katie icu, fox two news at five starts now. >> tonight, a major winter storm slamming the bay area. heavy rain, gusty winds blowing through on this the last day of january from the north bay to the south bay. our team has spread out with a look at how different areas could see different impacts. good evening everyone. i'm mike mibach and i'm cristina rendon. >> the rain is coming down throughout much of the bay area. now we're going to get right to bill martin who's standing by. but first, this look at the golden gate bridge. things pretty wet out there already, huh, bill? yeah, it is really wet, and it's obviously right on the afternoon commute. >> christina. it's been kind of drizzling on and off all day. we started out with the wind gusts. we have some, you know, limbs down, trees down. the usual suspects, rainfall accumulations. it's a moving target right now, but the idea is we're looking at maybe over two inches of rain in that marin county watershed. and we're looking at about an inch of rain in most of the not most of the a

lot of the northern, northern part of the bay cities like richmond or santa rosa or rohnert park here is the current radar spinning, and you can see first thing you want to talk about. i was just talking to mark tamayo. he's just was just in here doing the for. but there's the back edge and that's a good thing. i mean, first of all, it's because it's right. it's going to turn into showers, scattered showers, not as persistent as what we're seeing now. what we're seeing now is a persistent rain rate on all bay area communities. and all all the counties. and definitely pooling on the roadways, water on the roadways. but rainfall accumulations have been manageable thus far. the winds have really been probably the biggest story, with wind gusts upwards of 50 miles an hour. i haven't done a deep dive yet, but i'm sure we're going to find more than that. we've got big surf along the coast, we've got a winter storm warning in the mountains, so this is a very strong storm. but like i said, we talked about last night too. there's a back edge here, which is really important for us to manage all this water. that's coming in. when i come back,

we'll get more specific. we'll look at all the forecast models, we'll go on. we'll get the five day going, the whole bit. i'll see you back here. >> all right, bill. thank you. well, the atmosphere river is here bringing with it the threat of flooding and wind damage, particularly in the north bay. >> ktvu tom vacar spent some time in sonoma and marin county. he's live tonight in the city of san rafael. all right, tom, what's the situation right now? there >> well, the situation is isn't raining quite as hard, but, you know, one of the problems here, of course, always is when you prepare for these things, you cannot be under prepared. and because of that, what folks are doing is they're trying to do everything they can not just to help the homeless people along the stream here, but to help everybody they can. when they need to actually help them here. here is that story in this atmospheric river event, the santa rosa fire department in sonoma county in general, say it's too much of a risk to be underprepared working with the national weather service. >> what they're predicting is obviously the 3 to 5in over the next 24 hours, and a lot of that, you know, up to five

inches could impact the city of santa rosa in sonoma county, santa rosa fire department has its own swiftwater rescue team throughout the county. >> there are three such teams and even though that seems like a lot, it's an awfully big county. >> those crews kind of met up this morning. um, checked all their gear, got their boats ready, and are ready to deploy at any time if needed. within the city or into some of the neighboring jurisdictions, if they were to need assistance from us. >> that means water rescues, be they raging ocean waves over swollen and fast running creeks. the russian river, or localized flooding. all scenarios while practiced and possible, if not probable, by mid-morning, sonoma county roads and highways were being pummeled by steady rains on northbound highway 101, hydroplaning led to a multi-car accident. fortunately no one was injured, and the cars can be repaired or replaced in guerneville, where schools were closed ten days ago when fife creek overflowed its banks, they were open on wednesday. the kashia school, a k through eight

school near the coast, and sunridge school in the twin union school district in sebastopol, were closed, but the biggest danger is in the wind. >> the more, um, problematic thing for us that we're kind of looking out for is we already have that moist soil, and with the predicted winds coming through, our biggest worry is a lot of those trees coming down in some of these neighborhoods, lines down, trees into houses, stuff like that. >> in marin, all of the above are also on the table on the menu. the road to drakes beach has been closed along with some other seaside locations in san rafael. the neighborhood less than a mile from downtown in heavy rains, this hillside turns into a virtual waterfall more than 100ft high, and it is sure to grow as more rain falls down. reporting live from san rafael, tom vacar, ktvu, fox two news. all right, tom, thank you. >> well, not just marin county, but san francisco taking a hit tonight to ktvu christien kafton

