new year parade. we're live with a look at the preparations underway as organizers plan for the big event. rain or shine. plus the antioch library is now releasing an update on when it is set to reopen. why that decision came shortly after its announcement to close indoor. definitely from ktvu. >> fox two news this is mornings on two and good morning to you. >> welcome to mornings on two. on this sunday february 18th i'm claudine wong. happy weekend. >> one and all. happy sunday i'm frank mallicoat. it is wet. it was wet last night. we do have a bit of a break right now, but we got more coming don't we, rosemary. >> yes, the stronger storm on the way. it's going to bring not only the wet conditions, but the windy conditions and the possibility of thunderstorms at times for the afternoon today we're going to remain with temperatures on the mild side, upper 50s to low 60s this morning, starting out with partly sunny, mainly dry conditions. but again that is going to change in the coming hours. i'll have a better look

at the timeline and what we can expect moving forward. coming up. >> sounds good. thank you. rosemary more rain heading our way. as you just heard. and the wet conditions might make you think about staying indoors on this sunday. but there are many bay area events that will carry on anyway. ktvu james torres live in oakland with a look at what those are and how communities are now adjusting their plans. james, good morning . frank. >> good morning to you. what we had, of course, the first of two storms planned for this weekend are to come through yesterday. not much to it. a little bit of rain here all throughout the bay area, but tonight we expect to see a little more of thatrillionain fall. and of course all of that leaving us with saturated ground and some wetrillionoadways. now we'll take you over to the city of oakland, where the chinatown improvement council is preparing for its second annual lunar new year parade. it will start at 11:00 this morning at wilma chan park. and it's happening. rain or shine. forecast, actually looking in their favor, it seems we won't really see the bulk of

the rain until after the parade is over with, but organizers say they are prepared for the worst with the heavy rain. >> it's a testament to our community and our our board members that we're just resilient. and, uh, it's the year of the dragon. so like we told our participants in community that, hey, you know, we're going to do it this rain or shine. >> we'll take you out of san mateo coast, where many parks and trails will likely stay closed today. park officials say they need to check out the road, trail and facility conditions to make sure the saturated ground, which may include the threat of falling trees, isn't too dangerous for people to walk through. and in millbrae, a rescheduled lunar new year parade, it was originally supposed to happen yesterday afternoon, but organizers say the rain that was coming in would have made it a little too difficult for them, so they were forced to push that back to start this morning. that will start a little later today in the downtown area. reporting live this morning. i'm james torres, ktvu, fox two news james

, thank you for that. >> the governor's office of emergency services is sending fire personnel and equipment to several counties over the weekend. napa and sonoma are among the bay area counties receiving aid. governor is sending five fire engines, a tractor and an incident management team member to napa county. sonoma county will see an additional ten fire engines, three dispatch leaders, four management team members and a swiftwater rescue team. sunday on how long these services will be made available to the counties communities using the break in the rain are to clean up from yesterday. >> want to show you the scene in santa rosa where a tree came down. there. you can see it on these are some cars and a restaurant parking lot. all happened yesterday afternoon. fortunately no one was hurt, but those cars are badly damaged. there was actually only light wind at the time, but experts say the tree roots probably gave way because the ground is so saturate from the storms. we saw earlier this month. >> so even though the winds are not expected to be as strong as

they were in early february, uh, any gusty winds could likely bring down additional trees. >> well, the possibility of flooding and mudslides is also shutting down roads near mill valley. many people are headed for hardware stores to stock up on those tarps, pumps and sandbags, batteries and lanterns are some other of the most popular items because the wind could push trees down onto power lines, and that would leave people in the dark. most hardware store workers can tell you what you need to do, but workers at one mill valley store say even they can't keep the water outside if the ground is already soaked. >> we do get a lot of flooding each season. we're kind of used to it, though, but the water will come in throughout the store, especially during this bad weather. >> firstrillionesponders are hoping most people will stay off the roads if at all possible. if you do have to be out, emergency teams are reminding drivers do not drive around barricades or through fast moving water. and keep in mind the water may be deeper or more powerful than it

appears. usually crowded beaches in pacifica have been largely empty this holiday weekend, all due to the stormy weather. >> waves is high as 30ft have been crashing to shore for the past couple of days. those big waves have attracted some surfers, but most people have been staying away from the ocean due to the dangerous conditions. one man for pacifica found himself alone while taking his two dogs for their daily walk at the beach yesterday. >> i think they prefer it when there are more people out here. i like it better when it's raining because it's empty out here and we have the whole beach to ourselves, so it's better for me, but for them, probably not as good. >> quiet, quiet. holiday weekend at pacifica beaches comes despite the city's decision to partially reopen one of the city's biggest attractions. large portion of the pacifica pier reopened on valentine's day after being closed for nearly six weeks due to storm damage, but it has since now been closed once again. >> the point reyes national seashore also announced that

there will be some closures as a precaution to the storm. the park says the lighthouse and visitor center is going to be closed, along with drakes beach road and the surrounding area. limantour and mount vernon roads will also be closing and this will last through the end of the day. teams are planning on running an evacuation tomorrow morning to see if those areas are safe to reopen. meanwhile santa cruz county has a flood watch in effect through tuesday. in response, the county is opening up emergency shelters today and there are three locations in the santa cruz veterans hall. on 846 front street depot park at 119 center street, also in santa cruz, and the watsonville veterans hall, which is on 215 east beach street in watsonville. now, space is limited and people will be allowed to go in on a first come, first served basis. >> time now is 707. san francisco's public works is reminding residents that they can still pick up some free sandbags during the rainstorms. residents and businesses can grab up to ten sandbags from

