winds, thunderstorms and downed trees. >> more rain takes a toll on parts of the bay area tonight. tens of thousands of customers are without power and part of highway 84 in the east bay will be closed now for several days. hello again everyone. i'm julie julie haener and i'm mike mibach. >> the rain has been really rolling in and out in many places throughout the day. this is a look at the financial district in san francisco from this afternoon. of the people who were out there on the streets, you could see they had their umbrellas out. we also saw standing water out there on some city streets in the north bay. >> the area around star road and mark west station in windsor was flooded this morning after a nearby creek overflowed into the roadway. this is one of several road closures throughout sonoma county today due to flooding. officials have been keeping an eye on creeks, streams and rivers and have crews on standby if needed. >> and the storm also being felt here in the south bay this afternoon, the winds were blowing out at lexington reservoir, right near los gatos,

a wild weather day. >> let's bring in our chief meteorologist, bill martin. so we're going to expect more rain off and on again tonight. yeah, tonight and probably again tomorrow, but not as intense as the winds were blowing this morning. >> it started off. it's like oh the sun's out. it's kind of nice. and then the winds came up and it was really windy for a while. and then those cells kind of came in and got us a bunch of rain. check out some of these rainfall accumulation patterns over the last couple of days. pretty significant. manageable though. fortunately the entire bay area under a flood watch, a flood advisory, which is a click up from that in the north bay, up around napa, sonoma and marin counties and the rest of us, a flood watch, a wind advisory as well. winter storm warning and high surf advisory, all part of the mix as we go into today and even in a bit into tomorrow. so here is the live radar. and i just show it to you now because you can see kind of what's happening and what's happening is out here towards antioch, discovery bay, rio vista. that is some pretty active, a lot of times we have, we have, um, uh, windmills out there. and so a lot of times we get in, this

might be some interference out here by rio vista. i think those are windmills. but this is not. and so what we're seeing are some pretty heavy rainfall rates. that's not the only area, but that's one of the areas we've got more activity showing up on the bay bridge richmond or the san mateo bridge, and then down towards san jose and in the santa cruz mountains. so it's just widely scattered stuff. tomorrow so the same thing happens, right? where we have a potential for a thunderstorm. but it doesn't have as much. there's not as much fuel, there's not as much or stronger dynamics. and so we're not expecting the bumper day that we had today because that's pretty pretty wild. i mean, we had thunder and lightning. we had a tornado report up around butte county. we had probably multiple funnel clouds. i haven't seen them come in yet, but i would be surprised if they start kind of coming in the next couple of hours. and then we've got winter storm warnings where the chains on 50 and 80 are coming up and down like nobody's business. they're getting a lot a lot of snow. and the thing about that is we're going to die down tomorrow. but they in the mountains are going to keep

going. the snow is going to keep falling as the clouds and the energy piles up against the west slope. so this isn't going to be over around lake tahoe. that winter storm warning stays in effect pretty much through wednesday. i'll be back here with a full forecast in just a few minutes. all right, bill, thank you. >> in the north bay emergency officials are putting out a warning asking people to stay safe at home and let the storms pass. authorities are prepared for thunderstorms, high winds, heavy rain and flooding over the next few days. the santa rosa fire department says its swiftwater rescue team is staffed and ready to respond to emergencies on the city's waterways and in neighboring jurisdictions if needed. another big concern is downed trees. >> the ground saturation with the last couple systems that have come through has been pretty significant, and with that wind, there's still some damage and or trees ready to come down in some of those areas. so just urging the residents to be aware of that. >> strong winds brought down this large tree yesterday in sebastopol, narrowly missing a home. the storm also knocked out power for some customers and flooded several north bay roadways in the east bay. >> emergency work underway along

niles canyon road, which is now closed for at least the next few days. the heavy rains have caused serious damage to a stretch of that highway. ktvu tom vacar shows us now the work that is facing caltrans crews. >> tis the season for potholes, but worse, it's also the season for the collapse of roads into creeks. well let the storm go through and then in the morning, our engineers and maintenance team will take a look at the condition of the road. >> if it's okay, we'll get it back open in the one way direction, and then we're going to have to assess what we need to do in order to rebuild that section. when the retaining wall collapsed, probably due to the rushing water, the land collapsed and then the highway went with the land. >> now, as long as water keeps falling on this area, it is simply not going to get any better. and at least one lane, if not all the lanes will be closed until it's repaired. that becomes a problem for the 15,000 automobiles that use this road each day as well as for the other roads, they'll have to switch to, which will make those

