east bay refineries have agreed to drop lawsuits over air quality standards, and one will pay millions of dollars in fines. the bay area air quality management district announced this morning that it has come to two separate agreements with chevron and the martinez refining company. both had sued the district in 2021 over an emissions reduction regulation it requires. the refineries to drop their emissions of airborne particulate matter by up to 80. as part of the agreement, chevron has agreed to pay $20 million in fines for 678 violations in addition to the very high penalties, which will form a deterrent in the future. >> and the establishment of a multi-million dollar health fund. we are getting a 70 to 80% reduction in particulate matter from these refineries, which is a direct improvement in public health to people who live near these facilities. i think that is our victory today. >> the air district says it plans to invest the $20 million

from that settlement into a health fund to help improve the health of people in richmond who live near the refineries. now to new information about the two parents and two children found dead inside a home on the peninsula. >> sources tell ktvu the detectives are investigating this as a murder suicide. ktvu james torres reports on what we know from san mateo. >> police officers found four bodies inside this house in alameda de las pulgas in san mateo. sources confirmed to ktvu. a man is accused of killing his four year old twin boys and then shooting and killing their mother and eventually himself. detectives are still waiting for an autopsy report to learn how the children died. heartbroke for the family. >> the los, um, saddened that the two children, a woman asked not to be on camera, lives near the family. >> she says the children's grandmother made a call to police, asking to check on the house because she hadn't heard from the family in days. then then monday morning, a new nanny

for the kids reporting for her first day of work. couldn'trillioneach the family. either. that's when police officers entered the house saying they noticed immediate signs of death. they knocked on neighbors doors asking if they heard anything i had. >> i well, i didn't know it was a gunshot. i thought it was a firework. and so i explained to him i had heard only one. but we have young kids around here, so i didn't really equate that to a gunshot. san mateo police are still working to notify family members, which we've learned. >> some live in india. people who live here say they're relieved to know there was no threat to the public, but disturbed to learn an entire family, including young children, were killed. >> i'd always hear the kids playing in the backyard, so it's just really sad. it's just hard to know that i won't hear their little voices anymore back there. san mateo's mayor mentioned these deaths during her state of the city address last night, offering her condolences. >> we expect to hear a larger

update from san mateo police after those autopsies are complete. reporting in san mateo. i'm james torres, ktvu, fox two news. new at noon. >> thousands of flight attendants are on picket lines right now at 30 major airports nationwide, including sfo flight attendants are picketing at terminals two and three at the airport, calling for better pay and working conditions industrywide. it's part of a national effort by flight attendants representing several unions and airlines, including american alaska, united southwest and frontier airlines. the pickets are not expected to disrupt flights. >> san francisco school board could decide tonight to offer algebra once again for students in eighth grade. as ktvu ali rasmus explains, years of declining math scores and public pressure is prompting the board to make that change. >> if the school board takes action at its meeting tonight, then as soon as this fall, all eighth graders in san francisco public schools will be able to take algebra in some form. >> it's the basics, right?

>> parents want to send their kids to school knowing that they're going to learn to read. they're going to learn to do math. they're going to be supported to meet their potential. >> the district's plan is to start with a pilot program. this fall, eighth graders at some san francisco schools will be able to take algebra in a traditional, in-person classroom setting. eighth graders at schools that aren't part of that initial pilot would instead take algebra during the school day. as an online course, or could take it as summer school. the district will make recommendations about which schools will be the first to offer the subject by march 15th. i would like to learn more in math for sure. eighth grader jacob bustamante says he wishes he had had a chance to learn algebra this year. he's applying to some private high schools for next year, and he's noticed many of the applications. ask if he's taken algebra already or not. >> i think it would be good for them to learn ahead of time before it comes. in high school, they ask you if you already learned it in middle school. you'll say, no, it's going to be a lot harder process for you to come back and do it later. >> san francisco unified school

