stephanie lin. >> it is sunday, june, the 30th. and let's get your day started with a look at the weather with 2 outs states stephanie, good morning. and good morning, everybody. a pretty good day to day in store for us, although we're going to get a little flavor of the heat coming our way for you, folks inland as temperatures already march. well, in the business of the 90's this afternoon. and again, that's just the beginning. >> of what's coming for this week ahead. also, a bit of fog developing to now. we see to half moon bay all open up very nicely. as you can see here later today, you might get the intrusion of some fog kind of swinging around a little bit kind of unusual during the day. use the mixes out. but there you see it kind of collect along the coast along the peninsula. little bit. there and it returns overnight, but it erodes away before dawn. it looks like tomorrow morning. setting us up for a very hot forecast. now that high has to get the right position. it's not there yet. you still see intrusion coming into the northwest leftover some scattered clouds there. winds are calm. the single digits will have the traditional onshore. winds are

expected today tomorrow and just about all week long. 75 going on for antioch. a lot of 60's for the east bay. 74 up to santa rosa and a nice cool. 55 going on for half moon bay. so here's the new map for you. that is a warning that you see and the darker kind of paint color out there inland in the north, a little bit in the south bay to but around the perimeter of the bay that orange, that's a heat advisory now as another little with dan them to all of this the early part of the week on monday, solano county, you folks also have a red flag warning even though the winds are coming onshore because of the hotter temperatures, humidity levels have dropped. so we're at 83 at 11 o'clock. 89 expected by 2 o'clock, although some of those inland spots already. well, the business of the nineties morning forecast coming up in a bit, stephanie. all right, dave, thank know, and love is love. today marks the official kickoff for the san francisco pride parade >> our kron four's tough injustice. brings us a preview of the fight. >> right today's the day today

is a big pride parade and the city has been working hard setting up and getting ready for it. this is where all the floats will be lined up before they take to the parade route. it is going to be a busy day in the city. we've got a big parade today in a giants game. so this is a day that you should expect some traffic. the parade starts at 10 30 this morning. it will begin on market in beale street and ends at civic center plaza where most of the sanctions festivities will occur. market street is going to be preoccupied. there are road closures you want to talk about. these are the street closures for the pride parade pulled between mcallister and grove will be blocked off. >> larkin between mcallister in market along with will to between high dan larkin. those streets will be blocked off for the pride parade and with this parade, heavy traffic community would not be a bad idea. bart is offering its most robust service ever in. the agency says trains will begin service at 8 o'clock this morning. it will run a 5 line service every 5 minutes.

they say their busiest hours will be 10:32pm, the normal 3 line service will resume after 09:00pm. so lots to do in the city today. there will be lots of pedestrians as well. so keep an eye out if you want even more information about the pride parade that's happening today. just go online. a kron 4 dot com reporting tiffany justice kron 4 news. all right, stephanie, thank you. and people gathering. >> for this weekend's activities can expect to see more security around the parade. federal authorities issued security warnings last month's a foreign terrorist groups could exploit gatherings associated with the lgbtq+ community parade. organizers say they invested nearly a million dollars on security. we heard from at least one community eroup on this issue. >> last year there were over 600 pieces of anti lgbtq legislation introduced across the country, including right here in california. >> the fbi is urging law enforcement and the public to report violent threats made online or in person.

patriotic. well, in a controversial move, unlicensed hot dog vendors can no longer conduct business outside of oracle park. rob ford's jack moment reports. >> it's a california staple. delicious here in the bay area. what's known as dirty dog is a common way of life. for many people join sports gam's or the nightlife. but now here at oracle park, if you want to find yourself dirty dog. >> you have to go across the street only working its vendor tells us the hot dog cart business is not doing too well. what is known running and they run cities if they got crack down on hot dog carts, pushing them further from the park and also high grocery costs, having them charge up to $10 now a dog. >> it used to be just $5, not good money. no, no. the morning. now the san francisco department of public health

says it didn't put up these signs. tell it vendors not to sell, but they are working with the task force to crack down on selling food without a permit. the agency says that could lead to illness and unsanitary conditions. but hot dog sellers like castillo tell us she doesn't have a permit and got her car taken away before the giants season started. i knew make him and faith graham pay everything, have it too she says not everybody who applies will get a permit. the process is long. >> she says money needs to be made. >> they cut >> to the that despite the warning by the san francisco department of public health, many people today's game tell me regarding those hot dog vendors, they simply just don't care. i support small businesses. >> carlos park came up from san jose. good. mean, this group who was shocked to see the dirty dogs nowhere near the stadium had like a lot of things. we are unsanitary they want to if they want try to crack a butters, they need to

look in how at least for now. if you want your dirty doc fix, it's just a couple minutes away in san francisco jacmel that kron 4 news. happening tomorrow. new protections for california renters. go into effect. >> most landlords can no longer charge more than a month's worth of rent for security deposit. it's part of a new state law proposed by san francisco assemblymember matt haney. he says huge security deposits can be a burden for renters, especially for immigrants and people of color. the law does not apply to mom and pop landlords to rent out fewer than 5 units. and the east bay. the city of oakland ends its emergency moratorium on rent increases during covid. landlords could not raise rent but starting tomorrow they will be able to increase rent by a certain percentage. more details on kron 4 dot com. the search is on for suspects in a shooting that injured 2 teens. one of the victims is in critical condition. it happened saturday night near the south bay where bart station on west

tennyson road. police say one of the victims managed to call emergency services. anyone with information is asked to please contact police. in the north bay. authorities canceled the amber alert for a newborn baby believed to have been abducted by his mother. hope police announced 2 week-old braxton manning was found unharmed with his 28 year-old mother valerie manning. police say valerie had threatened to harm the child, but that baby has again been found safe. coming up on the kron 4 morning news. the steelhead trout making a comeback in the east bay. >> what this means for alameda through the 90's. we'll take a look at that and the hot week that lies ahead. the kron that lies ahead. the kron morning news continues.

