scary scene at sfo yesterday as plane was evacuated after the cabin filled with smoke. station, you're watching the kron. 4 morning news at 7. >> good morning. thank you so much for joining us here on the kron. 4 morning news. i'm stephanie lin. >> it's saturday, july the 13th has get your day started with a look at the weather with dave sphar. hey dave. >> hey, good morning, stephanie. good morning, everybody. and we're actually having a couple little wrinkles into our forecast going on all happening, kind of simultaneously. yes, it going to remain hot. we still have some of those statements that are still up. but something else that's playing into it. number one, we have our fog back again. pretty thick, as you will notice. and coupled with that some clouds aloft. now it's going to get the picture we have right now for radar. first things. first, i want to show some of this cloud cover a lot that you can see. so once we take care of the fog, we would still see some of these scattered clouds. here's the flow pattern. as we zoom out, you get the general idea. it's kind of reminiscent of the

monsoon, but we're on the backside of this high because what gave us our heat spike is now weakening and moving towards the east. so it's allowing we're getting on the westerly pattern of that high. meanwhile, it's the lower level moisture we always get. it's the fog there you see it there at half. moon bay kind of overcast. but even once this fog breaks, we do still have some scattered clouds in our future. looks like it's very slow going for clearing at the coast. but everybody looks like it will be taken care of excessive heat. yes, we had the heat advisory still until 9 o'clock this evening that covers over the east bay hills in the east bay. little bit up in the north bay and a touchdown of the south bay to we're at 76 for antioch. 62 going on for conquer with 50's and 60's east bay shoreline with numbers a little cooler this morning that we saw yesterday morning. however, our high temperatures, maybe a little challenge here with some scattered clouds. we've got to keep in the forecast all day today. we'll take a look at you can expect for this weekend in a stephanie. all right. thank you so much. >> developing news this morning, a 3 year-old girl is missing after her father who

she was last seen with his found dead in san francisco. we're looking we're working rather to learn more about how the father died. the child's mother this morning issuing a desperate plea for help. oprah's tiffany justice is live for us now in fremont with the latest on this case. tiffany. >> stephanie? the fremont police department along with california attorney general is asking for the public's help in trying to find and locate this young girl. only lorenzo. she's 3 years old and she was ever reported missing since thursday evening. so here's what we know so far. her biological mother reporting her missing. the young girl was last seen at the casa arroyo apartments in fremont. now police say she was under the custody of her father. the father fremont resident passed away in san francisco early friday, ellie's mother pro because the agreement was supposed to have child returned friday since her father's passing. police say that the whereabouts of this young girl is unknown. ali is

about 3 feet tall, 60 pounds with brown eyes and black hair. police say she was last seen wearing a pink jacket and shirt the black pants. so the fremont police department is asking anyone with any possible information about the whereabouts of this three-year-old girl. please get in contact with them. reporting live to be just as kron. 4 news, tiffany, we certainly hope that that child is found soon. thank you. >> well, the man accused of kidnapping a teenage powell street bart station has been charged, but the san francisco district attorney, 37 year-old jamal ali, blue faces one count of kidnapping by force or fear and one count of battery on tuesday night. surveillance video captures the suspect forcing a 17 year-old from the station and pulling her to a car around 08:00pm. police arrested the suspect wednesday morning and they say that the suspect knew the victim and this was not a random incident.

>> i got a mayday, mayday, mayday. there's a fire in the back of the aircraft. second fire rescue. >> a terrifying moment for travelers at sfo friday forced to evacuate american airlines flight after someone's laptop caused the cabin to fill up with smoke. we know the incident caused some injuries and kron four's lezla gooden reports from sfo. >> when an american airlines flight left gate soon crews started noticing smoke filling the cabin. now in a statement, american airlines says it actually was coming from a passenger's laptop inside of their bag. now, the airline says that they were able to remove the back and evacuate all passengers through emergency slides and others to the jet bridge. now 3 passengers were injured and one didn't require medical transportation. again, this is american airlines flight 2, 0, 4, 5, heading to miami and san francisco fire department did respond was able to put out the smoke and we caught up with a resident who was picking up her friend from the

airport. he says incidents like this could make airlines change the rules when it comes electronics. don't think that's the first one that's ever. >> caught on fire or anything like that. there's not much you can do about it. if you're going to have to take those kind of things on the plane, anything you can do is get some research and development out of industry to to try improve the batteries or whatever root cause of the thing is because can't just let continue on for >> forever. and all passengers were taken back to the gate around 01:00pm. and passengers tell us that it was a scary in a very desperate situation, trying to get out in san francisco was going for news. >> officials say 9 of the 19 people who may have died from heat exposure in santa clara county, where seniors older than 65 4 of the victims were unhoused. we heard from san jose mayor matt mahan excuse me, man mahan who emphasized the importance of homeless outreach programs. >> we've been out with