their operation yard. the area of marin and kansas streets. they can be picked up between 8:00 and 2 p.m. monday through saturday. all you have to do is bring proof of a san francisco address, chp warning drivers on their way up to lake tahoe on this stormy sunday morning to be prepared for possible delays and perhaps even detours. we just checked the caltrans website right now, chains are required on highway 50 between twin bridges and myers into south lake. there are also chain required on interstate 80 between nyack and truckee. the chp urging all drivers check the very latest road conditions before heading out to the mountains, because they can literally change in an instant. >> yep, you're going to have visibility issues. you're going to have, uh, obviously roads that need to be cleared. caltrans always works really hard. but when you have weather like this, rosemary, it just kind of keeps coming. and the layers upon layers and then the ice, it can really make for some

treacherous drives. >> and you have a lot of people saying, let's go now before the next advisory kicks in later this afternoon. and yes, a look here over the bay area where we are enjoying a little bit of a break. how about a beautiful start to the day there you can see the blue sky mixed in there with the clouds. you can also see some fog there. low lying fog reported in some areas this morning and no advisory for a dense fog in that area. but we are seeing it thick in some spots. napa reporting a two and a half mile visibility. not too bad, but there is a dark shade of gray heading in and out of the sacramento valley. you can see there the reading in fairfield looks good, but we may find some along that highway. if you are thinking about heading to tahoe this morning, be prepared. you may find some on your way east. meanwhile, concord reporting half mile visibility. most of us looking a okay as we get into the next storm. there it is right off shore, expected to bring with it

the wet, windy weather by the afternoon. i'll show you the timeline here in just a moment. but at this time we are mainly dry. just a little bit of moisture. we can see there on the radar and the sierra looks fairly quiet as well. the advisory for the sierra winter storm warning begins 4:00 this afternoon, so if you're heading out now and you're going to get up there, you should be okay. as claudine was talking about. could be a little slick. take it easy, but coming home could be a problem because this advisory goes all the way until wednesday morning at 10 a.m. meanwhile, for us here at home, we have our own advisories. we have the high surf advisory that continues now until early tuesday morning for very large breaking waves could be very hazardous at times along our coastline. be careful in that area and all of us with a flood watch that goes until wednesday morning. in addition to a wind advisory that goes into effect later this morning and will last until tuesday morning. as we heard earlier, we are not seeing or expecting winds quite as strong as earlier

made that announcement last night, just 24 hours after notifying patrons its antioch branch would be closed indefinitely. libraries cited concerns over escalating crime, including robberies, drug use and public sex. inside that library, but the county has now approved an emergency contract to provide funds for a private armed security guard and increased patrols around that library. >> well, san francisco's chinese new year parade is just days away. we're pretty excited. the beauty of this historic event is that many groups have dazzled the audience for decades. each year we see some new faces and new performance pieces. ktvu amberleigh attended a dress rehearsal of a group that's participating in the parade for the first time ever, and has

this sneak preview. >> with the backdrop of lake elizabeth in fremont, the northern california hanfu association holds a dress rehearsal for their debut at this year's chinese new year parade. it's almost like a small community that we're in, and it's nice to have this culture exchange. the group has 1000 members from as far north as sacramento and down south to santa cruz and monterey county, with the majority from the san francisco bay area. >> we live in a very diverse part of california, so i think it's very important to, you know, celebrate our culture. >> the name of the group, hanfu, means clothing from the han dynasty in chinese history, kind of forgotten, but still, we want to bring it back and show people how pretty it is. shuai xiao immigrated from shanghai 12 years ago. most members are immigrants from china. chinese music, dance and clothing are

ways to demonstrate pride in their culture and their desire to share it with others. xiao works in tech as a data scientist. >> this kind of like activities just make me feel close to home as well. >> there's a little blouse inside and there's a little blouse outside. nina zhao, a cpa, tells me she enjoys wearing the clothing of an empress. >> a sense of female empowerment. >> it makes me feel confident. so a lot of times before this, i was like, very introverted. >> 5000 years. they have different kind of painting, ju yan tells me her love for the historic clothing turned a hobby into a calling. >> she co-founded the hanfu association in 2017. she says her group is excited to participate in the chinese new year parade. we want more american people know, oh, chinese american has also cool history. >> they are beautiful and they are smart and. >> during the group's

performance at the parade, yan plans to portray a fairy holding a dragon to celebrate the year of the dragon. she hopes to educate and promote appreciation for the chinese culture, our next generation. >> they are born and raised here, so we are part of this great country. >> the northern california hanfu association holds monthly public performances in various bay area cities, each performance will have a theme, reflect of the chinese american heritage in fremont. amber li ktvu fox two news and that's san francisco parade. >> what next saturday? hoping for good weather. and the folks in oakland today. i think they're in luck. >> they'll get a little window for the oakland lunar new year parade. and then our eyes are on san francisco next saturday night. rosemary, we have done that one, rain or shine, like torrential downpour or shine. it's nice to have that nighttime parade with a little bit of a break in the weather. if we can

put the order in. >> yes, i think you were drenched last year. we had the double decker bus so we could go inside, but then you see all everybody standing out in the rain and well, it's, you know, it's only suitable to get back out. exactly. so we were all soaked by the end of it. long story short, giving you a live look here at the partly sunny skies. beautiful start right there as we take a look at the quiet before the next storm. notice even the tree on the left side. they're not really moving. we do have a wind advisory coming along with this next storm. you can see some low lying fog there, so be prepared if you're getting onto the highways, especially if you're going east, maybe heading towards tahoe, you will find some of that along i-80. the sacramento valley is experiencing it. here's a look at some of the rainfall amounts anywhere from a little bit less than half inch in union city to more than 2.5in in ben loman in the santa cruz mountains. so, as expected, our coastal range, santa cruz mountains, was expected to get most of the moisture. but some areas are picking up half inch or so.

