noon. >> good afternoon. i'm andre senior. thank you for joining us. we are tracking a system churning off the bay area coast. it's set to dump a lot of rain on parts of the bay area, and that could affect holiday weekend plans. so let's bring in ktvu meteorology rosemary oroczo with what we can expect. she is timing out the forecast for us. hey, rosemary. yes, andre. >> hello to you. happy friday everybody. we are looking at several days of rainfall today the transition day. we are mostly cloudy, a little bit of moisture embedded within those clouds, but real rain expected to arrive during the overnight hours. here's a look at san francisco, where you can see all the overcast at this time. getting into storm tracker two. we've got a little bit of light green there on the screen, so can't rule out the possibility of a few sprinkles. maybe a stray shower, but for the most part we are looking at mainly dry conditions for your bay area. friday most of this will be virga, meaning it's going to evaporate before it actually hits the ground. but take a look at what we're seeing just off shore. we have that atmospheric river taking aim at the bay area

once again, and advisories expected with this system for the weekend. that shade of a pink there is a winter storm watch for the sierra that begins tomorrow. meanwhile, for us here at home, a flood watch that begins on sunday and lasts all the way until wednesday. again, we are talking about several days of rainfall here and off our coastline. a high surf advisory that begins tomorrow morning. a better detail of the advisories in place and what we can expect heading into the weekend, including the timeline coming up in just a little bit. andre, our rosemary, as we wait for the skies to open up. >> preparations are underway to deal with the downpours flooding is a big concern in cities across our region. the rain will bring a mix of good and bad to ktvu. james torres has more from experts pointing out the pros and the cons to the storm. >> just two weeks ago, atmospheric rivers drenched the bay area with some communities feeling strong. gusts of nearly 100 miles an hour. those gusts knocked down trees, some crashing into homes and bringing

down power lines. we need these wet years or average and wet years in a row, scientists say. the weather coming in is a good thing. the rain is doing a good job of replenishing our water sources. it's great to see this stream of storms because to get even up to average conditions, we need 4 or 5 big storms during our winter wet season, which runs from basically december through through march. >> it may be into into april, but as we know, storms can also ruin your day. >> we've been planning since september the oakland chinatown improvement council is keeping an eye on forecasts as it prepares for its second annual lunar new year parade this weekend at wilma chan park. it's going to be rain or shine. we've told our partners and we've told spectators, uh, rain or shine, we're going to go for it. uh uh, well, we have ponchos, we have umbrellas, and we have, um, you know, our stage is going to be

covered in case if there's rain, it would take the nastiest form of a storm to cancel the event. >> organizers don't expect much rainfall until after the parade is done, but researchers say the storms and their forecasts can change day by day. if you have a tree near your home, you do have the option to call an arborist to check it out and make a call on whether it's appropriate to cut it down. in communities, all over the bay area will also offer free sandbag stations to help avoid flooding. i'm james torres, ktvu, fox two news, and as is normal at this time of the year, many people will be heading up to the sierra for the long holiday weekend as deneeka hill reports, businesses and ski resorts say they're ready. >> it's amazing it means so much fun. it means that all my employees are happy. it means that the town is flowing. it's got energy. >> debbie brown, the owner of cold water brewery in south lake tahoe, says businesses in the

area thrive off of the long holiday weekends. we prepare the whole restaurant for that, right? >> we bring in more food. we've got more product on board. >> the on site brewery and scratch kitchen, all set for the coming days. >> it really is our livelihood. it's what we depend on and i will tell you out cold water, we bring it and we bring it out for those people and we want the visitors and locals alike, the roadways, also getting some attention today. >> crews out clearing excess snow, also laying salt and sand in the area known for its fine winter activities like snow tubing. >> this weekend is one of our biggest ones for the season and it was a busy day behind the scenes at two tahoe, making sure staffing, equipment and all the attractions are all ready. we put some new snow over top of everything we groom it, we reshape everything. um, and test everything out and make sure that it's running great. >> and this season they've got some new attractions. >> we call it big air. you get a