outreach teams providing water, giving people information about our cooling centers, our partners at pta are offering free transportation to the city's cooling center. >> medical experts say serious signs of heat stroke include throbbing, headache, no sweating, red-hot skin, and feelings of confusion and dizziness. anyone feeling these symptoms should call 9-1-1 and seek medical help immediately is san mateo county crews extinguished the coggins fire in la honda. the flames broke out around 6 friday morning after a car caught fire and spread to vegetation. the fire damaged at least 3 buildings in 3 trailers. cal fire is reporting the first wildfire death of the season. officials say they found human remains inside a burned down mendocino county. the coroner's office says the victim, maybe a 66 year-old woman reported missing fire crews say the fire started monday and was fueled by strong winds. cal fire says crews responded to more than 3,000 wildfires so far this year. one man is dead

and nearly 20 people without a home after a fire in oakland, fire officials say the flames started around at a duplex around 3 friday morning. 12 and magnolia streets. that's just northwest of the 80 90 80 split. fire crews contain the fire and pulled the man from the attic. he died at the hospital from smoke inhalation. the red cross is helping 7 adults and a dozen children displaced by that fire. investigators believe the cause may have been electrical. san pablo police arrested a man accused of fatally setting a woman on fire. emergency crews responded to a fire along san pablo creek near road 20 back on july. 2nd, police found a body there severely burned. officers arrested. 25 year-old william ramirez thursday. investigators have not yet identified the victim. firefighters say encampment fire expended to a brush fire friday and allay the flames broke out around 3.30 near the railroad tracks at the back of couch street citizen video

shows flames and black smoke crews put out that fire in about an hour. one person was treated for burns to their feet. and take a look at this. petaluma police say 21 year-old man driving under the influence, crashed his car into a home. this happened just before 8 thursday night. you can see all the damage done to the car and the home there. the collision also affecting nearby electrical boxes, causing a power outage to nearby stoplights. officers found the driver with alcohol in his car. the man was taken to the hospital to be treated for injuries and later booked into sonoma county jail. we have an update on the 16 year-old accused of stabbing a bright with police officer in the neck. the teen now faces 6 years in juvenile hall. the stabbing happening last october in the area of redwood city park. police responded to reports of a teen taunting others with a kitchen knife. police say they tried to de-escalate the situation multiple times when an officer went to detain the teen, that's when the boy stabbed the officer. the officer was

taken to the hospital with non-life-threatening injuries. the 16 year-old remains in custody. and oakland smoke shop under investigation for allegedly housing illegal merchandise. the items include magic mushroom candy bars, 20 pounds of suspected thc products and cartons filled with band out of state tobacco products. police started their investigation of the business near seminary and foothill after getting community complaints. investigators did not name the business but see town smoke shop is the only store on that block. only smoke shop on that block, rather. officials say a store clerk was also detained but not arrested. >> the dance party kicked off in downtown san francisco. bhangra beats night market returns to the financial district friday night. dozens of people partied in the streets enjoying live music, food and art displays. if you missed the festivities, you catch the event again. september 13th from 5 to

>> all right. take a look at this. a new ferry start service soon in san francisco. officials say this is the world's first ferry, completely powered by 0 emission, hydrogen fuel. if it's 75 people, officials plan to launch it next friday. the new ferry runs for free for 6 months between the ferry building and pure. 41. we're also getting a look at how pg and e field crews get ready to work outdoors in the extreme heat this summer. the utility says its crews meet each morning to go to go over the plan. the safety plan for the day and every technician is supplied with cold drinks and

heat. 74 antioch, 67 for livermore. 62 conquered east bay shoreline 50's and 60 ish with 50's. meanwhile, up towards the north stormtracker. what i wanted to mention here. a lot some scattered clouds you see this all happening on radar. a lot of that including up in the mountains is going to evaporate before striking the ground. so hardly any of this will actually make of the ground. and that's what the problem is. because upstairs to get a lot of dynamics, which means lightning, dry lightning. so that's what this is a causing some concern. now. fortunately for us with this cold bay fog going on here, that really relax is the atmosphere. so it doesn't have as much energy to which to play with but inland, we're numbers tend to move around a little bit more. so could see some fire works later today. so you see the pattern with those scattered clouds, daytime heating becomes active here in the mountains. so we headed up to tahoe. you make it that thunder shower least. you'll hear it. meanwhile, as we get into tomorrow morning, we get back to our marine layer that peels away a little quicker than today. and i don't think we'll deal with

the much as a way with the scattered clouds aloft like today in the mountains, you see the flare up again. compliments of that daytime heating. so take a look at everything here. variable clouds today, hot inland 90's. we're talking still do have that heat advisory and 70's and 80's covered the bay. meanwhile, tomorrow, bay fog, mostly sunny for your afternoon. still hot in london. you're going start to feel some relief as we go into next week. we're going bring those high temperatures down to perhaps the upper 80's, but certainly the lower 90's 60's by the coast chile out that way. you can see the fog. meanwhile, sfo, so scattered clouds even for san francisco at 68 with some afternoon clearing 74 opened 86 san jose. here's the big board. was still some lower 90's hanging on there. meanwhile, 80's up north 68 san francisco, 90 for san jose. and this is a beautiful shot here. the todd talks about we're talking about here. there's the lower level moisture. that's the fog and all that a the scattered clouds, a gradual drop in temperatures will get some 80's up there. however, by the middle of next very good

