henry lee has the latest now on the investigation. >> ktvu has learned from sources the deaths of four members of a family in san mateo are being investigated as a triple murder suicide in a neighborhood unaccustomed to such violence is unimaginable. >> that that would happen, sources tell ktvu. >> a 37 year old man is believed to have shot and killed his 38 year old wife in the bathtub of their home near 41st avenue in alameda de las pulgas, before turning the gun on himself. >> they located a firearm arm also in the bathroom. police found their four year old twin boys dead in a bedroom. >> sources tell me they had not been shot and the causes of their deaths are under investigation. >> there was no note and the motive and all of that is under investigation. and the all of our detectives are still actively investigating this case and trying to figure out the motive. and what caused this. >> according to the man's linkedin profile, he started his own ai company after working as a software engineer at meta and google. his wife worked as a data scientist at zillow.

>> i'd always hear the kids playing in the backyard, so it's just really sad. it's just hard to know that i won't hear their little voices anymore. >> this woman who didn't want to be identified is a neighbor, she says. the children's grandmother made a call to police on monday morning, asking to check on the house because she hadn't heard from the family in days. a nanny for the kids reporting for her first day of work, couldn'trillioneach the family. either police went in and found the four bodies they had asked if he heard gunshots. >> yeah, they asked if i. >> yesterday the investigator asked if i had heard gunshots, but you hadn't. i had. well, i didn't know it was a gunshot. i thought it was a firework. >> neighbors say they're in shock over the tragedy. >> so heartbroken for the family. the loss. um saddened that the two children. >> if you're a parent and you're taking your own children's lives, you must be in a really desperate. how place that, um, unfortunately, you know, that they didn't feel like they had any other place to turn. >> i've learned police recovered

a nine millimeter pistol that was legally purchased several months ago in san mateo. henry lee ktvu, fox studios. >> an early morning police chase in oakland ended when the driver lost control and the car flipped over at about 4:00 this morning in oakland, police say they saw a vehicle connected to an attempted carjacking when they tried to pull the driver over on international boulevard. the driver took off and the chase was on. the pursuit ended right near the 65th avenue 880 on ramp. after the car crashed and flipped, officers were able to take the suspect into custody. >> a social media trend has apparently claimed the lives of two young men in the bay area. they died in separate incidents in the past two weeks while attempting to surf. on top of moving bart trains between daly city and balboa park, ktvu s alice wirtz explains the connection between the two victims. it was along this line heading out of san francisco towards millbrae, just after 9 a.m. on sunday morning, the male

high school student from san francisco fell from the top of the train as it was moving. >> trains reached speeds of up to 40 miles an hour. here at gateway charter school in san francisco, identified the victim as one of their students, saying in a statement, we received the heartbreaking news that one of our students died on sunday. our condolences go out to the students family. the mother of an 18 year old boy who also died last month from the same stunt near the balboa station, had cautioned the late teen on social media. just a week ago, warning him of the deadly risk that also claimed her son's life. even after acknowledging the woman's loss, the teenager continued posting high risk behavior videos online. whether it was for likes or the adventure. sunday's post was his last ride. >> the social media world has really complicated matters on how the, um, children and young adults for that matter, sort of mimic behavior, according to the chair of the department of public health at csu east bay, arnab mukherji says social media creates complexities when raising kids. unfortunately you

know, that puts a lot of pressure on both families and, you know, adults that are close to these children to be able to impress upon them, um, the real consequences of doing some of these actions. mukherjee says parents can't caution their kids enough against the dangers of what's online. we have to be very keen to observe what our children are doing. >> reaction from bart riders was shock. >> someone else said it was like a teenager. i don't know what was going on, but that's like really dangerous. >> victoria says she rides bart frequently. she shared videos of risky stunts. are easily found on social media. >> i have not seen that, but i'm also more on facebook. i think some people are more active on tiktok or instagram, so. so i think it really depends on like the what you see surfacing. >> bobby herrera lives in the mission and shared. he knows teens are always doing reckless things, even himself. once way back. no, not like that, you know. >> but, um, yeah, i mean, this,

