bus driving through a flooded intersection on franklin street in the mission district this afternoon. >> the rain has been coming down in all parts of the bay area. this is a look at downtown novato this afternoon. people were bundled up and looking for cover along grant avenue as thatrillionain rolled through the emergency road repairs are underway to fix parts of highway 84 in alameda county that washed away during the heavy rains. >> niles canyon road was closed in both directions from old canyon road in fremont to main street in sunol, starting monday night. it is a popular road for commuters. about 15,000 vehicles used this roadway each day, the damage coming as a shock to many drivers. >> suddenly, i catched a train, but i missed the train so i would go this way to catch up now. >> you're not catching up now. i'm not catching up. >> it wasn't on the radio. i didn't hear about it, i didn't. there was no alert that anything. so now i got to turn around and try to get to 237 cal. >> trans workers are trying to figure out how to repair it and

crime, san jose police arrested 32 year old leonardo soulet. he's now being held in the main santa clara county jail, charged with the city's eighth homicide of the year. >> just goes to prove it. you know, that could happen to anybody. you're here today, gone tomorrow. all right. and i'm having a hard time dealing with it, you know, because. because i like the guy, man. >> investigators don't know what sparked the fight and killing the store's owner says in the six years he's owned williams liquor, he's never had a similar level of violence. tuesday evening, officials with the santa clara county medical examiner's office saying the victim's id and cause of death will be released once his family is notified of the homicide. in the sherman oaks section of san jose, jesse gary ktvu fox two news. >> palo alto police have now revealed that a bicyclist was struck by three vehicles and killed. the incident took place just after ten last night at the intersection of embarcadero and newell roads. police say the driver of the first car stopped

at the scene, but the driver of at least two other vehicles did not. video from the scene shows a bicycle, a bicycle helmet and a single shoe on the ground. police say the driver of the first vehicle remained on scene and cooperated with the investigation. >> new at six tonight, police in san jose arrested a teenager who allegedly used his 3d printer to make and sell ghost guns. that arrest was made in connection with an sapd investigation into an illegal ghost gun operation in san jose. police identified 18 year old francisco sanchez junior of san jose, as the primary suspect. sanchez junior was taken into custody on february 15th. police say two firearms and firearm manufacturing materials, including a 3d printing machine, were seized from his home. the oakland police commission has planned. excuse me. the oakland police commission plans to hold an open forum on its search for a new police chief. the commission announced that forum today in a post on x, it says it will be held on february 29th. the commission is inviting the

public to be there as it hears from some of the chief candidates and discusses their qualifications. opd has been without a chief for more than a year. the commission says it intends to give mayor shengtao a second list of finalists by march 1st. >> business owners are taking the first steps in suing san francisco over a controversial bike lane in the city, as ktvu reporter henry lee explains, shops along valencia street say they've lost customers and they want to be compensated. >> and this has been a project that has, for lack of a better words, failed spectacularly. >> businesses upset about the center bike lane pilot project on valencia street in san francisco could soon be taking the city to court. several shop owners filed legal claims tuesday against the city, saying muni's controversial bike lane running down the middle of valencia in the mission district, is hurting their businesses. >> we've seen businesses closing and folks that are losing their the ability to have their own livelihoods. >> sfmta leadership have been behaving as if the city of san

francisco work for them. >> david quimby owned amato's bar, a live music bar at 21st and valencia, but it closed in november. he says, because the two way protected bike lane installed last summer ate up parking spaces for customers. i have lost my business and dozens of other small business owners have either already been forced to shut down or are on the verge of losing everything. attorney neil vignola says he wants the city to remove the bike lane and compensate businesses for lost income. >> we contend that the city would not have built the center bike lane here if valencia street neighborhood did not have a high proportion of people of color residing here. >> business owners made their announcement at rossi mission, an art gallery at 19th and valencia. the city says it's reviewing the claims filed by the businesses and will respond in the appropriate time frame. >> it makes me want to be around the street a lot more and be around their business. >> i caught up with bicyclist ross rudolph as he rode in the

