school work. but maybe you can stay home and stay cozy because i think we're getting some more rain. i had a little drizzle this morning. let's check in with rosemary oroczo. >> yes, a little bit of a break out there, right? i even saw the moon this morning. yes, yes, yes, we do have a waxing moon 12 minutes or so before the moon will set. so maybe you get a chance to see it. meanwhile, we do continue with our advisories for today because more is lurking offshore. the flood watch for the entire bay area. even an advisory for parts of our north bay high surf advisory continues into early tomorrow morning, as well as the wind advisory. we'll check in on the radar and talk about what you can expect to for today, as well as the week ahead. coming up in just a little bit at 4:00. let's check those quiet highways this morning with james. good morning james. >> hey good morning rosemary. well not too much going on this morning. go ahead and take you straight to the maps that we're looking at today. green light conditions for pretty much all around the bay area. a couple incidents there in the east bay, but nothing you need to worry about. just yet. but keep in mind it is still wet out there.

roads are still a little slick, so make sure to try to give yourself a little bit of extra time this morning before you head out the door. i'll give you a quick look over at the golden gate bridge because while we are dealing with a little bit of wind on the bridges, not too much fog to worry about today. we'll keep an eye on all that 401. let's go back to dave. >> okay, james, thank you. well, we're following storm related problems this morning in the north bay where the heavy rains and powerful winds knocked out power and flooded roads as rosemary tells us, more rain is on the way. >> ktvu zac sos spoke with people in petaluma who are dealing with the damage and preparing for the next storm. >> we're reading in the living room, and then we saw some sparking outside bonnie mcdonnell's home in sebastopol. >> a large tree coming down sunday night, and then a pop. the neighborhood going dark, her husband looking down from the upstairs window. >> notice that a power line was on the street, so he was able to convey that and the fire department pg and e were here lickety split.

>> police quickly closing off a section of hayden avenue. it took only a little wind to bring down the tree exactly what firstrillionesponders expected from this storm. a powerful atmospheric river system earlier in the month, leaving many trees with weakened root systems and an over saturated soil. fortunately this household prepared. >> we've got flashlights, we have candles, i've got a gas stove. >> as the rain came down during the day, sometimes in sheets, a number of roadways became inundated and there's a lot of water on those roads. >> yeah, there's a lot of water ahead of the storm. >> some roads prone to flooding and mudslides preemptively shut down. meantime in santa rosa, as the rain began to pick up the merinos, making a last minute dash to the city's free sandbagging station. >> mom, we're on it. we'll be there in a little bit. >> just off the phone with her 80 year old mother. she's got standing water starting to go into the back of her door, so we

just kind of want to block it off. >> and given that we're going to have a couple more days of good amount of rain, she gets so worried and i don't want her fussing with sandbags. >> yeah, hopefully they were able to get those bags to her in time. we've seen a lot of yards with standing water in them and on the roads. there's still quite a bit of standing water as well, so something to keep in mind if you're heading out in petaluma, zac sos. ktvu, fox two news. >> all right, zach, thank you. time is now 403 in marin county, part of highway one is closed because of flooding. highway one, also known as shoreline highway, is closed between south of tomales petaluma road and north of snake road. the office of emergency management didn't say when that road may reopen. a high surf advisory is in effect along the northern california coast. >> forecasters say waves as high as 20ft may be seen in some areas, so authorities are advising stay away from the bay area beaches today because of

those waves. the state is also taking steps to ensure the state is prepared for this latest storm. the governor activate the state emergency operations center. it helps coordinate state, local and federal responses to any problems the storms may cause. the office of emergency services personnel have been responding to several counties around the state, including napa and sonoma. now, don't forget you can get weather forecasts and the latest stories about the storms hitting the bay area. even when we're not here on the air with our fox local app, it's a free download for your smart tv. just click on ktvu in the app. >> our time is now 405 new details coming in from minnesota about a deadly shooting where two police officers and a paramedic were killed. later today, the city of burnsville, minnesota. it flags will be flying at half staff in honor of the three shooting victims. they were rushing to a domestic violence call at a home where a man who had several guns had barricaded himself. the minnesota star tribune reports

that a woman and seven children between the ages of two and 15 were inside the house with the man. after almost four hours of negotiation, the shooting started. >> this is a hard day. it's a really hard day for our public safety family. we're hurting, okay? we're hurting. today, three members of our team made the ultimate sacrifice for this community. they are heroes. >> the paramedic was shot and killed as he tried to help one of the wounded police officers. police say the gunman inside the house killed himself. the woman and the seven children inside were able to get out safely. >> an inmate was found dead at a county jail in milpitas over the weekend, and authorities say the 57 year old was found unresponsive live at the elmwood correctional facility saturday morning. he was pronounced dead 15 minutes later. the sheriff's office says. as of now, they do