you know, there's always crazy stuff going on. dirt bikes in the street, people bombing down the hills at the dolores park on their skateboard and stuff. >> gateway charter school says they're providing support and resources to the family, as well as the extended community, saying any time a student is involved in a tragedy, it's a traumatic event for everyone in the community in san francisco. alice waters, ktvu, fox two news, new at six the santa clara county district attorney has dismissed more cases that involve a former san jose police officer involved in a racist and homophobic text message scandal. >> former officer mark mcnamara resigned in november after an internal investigation uncovered the text messages. some of them included racist remarks about a black man he shot and injured outside a taqueria in march of 2022. now, the da's office told the public defender it flagged 54 cases where it filed charges where mcnamara was involved, and 13 cases have already been dismissed. this week, the da's office says it dismissed five

additional cases. mcnamee era has been temporarily suspended from being rehired as a police officer in california pending further investigation. we've also heard from the public defender's office, which was involved in many of the cases reviewed by the public, defender says, dismissing some of those cases is a positive step, but the public defender is calling for all cases involving mcnamara to be dismissed. >> a new report finds. there has been a 30 year decline in statewide law enforcement crime solving rates, according to the report from the center of juvenile on juvenile and criminal justice, only 7% of reported property crimes and less than half of violent crimes result in an arrest. the report compiled data for most every law enforcement agency in the state, going back more than 30 years. it also shows that police funding increased over the same period of time. however fewer crimes were solved and fewer arrests were made. advocates of state proposition 47, approved by voters ten years ago, say it's a better investment to help

prevent crimes before they occur . >> if anyone is complaining that that offenders are not being held accountable for their crimes, the biggest reason is not reforms. it's not criminal justice. uh, handling. it's not, uh, uh, you know, liberal kinds of reforms. it is the fact that police are simply not making arrests. in oakland, for instance, they have a crime clearance rate of 2. petition signatures are being collected to have an amendment to prop 47 be placed on the ballot. >> the bay area air quality management district today announced an eight figure deal with two bay area refineries. the companies had sued to avoid paying pollution fines, but now they will be forced to make changes. ktvu tom vacar explains why the regulatory agency is calling it a landmark victory for public health. >> the refineries have agreed in advance to pay unprecedented

penalties for future pollution violations. three years ago, they fought tooth and nail against a rule that calls for massive reductions in refineries emitting extremely harmful particulate matter into communities around them, gets into your bloodstream, can cause cognitive decline, asthma, lung impairment, all sorts of impediments to human health. >> the primary health concern that we have about particulate matter exposure is early death. so we're talking about people dying years before their time. all we were asking is the facilities to comply. >> they chose to sue us instead. uh, today they have agreed to drop that suit and comply with the rule as written. chevron also agreed to pay $20 million for past violations. >> it had previously refused to pay, but the company still faces up to $83 million more in fines until it can comply with the rule. that could take up to four years. chevron issued this statement. the settlement ends

our litigation over bar schmid's adoption of some of the most stringent environmental regulations in the world mrc, the martinez refinery is still fighting passed violations. >> we are actively involved in prosecuting the outstanding past violations with mrc, and we're doing that in conjunction with the contra contra costa county da. >> in the future, if you want to sue us over regulation us, you're going to pay the price. if you lose while improving pollution controls is considered a legitimate business expense, violating pollution laws is not what some of this money is. >> penalties and the irs rules are clear that chevron cannot deduct that. since fossil fuels are likely to be with us for many more decades, refer owners are simply going to have to do a much better job of maintenance and operations because, of course, the refineries are aging. >> in fact, chevron and martinez are each over 100 years old. tom vacar, ktvu, fox two news former

san francisco interim mayor and supervisor mark farrell announced his mayoral campaign today. >> this new challenge against incumbent london breed means san francisco voters now have four choices to pick from. come november, farrell said the city's streets have never been worse, and he vowed if elected to clear homeless encampments within his first year in office. we spoke with him earlier today on the floor about his plan, which does include creating a 24 over seven intake center. it's been replicated in many cities across the country. >> we will do it here in san francisco to create a 24 over seven centralized intake center, a one place, uh, that all of our law enforcement personnel, social service workers, can take homeless individuals to get them into shelter and get them connected to services that they need. >> and he is also focused on bouncing back the city's economy with a unique experience. farrell says he brings to the table. >> i also bring 20 years plus of private sector experience in