live in the city, christian. heaviest rain, would you say now? maybe earlier in the day. >> yeah. hey, mike. i'll tell you, rain has been coming down steadily here in the city since around 11 this morning. and while some say they really welcome the rain, others say it makes getting around town a challenge on san francisco's soaked streets, cyclists battled with cars and busses for space. sergio sosa says for 20 years this has been his main form of transportation and in the rain, he says, it can be downright treacherous. >> it's a little dangerous because the cars are you have to be more aware of it. they are not looking. the, uh, the side windows and it's a little bit slippery amid all the umbrellas around town. >> some had a different take and said no rain jacket, no problem. >> yeah, we do got some toughness. i'm not gonna lie. i feel like playing in like playing outside with no shirt on as a kid, really helps. >> honestly, man, you just gotta. you gotta have a toughness for it and just go out there and just, just, just walk.

>> all right, well, the weather is having a major impact on the roads today, and now we're learning within the last hour. there's police activity on a major freeway in san francisco. sal castaneda here with more. hi, sal. >> hello, christina and mike. you know, they are shutting down 280 at king street. they're shutting it down at mariposa and at sixth street. police activity happened on the onramp there at mariposa. they just took someone to the hospital and it is actually a rather large scene on. you cannot get on to it. you don't even bother going down to south of market st. obviously this is going to put some effect on 80 westbound. it's already really slow crossing the bridge. that's going to have an impact. so san francisco is a mess. it already was. and now we have this police activity. caltrans is doing a hard closure. they think it's going to be there for a while. just word to the wise. if you are looking at some of these other drives home today, it is not going to be pretty drive 880 and 580 and highway 24. unfortunately has an issue eastbound 24 heading out to

sweat into next week. ktvu south bay reporter jesse gary continues our team coverage live at the summit on highway 17. jesse, how are conditions out there right now? >> well, not pleasant. christina oh, our light came back on. that's a positive. uh, it has gotten colder over the past hour. the rainfall has continued, maybe a little bit heavier. highway 17 behind me. southbound headed towards santa cruz. the roadway is slick. it's wet. the ponding of water on the side of the roadway continues, and the wind. officials say well, gusts up to 70mph by tonight. >> we're still expecting a significant event. event with widespread impacts monday afternoon, santa cruz county officials activating their emergency operations center ahead of the mostrillionecent winter storm. >> uc santa cruz officials also taking action as conditions

worsened. >> my classes were canceled today on campus because of the predicted. weather. >> nia reiman and other students did a day of virtual learning and an hour of gazing at monterey bay ahead of the storm. by lunchtime, strong winds were blowing ocean waves along the coast near west cliff drive. it just looks so different than it normally does. >> the waves are darker and more intense, and it's just a cool thing to watch. >> the coolness of the storm belies the danger it possesses. santa cruz county officials opening two shelters in santa cruz and watsonville for some of the roughly 1800 unhoused residents here, spokesman jason hoppin says while rainfall totals are trending down, even strong winds will likely cause the most damage. >> the winds are probably going to be as much of a factor as the rain. we're going to get gusts up to 70 miles an hour even more in some of the higher elevations, with the ground already saturated, that's going to take down trees. trees are going to take down power lines

and communication lines. so we're going to see outages. i would expect travel is going to be difficult into the evening. >> pga managers have pre-positioned equipment and personnel to respond more quickly to possible outages. right now, officials say there are 127 outages in the four county area of the south bay. that's santa clara, santa cruz, monterey and san benito counties. 127 outages as of now. but of course, that number could go up or down. residents living in flood prone areas are urged to prepare for the worst. and we'll end with this. officials say if you don't have to drive tonight and in through the overnight hours into tomorrow morning, please don't please stay off the roads. we're live on the summit of highway 17. jesse gary, ktvu, fox two news christina will head back to you up in oakland. >> all right, jesse, thank you for that. now that the storm is hitting law enforcement agencies did what they could to really prepare for this one. santa rosa fire posting this video today on social media on x saying it was actually boosting its staffing