update. their very thorough. dave, thanks a >> with governor gavin newsom met with new zealand's prime minister friday morning to discuss climate and economic initiatives. they met at oracle park in san francisco and during that meeting, newsom continue to show his support for president biden being the democratic nominee. kron 4 is your local election headquarters and president joe biden facing more fallout since the debate and 18th lawmaker now calling for him to step aside. on friday, colorado congresswoman brittany peterson sharing on social media, quote, please patch please pass the torch. and calls for president bidsn to step down. fueling speculation that dnc delegates could be tempted to choose another nominee. our washington correspondent maddie beer-temple reports on the possibility of an open convention. >> president joe biden says democratic delegates should vote their conscience at the convention next month. they're free to and if that means voting for another candidate,

democratic process. nearly 4,000 delegates have committed to nominating president biden, but they can change their minds. the delegates make the decision. california congressman brad sherman supports the president but knows his debate performance is hard to forget if the delegates feel. >> the candidate before them in august. >> is june 27th joe biden. they may go in another direction. well, some have said in open convention discredits millions of democrats who voted for the president in the primaries. others say it's the right move. connecticut democratic congressman jim himes is one of the latest lawmakers to call on the president to drop out. >> he defends the idea of delegates making their own decision. we shouldn't be afraid of what what we purport to defend, which is a democratic process delegates coming together decide. but what exactly would a contested convention look like? they will be speeches made on behalf of those nominees. there will be a back room

dealings. george washington university professor casey bergen says if the president withdraws it could be a free for all at the dnc. but sherman says that seems unlikely for now in the absence of the consensus. >> the delegates will vote for joe biden. >> in washington, i'm maddie beer-temple. >> americans are digging deeper into their pockets to pay for summer fun. despite the rising cost of borrowing money while it helps as 46% of americans are still paying off debt from last summer, nearly a quarter of americans would skip a credit card payment before skipping a vacation. 40% said it's worth going into debt for a good get away. more than half a wallet hub survey respondents plan on spending less money this summer than last summer. all right. back to school shopping is already underway. the national retail federation reporting more than half of school and college shoppers are already getting supplies for the new school year. the nrf says the back-to-school season is an

important time for businesses as families and students plan to get an early start to the new school year. as a looking county board of supervisors declares a local emergency due to a pest threatening tomato crops. a small insect known as a beat leaf hopper feeds on tomato plants and spread the virus that stunts those plant growth. the emergency declaration will allow farmers to use synthetic pesticides to control the spread of this problem. the virus has been spotted in central valley fields. pesticide must be used to protect the areas. multimillion dollar tomato harvest. >> only for the processing tomatoes. a it's 60 day emergency declarations. so there's a very narrow window. but unfortunately, this is the only product we have to that is effective at this time. >> the new statewide regulations that went into effect this year restricts the use of these kinds of pesticides on certain fruits and vegetables, including tomatoes, exceptions could be

workers, according to the department of labor, the owner of tucker rhea, a lonely know, neglected to pay them overtime. wages. the owner also was ordered to pay more than $2000 in penalties. tnt reporting a data breach affecting nearly all customers. the company says hackers access calls and text between may and october of 2022. in january of last year, tnt says the content of the calls and messages was not compromised. customers, personal information not accessed, but because the stolen records did include phone numbers, a cyber security expert is warning a tnt and customers to be aware of scams. >> because in text messages that can send e-mails, they can have phone calls to people to say i'm with a tnt on block to confirm show. you are at date of birth. they can do things that will take advantage of the situation of people are panicking about that data. >> he urges everyone to never share personal information with those claiming to be from

a tnt until you can actually verify that information. >> and buying a home is an exciting milestone for many but a record number of people are falling victim to fraudsters. >> the scam involves a potential home buyer getting an e-mail from their mortgage lender or agent regarding closing payments. but in reality, the emails are from scammers who are jumping in. but the last minute to diver thousands of dollars to a bogus bank account. officials say one in 20 home buyers or sellers fell victim to this fraud last year with losses exceeding $70,000. >> the biggest fear was. how will my god? it's great together. to secure the home. >> currently, there's no federal law that protects consumers from scams like this. but at a senate hearing earlier this year, consumer advocates warn lawmakers they've been seeing that scam rowing. allstate. one of the few insurance companies still

writing homeowners policies in california. but now the company wants to raise premiums an average of 34% all state asking the department of insurance to approve the hike, which would affect more than 300 and 50,000 policyholders. the company says its payouts in california have increased significantly in recent years due to higher repair costs, more frequent and severe weather. still ahead on the kron, 4 morning news, a community of vacaville mourns one of their own after a tragedy claims the life. >> of a local police officer.