rain. he tells me he does shop at stores and doesn't just peddle past. he says the old bike lanes at curbside were dangerous. >> it was chaotic. it was #### because the cars will pull right into people. you yeah, it was a nightmare every day. if the city denies this legal claim, which it will most likely do as a matter of course, then these businesses will file a full blown lawsuit in san francisco. >> henry lee ktvu, fox two news. >> now, we did hear back from sfmta about the action from the businesses. they say 71 parking spaces were converted to loading zones. but after receiving merchant feedback, they have turned 58 of those spaces back into public parking. in a statement, they also said valencia is a vibrant corridor that we all love and we're partnering closely to make it a place where people can bike safely and local businesses can thrive. the street was not safe for people biking, so we had to act at the same time, our success must include the success of this beloved destination merchant corridor. still ahead,

in the bay area and southern california. the president arrived in los angeles around 330 this afternoon. he is expected to attend a fundraiser at the home of longtime democratic party boosters haim and cheryl saban. tomorrow, president biden is set to deliver a policy speech near l.a. and then fly to the bay area. he'll attend fundraisers in san francisco and los altos on wednesday and thursday. this is president biden's third visit to california in just over two months for political events. so far, the biden campaign has outraised the trump campaign by about $13 million. and today is the last day to register to vote for california's primary on march 5th. those who missed today's deadline can go to a local election office and fill out a same day voter

registration form and cast a provisional ballot. early voting in some counties begins on saturday. new at six a new report from california's legislative analyst's office shows the state's budget problem is only getting worse. >> the nonpartisan office revised its estimates today from a $58 billion deficit to $73 billion. that's an increase of $15 billion. the law says it's partly a result of changes in calculations in tax revenues and spending requirements for schools and community colleges. under proposition 98. the report recommends one time an ongoing spending reductions, revenue increases and dipping into reserves, education, environmental spending and transport. nation could see the biggest cuts. the governor's department of finance issued a statement in response, calling into question some of those calculations. however the department of finance is also calling on the legislature to take early action to close the gap more is being revealed about the festivities for this weekend's lunar new year parade.

>> the san francisco chinese chamber of commerce says it expects more than 1 million people to come into the city for the celebration. there will be activities and performances for people of all ages. the chamber says. grand marshal actress, comedian and rapper awkwafina will kick off the parade by lighting the ceremonial opening fireworks. and since this is the year of the dragon, there will be a brand new traditional dragon for the parade, symbolizing luck, wisdom, strength and power. chinese chamber ordered a new dragon just for this occasion, so we can reveal a brand new dragon in 2024. >> chinese new year parade. >> the parade, which is one of the largest outside of asia, is this saturday. it will begin at market and second streets at 515 and end on kearny and jackson streets. about 2.5 hours later. and we hope you'll join us for the san francisco chinese new year parade. it will have live coverage beginning from union square, starting around 6:00.

you can catch it all right here on ktvu channel two on saturday night. >> our coverage of black history month continues rouz tonight with the story of a local award winning wine expert who is trying to diversify the wine industry. vincent morrow often comes on mornings on two to share the latest from napa valley ktvu crystal bailey visited him at work in saint helena and learned more about what's being done to encourage underrepresented people to take up a career in wine. >> for vincent morrow, wine is a lifestyle. >> this is roughly 5000 bottles of wine. the funny thing is, as a michelin recognized master sommelier, he didn't like the first wine he tasted on the first taste. i spit it out and dumped it, but eventually, years later, he says, he got a wine business degree at sonoma state university and began working in tasting rooms, restaurants, even in the field harvesting. >> now morrow works as the wine and beverage director at press,

a michelin star restaurant in saint helena. >> i really started to, um, internalize the disparity. >> there are four tiers of sommeliers, the highest being the master sommelier, and there are less than 300 master sommeliers all over the world. >> only four of them are black. >> it's a small number that, for me is something i want to see grow even more in the future, he says. >> he's part of the diversity committee for the court of master sommeliers, the program that facilitates the certifications. >> when you see someone that looks like you, that can achieve something like that, i would hope that that act itself would be inspiring for others. >> to become a master sommelier takes money and time. you have to prepare for the three part test, which includes blind tasting, mock table service and a rigorous oral exam. morrow says the committee began partnering with different hospitality programs and colleges and universities, targeting young, underrepresented people who might not know a career in the wine industry exists. he says