for the storm right now, a swift water rescue boat team is on standby, ready to respond to any rescues in santa rosa. and really across sonoma county. santa clara county fire really doing the same as well. they up staff with two additional type six engines with two firefighters per unit. as you can see here, they're already got to work this morning when firefighters responded to a tree down onto a car and power lines. this was in saratoga and santa cruz county. also sent out an alert to residents. the storm's arrival comes less than two weeks after an atmospheric river of storms. swept through the county and dumped more than five inches of rain. those storms caused an estimated $4 million in damage to santa cruz, capitola and low lying regions in rio del mar and sea cliff. officials are also looking out for possible flooding tonight. the last storm caused the san lorenzo river and other rivers and creeks to rise quickly and crest just shy of flood stage. >> california's largest reservoir is on its way to hit significant water capacity milestone for the first time in seven years, water levels at

lake shasta have been rising steadily over the past ten days, and newsweek reports if the lake rises by another 39ft, it will reach capacity. officials say dam gates have already been raised to prevent any spillover. the atmosphere river that hit california today is expected to rise those levels at shasta. >> alrighty, it is raining out there. the heaviest rain yet to come in the next few hours. that's when the rain. rachel increase and those rainfall accumulations will come up. so far an inch to two inches in the heaviest spots. these are some of the numbers. let's see. it should pop in here. there you go. santa rosa is an inch, which is light. napa is at a half inch. those numbers will come up a good half inch here in the next couple of hours. redwood city should come up a good half inch. so far concord just 800. so it's been pretty light over there. but as you look at the setup we've got wind gusts. the winds. most of the problems we've seen thus far are winds. obviously i've seen some trees down, especially in the north bay. um, 61 mile an hour gusts on diablo mount tam, 42 miles an hour. oakland airport 45. so it's pretty windy out there for sure. and the sustained winds

are pretty brisk. the flood watch remains in effect for the entire bay area, and it's going to stay in effect for a while because as this front glides through in the next three hours or so, we're going to see the heaviest rain, and then we're going to see scattered showers behind that. and the wind advisory as we mentioned here, there's a wind warning along the coast. we don't see those a lot. we do see wind advisories not often, but we see them wind warning. we'll see that many of those that wind gusts up over 60 miles an hour, right along the coast, south facing hillsides, are going to get hit pretty good. and then here's the current radar. and you can see the heaviest rainfall now moving into the area. those are ball areas up here. these represent damage. this was a power pool down again looks like a wind damage event. very light rain though in comparison to what we would expect. large branch down in roadway. so lots of wind issues. we're going to see these issues start to increase here as this system kind of works its way slowly across the bay area, the bay region. so that's right. now when i come back we'll we'll

time out that model. we'll look at the five day and get you going with tomorrow. more showers definitely coming as we go into tonight. >> all right. see you in a bit, bill. thank you governor newsom promising to speed up several projects to remove or work around dams that have blocked salmon from returning to the waters where they were hatched. >> we're talking about restoration. we're talking about partnership. we're talking about restoring old salmon runs. we're talking about restoring cultures and economies. we're talking about restoring trust, art and communities and connecting us back to our proud past. the governor went to visit an area right near eureka that was previously known for having millions of salmon in its rivers and streams. >> last year, the salmon population was so low, state officials canceled the commercial fishing season. the leader of a local tribe says the return of salmon would be a major indicator of the overall health of the region. salmon are a keystone species to the environment, to the ecosystem that connects the ocean to the river and to the high country.

jobs to save $1 billion in costs. ups says it will eliminate management positions and contractors. the company generated $91 billion in overall revenue last year, which was a decrease of more than 9. some economists say the cuts will not hit the economy hard in georgia, where ups is based at. >> there's certainly is a possibility that this is the first of a set of dominoes, as the us is now in a sort of a soft landing position. so we've missed the recession. now. now, other economists disagree, saying the layoffs could signal a slowing of the economy. >> ups says it will provide severance packages and outplacement assistance to affected employees. >> ebay has agreed to pay a $59 million settlement for violating the federal controlled substances act. the company will now tighten security when selling certain drug