business, in finance and practicing law. nobody else has that background, let alone the policies in place and the detailed roadmap that i have already laid forth today. on the first day of my campaign to move san francisco forward, farrell previously served as interim mayor for six months in 2018 as london breed's predecessor, mark farrell, joins three others in the race for mayor. >> so far. incumbent london breed levi strauss, heir daniel lurie and supervisor ash-shafi'i farrell also explained why firing san francisco police chief bill scott is part of his plan to address safety concerns within the city. >> farrell said increasing the number of officers on the police force is a top priority within his campaign. farrell also says his focus is on finding a police chief who will push hard for the budget to expand the force and the police department has responded to farrell's claim that there are not aggressive enough efforts to expand the sfpd force. it says chief scott and the city have, quote, faced

>> the house of representatives today impeached mayorkas on charges of willfully refusing to enforce border laws. three republicans sided with democrats against the measure, which passed on a final tally of 214 to 2. 13 house republicans claim mayorkas has committed high crimes by intentionally violating immigration laws. mayorkas will now face trial in the democrat controlled senate, where it is all but certain he will be acquitted. >> winter storms taking a toll on the east coast. this is video from this afternoon of some of the difficult driving conditions on many highways and streets in upstate new york, some road crews, they've been out there since before sunrise trying to keep those streets clean. the storm has also forced schools to cancel classes and left people without power and isolated areas all across the northeast. fox's connor hansen has the story. >> here in new york city, some of the most snow found right here in central park, but more than 30 million people from west virginia to new england under winter storm warnings today, a fast moving winter storm

blanketing the northeast tuesday, some areas seeing as much as 1 to 2ft of accumulation in. in new york city, the storm started as rain overnight before turning to snowfall, making it difficult to pre-salt the roads with rain washing it away. officials warning drivers to stay off the roads. it's a little worse than i thought it was going to be, so it's a challenge mostly as long as i don't have to drive. >> hopefully everybody just try to stay warm out here. but we needed this weather. we backed up on snow anyway. >> the nyc school system, the largest in the country, closing its doors tuesday and switching to virtual learning. though many teachers and parents reported tech issues, those systems are completely tied to the work that we do with ibm in a word, ibm was not ready for prime time. some skipping school entirely, opting for a good old fashioned snow day. >> fun, fun, fun. it's much better to be outside than sitting indoors. we're not really interested in doing the virtual learning thing doesn't

work at this age. it's yeah, it's not for us. >> about three inches of snow accumulated right here in the center of the city. it's been more than two years since the big apple saw this much snow in central park. connor hansen, fox news is ready. >> we got a wet period coming up as we move into the bay area. weekend starts tomorrow. lingers into saturday. sunday and perhaps into monday in some form or another. i think saturday looks like the wettest day, but lots is going to change when we look at the layout of the next three systems. essentially we've got storm one, two and three. 3rd may turn out to be three and four. we'll see. but that system one kind of goes through tomorrow. if that thing drops, it's still going to be good. like last night when i was looking at it, i was like, okay, this is going to be quarter inch even less. the models were real light on it. half inch and under. now it looks like it might be an inch inch and a half and under. so it's going to be more meaningful event. and then saturday is the strongest storm, i believe. and then the storm on sunday night into monday looks like it's got some game two, but

not quite as strong. we'll see. here's how tomorrow looks. let's just take it when you get the storm series like these, i think i always say it, but you got to take it one at a time. i mean, i just gave you a long range depiction, and i'll show you the long range model a little bit, but invariably it will change and budge. but what we do know is pretty much what we're looking at here. at 24 hours out, i feel pretty good about, in terms of timing and getting granular. and so the rainfall 10th of an inch to quarter of an inch to an inch and a quarter, and then some wind, but not a ton, but a little bit of wind. and then the mountains are going to get a bunch of snow. snow levels will be down around blue canyon, couple feet possible. so that's for tomorrow. main hit is going to be in the afternoon on the afternoon commute. morning north bay commute might be a little damp as well. see you back here. the full forecast. >> all right. we'll see you in a bit bill. thank you. well, the a's might still be calling oakland home for the next four seasons, despite their planned move to las vegas. according to the chronicle, a's executives are set to meet thursday with officials from the city of oakland and alameda county to discuss a lease extension at the coliseum. the team's lease expires after the 2024 season,

