don't feel it. if you are a victim of a crime, you don't really care what the numbers say. you have been victimized and you want that address. so i i feel their frustration. but >>one of the metrics that a lot of communities measure their policing by is the numbers. so. >>the numbers are what the numbers are and those numbers, chief michel says will stand for themselves as they continue to build more community relationships. now the city of oakland is planning more of these events to bring the police chief fire chief and other members of the city. >>to the community and talk about what's happening. if you do want to attend any of those meetings, you are expected to rsvp online reporting here in oakland, jack molmud kron. 4 news. >>onto a shooting near an elementary school in dublin today left one person dead. the shooter remains on the loose tonight. it happened around 2.30, this afternoon at the emerald park apartment on hosley and a drive near daughtry elementary school. officers say they found a man with a gunshot wound to the head and a man living at caught apartment complex said he was shocked.

>>very, very quiet. it's all family family oriented people. so and to have this kind of incident out here is very, very surprising. >>though the shooter is still at large. police say there is no immediate threat to the public. and here's a rare sight for august rain. it's sprinkles earlier today in bowling ball in the u.s. while much of the bay area dealt with cloudy and cold temperatures. but as chief meteorologist lawrence karnow is here to tell us the fall like weather isn't saying around for much longer, lawrence. >>and this time of year, very, very unusual to see a storm system coming down from the gulf of alaska. but here we are. one still rotating in going to bring another chance of rain. i think a better chance of rain overnight tonight early tomorrow morning out the door. right now you've got a lot of clouds float across the bay right now. you got some fog down below. but a couple of scattered showers begin to pop up a little bit further to the north. in fact, some of that beginning to move into parts of the bay area, too called the golden gate

bridge so far. so good out there right now. but might be a little damp early tomorrow morning. so watch out for that to start out your day. if you have to head out on early but otherwise. yeah, here's your doppler radar. lot of clouds around our skies. you see a few scattered showers now making their way into the north bay, northern sonoma county beginning to pick up a couple raindrops. we had a few showers move through the bay area today and there's more just to our north. you can see that area of low pressure, the rotation. they're bringing that rain into northern california. that's going start to sag a little further south overnight tonight. we're not going to get a soaker by any means, but we could see a few hundreds of an inch of rain as we have things up through tomorrow morning. and then we're going to clear things out. so here's the very latest forecast. molly, you can see as we head toward tomorrow morning that low drops in the california bring with it at least a chance of a few showers here. actually, maybe a little snow in the high country and that that begins to push eastward and then we head in towards sunday and we get a completely different kind of weather temperatures going to heat up. we may be

talking about upper 80's, maybe some low 90's inland as we head towards sunday and then looks like some very hot weather next week. temperatures around the state's going to be fairly mild. but the rain impressive northern california around the burn area. you can have almost over half an inch of rain, maybe 3 quarters inch of rain around the bay area. not as much for talking just a few hundreds of an inch of rain, especially north of the golden gate bridge that your best chance. but a little bit wet early tomorrow morning by the afternoon temperatures rather mild, little muggy, feel 2 of 60's and 70's coast side some 80's inland. next couple days. we'll see those temperatures getting hot near triple digits inland as we head toward next week. >>the board president of san francisco unified school district abruptly resigned today. laney ad cited health and personal reasons for her immediate departure, modem eddie has served as for president since 2022 when she stepped into a lead as a to function, dysfunctional district following the school

called trump an unserious man last night, but i think our main job was probably >>to prove 2 people in swing state suburbs that she is serious and that she's a candidate they can trust, not some california liberal in the mold of bernie sanders. do you think she accomplished that last night? >>i think that spot on. look, kamala harris and democrats all week, we're building to this message of unity, unity, unity, and also change its those 2 forces. the idea of unity, particularly not just with the base, but with those swing voters combined with the element of change, new face, fresh face, go in a different way. that helps energize the folks that are in the 18 to 35 18 to 34 demographic those 2 things helped propel them forward. the stage was in bigger than it appeared for her. she did just fine. she also was genuinely right. she had her anniversary last night, talked about the family, talked about her husband, talk a lot about her