not think there was any foul play or suspicious circumstances . his identity has not been released. >> time now 406. happening today. the oakland chapter of the n double acp, as well as religious leaders will hold a holiday prayer vigil about the out of control crime problem in oakland. now, the group will be honoring people who've lost their lives because of growing gun violence. they'll also be a discussion on how to improve public safety for everyone in oakland. this vigil this morning begins at 10 a.m. it will be at the axel gospel church on 66th avenue in oakland. >> the antioch public library will reopen tomorrow morning, just days after it was shut down. now the contra costa county library system said friday night the antioch branch would be closed indefinitely. the library cited concerns over problems with crime, including robberies and drug use. inside the library. however, that decision changed just 24 hours later after the county approved an emergency contract to bring a private armed security guard to

the library three as well as increased police patrols. >> our time is 407. today is a holiday day for a lot of people. maybe you. it is presidents day, which the state department says is set aside to honor all u.s. commanders in chief. that means all federal, state and local government offices will be closed, including courts, most libraries and post offices are closed. banks as well as the stock and bond markets also closed. many schools also have the day off, and most transit agencies are operating on weekend schedules. but most stores and restaurants will be open. >> all right. and we're open and ready, and we're open to talking about rain maybe for a few more days. let's check in with rosemary oroczo. what do you see? >> yeah, just on and off. pam and dave, good morning to both of you. and well happy monday everybody. hopefully you have the holiday. we are waking up with a little bit of a lull, so

to speak. the winds have come down a little bit and the rain tapered off more. is offshore though. here is a look at at the city of san francisco, where san francisco picked up quarter inch in the last 24 hours. oakland picking up about half inch. and in the santa cruz mountains, we are are with two 2.5in or so. so it continues to accumulate with each passing day. here's a look at where we stand right now. a fairly quiet out there, maybe a few sprinkles. that's about it. but this is what is expected to come right about the 9:00 hour. and notice the sierra continues to see the snow there, with levels just above 5000 6000ft for today. and the advisory continues for winter travel in the sierra. more on this in just a moment. let's check on the winds. because gusty at times novato reporting 22mph. right now oakland is sustained at 13 doing a little shift here to the south. we've got sfo reporting a 35mph. we have half moon bay

reporting 24. but some areas the winds are generally light, including the inner east bay. the hills this morning a big rock reporting 33mph. mount reporting 41. and as i talked about at the top of the hour, the wind advisory continues until early tomorrow morning. as far as the rainfall, here's a look at 9:00, where we do have another round sweeping through. notice the reds, the yellows indicating isolated thunderstorms will be a possibility for today. here's a look at noontime continues just on and off. you can see it's very sporadic. one last stop here for folks that do have an afternoon commute. we are looking at just the possibility of an isolated thunderstorm here. and there. i'll have a better look at the winds for today. how much accumulation i expect we'll get and the rest of the week in the extended forecast coming up. >> thank you. rosemary, a plea for help from ukraine's military amid dwindling supplies and the ongoing fighting coming up. the push by president biden toal aiw year celebrations are happening across the bay area.

days away, and once again, ktvu is honored to broadcast the biggest lunar new year parade outside of asia. and it's a spectacular event including colorful floats, marching bands, lion dancers, plenty of other sights and sounds that have thrilled big crowds for decades. and this year's parade is expected to be bigger and better than ever. we have more than 120 participants, and we're going to have 19 float, uh, doing the

parade and our ticket 4500, uh, tickets already been sold out. >> so it's going to be amazing. we're going to be having at least 200,000 people visiting san francisco to, uh, celebrate chinese new year with us. >> sounds like fun. chinatown businesses are making final preparations for the big event next saturday night. organizers say the parade always gives a big boost to san francisco's economy. >> well, for more than 100 years, saint mary's has promoted language and cultural in the chinese community of san francisco. its drill team and drum and bugle corps have been part of the chinese new year parade since its inception. >> but in recent years, the drum and bugle corps was dissolved because of financial problems. so the drill team had to perform by itself. this year, though, that's changing. as ktvu claudine wong tells us saturday night, both the drill team and the bell corps will perform together again.

>> the newest members of the saint mary's drum and bugle corps are still learning, but everyone is looking forward to the return of the corps, who will for the first time, rejoin the drill team at this year's chinese new year parade. kong hei fat choi. >> happy new year! >> before, i really loved hearing like all the music that they made. i think that really made everything more lively. >> i do think so. i feel like there's going to be more energy and you can really feel the spirit of the chinese new year. >> this will be just the next chapter of saint mary's long history with the san francisco community. >> in 1921, we started the school both a chinese language school and also the english state school. so it's two schools parallel saint mary's was formed as a church and a school, but from the beginning there was also a commitment to preserving and promoting chinese culture and traditions. >> that's what led to the formation of both groups, drum

and bell. >> because besides the language and we also want to introduce the music to the to music and also the instrument to the students. and so in 1943 and, and we established this group, it's called drum from the very beginning. it's called drum corps. and then later on they changed the name to drum and bell. and then the drill team, more like a, um, a formation formation marching, but and then the, the, the costume, the there wearing is all made with silk and from back then is from china. >> and since the beginning both groups have been a part of the chinese new year parade. >> since the i think since the very first year they they invite or they have this parade and we were there and it wasn't just san francisco. >> the saint mary's drum corps performed at jfk's 1961 inaugural mission. they traveled around the country and around