violence is reigniting. the conversation about what can be done to prevent these tragedy. >> we're saddened. we're angry. >> a vigil held thursday night in kansas city honoring the victims of this week's deadly shooting at a kansas city chiefs super bowl parade. the tragic incident leaving lisa lopez galvan, a local dj and mother of two, dead. her family and friends now trying to make sense of this tragedy, stephens here to do then. >> she was a good person. this was sent was police say they have ruled out terrorism and extremism as a cause for the shooting, adding it appeared to result from a dispute between several people. >> investigators are now examining bullets and shell casings left behind to determine their connection, and asking anyone who directly witnessed the shooting to contact police. two teenagers remain in custody. a third person, also a juvenile, has been released for us to be in such a great moment in our history and just be ruined by

idiocracy, just why there? and nearly two dozen others were injurein the violence, ranging in ages from 8 to 47 years old in the wake of the tragedy, the biden administration now calling on congress for more gun legislation. congress needs to act, and it is shameful that we have not seen more action on this. >> we know these actions can save lives in our communities. literally can't afford to wait. >> as the investigation continues, mayor quinton lucas says the city does plan to move forward with its saint patrick's day parade in march. in kansas city. jeff paul ktvu fox two news meantime, taylor swift made a $100,000 donation to the family of the woman killed in the shooting, lisa lopez. >> galvan was at the parade with her husband, son and daughter when she was fatally shot. swift, who was dating kansas city chiefs tight end travis kelce, wrote a note on the family's gofundme page saying, quote, sending my deepest sympathies and condolences in

the wake of your devastating loss. well, none of that mysterious illness that spread at a north bay high school campus is ktvu crystal bailey tells us. authorities in napa are still trying to determine what caused a large group of students to get sick during class. >> it was first period students had just settled into choir class when some of them started feeling sick. the fire department was called and the students were relocated away from the music room. >> we had a total of 25 patients that needed to be assessed that were all complaining of symptoms of nausea, headache, aches and fatigue. >> the schools put on lockdown and five students were taken to the hospital. pg and e also responded to the hazmat call napa police, saying all parents of the six students were notified and asking parents to stay away from the building while they worked. but but officials say they checked for carbon monoxide, hydrogen cyanide and inspected the hvac system, even looked for evidence of drug. >> we didn't find anything. no

readings on our monitors and found nothing either. so we're still at a loss as to what caused this. >> the lockdown was lifted and students returned to class later in the day and napa county says it is monitoring the situation closely alongside the school district officials say as soon as they can identify a cause, they will provide an update. crystal bailey, ktvu, fox two news all right, new at noon. >> governor newsom is in the bay area highlighting the latest efforts to address homelessness. the governor was in oakland at the site of a motel which has been converteding its under prot homekey. he announced a new round of homekey awards. the statewide project converts former offices, motels and other unused buildings into housing for people experiencing homelessness. today we're announcing, as was noted, a $99 million additional investment. >> there's still additional resources left, to be precise 138 million left of the 3.5 billion after the 99 million is distributed today in six

i'm on trial? these people are on trial for trying to steal an election in 2020. i'm not on trial. no matter how hard you try to put me on trial. >> lawyers for mr. trump and his co-defendants say willis should be removed because she was dating a man she hired as a special prosecutor. willis says he was hired before they began a romantic relationship. news locally now san francisco city workers are rallying outside of san francisco general hospital and trauma center to demand better working conditions. union workers argue the city spends over $5 billion each year on contracts. most of them are awarded to people based outside of san francisco. they say 1 in 10 contract requests are due to a lack of staffing with the department of public health being impacted the most. san francisco general is the only level one trauma center in san francisco caring for patients. no other hospital in the city can take on making its staffing crisis especially untenable. some users say. nurses say they have seen patients wait 6 to 8