number storm number one, the weaker of the two. here's a view of what we're seeing right now. not a lot going on. the storm is still offshore, but working its way towards the bay area. here's a look at the timeline. i think we will be mainly dry for the first part of the day. here's a look at your lunch hour, where it does begin to move into areas along the coast as well as the north bay, and then for the afternoon, we are seeing the not only the wet weather, but the heavy downpour at times and the wind, and then into the overnight hours. it begins to break up. but here we are already into tuesday and the rounds are still coming our way, so we won't be, you know, with complete wet weather and rainy conditions and throughout. but it's not going to go away. it's just going to continue to be on and off, on and off through the holiday through tuesday. we really don't even dry out. it looks like right now until wednesday. and as far as rainfall amounts, we could still see the possibility three five inches over parts of the north

bay along our coastline and in the sierra. looking at another foot to almost two feet of snow. by wednesday night. so with that said, we have been talking about this for some time now. do expect the flooding on the roadways, the sharp rises in the streams, the possibility of the landslides in our hills and those winds, although not as strong as earlier in the month, could create downed trees as well as power outages. temperatures this morning a little bit cooler with the drier air, the partly cloudy skies 46 right now in walnut creek, 52 in san francisco. afternoon highs for today in the 60s and your extended forecast just soggy and wet. even the chance of a thunderstorms into monday tuesday with that very unstable weather coming our way. and then wednesday leaving in lingering showers before we're drying out on thursday. back to you. >> it's just there's just still that sinking feeling that they are leaving. >> we're just going to see them on their way out. >> well, as the oakland a's get

election day for republican voters is next saturday, february 24th. the latest polls do show former president donald trump with a lead of more than 30 points over former governor nikki haley in her home state, but haley feels a growing number of republican voters now believe trump should never be allowed to return to the oval office. as america's. commander in chief. the problem is, if someone is not there to rein him in, he gets out of control. >> look at what he said about nato. he went and said that he would if they didn't pull their weight. he would encourage putin to invade them. the problem is donald. >> haley says trump has a long history of supporting the russian president, while harshly criticizing america's allies in europe. haley is trump's only remaining opponent in the race for the republican nomination for president.

>> a woman who testified against the conditions at fci dublin has returned to the correctional facility. last week, ktvu was first to report rhonda fleming was placed into a punitive cell, then transferred away after testifying. this was done against the federal judge's order, who then took a surprise visit to the bureau of prisons management to have it reversed. fleming's attorneys believe she was transferred away as an act of retaliation, in which fci dublin denies. since her return, fleming tells us the officials are, quote, up to the same old game of intimate nation. >> state insurance commissioner ricardo lara is taking the first big step to make sure california property owners can still get insurance. several major insurers are limiting where in the state they are willing to offer homeowners and fire insurance. they say the risk of wildfires makes it impossible to stay in business, and insurers say the state takes too long to approve insurance rate increases . lara has set a public. hearing

to discuss those issues for late next month. he is asking for public comment ahead of that meeting. >> it is 725. bart is temporarily shutting down service between two east bay stations today. the transit agency is closing service between richmond and el cerrito del norte station to repair track equipment and remove some trees near the tracks. busses will replace train service between the two stations through tomorrow, though the construction will resume for one more weekend in march and. two more weekends in april. bart officials said riders should anticipate delays of up to about a half an hour in that area. >> that's air. francisco zoo is publicly addressing a ticket scam circulating on social media. the zoo says people should not believe any 446 95 deal that claims to be a ticket special in celebration of the zoo's 100 year anniversary to avoid scams like that one, only buy tickets to the san francisco through through its established ticketing partners or at its ticketing office.

afternoon, say 130 or 2, the rain is coming in as wave number two hits the bay area. good to have you with us on this sunday though. >> i'm frank mallicoat and i'm claudine wong. let's bring in meteorologist rosemary oroczo in the second round is stronger, so i felt like last night was really coming down. i'm like, oh, this is a lot, but more and heavier is on its way. yeah. >> and the models were right on with the timing of when that heavier rain was going to come in. i was leaving san francisco and yeah, it was a pretty treacherous on those roadways out there late in the afternoon. and closer to sunset today, it looks like the storm is going to hold off until after lunch. so between now and then, you should be okay. the windy weather coming our way a little bit later this morning and into the afternoon as well, with the advisory starting at 10 a.m. so a better look at the timeline and what we can expect with this second stronger storm coming up in just a little bit. >> all right. thank you rosemary. well more rain is headed our way as rosemary mentioned. and that could force

a lot of people to change their plans. we've got a lot of big local events that we do. >> ktvu james torres live in san francisco and has details on how some communities are changing their weekend festivities because of this latest storm. james frank, good morning to you. >> well, a number of things going on all over the bay area today, and a lot of those organizers are keeping an eye close. eye on those forecasts. many of them saying, rain or shine, they're going to move forward with what they've got going on today. our first of two storms already passed. and of course, that has left a lot of san operation and a lot of rain left over on our roadways. we'll take you over to oakland first, where the chinatown improvement council was prepping for its second annual lunar new year parade. it will start at 11:00 this morning at wilma chan park. and that is happening. rain or shine. forecasts actually look in their favor. it seems that we won't see the bulk of the rain until after the parade is over, but organizers say they are prepared for the worst with the

