york. eamon dignum, fox news. kate icu, fox two news at five starts now. >> an oakland business has been hit almost two dozen times by thieves, three times in just the past three weeks alone. the popular restaurant cleans up only to be broken into again over and over. >> good evening. i'm jana katayama and i'm christien kafton. >> it's a story that has played out at businesses throughout oakland and has some business owners thinking about getting out. >> our crime reporter, henry lee is here now. after speaking to the manager about these repeated break ins, henry. yeah, kristin and janet. >> he's just about had it. he has customers to feed employees to pay, and not enough time in the day to call police and call for repair. he's wondering if he needs to call it all off. >> it's a lot of stress. it's frustration. oswaldo sanchez is fed up. >> he manages agave uptown restaurant in oakland, which has been broken into three times in the past three weeks since it

opened in 2016 at 22nd and broadway. it's been burglarized 22 times. >> i have to, like, find a way to, like, get attention from you know, police department, governor, mayor, whoever it is, because they really need to stop this. >> at about 445 in the morning thursday, this man forced the lock and went straight to the bar. he picked up a bottle of mezcal, which is alcohol made from the agave plant. he even took time to read the label. he left with just the bottle, but caused more damage to the door. the crime cars are just driving us, you know. >> too crazy. >> especially when it keeps happening over and over again. last week, these guys first used a crowbar and then a longer pry tool to break in the restaurant again, had a pay to fix the door and on january 30th, several thieves broke in and ransacked the business. >> like it or not, restaurants, businesses around. we're dying. little by little. it's taking money, energy, stress, you know,

sometimes it's like you just want to give up. and i'm here today because i want him to stay in oakland. >> oakland city council member noel gayo says he and his family have dined at agave many times. we need to do better to protect our businesses. and you know, at the end of the day, henry, they're the ones that pay the taxes, employ our residents. and i got to keep this restaurant here. >> customers say they want this business to survive, to. >> it does feel like something's changed. it does feel like there's more crime in the city. and it would be, um, totally advantageous for our city council and our police department to get together and work in a community oriented way . >> now, the manager tells me he's woken up in the middle of the night wondering if he should check the surveillance cameras in real time in cases restaurant is being broken into yet again. oakland police are investigating this incidents. kristin. >> yes. so stressful for that business owner and the manager there. henry. just wondering if he has any sense if this is the same people who are coming back over and over again, or if this

is just random new people coming one after another? yeah, we know that one lone guy from last week . >> actually, yesterday, just by himself. other groups not so sure if it's the same people, but he's for some reason it's a nice looking restaurant, so these criminals are probably just lured into thinking that, you know, they can have something that doesn't belong to them. >> yeah. henry. very difficult. thank you very much, henry. well all new at five. police are looking for a man suspected of killing a woman in pinole this morning. they believe 36 year old jeffrey kendall broke into a home on summit drive near buena vista at about 845 this morning. they say a woman in the home was found dead with at least one gunshot wound. officers say kendall was seen on video driving off in a gray hyundai elantra. police describe him as five feet, nine inches tall, 140 pounds, with brown hair. police say he is armed and anyone who sees him should immediately call 911. the chp has issued an ebony alert for a missing 16 year old girl from san francisco,

misandrist. >> oman was last seen on wednesday around 4:30 p.m. in san francisco in the area of forster street and teresita boulevard. she is five feet, six inches tall, 130 pounds, and has black hair and brown eyes. she was last seen wearing a black hoodie, a salmon colored shirt and maroon sweatpants. anyone who sees her is asked to call 911 immediately. we well, taking a look outside out over the oakland estuary, you can see it's actually fairly nice right now. >> the proverbial calm or the literal calm before the storm. two of those storms lined up, ready to hit the bay area over the coming days. let's get over to rosemary oroczo with more. >> i know this is and a lot of kids are starting the president's day weekend. some are going for ski week, so there's a lot going on this weekend, right? >> yeah, and a lot of rain coming our way. but you know, we will get breaks with each passing day and waiting the second storm. then the third round. and so on and so on. more