hours to receive care. we've reached out to the city for comment and we're waiting to hear back now. well, happening right now. if you're in the market for a new vehicle, particularly an ev. the silicon valley auto show likely has something for you. the show kicked off this morning and runs through sunday, and ktvu mark sayer joins us live from the santa clara convention center with a look at what is new. hey, mark. >> well, hey, andrea, it probably comes as no big surprise that the bay area and california in general, well, we are early adopters of electric vehicles. so at this particular auto show, national manufacturers have brought a bigger supply of evs. and hybrid vehicles than they possibly would bring to other auto shows around the country. take a look at this one example. this yellow and white machine. this is what's called the volkswagen id buzz. for some people, it may remind them of the very famous and old vw microbus that roamed the streets of the haight back in the 60s and 70s, but this is decidedly the 2024 version. it is all electric, with three rows

for passengers and an engine in the rear, just like the old one. and vw is not alone. you'll find all sorts of manufacturers here with their latest electric and hybrid vehicles, including tesla, lexus, kia, honda, porsche, nissan and toyota, just to name a few. >> well, electric cars are a very popular in the bay area. >> of course, in california at large mimics that trend. so it's about 25% of new car sales in california, whereas for the rest of the country it would be more like 8 to 9. >> so we are trendsetters. >> you are trendsetters. yes. early adopters and one of the interesting things about electric cars in california is that it's, it's kind of the perfect environment. electric cars work really well when the weather is temperate. >> now this show is put on by the silicon valley auto dealers association. so these are all vehicles which if they're not already on bay area showroom floors, they will be soon. it's also a great way to see what's out there all in one place and

reopening. getting into your weekend and lasting into the first part of next week. a live look outside our doors where we do have overcast skies from san francisco, you can see oakland there, as well as a mount diablo. we will get the rain. the sierra will get snow. and as we talked about at the top of the hour, we have advisories to go along with it. here's the view of storm tracker two are already seeing a little bit of moisture. enter the picture here. although most of this is virga, we won't rule out the possibility of a little spritz or sprinkle for today. today is the transition day as this is what is to come, and we are looking at a couple of rounds and then into early next week, a more expected back to the advisories here. the flood watch for the bay area is for the entire bay area. it starts on sunday, goes until wednesday. so the second round is expected to bring us additional rain and perhaps some wind out there. excessive runoff could of course arise. our streams and our creeks, our rivers, low lying areas, poor drainage areas all going to be impacted. and then as we take a look at the

coastline, we do have an advisory, a high surf advisory that begins tomorrow and will go until sunday afternoon for very large breaking waves. we're talking 18 to 22ft with some higher waves up to about 28ft. and it is for the entire coastline from the north bay to monterey, into the sierra. we go where we have a couple of advisories. we have a winter weather advisory that begins tomorrow morning and will go until early sunday morning. a tiny break, tiny window for folks that are thinking about traveling up before another advisory. this one, a winter storm warning begins at on sunday afternoon and goes all the way until wednesday as well. the future cast for us tonight into tomorrow. the light rain is expected to develop as we get into the overnight hours. here's a view of tomorrow morning, 7 a.m. we start out with mostly cloudy skies, a light scattered showers on and off for the first part of the day before it turns heavy. right now the timing on this between three, four, 5:00 in the afternoon. if you're going to be on the roadways, if you have plans. this is where we do expect the heaviest rain to

move through and then tapering off to scattered showers once again for your saturday evening under mostly cloudy conditions. get into sunday. the next system begins to arrive, so for the first part of the weekend, anywhere from half inch to an inch and a half of rainfall expected. with the first system, the first round could see a little bit more in our heels, could see a little bit more in the north bay and for the sierra, up to 6 to 8in expected of snow fall with round number one. we'll call it all right. round number two. and what's expected for early next week. we'll come in the extended forecast. but outside our doors at this time we are running a little bit cooler under mostly cloudy, mainly dry conditions. 56 in san francisco, 56 in walnut creek and for the afternoon we'll go with the low 60s across the region. a better look at the rest of the weekend and what we can expect in the extended forecast coming up, russia's main opposition leader dies in prison, sparking outrage around the world. >> in london. i'm alex hogan. i'll have more on this story coming up

