deep breath nails the post again and then on the header. yep that's a premier league record for posters. uh, against chelsea . uh, however, liverpool still won the game 4 to 1 despite those. like i said earlier, it could have been eight one. >> it could have been chelsea there. >> he could have had four goals, but still he made the highlights. >> all right jason thank you. all righty. next at 11 we see localized flooding in a lot of areas of the storm. >> drains aren't kept clear. rain and strong winds slamming the bay area tonight as an atmospheric river sweeps into northern california. >> the 11:00 news on ktvu fox two starts now down trees and flooding reported across the bay area this evening. hello again.m cristina rendon and i'm mike mibach. >> tonight we are getting word of a water rescue in the north bay as heavy rain continues to push through the region, we begin our coverage with chief meteorologist bill martin. bill,

you're saying the south bay is still getting hit hard? >> yeah, they are right now we're looking at san francisco. the rain is down. died down to a drizzle or a sprinkle in many cases, the heavy stuff has moved through even the north bay. most of the heavy stuff has moved through. but that flood watch remains in effect for the entire bay area, and we did have flood advisories that were upgraded in sonoma, napa, napa, sonoma, marin. they have been dropped. we do have flood advisories, newly issued, though obviously for san francisco, santa clara, san mateo county, santa cruz county. and so that's again indicative of the fact that this thing has moved south. and you can kind of see the heavy stuff. there's the back edge and you love seeing the back edge on these things because you saw what the high rainfall rates did. right? they did. they did stuff like this. i mean, we had flooding in the milpitas roadway of, you know, state route two, 37 east. we had new reports of flooding and trees, limbs down, things like that. and that's just what is being picked up by

the observers, which there's very few of those. but about your backyard could have stuff. so just be very careful driving around tomorrow morning. the system is winding down. i say that cautiously because i think it's going to hang up in the santa cruz mountains for a little longer. we've hit a tipping point down there. that's why the flood advisories are going up and down. we will see more standing water on the roadways tomorrow morning, but after tomorrow, after late tonight, after the next 2 or 3 hours, it'll be winding down to just scattered showers throughout the day. tomorrow. sun might come out a little bit too. probably will come out a little bit. so the creeks the rivers. if you're worried about the russian river, the napa river, whatever they're all going to, they're all going to pulse back down. that's at least the plan. that's the beauty of not having something sitting right here coming on shore tomorrow. so it looks like we're in pretty good shape in terms of the break. but right now it's kind of about santa cruz mountains, big sur and into santa barbara and southern california. >> bill, thank you. tonight, san francisco does remain under a flood advisory. >> heavy rain pouring into the city really throughout the day,

creating some problems. ktvu is amber lee has the story mission district is one of the low lying areas in san francisco prone to flooding. >> the right spot cafe at the corner of folsom and 17th streets, has sandbags at the ready. that was my concern. walking up to the intersection, i thought, is it starting to flood yet? >> or have they taken care of that? >> city officials say they have taken care of business crews with sfpuc have put up what's described as flood barriers and made sure the storm drains are clear. public works crews are keeping a close eye on the winds . >> the wind can cause some problems, especially if the rains are coming down and the ground gets saturated. if you're out driving or you're out bicycling, be careful. >> it was pretty quiet along the waterfront. few people were out. >> it's really breezy. it's way wetter than we're used to. i dropped my kids off at school this morning. they said said the staff there said, be careful out there today. it's dangerous. >> we found people trying to stay dry while waiting anxiously

for a ride. after getting off work. >> it's really coming down hard and everyone's worried about commuting. so yeah, heading out early to make it home. >> back at the right spot cafe, a worker says previous storms have caused damage to the business, forcing it to close for days. patrons hope that won't be the case this time. >> i know we need the rain, but but trekking it across the city in the rain is no picnic and getting on a bus is not fun. >> it's raining. that's a good thing. i have. no. i lived in oregon for 13 months. it rained nine of them. so this is nothing? yeah. >> city officials are urging people to call 311 when the problem is minor or an inconvenience. and only call 911 when it's a dangerous or life threatening situation. in san francisco. amber lee ktvu, fox two news. >> all right. just into the ktvu newsroom, a water rescue in sonoma county, the sonoma county fire district says it successfully rescued a person from their car after it was

taken on water. the driver was unable to get out on their own. this happened tonight on mark west station road near star road. you can see from the video that water rushing there across the roadway and really much of the north bay has been getting hammered, especially earlier in the evening. ktvu jana katsuyama reports from marin county, where officials are monitoring flooding and possible power outages. >> steady rain all day and into the night brought some big problems for local businesses in marin. >> in downtown fairfax, the storm caused a brief power outage for more than 1500 pg and e customers. >> totally black all of a sudden, as sorella cafe, the owner, said the outage happened right around 6 p.m. during the dinner rush. we were in the middle of serving tables with about three quarters full. you know, and all of a sudden the lights are out and the kitchen is down. you know, we have to look for candles down the block, a pizza restaurant also went pitch black. >> i had a couple of tables and

