here for a couple of months, but, you know. but i got to know him right away. >> area neighbors still in shock tuesday following the latest homicide and suspect arrest in san jose. investigators say around 1230 monday, two men got into a fight inside williams liquor in the 1000 block of lee avenue. the store's owner says one man strangled the other near the store's atm machine with his bare hands. shortly after the crime, san jose police arrested 32 year old leonardo soulet. he's now being held in the main santa clara county jail, charged with the city's eighth homicide of the year. >> it just goes to prove it, you know, that could happen to anybody. you're here today, gone tomorrow. all right? and i'm. i'm having a hard time dealing with it, you know, because. because i like the guy, man. >> investigators don't know what sparked the fight and killing the store's owner says in the six years he's owned williams liquor, he's never had a similar level of violence. this evening,

officials with the santa clara county medical examiner's office say the victim's identity and cause of death will be released once his family is notified of the homicide. we're live in the sherman oaks section of san jose this evening. jesse gary, ktvu, fox two news. we'll head back up to you in. >> yeah, you never know what someone can get upset about. did we know? did these two people know each other? were they separate? and did it happen in front of a lot of witnesses? there were witnesses because it's inside a liquor store. >> and also the liquor store has surveillance cameras. lots of them. so we have images of both the victim and presumably the suspect engaged. in this fight. those have been collected by the san jose police department. that that'll be used as part of the case that they're building against the suspect. and of course, they're getting witness statements from the folks who were inside the store as well. >> julie. all right. jesse gary reporting live for us tonight in san jose. jesse. thank you. all right, turning now to the

weather, i want to show you a live look outside from our roof camera looking west toward san francisco. you can see the city there in the distance. a lot of dark clouds there as that rain kind of roared back in this afternoon. it's been a wild weather day around the bay area with thunderstorms, heavy rain and some flash flooding. and this is what it looked like earlier today in san francisco. >> so there was a flash flood advisory for the city that expired just about an hour ago. cells of heavy rain moved through much of the bay area this afternoon. ktvu chief meteorologist bill martin is here with a look at those conditions. hey, bill. >> yeah, and even beyond that, greg, it was a flash flood warning, which is huge, right? flood a flood warning means it's happening now. it's going on. and so san francisco had all sorts of backed up drains, all sorts of problems as the rain came down, a lot of us got a quarter inch, half an inch. san francisco got over an inch of rain and pretty much a few hours. and so that causes problems. these are some of the rain totals. santa rosa was under an inch. it's rare that san francisco gets more than santa rosa, right? but it did. orinda got about a half of an inch of rain. the rest of us

anywhere between a half an inch and an inch of rain. but again, the rainfall rates were significant. that's where that flood warning came into effect. and i saw some videos from san francisco of lots of water running off, a lot of boiling up under the streets that has died down. the flood warning has been dropped. the ground is still wet, so a flood watch in effect for basically the entire bay area. and that is as more showers go through tonight, which should be limited showers, we're going to have the potential to still see some standing water and issues like that. so current rainfall, first of all, what's your first thing you notice. you go over here to over by groveland. you see the really powerful thunderstorms that have been going on. we had a few thunderstorms around here as well, but right now on the back edge of that weather system or that front has pushed through to the mountains where it is snowing to beat the band of winter storm warning stays up in effect there. they're getting a lot of snow. i talked to somebody up there about an hour ago and they said it is going off. so this snow is going to come down to the tune of, in many cases, an inch an hour. so they're going to be getting rain

or snow traveling an issue in the mountains through tonight into tomorrow morning. i'll have the full forecast and we'll look at the models and do all that in just a few minutes. >> all right, bill, we'll see you soon. thank you. the north bay, one of the areas seeing an extended flood advisory. this as communities deal with downed trees and other storm damage. ktvu tom vacar is live in san rafael with a look at conditions there. hey, tom. >> now it hasn't actually rained here to any note within the last 2 or 3 hours, but i want you to take a look at something right below me. this is called santa marga santa margarita creek. now it was built out of concrete in order to make sure that it wouldn't spill over into all the many homes in terra linda. and even though it hasn't rained in quite some time, you can see the drainage. and that's because the hills are so soaked and they've been so soaked for so long and so much rain has fallen in the last month that the ground is completely saturated. so what happens is the water has got to find the lowest level it can find as it's on its way out to the bay and eventually to the ocean and the situation here basically is this is under