manufacturing equipment. but ebay was accused of failing to comply with record keeping and reporting requirements, including verification of purchasers identities, to the us drug enforcement administration for the devices. the doj says industry pill presses and encapsulating machines are some of the items sold through ebay, and those can produce counterfeit pills that are indistinguishable from prescription drugs and are sometimes laced with fentanyl. the settlement amount is one of the largest ever civil penalties paid under the statute's civil enforcement provisions. wall mart is looking to expand its footprint to reach even more customers. the company announced today that it's looking to build 150 more modernized stores over the next five years. the plan includes for some smaller stores to expand into larger ones, and it marks the first time wal mart has opened a new store since november of 2021. the new stores will be a mix of walmart super centers that employ about 300 people, and neighborhood markets that employ up to 95. >> all right, the countdown to

super bowl 58 is underway. las vegas gearing up for the game featuring those san francisco 49 ers and the kansas city chiefs everywhere from the strip to allegiant stadium. even harry reid international airport making sure it's ready for an influx of fans before the big game. fox's kim passoth has the story. reporter the teams are set and the stage is being set to for the entire stretch of las vegas boulevard in front of the bellagio fountains. >> now, in the process of being transformed into a television set for super bowl broadcasting, every pedestrian bridge over the strip is also getting a new look and giant decals added to the plexiglass. the pillar of this bridge wrapped in nfl logos with a gigantic slot machine, lever and goalpost, added signs of the super bowl are now everywhere on this strip, including these giant roman numerals and a great photo op right in front of caesars palace. all along the strip, there's a lot of traffic as cones block lanes and set up and construction continues at

the sphere. a welcoming message for the super bowl teams on the exosphere screen at allegiant. the parking lot has been transformed into a tent town security stationed around the stadium around the clock, the bridge from the strip and mandalay bay to the stadium. that thousands of fans cross. every raiders home game is now closed. harry reid international also getting ready for the super rush of the super bowl, communicating with airports in past super bowl host cities to prepare, they are putting a special emphasis on the monday after the big game as visitors are looking to fly home. >> this tsa is going to have extended hours at the checkpoints. some of the concession options are going to stay open later or open earlier to accommodate those passengers coming through. really just making sure that people are able to get here and flow through to the gate as quickly as they can. >> kim passoth, fox news. >> during the past few years, there's been a rise in commercials for sports betting

during the super bowl, but this year, the nfl is limiting the number of those kinds of commercials during the game. >> being mindful about the tenor volume and saturation of sports betting advertising and the degree to which you're integrating that into the live game. nfl leaders say limiting sports betting ads during the super bowl is part of an effort to encourage fans to engage in only responsible betting practices, as sports gambling gets more popular, the league stressed players, team personnel and nfl employees have been barred from betting on nfl games . >> i think that there's a pretty comfortable appreciation for las vegas, and i think that the rules associated with gambling, um, have been made clear to, uh, to the players, the coaches, the league, the club personnel, everybody else. so much so that that they should be, um, that they, that they should be prepared. >> the 49ers and chiefs have been banned from gambling altogether before the super bowl. the players are not

allowed to visit casinos even if they're not gambling. a big winter storm hitting the bay area right now, and many fire agencies actually beefed up their staffing for tonight. >> we are live with firefighters, prepped and ready to go. >> san francisco's homeless tally has come in, and it's going to have implications on the upcoming mayoral race. how homeless advocates say it's still hard to determine where the tally is officially at. >> and president biden set to visit the eastern ohio community that was devastated by a train derailment one year ago. how some residents are reacting now after the president's absence, a

confirming to ktvu a shooting involving one or more of its officers happened in that area. no further details are available at this hour, but the scene is unfolding on the southbound lanes of 280 near mariposa. we do have a crew on the way to the scene and we'll bring you updates as soon as we get them, all right. >> that shooting investigation has triggered some closures. let's get back to sal. 280 is a mess. and then on top of that, you get all the rain out there. >> yeah. mike if you're in san francisco, i would not go down to 280 in the south of market area because sixth street, king street and mariposa street are all closed. you can't get onto the freeway. the first report we had of this was at about 440. this afternoon, when chp and sfpd were doing police activity there. uh, as someone now has been taken to the hospital, but one of the things we do know is that the scene is not accessible

to your car. you have to get on 101 instead to head out of the city, or perhaps use third street. you cannot get on the freeway right now on 280. that's actually putting extra pressure on all the south of market streets, even if you're not going, let's say you're trying to get to the bay bridge. it's going to have an effect on you anyway because it's a mess down there in south of market. let's talk about some of these other commutes. it's very slow, but we haven't had yet. and we might have later. we haven't had a lot of trees down or a lot of flooding yet, or just waiting for that. it hasn't happened. so these commutes are even though they are wet, they're okay, relatively okay. it just started raining a little while ago. but as we continue it might get worse. so just be a word to the wise. i also checked in with public transportation. no major delays there. now let's go back to the desk. >> sal. thank you. in preparation for this atmospheric river, california's office of emergency services is mobilizing crews around the state. >> now, the idea is to really pre-position fire engines and strike teams so that they're ready to respond. ktvu is an reuben live tonight at station eight in the city of fremont.