on this coming up. let's take a look at what is going on outside our doors at this time. the overcast skies, even a little bit of green showing up on the screen for the radar and satellite view and with that, we are with the possibility of maybe a sprinkle or two. but today is really the transition day. most of us are will remain dry, and as we get into the overnight hours, what is moistening up now will begin to actually hit the ground. here is a view of the first system. there you can see the parent low is well off the coastline. it's tapping into that subtropical moisture there and is aimed right for california. the second system that will begin to bring us, you know, some an additional rain as well as some wind on sunday will last all the way until it looks like wednesday. so we do have advisories in place. the first is a high surf advisory and it does begin tomorrow morning. it goes until sunday afternoon. we're talking about large breaking waves to 22ft. maybe even some areas hitting 28ft. and it's for the entire coastline for our west

facing beaches. as i pull back a little bit here, that shade of green, we know what that is a flood watch. it begins sunday morning and will go until wednesday morning for excessive runoff. our rivers, our creeks, our streams, urban areas, poor drainage areas, all those flood prone areas expected to experience some flooding over the next several days. and as we headed to the sierra, there are two advisories a winter weather advisory that goes from saturday morning to sunday morning, and then a winter storm warning that goes from sunday afternoon, noon until wednesday morning. better look at what we can expect with these storms coming up in just a little bit. all right. >> to know those warnings. thank you rosie, very well. with these next round of storms coming our way, many cities and counties have been preparing ktvu. south bay reporter jesse gary has more on their work to prevent flooding and also some shelters that are set to open over the weekend. >> ominous clouds friday, a precursor to a series of storms that are targeting the bay area,

the second storm will have more of a punch than the first storm. >> stronger winds and heavier rain not necessarily much more rain. it just will fall harder, faster and maybe generate some local flooding concerns. >> san jose officials say crews have previously cleared debris from 35,000 catch basins that are spread throughout the city. they warn residents to brace for possible localized flooding. >> we are going to get a good dose of rain, so we're keeping our eyes on the creek levels as well as the streets looking out for flooding. in either case, unhoused residents living along area waterways are especially vulnerable to rising water levels. >> we want to make sure that community members who are living along rivers and creeks and or any waterway that they are taking the necessary precautions , precautions now move away from these waterways. officials with valley water say crews are taking preemptive action to make sure debris doesn't make bad conditions worse. >> our crews are out there. they

have been out there since the start of the storm season. just making sure there's no blockages in our creeks and making sure everything is clear so the creeks can flow as intended to reduce flooding. >> santa clara county is opening all seven of its warming centers this weekend to provide shelter for the unhoused. additionally officials say already saturated soil could produce more downed trees and power outages, even though winds aren't expected to be as fierce as the last storm. >> this is completely normal for these storms. >> santa cruz county officials say they'll meet with the national weather service to determine if they'll activate their emergency operations center, and they say they plan to open their overnight warming centers from sunday to wednesday of next week in downtown san jose. jesse gary, ktvu, fox two news, and we have a new way for you to get updates on the coming storms through your smart tv. >> we'll have the latest weather updates this weekend. you can watch them live newscasts and others on any of these platforms. fire tv, apple tv,

business. it's bad. >> it has destroyed based the economic infrastructure of all the small businesses on taraval. they tore up the entire area and it's the second time i've had damage to my building because of it. you lost. >> at least i would say at least 20% of our business due to the fact there's customer. they come in, they cannot find parking when it comes down to it, the we're down 35, 40% on customer count. >> the guerra italian store in meat market has been a family affair for seven decades. >> it's not just for the safety, it's for the they can change the zoning in the entire area. so this is the infrastructure so that they can change the zoning in the entire area. so they can go up eight stories from here to the beach. >> the merchants say this would have gone a lot better had the city simply done a better job of communicating with them and tell them what was really going on. it kind of brings up the old statement made in the paul newman cool hand luke movie. what we have here is a failure to communicate the most