its calls for longer cockpit voice recorders in all aircraft. the ntsb first called on the faa six years ago to require that cockpit voice recorders be able to store up to 25 hours of audio. the agency says the inability for investigators to listen to cockpit voice recorders has hampered investigations. 14 different times. that includes the case when an air canada plane nearly landed on a taxiway at sfo, as well as the alaska airlines decompression in portland last month. the faa has proposed adopting the rule, but only for new aircraft. >> the man accused of stealing a small plane and landing it on a beach near half moon bay a few days ago, faced a judge today, 50 year old luis gustavo arias

pleaded not guilty to all charges. bail is set at $10,000. investigators say he stole the small plane from an airport in palo alto last thursday, and then ditched it on the beach. he walked away but was later arrested. he faces a number of charges, including theft of an airplane. >> thousands of flight attendants walked picket lines today at 30 major airports across the country, including san francisco international. the flight attendants are calling for better pay and working conditions in the industry. the picket lines are part of a national effort by flight attendants representing several unions and airlines, including american air, alaska, united southwest and frontier airlines. rouz. >> we want to stand up for corporate greed, which means we want a livable wage. we want to be recognized for the contribution that we make to the airlines profits and the contribution we make to the safety of the flight. >> the picket lines at sfo did

not disrupt flights, united airlines said in a statement. it is looking forward to working with the flight attendants union to narrow the issues. the first negotiation session has been scheduled for march 19th by a federal mediator. >> instacart has announced a round of layoffs that will cut about 250 jobs. this is roughly 7% of the grocery delivery platforms workforce. a letter to shareholders says this is an effort to reshape and flatten the company's structure, bringing long terme transformation to instacart and its industry. the news comes after a reported drop in instacart's fourth quarter earnings. the company just announced its initial public offering last september. coming up on ktvu news at 630, after months of trending downward inflation is on the rise again. why economists now worry about the overall health of the economy. >> and after a long debate, the senate has approved more funding for israel and ukraine, with some key concessions and later in sports, we hear for the first

police also say they found their four year old twin boys dead inside a bedroom. the causes of their deaths now under investigation. >> a 15 year old boy died after falling off the top of a moving bart train. it happened just after 9:00 sunday morning. the train was heading out of san francisco toward millbrae. this comes just two weeks after another teenager died by doing the same stunt known as bart surfing. >> also, mark farrell announced his mayoral campaign today in san francisco. he previously served as interim mayor for six months back in 2018. some of his key campaign concerns include clearing out large homeless encampments across the city, bouncing back the city's economy and firing police department chief bill scott. >> and you are watching ktvu fox two news here at 630. a report on inflation came as a surprise today, rising more than expected. and that spooked investors on wall street. >> the new numbers have also dimmed hopes for the fed to cut

rates this spring. fox news edward lawrence shows us the numbers and the fallout. the latest inflation reading came in hotter than forecasted, making it less likely the federal reserve will lower interest rates in the near future. >> the consumer price index rose 3/10 of a percent from december to january for the year. prices were up 3.1. the annual increase for core inflation was 3.9. the numbers are down from recent highs, but economists were hoping for a bigger improvement. >> i talked to retailers all the time who say we're not lowering our prices, we're going to keep them the same. the people in america are just stressed with this. this is this is just crushing our economy. >> this latest inflation figure marks a cooldown from december's stiffer than expected 3.4% gain, which. dampened hopes on wall street that the first of three interest rate cuts this year could come as soon as march. >> somebody needs to slap the markets in the face and say there is no way they're going to be cutting rates. you know, every meeting from late spring and until christmas, it's just

not going to happen. >> housing costs were the biggest driver of inflation last month. rents rose 6/10 of a percent for the month. they're up 6.1% from the same time last year. the price of health and auto insurance also jumped in january, rising 1.4% over the course of the month. the fed, closely watching this report for signs that inflation will come down as policymakers are trying to decide the right time to start cutting rates in 2024. at the white house, edward lawrence fox business for more now on the latest inflation figures, we spoke with james mcbride, a certified financial planner with the mcbride group. >> he also talked about the trends that are driving inflation. >> i try to look at the trend and the trend again, as you and i have talked about 18 months ago, we were talking about 9% inflation. now we're talking 3.1, an extraordinary, very extraordinary downturn in inflation. and at the same time, we have 50 year low unemployment . so therefore we have a pretty good economy. and we have consumer spending, which is two thirds, maybe 70% of our gdp. gdp is very strong. consumer is

