experts are urging any really disappointed for 40 niner fans. try to forget about super bowl sunday and focus on next season. this is not a normal call for anyone. um, it's tragic for the family, the community, the officers, everyone involved. tragedy on the peninsula after four people, including two young children, are found dead in the san mateo home. we're live with the latest from police about the investigation. an off-duty oakland police officer arrested on suspicion of dui. the incident that has him removed from duty, plus, i'm here to learn i'm an open minded voter. the candidates working to become california's next senator take the stage, hoping to win votes ahead of the primary election. we'll break down last night's debate and how the candidates tried to break through to the fall election. from ktvu, fox two news. this is mornings on two. good morning. i'm gasia mikaelian and good morning i'm

dave clark. welcome to tuesday. it's february 13th. how did it feel outside. pretty dry pretty dry which is nice for now. and that's what steve is talking about. but he says what about tomorrow? yeah, tomorrow. but we're getting some drizzle. lightrillionain south touched on it as well, mainly on the peninsula, but oakland, millbrae i know in dimond heights also along the san mateo coast, we've had some reports of it. there is a steady light drizzle. you can see some of that kind of dancing around. looks like it's on the san mateo bridge, but i'll let sal judge that under mostly cloudy skies, santa rosa dipped to 39. so we have 30s and 40s here on the temps. cloudy to mostly cloudy. that's your system for tomorrow. it'll spread rain in and it looks like the beginning of what could be a wet pattern here. going out about a week here, but it's still going to be a groovy tuesday. some drizzle in the morning and then a mix of sun and clouds kind of hazy out there. mild temps, 50s and 60s. as we well, we could go a lot of places 12 highway 12 or is that better? that's a little slow,

but we have a crash on highway 17. steve. northbound 17 blocking the left lane. and all of a sudden that drive from santa cruz to los gatos, which is usually at this time, not all that shabby unless it's raining this morning. it's pretty slow from the lexington hills. as you drive down the hill towards saratoga and los gatos. so give yourself time. if that is your commute. steve did mention we're going to go all the way up to the north bay, because highway 37 and highway 112, jamison canyon road all taking a beating this morning because of earlier issues. i will say that traffic on jamison canyon road is still very slow to 29 and 37 is very slow. heading over toward novato . 702 let's get back to the headlines. okay, sal. thank you. well, police on the peninsula are busy investigating the discovery of four bodies found inside of a home in san mateo. the four people who died include two young boys. ktvu james torres is in san mateo now to tell us how the police made this

grim discovery. james dave, that house is in an area here in san mateo called alameda de las pulgas. most neighbors there will tell you that it's a pretty safe, quiet area, a place where a lot of things and a lot of activity doesn't really happen. well, someone at some point called police, asking them to check in on that home. and when officers arrived, they went inside and found those four bodies. we'll show you video from what we saw from yesterday morning. that's when it all started, just before 9:00. police say that caller said they hadn't heard from the people in the house in a while. so that's why they called for that welfare check. police would not tell us where that call came from. streets around the neighborhood were shut down for hours and we talked to people who lived there. they tell us what they are pretty disturbed by this news. they're not worried for their own safety. i, uh, would definitely be more worried if, um, like they said, that they were searching for someone, but it doesn't seem like that's the

case. police made it clear this is an isolated incident. there was no threat to the public. officers tell us there were no signs of a forced entry at the house. so it doesn't seem like that. they have reason to believe that there would be some sort of crime at the house. but when officers walked in, they say they did notice obvious signs of death. we're still working to find out to learn what exactly that means. the mayor of san mateo acknowledged these deaths when she had her state of the city address last evening, and we still have plenty of questions for the san mateo police department. of course, once we get those answers, we will bring them to you for now, we are live this morning from san mateo. i'm james torres, ktvu, fox two news, james, thank you. now to the east bay where police in oakland are investigating an overnight rollover crash. an suv flipped over on the freeway on ramp just before 4:00 this morning. it happened on the 66 avenue on ramp to northbound 880, not far from the oakland coliseum. video from the scene

