space between yourself and other vehicles. >> another intense storm blows right through the bay area, leading to several crashes bringing down trees and also knocking out power. >> this is ktvu, fox two news at 730. >> more rain causing more problems on this. presidents day. thanks so much for being here tonight. i'm heather holmes a variety of weather related watches and warnings have been issued across many parts of the bay area. we begin, though, in the south bay where the rain and strong winds uprooted trees and knocked out power. our jesse gary talked with people in the santa cruz mountains about how they're handling this latest winter storm. >> the last day of the holiday weekend starts with a familiar problem for over 1600 boulder creek residents. around 7:00 monday morning, a downed tree tangled and took down power lines in the 500 block of stewart street. >> it was our turn. i was ready, i had two gallons of gas and my generator was full in this area. >> generators are the gentle

soundtrack of the season as pg and e crews work to restore service. by late monday night. >> everybody has a generator. you can't live here without a generator. that's what you get for living in the woods. >> throughout the day, sporadic downpours soaked hillsides and roadways. travel was impacted as chp officers from santa clara and santa cruz counties worked multiple accidents. this driver rolled his car on highway 17 near patchen pass. >> the vehicle did land on the roof and the driver was able to get out without any injuries. >> officer israel murillo says excessive speed, given the conditions could have contributed to the crash. >> it may stop raining, but again the roads are still wet and again, to slow down kind of head and leave plenty of space between yourself and other vehicles going too fast and obviously can result in a crash, for example. in this case, um, ten miles is a huge difference. >> back near stuart street in boulder creek, the outage has

been reduced to a little more than 100 customers, some blame climate change for intensifying storm fueled outages. >> it's gotten worse lately. it used to kind of be fun when you were younger, but the older you get, it gets a little bit more intimidating. and i think with the climate change, the storms are just bigger and bigger. >> pg and e officials estimate service will be restored in boulder creek by 10:00 monday night. that's if strong, gusty winds above 30mph and saturated soil don't bring down more trees at lexington reservoir. jesse gary ktvu fox two news okay, now we go to the north bay and the area around star road and marquis station in windsor flooded this morning after a nearby creek overflowed into the roadway. >> this was one of several road closures throughout sonoma county, all due to flooding. officials have been keeping an eye on creeks, streams and rivers, and they have crews on standby if needed. well the storm led to one person being injured early this morning after

a eucalyptus tree fell on northbound highway 13. the tree was down between redwood road and joaquin miller road in oakland. it blocked the highway and a car ran right into it. the driver was taken to the hospital after complaining about pain. no one else was hurt and that car was towed away. storm damage has also led to the emergency closure of a busy roadway in the east bay. niles canyon road, part of highway 84 west of sunol, is closed now due to a slide along alameda creek. traffic was reduced to one lane for much of the day, but was closed to all traffic a few hours ago. at five this afternoon, caltrans says it wants the storm to move through the area so it can fully evaluate the damage before allowing the estimated 15,000 daily drivers to use the road again. >> if it's okay, we'll get it back open in the one way direction, and then we're going to have to assess what we need to do in order to rebuild that section. >> the chp announced tonight that drivers should expect niles canyon road in that area to be

closed for a few days, as caltrans evaluates the road's condition. okay, for more insight on what may have led to that portion of 84 to give way earlier today on the four, we spoke with laura sullivan green. she's a professor of civil and environmental engineering at san jose state. >> rain is ultimately what is causing some of these failures. and it's it is important to know the amount of water and that will influence any failures that occur. but it's also about the intensity when we see these more intense storms that might dump a lot of rain over a relatively short amount of time, that doesn't increase the risk of failure. significant as well. >> professor sullivan green also says erosion from the soil underneath the roadway was another contributing factor. okay, we want to bring in roberta gonzalez for an update on the conditions. and boy, we again, we're seeing it all from this latest storm today was the roughest day. >> tomorrow will be equally unstable. but everything was happening today like we were talking about a landspout.

what's a landspout? that was the first for me. it was actually a terme derived back in 1985, and we just usually don't have those kind of conditions right to call for that. it's basically like a tornado, but not as powerful. but we still have a lot going on in our weather. we have a high surf advisory in place. we have a wind advisory as well until tomorrow. and the flood watch is all the way until wednesday, which means we can continue to see some sharp rises in our streams and roadways as well. and the winds will continue to blow up to 50 mile per hour gusts. we saw a 52 and 53 mile per hour gusts earlier today, and that was at sfo. so let's go ahead and get to it and we'll show you. right now the winds are blowing up to 14 in napa, but a gusts up to 31 in novato. we also have gusty winds up to 38 at sfo and a sustained wind out of the south at 20 at mineta international airport. this is the core. this is the center of the area of low pressure and a