news, we learn more about the suspected gunman in the alameda shooting. >> that leaves a community shaken. and recall efforts in full swing against oakland, mayor sheng thao. why her legal team says she is not getting fair treatment. all right. welcome back to the kron. 4 morning news 7.29. this morning. thanks so much for joining us here. i'm stephanie lin. let's get a quick check of your weather forecast with dave sphar heyday. a good morning, stephanie. good morning. everybody started things off with that fog note again, providing some cooling really for us to but even upstairs, there are some interesting things occurring. >> there are a little different in the mixon. may challenge our temperatures for today. here's sfo for you. little bank of fog off towards the distance as you'll notice. meanwhile, we do have some scattered clouds that are aloft and they're going to kind of cover up the sun a little bit. and a challenge, high temperatures a little bit. there's a view of some radar echoes of some rain showers, although a lot of that probably not striking the ground even up in the mountains. what we're concerned about is after we get some of that daytime heating, the threat of some

lightning dry lightning at that. you see the advisory in place until 9 tonight that covers the east bay east of the east bay hills. little bit up. the solano county will notice there, too, in down south and portions of the south bay peninsula. san francisco, you're not in this the fog. yeah. that takes a while to the party. even at the coast hangs on in some little spots. you can see there a little bit, but it's those clouds aloft will be kind of interesting for everybody. we've got 60's and 50's for the most part. 74 for any auc. and that's a little cooler than we had this time from yesterday by some cases, napa trailing some 8 degrees. you can see there. so for today, variable clouds, these clouds. however, by the way, what kind of challenge may be some of these forecast highs still calling for some lower 90's. a look at your 4 zone forecast coming up in just a bit. stephanie. all right, dave, thank you. the alameda father accused of killing 4 >> of his own family members, including his son, appeared in court for the first time on friday and kron four's learn shane killian worked as a welder kron four's. philippe djegal spoke with some of his

co-workers. >> nice guy with a short fuse. that's how colleagues describe 54 year-old shane killian. here's a photo taken of him the morning he shot 5 members of his family in alameda killing 4 of them in his own home. fellow. well, durham, mike, sacks peace. as for the 3rd time in 3 months that deadly day killian walked off the job at pbf refinery in martinez after someone was critical of his work. saxby says it is not uncommon for construction subcontractors to lose their tempers once in a while, but adds kilian seemed to get upset about relatively minor issues. several colleagues also say kilian talked about his family on the job, loved his children, but had a strained relationship with his father-in-law. one of the murder victims, saxby says killian was not happy about his parents-in-law moving in with him on kitty hawk road. che rock child knows and works with killian too, and

describes him this way. when i was an apprentice, he was a drowning person and work multiple filters how would you describe him? >> pretty level most of the time. feisty, occasional in pretty level. always. joking. some pretty cheerful most of the time the ever talk has as kids all the time. love them. seemed us. really proud. sadly, 2 of the shooting victims were kilian 6, one year-old sons and the 6 year-old son did not survive. >> philippe djegal all kron. 4 news. >> alameda unified school district. they shared this statement about that deadly shooting. they said they are devastated by the news that one of their students and family members were killed. they said that their hearts go out to everyone involved. and returning for oakland, mayor sheng thao says the mayor will not be a target of whatever investigation the government is conducting. this comes after last month's fbi raid of

change household as four's. dan kerman reports the mayor's attorneys also suggesting the justice department may have violated its own guidelines. >> the attorney for oakland mayor sheng thao is blasting federal prosecutors saying the justice dept's dramatic step to rate house home without any public explanation. just months before a major recall election has now unquestionably affected the election and unfairly influence the decision voters will have this november. the statement goes on to suggest the feds have violated their own guidelines which warned prosecutors againsundertaking invetigations. we're selecting the timing of investigative steps to affect an election or otherwise influence a candidate or campaign. there just is no rule that says >> that when an elected official is in some way involved in an investigation that they need to be carved out of it and any investigative steps involving need to wait until after the

election. that's just not a requirement. former federal prosecutor dave callaway isn't buying the argument the feds violated their own guidelines. >> and says it's a stretch to suggest federal prosecutors are interested in influencing the outcome of the oakland mayor's race. the mayors council is correct that this was dramatic because it's always dramatic if agents show up and rain jackets at the home of the mayor. and it's even more. it's even more dramatic if that mayor is currently facing a recall election. but investigations can't stop because of that. there is a consultation requirement under the justice manual. and i'm sure all the requirements of justice man were followed here. the statement from taos attorney suggesting the feds overstepped is the first comment we've had since tower self denied any wrongdoing at a news conference days after the raid kront 4 political analyst michael yaki believes the statement is purely

a tactic to say. >> that this war this may have violated doj guidelines. it certainly for a lot of democrats will bring back memories. robert mueller and and hillary clinton in the 2016 election, which could only quite frankly help the mayor and she needs all the help she can get right now. but yeah, keep points out. putting out such a statement. >> is a double edged sword that cuts both ways because by raising that you're also reminding people of why the fact and the fact that there was a raid in the first place. dan kerman kron, 4 news. >> and the vacaville police department is mourning the loss of one of its own officers. officer matthew bowen was killed in the line of duty while making a traffic stop. kristin vartan spoke with officers who knew this man personally. >> he was ball of energy. always inquisitive, hardworking, always had a smile, a smile. they'll no longer see. >> yesterday when i came in, i wasn't working yesterday, but