other commute routes more crowded, especially at rush hours. >> this time, it's usually just going to get to the other side of the hill. um, but but in the mornings is going to be. and in the afternoon it will be for sure an inconvenience. >> i appreciate them not jamming up traffic. that's always nice, but it sounds like they have a lot of work to do on this stretch. good for them for keeping it open as much as they can. >> i think it's helpful for us who are trying to commute back and forth. >> caltrans does what they can. um, we need more funding for our roads for sure. >> if the coming storms take out more of this section or other sections, that may drastically change the situation on this road. tom baker, ktvu, fox two news and for more insight on what may have led to that portion of 84 to give way earlier today on the four, we spoke with laura sullivan green. >> she's a professor of civil and environmental engineering at san jose state. >> what happened in niles canyon is largely due to erosion from the soil underneath the roadway, and then the roadway collapsing,

and that erosion is just caused from alameda creek that has been running high from all the precipitation that we've had and will probably continue to run high, uh, until we see some more dry weather. >> professor sullivan green also says the amount of rain and the intensity of the storm also plays a factor. and a quick reminder right now that you can always stay ahead of the storm with the ktvu weather app. it has current conditions, a live interactive radar and it breaks down the forecast hour by hour. and it is a free download. >> pro-palestinian activists are making their voices heard in san francisco. a demonstration briefly blocked traffic on the central freeway in the city. the protesters are trying to use the president's day holiday to pressure president biden to call for a ceasefire in gaza. ktvu christien kafton reports. >> hundreds of protesters marched through the streets of san francisco, chanting and calling for an end to the violence in gaza. one warning

those protesters walking up the octavia entrance of the central freeway at about 2 p.m, shutting down the roadway and briefly blocking an on ramp at venice. >> we're going to keep being in the streets. we're going to disrupt. there will be no peace until there is justice. the protesters say they understand that their civil disobedience is frustrating for some people. >> they say they need to do it in order to raise awareness about what they say is a critical issue. >> we can't take this anymore, and we need to let joe biden know that he must make israel a red line and end all arms sales to israel, because just as frustrated as the people on the freeway are, we share that exact frustration with them protesting on president's day was part of the group's plan. >> they say they're raising their voices, hoping they're heard all the way in washington, d.c. the protesters calling on president biden to end u.s. support for israel, civil disobedience is the only way we feel we are able to get the

world's attention and especially send the message to our elected officials like biden, like blinken, the whole united states government. protesters also say disapproval of how biden is handling the conflict is dragging down his overall approval ratings in san francisco, christien kafton, ktvu fox two news and one person was reportedly killed in gaza after police opened fire on a crowd that rushed toward a truck carrying humanitarian supplies. >> video circulating on social media show people running and climbing onto the truck, taking white bags and then running away. the truck had just arrived from egypt through the rafah crossing. fire and smoke can be seen rising from a small building near the crossing point . israel has repeatedly said hamas is diverting aid after the supplies are transported into gaza. the un aid agency is deny that claim. >> a transitional home for women and children in oakland is just days away from the threat of closure. courage house is a home dedicated to victims of domestic

violence or women experiencing homelessness. s new at six tonight. ktvu s crystal bailey spoke with a resident there who says the home is necessary for bay area women and children working toward independence. crystal >> well, the organization is usually funded through grants and donations. the executive director says they're in a holding pattern until grant funding comes in, so they are in desperate need of cash to get by . the courage house provides services and resources for women and children who are unhoused, victims of domestic violence or sex assault, or those working toward sobriety and trying to gain independence. the courageous women association was founded by tashauna ross, a domestic violence survivor herself. >> i knew i needed to provide some thread of support for other women like me. >> ross says her small but mighty team works to place people into permanent housing and develop careers. for natasha olivier parks, it has been a place for healing and recovery. this is your first step to finding out, um, you have a home

, you know, and so once you get ready, you can actually be in your own home and be stable. since the house opened back in 2019, more than 4000 women and children have come through the courage house. more than 10,000 have received other services through the nonprofit umbrella courageous women association. >> we get probably around 8 or 900 calls a year from women needing housing. so it's so far beyond what we can do. but here we are. >> ross says if the house is closed, the families living inside will be forced back on the streets or worse, back into violent and dangerous situations . >> these families that were still supporting still have to live here. >> back in 2022, cash donations helped keep the house open. up until this point. now ross is asking the community again for support as her volunteer grant writer works around the clock to secure long tum grant funding from the city and the state.