here shows one person being taken away in an ambulance. the crash scene has been cleared. we've contacted oakland police to get more information. an oakland police officer is on paid administrative leave now after an alleged dui last weekend. the off duty officer is said to have crashed into a chp vehicle on interstate 80 in fairfield early saturday morning. chp says he drove into one of their cruisers that was blocking a slow lane due to another wreck. authorities say one chp officer was treated and released from the hospital. a second was outside of the cruiser and was not hurt. our time now is 705. the canard cruise ship that sailed out of san francisco on friday, despite having more than 156 crew members and passengers on board, has now arrived in hawaii. now, state officials who boarded the queen victoria say the gastrointestinal illness has symptoms similar to neural virus. the first reports of illness came after the ship sailed out of florida and continued after it arrived in san francisco. everyone who has reported symptoms, including 25

crew members, are now isolated. the centers for disease control is working with hawaii's health department to investigate the cause of that illness. contra costa county renters are set to rally in front of concord city hall today, ahead of a vote on a proposed rent controlled ordinance. what do we want? since when do we want it? now that was the scene last month outside concord city hall, as dozens of landlords and tenants showed up at a city council meeting to speak on the concord rent control proposal. after nearly four hours of public comment, no vote was taken. the council decided to defer the decision until tonight. the ordinance would require that landlords have just cause to evict a tenant and provide protections. time is now 706. early this morning, the us senate passed a $95 billion aid package for ukraine, israel and taiwan. that's after an all night session where a small group of republican senators delivered marathon speeches

arguing that the us should focus on its own problems instead of sending money overseas. however, enough republicans voted with almost all democrats to pass the package, and supporters say it's important to show the united states is still committed to its allies to down payment for the survival of western democracy and the survival of american values. the entire world is going to remember what the senate does in the next few days . now, even though the legislation passed in the senate, it's future in the house is not certain. house speaker mike johnson has said he won't put the bill up for a vote in the house. the oakland jewish alliance is calling for a state investigation into alleged civil rights violations back in november, at a contentious city council meeting, the group says the meeting on a possible cease fire resolution in gaza led to what it calls a forum for open and hostile expression of anti-semitism. some members say an anti-israel crowd expressed hateful views and intimidated

jewish speakers in violation of state and federal law. we have reached out to the city of oakland for comment. lawyers representing protesters who were arrested for shutting down the bay bridge in november are asking the da, brooke jenkins, to drop the charges. dozens of people facing misdemeanor charges of unlawful public assembly failure to disperse and obstruction of a roadway. the attorneys are raising concerns about what they call a pattern of anti-palestinian racism. we're worried that it permeates the office. this bias, i think that the manner in which these cases were charged shows that they're overcharged and they're really is no point in pursuing this prosecution attorneys point to comments made by a prosecutor who reports she sent emails with anti-palestine language. the da's office says the prosecutor who made the comments does not reflect the views of the district attorney's office, adding there is zero tolerance

for bias of any sort in our charging decisions or how we handle cases. time now 708 climate change may be turning back the clock when it comes to improving air quality. we here in the u.s, there's a new study by a nonprofit research group that says climate change virtually erased decades of progress in cleaning up america's air and researchers predict the nation's air quality will likely get worse and reach dangerous levels within the next 30 years. the study found this growing air quality problem is especially bad here in california. time now is 709. san francisco is marking the 20th anniversary of what many see as a turning point in the legal battle for marriage equality. yesterday marked 20 years since san francisco began issuing marriage licenses to same sex couples, then mayor gavin newsom defied the federal ban on gay marriage and put in motion a nearly decade long legal battle on the road to the supreme court's landmark ruling in 2013,

which established a constitutional right to marriage equality nationwide. we spoke with a same sex couple who was among the first to be married. that historic day. i realize this was the first time in our lives as lgbtq couples couple and as an lgbt person for ourselves, but this was the first time in our lives that our government was treating us as equal human beings. in 2008, the couple later joined other plaintiffs in a lawsuit that overturned california's ban on same sex marriage. they married a second time, legally later that year. time now is seven. there it is, 710. i had to look at the clock ten minutes after seven. and highway 37 is not good. it's going to be slow because of earlier issues. everything is clear. jameson canyon road is also very slow. heading over to highway 29. in

studio with the issues they addressed. yeah, just a few weeks before that, march 5th, super tuesday. this was the second time these four candidates took part in the debate. they're running to fill the seat. the senate seat long held by the late senator dianne feinstein. uh, look, i think what's good for california is if we have a senator who can take on the big fights and get stuff done that is ready to step into diane feinstein's shoes and deliver for the state democrat members of congress adam schiff, katie porter and barbara lee, and republican steve garvey weighing in on national headlines like what to drget nun the southern border. the president should take executive order, uh, comprehend immigration reform is necessary. we will not have border security until we have comprehensive immigration reform. on day one, the president opened the flood gates and created a crisis in the united states. he should be the one to step up and close the border. a new poll shows schiff