>> biologists say the steelhead trout is making a comeback in the east bay so far this year, more than 2500 of these animals have been found in alameda creek. that's up from last year when the average number was about 37 fish for the first time, some of this year's tagged fish were spotted in san francisco bay. and that means work to restore the alameda creek area is paying off. conservationists say that route had been blocked from migrating by dams and flood control building. so some good news for the trial population this morning. it's also the beloved sammy, this east line statue returns to its perch wednesday morning. last year's

january. storms knocked it down, crews did create a new cement platform for the 1900 pound statue. wow, that's a heavy one. there. sammy returns to his perch. 06:00am on wednesday. he was first installed in 1957. wow. i that was a pretty severe storm at that time to have knocked down 1900 pound statue. my goodness. and the nasty. yeah, definitely. fortunately weather looking much nicer here today compared to last winter, right? looking like a beautiful start to your looking at the city of san francisco at the 7.14 this morning yeah, it looks like a lot of that fog is already departed for good morning, stephanie. good morning. everybody looks good for the parade this morning. >> and also at half moon bay, which sometimes the fog has to hide out a little bit opened the skies up nicely. as i mentioned earlier, however, it looks like some of this might return. oddly enough, as we approach around noon into the early afternoon, particularly along the coast and maybe some scattered clouds for san

francisco is an exception to everybody else. today. alright, here's a look at your current temperatures. got a lot of 60's on the board here. 59 for freeman. 78 for antioch, up north got a mixture of 60's and 70's. 55, by the way, for half moon bay. and it shows up a little bit here as well. we get to the afternoon and you can see how the peninsula's covered up a little bit with a few scattered clouds to make note of. but again, on balance, looks pretty sunny for most of the bay today by tomorrow morning and see how it fills up monterey bay. but then mixes out very, very quickly into the afternoon. so we're really looking at a hot forecast as we get into next week, even though these winds loyally on shore. they are. i mentioned this earlier to solano county. you have addition everything going on a red flag kicks in on monday will be around through wednesday. it looks like and that's with winds in the right direction to it. just temperatures are getting so hot, the relative humidity, even though you don't add or take away any moisture. the relative humidity numbers start to fall anyway because

the air has more of a capacity to hold more moisture. and when it gets hotter, sunny and nice for today, we've got 70's going on for the bay 90's inland for early part of the week. warming quickly, 80's for the bay 100 plus inland. then we jump into a category, get to midweek. we may push near one 10, certainly between the 1, 0, 5, one, 10 range and 90's covering the bay. only breaking. it looks like now perhaps into the following weekend. looks like this heat advisory snp warning will be sticking around for friday as well. we won't be hearing as much about this because we've got all this hot weather going on. but just to show you the tropics through the good strong hurricane category 3, carol, coming our way, a on our way, but coming to the caribbean, max winds at one 15. you can see that would be by wednesday and generally it looks like to the bay of campeche e is where it's going try to head and perhaps hit the mexican gulf of mexico coast. by that point, that would be early into the following week. but some models want to kick it up to texas. so we'll see as we get a little closer back to what's

run for their lives. overnight up the backside of haleakala after being carjacked by one man and seeing more join in on what they call a hunt. the initial trauma of having a gun to your face is one thing. but that is all something that we could easily. yeah, get over, but it feeling of being hunted and not knowing. >> the extent of you know, they what they what they would do, what they wanted and who he had at his finger tips to help. it happened on the evening of june 4th on the compost site of haleakala after gps and friendly local assurances said that was the route to take back to yeah, we didn't have any. we didn't have any reservations now guarding that route. the road is beautiful. they and block the road at a pinch 0. one car wide robbed them at gunpoint, ordered them afoot back toward hana. >> only to grow more aggravated leading to a heightened chase. a gunshot fired. and an overnight odyssey that lasted well through the next day, ending with a national park ranger

rescue atop haleakala. this should not have happened clearly this was another escalation. >> and some of the things that he has done before, the bill is higher and he was in prison. >> i'm awaiting his trial. then this would not have happened just one month prior. court records show christopher helmer was arrested on a kidnapping and terroristic threatening case he bailed out at the police station upon arrest on a $55,000 bond. >> county prosecutor andrew martin explaining police then forward the case to prosecutors. and when we received the case, we indicted helmer at the next available grand jury may 24th and ask the court to set a quarter million dollar bail. it was on that outstanding warrant that police arrested helmer 4 days after the loose arrows incident. and this week prosecutors indicted homer in connection with their case, adding another $500,000 bail to total $750,000 for both cases. he was in our rental

car. >> so he doesn't have not very you know, he's not a smart that, but he is a prolific one at just 35 years old. he already has decades of convictions for kidnapping and assault, including an incident from his teenage years for which he's on the offender registry. >> robbery abuse, including n pregnant girlfriend, terroristic threatening assault criminal property damage and accidents involving damage he has been in and out of jail and back and forth with probation, parole and residential drug rehab. according to the loose arrows, helmer stood out as a suspect in their case. according to this interaction with the liaison officer assigned to their case, he was very kind. he was apologizing. he said this is not about the maui that i know. love. yeah. this is a this is a a heinous act that that. >> he was even at right away who he thought that meanwhile, local statewide and visitor and business agencies showing an outpouring of support for the victims. the maui visitors and convention bureau telling

me they were very surprised to the crime of this nature would occur. >> and a special acknowledgement to visitor oriented police officer kevin dunn for going above and beyond. he basically became a police escort and took us everywhere and he understood the severity of the situation. law enforcement and agency response to this incident came from mpd prosecutors, the maui visitors and convention bureau and the visitor aloha society. also national park service, maui memorial medical center and ambulance medical treatment necessary after a physically dangerous overnight hike in frigid temperatures risking injury and dehydration, hawaii tourism authority chairman movie heineman says crime against visitors is rare in hawaii. i'd like to assure travelers that the hawaiian islands remain a safe and welcoming place to visit. despite this isolated occurrence. i have enough capacity to realize that these terrible man that did this to us in the man that held gunpoint. >> he's not a direct reflection of. >> now we just want say to alex and just tina.