control, but should any branches get in here or let's say more likely on a creek that isn't paved and get under a bridge or something like that, then this water would come up very, very quickly. if this were suddenly blocked within a few minutes, it would be up over its banks. and that's one of the dangers now, is that you not only have to think about the rain coming down , but now you have to make sure if you are a department of public works person, anywhere in the marine country, what you have to do is you have to go make sure that all of these places where there could be a backup are not backing up. now, i want to show you something. all of this water is coming from a relatively small area. this these are the hills around, um, terra linda. and these hills are not all that high. and this is not a very big canyon. nonetheless yes, again, so much water, so much soaking that that the water just keeps coming down and it will come down for days. and days to come. and ultimately what happens, of course, is at some point in time this will stop. but that is going to be a problem a long after we see the

last storm through here. and there are more coming. as we know. so the situation here is basically we're in the drainage situation. we are going to remain in the drainage situation. but if there were even a little squall pass over, this thing would come up a couple of feet. maybe three feet, very, very quickly. i've never seen it over flow here, but i have seen it get very, very high. that's the situation here. back to you. >> yeah. good visual of what all thatrillionain is doing. tom vacar live in san rafael. tom. thank you. >> all right. turning now to southern california, where more rain and wind have created major problems and increased the threat of more flooding and mudslides. ktvu cristina rendon picks up that part of our coverage tonight. cristina. well julie, the threat of flooding is expected to impact cities from los angeles down to san diego into tomorrow. >> and one of the areas in southern california getting hit the hardest right now is ventura county. this is the area of coyote creek. it's a known problem area for flooding and the constant rain so far this winter season has created a lot of problems for people living in the canyons. you can see there

the water just not receding. it's shut down that street. it's a concern for people who live there. as more rain heads into the region today and tomorrow, the this stays flooded. >> almost all year round. but it's much deeper now than it was before. the big rains. wow. and, uh, you know, some of our neighbors really suffer from it, so it's sad. and the earth needs the rain, you know? so it's like this mixed blessing and curse for people who are in the stream flow. >> this is video from seal beach showing the strong surf crashing onshore and rough seas as well evident at redondo beach in los angeles. this morning. a portion of pacific coast highway has been temporarily shut down due to flooding in the huntington beach area, and on monday, the storm temporarily closed. santa barbara airport. it also led to several flight delays at lax evacuations were ordered in some burn areas under mudslide threat. we know that some of those evacuation orders have been lifted, but officials warn that the threat of landslides is

police chief bill scott and da brooke jenkins at an event called self-help for the elderly. the city launched a campaign against blessing scams or bait and switch operation targeting the elderly. this time of year. >> at this time, we really urge you not to engage with strangers . certainly don't give them any of your valuables. no money, no jewelry. do not at all hand over anything of value to you, to any strangers. >> so far, police have received at least four reported cases involving blessing scams. no arrests have been made. more is being revealed about the festivities for this weekend's lunar new year parade. the san francisco chinese chamber of commerce says it expects more than 1 million people to come into the city for the celebration. there will be activities and performances for people of all ages. the chamber says grand marshal, actress, comedian and rapper awkwafina

will kick off the parade by lighting the ceremonial opening fireworks. and since this is the year of the dragon, there will be a brand new traditional dragon for the parade, symbolizing luck, wisdom, strength and power. >> chinese chamber ordered a new dragon just for this occasion, so we're going to reveal a brand new dragon in 2020 for chinese new year parade. >> the parade, which is the largest outside of asia, is this saturday. it will begin at market and second streets at 515 and end at kearny and jackson streets. about 2.5 hours later. well, muni says it wants to make this weekend's chinese new year parade as stress free as possible. >> the transit agency says it's offering free rides to the parade on saturday. the service was made possible through funding from the board of supervisors. muni is adding more staff along its lines that go through chinatown. the extra service to the parade begins at celebrate the year of the dragon with us once again. ktvu is a proud par of the alaska