reporting live from san francisco. i'm james torres, ktvu fox two news. >> thank you james. police have made an arrest in a domestic violence homicide in pinole on friday night. california highway patrol arrested suspect, 36 year old jeffrey kendall, during a traffic stop in the santa cruz area. officers say they also found a firearm inside the car. investigators say that morning, kendall broke into a woman's home in pinole, fatally shot her . kendall and the victim share a child together. child was home at the time, not injured. the victim's identity has not been released. kendall was booked into the martinez jail on charges of homicide and domestic violence, and is being held with bail set at. $1.1 million. and in the east bay, a woman was caught on camera stealing mail, video shows a woman in a white honda crv driving into oakland's redwood heights neighborhood and park outside of a home here, as rain was coming down, the woman

got out of the car, broke into a mailbox, and stole several articles of mail, the victim telling ktvu they were on vacation and that they told the postal service hold their mail until they return. if you recognize the thief, oakland police would like to hear from you. san francisco's $90 million improvement project on a stretch of taraval street started in 2019 and is still months. away from completion. >> people who live and do business in the area say it's been noisy, disruptive and is hurting merchants in the neighborhood. it's been difficult for pedestrians to navigate the construction and drivers say they just have no idea where to park. it has destroyed basically the economic infrastructure of all the small businesses on taraval. >> they tore up the entire area, and it's the second time i've had damage to my building because of it. >> business owners say they've seen the number of customers drop between 20 and 40% since the project started. the city says it has set aside $1 million

to help the dozens of businesses along that section of taraval street, but one store owner says that is far less than the city is giving the smaller number of merchants whose businesses suffered last november, when the week long apex summit was held. >> they were inconvenienced for a week. yeah, all i know that. >> so they ended up at $2.5 million of it. we ended up with $1 million of it. we've been inconvenienced for five years. yeah, well, i'm down 3 million bucks. >> muni has apologized to business owners and says in addition to replacing the tracks and improving safety along the road, the city chose to also replace water and sewer lines. while that street was closed, the city's public utility commission has not commented on the lengthy project. a hawaiian bakery in the east bay is now closed, ono bakehouse in berkeley announced this week it's closing its storefront, effective immediately. the bakery, specialized in making a variety of desserts, including haupia pies and queen emma cakes . the business did not say why

it's shutting down its store, although the bakery is closed, the owners say they will transition to focus on cakes and catering. well both the giants and the a's position players report to spring training this week. >> the a's are counting down the time to when they moved to the desert in vegas. the team's lease at the coliseum expires at the end of this season. sports site. the athletic reports. sacramento's sutter health park is emerging now as the frontrunner to host the a's from 2025 to 2027, before they relocate to their new park in vegas. >> people from all parts of the sacramento region would love to come, you know, to their local, uh, you know, baseball field and be able to enjoy watching the a's play sutter health park is the current home of the giants minor league triple a affiliate, sacramento river cats. >> the ballpark may have to be renovated for the majors, such as additional seating and expanded parking. sacramento

the winds are generally light. that will begin to change a little bit later this morning, because this storm is not only going to bring with it rounds and rounds of rain, it's going to bring with it the wind. if we move in a bit closer, you can see we are partly sunny, mainly dry. even the sierra is very quiet at this moment. with the next advisory is expected to arrive 4 p.m, lasting all the way until wednesday, say 10 a.m. so once it gets going, it will like us be on and off for the next few days. here's a view of the advisory for us. the high surf advisory that began yesterday now extended into early tuesday morning for very large breaking waves along our west facing beaches. the entire coastline and a flood watch, as well as a wind advisory for the entire bay area that begins at 10 a.m. the wind advisory goes until early tuesday morning. the flood watch will be until 10 a.m. on wednesday, so we can expect the rises in our creeks, our streams, the flooding in our along our roadways at times, and the wind expected to pick up a

>> yeah. tony i know that a lot of people, we talk to people out on the parade route, too. they come for this. this is one of the few nighttime parades left across the country. it's the biggest lunar new year celebration outside of asia. and i know when we've done the history on this, you know, people have come from around the world, from china specifically to say, how are you guys doing this? this is a signature event for the city. >> oh, definitely. i mean, we've been this is the i, uh, this is around like this is the 60 almost 65, 66 years, uh, chinese chamber has been doing this event. uh, we have more than 500 people volunteer, participate in this event. we already started the preparation, of course, uh, six months ago. and um, everybody was working really hard, including our, uh, float director. uh, all our, uh, volunteer that has been working with us for the past many years. >> how important is this, though, tony, when we talk about , uh, what it means for the community, it's certainly been rough economic times for the city overall. and chinatown is

no exception. certainly the businesses that we've seen through the pandemic and coming out of it, this is an important event, not just to go to the parade, get something to eat before you go to the parade, visit some shops. you know, the whole weekend and really, you know, make sure you patronize everyone that is out there that is supporting this and is part of the community. >> definitely. this is very important for us, for our community. um, this event has been basically connect everybody together, um, in different neighborhoods, uh, different city, uh, around the bay area. uh, we attract so many people coming in that that will definitely improve the business in san francisco. not only chinatown, but union square and different neighborhoods in our community in the city. >> and let's talk a little bit more about what makes this year's parade unique. i know you always have some new participants. you've got you know, the long time participants . i was just visiting with the saint mary's fan drill team and the drum and bugle corps, which is always one of my favorites as

reporter henry lee spoke with the restaurant's manager. >> it's a lot of stress. it's frustration. >> reporter oswaldo sanchez is fed up. he manages agave uptown restaurant in oakland, which has been broken into three times in the past three weeks since it opened in 2016. at 22nd and broadway. it's been burglarized 22 times. >> i have to, like, find a way to, like, get attention from, you know, police department, governor, mayor, whoever it is, because they really need to stop this at about 445 in the morning thursday, this man forced the lock and went straight to the bar. >> he picked up a bottle of mezcal, which is alcohol made from the agave plant. he even took time to read the label. he left with just the bottle, but caused more damage to the door. >> the crime are just driving us , you know. too crazy. >> especially when it keeps happening over and over again. last week, these guys first used a crowbar and then a longer pry tool to break in. the restaurant again. had to pay to fix the