mother where she came from. so there's a biography. there's that big component. it's probably the second biggest audience that she has. the first audience, the primary audience will be that debate on september. 10th must watch television. but those themes of unity and freshness, newness, those are absolutely critical for democrats moving forward. but this is going to be a tight race. it's going to be a dog by moving forward. no doubt. so who has more momentum right now? former president trump or kamala harris? >>yeah, justin. i mean, look, it's clearly the democrats now the honeymoon may be over, but the big mo continues and the way that we measure that is what's happening in terms of dollars. they're going to have 600 million dollars are going to touch a billion dollars in terms of big money that they will have the calendar works to their advantage where we're at and labor day is a tight race. she's not in a place. kamala harris where she can overcome racial and gender bias yet, but she has changed the race. and what we're looking at are likely voter polls in those swing states and the rfk exit is
11:45 pm
interesting because where it matters most is not in every state. you know, he pledges. look, i'm leaving and not going to be on the ballot in battleground states minute doesn't work that way. you're on the ballot. you're in there. but he has been removed from 2 key states, arizona and pennsylvania. that's important because arizona only has 11 electoral votes. but i think he sunbelt state and that affects what happened nearby in nevada. as you saw in the lead in piece today. so that means that arizona becomes ground ground 0 for trump moving forward as well as pennsylvania. but you add a pennsylvania, you add up arizona and you're at 30 electoral votes. that's a big number. how does she answer this, though, from critics, people who say you are in the white house right now as vp. >>democrats have had the white house for 12 the last 16 years. i know congress hasn't had you know that much power for all those years. and certainly the supreme court has been tilted in the gop is favored the the whole time.
11:46 pm
but that is one of the main issues for her. yes, yeah, it is. certainly one of the main issues for grant, but she can also talk about where the dow jones is that she can talk about the accomplishments of biden, but it's a little different here. and the sense this isn't barack obama 2008, it's not hillary clinton 2016 and breaking through the fractured or cracked glass ceiling. why there is people are doing something different there. putting a new face on what their leaders like moving forward goes back to that unity theme. this isn't someone who is multiracial and woman. this is someone who is a different type of leader, not allows them also to put some distance and passing the baton from joe biden, barack obama moving and they still have michelle obama out there. and as we saw last night, they have steph curry, the probably get lebron james and then they go back to the swifties in the beehive. that's a pretty compelling thing. it does require discipline by donald trump, which he's not has an exhibit yet, but it requires a strong message and your question and also includes talking about crime and immigration issues that the

>>kron 4 is your local election headquarters with less than 75 days until election day. new figures show california has actually seen an increase in registered republicans and a decrease in registered democrats over the last year. our capitol correspondent eytan wallace tells us what the state of means. >>well, lets be clear, even with these new voter registration numbers, california is still a heavily blue state. still, california's republican party chair believes the uptick in gop voters is a sign of what's to come this election. we felt great. that's the sentiment of california republican party chair jessica millan patterson after new voter registration numbers released by the state show between october 2023. in july of this year, california saw increase in registered republicans by nearly 200,000 voters. in that same time period, registered democrats saw a decrease of more than 112,000 voters in the no party preference label. also take