then i had a few pizzas in the oven working. so that was interesting. we got our little flashlights out. try to look in there at ghirardelli pizza. >> the owner, alex, said they were able to finish cooking the pizza delivery orders by flashlight and pulled out rechargeable lanterns. glad that pg and e was able to restore power within a half hour. paul rain had some people putting up flood barriers and sandbags in front of businesses. traffic was slow going along streets and highways throughout the north bay, and tree companies got some emergency calls in kentfield. one homeowner got a shock when they saw a loose limb hanging over their garage near a high voltage line. >> and we're always worried about them coming down, so we watch them all the time. and so this was a surprise. >> well, it was pouring rain and we thought, it's going to be tough to get an arborist here, an arborist with a small world tree company rushed out on an emergency call to remove it before it fell. >> the winter storms this week, keeping them on call. >> i really know this potentially could be a bad one

because the ground is so saturated and so we're expecting some moderate to strong winds. so it normally is a problem in san anselmo, sandbags were stacked up next to some businesses doors. >> and many people are just hoping that they can make it through this week of storms without any damage in san anselmo, gianna, katsuyama, ktvu, fox two news, and a number of bay area communities are opening emergency shelters so people can get out of the rain. >> the caritas center on sixth street in santa rosa will be open until friday in san rafael, people can take shelter at marin health and wellness there on koerner boulevard tonight and in oakland, the jack london square aquatic center on madero and the east oakland sports center on eads avenue are open this evening, as well as the roosevelt community center in san jose on santa clara street. >> jane controls are in effect tonight for parts of interstate 80. this is a live look right now up at donner summit. some fresh snow on the ground covering the roadways. tonight, officials are urging drivers just to take it slow and really

avoid roadways. if at all possible, and to stay on top of the weather. download the free ktvu weather app. it has an hourly forecast and live interactive radar. new at 11. >> two people are in custody in san mateo suspected of an attempted jewelry store theft. police received a911 call from a store on east third street, saying a man inside matched the description of a known jewelry store thief. now they say the man ran to a waiting volvo and then drove off. officers pulled that volvo over on highway 101. they say they arrested randolph riker for multiple crimes, including burglary. and autumn yates was arrested for possession of stolen property. >> all right, we have new details now. this hour on the officer involved shooting that took place on interstate 280 in san francisco, causing the freeway to close for hours. ktvu. joey horta joining us live from our newsroom with the details. he just learned. joey. yeah. >> christina. we just heard back from chp. they tell me now, this whole thing started when they got a call about a pedestrian on the freeway. and when the officer arrived, that officer got into a struggle with the

suspect. that's when chp says the officer opened fire and shot the suspect. the shooting happened on 280 south near 20th street in san francisco. so just after 430 this afternoon, right before rush hour, all lanes are back open. now, after being shut down for more than four hours, there. we're now learning officers found a knife at the scene, which they believe belongs to the suspect. chp says the suspect was rushed to the hospital for treatment and is expected to survive. now, neither the suspect nor the officer has been identified. we are told this is an ongoing investigation. christina. joey thank you for that update. >> much more tonight on the storm passing through northern california. the rain causing concern for overflow at the state's dams. later tonight, new video of officials trying to prevent mass flooding. >> a new proposal could raise bridge tolls yet again. the double digit price it could cost you to cross one of the world's most recognizable bridges. >> west coast rap is up first,

5:00 tonight. officials say some of the victims were on a hoist or other elevated platform at the time the structure fell and a crane also collapsed in the incident. authorities don't yet know what caused the collapse tonight. >> we now know that dozens of arizona national guard members are among the injured following that deadly drone attack in jordan. the pentagon is attributing the attack to the islamic resistance in iraq, which it says is an umbrella group of iran backed militias. the white house and the pentagon say they hold iran response able and have signaled that they are preparing for retaliatory strikes in the middle east. iran threatened today to decisively respond to any u.s. attack in the coming days. >> in nevada, the culinary union has reached a tentative contract agreement for workers at the plaza hotel in las vegas, two days ahead of a strike deadline. the union says it struck a five year deal with the property, which will cover about 250 hospitality workers. the announcement came just hours after the union announced a tentative deal for around 1000 workers at treasure island hotel