coming under fire in a lawsuit filed by much by and environmental rights group. >> the suit filed by greene action comes in response to accusations from residents in the hunters point neighborhood in san francisco. the plaintiffs claim there is a radioactive waste. there is radioactive waste, rather at the hunters point shipyard and claim the navy failed to completely remove toxic waste in the area. activists say rising sea levels are also spreading of that waste to nearby neighborhoods. the group says they are seeking environmental justice, not financial compensation, adding a successful lawsuit will protect community health and create job opportunities to clean up efforts. the state's project to build a high-speed rail between san francisco and los angeles cleared a major hurdle this week. the state's

high speed rail authority got complete environmental approval for the last remaining link in the rail. the route between palmdale and burbank. developers say that's the most challenging stretch of the project because it features some of the longest tunnels, the price tag for that part alone is more. and 22 billion dollars. >> lawmakers finally pass a final state budget. but it comes as california faces a multi billion dollar deficit. capitol correspondent eytan wallace. i'll tell you what it funds and what cuts.

wednesday. now have a red flag warning and addition to everything we've talked about, you have all the heat that we talked about. but that's another wrinkle. even though the winds are going to be pretty much on shore. now, another little thing see happen, bay, nice in blue skies in place. yeah. that unfortunately may not last. see the thrusting we have here from this system that we already got of from overnight this little low. well, because of all of that, it's kind of squeeze in the marine layer a little bit. so we'll see some fog redevelop, maybe in some scattered clouds in san francisco. that's a possibility. let's get to the fog. you see what i'm talking about this afternoon. you don't normally see that visibility levels falling during the day. but you can see that right along the coast and again, some scattered clouds may be in san francisco. the rest, the bay is this not impacted by that at all overnight. yeah. but then that mixes out, as you can see very quickly tomorrow morning. unusual to something to keep in mind, trying avoid the heat and head of the coast. you may do so and also get a lot of cloud cover, too. meanwhile, we have 70's and 60's on the big board. let's compare this to 24 hours ago.

wow. what a big difference. a player in the santa rosa at 21 degrees ahead of where we were this time yesterday with a half-dozen degrees ahead of the numbers that we had from yesterday to for the parade looking great 10, 30, we'll call it and call it mostly sunny and nice with temps near 70 already. but again, penciling in some of those scattered clouds by the afternoon. so i don't think it's going to be so much of an issue in the morning. west winds, by the way, at about 10 back to that excessive heat map for you to show you how things have changed a little bit. excessive heat warning. that's where you see the dark purple. the orange is along the east bay shoreline. meanwhile, they have the heat advisory in place and that does cover good chunk of the peninsula. this is tuesday through friday that's been expanded. so it's not doesn't end on thursday. goes through friday and it will be a little toasty as we head into next weekend. and on top of all that we have a hurricane as well. so we'll talk about that a little bit later on coming up stephanie. all right. looking forward to that. thank you. >> governor gavin newsom signed off on the final state budget saturday afternoon. that deal comes after months of negotiations about what to

cut and what to keep capitol correspondent eytan wallace explains. >> well, funding for education, fire prevention, homelessness. that's all part of this budget. a budget democrats say will benefit the state. but one republicans argue it's irresponsible. applause in the state assembly after lawmakers approved the state's final 298 billion dollar spending plan for the coming fiscal year. >> this budget agreement is proof that we can be both compassionate and fiscally responsible negotiated and agreed to by the governor and democrats in the state assembly and senate. >> the budget includes more than 115 billion dollars for k through 12 public schools and community colleges. a priority for assembly budget committee chair jesse gabriel. our greatest asset is our future is our children. >> and so a parent of 3 young kids, it was important to meet and it was important to a lot of other members of our caucus to protect funding for education. >> as peak summer months approach the budget, also allocates funding for more than 3,000 new cal fire.

firefighters by 2029. and as for what many called the issue facing the state, the spending plan calls for 1 billion dollars to go toward local governments solely to address homelessness. we have to get folks off the streets. it one of the top crisis is in the and we have to invest in permanent supportive housing. but there are concerns from some who say more money does not always equal better results. >> unless there's accountability, spending money is not the solution to homelessness. we have to make sure that we're tracking where those dollars are going. whether or not money got out is not the right. not right. >> bright metric is did this improve the situation? the budget also funds more than 100 million dollars for crime victim services and in-home support services for undocumented californians. but it all comes as the state faces of 46.8 billion dollar deficit. >> to close the gap, the budget includes 16 billion dollars in cuts, including reductions to affordable housing programs and to california prisons run by the

department of corrections and rehabilitation. all that on top of a nearly 8% reduction across all state departments, including a 97 million dollar cut to trial courts. the agreement also what draws more than 12 billion dollars from the reserves and pauses the implementation of the $25 health care minimum wage until the fall. it also temporarily pauses some business tax credits. republicans say even with that, the spending plan is too optimistic about how much revenue the state will take in in the coming year. if those dollars come in lower than projected, they're concerned that will lead to future deficits. we're dealing with a budget that is nominally balanced. it's balanced on paper, but it's not sustainable. the budget takes effect july 1st reporting at the state capitol. wallace kron. 4 news. >> in the north bay, santa rosa police arrested a man friday accused of carrying weapons and drugs. police say they found 15 grams of meth loaded pistols, a knife and brass knuckles on the suspect. the man was booked into jail on multiple charges. police

arrested a pacific command earlier this week for firing a weapon during a family argument. police say they responded to a call just after 06:00pm on friends court police are taking statements from neighbors when they heard a gun go off inside the home. officers managed to talk to the resident and get him to come outside where they took him into custody. no injuries reported starting tomorrow night clubs and bars in california must have drug testing kits in stock at all times. supporters say the move will help prevent assaults. kron four's lezla gooden has more. >> starting july first, nightclubs and bars will be required to offer drug testing kits must have signs like this r one that say don't get riffey drink. spiking drug test kits available here and after a staff member for details, this new law will be enforced by the d partment of alcoholic beverage control. what the actual kids need to test for, which includes ghb ketamine and a couple other items to