>> god, we ask that you would go into the home of those people that are committing the crimes and making it uncomfortable in the bay area. >> church leaders say they have long taken part in anti-crime programs, including ceasefire, in which those deemed most at risk are warned to stop committing crimes or risk the legal consequences. but with ongoing burglary, shootings and homicides in oakland, pastors and the oakland naacp say it's time to pull out all the stops with calls for action as well as thoughts and prayers. >> oh, god. going to do it. he's going to show up and show out. you watch and see and then you're going to come to president adams and you're going to say, oh, he did it. >> many in attendance have been upset at mayor shengtao for firing police chief leronne armstrong one year ago. the department is still being run by an interim chief, but today, pastors and the naacp agree that the mayor's it mayor is in their prayers as well as other city leaders. the governor and all stakeholders who are interested in ending the violence. police

in san je ar investigating two separate homicides. >> the first was reported at about eight on saturdig. officers say they foun a woman dead at a home on arden way. the woman'soyfriend was identified as a suspect, but police say after he fled the scene, he died later in a car csh. en last night, shortly before nine, lice say two people were shot in a parking lot near story was seriously wounded. no word of any arrests in that case, a new report found an alarming number of sites underneath bay area freeways failed to pass state fire marshal inspections. >> here in the bay area, only two of the 16 properties inspected actually passed. one is on hollow street in oakland underneath 580. the other is in richmond at south second street, also under 580. the inspected properties are owned by caltrans and leased to private businesses. state wide. 12 of the 60 sites inspected passed the inspections came in the wake

of a large fire underneath interstate ten near downtown los angeles in the fall that shut down the highway for more than a week. the union, representing thousands of csu faculty, announced today that its members voted in favor of the tentative agreement reached with the csu last month. the agreement provides a 10% salary increase to all faculty by july, and an increase in paid family leave. the csu chancellor's office says the next step is for the csu board of trustees to ratify the agreement, possibly as early as next month. >> heavy surf is making for some dangerous conditions off the mendocino county coast. large waves could be seen crashing ashore at fort bragg today. people who were along the coast there this afternoon said they felt like the wind was about to knock them over. our chief meteorologist, bill martin, is here now with a look at the latest conditions. >> bill. yeah, it's a lot going on out there. big winds, big surf, big snow. significantrillionain fall rates and just continues on. and we still have a wind or a flood watch for the entire bay area,

which has tipped into a flood advisory, which is up from that flood watch, which means they're actually having issues with with street flooding, whatever. in marin county, napa and sonoma. so so and that could happen again tonight because when you have the flood, watch out, which is out through wednesday, you get a bunch of rain like we've been getting with high rainfall rates. and all of a sudden santa clara could pop one for a couple of hours. they usually they usually last a couple of hours. this one tonight lasts for until the evening late evening, but either way, you got a winter storm warning in the mountains and the rain is coming down. still with rainfall accumulations have been pretty gnificant. these are the last 24 hours and over two and a half, or nearly 2.5in in the santa cruz mountains, orinda, coming in about an inch and a half, danville about an inch and a quarter. so these are really healthy rainfall amounts and in many cases, more rain than we got yesterday during the main system. in terms of some of these totals. right. some of the totals are almost at least 50% more than what we saw yesterday in many cases. so the radar spinning, going live. so you're