airlinesne new year parade. we will be broadcasting the parade liv union square right here on ktvu. fox two starting at 6:00 saturday night. >> president biden is back in california to begin three days of campaign fundraising in the bay area and southern california . the president arrived in los angeles about an hour and a half ago. he's expected to attend a fundraiser at the home of longtime democratic party boosters haim and cheryl saban. tomorrow president biden is set to deliver a policy speech near l.a. and then fly here to the bay area hilton fundraisers in san francisco and los altos on wednesday, and thursday. this is president biden's third visit to california in just over two months for political events. so far, the biden campaign has outraised the trump campaign by about $13 million. >> you see, berkeley is facing criticism over a delayed alert, letting people know that shots were fired on campus. the shooting happened back on february 9th, around 8:40 p.m, but the university has warned me system did not send out an alert

until 920. no injuries were reported. some students say the incident represents a flawed emergency alert system that could put people in danger. uc berkeley has said it will take a closer look now at its warn me protocols and expand the list of campus officials with access to the system. >> business owners are taking the first steps in suing san francisco over a controversial bike lane in the city, as ktvu reporter henry lee explains, shops along valencia street say they've lost customer and now they want to be compensated. >> this has been a project that has, for lack of a better words, failed spectacularly. >> businesses upset about the center bike lane pilot project on valencia street in san francisco could soon be taking the city to court. several shop owners filed legal claims tuesday against the city, saying muni's controversial bike lane running down the middle of valencia in the mission district , is hurting their businesses. >> we've seen businesses closing and folks that are losing their ability to have their own

livelihoods. >> sfmta mta leadership have been behaving as if the citizens of san francisco work for them. >> david quimby owned amato's bar, a live music bar at 21st and valencia, but it closed in november, he says, because the two way protected bike lane installed last summer ate up parking spaces for customers. i have lost my business and dozens of other small business owners have either already been forced to shut down or are on the verge of losing everything. attorney niall vignole says he wants the city to remove the bike lane and compensate businesses for lost income. >> we contend that the city would not have built the center bike lane here if valencia street neighborhood did not have a high proportion of people of color residing here, business owners made their announcement at rossi mission, an art gallery at 19th and valencia. >> the city says it's reviewing the claims filed by the business and will respond in the appropriate time frame. >> it makes me want to be around the street a lot more and be

around their business. >> i caught up with bicyclist ross rudolph as he rode in the rain. he tells me he does shop at stores and doesn't just peddle past. he says the old bike lanes at curbside were dangerous. >> it was chaotic. it was #### because the cars will pull right into people. yeah, it was a nightmare. every day. >> if the city denies this legal claim, which it will most likely do as a matter of course, then these businesses will file a full blown lawsuit in san francisco. henry lee, ktvu, fox studios. >> we heard back from sfpd mta about the action from the businesses. they say 71 parking spaces were converted to loading zones. but after receiving merchant feedback, they have turned 58 of those spaces back into public parking. in a statement, they also said valencia is a vibrant corridor that we all love and we're partnering closely to make it a place where people can bike safely and local businesses can thrive. the street was not safe for people biking, so we had to act. at the same time, our success must include the success

of this beloved destination merchant corridor. we. are learning more tonight on the emergency road repairs underway to fix a stretch of highway 84 in alameda county that washed away during heavy rains. >> ktvu s amanda quintana has more now on the timeline. and when that roadway could reopen, the retaining wall along highway 84 collapsed monday morning, taking a piece of the highway with it. >> now, a chunk of niles canyon road is missing. its very difficult to predict where water will go and what damage will actually take place. >> um, but in areas where you like the sunol grade, where there are a lot of, uh, hills and mountainous area where water can travel very fast, that's where we see erosion take place quickly and where we can have these type of slip outs that require repair before we can put traffic back on the freeway. >> niles canyon road was closed in both directions from old canyon road in fremont to main street in sunol starting monday night, shocking some morning commuters. >> normally i catch the train,