frustrating part of this is zero communication through the whole process. this in a news release, the city has said it will take $1 million to be split amongst the many dozens of affected taraval businesses, merchants say it's far less than what far fewer merchants near the moscone center will get from interruptions caused by the international apec event last november. >> they were inconvenienced for a week. yeah i know that. so they ended up at $2.5 million of it. we ended up with $1 million of it. we've been inconvenienced for five years. yeah, well, i'm down 3 million bucks. >> i don't think that this was really worth it. i think it ends up being a whole lot more money spent. there's not they're not going to regain the value for what they've put into it. >> an apologetic muni had this to say to the merchants. >> so at the same time that we are replacing the rail tracks on taraval, the sewer and water lines are also being replaced and those are things that take a long time.

from applying for bank loans or running a business in the state for three years. >> the court has done everything short of ordering that trump be thrown into a woodchipper. >> the state supreme court judge, arthur engoron, had earlier ruled that trump, his two oldest sons and their companies committed fraud by inflating the value of their holdings on financial statements to banks to get favorable loans before the trial began late last year, new york attorney general letitia james asked the judge for a $370 million fine and to block trump and his co-defendants from conducting business in the state. >> at the end of the day, uh, this case is about fraudulent statements of financial condition. >> it's been a busy legal week for the former president. a georgia judge heard more testimony on friday about whether fulton county district attorney fani willis should be removed from trump's election interference case. lawyers zeroed in on a romantic relationship willis had with a special prosecutor she hired. even calling her father to the

for wind as we roll through the next several days with the wet weather. here's a look at storm number one already bringing a few scattered showers to areas of northern california, and we may squeeze out a sprinkle or two tonight, but really, it's tomorrow when we are expecting. the wet weather. scattered showers will move in into the overnight hours and tomorrow morning. here's a look at 7 a.m. we've got light blues and greens across the bay area at noontime. more of the same, just light rain moving through. now we're into the heavier stuff. three, four, 5:00 in the afternoon and then it tapers off. and that was storm number one. so rainfall amounts tomorrow, anywhere from half inch to an inch and a half, maybe two for some of our wetter locations. and snow for the sierra 6 to 8in a possibility there. and as we talked about advisories expected for winter travel in the sierra, the advisory for us tomorrow is along our coastline, a high surf advisory, afternoon highs a little bit below average, upper 50s to low 60s. expected a

better look at the rest of the weekend and the stronger storm that is expected to arrive. coming up. >> thanks so much rosemary. well, often news can be depressing, but this next story shows the positive side of people's humanity. >> that's right, fox's darienne debrule has the story of the unique plea for help and the sheriff's deputy who answered that call going above and beyond when box elder county sheriff's office deputy kahlil shaw was dispatched on a welfare check in january, he didn't know what to expect, but the address didn't quite line up to where the house was. >> so i drove past it and then flipped around, and as i saw it, i looked in the window of this house and all i see it looked like an amazon package, like the paper amazon. package. and in big red letters it said help. >> when he knocked on the door, he was relieved to see a woman named vicki. answer. she was just beyond joyous to see that somebody had seen the sign. vicki didn't want to go on camera, but shared with me that

she's wheelchair bound, has cancer, and recently had a heart attack. her cell phone was broken and she had no way to call friends or family for help. it was on the 12th day. she decided to make the help sign. >> she was on blood thinners, cancer meds, all these different kinds of medication and she was actually running out and she said that one of the medications that she was on, if she had run out, she would have a heart attack. >> when deputy shaw heard her story, he says it was his call to do something greater than himself. >> i let her use my phone to call the pharmacy to re-up all of her meds, let her call her daughter, to let her daughter know that she was okay, went to the pharmacy, picked up her medications, um, went to smith to pick up some stuff from smith's that was on her list, and then to walmart. and then i went back and i made sure to get it all to her. >> and he didn't stop there. >> there was again, there was at least two feet of snow on the ground all around. so she had a snow shovel that that wasn't being used. so i made sure that it got some use out of it and shoveled what i could out from the doorway down to the pathway

off in east san jose, just within the past hour. ktvu reporter mark sayer is there in east san jose with a look at the celebration. mark things are going off to a pretty good start, so far. still dry. >> that's still dry for sure.