maintaining his lead while porter and garvey are in a dead heat for second, with lee following behind. schiff recently released an ad suggesting this is a two person race between him and garvey. porter shot back at that. i think that voters should choose the candidates, not the other way around, and i think it's disappointing that representative schiff is trying to deprive californians of a robust election all the way through november. well, time is running out for these candidates to make their case. ballots were sent out and in person. early voting began last week. there will be another debate between these candidates next tuesday in los angeles and then the primary election. and that dave is on march 5th. all right, andre, thank you. time now. 716. some people in san francisco gathered to watch the debate at manny's in the mission district. a great way to collect information. you get to see people's actual faces. you get to hear their platforms right from their mouth. so it's a great place to learn. and some in the crowd say

they've already made up their minds about which candidate they'd likely vote for, but they wanted to listen to the debate just to make sure i had some very favorable impressions of katie porter before, and that has sort of cemented my feeling about katie porter and i also fond of adam schiff. but i think maybe i'm leaning toward katie porter, possibly. now, people at that watch party said one thing they appreciated was that it was mostly a civilized debate. a group in oakland is pushing to eliminate ranked choice voting from the city's elections. as first reported by oakland's side , the group is circulating a petition for a ballot measure that would return the city to the system of primary and general elections used before 2010, in ranked choice voting, if no candidate gets more than 50% of the voters first choice votes, the candidate with the lowest number of votes is eliminated and their supporters second choices are given to the remaining candidates. the process is repeated until a candidate gets more than 50.

coming in from santa cruz, or maybe you're watching in scotts valley, or you're driving toward san jose, it is very tough commute right now. let's talk about the east bay. highway 24 is moderately heavy as you drive toward the tunnel. not too bad. bay bridge does have a regular sized delay 15 or 20 minutes. nothing out of the ordinary as you drive into san francisco at 718, weather looks a little cloudy. let's bring steve back in. it is. we've had a lot of reports of drizzle as well. thank you sal. we'll start down in our good friend chris henry and morgan hill. red sky in the morning. although what's coming through us this morning here is weak stuff. it's just some drizzle. but many reports, especially along the san mateo coast to half moon bay, also millbrae over towards the san mateo bridge, oakland, even areas to the north are picking up a little bit. i think it's about gone. uh we'll keep it in the forecast, but i think it was about an hour or so and then it's kind of kicking out. we're almost on the back edge of some of these clouds. i think we'll

get a few sun breaks here today, but clouds will be on the move here. 39 sonoma county airport 40s for most due to the cloud cover and some of that drizzle. 50 sfo the city 50 one half moon bay 48 degrees. although menlo park is 4241 napa airport, vacaville livermore was 38. now they're 42. so just kind of a mish mash of cloud cover just drifting across today. the main front is that one there that will be here tomorrow. and they are waiting to come in here. one will be here saturday, another one sunday. monday is the one we need to watch. and the seven and ten day outlooks are trending. i'd say pretty wet here. rain begins to move in tomorrow to the north, probably in the late morning. everyone else afternoon, evening. the system looks like about a third of an inch to upwards of maybe an inch, and a quarter or more. right now the target area is the santa cruz mountains, ben lomond, but still good rain for everyone else. here again, about a third to about probably three quarters should cover it, but it's the system saturday that will be stronger, that will have more rain and the system on sunday is the one that we're really keeping into. monday is the one keeping an eye on if we

okay. now let's go back to the desk. thank you sal. happening today, a decision that could bring algebra back for san francisco eighth graders. the school board could vote on the change after the district eliminated the course from its middle schools a decade ago. katie's allie rasmus live to explain how low math scores and public pressure could prompt the board to make this change. also allie, how soon it could take effect? well as soon as this fall, if the board votes to approve the district's plan to change the math curriculum as early as this fall, all eighth grade students in san francisco unified will have a chance to take algebra in middle school. the district is going to start with a pilot program, so students will be able to take it this fall in some form, but it will depend on which school you go to starting this fall. eighth graders at some san francisco public schools will take it in a traditional, in-person classroom setting. eighth graders at schools that aren't part of that pilot can instead take algebra during the school day as an online course, or take it as a summer school class. we don't know yet which middle schools