counterclock wise fashion. do we have the rotation? and that is still going to cause some instable in our forecast for our tuesday. right now, we still have a line of showers pressing up against the bay area. you see it right there around the fremont area. also so right there, that's a pretty hefty cell that has developed just outside of yountville. we do also have the scattered rain showers across the south bay, also around the east bay that five 8680 corridor. there you have the rain showers around sunnyvale backing up all the way into santa clara. we have the rain showers in palo alto. it's a wet evening. we will continue to see the rain sporadically fall and the wind blow throughout our evening hours, and we'll talk about these rainfall totals and how much more to expect. heather that's still straight ahead. okay, we'll check back in with you in just a few minutes. >> roberta. thank you. and be sure to stay on top of this weather and the next round of rain that roberta was talking about. just download the ktvu fox local app right there. we will have the latest updates on this storm and what's to come. remember, it's a free download

right there for your smart tv. now to other news tonight. and a transitional home for women and children here in oakland, just days away from the threat of closure, courage house is a home dedicated to victims of domestic violence and women experiencing homelessness. ktvu crystal bailey spoke with a resident there who says this home is necessary for those working toward independence. crystal. yes heather. >> the organization is usually funded through grants and donations. the executive director says they're in a holding pattern until grant funding comes in, so they are in desperate need of cash to get by . the courage house provides services and resources for women and children who are unhoused victims of domestic violence or sex assault, or those working toward sobriety and trying to gain independence. the courageous woman association was founded by tashauna ross, a domestic violence survivor herself. >> i knew i needed to provide some thread of support for other women like me, ross says. >> her small but mighty team works to place people into permanent housing and develop careers for natasha, olivier

parks, it has been a place for healing and recovery. >> this is your first step to finding out if you have a home, you know. and so once you get ready, you can actually be in your own home and be stable. >> since the house opened back in 2019, more than 4000 women and children have come through the courage house. more than 10,000 have received other services through the nonprofit umbrella courageous women association. >> we get probably around 8 or 900 calls a year from women needing housing. so it's so far beyond what we can do to. but here we are. >> ross says if the house is closed, the families living inside will be forced back on the streets or worse, back into violent and dangerous situations. >> these families that were still supporting still have to live here. >> back in 2022, cash donations helped keep the house open up until this point. now ross is asking the community again for

this, this is why i'm running for the us senate. i'm adam schiff and i approve this message. earlier this month in on february 9th, the sonoma county library there in santa rosa was vandalized. police discovered that the glass entry door emergency exit door and several windows had been shattered. well, after taking a look at surveillance video and talking with library staff, detectives identified the suspected vandal as bennett amici. and today, that 38 year old was arrested just blocks from the library. he is now facing several felony charges. we're learning more tonight about that. racist text messages scandal involving san jose police back in november. you may remember an officer who allegedly sent racially charged messages to his colleagues, resigned from the department. ktvu joey horta tells us tonight

that new documents reveal the identities of at least two other officers involved in the scandal . >> former san jose police officer mark mcnamara is accused of excessive force after shooting student athlete keon green, four times on the steps of a taqueria in march of 2022. green had just confronted a gunman inside the restaurant and disarmed him. attorney angel alexander is representing green, but this one officer, who has said not just once, but multiple times that he hates black people, ended up shooting the black male ktvu has reviewed a copy of the unredacted text, which identifies two more officers accused of texting about the shooting. a message from officer brandon le templier to mcnamara a day after the shooting reads yarbrough. i heard it was you right away. i was like, oh, my boy gang, some

fool f yeah lol. mcnamara responds ends your turn lol. le templier is still with the department, but he's on paid administrative leave. another message from officer billy haggerty to mcnamara reads why don't black people have any sense in their head? in reference to green's lawyers, the way that policing is done has not been equal. >> it has never been equal, especially in communities of color, as ktvu has previously reported, mcnamara used the n word in dozens of texts to both officers. >> you know, to actually hate something and beyond having the feelings of hatred, but to make those feelings actionable, to take action on those, it's terrifying. mcnamara would resign in november when the police departmentrillioneleased his racist text messages about the shooting. haggerty left san jose pd in 2020 and is seen here being sworn in as a cop in eagan, minnesota, and 2022. all

for oakland in an effort to steer the city away from violence. >> a number of pastors from across the city, along with the naacp gathering at acts full gospel church to say that they're turning to god since local officials have been unable to turn the city around. they say with ongoing burglaries, shootings and homicides happening in oakland, it's time to pull out all the stops with calls for action as well as thoughts and prayers. >> oh, god, going to do it. he's going to show up and show out. you watch and see, and then you're going to come to president adams and you're going to say, oh, he did it. lord god. >> many in attendance have been upset at mayor shengtao for firing police chief leronne armstrong a year ago. the department is still being run by an interim chief, but today, pastors and the naacp agreed that the mayor is in their prayers as well as other city leaders. the governor and all state stakeholders who are interested in tapping down violence in oakland, civil disobedience is the only way we feel we are able to get the
