strong wind and rain, causing problems across the bay area tonight. frustration in the north bay, where some residents and businesses are left in the dark and i can't rely on what's happening. >> you know, i'm going to have to. you know, figure out something else if pg and can't figure this out. >> stormy weather continuing to take a toll on parts of the bay area. good evening. i'm julie hanan, and i'm mike mibach. >> those strong gusty winds bringing down trees, causing outages, even a severe thunderstorm warning in the north bay that is about to be dropped. bill will have more on that in just a few minutes. but first, ktvu zac sos live tonight in sausalito, where a neighborhood still waiting for that power to come back. ten hours here. zach yeah, just about. >> and as you can see, pg and e crews hard at work right now trying to fix this outage. and while this is a fairly small outage in terms of the number of customers impacted, it has

created some very big headaches for the businesses that operate out of this neighborhood. this is a largely industrial area, and some of the businesses here, they rely on the power to make their products and some of them, because of that, had to shut down for the whole day. >> we're gonna keep our fingers crossed. we're going to get power on inside chibo bakery in sausalito. >> work grinding to a halt monday afternoon. >> it really impacts our bottom line. >> high winds from the storm knocking out power to this largely industrial section of the city and bakery owner tara ancona says it's hardly the first time, so i think it's the aging infrastructure we're being subjected to. >> power outage, you know, every single time that the wind blows or it's raining and, you know, it's affecting my business terribly. um, not only mine, but other people in this area. >> reporter two weeks ago, the area also losing electricity after a powerful atmospheric river system hit the region.

>> we're dealing with refrigeration and, you know, temperature controlled product, hoping the power comes back on before everything needs to be tossed. >> the storm keeping pg and e and those who work for tree trimming services busy across the north bay. the owner of tree masters tree service and san rafael providing photos of just a few of the large trees that came down across marin county, which his team were called to on monday. meantime, napa county fire volunteers also put to work after a tree came down across old sonoma road. flooding also remaining an issue monday in parts of the north bay in windsor, a nearby creek overtopping its banks and inundating part of marquis station road with more than two feet of water. the back in sausalito, gus gossett, watching the ongoing work outside his home after tossing some ice and the refrigerator. >> it's been pretty frustrating, but i know these these these guys are working as hard as they can to get it back up.

>> and the good news we're hearing from pg and e that they are now estimating that they'll be able to get the power back on in this neighborhood at around 330 this morning. so hopefully that will allow at least the bakery and some of the other businesses to get back to work tomorrow morning. mike. >> julie, it's been windy, rainy, and it sounds like where you are right now. zach it's really windy at this hour. has it been picking up since you've been out there? >> yeah. you know, it's interesting. it was really dead for the last few hours and just about now it it started to pick up again. so that kind of goes to show you the unpredictability of this storm as it pulls through the area. >> all right. zac sos reporting live for us tonight in the north bay zach thank you. >> in the east bay a busy roadisow closed after the heavy rain caused storm damage. tonight niles canyon road is shut down between fremont and sunol. a slide along alameda creek caused a portion of the road to collapse. traffic was reduced to one lane for much of the day, but all lanes were shut down around 5:00 tonight. the

road, part of highway 84, is a well-used thoroughfare. about 15,000 vehicles travel that road each day. >> let the storm go through, and then in the morning, our engineers and maintenance team will take a look at the condition of the road. if it's okay, we'll get it back open in the one way direction and then we're going to have to assess what we need to do in order to rebuild that section. >> and the chp did announce tonight this portion of niles canyon road could be closed for a few days. chief meteorologist bill martin joins us now. all right, bill, tell us more about that severe thunderstorm warning . right. >> not not typical for the bay area, but that's this just getting dropped. the severe thunderstorm warning, it was up in western napa county, up by calistoga, middletown, saint helena. let's take a look. we'll come in real close here. and it's still some of those cells left over thunder, lightning, wind gusts in this area up to 60 miles an hour. i think some of those winds that zach was experiencing believe it or not, might have been inflow or outflow from these cells as the air goes into them, they get accelerated or is it drops out when it cools. but either way,