law only applies to businesses that do not serve food or hold a tie. 48 license and they will be required to stop these drug testing kits and make them available for free or at a low cost the lives and specific on what type of kid stay must have to get a general range. that there's a lot of different items out there include straws stickers test strips. and so with the law says that these kits must be on hand. it does have a certain amount, but that it must be available to the customer. some bars we spoke with off camera say they have been providing these kits for months but others feel they were not given enough notice to comply and time interact with bars nightclubs, making sure that they are administratively up to date that they're in compliance. >> you know, that could be administrative fines from this if they're not. but we're in what we expect most of the licensees from the feedback we've gotten to be ready to go in and ready to offer this to their clients.

>> that was kron four's lezla gooden reporting for us this morning. also starting tomorrow pg and e reduces rates for the summer. the utility says most customers will see rates go down by nearly 9%. the change is expected to last a few months pg and e says the temporary rate cut comes after the company collected costs for work on wildfire prevention and storm response in 2020 2021. and starting tomorrow, you'll pay $0.50 more to cross the golden gate bridge the toll for fastrak drivers also jumping from a 75 to 9.25. drivers who don't have fastrak paid $10. and $0.25 the couple and toll up to $7. and $0.25. those rates continue to go up by $0.50 every year for the next 5 years. officials say the toll increases help address the bridge's 220 million dollar budget deficit. very robust holes. also up by $0.25. july 4th, just around the corner. but not everyone is a fan of the fireworks. the

area. what's known as dirty dog is a common way of life. for many people join sports games or the nightlife. but now here at oracle park, if you want to find yourself dirty dog. >> you have to go across the street only working its vendor tells us the hot dog cart business is not doing too well. what is known running and cities if they got crack down on hot dog carts, pushing them further from the park and also high grocery costs, having them charge up to $10 now a dog. >> it used to be just $5, not good money. no, no. the morning. now the san francisco department of public health says it didn't put up these signs. tell it vendors not to sell, but they are working with the task force to crack down on selling food without a permit. the agency says that could lead to illness and unsanitary conditions. but hot dog sellers like alba castillo tell us she doesn't have a permit and got her car taken away before the giants season started. i knew make him and

scattered clouds >> this afternoon as a marine layer gets squished a little bit going on. it's just a little bit of addendum to our general forecast, which is going to be hot, hot, hot, turning things around a little bit. this is from mount tam looking the other direction here. there's the bay bridge off towards the distance. again, just noting some of that marine layer hayes and place those numbers, a little warmer inland already. 78 77 up to a santa rosa. lot of 60's cever the east bay shoreline with 71 san jose future cast for this. what i'm talking about there is the marine layer getting squished here a little bit. so we'll get some fog and some scattered clouds may be spilling into san francisco a little bit this afternoon here. but most of the day will not be impacted by this at all. here comes that fog again for monterey and san francisco. but again, tomorrow mixing up pretty quickly. tomorrow is when we start all that heat advisory in the excessive heat warning business, even though we have the onshore winds in place. also as an addendum to solano county, you have a red flag

warning now is a technicality that comes out of the sacramento office. but still, that's their responsibility. and even with onshore winds, humidity levels will be low because temperatures will be so elevated. the atmosphere can to support more moisture in it. so the numbers actually falls a percentage basis. sunny and nice for today. 70's going on for the bay, but hot inland already in the 90's early in the week. we start to bump that up to 100 plus warming quickly and latter portion of the week. you know, you get around wednesday. that's what it's about. one, 10 maybe are approaching that number near one 10, if you will, 1, 0, 5, one, 10 range. and that doesn't look to really break down until maybe the following weekend. and even saturday is looking a bit iffy on that. 71 san francisco, again, noting a few of those scattered clouds, sunny and nice. oakland, 79, 86 san jose. but inland. look at that middle 90's and far east bay up north as well. 86 san jose. so little milder to the south. 61 for half moon bay. there you have the next couple of days, speaking of which there's half moon bay 97 tomorrow and 102, for monday.

forward to very, very, very crowded. and the lakers also full, which is great news for the first time in 5 years. lake is right. upper limit. but that means that the beaches will be very small, so less and lots of people so make a plan. it's very important to kind of be flexible, be patient. everybody's appear to have a good time and hopefully we can all keep probably take care of the lake where we're here. >> yeah, absolutely. and of you mentioned that there are different beaches around the lake. we understand that there. but each stretch has its own share of challenges when it comes to littering people leaving a how was your organization partnering with the u.s. forest service to tackle all of that? >> sure. the league to save lake tahoe where we're not just a sticker company may have seen these keep stickers on cars and water bottles around the bay. but we're at 67 year-old environmental nonprofit organization and for the last 10 plus years, we've been hosting litter cleanups around the base. and when we pick up litter, we also

collect data and we analyze that data and it showed us that they're different kind of pain points and challenges that each of these beaches face. so we have been working with the forest service to create what we call hopefully beaches program. and that means it's basically a customized approach to a beef up the facilities at each beach. so like better trash cans better. portable toilet signage and parking enforcement. things like that. the idea is to make the easy choice. the right choice for beachgoers so we can leave tahoe better than we found it. so when you come when you come for your for your trip this weekend next year, it's just as beautiful. >> yeah, and some, of course, it's a wonderful thing that there are more resources out there for people easily dispose of their trash, of course. but obviously when people do head out there, the best thing that everyone can do is take responsibility for, you know, their own actions. of course. so what are some quick and easy steps of people can take to help keep lake tahoe blue this 4th of july holiday.