intelligence project. this time, it can take text and turn it into videos. the company, backed by microsoft, shared these ai generated videos from its new text to video platform called sora. they they say sora can create 60s of highly detailed and realistic scenes and movements, all based on just a few sentences of text. description openai says it has a team specializes in specializing in misinformation, bias and hateful content testing. the model to improve safety efforts, doubling penalties for protesters who blocked traffic on highways. what we're learning about a new bill introduced in the state legislature, plus an impressive shoe collection, will soon hit the auction block. and it's all in honor of a late south bay teacher. how her family is keeping her memory alive

the east bay, you can see mount diablo there in the backdrop. we do have cloudy skies already in place and temperatures are running a little bit cooler today compared to yesterday. as a result. and again, we keep going back to storm tracker two because already picking up on a little bit of moisture there you can see embedded within the clouds. not expecting much. the system is going to hold off for most of us until the evening hours. overnight hours. but by tomorrow morning, definitely going to begin to see the scattered showers. you can see the parent low as well offshore, and you can also see what's going on here. we are tapping into that subtropical moisture. once again. what we know is the atmospheric river. so a few rounds coming our way, the start of the weekend will be wet. the end of the weekend will be wet and even early next week expected to have rain and sierra snow advisory wise, the advisory for saturday into sunday is along our coastline. it does include a high surf advisory for very large breaking waves anywhere from 18 to 22ft.

isolated waves up to 28ft. the advisory, the bay area advisory for flooding starts on sunday morning and goes all the way until wednesday morning. this includes areas over the sierra where the advisories here begin tomorrow morning. a little bit of a break sunday afternoon and another advisory goes right into place after that. and this one also lasts until wednesday morning. so i'll have a look at what we can expect for snow, as well as a bay area rain for the next several days. and in the extended forecast coming up, we'll look forward to that update. >> rosemary. thank you. meantime to this story, it is officially been more than a year since the city of oakland has had a police chief as ktvu. bailey o'carroll reports, politicians and residents say they're equally as frustrated with the lack of progress frustrations in oakland are mounting as the city has now been without a police chief for more than a year. >> the process for finding a replacement after former chief leronne armstrong was fired by oakland mayor xiang tao in february of last year, has been anything but smooth. i think the community definitely feels

helpless. >> i think your officers and professional staff of the oakland police department have a sense of helplessness until until there's some leadership that steps up and says no, that we've got to stabilize here. >> following the firing, the city tasked the police commission with finding a replacement on december 14th, 2023, ten months after armstrong was fired. the commission finally submitted three candidates to the mayor, including the chief she had just fired. less than two weeks later, on december 27th, the mayor denied all of the options. former oakland police chief anne kirkpatrick, who was fired from her role, says she believes the commission is playing politics with the mayor's office. >> i squarely put a great deal of responsibility on the police commission when they, um, i think politically they advanced three names that they knew who

they were trying to buttonhole, trying to get chief armstrong put in that position. listen, uh, the mayor did not take that bait. and so they they played, uh, games, and that should never have occurred. >> the next round of candidates had until february 9th to apply the commission will sift through the option and deliver who they believe to be the best options to the mayor by march 1st in oakland. i'm bailey o'carroll, ktvu, fox two news. so we reached out to each member of the police commission requesting an interview. >> but none of the eight have yet responded to our request in time for this report. well, a vallejo police officer was arrested, accused of domestic violence, making criminal threats and stalking. ktvu has learned that vallejo police officer ronald dupree is being held at the santa rita jail in dublin without bail. now, in the past, dupree has received awards for his involvement in making arrests for dui and stolen cars. a statement from the police

department says officer dupree is on paid leave for a, quote, ongoing personal matter. while the city of antioch is trying to add more oversight to the police department in response to the racist text message scandal, a new police oversight commission was created and its seven members were sworn in this week. the volunteer board will make recommendations on a wide range of police department policy as they begin work. two years after the fbi first began its investigation of the department after it found officers had sent dozens of racist text messages and abused their power. >> we have made history tonight, but history means nothing to people if we don't make progress . my belief is that we will make progress. we will have transparency. we will have accountability, and hopefully a model, a community policing that is non-biased and serves all residents of antioch equitably well. >> antioch city leaders say the oversight commission is part of their effort to reform the department. san francisco, oakland and berkeley also have

