superior court is reducing several services due to state budget cuts. kron four's lezla gooden is taking a closer look shares. the impacts including delaying proceedings for civil and family cases. governor newsom announced that california is facing a 45 billion dollar budget deficit statewide. >>and cuts are needed to address the gap. the newly passed budget is cutting 97 million dollars from its trial. courts wish there were a better answer on how we serve our community. there's not tail county superior court says they are having to reduce their services and its civil

family and records departments cutting 1.4 million dollars in costs means things slow down. >>in the civil arena, not in the criminal arena, but in the civil arena for people who want to go in and get order signed, get restraining orders, be able to deal with filing a property documents and things like that. district attorney for san mateo county. stephen wagstaffe says this is a loss to the county did to the cutts family court services will see delays in scheduled hearings. >>the standard time for a hearing is jumping from 8 to 10 weeks to now 12 to 16. don't people don't get to move on with their lives. they don't get to work out. child custody issues. orders will take forever. and you know, when you're dealing with emotional family issues, you don't want to be told. i'm sorry, you're going to have to wait till 2025. >>to be able to get what you need to live a life. >>the number of daily appointments and walk will also be limited. residents we spoke with say these changes

1.20 connector project will change for thousands of drivers in the state. the san joaquin council of governments held its official groundbreaking ceremony today for the state route. 99 1.20 connector project as project is going to be extensive over the next several years. but phase one is going to getting started here in august. now it's going to be a big deal for the area, but it also means a lot more traffic. it will likely get worse before it gets better. but this being a major thoroughfare for people commuting or traveling to the bay area or trying to get to i-five. this will make a big difference. once this project is completed and state leaders say it's been a long time coming and it's going to be a short-term pain. ultimately, this is going to be good for our entire region. as soon as we're able to get that second lane open, there's going to be more cars, double the amount of cars going every single minute through that

interchange. and also this is just the beginning. now, some of the improvements will see include a new road being built between austin road and east atherton drive. and we'll all see a new four-lane east woodward avenue that will open up to help with traffic there as well. and we're also told by local leaders, but this has been obviously a long time coming but will also mean a lot as this area continues to grow and will accommodate. the population as more people move to this area. >>him and he kept covering local news that matters. curtis fox, 40 news.

police are investigating a shooting involving 2 cars. it happened around 06:45pm. tonight on ring cannes avenue, right a nissan park. police say a white pickup truck and a blue sedan were involved. officers arrived but didn't locate any victims or suspects. but investigators are collecting evidence and interviewing witnesses to try and figure out what happened. anyone with information is asked to contact police. and police are looking for multiple suspects accused of shooting some of wall trying to steal their car. this happened in sunnyvale wednesday morning on san pablo avenue near highway 101. the victim didn't get shot. officers say the suspects drove away in a light colored sedan. they're asking anyone with information also give them a call. and the man accused of killing his 5 family members in alameda now officially faces 5 murder charges. this following the death of his one year-old son this week. investigators

arrested shane killian last week after they say he shot his wife, 2 children and in-laws, all of their home. the youngest victim in the case was the lone survivor until he died at the hospital on monday with the 5th murder charge. the potential prison sentence for killian has now increased just under 250 years to life in prison. he's scheduled to be formally charged on july 22nd. meantime, a vigil is growing outside the home honoring the 5 family members. one of those killed was a 6 year-old william andrew killian. his little league coach says the team is trying to come to terms with the tragic loss. >>our team will not be the it will be one less settled, right? are fields playing with and as players and coaches and community. at a loss. well, i will miss you. missed that light in your eyes. the energy you brought today. so that

nonprofit group heal the bay has released its 34th annual beach report card on wednesday evaluating water quality for 500 locations in our state. among the stretches of ocean that got the worst grades are the waters around the santa monica pier. that's where gene kang is there with more on the results of the report. >>hi there. heal the bay just released their new report card of most polluted beaches throughout the state. and unfortunately santa monica pier is one of the worst on the list. >>water quality challenges this year include some major storm events. la county received 23 inches of rain. and while we celebrate rain here in southern california are highly developed landscape. turns rain into polluted urban runoff. mayor brock. >>tell us a little bit more about, you know, as you run this beautiful city. unfortunately, the beach right by the pier is the top 3 most

200 u.s. navy sailors from world war. 2 were exonerated. their exoneration comes on the 80th anniversary of the deadly explosion in the east bay.

they were found to be unjustly punished following the poor chicago disaster 1944. that summer and has ammunition was being loaded onto a cargo vessel in the east bay, a massive explosion occurred. 320 people were killed there. and more than 200 of them were black navy sailors, other surviving service men, 50 were later found guilty of mutiny for refusing to go back to work in the unsafe conditions. now kron 4 noelle bellow shares a look back one of the worst disasters in u.s. military history. >>there's no question why this former naval base is called port chicago whipping winds on the shoreline. tell that story. well. the story of the hundreds of servicemen lost their lives at this site 18 years ago isn't as well known. >>this story has been kind of swept under the rug during world war. 2 navy sailors were sent to port chicago on the southern banks of sassoon bay.

>>the base was racially segregated. commanding officers were all white and the sailors were all black. those sailors were tasked with loading ammunition onto liberty ships, transporting cargo in arms to the war zones. 2000 pound blockbusters, all warheads for tom peters. 6 projectors and anything in between. it was a task. no one on the base was properly trained for. >>and i my my officers several times that that one day this stuff is going to explode. answer was if it does. >>you or i will know anything about it. >>and on july, 17th 1944, that's exactly what happened. at 10:18pm, to deafening explosions ripped through the blowing 2 ships out of the water and instantly killing 320 202 of them were black sailors.

him somebody the ranks said a small don't go. we're not going accused of conspiring together. the navy responded by charging the group with mutiny. >>during the trial it was revealed their white officers had imposed a competition at the port betting on whose group of black sea men could blow the munitions. fastest despite the disturbing details of conditions on the base being revealed, all 50 service men were found guilty. >>he had not even thought of the word knew it had not come up. >>though they were sentenced to lengthy prison terms. the men were all released quietly about a year later. they were, however, order to finish their terms with the navy scrutiny from the disaster and trial did eventually lay the groundwork for reform. the navy put safety practices in place. and despite originally being the most rigidly segregated military branch, the u.s. navy became the first to desegregate 2 years later in 1946. today, wooden posts from the original loading

another rate cut as well in december. let's talk about mortgage rates. interest rates are now at a 23 year high. and that's bad news for potential homebuyers or people who have an existing loan that they're looking to refinance. nevertheless, mortgage rates last week hit the lowest level since march, and that sparked a 15% increase in applications to refinance the mortgage bankers association says that was the largest amount they have seen since 2022, even so we find a man is more than 70% below pre-pandemic levels. the rate for a 30 year fixed loan is now running about 6.8, 7%. so if the fed expected to start cutting rates in september, when will homebuyers a refi seeker start feeling a little bit of that love. probably not until next year. usually takes months for interest rate cuts to filter down into consumer loans. so if you're waiting for this sort of thing, this isn't your year. but next year is your target back to you.