will be the first group to offer the subject in person this fall. the district will make recommendations by march 15th, but san francisco unified school district stopped offering algebra in eighth grade about a decade ago. so now low math scores, especially among black and latino students in the district, as well as public pressure from parents, students and even san francisco supervisors have prompted the school board and the district to bring that subject back at its middle schools. now, under the district's plan, it will present tonight to the school board. the goal is to offer eighth grade algebra in a classroom setting at all of its middle schools by the year 2026, the district, along with that, is also recommending some big changes in overhauls to its middle school math curriculum in general, including adding things like math tutoring, math labs, even hiring extra math teachers and increasing the amount of minutes all eighth grade students have to take. math instruction from 180 now to a minimum of 205. the board is scheduled to vote on this plan later tonight at its

for the march 5th primary. the department says their staff will work to verify signatures on every vote by mail ballot within a day of getting them, san francisco voters can track the progress of their ballots on the voter portal at sf elections. org, and you can also observe ballot processing in person at san francisco city hall or on the live stream. some say a new immigration court in contra costa county could cause issues for those who are most likely to have their cases heard there. the new court serves ten northern and central california counties, including contra costa, solano, san joaquin and all of alameda county except for oakland. some fear the expanded court will speed up deportations, and that immigrants won't be able to get adequate legal help with their cases. members of immigrant communities held a protest on the courthouse steps focusing on these issues yesterday. legal experts say most immigrants have the same question who is going to help us? i think, you know, a

lot of people don't know that. but unlike other courts of immigration, court does not give you the right to an attorney. they do not provide one automatically like they would in criminal court with a public defender. so a lot of times the community is left to find their own lawyers at especially difficult because the case is being heard in concord are from so many other counties. people involved in their advisors are just finding out the cases are being transferred. so what we're encouraging is for, you know, the counties to provide assistance to their constituents, to their residents , because everyone does deserve their due process. you don't have to be a citizen to be entitled to due process. many of the cases transferred to the new court involved latinos, as well as people from asian countries. haiti india and pakistan. our time is 736 san jose's hitting a stumbling block as it tries to provide shelter for its homeless population. now, last spring, governor newsom promised he would send 1200 pre-built tiny homes to cities to use as homes

honor indigenous roots. it's a spectacle. all right. time is 745. speaking of a spectacle, wall street dealing with some losses this morning, pam cook told us this at 630. she's been going through the latest readings on inflation and a lot of movement already. pam cook, back in studio with dollars and cents. stocks down pretty big right from the start. today the latest report on inflation, the consumer price index came in higher than expected for january. that means inflation is not showing signs of easing enough for the federal reserve to start cutting interest rates yet. so money then moves from stocks to bonds that sent stocks down as the opening bell rang this morning. one of the dow stocks in particular, boeing, down about 2% as it continues to struggle with the drop in orders because of problems with its planes taking a live look. dow jones now down almost 500 points, 1.25, 38,303, the s&p 500 now back below 5000. it's down more than a full percentage

point. same for the nasdaq down almost 200 points for the nasdaq . thousands of drivers for ride sharing services. uber and lyft, along with food delivery doordash, say they will go on strike tomorrow. valentine lines day. the drivers say they are striking for fair pay and accuse the platforms of taking too much money in commissions. uber and lyft drivers say the strike will include rides to and from airports and ten cities from 11 a.m. to 1 p.m. tomorrow. no cities in california are on the airport strike list, but other rides may be affected. some pilots for spirit airlines are looking for new jobs now that the federal judge blocked the merger between teen spirit and jetblue, the two airlines said they needed to merge to remain competitive with other airlines. financial analysts doubt the continuing profitability of spirit under current conditions, company executives say they are working on ways to cut costs, which has also sparked uncertainty. 80 flying for united american or delta would be considered a step up for any pilots at budget or regional

airlines, and this is fun. a southern california airport is taking a step back in time and inviting people past those security checkpoints. even if you're not catching a flight, the palm springs airport is offering what it calls stay and play passes. people have to fill out an application that will be approved by the tsa and then visitors will need to follow the screening procedures. you can get a pass as quickly as 15 minutes after applying for. this gives people a chance to relive old times when you could greet returning passengers at the gate or or spend some last minute quality time together and get one more hug in before a departing flight. now, people can also use those passes to eat at one of the restaurants at the airport or visit the airport shops passes can be used for a single day, but visitors can reapply for another visit. for those of us who remember being able to greet people at the gate, so it's a welcome sight. maybe other airports will do the same. i'm pam cook. that's a look at your dollars and cents