district stopped offering algebra inightgrade about a decade ago. now, low math scores , especially among black and latino students, as well as public pressure from parents, students and even san francisco supervisors have pushed the school district to try and bring it back. >> we know there's a long path, there's a long road ahead to fix some of the challenges, and it's going to cost a lot of money. and so we don't know exactly what it's going to cost the district to do this. >> well, the district is also recommending overhauling its entire middle school math curriculum to add more minutes of math instruction, math tutoring, and even hire additional math teachers. the total cost is still unclear under the district's plan, the goal is to bring eighth grade algebra to all sfusd middle schools by the year 2026. we'll hear more from the district's plan and what the school board decides at its meeting tonight in san francisco. ali rasmus, ktvu, fox two news. voters will select the two california senate candidates who will move to the general election last night for the senate candidates met for a debate. >> ktvu greg lee was there and

tells us the issues they addressed. the top four candidates in california's u.s. senate race met in san francisco for a second debate ahead of the march primary. >> democrat members of congress adam schiff, katie porter and barbara lee, and republican steve garvey weighing in on national headlines like the failed border deal, the president should take executive order comprehensive immigration reform is necessary. >> we will not have border security until we have comprehensive immigration reform. >> on day one, the president opened the floodgates and created a crisis in the united states. he should be the one to step up and close the border. >> the race for president, also a major topic. garvey once again pressed on his previous support for former president trump. >> constant badgering and the use of the former president's name as an attack against me to try to paint me into a corner. and that's what career politicians do. he shouldn't be on the ballot at all. >> um, because the constitution

is quite clear. if you take an oath to defend the constitution, as he did, and then you violate that oath by engaging in insurrection, then you should be disqualified. >> this kind of back and forth between democrats and republicans is what people are fed up with, because they're not focusing on the question that you asked, which is one that deserves to be answered. >> the candidates also weighing in on president biden's age and mental acuity in the wake of the special counsel's report, the democrats stood by biden while garvey said he's saddened by what he sees. a new poll shows schiff continuing to lead the pack while porter and garvey are in a dead heat for second, with lee following behind. about 29% of voters are still undecided. >> as someone who's been consistent, standing up for what is right, being a progressive champion in all of these years, i think voters are going to be able to see the distinction between all of us. time is running out for these candidates to make their case. >> ballots were sent out and in-person. early voting began

last week. they're battling through the airwaves. two schiff recently released an ad suggesting this is a two person race between him and garvey. portrayal that the assertion i think that voters should choose the candidates, not the other way around. >> and i think it's disappointing that representative schiff is trying to deprive californians of a robust election all the way through november. >> uh, look, i think what's good for california is if we have a senator who can take on the big fights and get stuff done that is ready to step into dianne feinstein's shoes and deliver for the state, there will be another senate debate between these top four candidates next tuesday in los angeles. >> a reminder the top two vote getters, regardless of party, advance to the november general election in san francisco. greg lee, ktvu, fox two news. state election agencies are urging those who plan to vote by mail in the march primary to send in their completed ballots as soon as possible. >> as more people vote by mail, the vote counting process slows down, sending the ballots early in will help declare a winner sooner. mail-in ballots include

weather alert as fast moving nor'easter impacts travel and causes widespread power outages. fox weather's robert ray has more. it was a similar scene across the northeast tuesday morning. >> heavy snow and slush coating roads from washington, d.c. up through new england, leaving more than 32 million americans under winter weather alerts. forecasters say this nor'easter

started out as rain for much of the region before colder air took over, making for a messy commute. we're doing everything in our power to keep new yorkers safe. >> we want new yorkers to do everything in their powers to continue to be safe. >> the national weather service says snowfall rates are hitting 1 to 3in per hour in some spots. the conditions affecting travel on the roads and in the sky, according to flightaware, more than 1000 flights were canceled early tuesday. forecasters say this storm is intense, but quick, with temperatures expected to rise up into the 40s throughout the afternoon. still, with just a few weeks of winter left, people are taking advantage of the snow day. it's really beautiful. >> that's annoying, but beautiful. >> my small girl, she wants to go out to snowmen and things like that. so she really enjoys snow days. >> this storm is part of the same system that caused heavy flooding across the southeast on monday, and crews have been out