henry lee, ktvu, fox two news. >> well, amazon says the national labor relations board is an unconstitutional agency. the company's argument came as a legal filing in response to a worker complaint case overseen by the agency amazon says the nlrb's structure violates separation of powers and intrudes on executive powers and denies fair trials. nlrb prosecutors have accused amazon of unfairly retaliating against warehouse workers who want to unionize. the company's position is similar to. elon musk's spacex and trader joe's, who also faced worker retaliation complaint cases. california is not expected to meet its self-imposed deadline on major food waste and its recycling program. two years ago, the state launched the plan to keep organic waste out of landfills, and that includes things like lawn clippings, banana peels, coffee grounds and paper products with food on them like

saying it's going on rain or shine. forecasts are actually looking in their favor. it seems we won't really see the bulk of the rain until after the parade is over, but organizers say if they have to deal with the worst, they are prepared for it. >> with the heavy rain, it's a testament to our community and our our board members that we're just resilient. and, uh, it's the year of the dragon. so like we told our participants in community that, hey, you know, we're going to do it this rain or shine. >> and we'll take you over to the san mateo coast because many parks and trails there will likely stay closed today. park officials saying they need to check out the road. the trail and facility conditions to make sure the saturated ground, which can also bring in the threat of falling trees, isn't too dangerous for people to walk through. and then over down the peninsula in millbrae, a rescheduled lunar new year parade that was originally set to happen yesterday morning. but those rain showers forced organizers to push it back until

later this morning. they're set to start at about 10:00 in the downtown area. we're live this morning in san francisco. i'm james torres, ktvu, fox two news loving the sunshine out there right now james. >> thank you for that. the governor's office of emergency services is sending fire personnel and equipment to several counties this weekend. napa and sonoma are among the bay area counties receiving aid. governor is sending five fire engines, a tractor and an incident management team to napa county. sonoma county will see an additional ten fire engines. three dispatchers for management team members and a swift water rescue team. it's unknown how long the services will be made available to those two counties. >> communities are using the break in the rain to clean up from yesterday. we want to show you the scene in santa rosa where a tree came down on some cars in a restaurant parking lot yesterday afternoon. fortunately, no one was hurt, but as you can see, the cars were badly damaged. there was actually only light wind at the time, but experts say the tree

roots probably gave way because the ground is so saturated from the storms we saw earlier this month. >> so even though the winds are not expected to be as strong as they were in early february, uh, any gusty winds, uh, could likely bring down additional trees. >> the possibility of flooding and mudslides also shutting down roads near mill valley. many people are headed for hardware stores to stock up on tarps, pumps and sandbags, bags, batteries and lanterns are some of the other popular items because the wind could push trees down and power lines, leaving people in the dark. and while hardware store workers are helping people prepare, workers at one mill valley store say even they can't keep the water outside if the ground is already soaked. >> we do get a lot of flooding each season. we're kind of used to it, though, but the water will come in throughout the store, especially during this bad weather. >> firstrillionesponders are hoping most people will stay off the roads if at all possible, so if you do have to be out

emergency teams are reminding drivers just don't drive around any barricades. do not drive through fast moving water and keep in mind that the water may be deeper and more powerful than it appears. >> time now is 805. the usually crowded beaches in pacifica have been largely empty over the holiday weekend. all because of our stormy weather. waves as high as 30ft have been crashing ashore here for the past few days. those big waves have attracted some surfers, but most people have been staying away from the ocean because of the dangerous conditions. one man from pacifica found himself alone while taking his two dogs out for a daily walk at the beach on saturday. >> i think they prefer it when there's more people out here. i like it better when it's raining because it's empty out here and we have the whole beach to ourselves. so it's better for me, but for them probably not as good. >> quiet holiday weekend at pacifica beaches comes despite city's decision to partially reopen one of the city's biggest attractions, a large portion of the pacific appear reopened on valentine's day after being

closed for nearly six weeks due to the storm damage, but the pier has since been closed once again because of our weekend storms. >> the point reyes national seashore also announced that there will be some closures as a precaution to the storm. the park says the lighthouse and visitor center will be closed, along with drakes beach road and the surrounding area. limantour and mount vision roads will also be closing and this is all going to last through the end of today. teams are planning to run an evaluation tomorrow morning to see if those areas are safe to reopen. and meanwhile, santa cruz county has a flood watch in effect through tuesday. in response, the county is opening up emergency shelters today. there are three locations the santa cruz veterans hall on 848 46 front street depot park at 119 center street. that's also in santa cruz and the watsonville veterans hall on 215 east beach street in watsonville . space is limited, so people will be allowed in on a first

come, first served basis. san francisco public works is reminding residents that they can still pick up some free sandbags during the rainstorms if you need them. >> resident and businesses can grab up to ten bags from their operational yard in the area. marin and kansas streets. they can be picked up between 8:00 this morning, so they just open until 2:00. that is monday to saturday. actually not open today. all you have to do is bring proof of a san francisco address. chp warning drivers on their way up to the lake tahoe area on the sunday morning to be prepared for possible delays and detours. we just checked the caltrans website right now, chains are required on highway 50 between two twin bridges and myers. you're looking at that right now. it's probably pretty icy out there. there are also chain requirements on interstate 80 between nyack and truckee, california. highway patrol urging all drivers check the latest road conditions before you head to the hills, because