>> sure, if you take one thing away from this is just to leave tahoe better than you found it. that's it. so pick up after yourself. pick up after others. if you see something out there, make sure that trash makes it inside that sealed trash can a dumpster. it's not like or shoes were leaning next to the can will scoring points as the bears love that. i mean, that's a smorgasbord for them. and, you know, it's really bad for wildlife when they eat the trash that we left, that we have over other things you can do. packer reusable, water bottle. we all have them reasonable utensils and house, if you can, that will cut down on single-use plastic trash. it really tends to end up in the environment. and i'm also bring a trash bag with you, right? so like if if the trash cans are full that way, you can take all of your mask and bring it back to the car with you so you can dispose of it safely. it's just little things like being again, being patient everyone's here to have a good time. so just make the holiday the best you can. >> absolutely. in out of curiosity, how much litter have you cleaned up in previous years around the 4th of july holiday? so people can really get a sense of the

scale of this problem. >> people remember last year, there's an issue that have one single beach that really spiked our numbers. and there are several several 1000 pounds of litter there. but that kind of about a decade long trend of really much better much better. beach management and less litter on the beaches. so things were going really, really well. and we kind of have this outlier that spikes. but but this year, we're really looking forward to people doing the right thing. you know, and behaving properly and leaving a beach better. then they saw when they got there and yeah, it's about keeping of absolutely. such an important message is people go out there and enjoy the beautiful weather in the beautiful. >> wildlife environment that we have out there. it is so important that we do our part, too. >> keep things pristine and even leave it better than we found it. and seh, we understand that you also do an

applause in the state assembly after lawmakers approved the state's final 298 billion dollar spending plan for the coming fiscal year. >> this budget agreement is proof that we can be both compassionate and fiscally responsible negotiated and agreed to by the governor and democrats in the state assembly and senate. >> the budget includes more than 115 billion dollars for k through 12 public schools and community colleges. a priority for assembly budget committee chair jesse gabriel. our greatest asset is our future is our children. >> and so as a parent of 3 young kids, it was important to meet and it was important to a lot of other members of our caucus to protect funding for education. >> as peak summer months approach the budget, also allocates funding for more than 3,000 new cal fire. firefighters by 2029. and as for what many called the issue facing the state, the spending plan calls for 1 billion dollars to go toward local governments solely to address homelessness. we have to get folks off the streets. it one

officers managed to speak with the resident and get him to come outside where they took him into custody. no injuries reported. starting tomorrow night clubs and bars in california must have drug testing kits in stock at all times. supporters say the move will help prevent assaults. kron four's lezla gooden has more. >> starting july first, nightclubs and bars will be required to offer drug testing kits must have signs like this one that say don't get riffey drink. spiking drug test kits available here and after staff member for details, this new law will be enforced by the department of alcoholic beverage control. what the actual kids need to test for, which includes ghb ketamine and a couple other items to law only applies to businesses that do not serve food or hold a tie. 48 license and they will be required to stop these drug testing kits and make them available for free or at a low cost the lives and specific on what type of kid stay must have because the

that will definitely get those fireworks started because this i know on park's flying already said i was a bit about it. okay. so i'm having some fun with sliders. you know, everybody loves hamburgers and sliders. i do something a little different and we're going to do crab cake sliders. okay. so i made some crab cakes earlier today and i make mine really simply i don't have a lot to them because i want that to shine. so i just it's am a little pale. and a nice ache to just kind of find and then i just pan fry. it. that nice and simple. not adding a lot of sellers don't need that because we're going to add some nice veggies with this. so i have one already and i'm going to put it on some bacon because why not? bacon makes everything right? and then i'm also going to add to it a tomato tomatoes are so fresh right now. i'm also

going to add a little bit of lettuce for some crunch. and there we account. we're just going to do that. cute little slider. the how long does the crab cake go in the pan? for actually each side took me about 3 to 4 have the best thing as you can make them earlier in the day. let them kind of, you know, just cool down a little bit. and then you can assemble them and they're ready to come on. honestly, you could eat 3 or 4, those. so delicious. so a little fun with that. but i think we need to do. i'm a nice salad. keeping with our 4th of july for i have my barry blue cheese so we're going to still add the red, white and blue to it. so i have my mic screens and i'm hoping you can help me at this. so we have happy if you could put in some beautiful strawberries. all right. in that the stuff. yeah, we're going to mix it with our dressing anyway. i'm also going after crunch some red

the reason we want to wait right before we serve to put the dressing is we don't want get soggy and especially with that bays, let small so good. and so fresh. >> we don't want it to get too soggy. and, you know, have all the colors seep together. so want to keep it looking nice and fresh. then i have some just some local olive oil. i like to drizzle a little olive oil over it. and honestly, that's all you i have to couple star set to make it then. so, it's too cute not to have it. and then you just toss it right before you're ready to serve and who doesn't like a caprese salad, especially during the and you eat with your eyes first. >> and look at how beautiful that is. but it's gorgeous. we have to have a little bit of desert. so i'm a quick this morning. just some fresh fruit. it is a layered with some blueberries. and of course, but that looks like whipped cream and the right? but it's not just whipped cream. i decided to add a little bit of the yogurt. just some plain yogurt. just to

>> all right. check this out. a 54 this morning. is this the cutest thing or what? 11 humboldt penguin chicks at the london zoo about their first swimming lesson. the chicks hatched back in april, but are actually not able to swim until they're 6 to 12 weeks old. those fuzzy feathers are then replaced by stiff waterproof feathers. perfect for swimming. so it looks like those did come in for these little guys. once penguins are comfortable in the water, they can swim at speeds up to 30 miles per hour. humboldt penguins are classified as a vulnerable species by international conservation group. so it's nice to see these little guys being taken careful to pick taking care of at the london zoo. very cute. look at and now reminder

of left over that marine layer that's going to kind of buckle up a little bit. so probably coastal fog redevelop a little bit this afternoon here as the models are kind of indicating in the early afternoon, the kind of stick around all overnight before mixing out tomorrow afternoon. she can see kind of that push that we're getting from the northwest that is helping out with some of that marine layer. all right. our winds already start to pick up a little bit cause of inland heating. we see them in single digits for now. but that will pick up a little bit, particularly around the quirkiness straight inland. 82 for antioch at this hour, 80 already santa rosa. 81 also the battle elsewhere. a lot of 70's, even the east bay shoreline and some 60's hanging out here and there. so excessive heat warning where you see the dark pinks and the oranges indicate the heat advisory. that's kind of the ripper. emitter of the bay are going to see that map a lot this week ahead. 89 at 1 o'clock and 4 are going to about 89 with again, some of those readings into the lower to even middle 90's for highs will have more course in your 4 zone forecast later 70.