right now it's still raining hard in calistoga, angwin and working its way out towards the central valley. but a very strong cell. it is gradually dying down, and that seems to be , at least when you look around, that seems to be the kind of the last of the really heavy hitters. but again, a severe thunderstorm warning just getting dropped in the last hour, wind gusts up to 60 hail, up to three quarters of an inch scattered showers now out around richmond and out by sonoma. you can see here in near american canyon. you got some heavy showers. san rafael, larkspur, a flood watch in in effect for the entire bay area as it will stay in effect through wednesday. and there are still a flood advisory firm in sonoma and napa counties. but as you can see, if i pull away out on the radar, you can see out behind here. if i put a loop on it. most of this activity, the heavy stuff has moved through. we'll see you back here in a few minutes. we'll look at the model. there's more to come. i'll see you back here in a bit. >> all right. bill, thank you. well, this latest storm has brought down many trees in the

santa cruz mountains. california's office of emergency services posted pictures of a fallen tree that ended up blocking a road. the tree was cut up and removed, and authorities reopened that roadway to traffic. the office of emergency services said it was grateful for its mutual aid partners for keeping communities safe. people who live in the santa cruz mountains are also dealing with downed power lines. more than 1600 residents in boulder creek woke up without power this morning after a tree came crashing down, taking down some power lines with it. many turned on their generators as crews are working to restore service. >> i was ready. i had two gallons of gas and my generator was full. >> everybody has a generator. you can't live here without a generator. that's what you get for living in the woods throughout the day, sporadic downpours soaked hillsides and roadways. >> travel was impacted as chp officers from santa clara and the santa cruz counties responded to multiple accidents. one driver rolled his car on highway 17 near patchen pass. he was not injured and strong winds

hit cities across the peninsula. today. coming up tonight at 1015, a live report from redwood city, where a severe thunderstorm warning was issued for that area this afternoon. >> new at ten. the state fire marshal says 14 sites right underneath bay area highway overpasses have failed safety inspections. >> trash, unsafe wiring and flammable materials were among the violations included in the warning. ktvu jana katsuyama is here now with more on the conditions, the dangerous conditions that inspectors found. >> jana, julie and mike, we went out to some of those sites now, these safety inspections were prompted by that big overpass fire in los angeles that shut down interstate ten last november. caltrans says the fire marshal inspected sites statewide, and inspectors found serious fire and safety risks. the devastating fire that erupted in los angeles under an i-10 overpass last november prompted the new fire safety inspections along highways across the state. california's fire marshal focused on sites underneath highways that

caltrans leases out. and now the new report shows alarming results in the bay area. 14 of the 16 sites failed state fire marshal inspections that includes one site in richmond, along interstate five. 88 sites in oakland along 580 and eight, 80 and five sites in san francisco along 280 and 101. in oakland at one site under 880 near fifth and castro streets. inspectors say they found motor oil and hydraulic fluid stored near improper electrical wiring, extension cords and batteries strung together without permitting. one nearby businessman says there was a recent fire at that spot, and he's not surprised by the report . >> they just had one down on fifth and castro right here, just like probably like two weeks ago, three weeks ago. and it's a normal thing for me because i am in this area all the time. >> another spot along 880 in oakland on wood street, failed safety inspections due to large containers of debris and other flammable materials in that area. >> the site of a fire january

1st, when piles of debris caught fire under the highway near a homeless encampment along wood street. inspectors say other sites failed due to businesses stacking flammable materials to close to the highway. overpass structures. this lumber yard at embarcadero and fifth avenue failed the inspections because it had wood piled more than 12ft high. residents who travel along the highways say they want the state to take action quickly to fix the fire danger. this woman, who lives near one site, didn't want to show her face. >> i think there needs to be a firm commit to timeline that that just removes these immediate risks. um, as well as putting a system in place to prevent this from happening again, i contacted caltrans and asked them about their timeline for making sure that these fire dangers are mitigated. >> a spokesman told me that they could not provide an answer today. they would need more time to provide a response. so we'll be waiting for that sometime this week.

>> all right. jana thank you. jana. >> protesters briefly blocked freeway traffic through san francisco today, calling for a cease fire in the war between israel and hamas. hundreds of protesters walked up the octavia entrance to the central freeway, shutting down a portion of 101. this was just around 145 this afternoon. the demonstrators briefly blocked an on ramp, also at van ness protesting on president's day was part of the plan. they say they are raising their voices, hoping they're heard all the way to the white house. >> civil disobedience is the only way we feel. we are able to get the world's attention and especially send the message to our elected officials like biden, like blinken, the whole united states government. >> the protest did cause major delays on highway 101 and surrounding city streets. caltrans reported all freeway lanes were back open shortly after three in the afternoon. one person was reportedly killed in gaza after police opened fire on a crowd that rushed right toward a truck carrying

the area until late this afternoon. ktvu south bay reporter lamonica peters joins us now live in redwood city tonight. lamonica. a windy day out there. >> yeah, we saw some heavy rains and lots of wind around 5:00 this afternoon. and after the rain slowed down, we talked to some people about how they're going to prepare for more rain to come. >> um, we just did a big costco run a couple days ago. this is just for tonight's dinner. and stay home. stay safe. >> as the rain poured down across the peninsula monday afternoon, one man at this safeway in redwood city says he isn't too worried about the major storms rolling through the bay area. past storms have taught him how to prepare for hurricanes and things. >> when i lived in mexico. so, i mean, weather's weather, we're going to just bunker down at home. we have flashlights, candles, uh, board games, etc.