the world. how louder. but recent years have brought changes. today, you will still find language classes on the weekend and at saint mary's, and the drill team practices there as well. but the drum and bugle corps was a program run through the day. school and so when in 2016, the day school closed for financial reasons, the drum and bugle corps also eventually dissolved. and so last year, when the drill team performed in the chinese new year parade, they did it alone. >> but then. then last year, when in we were in the marching and it's raining and we just noticed that without music, without drum and bell, just the drill team is kind of a little bit out of sync. >> and so the decision was made to bring it back with the help of a former member to lead them. they found a handful of kids who were willing to learn. it is a

small start when you consider that in its heyday, the corps boasted around 30 members and now you have six. >> no, we have six. it's better than none. yeah, it is a start. >> the start of the next chapter, the continue ation of a tradition remembered and beloved by so many. the drill team. >> i feel like it's just a bond we've made and like, just a nice family that, you know, fan drill is. i like how that we can bond with each other and just, like, get to know each other and the drum and bugle corps together over again, i hope they see the community that we've built and how we just love doing this for our culture here in san francisco. >> claudine wong, ktvu, fox two news. >> ah, thank you claudine. very nice. the alaska airlines chinese new year parade by the way, this saturday, february 24th, the big event celebrates the year of the dragon. and you can watch the parade right here with us on ktvu. be sure to join

claudine wong and mike mibach at 6:00 saturday night right after our newscast at 5:00. >> i will do that. the time is now. 418 will millbrae lunar new year parade and festival had to be postponed slightly because of rainy weather. it was originally scheduled for saturday, but organizers moved it to yesterday morning instead, and vendors were able to set things up without any problems because they had sunny weather sunday morning. >> i was pinned down in front of my computer for a good seven hours. yeah, but then we were very lucky. all our participants, sponsors and our vendors, they all fully supported. they totally understand. >> and that event has been around for about four years. when it first began, it didn't stretch any longer than a block. last year it brought in more than 10,000 people, and organizers hope this year's turnout will be just like that. oakland celebrated the lunar new year with a parade through its

chinatown neighborhood. this was oakland's second annual lunar new year parade. >> the celebration was hosted by the oakland chinatown improvement council, which is committed to helping small businesses in the neighborhood, and organizers say they hope to bring new people to chinatown to see what it has to offer. >> we're going to showcase oakland chinatown, uh, culture, our our restaurants, our shops, our restaurants. so this event is to draw people out from out of town, from out of the state to come to oakland to sample our hospitality. we >> organizers say oakland's chinatown is one of the oldest chinatowns in the u.s. all right. >> our time is 420. rosemary's back talking about your weather for this monday morning holiday kind of roller coaster weather today. >> yeah, we were talking about that during the break. absolutely. right now it's kind

of a break in the storm where we do even have a little bit of clear sky out there this morning. and mainly dry conditions. here's a look over the city. uh, the sun will rise just after 7 a.m, and we are likely to see a little bit of sunshine. uh, it's kind of the sunshine that helps to add to the instability of the weather for today. and with that, i will say there is the risk of isolated thunderstorms. and i'll show you coming up here in just a moment. first, the current conditions, temperatures this morning in the 50s. we're starting out a warmer compared to yesterday. and again, with most of us experiencing light winds. it's actually kind of a nice start out there this morning. here's a view of storm tracker two. there's a look at where we're at right now. this is what is coming by about eight 9:00 or so. it looks like it will begin to roll ashore. we've got snow continuing in the sierra. here is the center of the storm until this moves out, we are going to continue with just rounds of rain and the most unstable air lies right in here.

so that is what is going to again, help to trigger those thunderstorms for today, maybe even a few for tomorrow before it moves out. and when it moves ashore, so does the wind pick. the wind picks up as well, i should say. here's a look at 9 a.m. notice how we went from yellows to now purple and oranges and reds, primarily along the coast, primarily in our hills, but everybody is included in this wind advisory. we've been talking about now and into the afternoon and evening hours. it does lighten up some, returning to some yellows out there, but our hills, our coastline still remain very windy with wind gusts expected 40 to 50mph or so. not quite as strong, thankfully, as earlier in the month, but still enough to carry out those power outages. topple trees, things like that. rainfall amounts we could see anywhere from 1 to 3in by wednesday morning, when we finally begin to dry out and the sierra is going to get a good amount of snow, here's a look at to 8 a.m. this morning. there's a look at tuesday morning and then into wednesday morning, five finally moves out and we

in the way of wet weather coming our way. a little bit of a break at this hour. snow continues in the sierra and the advisories continue for us here at home. a flood watch for the entire bay area, lasting until early wednesday morning. even a flood advisory for our north bay valley locations for today. high surf continues across our west facing beaches for the afternoon and the winds we are seeing a little bit of a breeze out there right now, but do expect them to pick up once again later this morning. i'll have a look at the current conditions and what we can expect moving forward. coming up in just a little bit at 430, let's see how the highways are doing this morning with james. good morning james. >> rosemary good morning to you. we'll look forward to that forecast a little later today. it's not actively raining right now but the roads certainly are slick. and we're only about 30 minutes into this broadcast and we're already seeing some problems. you see some of the icons there and the east bay, east bay, rather. but i'm going to focus in a little bit on the eastern half of oakland here. this is out in the hills on