moratorium on rent increases during covid. landlords cannot raise rent but starting tomorrow they will be able to increase read by a certain percentage. more details on kron 4 dot com. and hey, with the search is on for suspects in a shooting that injured 2 teenagers, one of the victims in critical condition. it happened saturday night near the south bay where bart station on west tennyson road. police say one of the victims managed to call emergency services. anyone with information is asked to contact police. in the south bay, the city of san jose is reporting a decrease in traffic deaths. the city taskforce credits the vision 0 initiative launched in 2020 and work to improve local roadways as a final assignment. the task force is developing a new 5 year plan to increase road safety. the falls on jose city council to enforce council members still need to review and adopt that plan later this year. local biologists say the steelhead trout is making a comeback in the east bay so far this year.

get really for the week ahead. >> with all the statements we've been talking about and also the beauty shot i have for you. look at the nice deep blue skies from the east bay shoreline here. nice way to start our sunday here. except a little dent. i'm here later on. we'll see some scattered clouds and some fog develop a little bit along the coast. but that will be pretty much contained. there. we're at 82 already going on for any most east bay readings in the 70's shoreline. holding on to some upper 60's, though, up north. also the same kind of progress as well. 80 santa rosa, 84 1 from a bottle, but rule 61 for half moon bay. so this is what i was talking about earlier here on future cast for you. see the start to develop along the peninsula a little bit. maybe some scattered clouds for san francisco, a touch, not a major deal with as little intrusion going on. would love to see more of this. of course, later in the week. and that's not going to stop temperatures from warming even at the coast by the middle of the week. coastal numbers look to be in the mid 70's onshore winds also working here. look how strong they get along the coast as

well. be kind of an interesting little thing if you're coming in from inland, be prepared for a big climate change going to the coast or microclimates. definitely checking also another resurgence of these surface winds occurring tomorrow as well. even though those winds are onshore, that's a good thing. solano county still has that red flag warning monday, tuesday and wednesday will lose some of those winds as we get to the middle of the week. however, got sunny and nice going on today, 70's the day that still kind of mild in the 90's. well, inland early in the week, we start to push beyond. 100 looks like here and then 105, to one 10. it looks like by wednesday and perhaps even into thursday again today, 71 noted some of those scattered clouds in the afternoon for san francisco, mild 79 4, oakland, 86. meanwhile for san jose mid 90's, though, in the far east bay and up north as well, san francisco checking and 71 again. 86 san jose and then looking at the next couple of days. there you have it up to 102, come tuesday. so, yes,

i mean, you can see it's going to be really, really hot midweek. so people are going to be looking to come up to the lake and cool off to about 20 degrees. cooler of beer. the news historically the biggest visitor weekend of the entire summer. so you can look forward to being very, very, very crowded. and the lakers also full, which is great news for the first time in 5 years. lake is right. upper limit. but that means that the beaches will be very small, so less and lots of people so make a plan. it's very important to kind of be flexible, be patient. everybody's appear to have a good time and hopefully we can all keep probably take care of the lake where we're here. >> yeah, absolutely. and of you mentioned that there are different beaches around the lake. we understand that there. but each stretch has its own share of challenges when it comes to littering people leaving a how was your organization partnering with the u.s. forest service to tackle all of that?

>> sure. the league to save lake tahoe where we're not just the sticker company may have seen these keep stickers on cars and water bottles around the bay. but we're at 67 year-old environmental nonprofit organization and for the last 10 plus years, we've been hosting litter cleanups around the base. and when we pick up litter, we also collect data and we analyze that data and it showed us that they're different kind of pain points and challenges that each of these beaches face. so we have been working with the forest service to create what we call our tahoe blue beaches program. and that means it's basically a customized approach to a beef up the facilities that each beach so like better trash cans better. portable toilet signage and parking enforcement. things like that. the idea is to make the easy choice. the right choice for beachgoers so we can leave better than we found it. so when you come when you come for your for your trip this weekend next year, it's just as beautiful. >> yeah, and some, of course, it's a wonderful thing that there are more resources out

there for people easily dispose of their trash, of course. but obviously when people do head out there, the best thing that everyone can do is take responsibility for, you know, their own actions. of course. so what are some quick and easy steps of people can take to help keep lake tahoe blue this 4th of july holiday. >> sure, if you take one thing away from this is just to leave tahoe better than you found it. that's it. so pick up after yourself. pick up after others. if you see something out there, make sure that trash makes it inside that sealed trash can a dumpster. it's not like or shoes were leaning next to the can will scoring points as the bears love that. i mean, that's a smorgasbord for them. and, you know, it's really about wildlife when they eat the trash that we left, that we have over other things you can do. packer reusable, water bottle. we all have them packed reasonable utensils and house, if you can, that will cut down on single-use plastic up in the environment. and i'm - also bring a trash bag with you, right? so like if if the trash cans are full that way, you can take all of your mask

and bring it back to the car with you so you can dispose of it safely. it's just little things like being again, being patient everyone's here to have a good time. so just make the holiday the best you can. >> absolutely in out of curiosity, how much litter have you cleaned up in previous years around the 4th of july holiday? so people can really get a sense of the scale of this problem. >> people remember last year, there's an issue one single beach that really spiked our numbers. and there are several several 1000 pounds of litter there. but that kind of about a decade long trend of really much better much better. beach management and less litter on the beaches. so things were going really, really well. and we kind of have this outlier that spikes. but but this year, we're really looking forward to people doing the right thing. you know, and behaving properly and leaving a beach better. then they saw when they got there and yeah, it's about keeping of yeah.

