recent storm. >> our chief meteorologist, bill martin, is here now. and bill, we're getting a much needed break from all that rain. we are. >> yeah. and in the last couple of days, julie, as you know, have just been hammering not just the rain but the wind as well. and the wind knocking over many countless trees and branches and causing just problems everywhere. and you get a night like tonight, which is so, so different than last night at this time when the storm and the winds were actually peaking. we had wind gusts last night. they were upwards of 100 miles an hour on some of the ridgelines. beautiful shot outside. they're still scattered showers in the area and you can kind of see just out towards where are we here? antioch area. that's an area of activity and there's a chance for a little bit more as we head into tonight and tomorrow, but tomorrow is going to be a pretty darn nice day. and even wednesday there's a chance of a sprinkle or shower. but that's going to be not a big deal either. or shouldn't be, but the story really right now is these guys down here in southern california. so the atmospheric river was over us, and then it shifted south. the low came in, we got the win. well the southern portion of the
6:01 pm
atmospheric river is now more focused dead on cape mendez or a pardon me, um, point point conception in southern california down to the mexican border there, the baja border. so you basically have really heavy rain in the zone. and they're going to have problems. they had flood warnings today. they're going to see flood warnings tonight. and the new focus, it was here in downtown la for much of the morning when they had the flood warning. now it's focusing down here in the next 36 hours. san diego is going to get bombarded with potentially 3 to 6in of rain, which as you know, is a lot of rain for them. so that was a big storm last night. you bet. so if you haven't lived in the bay area long and you wonder what a big storm feels like, that's what a big storm feels like. they can be bigger, but i think they don't get much bigger. i'll see you back here in a few minutes for the full forecast, and we'll talk about that rain chance there is a rain chance for tomorrow. not a big deal. i think wednesday there's a better chance. still not a big deal. but we'll look at the models, see how that works it out.
6:02 pm
>> all right. see you in a bit bill. thank you. well pg and e is working to restore electricity to homes, schools and businesses that lost power due to the wind and rain. this pg and e outage map shows the problem area stretching from eureka all the way down to santa barbara county. we just checked right now and here in the bay area, 130,000 homes and businesses are still without electricity. tonight but the largest number of those outages in the north bay, where power is out to more than 51,000 customers earlier today on the four, we spoke with pg and e spokesman jeff smith about the areas they're focusing on tonight. >> according to our records, this is the third biggest storm in pg and e territory in history. so single single day storm, i should say. right? in other words, you know, kind of 24 hour period. so so, um, you know, that was um, you know, there were some really, really heavy winds we anticipated heavy winds, but certainly there was a really high volume of outages and our, you know, we were prepared to deal with outages and get our crews out there to safely restore our customers. but certainly there is quite a high volume with this particular storm. >> pg. and e cautions, if you do come across a downed power line,
6:03 pm
stay away from it and call pg and e. right away. and a quick reminder right now that you can always stay prepared for any storm with the ktvu weather app. it has current conditions, a live interactive radar, and it breaks down the forecast hour by hour. and it's a free download. >> one man was found dead after a tree came down on to his home in the santa cruz mountains, and as ktvu jesse gary reports, a second person narrowly missed the same fate cleared o doctor juco holidays harrowing brush with death caught on dash cam. >> the ben lomond psychologist had just cleared a tree and was recording a video showing her progress when another large tree came down. i think it's a time where all of the work on nervous system regulation comes in handy, so i just saw what happened and in the video you hear me say, wow, that was exciting. >> um, so i was relatively calm. >> holiday escaped injury, but a
6:04 pm
boulder creek man wasn't as fortunate. sunday 45 year old robert brainard, the third, was killed when gusty winds toppled a large tree onto his property. a car in the driveway was also damaged. the santa cruz county medical examiner says his death was accidental and that more details would be provided at a later time. santa cruz county officials say there are at least 30 road closures and power outages spread across this county. of 267,000 residents, all due to falling trees and tree limbs that were blown down and around from winds gusting to 70mph. it's pretty much a mess everywhere in the county. >> these high winds brought down branches and trees. yeah, pretty much in every neighborhood of santa cruz county, we have power outages throughout the mountains. still we have crews out trying to get our road network back in shape as soon as possible. reporter. >> in addition to secondary roads, major arteries of traffic are also impacted. chp officials say rain earlier in the day monday contributed to three accidents within a two mile stretch of southbound highway

17, one of the vehicles ended up on its roof. as for holiday late monday, she resumed the clearing work on her property and says this scare is the latest in a string of mother nature spawned near death experiences. and if i had been four feet closer, it would have come through my windshield. >> today i'm i'm immersed in gratitude and humility. i lost my home in the icu lightning complex fire, so it's not my first brush with danger. um, this is still my home. i it's irrational, but i wouldn't live anywhere else. >> while many people in northern california would agree with the doctor, officials say it's still a good idea. after a heavy rain, to keep your eyes on the trees around your home and your property because the soil is saturated, those trees can still come down in santa cruz. jesse gary, ktvu, fox two news the san francisco half marathon scheduled for yesterday morning was canceled due to the harsh weather conditions, but people who prepared to run that race