thinking about going for your own run. temperatures are running a little bit cooler due to the clearing during the overnight hours, and you can see there from on the left side of your screen. the tree is fairly still. our winds are still generally light across the bay area. a look at some of the rainfall amounts with storm number one anywhere from you know, almost half inch in union city to more than half inch in los gatos, and then ben loman in the santa cruz mountains taking the cake almost two inches and 7/10. storm tracker two here is quiet, not only for us, but lake tahoe. quiet at the moment. that will change later today as we talked about the winter weather and winter storm warning begins at 4 p.m. for the sierra, and we'll go all the way until early wednesday. here's a look at the storm. so the first round already on its way. but this is going to take its time moving towards the coast and actually moving east. and so it's between now and wednesday where we will still just on and off rounds of rain, thunderstorms, a possibility, very unstable air

a traffic stop in the santa cruz area. officers say they also found a firearm inside his car. investigators say that morning, kendall had broken into a woman's home in pinole, fatally shot her. kendall and the victim share a child together, and a child was home at the time, but was not injured. the victim's identity has not been released. kendall was booked into the martinez jail on charges of homicide and domestic violence. is now being held, with bail set . at $1.1 million. also in the east bay, a woman was caught on camera stealing mail. video shows a woman in a white honda crv drive up into oakland's redwood heights neighborhood and park outside a home, and then she gets out in the rain and steals mail right out of the mailbox right there, the victim telling ktvu they were on vacation at the time and that they told the postal service to hold their mail until they returned. if you recognize the car or the thief, oakland police

can change rather quickly, especially with another wave of storms coming our way this afternoon. local weather isn't causing too many problems, though. at bay area airports, sfo has the most flights affected, with a total of six flights that have been canceled, 36 have been delayed, most of those are united and alaska airline flights. no delays at the other two major airports, san jose has six flights delayed and oakland has nine flights delayed. southwest airlines has most of those delays, but you can see we've got some blue sky over sfo and that is a good thing. >> well, public hearing is scheduled for thursday on the latest proposal to raise tolls on the golden gate bridge. now, this latest plan would raise the cost of crossing the world's most famous bridge into the double digits. there are currently three proposals on the table. they all result in tolls that top $10 a vehicle, all for fast track users. right now, drivers are paying 8.75. now the

bridge district says a toll hike is needed to head off a projected $220 million budget deficit over the next five years, and san francisco's $90 million improvement project on a stretch of taraval street started in 2019, and it is still months away from completion. people who live and do business in that area say it has been noisy and disruptive, and is hurting merchants in that neighborhood. it has been difficult for pedestrians to navigate the construction and drivers say they just have nowhere to park. >> it has destroyed basically the economic infrastructure of all the small businesses on taraval. they tore up the entire area, and it's the second time i've had damage to my building because of it. >> business owners say they've seen a number of customers drop between 20 and 40% since the project started. the city says it has set aside $1 million to help dozens of businesses along that section of taraval street. but one store owner says that is

relocation centers, what we know as internment camps. 120,000 japanese americans ended up unjustly incarcerated here. to talk more about executive order 1966 and the events involving it that are taking place this weekend. locally and across the country. we are joined by jeffrey matsuoka, the chairman of the bay area day of remembrance. such an important history, a very sad and dark chapter as we describe it. but this is the important time where we say we cannot forget what happened. >> that's correct. yeah. in fact, that's the whole idea behind the day of remembrance. in order to remember and to ensure that what happened to our community doesn't happen, ever again to any other community here in the united states. >> and i and i find with, with these kinds of chapters in our history that are hard to talk about, that, that i hear younger people say, i can't believe that happened. and my response is always like, yes, but you should know it did. >> that's correct. yeah. you know, it's kind of amazing that. and it's sad, actually, that people don't know or even

remember what happened to our communities, japanese americans during world war two. and the important lesson there, of course, is that, um, you know, at the time, japanese were kind of, um, well, of course, you know, the, the internment was kind of the result of a long sort of history of racial discrimination against asian americans, chinese americans and japanese americans. but of course, with the bombing of pearl harbor, um, that sentiment basically translated into into a political, um, force, basically, that eventually led to the, uh, trampling essentially of civil rights for japanese americans. and it was a pinpoint of fear in what can happen in history and politically when people use fear to then change policy. that's correct. and in fact, you know, in fact, the commission that eventually, uh, the congressional commission that was set up to investigate japanese, um, the japanese internment as well as reparations site did, in fact, the lack of political, um, will

as well as war hysteria as one of the factors behind and causing this travesty, really, and you have a very personal story. >> your mother and your reading your mother's story in in how she wrote it down. she was actually living in peru. i mean, this is how your family actually ended up staying in san francisco because of what happened to her. take us through her story, if you can. >> yes. well, my family's story is a little bit unusual in the sense that my mother was actually born in lima, peru, and her, that's her right there on the screen, right? that's right. that's that's her right there. that's a picture taken actually in crystal city, texas, which is the internment camp where they were actually brought from south america. and my grandfather, of course, had come from japan. and he had started a business in in lima, peru. um, unfortunately, because of a lot of lot of reasons, you know, the even the peru was a neutral country and was not aligned, you know, against japan in the war.