early exposure is the key to changing the demographic of wine experts. my goal is for this to become more common in in in an academic setting that people feel like they can, they can go for it. but to get where you're going, you can't forget where you've come from. >> our industry is kind of built on the back of immigrants. >> it's not just about the wine, it's about the stories of the people behind the wine and the legacy telling the story of each bottle as he goes and building a new legacy in napa valley. >> crystal bailey, ktvu, fox two news. >> well, the snow is really coming down in tahoe. palisades tahoe says they received seven inches of fresh powder overnight . it is the latest in a series of winter storms moving through the region, bringing this season's total snowfall to 209in at palisades. let's check in now with our chief meteorologist, bill martin, about the current conditions here in the bay area. bill. yeah. >> well, in the mountains, too, julie, that winter storm warning stays in effect through tonight. they're going to get another

foot of snow easily tonight. they'll be chaining up on 50 and 80. we had a bunch of rain here in a short amount of time, especially san francisco over an inch of rain well over on their way to an inch and a half and you might have seen that flood warning that jumped up this afternoon. it's been dropped, but down out in san francisco proper, there was just so much rain coming down with this, that manhole covers were popping, the drains were all blowing up, and it was just a lot of standing water. so that has calmed down. certainly the heavy showers have now moved off to the east into the mountains where the snow is coming down to beat the band. we've got a chance for some more light scattered showers around here as we go into tonight. certainly. and there still are some scattered showers. and even tomorrow morning there could be a little something, but it shouldn't be a problem. there's the big system will come in close and you can see up on the west slope of the sierra nevada, you see the activity kind of see how it gets dammed up and kind of stuck up on that hillside. there's the mountains. and then here's all this. and then out where we are, we've just got some scattered showers, light compared to what we saw earlier

to offer drug recovery. books for free. dorsey introduced the proposed ordinance today. the bill would create a program to distribute addiction recovery books for free at the city's 27 libraries. city librarians say those books are the most stolen types of books, and that they have trouble keeping them stocked. the san francisco public library launched a pilot program last year at three branches to distribute drug addiction books. >> santa clara police are investigating a deadly shooting at a santa clara apartment complex late today. police confirmed the victim, a three year old boy. authorities say the suspect is not related to the child. ktvu mark sayer has the latest on what happened. >> santa clara police investigate shooters could be

seen going through large trash bins near the apartment unit where the shooting occurred. police say they received reports of the shooting just before 2:30 a.m. tuesday morning at the riley square apartments on poinciana drive near lawrence expressway and el camino real. when police arrived, they immediately detained a male suspect near the residence and found a deceased victim inside. resident suraj singh says he heard the gunshots and the friends were walking out to the 7-eleven to get some milk, and we heard a shot, a loud bang, like someone shot someone and a lady came out running, crying, and after a few minutes the cops came in, singh says. the woman who we saw outside did not appear to be injured, but he did not know her relationship to the deceased person inside the apartment who saw somebody run out of the apartment. >> yeah, a lady, and so if she was, she okay? >> was she bleeding? >> no, she was okay. she was crying real loud. >> other residents say they were surprised to see all of the

yesterday, another group of protesters also demanding a cease fire, briefly shut down traffic on san francisco central freeway at the united nations today, the united states split with more than a dozen other un members over a cease fire resolution in gaza. >> fox's connor hansen has more from new york about what pentagon leaders are proposing. instead the draft resolution has not been adopted. >> for the third time, the us has vetoed a un resolution calling for a ceasefire in gaza. the us ambassador, linda thomas greenfield, says passing it could have derailed complex negotiations as several countries have been working on. she's insisting a hostage release should be part of the deal to stop the fighting, and the vetoed proposal would not have accomplished that. >> we're eager to continue working with the council on this proposal, one that would see a temporary cease fire as soon as practicable based on the formula . of all hostages being

released. >> this comes as israeli troops close in on rafah in southern gaza, where hamas fighters have fled along with refugees and food and water is scarce. the us has tried to convince israel to avoid a major ground assault. >> there no attacks on rafah should should take place given current circumstances. >> the palestinians un ambassador said the veto would lead to more fighting while israel argued a cease fire only gives hamas time to reload. >> the message given today to israel with this veto is that it can continue to get away with murder, with a cease fire in place, hamas will regroup and rearm, and their next attempt at genocide against israelis will only be a question of when not if, a white house spokesperson said they will continue to have meetings this week in the middle east to work on a hostage deal and a temporary cease fire here in new york.