>> yes, stephanie, we do know that the fremont police department, along with the california attorney general is asking for the public's help in trying to find and locate this young girl. ali lorenzo. she's 3 years old and she has been missing since thursday afternoon. so here's what we know so far about this case or biological mother reporting her missing. the young girl was last seen at the casa royal apartments in fremont. now police say the girl was under custody of the father at the time. the father of fremont resident passed away in san francisco early friday. a lee's mother per the custody agreement was supposed to have her child returned on friday since her father's passing. police say the whereabouts of this young girl is unknown. ellie is about 3 feet tall, 60 pounds with brown eyes and black hair. police say she was last seen wearing a pink jacket and shirt with black pants. at least 92 point. >> it's not clear damage and

the suspect forcing a 17 year-old from the station and pulling her to a car around 08:00pm. police arrested blue wednesday morning. police say blue knew the victim in this was not a random incident. >> we've got a mayday, mayday, mayday. there's a fire in the back of the aircraft. second fire rescue. >> the terrifying moment for travelers at sfo friday forced to evacuate and american airlines flight after someone's laptop caused the cabin to fill up with smoke. we know the incident caused some injuries. well, it was less good and reports from sfo. >> when an american airlines flight left its gate soon crews started noticing smoke filling the cabin. now in a statement, american airlines says it actually was coming from a passenger's laptop inside of their bag. now, the airline says that they were able to remove the back and evacuate all passengers through emergency slides and others to the jet bridge. now 3 passengers were injured and

coroner's office says the victim, maybe a 66 year-old woman reported missing fire. crews say the fire started monday and was fueled by strong winds. cal fire says crews responded to more than 3,000 wildfires so far this year. one man is dead and nearly 20 people now without a home after a fire in oakland, fire officials say the flames started at a duplex around 3 o'clock friday morning near 12th and magnolia streets as just northwest of the 8, 89, 80 split. fire crews contain the fire and pulled a man from the attic. he died at the hospital from smoke inhalation. the red cross is helping 7 adults and a dozen children displaced by this fire. investigators believed believe the cosby have been electrical. san pablo police arrested a man accused of fatally setting a woman on fire. emergency crews responding to the incident along san pablo creek near road 20 back on july. 2nd, police found a body there severely burned. police arrested. 25 year-old william ramirez on thursday.

investigators have not yet identified the victim. firefighters say an encampment fire expanded to a brush fire friday and allay the flames breaking out around 3.30, near the railroad tracks at the back of couch street citizen app. video shows flames and black smoke crews put out that blaze in about an hour. one person was treated for burns to their feet. take a look at this. petaluma police say a 21 year-old man driving under the influence, crashed his car into a home. this happened just before a thursday night. you can see significant damage to the car and the home. the collision also affecting nearby electrical boxes, causing a power outage. does nearby stoplights officers found the driver with alcohol in his car. the man was taken to the hospital to be treated for injuries. and later booked into the sonoma county jail. and we have an update on the 16 year-old accused of stabbing a brett with police officer in the neck that teen now faces 6 years in juvenile hall. the stabbing happened

last october in the area of brent was city park. police responded to reports of a teen taunting others with a kitchen knife. police say they tried to de-escalate the situation multiple times when an officer went to detain the teen. that's when the boy stabbed the officer. the officer was taken to a hospital with a non-life-threatening injury. the 16 year-old remains in custody and oakland smoke shop is under investigation for allegedly housing illegal merchandise. the items include magic much from candy bars, 20 pounds of suspected thc products and cartons filled with band out of state tobacco products. police began their investigation at the business near seminary and foothill after getting community complaints. investigators did not name the business but see town smoke shop is the only smoke shop on that block. officials say a store clerk was also detained but not arrested. a dance party kicked

also, you're seeing this half moon bay to look at covers off towards the distance. some things are looking at. 74 at this hour right now, antioch, we've got 70 livermore, mostly 60's in the east bay and 50's up north. now i know what you see from these pictures. all of this fog, no more heat no, we still have inland. those temperatures will be in the lower 90 still. but what will challenge that is not so much this morning. fog. it's the cloud cover aloft. stormtracker 4 here you see this moisture coming up from the south. this nearing very much the monsoon pattern. a little early, but sometimes that those poke out here in terms of thunder showers start in the 4 corner states. when you're on the backside of a high before was kind of overhead. that's the flow pattern you get. it's also fortified by low off to sea. so this is what it looks like as we go through future cast for notice. the cloud cover remains thunder showers up in the mountains. so in tahoe, you may get some dry thunder showers, particularly not a lot hitting the ground. so for us technically, the risk is still here. but that lower level moisture helps kind of