to happen. it kind of reminds me of my old traffic reporter days on 17, when it was this slow. this morning, the crashes are gone. look at that. it is not good. so if you can put it off getting into the valley from santa cruz into los gatos, do that. you'll thank yourself if you can. if you have the flexibility, the bay bridge toll plaza backed up to the maze. 801 let's get back to the headlines. well, police on the peninsula investigating the discovery of four bodies inside of a home in san mateo. four people who died include two young boys, ktvu james torres is in san mateo to tell us how officers made that grim discovery. james. andre, good morning to you. we are live in the city of san mateo, in a neighborhood called alameda de las pulgas. we're standing just across the street from where that house was once surrounded by police officers and caution tape. you'll ask any neighbor who lives around here, they'll tell you this is an area that's pretty quiet, pretty safe. nothing really happens around here. but at some point yesterday, officers came to this

area to check in on this particular house, and when they did, they found those four bodies. here's video from the scene. it started yesterday morning. police say that caller said that they hadn't heard from the people in the house in a while. so that's why they called in for that welfare check. police would not tell us where that call came from. streets around the neighborhood shut down for hours, and we talked to the people who live here, and they tell us while they are pretty disturbed by the news, they're not worried for their own safety. i, uh, would definitely be more worried if, um, like they said, that they were searching for someone, but it doesn't seem like that's the case. police made it very clear that this was an isolated incident. there was no threat to the public. officers also tell us there were no signs of forced entry at the house. it's one of the first things they'll look for during, uh, a scene like this. but they said when they walked in, officers noticed obvious signs of death. the mayor of san mateo acknowledged the deaths of these four people

interstate 80 in fairfield early saturday morning. the chp says he drove into one of their cruisers that was blocking a slow lane because of another wreck. authorities say that one chp officer was treated and released from the hospital. a second was outside the cruiser and was not hurt. well, the cunard cruise ship that sailed out of san francisco on friday, despite having more than 150 sick crew members and passengers on board, has arrived in hawaii. state officials who boarded the queen victoria say the gastrointestinal illness has symptoms similar to norovirus. the first reports of illness came after the ship left florida and continued after it arrived in san francisco. everyone who has reported symptoms, including 25 crew members, has been isolated. the centers for disease control is working with hawaii's health department to investigate the illness happening today. contra costa county renters are set to rally in front of concord city hall ahead of a vote on a proposed rent control ordinance. what do we want? justice? when do we want it? now this was the scene

debate at manny's in the mission district. a great way to collect information. you get to see people's actual faces. you get to hear their platforms right from their mouth. so it's a great place to learn. well, some in the crowd say they've already made up their minds about which candidate they would likely vote for, but they wanted to listen to the debate just to make sure i had some very favorable impressions of katie porter before. and that has sort of cemented my feeling about katie porter. and i also fond of adam schiff, but i think maybe i'm leaning toward katie porter. possibly people at the watch party said one thing they appreciated was that it was mostly a civilized debate. the group in oakland is pushing to eliminate ranked choice voting from the city's elections. as first reported by oaklandside, the group is circulating a petition for a ballot measure that would return the city to the system of primary and general elections used before 2010, and ranked choice voting if no candidate gets more than 50% of the voters first choice votes, the candidate with the

lowest number of votes is eliminated, and their supporters second choices are given to the remaining candidates. the process is repeated until a candidate gets more than 50. critics of ranked choice voting say it is too confusing. your time now is 815. san francisco is marking the 20th anniversary of what many see as a turning point in the legal battle for marriage equality. yesterday marked 20 years since san francisco began issuing marriage licenses to same sex couples, then mayor gavin newsom defied the federal ban on gay marriage and put in motion a nearly decade long legal battle on the road to the supreme court's landmark ruling in 2015, which established a constitutional right to marriage equality nationwide. we spoke with a same sex couple who was among the first to be married on that day. i realize this was the first time in our lives as lgbtq couples couple and as an lgbt person for ourselves. but that this was the first time in our lives that our government was