looking at what's happening now. and you can see sort of the widely scattered energy south by antioch up in the foothills, up around donner. and on the way up the west slope of the sierra nevada. and then in out by clear lake. these are all areas. and it's what you've been experiencing all day. when you drive in around, you can almost picture yourself driving around and all of a sudden you just drive into oakland and it's wet, and then you drive out of oakland and it's not wet, and you drive into livermore and it's wet, and you drive out towards the tracy area and it's not. so that's kind of how this all goes. and it's going to continue this way tonight and into tomorrow, but with less instability will still be there, but with less fuel for this to occur. so in other words, i think tomorrow's going to be harder to get a bunch of rain. i think tomorrow if you get under one, it'll be wet. but i don't know how widespread and the aerial distribution of the showers will be should be less. tomorrow should be a drier day over all, even though you're going to need umbrellas and you're going to have to think about it when you're driving around. when i come back, we'll look at the models. we'll do all

border and the escalating war in the middle east, president biden is ramping up pressure for congress to act. the way they're walking away from this threat of russia, the way they're walking away from nato, the way they're walking away from meeting our obligations, is shocking. a bipartisan group in the house now has its own version of the bill. for one year. it proposes suspend the entry of inadmissible aliens at the border. it would also allow immigration officers to immediately detain and deport certain migrants and bring back the trump era, remain in mexico policy. >> we are having the discussions in congress, in the house concerning the issues of funding, not only ukraine, but israel and taiwan. there are many members of the house that want to have the discussion about what is the path forward on funding for all three of those entities. >> the bipartisan proposal provides more than $66 billion in defense only funding for ukraine israel and taiwan. the foreign aid has been narrowed

area under a flood watch until wednesday. there have been reports of flooded streets downed trees and power outages. >> niles canyon is closed right now for emergency roadwork after heavy rains caused a portion of highway 84 to collapse near sunol. the area was opened to one way traffic control for most of the afternoon, but now caltrans says the roadway will be completely shut down overnight while crews make repairs and a large protest involving hundreds of people briefly blocked freeway traffic in san francisco today. >> the protesters marched in

demand for a ceasefire in the israel-hamas conflict at about 2:00 this afternoon. the demonstrators blocked the octavia street entrance to the central freeway. the freeway did reopen more than an hour later. >> you're watching ktvu, fox two news at 630. new details are coming to light in the racist tech scandal involving san jose police. >> an officer accused of shooting a black man at a restaurant resigned after the text messages first came out back in november, and now ktvu has uncovered the identities of two more officers involved. >> ktvu joy hoda has the latest developments. >> former san jose police officer mark mcnamara is accused of excessive force after shooting student athlete keon green four times on the steps of a taqueria in march of 2022. green had just confronted a gunman inside the restaurant and disarmed him. attorney angel alexander is representing green, but this one officer, who has

said not just once, but multiple times that he hates black people , ended up shooting the black male ktvu has reviewed a copy of the unredacted text, which identify two more officers accused of texting about the shooting. a message from officer brandon le templier to mcnamara a day after the shooting reads yarbrough. i heard it was you right away. i was like, oh my boy, ganked some fool f yeah lol mckenna responds. your turn lol le templier is still with the department, but he's on paid administrative leave. another message from officer billy haggerty to mcnamara reads why don't black people have any sense in their head? in reference to green's lawyers? >> the way that policing is done has not been equal. it has never been equal, especially in communities of color, as ktvu has previously reported, mcnamara used the n word in

allow these vehicles, these autonomous, autonomous vehicles to operate in california on the streets of california without really any kind of independent investigation about what's happening to these vehicles? we're saying that that's wrong. >> waymo, which is a subsidiary of google parent alphabet, has not yet commented on the group's demands to the governor, but has recently said, according to safety data, it's cars are involved in injury, crashes six times less often than human drivers. well a proposed rule change could allow automakers extra time in converting to electric vehicles. the biden administration is considering directing the environmental protection agency to loosen rules regarding vehicle pollution. this includes giving automakers more time to switch over to evs. still, the white house wants electric vehicles to make up two thirds of car sales by 2032, but last year they only made up 8% of sales in the market. >> capital one has announced its intent to buy discover for $35 billion. the two companies

the bay area this week. the white house says the president is scheduled to arrive on wednesday for campaign stops in san francisco and the los altos hills. the san francisco event will be co-hosted by former house speaker nancy pelosi. before the bay area, mr. biden will be in los angeles for a campaign event. so far, the president has outraised donald