nonetheless you know, they obviously had had relations with the united states interest of the united states and the united states basically were interested in prisoner exchanges for american citizens, capture by the japanese. um, you know, army during the world war two. so it's obviously, um, very inconvenient to trade american citizens for, for, for these prisoners of war. so it was one, uh, offer was, in fact, to trade non-american citizens for these american prisoners of war. and that's one of the reasons why they were brought to the united states. and then ended up being sponsored and staying. >> but i think those stories are so important for people to understand the many nuances and different stories that led people and led families to be in these camps that we now know as internment camps and, and these pathways that, that brought us here. it's so important to, to hear all the different ways. it's not just one story. there are so many versions of it in there. yes, i think you had an event, important event last

night. uh, there's a national day of remembrance tomorrow. talk about how the bay area will remember this. this time that we may not want to remember, but we need to. >> right. well, you know, of course, we had our bay area day of remembrance last night at in japantown, the san francisco japantown and that was our 45th annual, um, day of remembrance and the san francisco bay area day of remembrance is actually the second oldest bay of the bay of bay area, or day of remembrance. yeah. observation in in the united states and we've had an annually because it is important, you know, to remember uh, it's a commemoration of course of the sacrifices and the injustices that were visited upon our ancestors as well as, you know, um, and also we also want to use it as a platform in the sense that it we also want to advocate for other communities that might be facing. there are, in fact, facing the same injustices that our community faced. >> we can learn many lessons from that history. well,

especially windy along our coast. in our hills, strong enough to topple trees and to create those power outages when it comes to rainfall amounts. all said and done, here we are into wednesday night. several inches of rainfall expected could see up to five inches in the north bay. could see more than that in our hills and the santa cruz mountains. and we are looking at a lot of snow in the sierra for us here at home. that could create a flooding on our roadways, could create slides in our hills. it's just going to be a lot of rain as we get into the next few days. now the future cast on this, we're dry through lunchtime, but by 1:00 it's moving in and it looks to be heavy at times. over the course of the entire day. here's a look at just past sunset, which is right before 6:00 this evening. and then as we get into the overnight hours, it will push through and we'll get a little bit of a break. but then we are looking at more rain on monday about 11 12:00. so tuesday day

made available to the counties, as communities are using this break in the rain to clean up from yesterday, i want to show you the scene in santa rosa. >> you can see that tree that came down on some cars in a restaurant parking lot yesterday afternoon. fortunately, no one was hurt, but the cars were damaged now. there was only light wind at the time, but experts say those tree roots probably gave way because the ground was so saturated. from the storms we saw earlier. this month. >> so even though the winds are not expected to be as strong as they were in early february, uh, any gusty winds could likely bring down additional trees. >> the possibility of flooding and mudslides is also shutting down roads near mill valley. many people are headed for hardware stores to stock up on tarps, pumps and sandbags. batteries and lanterns are some of the other popular items because the wind could push trees down onto power lines and that would, of course, leave some people in the dark. and while hardware store workers are good at very good at helping people prepare, workers at one

mill valley stores say even they cannot keep the water outside if that ground is already soaked. >> we do get a lot of flooding each season. we're kind of used to it though, but the water will come in throughout the store, especially during this bad weather. >> first responders are hoping most people will stay off the roads if at all possible. if you do have to be out, emergency teams are reminding drivers don't drive around those barricades. do not drive through fast moving water and keep in mind that the water is more is often deeper and more powerful than it appears. use crowded beaches in pacifica have been largely empty over the holiday weekend, all due to the stormy weather waves. >> they've been crashing, some as high as 30ft have been hit in the shore the past couple of days, and the big waves have attracted some surfers. but most people have been staying away from the ocean due to the dangerous conditions. one man from pacifica found himself alone while taking his two dogs out for a daily walk on the beach saturday.

4:00 this afternoon. now coming back could be a different story, because that winter storm warning will last for a few days. maybe for, uh, for us here at home. the high surf advisory that began yesterday continues now until early tuesday morning. a flood watch for the entire bay area as well as a wind advisory, begins at 10:00 this morning. a better look at the current conditions and what we can expect. moving forward. coming up. all right. we begin this half hour with breaking news from the midwest. >> we have new information coming in minnesota police and the peace officers association are now confirming the deaths of three firstrillionesponders who were shot and killed this morning in the city of burnsville. if you take a look at your screen, you can see where burnsville is. it's just south of minneapolis. it's two police officers from the city of burnsville and a paramedic who were both responding to a domestic violence call when they were all gunned down in the area. as you might imagine, remains an active scene at this hour. one tv station is reporting that the windshield of

a swat vehicle had six bullet holes in it. right now, we are not getting any word yet. if there are any other injuries or what happened to the shooter. but we are following these developments closely. we're going to bring you any new information as soon as we get it . >> time now. 932 police have made an arrest in a domestic violence homicide in pinole friday night. california highway patrol arresting suspect, 36 year old jeffrey kendall, during a traffic stop in the santa cruz area. officers say they also found a firearm inside that vehicle. investigators say that morning, kendall broke into a woman's home in pinole and fatally shot her. kendall and the victim share a child together. the child was home at the time but was not injured. the victim's identity has not been released. kendall here was booked in at martinez jail on charges of homicide, domestic violence and is now being held with a bail set at $1.1 million. and in the east bay, a woman was caught on camera here stealing.

male video shows a woman in that white honda crv drive into oakland's redwood heights neighborhood and park outside. you can see the rain coming down. she gets out of the car and broke into a mailbox and stole several articles of mail, the victim telling ktvu they were on vacation and that they told the postal service to hold their mail until they got home. if you recognize the car or the thief, oakland police are asking you to call. >> well, the oakland chapter of the naacp, along with east bay religious leaders, are planning a holiday prayer vigil. it is scheduled to take place tomorrow morning in the in and out parking lot near the oakland airport. the owners of that in and out say rising crime in oakland forced them to close that fast food restaurant that will happen next month. and they cited safety concerns for their customers and their workers. tomorrow's vigil will honor those who lost their lives as as a result of the violent crime in oakland. >> well, as rosemarie has mentioned, and we've been