partly sunny conditions here over golden gate park. as we look toward the west that is a beautiful view. temperatures will be in the upper 50s low 60s once again, this afternoon. right now, a 56 in san francisco for the inner east bay, 58 in livermore, under that cloud cover, temperatures are a little bit warmer today compared. to yesterday. we're up by five in oakland. we're up by four in novato, as well as along the peninsula and over towards mountain view into the south bay. the winds are generally light and napa, oakland and fairfield reporting a lucky sevens there. our hills. not too bad either. we will see again a change in the weather pattern late tonight into early tomorrow morning. here's a view of a storm tracker two where we are quiet. the system still remains offshore. it is growing closer to the bay area tonight into tomorrow and bringing with it a good amount of rain, at least a little bit juicier, so to speak, than what even we had seen in the forecast models yesterday.

today. and i'll show you what i mean here as we get into the evening hours. there we are with the mostly cloudy skies, but the afternoon commute today going to be a dry one. tomorrow morning. we start out mostly cloudy, a few scattered showers, a little bit of drizzle, but most of the rain is still offshore so we'll call for again just on and off. light showers a possibility for your morning drive. many of us will remain dry, but by 11:00 noontime we do have widespread scattered showers already entering the bay. if you have plans for valentine's day, this is something to keep an eye out for. the time now, here at 3:00 in the afternoon, it's really picking up and coming down and then into the evening commute, continuing with scattered showers. if you have dinner plans, mostly cloudy skies, the brunt of the storm looks like it has passed, but as long as we have this cloud cover in place, we have to call for the possibility of showers there for the evening hours, which may impact your dinner plans outdoors. if futurecast model anywhere from a quarter inch to an inch of rainfall expected

fire agreement as israel begins its assault on rafah. trying has the latest from tel aviv as israeli forces intensify their attacks on southern gaza. >> both sides are reportedly inching toward a new cease fire agreement. cia director william burns is in cairo tuesday meeting with israeli, egyptian and qatari officials trying to hammer out a new deal. the key elements would involve a pause in the fighting for at least six weeks, and the release of the remaining hostages held by hamas in exchange for hundreds of palestinians in israeli prisons. >> we're actively working for peace, security and dignity for both the palestinian people and the israeli people. and i'm working on this day and night. >> diplomats are hoping the six week pause will lead to a more lasting cease fire. but there

are still big sticking points, including hamas's repeated demand that israeli forces withdraw before the hostage release takes place. >> they've been constructive and they've been moving in the right direction. we want to get those hostages home as soon as possible, and that work is going on and time could be running out. >> israel is soon expected to launch a major offensive in the southern city of rafah, where more than a million palestinians have fled since the fighting started with the israeli military under intense pressure from the international community to limit civilian casualties. >> as there is absolutely no safe place in rafah anymore for, and the fear is that the number of people killed and injured might again significantly increase. >> president biden, calling for a two state solution as part of any broader peace plan, though israeli prime minister benjamin netanyahu says that is a nonstarter in tel aviv. trey yingst ktvu fox two news investigation in the deadly crash of a helicopter in southern california now say that weather may have played a role. >> the six people on board the

helicopter died when it crashed friday in the mojave desert. officials confirmed that the ceo of one of nigeria's largest banks, as well as his wife and son, are among the victims. the other victims are a former chair of the nigerian stock exchange and the two helicopter pilots. the ntsb says weather will be the preliminary focus of the investigation. >> it was reported by witnesses that there was rain with some wintery mix. we currently have a meteorology working on our team and we are working to analyze and get the exact weather conditions at that time, the helicopter was not required to have a flight data recorder or cockpit voice recorder. >> some say a new immigration court in contra costa county could cause issues for those who are most likely to have their cases heard. there the new court serves ten northern and central california counties, including contra costa, solano, san joaquin and all of alameda county except for oakland. some fear the expanded court will speed up deportation, and that immigrants won't be able to get adequate legal help with their cases. members of immigrant rights communities held a