quiet down. the atmosphere is a sedative a little bit. it's not as active because this marine layer is very dense it's free. cold and lethargic. then as we get into your sunday, the flare up again. but notice how that shifting towards the east following that high. that means we will start to clear out a little better for your sunday and particularly into monday's the breakdown here is variable clouds today, hot inland, still, we got 90's for the on the location, 70's and 80's for the bay tomorrow. bay fog still again, mostly sunny by the afternoon and still hot. then early into next week. we'll see a bit of a change. might see some inland highs going back to the 80's. it will feel pretty good today. 68 san francisco, 74 oakland, 86 san jose. still those lower 90's in the far east bay 80's. meanwhile, up north and there you see the 2 different types of moisture in place. this is largest fog that's dense cold and above us, there's the scattered clouds, a little bit more energy. but to watch out for today, stephanie planet. thanks so much. day. >> as the bay area continues

to simmer under this heat wave, many of us may be turning to the water to cool off public safety officials now issuing reminders on ways to protect yourself while having fun with the family this summer. joining us live now is chief warrant officers apollo with the u.s. coast guard. good morning to you, sir. good morning, stephanie. good morning to all of you. and thank you so much for joining us. and we know that you have a very busy schedule being with the coast guard. >> thank you so much for inviting me to talk about public safety when it comes to being on the water. >> absolutely. so to start off your has the coast guard been seeing more search and rescue cases recently? >> we certainly have, stephanie. it's been about a 30% rise since july. 1st. and those numbers are kind of expected. but the heat wave is definitely exasperated. that. >> okay. what are some of the common issues that you're seeing people run into when they're out on the water? >> 3 things come to mind, but i'd like to talk briefly about wearing a life jacket. that's the number one the coast guard. every year we published

statistics about death that occurs and the maritime domain are on the water. and last year 2023, we had 564 deaths occur. 3, 3, here in california 75% of those deaths were because of drowning. and 87% of those people who were drowning victims were in their life we all know that we are required to have a life jacket border vessel. every time i go out to sea. but it's not enough to just have a life jacket. you also have wear just like having a seat belt in a car doesn't do much for you unless you're actually using well, coast guard-approved life jacket is suitable. i really like the orange ones with the retrospective tape that is kind of selling right in. and the reason why that is because that orange contrast very well with the water and even at night with reflective tape reflects off of the spotlight. very easy to find. you are much okay. so wearing a life jacket is key. when folks are playing to be on the water. >> and they want to have some fun out there splash around. but it's important that they

really have that life jacket on with the bright orange, anything with any other tips that people should be keeping in mind. >> when they go out maybe to boat, for example. >> absolutely. thank you for that question. 3 things come to mind. the first one is that folks tend to rely on cell phones quite a bit. cell phones are. very well designed and but they're built for land, not for the water. the coast guard is always monitoring channel 16 and that's a marine band radio. so if you have a radio, it's going to work a lot better when you're out in the water always build the reach. help that way. cell phones, not so much. the second thing that comes to mind is always check the weather. i know that your news outlet does a great job of talking about the weather national weather service. does that a for the water and folks can check to see what kind of conditions are going out into. and lastly, i'd like to talk about the things that our mothers taught us and what i mean by that is when i was a young man growing up, i would

>> this to hazards that people need to be aware of. the first one is rip currents and the second one is sneaker waves, rip currents. we all kind of our where what rip currents are. but just as a refresher, all that energy that's coming on to the beach. any time there is breaking surf, rip currents going to be president and that water comes. got to go anywhere and produces a rip. and that is a very strong currents can pull people out into the ocean. the thing to do with you do find yourself in a rip current is to parallel. the peach state remain calm and once you're out of if you will feel it come back to shore and some safely. >> okay. some very good guidance there. and since we do have some time remaining here, what are some general best practices that people should keep in mind when they go out and engage in summer activities in general. but the coast guard is involved in. >> i would say that that just being very safe, be making sure that we're prepared for the weather have plenty of

water. >> have a back-up plan? yes, he's staying hydrated is so important. given these hot temperatures tend to also do quite a bit of day drinking at the nicer weather out as well. it looked serious to know to about just the work that your division your group does with regards to the bay area. walk us through that. >> in addition to search and rescue and we are one of the sectors in the united states coast guard. entire nation were also one of the busiest, of course, the coast guard regulates the maritime transportation that work. so all those ships that are coming in a noun transporting goods, too. the are regulated by the coast guard. we also regulate fisheries to drug enforcement >> whole it. and really that the job runs the whole gamut. it's quite impressive. and how can people get more information about the coast guard in general safety tips on how to have a good and safe summer. >> there's a lot of information on the web. the