highway 13 and big tree, about a ten foot tree came crashing in, blocking all lanes of traffic here. crews have already done a really good job of trying to clean it up and get it cleared for some of the traffic that is coming through right now, they've got about two lanes of traffic now open, so if you're driving that direction the next few minutes, you should be able to get through without any trouble. but that is still something that might be a little bit of a slowdown, something you need to know before you head out the door. heading into san francisco looks pretty good, but we just got word of an accident on the san mateo bridge that slowed things down for just a moment. but as you see there, traffic now running smoothly, it is. 431. let's go back to dave. >> okay, james. thank you. well, in the north bay, small business owners say all of the rain we're getting is hurting their bottom line. the owners of the cal nursery says when business is business is good. when the weather is good and people are eager to get out into their gardens. but when it rains, fewer people want to go outside, let alone digging some dirt or mud. and it's a problem for the nursery itself as well. one employee said. it floods during

big storms. >> we have to get out the pumps actually, because we have little pumps in front of the door here, and if we don't get them going, the water will literally rush through the shop. we're basically underwater over here when it rains and some people feeling more adventurous has decided it'd be fun to surf in the rain. >> these high school seniors say they've done it before, but say they are really good, experienced swimmers. they don't recommend that others try it because they know it can be dangerous, as there are high surf advisories in effect along most of the california coast. >> here in the bay area, waves as big as 20ft have been hitting some of the areas in san diego county and orange county. the surf is peaking at about 12ft, but there are warnings about rip currents. the advisory is expected to remain in effect from san diego all the way up to marin county through tomorrow night. lifeguards are reminding people there are rules they should follow to stay safe

around the ocean. >> number one, don't go out into the large waves if you are not experienced. um on any day you should swim in a area that's guarded by lifeguards. we don't see these waves very often here in san diego. most people don't have the opportunity to train for these waves. so we're saying people who are expert only and most beach communities have extra lifeguards on patrol during the storms, at least in southern california. >> so they can respond quickly to any emergencies. but even if you don't go into the water, you could see some beach erosion. so there could be some slides along the beaches as the storms and wet weather moves through the bay area, we're going to have expanded weather coverage for you on our fox local app that includes live radar, live cameras across the bay area. just download that free fox local app for your smart tv to get updates from our meteorologists around the clock. >> all right, our time is 434. ukrainian troops had to abandon what had been a key stronghold

in the fight against russia because their supplies are dwindling. >> as madeline rivera reports, president biden is continuing to push congress to approve additional aid for ukraine. >> ukraine's president says they need more supplies to keep holding off russia's advances, but it's unclear when or if that aid will come from the u.s. russian tanks roll into the city of avdiivka in eastern ukraine, following a months long onslaught from russian forces. ukraine's president says his troops are in need of more u.s. weapons and ammunition to prevent russia from taking more territory. >> we are counting on this positive decision of the congress for us, this package is vital, a decision that currently resides in the house and could be weeks away. >> lawmakers left town for a two week break without voting on an aid package passed by the senate last week, a decision blasted by president biden two weeks. >> what are they thinking? my

god, this is bizarre and it's just reinforcing all the concerns and almost i won't say panic, but real concern about the united states being a reliable ally. >> house speaker mike johnson dismissed the criticism and says he won't be pushed into voting on the more than $95 billion foreign aid package that includes money for ukraine. some democrats, though, think johnson is simply caving to outside pressure, as he's afraid they're going to kick him out of speaker unless he uses democratic, unless he goes with democratic support and in that case, he's going against donald trump. but there are a number of republicans who still believe congress will deliver on resupplying ukraine. and other key allies. >> and i do think that there is an opportunity when we get back to washington to move this important aid package forward, because it is so critical. >> a potential vote on the foreign aid package could be more than a week away, with the house not scheduled to return until february 28th. in

washington, martha rivera, fox news. >> thank you, madeleine. police in russia have detained more than 400 people who took part in massive protests over the weekend. they're paying tribute to vladimir putin's most vocal critic, who died last week at a remote penal colony near the arctic circle. the family members of alexei navalny had say they have no doubt he was murdered. they say they are certain putin is directly responsible for his death, and that is a view shared by president biden. a family spokeswoman is now calling on the kremlin to immediately release his body. >> the body was taken by investigative committee and they are conducting some sort of investigations, uh, with him. uh, so right now we don't have access to the body and we don't know for sure where it is. putin's longtime political enemy was serving a 19 year prison sentence for what the kremlin had called political extremism. >> his death comes less than a month before the national

homes. multiple roads were flooded as well. one couple had a tree hit a power line right outside their home. >> we're reading in the living room and then we saw some sparking. notice that a power line was on the street. so he was able to convey that and the fire department pg and e were here lickety split. >> some roadways prone to flooding and mudslides were closed preemptively. the rain will be on and off today until wednesday morning, and we could see thunderstorms, more gusty winds and of course, with all of this rain adding up over the next few days, flooding that is always a concern. we have been seeing quite a few of these storms kind of back to back. we had that big one earlier in february, so really one of the big concerns is that the soil is already so saturated. so those big trees, they're not holding on. so when that wind comes on,