christian and jenna, uh, san jose actually has one of the largest vietnamese populations for a city than any city outside actually of vietnam itself. more than 150,000 folks with vietnamese heritage live in the city, according to some of the most recent census data. you're looking at the main entrance here. people coming by taking photos to mark this occasion. this is a three day festival. we're in the parking lot of the east ridge mall. now. the tet translates to the festival of the first day, and it's the most important annual celebration in vietnamese culture. it's also a time for family reunions, where everyone sets aside the troubles of the past year and hopes for a better year and a happier new year. now, the event here officially kicked off at 3:00 this afternoon, with traditional music blaring from the center stage all sorts of entertainment options. after all, this entire festival is about family. the tet festival means like if you come by thanksgiving, christmas, and new year together and we combine all together of american holiday to become a tet. >> and we're not celebrate only

today and died soon after. some of navalny supporters, however, blame president putin for the death. navalny's death has prompted an outcry worldwide, with some leaders weighing a possible response. fox's alex hogan has more now from london. >> russia has some very serious questions to answer over the death of russia's main opposition leader, sending shockwaves around the world. >> on friday, alexei navalny was the fiercest critic of president vladimir putin. he was serving a 99 year prison sentence in a harsh russian penal colony, where he was pronounced dead on friday. there's still no information available about how he died, but the international community is pointing a finger at putin, and some are promising revenge. >> he will bear responsibility for what he did to our country, to my family and to my husband. and his day will come very soon. >> it is possible navalny's death could spark enough outrage to prompt real action against moscow. >> some world leaders have already said putin should suffer consequences, while president

being held on gun related and resisting arrest charges. that shooting left one woman dead, 22 others injured. investigators say a dispute between several people led to that shooting. a preliminary investigation shows no connection to terrorism or homegrown violent extremism. >> and we are hearing from one of the victims of the shooting. >> first, i thought it was fireworks and i thought i'd be just being burned. i won't be able to walk for a few months, 3 to 6 months. >> jacob gooch was with his family at the celebration when the gunfire rang out. he says he didn't realize it was gunshots until he felt pain. he says all he could think about, though, was trying to find his wife and children. his wife and one of his sons also were shot and injured. all of them are expected to recover eventually. gooch said his family is now hesitant about attending large public events, but he said if the team wins another championship experience this year will not stop him from attending another parade for

governor. newsom was in the bay area today highlighting the latest efforts to address homelessness. the governor was in oakland and at the side of a motel which has been converted to supportive housing units under project homekey. the governor announced a new round of homekey awards. the statewide project converts former offices, motels and other underused buildings into housing for people who are experiencing homelessness today we're announcing, as was noted, a $99 million additional investment. >> there's still additional resources left, to be precise, 138 million left of the 3.5 billion after the 99 million is distributed today in six counties in the state of california, including here in alameda county, uh, all the way down to san diego. >> last year, project homekey provided more than $730 million in grant funding to cities, counties and other local public entities to pay for those conversions. >> 1 in 5 new homes built in

california has a second unit and newly proposed legislation would allow homeowners to build even more. the state is adding more than 20,000 accessory dwelling units, or adus, every year. east bay state senator nancy skinner has introduced a package of bills to make it easier for, and less expensive to create granny flats. now, the bills would reduce the cost of hookup fees, increase the number of adus allowed in multifamily housing, and ban hedge funds and large investors from buying up single family homes, senator skinner told us earlier today how the measures would work right now, one of the things that adding costs to housing is the cost for a utility hookup. >> we're talking the water hookup, the electrical hookup. i mean, the costs are unbelievable. with some units, they are charging, for example, 28 to 35,000 for a meter per unit. now when we think about