this afternoon. some scattered clouds in the forecast today. >> a different type of moisture coming in from the southeast. and that is somewhat reminiscent of the monsoon pattern. now, here's that for you. and there's that traditional fog bank. you can see up against the hills not causing major problems, but it says there this morning, as we mentioned, there's the scattered clouds. notice the bright lights popping up there a little bit. you got to get up there about 20 throughout 1000 feet or a little higher. that's we have saturation the atmosphere in at that point. temperatures are below freezing and you can sometimes get ice crystals to develop and when they start moving in rubbing against each other, that's when we get the lightning. and that's the problem. but the mountains today might get those scattered thunder showers without the consolation of rain because there's a dry air sandwhich between us and the ground. here's the excessive heat. we still haven't with us. heat advisory for the east bay, even with those scattered clouds forecast, highs are expected to be in the lower 90's. still back to this fog. this lower level moisture has trouble clear along the coast is you'll notice some might linger a little bit into the

which warned prosecutors against undertaking investigations. we're selecting the timing of investigative steps to affect an election or otherwise influence a candidate or campaign. there just is no rule that says that when an elected official is in some way involved in an investigation that they need to be carved out of it and any investigative steps involving need to wait until after the election. that's just not a requirement. >> former federal prosecutor dave callaway isn't buying the argument the feds violated their own guidelines. >> and says it's a stretch to suggest federal prosecutors are interested in influencing the outcome of the oakland mayor's race. the mayors council is correct that this was dramatic because it's always dramatic if agents show up and jackets at the home of the mayor. and it's even more. it's even more dramatic if that mayor is currently facing a recall election. but

investigations can't stop because of that. there is a consultation requirement under the justice manual. and i'm sure all the requirements of the justice man were followed here. the statement from taos attorney suggesting the feds overstepped is the first comment we've had since tower self denied any wrongdoing at a news conference days after the raid kron, 4 political analyst michael yaki believes the statement is purely political. it's not a bad boy. a tactic to say. >> that this war, this may have violated doj guidelines. it certainly for a lot of democrats will bring back memories. robert mueller and and hillary clinton in the 2016 election, which could only quite frankly help the mayor and she needs all the help she can get right now. but keep points out. putting out such a statement. >> is a double edged sword that cuts both ways because by raising that you're also reminding people of why the fact and the fact that there was a raid in the first place. dan kerman kron, 4

there's a lot of dynamics it up to go on with this kind of moisture at the ground. it's so cold and damp and all that stuff. it takes energy lift its the moisture above us were kind of worried about when you get up there. about 20,030 1000 feet, that's already at freezing. and it's pretty saturated up. there got 74 livermore 60's line up the east bay shoreline with 50's. meanwhile, up north, 56, meanwhile for san francisco. so the high is starting to let go on as it's moving towards the east and its influence is less so now it's doing to our fog layer kind of making and a little thin sandwich at the very bottom. it's being squeezed to the surface a lot, but it's still able to sneak in little better than it used to be able to weakening, we've got this low out to sea as well. so our flow pattern coming in from the south. big surprise. now with all of that, that subtropical moisture that's were kind of concerned about today, maybe a little bit tomorrow up there in the mountains, particularly of that afternoon evening thunder shower without the consolation of actual rain. just the dynamics, the lightning but you get to the

>> from the area's local news station, you're watching the kron. 4 morning news at no. >> good morning. thanks so much for joining us here on the kron. 4 morning news. i'm stephanie lin. 8.59 for you this saturday morning. let's get your day started with a look at the weather. >> dave spahr heyday a good morning, stephanie. good morning, everybody out still another hot one for today. we have those heat advisory statement still in effect, at least for the east bay and portions of the north and the south bay. but on balance, things are starting to change and we're going to see more clouds in our future that we saw from previous. now we have that low level moisture still which to deal with. that's the fog you can see here on the radar and the satellite composite. we you see the grays. that's the low level moisture where the bright lights are. that moisture is little bit higher up and that's what the concern is. when you get up there around 30,000 feet or beyond its kind of saturated up there. and that allows some freezing to occur at that level. and that's the ice crystals rubbing up against each other. i lightning is what we're concerned about. dry lightning

her missing. the young girl was last seen at the casa, a royal apartments in fremont. police say the young girl was under custody of the father. the father of fremont resident passed away in san francisco early friday. ellie's mother per the custody agreement was supposed to have her child returned on friday since her father's passing. police say that the whereabouts of the young girl is unknown. ellie is about 3 feet tall, 60 pounds with brown eyes and black hair. and police say she was last seen wearing a pink jacket and shirt with black pants. is 92 point. it's not clear damage and the only thing anybody can do is >> care that she's a person and data point. i don't know what it is that made him and i know that he was sad. and sometimes sad people hurt people and mostly people hurt themselves. in this case. we're hoping that's where the

a 21 year-old man driving under the influence, crashed his car into a home. this happened just before 8 thursday night. you can see significa damage to the car and the home. the collision also affected nearby electrical boxes causing a power outage to nearby stoplights. officers found the driver with alcohol in hisu car. the man was taken to the hospital to be treated for injuries and later booked into the sonoma county jail. i have an update on the 16 year-old accused of stabbing a brentwood police officer in the neck. the teen now faces 6 years in juvenile hall. the stabbing happened last october in the area of redwood city park. police responded to reports of a teen taunting others with a kitchen knife. police say they tried to de-escalate the situation multiple times an officer went to detain the teen. that's when the boy stabbed the officer. the officer was taken to a hospital with non life-threatening injuries. the 16 year-old remains in custody. know it was smoke shop under investigation for allegedly housing illegal