just to stay entertained. food, food. yeah, some make some dinner and. yeah, just hang out. >> this man says he's visiting his grand children from pennsylvania and although heavy rain and tornado threats are not a new experience for him, he didn't expect to see it during his trip to the bay area. >> we're going to race for blocks down there, hunker down in the middle of the house with grandma and his sister. >> after last year's atmospheric river storms drenched the region, outdoor supply hardware says people seem to be much more prepared this time around. the store says when major storms are predicted, people will buy things like tarps, roofing supplies and water pumps. >> last year, people were. it was really bad weather and people just weren't prepared at all. and it was. there were a lot of people in here, uh, this year. so far it hasn't been that bad. we haven't had we haven't had a 3 or 4 day storm like we did last year. so we'll see.

>> right now, the key to weathering these storms is preparation. of course you should have flashlight batteries and emergency kit and food supplies for a couple of days just in case you lose power. julie. all right. >> lamonica peters reporting live for us tonight. thanks. lamonica in southern california, severe rain is causing big problems in ventura county. crews from the ventura county fire department were hard at work today, reinforcing roadways and adding sandbags to help with the water runoff. and flooding. about a million people are under a flash flood warning throughout the los angeles area. rain is expected on and off through wednesday. firstrillionesponders stress it's important for drivers to keep their guard up. >> storm fatigue is a real thing. just as evacuation fatigue is a real thing. we don't like to evacuate anybody unless we believe it is necessary and the same thing for road conditions and water conditions. so if you're like, oh, i drive fine on the freeway, i'm getting better. it's more comfortable when it's wet. well

we're always see an increase in accidents when the roadway gets wet. so please slow down. flooding has forced the closure of three lanes of highway 101 in ventura county. >> one of those lanes impacts drivers going north. the two other lanes that are closed impact drivers heading south. crews do not know when they'll be able to get those lanes reopened. >> federal aid now available for those affected by severe storms that hit san diego last month, the governor says president biden has approved california's request for a presidential major disaster declaration. this will make federal funds available to help those in san diego county recover after deadly storms blew through the area, killing three people and flooding more than 800 homes. >> chain controls are in effect tonight for parts of interstate 80. here's a live look now at donner summit, where snow is covering that roadway there. it's very dark. you see one car out there on the road, storms making their way through the bay area. they're dropping a lot of new snow in the sierra this week. palace shades tahoe received at least six inches of

snow today at olympic valley, according to the resort. they're expecting nearly a foot more by tomorrow. the new snow is coming just in time for the slalom races and festivities taking place this coming weekend at palisades. let's check in now again with our chief meteorologist, bill martin. for more on the conditions. bill. >> yeah, it's a big weekend up at palisades. it's the world cup, so that's a huge deal in the world of skiing. it looks like it's going to be pretty pretty good for snow, but it's going to be a little warmer than they like. i do know that. so as you look at the west slope of the sierra nevada, chester, quincy down by donner grass valley, there's the lake right here. we're seeing some pretty heavy snow in pockets, as you would guess. i mean, when these storms go through here and drop heavy rainfall, that means pretty much heavy snowfall as it gets up into the lake tahoe area. so that's going to go on all night for them. and that means another by tomorrow morning they're up another foot and a half. i would suspect, and they're going to get more probably another foot during the day tomorrow. i would think. so. outside we go. it's pretty much dying down. we got some scattered showers. most of

everything was quiet and then bam, that event up in the santa rosa or in western napa county, that severe thunderstorm warning that has been dropped but is was still quite the quite the event. and you got some lightning strikes. you had three quarter inch hail and 60 mile an hour winds that is moving on. we'll look at that in a minute. but the flood watch is continuing through wednesday morning. that includes pretty much the entire t of the bay area. there is a flood advisory and until 10:00. now for looks like sonoma county. at this point. and that's going to continue into parts of napa county as well. and that will last until about 10:00 tonight. so that indication that things are dying down the wind advisory looks like it's winding down as well. but we did see gusts as i've said today, up to 50 and 60 miles an hour. so there is a chance for some more activity tomorrow. but it would be pared down compared to what we had certainly yesterday, and certainly what we saw this afternoon. i'll see you back here. we'll do the full forecast . >> all right. we'll see you in a bit, bill. thank you. and just a quick reminder right now that