i want to take you over to oakland as well, because organizers there are trying to keep an eye on forecast two. they are planning their second annual lunar new year parade happening at wilma chan park a little later today, and that is set to happen. rain or shine. and that was originally scheduled to happen today. that was the intention all along. that's the big difference between oakland celebration and millbrae celebration. millbrae was expected to do theirs yesterday morning. they saw those concerns about rain and then as of thursday morning, they decided to push it back. one day, which a woman with the millbrae multicolor committee who puts on the festival says it was kind of a hard thing to do. >> i was pinned down in front of my computer for a good seven hours. yeah but then we were very lucky. all our participants, sponsors and our vendors, they all fully supported. they totally understand. and then with all my honorable guests, they all very much understand why we change it . yeah it takes a lot of

delays and detours down the road. we just checked that caltrans website right now. chains are still required on highway 50 between twin bridges and myers into south lake. they're also chain requirements on interstate 80 between nyack and truckee. and we're looking at soda springs. they're not too far from donner summit eastbound, and it looks like cars are moving along pretty well on 80 right now. but tonight it's going to be snowy. chp urging all drivers check the latest road conditions before you jump in your car and head up to the lake. local weather isn't causing too many problems at bay area airports, though. sfo has the most flights affected a total of six flights had to be canceled. 36 were delayed. most of those are with united and alaska air. no delays at the other two major airports, san jose did have six flight delays. oakland has nine flights delayed. southwest airlines seems to be the most of those delays. well public hearing is scheduled for thursday on the

latest proposal to raise the tolls on the golden gate bridge. >> this latest plan would raise the cost of crossing the world's most famous bridge into the double digits. there are currently three proposals on the table, and they all result in tolls that top $10 a vehicle for fast track users. right now, drivers pay 8.75. the bridge district says a toll hike is needed to head off a projected $220 million budget deficit over the next five years. >> believe it or not, it's been one year since former president jimmy carter entered hospice care. he is spending his time at home with his family and relatives in georgia, and he says he's happy and grateful for the expression of love he has received from all over the world . he attended the memorial in atlanta as well as the funeral in plains, georgia, for his wife roslyn, who passed in november. on average, people live in hospice care for about three months, but experts say hospice care can extend life because pain management and social

day. >> ah, yes. and i will be here tomorrow morning tracking the very latest as well outside our doors at this time, enjoying the sunshine as we've been talking about this morning, we are beginning to see a little bit of change in our hills as the winds are picking up. just some. but at the surface, most of us still enjoying a calm light. conditions here's a look at the golden gate bridge. it's a pretty start out there. this after receiving anywhere from half inch of rainfall in some areas to more than two and a half, reported in the santa cruz mountains right now, starting out in the upper 40s to upper 50s with a little bit of sunshine and it doesn't feel too bad. concord and santa rosa both reporting a little bit of fog this morning. concord has been down to about zero visibility at the airport there all morning long. that hasn't changed and we are seeing just a little bit of darker shades of gray in and out of american canyon going towards the sacramento valley. so do expect some if you're getting onto the highways. this morning and you're headed through sacramento on your way to tahoe.

outside of that visibility in the central south bay looks good. checking in on the winds in our hills. mount diablo right now reporting 36mph for areas over atlas peak. reporting 26mph. so beginning to see that transition there with the wind advisory for the entire bay area beginning at 10 a.m, as well as the flood watch. here's a look at the storm. first round moving in later today. it looks like just about noontime right after noontime for most of us, but the center of this storm is going to take days before it moves out. and the core there bringing with it very unstable air, which means we could even see thunderstorms at times. so this quiet weather out there right now is about to change. and the winter storm warning for the sierra begins at 4:00. this afternoon, goes until 10:00 wednesday morning for us, our high surf advisory goes until early tuesday morning. our flash, our flood watch, as well as our wind advisory also going into the early part of the week,

coastline in just about noontime just after. and then the rest of us getting into the first part of the afternoon as well. it's going to take days before this storm finally moves east. and with the center here having to pass through, that's where some of the most unstable air lies. and that will increase our possibility of even thunderstorms at times. let's talk about the wind first to getting into the early part of the afternoon and into the second part of the afternoon. notice all the reds and the pinks and the oranges primarily along the coast and in our hills, but all of us are going to experience the wind. the advisory goes until early tuesday morning and not going to be quite as strong as what we saw earlier in the month, thankfully, but still strong. enough to create power outages and topple trees so it could be hazardous at times. meanwhile the futurecast model, if we go into late wednesday night early thursday when the storm is finally pushed out and we are drying out, we could see several more inches of rainfall,

especially in the north bay, especially in our hills, as well as, uh, the santa cruz mountains, the coastal range, and over to the sierra. we go where we have a foot to two feet of snow, a possibility above a 6000ft, and some of those higher peaks are likely to pick up even more than that. that's some great news for the snowpack. but could be hazardous for folks that are trying to get up to tahoe or back home early in the week. for us, the shallow landslides along our hills, the sharp rises in our streams, our creeks, our rivers, all a possibility as well as flooding on our roadways and as i mentioned a moment ago, the strong winds could also create a hazardous conditions. temperatures around the bay area right now under mainly dry conditions. we do have 57. in san francisco and 51 in the inner east bay of livermore. so it's a nice start to the day and our afternoon highs will be in the 60s. once again. even a few upper 60s will be a possibility for the peninsula. san jose. your extended forecast. our

first responders have been shot and killed. two police officers and one paramedic. we know they were responding to a domestic violence call when they were killed. we are still working to get more information, but as you can see from this live picture, a big police presence in that area as people responded to the scene and try to figure out what happened. no word on the shooter or whether or not that person is in custody. minnesota senator and former presidential candidate amy klobuchar posted on social media saying, quote, they were doing their jobs. they were protecting our community. again. we are still looking to get more information on this,