but i missed the train, so i would go this way to catch up. now you're not catching up now. i'm not catching up. it wasn't on the radio. i didn't hear about it, i didn't. there was no alert that anything. so now i got to turn around and try to get to 237. >> others weren't surprised. the storms did so much damage. >> no, because i got on my phone that there was like a flash floods and stuff like that. about 15,000 vehicles use this road each day, so it's going to it's going to make it a little hectic going to be a little bit. yeah. um hum i would guess so. yeah. all the rain that we've had adding to the alameda creek here, causing this rushing water that caused the landslide, now requiring much needed repairs here, caltrans workers are trying to figure out how to repair it and how long that might take. >> but with the risk of more landslides, with more rain, they want to keep it closed until at least friday in sunol. amanda quintana, ktvu, fox two news all right, we got some rain today, a little more than anticipated,

certainly by me. >> i thought we'd see rain, but not to the tune of an inch over an inch in san francisco, which caused that flood warning to be triggered. this afternoon. it's been dropped, but, you know, you get heavy rainfall rates like that and you got street problems and that's in fact what we had. so san francisco 1.34in today, pretty significant. santa rosa came in at just under an inch. the numbers are kind of a moving target right now, but the movement has slowed as most of that weather system now has kind of pushed off to the east, where it's getting entrained in the mountain flow, and things up there will continue annually as this thing slides up there. i think tonight, the next six hours in the lake tahoe area for a foot of snow, not out of the question at all, which is a significant snowfall rate. um, not sure exactly where that is, but that is the son i believe. and that is some cloud cover. i don't know exactly that shot is sort of moody little thing, isn't it? want to hang on it until the clouds clear? but i don't know if they're going to. okay, so what do we got? well, we got this system clearing out. you can see the fuel with the moisture. and then you see this

back edge here. this cooler air kind of sliding to the north of us. you see a few thunderstorms pop up along the west slope right about about the time the sun gets warm. and there they go. start popping. so as we go into tonight, the showers winding down, looking for temperatures to be a little cooler tonight than they were last night. they're running cooler tonight than they were. and then we've got these few scattered showers to go through. so in terms of the rain, most of it is done for early. and we did hit a tipping point in parts of the marin county. we saw flood advisories. so flood advisories and parts of the east bay, those have been dropped. but now we have flood watch for everybody for these stray showers that will come through. and there is a chance for a stray shower again tomorrow morning, but again, should be nothing like what we had today. and again, fortunate in that the afternoon commute sort of dodged a bullet here because this heavy rain ended right around 334. and that's when the commute gets going. so scattered showers for the next few hours that should be winding down. and then we'll talk about tomorrow coming up. all right bill, thank you.

they want california senators alex padilla and laphonza butler to reject additional funding for military aid for israel. yesterday, another group of protesters demanding a cease fire briefly shut down traffic on san francisco's central freeway. the united states split with more than a dozen other members of the united nations over a cease fire resolution in gaza. now, top officials are offering a new proposal. fox news connor hansen has more now from new york. >> the draft resolution has not been adopted for the third time. >> the us has vetoed a un resolution calling for a ceasefire in gaza. the us ambassador, linda thomas greenfield, says passing it could have derailed complex negotiations as several countries have been working on. she's insisting a hostage release should be part of the

deal to stop the fighting, and the vetoed proposal would not have accomplished that. >> we're eager to continue working with the council on this proposal, one that would see a temporary cease fire as soon as practicable based on the formula of all hostages being released. >> this comes as israeli troops close in on rafah in southern gaza, where hamas fighters have fled along with refugee and food and water is scarce. the us has tried to convince israel to avoid a major ground assault. there no attacks on rafah should should take place given current circumstances. the palestinians un ambassador said. the veto would lead to more fighting, while israel argued a cease fire only gives hamas time to reload the message given today to israel with this veto is that it can continue to get away with murder, with a cease fire in place, hamas will regroup,