2021 during the assault. police say he asked the victim twice, quote, are you asian? but the alameda county da threw out hate crime charges prior to today's sentencing. >> new details are coming to light in the racist tech scandal involving san jose police. >> a white officer accused of shooting a black man at a restaurant resigned after the text messages first surfaced back in november, and now ktvu has uncovered the identities of two more officers involved. >> ktvu joy hoda has the latest developments. that's. >> former san jose police officer mark mcnamara is accused of excessive force after shooting student athlete keon green four times on the steps of a taqueria in march of 2022. green had just confronted a gunman inside the restaurant and disarmed him. attorney angel alexander is representing green,

but this one officer, who has said not just once, but multiple times that he hates black people , ended up shooting the black male. ktvu has reviewed a copy of the unredacted text, which identify two more officers accused of texting about the shooting. a message from officer brandon le templier to mcnamara a day after the shooting reads yarbrough. i heard it was you right away. i was like, oh, my boy ganked some fool f yeah lol. mcnamara responds. your turn lol le templier is still with the department, but he's on paid administrative leave. another message from officer billy haggerty to mcnamara reads why don't black people have any sense in their head and reference to green's lawyers? >> the way that policing is done has not been equal. it has never been equal, especially in communities of color.

a is bad for business. it's in the sunset district. business owners on valencia are calling on the city now to remove the center bike lane. they say it's causing traffic issues and reduced parking in the area for customers. the city installed the center bike lane last year in an effort to make the area safer for cyclists. an attorney for the business owners involved says in part, quote, while our clients support sustaining transportation and safety improvements, it cannot come at the expense of the livelihoods of local entrepreneurs,

businesses and the communities they serve. we have reached out to the city attorney but have not heard back. >> church leaders gathered this morning to pray for the city of oakland, all in an effort to steer the city away from violence. a number of pastors gathered at full gospel church to say that they are turning to god. since city leaders have been unable to turn oakland around. >> god, we ask that you would go into the home of those people that are committing the crimes and making it uncomfortable in the bay area. >> now, church leaders have long taken part in anti-crime programs, including ceasefire, in which those deemed most at risk in oakland are warned to stop committing crimes or risk the legal consequences. but with ongoing burglaries and shootings and homicides in oakland, pastors and the oakland naacp say it's time to pull out all the stops with calls for action. as well as thoughts and prayers. >> oh, god, going to do it. he's going to show up and show out. you watch and see, and then

you're going to come to president adams and you're going to say, oh, he did it. >> lord god. >> many in attendance this morning have been upset at mayor shengtao for firing police chief leronne armstrong. one year ago, the department still being run by an interim chief. but today, pastors and the naacp agree that the mayor is in their prayers as well as other city leaders. a transitional home for women and children in oakland is just days away from the threat of closure. courage house is a home dedicated to victims of domestic violence or women experiencing homelessness. ktvu crystal bailey spoke with a resident there who says the home is necessary for bay area women and children working toward independence. >> the courage house provides services and resources for women and children who are unhoused victims of domestic violence or sex assault, or those working toward sobriety and trying to gain independence. the courageous woman association was founded by tashauna ross, a domestic violence survivor herself. >> i knew i needed to provide

some thread of support for other women like me. >> ross says her small but mighty team works to place people into permanent housing and develop careers for natasha, olivier parks, it has been a place for healing and recovery. >> this is your first step to finding out that, um, you have a home, you know? and so once you get ready, you can actually be in your own home and be stable. >> since the house opened back in 2019, more than 4000 women and children have come through the courage house. more than 10,000 have received other services through the nonprofit umbrella courageous women association. >> when we get probably around 8 or 900 calls a year from women needing housing. so it's so far beyond what we can do. um, but here we are. >> ross says if the house is closed, the families living inside will be forced back on the streets or worse, back into violent and dangerous situations . >> these families that were