team, more like a, a formation for asian marching. but and then the, the, the costume, they, they're wearing is all made with silk. and from back then is from china. >> and since the beginning, both groups have been a part of the chinese new year parade. >> since the i think since the very first year they they invite or they have this parade and we were there and it wasn't just san francisco. >> the saint mary's drum corps performed at jfk's 1961 inauguration. they traveled around the country and around the world. how louder. but recent years have brought changes. today you will still find language classes on the weekend at saint mary's and the drill team practices there as well. but the drum and bell corps was a program run through the day school. and so when in 2016, the day school closed for

financial reasons, the drum and bugle corps also eventually dissolved. and so last year, when the drill team performed in the chinese new year parade, they did it alone. >> but then. then last year, when we were in the marching and it was raining and we just noticed that without music, without drum and bell, just the drill team is kind of a little bit out of sync and so the decision was made to bring it back with the help of a former member to lead them. >> they found a handful of kids who were willing to learn. it is a small start when you consider that in its heyday, the corps boasted around 30 members and now you have six. >> no, we have six. it's better than none. yeah it is a start. >> the start of the next chapter, the continuation of a tradition remembered and beloved by so many. the drill team. >> i feel like it's just a bond we've made and like, just a nice family that, you know, fan drill is. i like how that we can bond

>> all right, james, thank you. well, the rains already causing problems for the morning commute. if you have to work today. ktvu alice wirtz is along highway 13 in oakland, where a tree fell down across the road and is blocking the lanes. alice good morning. >> good morning. yes we do have a road hazard here on highway 13. the warren freeway between redwood road and joaquin miller going northbound, a large eucalyptus tree fell in the middle of the roadway. the call came in to opd at about 3:17 a.m. from a driver who actually impacted the tree. uh, that person was transported complaining of pain. this tree, we estimate to be about 60ft tall and opd was able to move part of the, uh, broken branches out of the roadway. caltrans, you see, just showing up now, they're going to be taking care of clearing this debris. but in the meantime, um, traffic is starting to warm up here, folks

are getting on the road right about now. uh, chp tells us that there was no one else involved, just the one vehicle and the one person that was transported. and they've been here since about 315. this, or rather, after opd showed up, chp was called. they showed up. and for now we're just waiting for this tree to be removed. lots of rain and wind has probably upset some of these tall trees. established roots here. uh, along this freeway, there's a ton of acacia trees, eucalyptus trees, and one of the chp officers i spoke with mentioned how since he's been on this route for six months or so, he's already responded to three downed trees along this roadway. so extra caution goes out to anyone that's going to be using this freeway this morning. this is northbound 13 between redwood road and joaquin miller road. they've only got one lane open. the number one lane that's closest to the inside of the

likely to see breaks in between the system. it was kind of nice to have that sunshine yesterday morning, especially for all the festive parties that were going on yesterday. the rainfall amounts are starting from saturday, picking up almost five inches in the santa cruz mountains. meanwhile, sfo, san jose reporting three quarters of an inch, oakland half inch. you get into the north bay mill valley, two inches point reyes, two inches almost a quarter, and it looks like we have some drizzle and light rain falling over areas near point reyes at this time. so still accumulating. here's a look at the center of the system. not going to move through until it looks like wednesday. and with that we will continue off and on, scattered showers and the most unstable air lies within the core of that storm. and that's where we are likely to, again, add the risk of thunderstorms. here's a look at what we're seeing about 8:00 or so. shades of reds and pinks and yellows and oranges indicating the risks thereof. over the

and square over the weekend. there was a refrigerant leak yesterday afternoon at an apartment complex on bush street near stockton. a three people were examined. they were later released. the fire department says that leak was isolated to a built in refrigeration system. in that building. and over in oakland, several people are out of their homes after a fire over there, oakland fire responded to a five story building saturday morning on broadway near 17th of the 48 units in that building, residents from two apartments were displaced, but they didn't want any help or special support from the red cross. one person was treated for minor injuries. both the giants and the a's position players report to spring training this week.

>> that will continue at least for another day or two. pam and dave, good morning to both of you. as i was saying, keep the umbrella handy for today because it's going to be one of those days where you don't know what's going on. we've got breaks out there right now, followed by some more rain coming ashore in the next hour or two, and the risk of thunderstorms today. temperatures right now in the 50s. so warmer than yesterday and relatively mild for february . let's talk about those advisories that pam mentioned a moment ago. the flood advisory for the north bay goes another 45 minutes or so. we are seeing some small stream flooding across parts of the north bay. meanwhile, the watch for the entire bay area goes until early wednesday morning. we're also dealing with the wind advisory. it's a breezy one out there and expect the wind gusts to continue for today. the advisory for wind is until 4 a.m. tomorrow. meanwhile, if we get closer to the coast, we do have a high surf advisory that continues into early tomorrow morning with very large breaking waves that will continue anywhere from 22 to 28ft for