shooting just before 2:30 a.m. tuesday morning at the riley square apartments on poinciana drive near lawrence expressway and el camino real. when police arrived, they immediately detained a male suspect near the residence and found a deceased victim inside the residence. suraj singh says he heard the gunshots and the friends were walking out to the 7-eleven to get some milk and we heard a shot. >> a loud bang, like someone shot someone and a lady came out running, crying, and after a few minutes the cops came in. >> singh says the woman who he saw outside did not appear to be injured, but he did not know her relationship to the deceased person inside the apartment who saw somebody run out of the apartment. >> yeah, a lady and so if she was, she okay? >> was she bleeding? >> no, she was okay. she was crying real loud. >> other residents say they were surprised to see all of the police here, because this is normally a quiet apartment complex. >> unsettling. yeah definitely. my the questions in my head are

like, was it between the residents or was it a stranger who, you know, came in or so? >> is it normally just pretty quiet around here? >> yeah, i was literally this morning walking out thinking, um, how safe it was around here. no we are worried about the safety around here. >> santa clara police say this remains an open investigation, but they emphasize that there is no outstanding suspect being sought. reporting from santa clara, mark sayer, ktvu, fox two news, san jose's willow glen high school is stepping up its safety measures following threats to students last year. >> the new safety plan, now in effect, includes supervision for students at all times. gaps have been removed from student schedules. passes are now required for leaving all classes, and parents must be present to check their teen out early. there were a series of incidents on campus last year, including an arrest of a student who walked on campus armed with a loaded ghost gun and a knife. officials hope the safety plan will be adopted by other schools in the district.

>> there are now at least four different versions of a bill that would increase security at the southern border in exchange for billions of dollars of aid for ukraine, fox news asia has more from capitol hill. congress is out all week, but lawmakers can't escape pressure to send aid to ukraine. >> the white house is now blaming congressional inaction for recent losses on the battlefield. so far, there's no indication the house will take up the bill. partizan senate package but moderate republicans aren't giving up. they're pushing a slimmed down alternative, bringing back border provisions like remain in mexico while sending $66 billion in military aid to israel, ukraine and taiwan. while the bill is only 30 pages long, supporters believe that will make it more immune to criticism as they say, it's time to act, especially with the murder of alexei navalny. >> i think every one is recognizing that we need to act, but that's not enough to win

over some skeptical conservatives who say they want more assurances. >> the number of migrants allowed to cross the border will go down significantly. >> it's not enough just to put the provisions in place. you got to have specific requirements attached to it to force biden to say, we're going to limit the numbers to something reasonable. there are also at least two other groups working on their own alternatives, while democrat leaders are still calling for speaker mike johnson to take up the senate version. >> what the last few days have shown us is that doing nothing is not only bad policy for america, it's bad politics for republican us. >> there's also been some talk of going around. speaker johnson and forcing a vote on one or more of these bills, but that likely wouldn't happen at the very earliest until next week, when the house returns on capitol hill. i'm aisha hassan, ktvu, fox two news law enforcement agencies disrupted the ransomware syndicate that's behind the recent cyber attacks

that have been happening around the world. >> the ransomware syndicate is known as lockbit. lockbit is reportedly behind more than one fifth of global cyber attacks around the world. in the last year alone, britain's national crime agency says the crimes are linked to the attacks on the uk's royal mail. airplane manufacturer boeing and even china's largest bank. the criminals hack into the victim's computer systems, steal their data and demand ransom. the u.s. attorney for the district of new jersey spoke in london with a message to the cyber criminals is no matter how secure you feel behind your imagined online anonymity, we will identify you and hold you accountable. >> there is always a digital trail and we will find it. we will put a spotlight on you and you will no longer hide in the shadows from russia and behind a string of aliases, us federal agencies released an advisory last year attributing about 1700

vacar takes a closer look now at the problem. the dominant cycle of recent has been rain, mostly in squalls, followed by no rain or sprinkles, followed by more squalls and so on. >> that causes a constant drainage that essentially keeps everything wet, including the roads, especially asphalt roads that are highly impacted by rain softening them up for vehicles to tear them up. but this is nowhere as bad as last winter so far. >> last year was a really bad year, with the amount of storms that we had. we had over 23,000 potholes that we dealt with last year. um, and uh, over over 8000 of them in the month of january alone, when we were really getting pelted with rain, we dealt with a little over 2000 potholes around the bay. uh, so far, that's also true in san francisco. >> the numbers are quite significantly, um, different than last year. last year, during that three months of winter storms, like from the end of december to the end of march,