flooding, as some residents started heading off to stores like target, saying they're trying to stock up and be prepared for whatever the storm might bring. >> i just want to make sure i had some food for my dinner tonight and, uh, going to run by the gas station and fill up with some gas, make sure i got a full gas tank, atmospheric pressure. >> uh, probably. that's a heavy rain that that's expected to be so it's good to like, if you have children and all. like, it's good to have your prep up for a few of the groceries. >> officials from santa clara valley water say crews have already been clearing out the storm drains. some as early as last summer. they say this is an effort to prevent massive flooding, like what we saw last winter. >> right now, during during the winter months, when we see storms and things like that, we make sure that we get out into our creeks and we're cleaning up debris and anything that may cause a blockage in the creeks as well. >> matt keller also said another atmospheric river could sweep right through the bay area as early as next month, and that people should start getting ready now to minimize the damage from the winter weather. chp

warning drivers to reduce their speed when it's raining out. they posted this video of an officer using the vehicle to clear an accident. this was on interstate 280 right near 92, in redwood city this afternoon. fortunately, they say nobody was hurt. >> state water managers began releasing water from the oroville dam as the storm moved in. the state posted this view of the release from the dam's main spillway. they say it will help provide flood protection to downstream communities along the feather river. lake oroville is currently at 76% capacity. this is the spillway that was rebuilt after it collapsed back in 2017, forcing the evacuation of nearly 200,000 people. chief meteorologist bill martin back now with us tracking tonight's powerful storm, i watched him build that dam. >> christina. >> wow. that's incredible. >> and build that that spillway. the first one that failed back in the 60s. okay so as you look at the outside in the north bay, we're clearing out. we're drying up. that's where the heavy rain was. here's san francisco, you see the fog starting to come in or not? low clouds developing

because of the higher dew points because of the rain. that's fallen and the cooler air. so what we're heading for now is showers, mainly impacting the south bay. this is flood watches for everybody and it lasts through tomorrow. the flood advisory which is now in santa clara, has been dropped in san francisco. the flood advisory is still in oakland. anywhere in green okay. so and those will get the ones in santa clara will get dropped pretty soon. santa cruz will take a little longer here is the current. the current radar. and these just popped in again. these are this is what's real time happening. so let's just grab this guy i haven't read this one. flood flood in a freedom. it's the closest city roadway flooding. so this is all happening in the last few minutes or so. roadway flooding. and this is down in salinas. and then we'll check one more just because sometimes some of this stuff pops up, it's crazy. so yeah, there's some trees down, tree down, roadway blocked paradise road. it's just and again these are spots that are being monitored. imagine and there's only a few people

monitoring it quite frankly. and so when you get a system like this that's pushing through the south bay and you have the potential really for some a nasty commuting tonight and tomorrow morning because there's going to be trees down and what have you as this core of the storm rides south and it's still raining hard here. i mean that flood advisory is warranted. they could easily get into a flood warning there if that thing stalls out on by 7 a.m. certainly that's tomorrow morning. tomorrow afternoon. so what i'm showing here as we go through the next couple of days is just opened up. widely scattered showers, not well organized and not a really a big concern in terms of okay, is it flooding going to continue or is there going to be more, you know, nasty weather there. there could be there might be maybe a thunder shower or something wrapped in there. but overall, the areal distribution of rainfall is happening and has happened today and is happening now south of us is that system. i think the big story really is going to be santa cruz mountains tomorrow morning, as it was the north bay this afternoon. there's the five day forecast. i'm glad everybody's home in bed and safe and not driving around tomorrow morning. when you do

state officials canceled the commercial fishing season. the leader of a local tribe says the return of salmon will be a major indicator of the overall health of the region. >> salmon are a keystone species to the environment, to the ecosystem that connects the ocean to the river and to the high country. not too, myers adds. >> the return of salmon to the rivers contributes to the economy, economic and psychological health of tribes and native people have lived on that land for centuries. meantime, farmers are criticizing the governor, arguing that he's putting fish over their needs to farm the food that makes california the top agriculture state in the country. >> new at 11, the fremont union high school district will be changing the way it chooses trustees in time for their november election. the district will be switching from at large elections to electing area based board members. this affects families in cupertino, sunnyvale, saratoga and santa clara. the district will use

census data to break up into five balanced areas that will then be represented by an elected trustee. voters in antioch will decide whether to pass a $195 million bond measure for city schools on the march 5th primary ballot. the school district says the money would be used for improvements, including campus safety and security technology, classrooms and electrical and plumbing improvements. the average property owner would pay about $130 more a year. >> a viral social media post from sesame street's elmo is prompting serious conversations about the importance of mental health. elmo posted this question on x on monday, saying elmo is just checking in. how's everybody doing? tens of thousands of people responded, giving honest answers such as elmo, we've been better, and elmo, we are tired. we spoke with doctor pam oren, a clinical psychologist with kaiser permanente, about what might be contributing to this widespread feeling of dread. >> i think a lot of people aren't finding meaning in their lives. they're not finding meaning. they're not finding