6:06 pm
say they didn't get notified about the cancellation until just 30 minutes before it was supposed to begin. >> new at six tonight ktvu is crystal bailey joins us live from ocean beach. she spoke with some of the runners who say they're frustrated with race organizers. crystal >> well, julie, the race was supposed to start right here from ocean beach. even one of our reporters, james torres, was scheduled to run and intended to run. after some weeks of training. but some people that i spoke with say the race wasn't handled well and they have yet to learn if they'll receive a refund for the race. they did not run. runners ready to race despite a wet and windy morning on sunday, it was go time for the annual san francisco half marathon when we thought, okay, this is going to be really difficult with the wind and the rain unprotected, but we're still excited to do it. >> i had kind of already accepted the fact that it was going to suck until it was canceled. >> just 30 minutes before the start time. >> i had already woken up and a and like gotten ready and i was
6:07 pm
ready to go to the race. >> lisa marinaro spent 12 weeks training, and after recovering from a health condition that limited her ability to exercise, this race meant a lot to her. this race felt like a really big milestone for me, ronald abel says. he traveled from salt lake city for the race and spent money on hotels and flights, so he chose to run anyway, along with dozens of other runners. >> they were so, like, determined to do it. >> according to registered runners, the cost of the half marathon varied from close to $100 to about $130, depending on when you registered the ten k and five k races cost less. organizers told runners they will send a medal and a t shirt to participants in the coming weeks. >> a lot of us thought we don't want a medal for a race that we didn't get to compete in, so i do hope that they reschedule it, or at least give us enrollment to defer for next year as well. w the organizers also offered a virtual race, and they asked members to self report their results. >> but that was less appealing for many members. and i actually speaking with or looking at
6:08 pm
social media, it looks like the organization did have an idea that the weather conditions were going to be harsh. they had modified the race a little bit before the race, but they but people did not hear from the organizers until the morning of the race that this cancellation was happening, and they have not heard from organizers since. we also reached out to the organization and did not hear back in time for this report. i'm live in san francisco. crystal bailey, ktvu, fox two news. >> all right, crystal, thank you for that. >> san francisco city leaders plan to extend the ban on street vending in the mission by six months. mayor london breed and supervisor hillary ronen making that announcement just today, the city imposed a 90 day moratorium in november. since then, the city says it's seen a 30% decrease in assaults and robberies on mission street, as well as a 23% decrease in requests for street cleaning. >> ballots for the. march primary headed to your mailboxes . what an elections official wants you to know.

to receive those ballots in the mail this week. as ktvu political reporter greg lee tells us, county election officials are taking steps to ensure a smooth and secure process. >> the voting booths are up and running at the contra costa county elections office, as early voting sites open around the state ahead of the march 5th primary, county elections officials have started to mail ballots to all registered voters . >> we've sent approximately 709,000 um ballots out to every single registered voters. we started with our military and overseas voters. they get theirs first and then we anticipate that the rest of contra costa voters will start receiving their ballots tomorrow. and on wednesday, kristen connolly, the county clerk, recorder and registrar of voters, and her team have been hard at work ensuring this process runs smoothly. >> tests practiced rouz prepares year round for election year as
6:13 pm
voters weigh their options in local, state and national races. this team will test these ballots for logic and accuracy and make sure their machines are functioning properly. access to equipment is tight and cybersecurity measures are in place amid misinformation about election software and integrity. elections officials are emphasizing that voting is safe, secure and transparent. >> elections officials like me all across the country work day in and day out on nonpartisan basis to make sure that every vote counts and that every voter can have a high degree of trust. >> that's part of why contra costa county has expanded its certified election observer program, where the public can get a front row seat to the process. >> this provides 12 to 14 hours of information to hear from our elections experts come into our office, watch every process and get every question answered so that you can become a real elections expert. >> your mail in ballots must be postmarked by march 5th and received by march 12th. and if
6:14 pm
you want to vote in person, there are a number of options leading up to and on election day. one note connolly, echoing the message on their website urging no party preference voters to take action if they want to vote in a presidential primary. >> you're in no party preference voter. um, you will not have presidential candidates on your ballot if you have not requested a different kind of ballot. we've mailed out 156,000 postcards to our mpp voters. we've only heard back from about 8000 of them so far. >> in preparation for election season. contra costa county has also updated their drop boxes to match their ballot envelopes. in martinez, greg lee ktvu fox two news republican presidential candidate nikki haley has applied for secret service protection in due to an increase in the number of threats against her. >> haley's campaign has not specified the type or suspected source of those threats, but says it had multiple issues. there were reports of two swatting incidents in recent