redwood and joaquin miller roads this morning. it blocked the highway as you can see, and a driver ran into it. that person was taken to the hospital. no one else was hurt in the south bay, the heavy rain and strong, gusty winds brought down trees as well as power lines. >> ktvu jesse gary shows us how some people in the santa cruz mountains are faring during the stormy weather. >> the last day of the holiday weekend starts with a familiar problem for over 1600 boulder creek residents. around 7:00 monday morning, a downed tree tangled and took down power lines in the 500 block of stewart street. it was our turn. >> i was ready, i had two gallons of gas and my generator was full in this area. >> general are the gentle soundtrack of the season as pg and e crews work to restore service. by late monday night. >> everybody has a generator. you can't live here without a generator. that's what you get for living in the woods throughout the day.

>> sporadic downpours, soaked hillsides and roadways. travel was impacted as chp officers from santa clara and santa cruz counties worked multiple accidents. this driver rolled his car on highway 17 near patchen pass. >> the vehicle did land on the roof and the driver was able to get out without any injuries. >> officer israel murillo says excessive speed, given the conditions could have contributed to the crash. >> it may stop raining, but again the roads are still wet and again, just simply slow down, plan ahead and leave plenty of space between yourself and other vehicles. going too fast can obviously can can result in a crash. for example. in this case, um, ten miles is a huge difference. back near stewart street in boulder creek, the outage has been reduced to a little more than 100 customers. >> some blame climate change for intensifying storm fueled outages. >> it's gotten worse lately. it used to kind of be fun when you were younger, but the older you get, it gets a little bit more

intimidating. and i think with the climate change, the storms are just bigger and bigger. >> pg and e officials estimate service will be restored in boulder creek by 10:00 monday night. that's if strong, gusty winds above 30mph and saturate soil. don't bring down more trees at lexington reservoir. jesse gary ktvu fox two news well, the storm is making their way through the bay area. >> are dropping a lot of new snow in the sierra palisades. tahoe received at least six inches of snow today at olympic valley, according to the resort. nearly a foot more is expected tomorrow with the new snow is coming just in time for slalom races and festival is taking place this coming weekend at palisades park. >> yeah, they have in the world cup up there this weekend. if you're a skier at all, the world cup is a big, big deal. i mean, outside the olympics, it's as big as it gets. so that's this coming weekend and the weather looks not too bad. and there's a little stuff going on, but not like last weekend. so they got plenty of snow. as julie points

out, just trying to figure out what salesforce has got going up top here. i was watching this earlier and kind of a cool design. it's fun to watch what they do up there and it's a nice night outside. the roads are relatively dry. there are scattered showers out there, but it's not as bad as it was. for instance last night. at times, the scattered showers continue, the thunderstorms are dying down in the central valley. we had a couple thunderstorms around here. they are dying down. we do have one here. let's see which way. that's moving. see that white stroke? so that's moving in towards just north of santa rosa. so that's just north. that's more like jenner perhaps, maybe even kind of moving up towards sea ranch. and then that's about it. except for up by cameron park. so this is really, really unstable air. and that's why we had issues today with with the flooding. we had a flood watch for everybody as you know. and then that turned into a flood advisory. when those rains started. and that's what the flood watch is there for is to cue you into okay, a little bit of rain and we're going to have issues. and there were issues and the flood advisory

remains in effect for marin sonoma. and napa counties. and as we mentioned, there's snow. it's snowing up in the mountains. 2 to 4ft above 7000ft is certainly a possibility by wednesday. and this type of storm, this type of weather system is really conducive to snow production because even though we're seeing these things going through in waves, speaking of waves, as we were seeing these, these storms go through in waves, they're piling up. and so they're going to sit up there on that west slope most of the night and just dump snow. so as julie mentioned, another foot of snow overnight is not out of the question. and maybe two feet as we get into tomorrow afternoon as there's more, maybe more than that, quite frankly, in the high surf continues. it's very, very big and that lasts through tomorrow morning. makes sense. it's going to drop pretty quickly, but it's big. and so just be safe. going out to the coast. the computer model does this for tomorrow morning kind of right. so you got to keep scattered showers in. and then this area kind of goes through in the evening. so tomorrow is not as active as it was today, but still the potential for activity can persist or or exists. and then we get into 8