high housing costs already, that's those are astronomical costs. so if you have a multifamily building and it's over 20,000 per unit for a hookup, it really makes it prohibitive. so what my bill, sb 1210 would do is to cap those fees on utility hookups. and also allow the person who's doing the adding the unit to be able to pay over time instead of all at once. what sb 1211 does is open the doors for more adus on multifamily properties. so people might think, well, why? where would you do that? on an apartment building, for example. but many of our, um, complexes of do, uh, townhouses, apartment complexes have lots of extra space. they were built at a time where they put, you know, many more driveways, perhaps, than needed, more carports. lots. and this bill would allow them to potentially use some of that space for an accessory dwelling unit. and what we're seeing is we're not talking just any

corporations. we're seeing we're seeing hedge funds and large investor corporations buying up single family homes. and in effect, it's now like a wall street asset class. it never was before. and in some cases they're leaving those homes vacant, which of course is a unit that otherwise could be lived in. that's no good. but they have the ability to outcompete any of us. they make all cash offers they can buy. many many homes at a time. and it outcompetes the person who's trying to build a buy a house to be able to live in it with their family. so people wonder, why do we still have so many homeless when the state has been investing? really good money for good programs like project homekey that has literally housed you know, thousands of people that were previously homeless. but unfortunately, more are becoming homeless because of how expensive our housing is. so we need to do everything we can to get more housing units and bring that

the storm. >> heavy rains forecast this weekend. friday's clear coast was a good reason to let the dogs out, and get some exercise in for some, like monique kitayama, she notices there's been lots of trash on the beaches after storms this season, and occasionally when she's surfing once in a while you'll see like a bigger piece of trash float by. >> um, lots of wood. during the storms and the winter season. but it's all on the beach. >> paul corner has lived in the city for over 35 years. he's doing his part, although he has noticed one less type of trash, not so much on the cigaret butts. even so, there's plenty of trash to clean up, especially colorful plastic needles, soft plastic, hard plastic, foam, foam cleaning trash from the beach is like emptying the ocean with a spoon, but every effort counts. it doesn't need to be an all organized event.

to bring us rain. some sunday, monday, tuesday before we finally begin to dry out on wednesday. so a flood watch for the entire bay area will go into place with that second storm on sunday morning and last all the way into wednesday morning. high surf advisory begins tomorrow morning and will last into sunday afternoon and if you plan on traveling to the sierra, it is going to be a very hazardous at times with an advisory that begins tomorrow morning. one will expire on sunday, but then another one comes in right after it, and that one will extend until wednesday. i know just a lot to talk about as far as rainfall amounts. the first storm on saturday, 1 to 2in or so. not too bad. we can handle that. but all said and done, several inches of rainfall expected for our urban areas, 6 to 8in a possibility for our hills. so that is definitely enough to bring the slides. of course, the flooding over the next several days and feet of snow expected for the sierra.

the timing on this tomorrow morning we wake up with scattered showers generally light. there's a look at your lunch hour still fairly light, but into the afternoon pockets of heavy rain begin to fall, so the brunt of the storm right now looks like we'll call it between 3 and 5:00 in the afternoon. and then it pushes through and then we get a bit of a lull. and here we are sunday morning where we have mostly cloudy skies and we're awaiting the next system by lunchtime it's moving ashore and it looks to be fairly heavy all the way through the afternoon. there's a look at sunset into monday morning early monday morning, another round pounding the bay area. this looks like before folks actually get up. hopefully you don't have to work. hopefully you have the holiday because it could be a rainy one monday morning as well. temperatures tomorrow morning, upper 40s, low 50s. our temperatures are not changing a whole lot tomorrow afternoon. similar to today. upper 50s, low 60 and the extended forecast. our temperatures just really don't budge. but again, the wet weather for tomorrow. so sunday showers on monday, tuesday