>>stocks surge after an announcement from fed chief powell. plus, the postal service confirms that mail deliveries to rural areas will slow as the agency cuts costs. here's david lazarus with money. smart. >>their stocks surge higher today after fed chief jerome powell came right out and said the magic words that wall street was waiting for. interest rate cuts are coming. here's what he said. the time
12:03 am
has come for policy to adjust. the direction of travel is clear and the timing and pace of rate cuts will depend incoming data. guessing game on wall street has now moved from. when will the fed start cutting rates to by how much and how often it looks like a rate cut next month is a lock. and now traders are wondering what about october? what about november? it looks like we'll see cuts there as well when interest rates go down. that means money becomes cheaper to borrow. that's expected to be good for busnesses because they can get more capital and a flurry of corporate spending is expected in the near future among individual stocks today, fast casual restaurant chain cava up 20% after the company reported better than expected quarterly earnings. and eyewear maker warby parker up 12% today after the company shares were upgraded by jmp securities. now let's look at the postal service. and as expected, things are getting pretty tough. the postal service is announcing that
12:04 am
deliveries to far-flung rural areas will slow down as part of cost-cutting moves according to postmaster general louis dejoy people who live within 50 miles of a large mail processing facility will probably see their mail delivered quicker. but anybody living farther away could see their mail delayed by as much as a day. you might not know this. but the postal service receives no taxpayer funds. it has to pay its own way. and in the age of digital communications, that's not so easy. will saturday deliveries persist. many analysts say probably not. fed chairman jerome powell indicates an interest rate cut is coming up around the corner. >>palin made the comments at the fed's annual retreat in jackson hole, wyoming, though he declined to provide exact timing on when the cuts could come. kron four's justine waldman and grant lotus south down with gary schlossberg, a global strategist at wells fargo to learn more.
12:05 am
>>i think a lot of people are thinking the same thing and it's one word. finally, the time has come. >>not quite yet. we have to wait on that september. all likelihood, september 18th. >>so how low do you think we can go with interest rates? >>well, we're expecting cuts amounting to about one to 3 quarters percentage points by the end of next year. a more likely by the middle of next year. the market is a little more aggressive on that. they're looking for cuts more than 2 percentage points, probably about who would quarter 2 and a half percentage points, you know, way a substantial decline in rates at then. >>so if you've been may be looking to buy a car new or used a home, do you wait until this happens? do you wait until there are a few rate cuts to the end of the year or do you just go for it and figure out the interest rate, maybe try to, you know, tweak that later on down the road.
12:06 am
>>well, if interest rates for the main driver and typically there are other considerations involved. but if interest rates, so the main driver of any borrowing decision might be wise to wait at that. we're still waiting for the federal reserve to make that first rate cut probably at the next meeting all likelihood on september 18th. we are looking for a follow through in early november and again in late december and a few more cuts during the early part of next year's. so the big declines clearly are still ahead of us. >>and wind to jerome powell say that now is the time. what indicators that they've been looking at to decide that this is the direction they should take the economy now. >>well, a couple of things. the fed is focused on inflation and the economy, particularly the labor markets. inflation has been coming down over the past several months. we did have public upward early this year, but they inflation rate has been coming off and more recently, there have been
12:07 am
growing signs of softening in labor market, not a collapse, but enough of a softening to just reinforce the fed to you. but those are at hand. >>we've heard the term soft landing a lot in the news, you know, with the inflation so high, china, you know, jack up the rates in and it's a balancing act and you have to land that plane. how is the economy and your estimation as a whole? do you see a recession as a likely scenario? unlikely scenario. >>we're keeping our fingers crossed. we continues to forecast a mild one moderate economic slowdown, avoiding a recession. we think that with rates moving lower inflation, moving lower, supporting household purchasing we think that hopefully will be enough along with the lack of real financial stress, at least the moment, should be enough to cushion the slowing that we expect to see during the balance of the year.
12:08 am
>>what can we do between now and whenever the fed decides to make this cut? what can we do to prepare for interest rates being cut down >>well, i think its sabers, you might want to lock in higher interest rate on a cd, example, if we know that the rate on savings and even shorter certificates of deposit are going to be moving lower. it might be wise if you have that money to walk in in savings to move into a longer maturity savings instrument. we also think that the stock market sure be supported, move. some areas of the market should actually do well over the next several months as interest rates move lower. and of course, the bond market benefits from interest rate declines as well. so investors may want to consider moving money into bonds into shorter-term securities out of
12:09 am
those cds in anticipation of lower interest rates. >>gary schlossberg, global strategist at wells fargo. appreciate your insights and expertise this afternoon. have a good night. >>we'll continue w i'll say what city hall insiders won't. we have a drug, homelessness, and economic recovery crisis, because the system that's supposed to fix things is the problem. record budgets. fewer officers. business killing bureaucracy. the insiders won't change a system built for their benefit.