making a final push in her home state ahead of south carolina's republican presidential primary set for saturday. >> today, the former south carolina governor addressed voters in camden. donald trump has remained quite popular, though. in south carolina since his 2016 primary win in the state. even so, haley is working to win over his support, making the case that she is the best candidate to defeat president biden in the general election. >> in every one of the polls, trump loses to biden by five points by seven points on his best day. its margin of error. i'm in every one of those same general election polls, and i defeat joe biden by up to 714 points this after the south carolina primary on saturday. >> haley says she will next head to michigan regardless of the primaries outcome tomorrow is the last day to register to vote for california primary on march 5th. >> all registered voters in california will receive a mail

immersion program will tell the story of an old chinese legend. >> so the legend goes, it is carp dancers or carps that are jumping and they're trying to reach this gate. and if they reach the gate and they pass it, they turn into a dragon. organizers say the parade is just part of the mission of the program, known as clip, to bring together culture, language and community. >> it gave my kids a chance to be bilingual. biliterate in this , um, you know, in this world, my parents, my husband and i were both american born chinese, and i think neither of us ever envisioned that our kids would be able to keep up with the chinese language and so to have this program and to have them, you know, start from an early age to read, write, listen, speak. um, it's just been a phenomenal. >> the clip program was established in 1998. children in kindergarten are selected by lottery and take mandarin

classes through eighth grade. we visited one class underway at miller middle school in san jose this class and social studies class is entirely in chinese, so sometimes the concepts are the same except the words are different. >> and we also have to answer the questions in chinese and such. >> i speak chinese at home, but since at home we only speak so i feel like at clip i've learned a lot about writing and reading it. uh, because. because we don't really write or, uh, read chinese at home. we just talk and communicate to my parents. so i feel like i've learned a lot of, uh, just like basic writing and reading skills. >> the clip program was home to the first public mandarin immersion elementary school in california. it has now become a model for other programs across the nation. >> we're definitely a trailblazing program. um, you know, one that i'm extremely grateful for. and it's great to hear about all these immersion programs popping up all over the bay area. um, and knowing that

dragon. you can watch the parade live on ktvu two and on the fox local app. be sure to join me, claudine wong, amber lee, the entire team 6:00 saturday night, right after our 5:00 newscast. well heavy surf is making for some dangerous conditions off the mendocino county coast. >> large waves could be seen crashing ashore at fort bragg today. people who were there along the coast this afternoon said they felt like the wind was about to knock them over. our chief meteorologist, bill martin, is back with us now with a look at what to expect next. bill >> yeah, definitely windy everywhere today we had the wind advisory. it stays in effect tonight as well. the winds gusting today for a time. and some of these storms like we just had in napa up in napa county, 50 to 60 miles an hour. so and it's sea level. so the showers now are widely scattered. the heavy showers that severe thunderstorm warning. this is the area that produced that severe thunderstorm warning. and it's moving off in this direction. so you can see it came out of the santa rosa area yountville vacaville and has moved on, but

not before it dropped a significant amount of rainfall. and really made it some tough driving with really high rainfall rates out by vacaville, we got some heavy showers. not i don't see any thundershowers in here, but you know, they're just winding down and tomorrow is going to look a little like this. now we're going to see you keep the umbrellas handy as kind of the key there. and we're going to see very similar to kind of what we had today, but with less oomph. in other words, the dynamics are going to be similar, except there's not going to be as much fuel and moisture. so we shouldn't see as much rain. we shouldn't see as many clouds. we should see more breaks. we'll see how that goes. but in the meantime, it should be a pretty overall okay day tomorrow. but keep the umbrella handy. so with that, we've got the winds to talk about. 28 miles an hour gusting in napa right now. so that's pretty windy. and you know, just anywhere there probably in relationship to that cell that's going through perhaps. but either way it's breezy around the bay area. it has been the last couple of days. sfos at 22 on the gusts come way down from where they were last night in this afternoon. here's what the model does. this is right now.

and then this is tomorrow morning. so you see these this kind of line going through here, maybe a scattered shower, maybe a thunder shower. but you see, most of the bay area, partly cloudy, partly sunny and then right about noontime this area kind of wanted to go through. we'll watch that. so somewhere around 1:00 or 2:00 tomorrow, there's a chance for some kind of active city. and then again wednesday, maybe something in the morning and then clearing out. but it gets it's much, much less robust than it was today. at least that's how it appears now. and then you see the telltale sign of the high pressure building in the valley, fog and fog around here. that's thursday morning. and then thursday night looks okay. and then friday looks all right. and then we get into friday afternoon, saturday and sunday. and we have a chance for a shower again. and it's really an interesting period. so here here's tuesday. there's that chance. here's wednesday a slight chance thursday is your best day so far. friday a chance saturday there's a chance i hate doing that because this whole time run is going to change