police oversight commissions as well. police in san mateo confirmed the names of the four family members who were killed in a murder suicide. authorities say the father was anon henry and the mother was alice benziger. their twin boys were four years old. on monday, investigators went to their home after getting calls from a family member saying they could not reach anyone for days in. investigators found the parents dead with gunshot wounds. we still do not know how the two little boys died and here's a reminder if you or someone you know is in need of help, there is a national hotline to call and get support 24 hours a day. that number is right there on your screen. it is simply nine, eight, eight. state lawmakers are considering new legislation that would increase penalties for protesters who block highways. the proposal calls for doubling penalties for protesters, purposefully blocking the flow of traffic and preventing emergency vehicles from responding to calls. the bill was introduced yesterday and follows recent protests that blocked the bay bridge, the

golden gate bridge and highways in los angeles. currently under state law, protesters are issued a small fine, often less than the average speeding ticket. well the plan to bring driverless cars to the peninsula is getting some pushback. now, the san mateo county board of supervisors asking state regulators to reconsider allowing waymo driverless cars to operate in the county. ktvu, lamonica peters talked to leaders who want more regulations in place before driverless cars are allowed on the road. >> san mateo county board supervisor david canepa says the board has unanimously decided to support state senate bill 915, which will give local governments the power to decide if it wants driverless cars on its streets. right now, the cpuc decides where driverless companies can operate, and it approved waymo's application to expand to san mateo county last month. >> the last thing i want to do is to make highway 101 a beaker in waymo's science project. want

to make sure we have speeds going at about 65 miles an hour? um, want to make sure that people are safe and look in san francisco, they've had a multitude of problems over the last two weeks in san francisco, a bicyclist was struck and injured by a waymo driverless car, and another waymo car was set on fire by a group of people in chinatown. >> state senator dave cortese, from san jose says he's proposing sb 915 because local governments have no way to regulate driverless cars. >> we're going to fix that loophole in the law, and we're going to let cities and counties, um, start putting ordinances together. laws together at the local level as they see fit for their particular community may be different, um, from one community to another, cortese says he believes driverless car technology will continue to improve, but regulation should happen at the local level. i think what they've proven to us is that they're not quite there

look at sunday morning and we're starting out. mostly cloudy with a few scattered showers. notice even the sierra getting a little bit of a break come sunday morning. but by noontime the showers begin to appear once again and then it does turn heavy once again into the afternoon between noon rain. and we'll call it sunset, which is about 545 550. these days. and the sierra once again beginning to see the rain and the snow. here's a look at monday morning. if this remains on track, we have a heavy band of rain that is going to move through. it looks like late sunday night into early monday morning. here's hoping that maybe you have the day off and you don't have to worry about getting onto the roadways because. we could see a lot of flooding and ponding at that point. the future cast on this through the first round of rain or through the weekend. we'll say anywhere from an inch to three inches, about a foot or less of snow in the sierra. but if we go all the way until wednesday, when the wet weather is finally expected to move out of the area, we are talking several inches of

accessible and vibrant, as well. bay area electric vehicle company lucid motors is dropping the price of its most affordable car by thousands of dollars after a disappointing year in sales. the base model for lucid air pure will now start at $70,000. that's down about 10. the price for the more powerful touring model is also down by about the same amount. the price cuts come just a few weeks after the company announced it's only delivered 6000 cars last year. meantime, nike is the latest company to announce layoffs. the ceo said about 2% of its workforce will lose their jobs. an email to employees said the cuts are part of a strategy realignment, and that the company is focused on investing in its main growth opportunities , which have been running women's gear, and the jordan brand. usa today announced its 2024 nationwide restaurants of the year, and one of them is right here in the bay area. at least crenn has three michelin star restaurants in san francisco's cow hollow. it was the only bay area restaurant mentioned on the hand-selected