>> well, as the city as the bay area continues to simmer under that heat wave, many of us may be turning to the water to cool off public safety officials now issuing reminders on ways to protect ourselves while having fun with the family this summer. earlier today we spoke with chief warrant officers apollo with the u.s. coast guard on water safety. watch this. >> good morning to you, sir. good morning, stephanie. good morning to all of you. and thank you so much for joining us. and we know that you have a very busy schedule being with the coast guard. >> thank you so much for inviting me to talk about public safety when it comes to being on the water. >> absolutely. so to start off your has the coast guard been seeing more search and rescue cases recently? >> we certainly have, stephanie. it spent about a 30% rise since july. 1st. and those numbers are kind of s% expected. but the heat wave is definitely exasperated. that. >> okay. what are some of the common issues that you're seeing people run into when they're out on the water? >> well, for things come to mind, but i'd like to talk

briefly about wearing a life jacket. that's the number one the coast guard. every year we published statistics about death that occurs and the maritime domain around the water. and last year 2023, we had 564 deaths occur. 3, 3, here in california 75% of those deaths were because of drowning. and 87% of those people who were drowning victims in their life we all know that we are required to have a life jacket board vessel. every time we go out to sea. but it's not enough to just have a life jacket. he also got to wear just like having a seat belt in a car doesn't do much for you unless you're actually using well, coast guard-approved life jacket is suitable. i really like the orange ones with the retrospective cape. that is kind of selling right in. and the reason why that is because that orange contrasts very well with the water even at night with a retrospective tape reflects off of a spotlight. very easy to find. you are much okay. so wearing a life jacket is key. when folks are playing to be on the

water. >> and they want to have some fun out there splash around. but it's important that they really have that life jacket on with the bright orange, anything with any other tips that people should be keeping in mind. >> when they go out maybe to boat, for example. >> absolutely. thank you for that question. 3 things come to mind. the first one is that folks tend to rely on cell phones quite a bit. cell phones are. very well designed and but they're built for land, not for the water. the coast guard is always monitoring channel 16 and that's a marine band radio. so if you have a radio, it's going work a lot better when you're out in the water always build the reach. help that way. cell phones, not so much. the second thing that comes to mind is always check the weather. i know that your news outlet does a great job of talking about the weather national weather service doesn't a for the water and folks can check to see what kind of conditions are going out into. and lastly, i'd like to talk the things that our

mothers taught us and what i mean by that is when i was a young man growing up, i would leave in the morning and i would not come back until the street lights came on. and mom was okay with that because she didn't ask. where you going to be going to be with and what i'm going to be home. so just like that, the wisdom of our mariners can learn a lot from that by leaving what we call an itinerary or flow plan with someone shore. and that's lopez. happy, very complicated. it can just simply be the description of your boat where you're going, where you're leaving from, what? i'm going to be back. if something does happen, we're out in the water. and you call the coast guard or you call 9-1-1. we have really all the information we need to start a search and rescue case. gotcha. so it's always in terms of the key takeaway to let somebody know exactly where you're going to be and how long we're going to be out there, whether it's through a written note or just letting a good friend know before you had absolutely stephanie, ok, very good. you're also involves with search and rescue case is on land as well. yes, yes, stephanie. and

>> this one very personal to me because lot of search and rescue case is to start on the beach. >> this to hazards that people need to be aware of. the first one is rip currents and the second one is sneaker waves rip currents. we all kind of our where what rip currents are. but just as a refresher, all that energy that's coming on to the beach. any time there is breaking surf, rip currents going to be president and that water comes. got to go anywhere and produces a rip. and that is a very strong currents can pull people out into the ocean. the thing to do with you do find yourself in a rip. current is just unparalleled. the peach state remain calm and once you're out of people feel it come back to shore and swim safely. >> okay. some very good guidance there. and since we do have some time remaining here, what are some general best practices that people should keep in mind when they go out and engage in summer activities in general. but the coast guard is involved in. >> i would say that that just being very safe, be making

sure that we're prepared for the weather have plenty of water, have a back-up plan. yes, he's staying hydrated is so important. given these hot temperatures in tend to also do quite a bit of day drinking at the nicer weather out as well. it will tear us to know to about just the work that your division your group does with regards to the bay area. walk us through that. >> in addition to search and rescue, we are one of the sectors in the united states coast guard. entire nation were also one of the busiest, of course, the coast guard regulates the maritime transportation that work. so all those ships are coming in and transporting goods, too. the are regulated by the coast guard. we also regulate fisheries. i would to drug enforcement >> whole it. and really that the job runs the whole gamut. it's quite aggressive. and how can people get more information about the coast guard in general safety tips on how to have a good and safe summer.