some isolated areas. there's a look at storm tracker two. you can see a few light scattered showers popping up now over the north bay. a better look at what we can expect a moving forward coming up in just a little bit at 601. let's see how the highways are shaping up this morning with james. good morning rosemary. >> good morning. well it's going to be a little bit of a mess out there this morning. i want to point your attention over to pittsburgh and show you a post that the pittsburgh police department had been talking about here. there was a car that crashed into what looks like this big utility pole collapse on top of it. they say the roadways around here will reopen in at 1 p.m. later today. that's several hours of a closure. there they're calling it a major traffic collision. this is near harbor street, near small world park. they're asking you stay away from this area and i'll show you the maps here to show you exactly where they kind of want you to avoid. so this is just an overview of the east bay here. you see all the incidents all over the place. we'll zoom in here to the pittsburgh area just off of highway four. they say the north and southbound lanes are closed between

atlantic avenue and east leland road. and then the eastbound lanes are blocked at presidio lane. again, it's going to stay that way until about 1:00 this afternoon. so that is part of your commute. if you need to get to highway four, you'll need to find another way to do that. we're going to check in on a number of different roadways all over the bay area, including niles canyon road, which they're reporting. part of it has washed off from the rain this weekend. we'll talk more about it coming up in just a few minutes. 602 let's go back to pam. >> all right. thank you james. we'll see you in a bit weather. certainly our top story this morning california has been taking steps to ensure the state is prepared for this latest round of storms. governor newsom activated the state emergency operations center, where it helps coordinate state, local and federal responses to any problems the storms may cause. us crews have responded to several counties around the state, including napa and sonoma . now, small businesses in the north bay say all the rain is hurting their bottom line. the cal nursery says it's pretty popular when the weather is

good, but when it rains, fewer people want to go outside, let alone dig in the dirt or mud. and it's a problem for the nursery. the store often floods in the rain overnight. the stormy weather caused issues on the road, so we're talking about downed trees and ktvu is amanda quintana is in santa rosa with what we are expecting in the north bay today. still, it looks windy for sure. still no rain up there. amanda >> yeah, so of course it starts raining. i pull the umbrella out and then it stops raining. it's going to be e of those days where you're going to have to pull it out, put it back, and then the wind kind of blows your umbrella. so just be ready for things to change today, because we are going to see rain on and off. and then you're going to have that gusty wind as well. but it does seem like it's going to be less intense than it was yesterday. yesterday, sunday into monday we saw a lot of rain and that did make for a mess here in the north bay, bringing down trees and knocking out power for some homes, multiple roads were flooded as well. one couple had a tree hit a power

line right outside their home. >> we're reading in the living room and then we saw some sparking. notice that a power line was on the street. so he was able to convey that and the fire department pg and e were here lickety split. >> some roadways prone to flooding and mudslides were closed preemptively. the rain will be on and off today until wednesday morning, and we could see thunderstorms and more gusty winds. and of course, with all this rain adding up over the next few days, flooding is also a concern we've been seeing. we have that big storm in early february and then storms kind of back to back every few days. so the soil is already saturated. so the big worry is that with that saturated soil, the roots are not really holding on. so even just a little wind can bring some trees down. that's something to definitely watch out for today. fire officials.

and replace power lines and poles across the city. many of that electrical equipment was installed more than 50 years ago, pga says the project will take about three months. >> it's our time is now. 606a fishing boat that ran aground on a beach in sonoma county, almost two weeks ago is still stuck. the fishing boat crew was able to swim to shore, but that boat is damaged now. the coast guard says it can't refloat the boat because it's weighted down by sand and water that poured through a gash on the side of the boat. so the boat captain is being told, try to remove it before it breaks apart. but with 25 foot tall surf and storms this week, it's not likely that could happen fast. but it also increases the risk the boat will send fuel, plastics and other debris across the area. >> well, today is a holiday for many people. it's presidents day . that means the us state department. set aside a day to honor all the us commanders in

niles canyon road, uh, trouble spot here. it's a typical trouble spot when we get a lot of rain, and it looks like it's affected somewhat from what we saw over the weekend here. caltrans of course, reporting that part of a roadway has washed off. it's not really new to that area, but certainly if you're driving through there, that can be a pain for the commute that you have to do a little later today. they say about six feet of the roadway has washed off. that's a pleasanton sunol road. uh, and that is now causing caltrans to try to figure out a way to get that to be accessible for folks who need to drive that way. the westbound side of that is still completely shut eastbound and is technically open, but they're going to use that as a one way traffic for each direction. so keep that in mind before you head out the door. today we also got a report of, uh, what sounds like a big rig that might have crashed into a pole on the bay bridge toll plaza, heading into oakland, trying to learn some more information on that. i can't see it on our camera here. so heading into san francisco, your drive will be smoothly once we get more info of course,