protest on the courthouse steps focusing on these issues yesterday. legal experts say most immigrants have the same question who is going to help us? >> i think you know, a lot of people don't know that unlike other courts of immigrant court, does not give you the right to an attorney. they do not provide one automatically like they would in criminal court with a public defender. so a lot of times the community is left to find their own lawyers. >> it's especially difficult because the case is being heard in concord are from so many other communities. people involved in their advisors are just finding out the cases are being transferred. >> and so what we're encouraging is for, you know, the counties to provide assistance to their constituents, to their residents , because everyone does deserve their due process. you don't have to be a citizen to be entitled to due process. >> most of the cases transferred to the new court involve latinos as well as people from asian countries. haiti india and pakistan. >> police in kansas making an arrest after someone stole a

jackie robinson statue from a ballpark in wichita. the statue was later found burned and dismantled. police say the 45 year old suspect was planning to sell the statue for scrap metal. they're still looking for others who may have been involved in the theft. meantime, major league baseball is stepping in to help replace that statue. well, the new primary play by play announcer for the oakland a's will be making history this upcoming season. and that ball is shot into left field. well, jenny cavnar has been hired by the ace to call play by play for the team. this is the first time in mlb history that a woman will be the primary play by play voice for a major league team. she will call a majority of the games and abc sports california making that announcement today. she has nearly two decades of baseball experience, and prior to this position, she was the backup play by play announcer for the colorado rockies mlb team for the past 12 years. the latest report on inflation is out, and it's not showing any relief for americans how much

consumer price index rose by 0.3% from december to january on a 12 month basis. it comes out to 3.1, which is down from 3.4 in december. the latest reading, though still well above the federal reserve's 2% target level. housing prices accounted for the big rise in prices. food prices, as you've likely noticed , moved higher as well. take a peek at stocks. and boy, did they tumble from recent highs upon investors learning and digesting that news, we see the dow jones is about as low as it's been this session, losing almost 700 points down almost a full 2% new at noon. >> former san francisco supervisor and one time interim mayor mark farrell is now running for mayor. farrell announced his candidacy this morning. he was appointed mayor in 2018 following the death of mayor ed lee, and served for six months until the election of mayor london breed. farrell says

he's running because he's the only candidate with the right experience, policies and an effective record of leadership at city hall. >> i am here today to officially announce the launch of my campaign for mayor of san francisco. we have a crisis of confidence in our city government that needs to be fixed, and it starts and stops with the mayor. >> among farrell's policy proposals unveiled today is a zero tolerance for crime and the clearing of all large homeless encampments in the city. he's now mayor breed's third high profile challenger, following supervisor asha sapphire and nonprofit founder daniel lurie. san francisco mayor london breed is now responding to the vandalism and fire targeting a waymo autonomous vehicle in the city. it was set on fire on jackson street in chinatown friday night. investigators say more than a dozen people surrounded the driverless vehicle, which was empty at the time. they spray painted graffiti, smashed the windows

and then lit a firework inside the car, causing it to burst into flames. mayor breed has now issued this statement saying, quote, it was a dangerous and destructive act of vandasm. chinatown is one of the densest neighborhoods in san francisco, and any fire could explode and spread among tightly packed buildings to endanger lives, homes and businesses across the bay. >> in oakland, police officers are on paid administrative leave after an alleged dui last weekend. the off duty officer allegedly crashed into a chp vehicle on interstate 80 in fairfield early saturday morning . chp says he drove into one of their cruisers that was blocking a slow lane because of another wreck. authorities say. one chp officer was treated and released from the hospital. a second was outside the cruiser and not hurt. a mother in the east bay says that her daughter was bullied by students at a school in dublin, then assaulted by a teacher. the mother says no one's been held accountable. instead her daughter was expelled for fighting, even though she'd been asking that the administration for support. ktvu crystal bailey spoke with the mother and looks into the investigation.