states navy coming under fire in a lawsuit filed by environmental rights group. the suit filed by greene action comes in response to accusations from residents and the hunters point neighborhood in san francisco. the plaintiffs claim there is radioactive waste at the

hunters point shipyard and claim the navy failed to completely remove toxic waste in that area. activists say that rising sea levels is also spreading the ways to nearby neighborhoods. the group says they are seeking environmental justice, not financial compensation adding a successful lawsuit will protect community health and create job opportunities to clean up efforts. the state's project to build a high-speed rail between san francisco and los angeles cleared a major hurdle this week. the state's high speed rail authority got complete environmental approval for the last remaining link in the rail. the route between palmdale and burbank. developers say that's the most challenging stretch of this project because it features some of the longest tunnels, the price tag for that part alone is more than 22 billion dollars. >> lawmakers finally pass a final state budget. but it comes as california faces a multibillion-dollar deficit. i'm capitol correspondent eytan wallace. i'll tell you what it funds and what it

morning, stephanie. good morning, everybody in today will just be a taste of what you can expect for much of the week ahead. >> one of the places that's going to be spared a little bit is going to be the coastal areas a bit today because of some development of afternoon fog, which is inversely. what we tend to see. >> by the way, one of the places we'll watch about fog is a cell phone. no delays occurring out that way. good to start the day. there you see the flow pattern we see in. that's going to help squash a little bit. the marine layer right along our coast. going at the fog cast. you can see actually the visibility levels start to fall and you might start to see some scattered clouds, even maybe perhaps in san francisco this afternoon. that's only a little side issue compared to everybody else looking pretty much straight. sunshine all day today. no intrusion, all just the hotter temperatures and which to deal with. and again, we've only just begun 85 for antioch. 82 novato, 84 santa rosa with kind of a mixture of some 70's and 60's covering the east bay shoreline and 70's to the south. 61, by the way, half moon bay. now look at this, particularly up in the north bay. most readings

are a good dozen degrees ahead of they were this time from yesterday. so one of the things underscores as we've already done this is that we've retained a lot of the heat from yesterday and some of these inland spots. we didn't cool off a whole lot last night for the parade this morning, 10, 30 temps around 70 or so mostly sunny and nice with that nice little wind flow of westerly winds. we do have an excessive heat warning inland up in the north bay over the east bay hills and out south. and those oranges indicate the heat advisory. this is going to be a fixture all week long from tuesday through now friday and sullivan county. you have a red flag warning monday, tuesday and wednesday for today about 91 o'clock and 4 about 89. but we will see some numbers getting into the lower 90's. we'll check into some of that in your 4 zone forecast and get out extended as well. stephanie. >> all right, dave, thank you. governor gavin newsom signed off on a final state budget saturday afternoon. >> the deal comes aftertmonths of negotiations about what to cut and what to keep our

capitol correspondent eytan wallace reports. >> well, funding for education, fire prevention, homelessness. that's all part of this budget. a budget democrats say will benefit the state. but one republicans argue it's irresponsible. applause in the state assembly after lawmakers approved the state's final 298 billion dollar spending plan for the coming fiscal year. >> this budget agreement is proof that we can be both compassionate and fiscally responsible negotiated and agreed to by the governor and democrats in the state assembly and senate. >> the budget includes more than 115 billion dollars for k through 12 public schools and community colleges. a priority for assembly budget committee chair jesse gabriel. our greatest asset is our future is our children. >> and so a parent of 3 young kids, it was important to meet and it was important to a lot of other members of our caucus to protect funding for education. >> as peak summer months approach the budget, also allocates funding for more than 3,000 new cal fire firefighters by 2029. and as

for what many called the issue facing the state, the spending plan calls for 1 billion dollars to go toward local governments solely to address homelessness. we have to get folks off the streets. it one of the top crisis is in the state. >> and we have to invest in permanent supportive housing. but there are concerns from some who say more money does not always equal better results. >> unless there's accountability, spending money is not the solution to homelessness. we have to make sure that we're tracking where those dollars are going. whether or not money got out is not the right. not right. >> right. metric is did this improve the situation? the budget also funds more than 100 million dollars for crime victim services and in-home support services for undocumented californians. but it all comes as the state faces of 46.8 billion dollar deficit. >> to close the gap, the budget includes 16 billion dollars in cuts, including reductions to affordable housing programs and to california prisons run by the department of corrections and

rehabilitation. all that on top of a nearly 8% reduction across all state departments, including a 97 million dollar cut to trial courts. the agreement also what draws more than 12 billion dollars from the reserves and pauses the implementation of the $25 health care minimum wage until the fall. it also temporarily pauses some business tax credits. republicans say even with that, the spending plan is too optimistic about how much revenue the state will take in in the coming year. if those dollars come in lower than projected, they're concerned that will lead to future deficits. we're dealing with a budget that is nominally balanced. it's balanced on paper, but it's not sustainable. the budget takes effect july 1st reporting at the state capitol. wallace kron. 4 news. >> in the north bay, santa rosa police arrested a man friday accused of carrying weapons and drugs. police say they found 15 grams of meth loaded pistols, a knife and brass knuckles on the suspect. the man was booked into jail on multiple charges. police

arrested a pacific command earlier this week for firing a weapon during a family argument. police say they responded to a call just after 06:00pm on friends court police are taking statements from neighbors when they heard a gun go off inside the home. officers managed to talk to the resident and get him to come outside where they took him into custody. no injuries reported. and starting tomorrow night clubs and bars in california must have public or rather have drug testing kits in stock at all times. supporters say the move will help prevent assaults. prop was lezla gooden has more. starting july first. nightclubs and bars will be required to offer. >> drug testing kits must have signs like this one that say don't get riffey drink. spiking drug test kits available here and after a staff member for details, this new law will be enforced by the department of alcoholic beverage control. what the actual kids need to test for, which includes ghb ketamine and a couple other items to law only applies to businesses

that do not serve food or hold a tie. 48 license and they will be required to stop these drug testing kits. make them available for free or at a low cost allies and specific on what type of kid stay must have because general range that there's a lot of different items out there include straws stickers test strips. and so with the law says that these kids must be on hand. it does have a certain amount, but that it must be available to the customer. some bars we spoke with off camera say they have been providing these kits for months but others feel they were not given enough notice to comply and time interact with bars and nightclubs making sure that they are administratively up to date that they're in compliance. >> you know, that could be administrative fines from this if they're not. but we're in what we expect most of the licensees from the feedback we've gotten to be ready to go in and ready offer this to their clients. >> and that was kron four's lezla gooden reporting for us.