just a few days after it was abruptly shut down. ktvu is andre senior joining us now in the studio to talk about what's behind the decision and the actions being taken to keep the library safe. good morning andre. >> good morning to you pam. the contra costa county library system made a surprising announcement friday night. it was closing its branch in antioch until further notice. county leaders cited their concerns about a crime problem at the antioch location that they said was getting out of hand. now, they said that criminal activity was threatening the safety of both library workers and patrons. they cited a growing number of robberies and vandalism, both inside and outside the antioch library. and they say there were other serious crimes taking place around the bookcases. >> we've also had drug activity and drug use, both inside the library and on library property. uh, there's been multiple incidents of people having sexual intercourse inside the library or on library property in full view of patrons and staff. um we found bullet

casings on library property, but the county reversed its decision to close the antioch library just 24 hours after that surprise announcement. >> the county said it approved that emergency contract that will provide funds for second private security guard. that money will also pay to update the camera system, improve the fencing surrounding the library. however many longtime antioch residents understand the library's decision. they say things have changed since they were children. >> we used to be able to leave our doors open and leave our bicycles outside, sleep at night, lived here all my life like i was telling you. you know , all my life. never had no problem. went to, um, fremont, um, elementary right here. and uh, antioch, um, junior high. but now they call it middle and then in york high school, city leaders in antioch say they were totally caught off guard by the decision to shut down the library. >> uh, mayor lamar hernandez thorpe says no one at city hall was informed of this decision ahead of time, including the police chief, library leaders

here. not too much going on along the peninsula. a few little things here and there. but you see all those road closure signs all throughout the east bay? uh, that is a mixture of maybe just a little bit of flooding and that might kind of go away later. this afternoon. but i especially want to point your attention here. uh uh, near sunol. excuse me, that's niles canyon road, uh, pleasanton. sunol road as well, where you see the mix of colors leading up to that barricade. that's because part of the roadway has washed off. and that's according to caltrans this morning. and chp, who said about six feet of the roadway has washed off the entire westbound lane is open. eastbound lane is still shut down here, but they're eventually going to set it up where they have a kind of one way traffic going in both ways. so people can still commute in either direction, but it's certainly going to be pretty slow. san mateo bridge looking pretty good this morning. we did, uh, check on that report of a big rig hitting a pole on the eastbound side of the bay bridge, not getting too much information on that just yet,

but it's not affecting any traffic for you. if you're headed out the door in the next few minutes, all right. time now is 620. let's check in with rosemary oroczo on what our forecast looks like for the day. >> yes, james and i think the weather with the phrase what's up with this weather is going to be something we hear today because we're going to have a little bit of sunshine. we're going to have scattered showers, perhaps a brief downpour and the thunderstorm risk is with us for today. that, plus the possibility of rainbows. there's a look at san francisco still awaiting the sunrise will come in just after 7 a.m. this morning. and the rainfall amounts since this all began. ben loman really taking the prize so far? almost five inches reported there in the santa cruz mountains, mount diablo and the east bay reporting a two inches and 4/10. looks like i need to fix that. we got a decimal in front of the two mill valley, two inches point ray is a little bit more than two inches sfo, san jose, three quarters of an inch. some areas of oakland reporting about an inch. but oakland airport reporting a

little bit more than half inch. storm tracker two the center of the storm, right in here. it's going to take a couple of days before it finally moves east, and it does again. pack with it that unstable air right there closer to the surface. and with that and the rounds and rounds of rain coming in, this is what we can expect for today. here's a look at 8 a.m. scattered showers in addition to the reds out there indicating the risk of the thunderstorms, here's a look at 10 a.m. where we may see some along the peninsula, perhaps entering into the east bay through the delta region. now, with this type of pattern, it's really literally impossible to know exactly where it's going to hit. but the takeaway here is a little bit of sunshine scattered showers, risk of thunderstorms, and the wind that goes along with it. all in the forecast for today, there's a look at as we enter the evening hours. the afternoon drive, although hoping you don't have to have an afternoon drive. it looks mainly dry. we will have anywhere from

now, the latest plan would raise the cost of crossing the golden gate bridge into the double digits. right now, there are three proposals on the on the table, all of them would lead to tolls that top $10 a vehicle for fastrak users. right now, drivers pay 8.75 to go across the golden gate bridge. the bridge district officials say a toll hike is needed to head off a projected $220 million budget deficit over the next five years. >> well, a new report shows the rate crimes are being solved in california has decreased as state and local law enforcement agencies have increased their spending. the center on juvenile and criminal justice says. in 1990, more than 22% of crimes were solved. it dropped to slightly more than 13% as of last year. now, the decrease comes as law enforcement received 52% more funding during that time. however, the researchers also say the total number of reported crimes has

also gone down by bad weather led to one person being injured early this morning after a eucalyptus tree fell on northbound highway 13. in that tree came down between redwood road and joaquin miller boulevard in oakland. it blocked the highway. a car ran into the tree. the driver was taken to the hospital after complaining about some pain. no one else was hurt. the car has been towed away. caltrans is still working though to remove that tree and there are some high surf advisories. in effect, you should know about along most of the california coastline here in the bay area, waves are expected to be as high as 20ft in some areas down in san diego county and orange county, the surface peaking at about 12ft. but there are warnings, warnings about rip currents, the advisory is expected to remain in effect from san diego, all the way up to marin county through tomorrow night. lifeguards are reminding people there are rules they should follow to stay. stay safe around the ocean.