ten years ago in an effort to increase enrollment at san francisco public schools and better prepare students for high school math ktvu rasmus is live in the city where a debate over offering algebra an eighth grade could turn into action. today yeah, the school board could vote on a district plan to reintroduce algebra to all eighth grade students in san francisco public schools. and if the board approves that, then as early as this fall, all students could have access to algebra in some form. by the time they're in eighth grade. this district is planning to start with a pilot program. at first with offering eighth grade algebra at some public schools in a traditional classroom setting, the eighth graders at schools that aren't part of that initial pilot would instead take algebra during the school day. as an online course, or take it as a summer school class. now, we don't know yet which middle schools will be the first group to offer the subject in class this fall, the district will make recommendations about which schools will be part of that

pilot program by march 15th. san francisco unified school district stopped offering algebra in eighth grade about a decade ago. now, low math scores and public pressure from parents, students and even san francisco supervisors have prompted the school board and the district to bring it back. we spoke with one eighth grade student this morning at james lick middle school, and he says he wishes he'd had a chance to learn algebra in middle school. i think it would be good for them to learn ahead of time before it comes. in high school, they ask you if you already learned it in middle school. you'll say, no, it's going to be a lot harder process for you to come back and do it later. and that student says he is in the process of that. student says he's in the process of applying to some private high schools for next year, and he's noticed the applications have asked him if he's taken algebra already or not, which he hasn't, because his school didn't offer it. now, under the district's plan, it will present tonight to the school board. the goal is to offer eighth grade algebra at all schools in a classroom setting by the year 2026, the

district is also recommending some changes and overhauls to its math curriculum at the middle school level. in general, by offering more math tutoring, more minutes of math instruction , and hiring more math teachers live in san francisco. allie rasmus, ktvu, fox two news. allie. thank you. san jose city leaders say they'll have to come up with the money needed to bridge a surprise shortfall from the state when it comes to new housing for people who were homeless last spring, governor gavin newsom promised to send 1200 pre-built tiny homes to various cities, including san jose, to be used by people living on the street. now, the governor says he'll send money instead instead. but san jose says the amount it's set to receive isn't covering the cost of building the promised 200 tiny homes. the city says it will have to figure out how to cover the difference. it's an affront to all people of conscience that really try hard, you know, to house people. for advocates, it's a crisis because we watched and know the people and watch them perish. but politicians say things and it

sounds good and they're convincing. but look at the facts. city leaders say they expect to find the money despite a shrinking budget surplus. by now, you'll likely know about proposition 47. it passed a decade ago, right? parts of the law included raising the threshold for prosecuting shoplifting and made drug possession a misdemeanor. yes, san jose mayor matt mehan told me that at the time he voted for the measure. but now he says there needs to be some serious changes to it in order to curb rising crime. i asked him about his support to amend prop 47 and several other big topics affecting the city of san jose. all right, mayor, thank you so much forning us. mayor. we're going to start with proposition 47. first, your support for the amendment to proposition 47. tell us a little bit about that. sure. well, prop 47 was passed by voters about a decade ago, obviously. well very well intended. we were looking at extremely high incarceration rates at the time. high cost costs and not getting great outcomes, not rehabilitating people. the challenge is as

criminal penalties were reduced, we've also seen an increase in retail theft and a decrease in participation in drug court, where people are getting treatment as an alternative to jail because that stick was taken away. so i've advocated that to deal with the fentanyl crisis and this, this epidemic of addiction that is facing our community, we need to have some consequences for not engaging in drug treatment. when your severe addiction is affecting the broader community. and on retail theft, we need to prosecute and hold accountable those who are engaged in orgazed retail theft, repeat retail theft. i'm all for giving second chances, but not third, fourth, fifth, sixth when without real consequences for illegal behavior. so i think we need to tweak the law to just create greater accountability and keep our community safe without returning to the era of mass incarceration. mayor can you

give us a feel of what changes you want to see? specific in prop 47? sure. so on the retail theft side, basically an escalation pathway, if this is your third, fourth time, i'm committing retail theft, the penalties should increase, should become felony eligible. all should come with jail and even potentially prison time. and so there should be an escalation pathway. the penalties should get stricter as you refer rouz to change your ways. essentially and so the incentives should get stronger for you to stop doing something that is illegal and harmful to our small businesses, to our community, and make us all less safe on the addiction front. you know, it's all fine and well to say that our jails are not where our people should be sent with addiction. i agree with that treatment is the is where people should go. ironically, though, by removing the stick, meaning the threat of jail for refusal