also starting tomorrow, pg e is reducing rates this summer. the utility says most customers will see rates go down by nearly 9%. the change is expected to last a few months pg and e says the temporary rate cut comes after the company collected cause for work on wildfire prevention and storm response in 2020 2021. starting tomorrow, you pay $0.50 more to cross the golden gate bridge. that whole profess truck drivers jumping from a 75 to 9.25. drivers who don't have fastrak paid $10 and $0.25 the carpool. lane toll up to $7 and $0.25. those rates continue going up by $0.50 every year for the next 5 years. officials say the toll increases help address the bridge's 220 million dollar budget deficit ferry and bus tolls. also go up by $0.25. force is just around the corner? but not everyone is a fan of the fireworks. the east bay spca is urging pet owners to take the proper precautions.

then from that point, the models differ, some say may be up to texas. the other say the mexican coast along the gulf of mexico. still be something watch all week long. 85 at this hour, antioch, 74 livermore up north 84 santa rosa. 72 for nap. and 76 4 san jose. so here it is going to see this a lot of the week ahead. but this all this dark pink, th t's the warning zone. the orange is right around the bay. you would expect it the heat advisory not as intense complemented by those onshore winds. we talked about tuesday now through friday expanded this and sullivan county for the next couple of days. you've got that red flag warning, even though the winds are onshore. show you how widespread this covering all the central valley, sacramento valley, even down to southern california, which in some spots it's a watch at this point. and they will upgrade that to whatever they see necessary with the forecast offices in the south. so here's what we've got going on. the big high pressure zone. it's going to control the entire state is you'll notice here in this dome not

hamburgers and slider. i do something a little different and we're going to do crab cake. sliders. so i made some crab cakes earlier today. and i make mine really simply i don't have a lot to them because i want that to shine. so i just it's just am a little pit panko and a nice ache to just kind of find and then i just pan fry. it. wow. nice. that nice and simple. not adding a lot of sellers don't need that because we're going to add some nice veggies with this. so i have one already and time and i'm going to put it on some bacon because why not? bacon makes everything right? and then i'm also going to add to it a tomato dozen or so fresh right now, i'm also going to add a little bit of lettuce for some crunch. and their region ago. we're just going to do that. cute little slider to how long does the crab cake go in the pan? for actually, each side

took me about 3 to 4 have the best thing as you can make them earlier in the day. let them kind of, you just cool down a little bit. and then you can assemble them and they're ready to come honestly, you could eat 3 or 4, those. so delicious. so a little fun with that. but i think we need to do. i'm a nice salad. keeping with our 4th of july for i have my barry blue cheese so we're going to still add the red, white and blue to it. so i have my mic screens and i'm hoping you can help me at you could put in some beautiful strawberries. all right in that yeah, we're going to mix it with our dressing anyway. i'm also going after crunch some red onion and to make it that blue cheese with yes, some beautiful blue cheese to our festive and can you at the app loop areas? yes to that as look at the colors we eat with

our eyes for justice and that could have fresh. that is and for a little bit more crunch i'm having i'm adding some amas now. if you are worried about allergies with people with obviously you can leave those out. if you want to add cashews to them or pecans instead, that's fine. like i said, you can change things out. there is no recipe. police, no recipe jail. so go ahead and add what you like to the but we want to make a beautiful dressing. you know, i love to make my home. yes. your home address in may from scratch was ice, which i still believe is incredible. such a great, healthier way to eat. addressing. so i may just regular trusting that i always do with my balsamic vinegar. i had some extra virgin olive oil, a little honey for sweetness. and then they added blueberries to it. fresh blueberries. and i put in my processor and just just stood up. you know, that's the culinary term use stood up? yeah. and then i just add that right to the salad and look at how beautiful it's so fragrant

it's so much flavor and it's one of those that you're like, wow, it is 4th of july is and all those beautiful colors. and this is a very much a guilt-free cash situation that we're looking at. absolute lee. and it is delicious and i serve it with maybe a little bit more dressing on the side. so people want to help themselves. nice. fresh dressing. it will be gone by the end of the but if you want to do another kind of i have a caprese salad with a twist that so i love the caprese because they can't so many fresh fruits and vegetables out right now. let's take advantage of that if we can. yes, so i already have beautiful just cherry tomatoes in if you could have the blueberries to that, that would great ad to making this a 4th of july special kind of look there and 2 i'm going to add my, of course, my mozzarella. now, what can we get a tight shot of this that

the colors seep together. so want to keep it looking nice and fresh. then i have some just some local olive oil. i like to drizzle a little olive oil over it. and honestly, that's all you need. do i have to couple star set to make it then. so, it's too cute not to have it. and then you just toss it right before you're ready to serve and who doesn't like a caprese solid, especially during the you eat with your eyes? first? >> and look at how beautiful that is, but it's gorgeous. we have to have a little bit of desert. so i'm a quick this morning. just some fresh fruit. it is a layered with some blueberries. and of course, but that looks like with cream and the right? but it's not just with cream. i decided to add a little bit of the yogurt. just some plain yogurt. just to give it a little bit more body to it a little i just went ahead and layered it. put the tops on, put him in the refrigerator. when you're ready to serve, just hand somebody a mason jar