>> number one, don't go out into the large waves if you are not experienced. um on any day you should swim in an area that's guarded by lifeguards. we don't see these waves very often here in san diego. most people don't have the opportunity to train for these waves. so we're saying people who are expert only most beach communities have extra lifeguards on patrol during the storms in southern california so that they can respond quickly to an emergency, even if you don't go into the water, you could see some erosion. >> so there could be slides along the beaches. so be aware of that as the storms and wet weather moves through the bay area, we're going to have expanded weather coverage on our fox local app, including live radar and live cameras across the bay area. just download that free fox local app for your smart tv to get updates from our meteorology artists around the clock. >> good advice time now 640 let's check the commute to see if we have one. i know it's been slippery out there on the roads.

james. yeah, you know, what's nice about today is today is presidents day. >> so it is a holiday for a lot of folks who are either not going to the office today because they have the day off, or it's just a day that they can work remotely. so green light conditions for pretty much the entire peninsula here, going from san francisco down to the south bay, that silicon valley commute very quiet, not too much going on here. it's the east bay that we're really seeing some more trouble spots. and we'll talk more about that coming up in just a few minutes. here, i'll show you a map, or rather a camera of the san mateo bridge. they've had a couple incidents this morning, but nothing that created too much of a backup here. we know the north bay is dealing with some little flooding trouble spots as well. we tend to see that after a weekend of rain, but nothing that's causing any major backup. we are keeping an eye on what's going on over in sunol and niles canyon road, where part of the roadway had washed off. i'll talk more about that coming up just before for the 7:00 hour. let's bring in rosemary orozco because she has a look at the forecast and the amount of rain we may see today.

>> yes. not only the rain, but the isolated thunderstorms. james, that could bring the brief downpour as well as the hail and thunder and lightning giving you a look here over san francisco, where we have slivers of blue sky and sunshine out there. the official sunrise coming just after 7 a.m. but but it is some of that sunshine today that could actually increase some of the instability. any warmth we get at the surface. just again, creates a little bit more when it that air mass collides with the colder air up above and the unsettled weather up above. here's a look at the temperatures this morning. in the 50s. we're warmer compared to yesterday, and we had a few viewers email in and areas over santa clara picking up 88/100 of an inch. there from mark in santa clara. thank you for that. and justin mount veeder in napa says more than five inches in the last 48 hours. santa cruz mountains also picking up more than five inches since the rain began on saturday. checking in on the winds, sfo reporting a

wind gust to 33. so you know, at some point could be impacting our flights out there today. mountain view 20mph, half moon bay reporting a wind gust to 36. even stronger at areas over mount diablo. the inner east bay, 49mph. um, speaking of mount veeder, there, 35mph. so even though the rain is not falling from the sky at this point, still could be very hazardous out there. as we've been talking about, a tree fell along highway 13 this morning. storm tracker two picking up on some rain now over areas of the north bay. it looks like a light showers from monte rio into windsor, santa rosa, rohnert park over our north bay hills along the coastline as well. and this is expected to, you know, grow a little bit more extensive as we get into the second part of the morning. the sierra is seeing snow this morning and the levels are above 5000ft. the winter storm warning continues for the sierra until wednesday morning. avalanche watch until 745. this morning. meanwhile, we will continue with just the

not rusting. we're going to hear more about that. i'm sure. >> oh, you know, we will. all right. time is 651. let's hear about your morning commute. what's happening out there now? james has the information. james >> yeah, we're going to take you over to 580 in oakland. if you're headed toward the bay bridge to get to san francisco near the mac maze, because we still have that overturned white truck here. and i actually was able to see an image from caltrans camera, caltrans cameras, i should say truck is just completely in the middle of the roadway. they do have tow trucks on scene hoping to get it cleared, but it's causing just a little bit of a backup this morning. you see it right there. that icon just under that emeryville logo. and crews are hoping to get that cleared out before they start to see some more of that traffic build up here. but that might take them just a little while to take care of. of course, we'll take a look at the rest of the bay area because you see, the peninsula is looking very good. some little trouble spots up in the north bay. uh, not too much going down in the south bay, but

cruz mountains. almost five inches. we talked about at the top of the hour at mount veeder, coming in with just a little bit more than five inches, mill valley, point reyes, more than two inches at sfo, san jose, three quarters of an inch. the system will continue to provide us with the on and off rain for today and the isolate thunderstorms will be with us for today as well as tomorrow. as the center of the storm continues to work towards the california and finally moves out of the area. but some of the most unstable air lies within here. and again, we do have the risk of thunderstorms. that means we could see hail. that means we could see brief downpours, strong winds, thunder and lightning can be hazardous. so always take shelter. if you are close to a thunderstorm or experiencing one. the futurecast here into about midnight. anywhere from a quarter inch to an inch and a half of rainfall. especially if you do experience a thunderstorm. more snow for the sierra and the winds are going to remain with us with the wind advisory until early tomorrow morning. so wind gusts 30 to 40mph. we're seeing them