to get treatment, we've seen a big decline in participation in drug courts, and we're finding that people are not addressing their fentanyl addiction, meth addiction. and these aren't just possession charges, though, that could be the trigger for enforcement action. but it's often then leading to some of that retail theft or vandalism or other issues. we see other other crimes out at the at the street level. so mayor, as far as the shoplifting goes, we're talking about grand theft, other property crimes, felony from 400 hundred dollars to $950 in value and allowed resell for those already serving sentences under under tougher guidelines. so that's going to be changed to less lessen the shoplifting threshold. right so what you're describing is what prop 47 did. it took the it took the threshold of $400 for a theft. be being a felony. and they

moved it up to 950. the real problem is and this is part of the reform that i'm advocating for, it isn't aggregate. so it's $950 per instance, and people who are stealing know that. they can say, okay, well, i can go into a walgreens and steal $500 and i'm fine. it's just a paper citation. and so part of what we're advocating for is allowing the aggregation of sums over multiple thefts, so that when you hit that total of 950, it becomes felony eligible, meaning you might actually do some some jail. okay so now we have the enforcement part, the police side, you know, before your, you know, police officers, some would say weren't enforcing the shoplifting rules even at its current status right now under prop 47, because it was just tough to get these convictions. so how will you make sure the enforcement side, from the police perspective, is done? is going to be wrapping up that they're going to be looking out for shoplifters and taking those shoplifters and putting them in jail. well, andre, i think it

all goes back to incentives. the reforms that i'm talking about, which are common sense and target organized retail theft and repeat behavior, actually create an incentive for law enforcement to enforce that lower level crime because something will happen. what i hear from officers is, you know, picking somebody up, arresting them, taking them into book, them standing in line, waiting for the booking process for an hour or two at the jail just to have someone released immediately and to do that repetitively is the definition of insanity. it does. it's not leading to any change because it's people are either cited out in the field, um, or there's no consequence on the other side. if they are booked. and so that's what we're trying to change by aggregating the amounts so that it becomes felony eligible at that. 950 level in aggregate across multiple thefts. and by

morning after the latest report on inflation was released. economists, though, are pointing out the bright spots this morning, something our pam cook tries to do every day. she is back in studio with dollars and cents. yes, i do so a little bit of balance this morning. the latest report on inflation, the consumer price index came in higher than expected for the month of january. however, the year over year cpi is continuing to trend lower. now in december, the cpi was 3.4% from the year before. now it's 3.1. the economy also shows workers buying power has increased every month since may of last year. however, as the opening bell rang this morning, the three major market indexes headed lower because the monthly report does suggest inflation is not showing signs of easing enough for the federal reserve to start cutting interest rates. so money starts moving from stocks to bonds, at least in the short terms. and there's a live look at the dow jones. it has come back a little bit in the last hour, but still down one full

percentage point 418 points. the s&p 500 also down about 1. the nasdaq slipping a little more than a percent down almost 200 points there for the nasdaq, apple and microsoft. one an exemption from new european union technology regulations. the european commission said. apple's imessage service and microsoft, bing and edge search browsers do not need to comply with the new eu digital marks act. markets act. the act requires major tech companies to allow third party apps on their platforms, and makes it easier for people to switch to rival companies. however apple, microsoft and other big tech companies such as google, amazon and meta would still be subject to those new rules for their other products. some subscribers to amazon prime video are taking legal action after changes were made to the platform. the company is facing a possible lawsuit after charging customers an extra fee for prime video without ads. the lawsuit was filed here in california on friday. it claims the change is a breach of contract and a

county had the highest number of cases with 102 romance scams reported at 858. now, doctors are now recommending that women get screened for heart conditions during and after pregnancy. they say pregnant women are at higher risk and the issues often go undetected. one woman, who now has three children, says she was misdiagnosed years ago, walking around with heart function at 29% for long, long, long time i've been in heart failure since i was pregnant. symptoms of this are shortness of breath with exertion, swelling of the body, and these can manifest in pregnancy as it is. so teasing this out is a little hard sometimes doctors say the problem happens when the body retains a lot of more fluid, making the heart work harder. happening today, thousands of flight attendants here in the bay area and across the us, the uk and guam are expected to hit the picket line. they're demanding better pay, retirement security and schedule flexibility. picketing is set to start at 11 this morning at sfo between terminals two and three. the pickets are not expected to disrupt flights more than two thirds of flight attendants in the us are currently in contract