very confident. company earnings are very good. unemployment is very low. >> the fed says it's confident the economy is headed toward its target rate of 2. annual inflation. the fed's next meeting is in march. well, that january inflation report sent stocks tumbling today. the dow lost 524 point erasing half of its gains for the year. nasdaq fell 287 and the s&p was down 68 two. >> officials tonight say israel and hamas are making progress toward a new cease fire agreement. a new deal would include a six week cease fire and the release of all remaining hostages held by hamas, and the release of hundreds of palestinians in israeli prisons. cia director william burns is in cairo meeting with israeli, egyptian and qatari officials negotiating this deal. president biden, though, continues to push for that two state solution. while prime minister benjamin netanyahu says that is a nonstarter for israel. also, moving forward with its

intensified offensive on the southern gaza city of rafah, where more than a million palestinians are seeking refuge, the senate approved a $95 billion aid package for ukraine and israel after pulling a rare all nighter. that package, supported by president biden, faces an uncertain future as it heads to the gop led house hard line. republicans opposed the legislation, with speaker mike johnson already threatening to block it. the security package was held up for months while lawmakers debated and including border security measures, which were ultimately left out. >> it has to be some a different option, and that option needs to be sensible solutions that both protects our home. here our border at home, as well as our allies abroad. >> most of the aid would go toward helping ukraine and israel. around $9 billion would also go toward providing humanitarian assistance to civilians in conflict zones across the globe, including gaza. tonight the biden administration is reaffirming

the united states commitment to nato. >> this is in response to former president donald trump's recent suggestion that the us should not protect nato allies who failed to meet their defense spending targets. leaders from poland, france and germany held meetings this week, vowing to strengthen europe's defense and improve relations with allies. and today, president biden said the us will be there to defend nato allies as putin attacks a nato ally. >> the united states will defend every inch of nato territory. >> president biden also said donald trump did not understand that the nato alliance was a sacred commitment the us had made, calling the former president's comments shameful and dangerous. >> new efforts to get people off the streets and into treatment options. they need the new action taken today on drug treatment in san francisco

substance abuse. the san francisco board of supervisors unanimously approved legislation meant to make it easier to add more mental health beds. the ordinance waves a lengthy approval process to contract beds to patients. authors of the ordinance say an easier contract process will also open the door to more providers. >> ucsf is trying to catch up on blood donations to address the national shortage. a blood drive was held today ahead of tomorrow's national donor day. donors were treated to snacks and t-shirts to thank them for their lifesaving contributions. officials say the blood donation chain experienced serious interruptions during the pandemic, and now blood banks are trying to restore their supply. >> as with the pandemic. people who donated frequently, sometimes fell out of the routine and, um, we just have really not been able to get back to where we once were beforehand. there's constantly a need. if you can't do it today, do it tomorrow. if you can't do it tomorrow, do it the next day.

nationality is homo sapiens. my place of origin is earth. >> i do a lot of work with kids. and the next generation. how important is it for you to give back to those kids to get them interested in science and stem? i think for me, uh, people ask, well, why do i do it? >> well, i started collecting insects at 4 or 5 and was my grandfather who enlightened me and allowed me to do it. my grandmother thought i was a bit extreme, but, uh, when i give back to kids, i'm just giving back what was given to me. or, who knows, 65 years ago. >> what is your message to young students that that may feel discouraged or may not feel like the path is clear? >> uh, okay. i can't change the past. uh what i tell youth and, you know, i deal with them a lot. keep a smile on your face and look forward because there'll be opportunity to take advantage of them. and there'll be more than one. and if you fail, get up and try again. well this interview will be part of a