>> alcs lindo says this is what her 13 year old daughter's soul neck looked like the last week of january, after she was allegedly choked by a teacher at saint raymond catholic school in dublin. >> i looked at her throat. i saw it was red. it was swollen, she says. >> it all started in december when her daughter told her about racially motivated bullying. >> there were a few students at her school that were making monkey noises at her. um, the students were white, she says. >> she sat down with the principal, gregory peterson, after christmas break to report the bullying and discuss solutions. >> he sat there and heard her story and saw her tears. i mean, she could barely speak when she was explaining how the comments made her feel, what those girls were saying to her, lindo says she thought it was being handled, but still, weeks went by. >> my daughter kept coming home saying, you know, they're still bothering me. >> it's getting worse. she continued to report this to the principal, but was getting no

response and no real action. >> on january 25th, lindo says she got a call from her daughter in the middle of the school day. >> as soon as i got there, the principal took me into a different office and he the first words out of his mouth were, you know, your daughter, um, got into an altercation with a student. she hit the student. we have a zero violence policy here, so she's out. and that was his way of saying that she's expelled. >> she says she later learned her daughter had been in a fight and a teacher had stepped in her male english teacher came up from behind her and put her in a chokehold. >> and dragged her out of the class by her throat, lindo says in a second altercation in the hallway on the same day, the teacher did it again, causing her daughter to fall down the stairs. to do that, you know, to do that and hold someone is one thing, but to do that and then drag them out that way, that's a

lot of force. >> es, she says she took her daughter to the emergency room, and that's where the nurse reported it to police. >> the teacher did this in front of almost the entire eighth grade class. >> dublin police tell me the incident is under investigation as the school resource officer interviews witnesses, they also say everyone involved is cooperating. >> i was extremely shocked. >> the expulsion letter from peterson says lindo's daughter, quote, punched a female student on the side of the forehead and continued to throw punches until a faculty member intervened. itrillioneads. the incident breaches the school rules of assault or battery, and there is no mention of the teacher's alleged assault. >> that teacher here needs to know this is not okay. you can't get away with things like this. the principal needs to understand that you can't allow bullying and harassment to happen in the school. >> after not receiving any email responses, i went to the school and tried to speak with peterson in person, but his receptionist told me he was in meetings. in

for a man who was convicted for the crash in alameda that killed fred zender, the former news director here at ktvu. it happened in june of 2021, when zender was a crosswalk at lincoln avenue and walnut street . he was hit by a ford pickup truck driven by michael williams. alameda police determined the 33 year old was driving under the influence, and he pleaded no contest to charges of felony vehicular homicide. manslaughter, rather, and last month was sentenced to more than two years in jail with credit for time served. he was released from jail and then was placed on three years probation. plus, he has to attend an alcohol rehab program. >> a state assembly committee will hold its first hearing on legislation meant to improve safety rules for large rolling gates. the bill was created and named after a marin county boy named alex schwanbeck. he died when a 300 pound rolling gate at his school fell on him. if approved, the new law would require any. we'll gain more than four feet wide and seven feet high to meet new standards. this would include that making sure a gate couldn't fall to the

is a turning point in the legal battle for marriage equality. yesterday marked 20 years since san francisco began issuing marriage licenses to same sex couples. then mayor gavin newsom defied the federal ban on gay marriage and put in motion a nearly decade long legal battle on the road to the supreme court's landmark ruling in 2015, which established a constitutional right to marriage equality nationwide. we spoke with a same sex couple who was among the first to be married on that day. >> i realize this was the first time in our lives as lgbtq couples, as a couple, and as an

lgbt person for ourselves. but this was the first time in our lives that our government was treating us as equal human beings, as in 2008. >> the couple later joined other plaintiffs in a lawsuit that overturned california's ban on same sex marriages. they married a second time, legally later that year, just ahead of valentine's day. >> the fbi is warning about an increase in the number of romance scams in the bay area. older adults are the most commonly targeted. fbi says scammers first gained the victim's trust, then persuade them to send money. the fbi san francisco division reports. victims in our area lost more than $27 million to romance scams last year. >> what they do is they'll make contact with the victims, pretending to look for romance, just like the victims are doing. they'll initiate that contact and slowly develop that relationship. the one thing that they will not do, though, is meet the victim in person, and that should be a red flag. >> fbi says locally, alameda county had the most losses at $9.4 million last year. santa
