100,000 people. san jose has more than 360 residents who are homeless. advocates say there are a number of factors contributing to this, including the lack of affordable housing and soaring rents mayor matt mahan addressed how this week's ruling will impact encampments in the city.

mayor sheng taos budget which would freeze hiring but hold off on layoffs but relies on a one-time revenue package with the sale of the city's half of the coliseum property, the sale that has yet to take place. and as a result, city finance officials say that could impact the city's credit rating. i'm very concerned about our bond being reduced. the other proposal doesn't rely on the coliseum. property sale, but that means less revenue for the city and big service cuts, including reducing the number of police officers by about 100. it is going to have a major impact. >> my ability to cover patrol ships and 2 just provide basic response services to the citizens of oakland, despite what we've been hearing, the council does not have to take a vote before the end of this month. >> in fact, they plan to have another meeting and take a vote this coming tuesday. dan