new fifth season of our special program, voices for change. >> it will return to the last sunday of every month starting february 25th. >> all righty. get the umbrellas ready to go. get the, um, patients ready to go, because we're going to have a little wet commute tomorrow afternoon. about this time, we'll be showing you some rain. here's the long range forecast. we'll take a peek at it. remember, this is the big picture. over seven days, six and a half days here is the system for tomorrow. more rain than anticipated last night. so this thing's got a little game. it's going to drop. maybe an inch of rain in some of the heavier locations. half inch for the rest of us. quarter an inch. it goes through, drops some snow in the mountains, and we break off. so thursday looks pretty little wet in the morning, but then thursday sort of dries out. and then friday looks pretty dry all day. and then this comes in. that's on friday night late into saturday morning. that looks pretty robust. but a little bit of a break on sunday. and then sunday night we get into that. and that's a pretty decent system. see it's got it kind of staying put. so that's going to stick around a little bit into

southern california. so it's going to be a wet period. it's all going to evolve and change certainly over the next 12 hours 24 hours. every model run will change. but that's the basic big picture. it'll be mimicked in the five day forecast. you'll see that here are the highs from today. pretty warm. mild if you will, for this time of year. about about where they should be actually a little maybe a little warmer. and then outside tonight not as cold because of the cloud cover. and then the showers are starting to show up to the north. it looks like tomorrow morning's commute should be dry by tomorrow afternoon's commute. should be wet pretty wet too. like enough that it's going to slow you down. it doesn't take much though, so overnight lows above freezing. and then here's the model. so here we are right now. and then here we are tomorrow morning. so this whole area is going to go through between 8 a.m. and 7 p.m. so that's a good run of time right. so you're coming up in eight you know, nine, 11 12 hours of this thing passing through the bay area. so that's enough time to get a half inch or an inch of rain, snow in the mountains as

well. some residual stuff. thursday, maybe a sprinkle in the morning. but it's hard to say. but just be ready for that. and then friday, maybe a sprinkle, friday, maybe a sprinkle in the evening. and then the real story will be friday night into saturday morning, which will be this guy model doesn't go that far. so these are the forecast highs. so here's what you do when you get a pattern like this. you know you lived here a long time. you probably know this. but just go one at a time and we'll take this one tomorrow. we know tomorrow morning will be pretty dry on the commute. we know tomorrow afternoon we'll be pretty wet, especially in the south bay, right on the afternoon commute. quarter inch, half inch, a lot of rain. it's we're used to it, but it's not going to cause issues. shouldn't other than traffic issues. but it's a good amount of rain. and then to get a chance thursday there's friday and then saturday sunday. that's kind of the main event with evening showers on sunday into monday. >> all right bill, thank you. a full closure of southbound 680 in pleasanton planned for this coming weekend has now been canceled because of the rain in that forecast. the closure between the 580 interchange and koopman road was set to start

friday night and last through presidents day holiday weekend, all the way through monday. it was already rescheduled from last month when stormy weather first caused it to be postponed, and officials say new dates for the closure will be released at a later time. the giants have reportedly added a power hitting all star and former world series mvp to their lineup. >> that story and more coming up next i in sport

follow that up by uk's brother. also posted on instagram in part, this is the exact reason why we're leaving san francisco, and the receiver himself again today was asked about his status with the 40 niners. >> is your hope to remain with the 40 niners moving forward? >> if that's the right move? yeah >> what would that right move look like for you? >> being a champion? yeah. >> well 40 niners defensive tackle eric armstead played all the playoffs, including the super bowl with a torn meniscus in his right knee. the injury happened on the second snap of the win against the eagles in philadelphia on december third. armstead finished the game but did not play again until the divisional playoffs game against the green bay packers. that injury will require surgery in the coming days. armstead hopes for a training camp return in late july or august, but it appears the san francisco giants have added some power to their

lineup as they get ready for the new season. multiple reports saying the giants have signed george soulaire to a tentative three year deal worth about $42 million, pending the results of his physical. solari hit 36 home runs last season when he was named an all star as a member of the miami marlins, he was also the world series mvp with the atlanta braves in 2021. soulaire was used primarily as a designated hitter last season. he also plays right field. and that ball is shot into left field for the fountains, and that is the voice of the newest announcer for the oakland a's. >> jenny kavner has been hired by the a's and is now the first woman in major league baseball history to be a primary tv play by play voice for a team she worked. bless you. she worked as a backup announcer for the rockies for the past 12 years, and she has nearly two decades