months at haley's home in south carolina. the secret service does provide protection for candidates only after it is authorized by the secretary of homeland security. and a quick reminder here that you can get ktvu view on demand on your smart tv through the fox local app. you can watch live newscasts, and you can watch campaign events anytime through the live now from fox, which is also available through the fox local lab. it is free to download for your smart tv lunar new year celebrations kick off this weekend in san francisco, and officials say safety is a top priority. >> today, elected leaders and san francisco police hosted a news conference to talk about the safety efforts. police say they will have extra officers out on patrol, both in uniform and undercover in plain clothes. police say. residents and visitors should be aware of their surroundings and avoid blessing scams. >> if someone's coming up to you or approaching you about blessing your, you know, money, jewelry and so forth to be aware that this is typically a scam, that they'll try swap out your goods and steal your items. so
6:16 pm
again, be careful. >> police say if you do see something suspicious, report it. they also advised to travel in groups and to not leave valuables inside your car. >> all right a big difference from where we were last night. >> this time i was just harkening back to that. if you were with us last night, i hope you were. but that bay bridge toll plaza, seeing that live camera we had with both. this is a live camera now, estuary. but the live camera we had and the flags were whipping. and again, i've been doing this years. i haven't seen anything quite that aggressive in terms of winds at sea level in the bay area. and so that picture, we just sticks in my head and if you remember it, you can remember those flags just standing straight out like whipping. not the story tonight, much less wind, no wind and lot less rain. we did have rain today. we had scattered showers, some heavy at times, but then the sun will come out. that's how it goes to the rest of the night, but less. and then tomorrow, probably nothing at all. there could be. you have to put it in there. there could be,
6:17 pm
but it's probably not going to be anything. and then you can see the activity. most of it is down in southern california now. and if we pull out the imagery here, you can see the atmospheric river and it kind of dips. so it kind of loops here. but it's coming all the way out. hawaiian islands are here. so it's coming all the way out here. so many thousands of miles of moisture. and it's connecting into southern california where they are in flood watches, flood warnings, flood advisories. wind advisories, the whole bit there. and it goes on down there for the next 24 to 36 hours, especially in san diego. so problems there will develop for sure. we had a bunch of wind, ridiculous wind, but we didn't get as much rainfall. we got a lot of rain, but not as much as we could have or what was suspected by some of the models. and that is great because we hit that tipping point last night where we were right on the edge of having real problems, and then things kind of stopped today or for the most part, worn down. so that's good news. so when i come back, we're going to talk about the forecast. obviously and then we'll talk about the mountains winter storm
6:18 pm
warnings. and we'll talk about the next chance for rain in the bay area. >> all right bill, thank you. just a peek here of the mountains, palisades tahoe getting a lot of new snow. the resort says it actually received 39in of snow since the first of the month. that's just the past five days. the final round at the at&t pebble beach pro-am had to be called off due to weather. yesterday's final round was postponed to today, but it was called off due to the conditions raining. u.s. champion us open champion wyndham clark was declared the winner. he actually shot a 60 on saturday, by the way, setting a course record there at pebble san francisco. >> like most of the bay area, getting a break right now to dry out and survey the damage. ktvu is christian captain shows us how the city is cleaning up after strong winds caused problems in several neighborhoods. >> this tree in san francisco's mission district was just one of the 300 or so incidents reported during and after this weekend's storm. duncan mcnaughton says it hadn't been properly trimmed for years now, and he watched it come down sunday night. >> we've been looking at this

for, you know, a decade, you know, waiting, you know, waiting , knew what was going to happen. but the way it came down, it just missed doing any serious damage to the place. >> san francisco's department of public works says there were about two dozen major incidents with trees blocking roads or dragging down power lines. denman middle school was closed monday after losing power, and this tree in the excelsior district came crashing down onto a car. crews here said the power lines it dragged down were still energized. the department of emergency management said. fortunately, there were no reports of deaths or injuries from this past weekend's storm. but in cases like this, where a tree or a tree limb poses a clear risk, call 911. >> if a human is in trouble. if it's a life safety issue, we want you to call 911. and if it's just storm related 311 is good public works says this past weekend was busy with crews
6:20 pm
working through the day and night to remove trees that blocked roads or posed a hazard. >> yes, this was all hands on deck. we had crews working around the clock. as the mayor noted. we also had two contractors working with us. >> the mayor was on hand to check out the damage for herself and says this past weekend, crews worked hard and pulled together to meet the moment. >> i think that the people of san francisco, as well as our city workforce, really stepped up and responded to the occasion . >> the san francisco's department of public works says last year's harsh weather knocked down a lot of the weaker trees around town, so we did not see as many come down this year as last. public works says that they've been also working through the past year to prune those trees, trying to prevent them from coming down. now that this storm has passed, they say it could take weeks to get rid of all of the trees and tree limbs that were knocked down by this weekend's storm in san francisco. christien kafton, ktvu fox two news. >> still to come tonight, the secretary of state makes another visit to the middle east, calling for a truce between