and yeah, well, these are extra resources here for extra safety. >> and as the weather gets worse, these crews will be keeping a close eye on the hills and canyons nearby as the storm rolls in. this strike team at fremont fire is staged and ready to roll out. it's part of a statewide coordinated response through the office of emergency services. >> it's a good a good thing for us to get ahead of this, right? so instead of being reactionary, we're progressive and we're setting up beforehand so that when the calls for service do come in, we're not overwhelmed. we can have the resources in place to mitigate the problems in alameda county. >> those extra resources include five engines, a hand crew, a bulldozer, and extra dispatchers . they're operated by the state for the duration of the storm, taking the pressure off local jurisdictions. their sole job is to monitor and respond to storm damage. >> so we're looking for, you know, downed trees affecting power lines. uh, you know, the potential for debris flow or, you know, small, isolated landslides, things of that nature.

>> this kind of state oes storm response doesn't happen often. maybe a couple of times a winter in the past, crews have dealt with plenty of swift water, mudslides and rescues as neighboring counties are part of the state response, too. and while most crews will handle emergencies close to home, they'll travel if needed. >> we are essentially a state resource right now. we can move to another operational area if they're being impacted and everything is okay here. >> this oes deployment is set to last until 8 a.m. on friday morning. however, it can be extended if things get really, really bad. mike. christina. any big issues so far tonight and that you've heard at least coming out of fremont? >> there. so far, no. >> and honestly, it's not raining that hard here yet. so you know, they're in standby mode just waiting to see what's coming. there you go. >> and reuben live tonight there outside station eight in fremont. and thank you. >> and we'll have continuing coverage of the storm throughout

we got rain out there. now it's going to pick up tonight in the next couple of hours. and when it does the rainfall rates will increase. the winds will increase right now we've got wind gusts on diablo 61. i think they're going to get up closer to 6870 miles an hour. as we get into the back edge of this front, where the looks like there's stronger dynamics back there, the flood watch stays in effect for the entire bay area. that can easily turn into a flood advisory as we go into the next few hours. as the rainfall starts to pile up. right now, it's been pretty light. i mean, we've seen anywhere from an inch to an inch and a half to two inches in the marin county watershed, said. i am starting to pick out some problems up north, so see how they're a little closer to the back edge up there. but if you go in here like some of this stuff, rockslide, garberville, debris flow 101 highway 101. this is a highway one closure due to a rockslide at laytonville out by redding. we've got debris flow in weaverville. so that those areas closer to the front are getting higher. rainfall rates, and that's going to cause when the problems start to tilt. so there it is. it's raining hard on the golden gate bridge now, so some of the heavier rain

starting to move in. well, again, we could see anywhere from 2 to 3in of rain in some bay area cities, and maybe even more 4 or 5in of rain in the in the marin headlands and places like that. so we'll keep an eye on it for you. but in the meantime, here's the back edge. but what happens with these storms if we get in close, you can probably see it here. well, you can't see it. i went behind it, but there's a lot of, um, almost looks convective at that point where it is not convective, but you're seeing a lot of bubbling in the clouds. that indicates some cumulus cumulus clouds, some towering cumulus clouds, which could prevent could produce thunderstorms, quite frankly. um, we'll see. we'll keep an eye on it over the next couple of hours. we'll be here and watching it. here it is at about 5:00 tonight. we're going to see those showers start to move off by the morning hours, which is nice. so we get that break behind the weather system. so i just kind of fast forwarded through what's happening now. take you to tomorrow morning. this is how tomorrow morning looks. that's how tomorrow afternoon looks. and then friday does kind of the same thing. scattered showers partly cloudy, partly sunny, but but relatively