navalny's death, russian authorities have said the cause of navalny's death at an arctic penal colony is unknown. now national security council spokesman john kirby says no matter how navalny died, the ultimate responsibility is with russian president vladimir putin. kirby is declining to detail the new sanctions, but says they will be substantial. >> missouri prosecutors announced today that two adults have been charged with murder in last week's shooting that killed one person and injured 22 others after the kansas city chiefs super bowl parade, the new charges come after two juveniles were charged last week. the juveniles have been detained on gun related and resisting arrest charges, jackson county prosecutor jean peters baker gave an update on the investigation into last week's shooting outside of union station. >> we seek to hold every shooter accountable for their actions on that day. every single one. so so while we're not there yet, on every single individual, we're

on that united airlines flight shared video, which appears to show that a panel on one of the wings was damaged. united says the boeing 737 aircraft landed safely yesterday afternoon. passengers were put on another

plane to continue on to boston. united did not say what caused the damage to the plane's wing. american airlines is increasing its checked bag fee on domestic flights. american says it will now charge $40 to check a bag at the airport or $35 for those who pay in advance. the airline says the higher fee is a result of inflation and higher fuel and labor costs. passengers on international itineraries, or those with elite status can still check a bag for free. >> capital one's proposed purchase of rival discover could face some obstacles in washington, senator elizabeth warren is calling on regulators to block the acquisition, saying it would reduce competition if approved, the combined company would be the largest u.s. credit card company by loan volume. capital one says it wants to keep the discover brand and introduce it to more consumer was. the two companies say they expect the deal to close later this year or early next year. on wall street, tech stocks pulled markets lower today as investors await chipmakers. nvidia's

youth mental health crisis here in california. senator butler was at east oakland's youth uprising, where she announced a new partnership with lady gaga's born this way foundation. butler says she wants to be a voice for what she calls generation now. the goal of the nonprofit foundation is to learn directly from young people, advocates and experts about the factors currently impacting the mental well-being of young people. >> youth and young adults are are focused on their wellness in a way that they are finding language to express and that if we listen, they are telling us what they need. >> and one of the featured speakers in today's discussion was born this way. foundation co-founder lady gaga's mother, cynthia germanotta. the

foundation is set to host two youth mental health events here in california. >> the recent string of storms is wreaking havoc on bay area roads as drivers dodged new and worsening potholes. ktvu tom vacar takes a closer look at the problem. >> the dominant cycle of recent has been rain, mostly in squalls, followed by no rain or sprinkles, followed by more squalls and so on. that causes a constant drainage that essentially keeps everything wet , including the roads, especially asphalt roads that are highly impacted by rain softening them up for vehicles to tear them up. but this is nowhere as bad as last winter so far. >> last year was a really bad year, with the amount of storms that we had, we had over 23,000 potholes that we dealt with last year. um, and uh, over over 8000 of them in the month of january alone, when we were really getting pelted with rain, we dealt with a little over 2000 potholes around the bay. uh, so

far, that's also true in san francisco. >> the numbers are quite significantly, um, different than last year. last year, during. that three months of winter storms, like from the end of december to the end of march, we did. we fixed almost 5000 potholes, which is a huge amount. it's usually what we do in about nine months, but no one is taking a victory lap just yet. >> well, it's something that we have to watch. it's very difficult to predict where water will go and what damage will actually take place, because everybody knows that every year potholes cost tens of millions of dollars worth of damages. >> in california to automobiles. but a lot of people don't know if you hit them too fast in a car or on a bicycle. it can result in a life altering injury, if not death, in the previous five years, the city of oakland has paid out $27 million in personal injury claims for potholes, uneven sidewalks and fallen tree branches in.

included in that sum is a $6.5 million payment to an oakland woman who became a paraplegic when her bike struck a pothole on grizzly peak, tom vacar ktvu fox two news all right in the rain did come down fast and furious this afternoon. >> it created lots of problems in san francisco, just on the local side, street flooding that we saw. we had a flood warning that went into effect in san francisco for an hour or so, and that or maybe a couple of hours, and it was dropped at 4:00. san francisco got over an inch of rain, almost an inch and a half of rain. that was more like what you'd expect on mount tam. as a matter of fact, san francisco at least from what i've seen today, did get more rain than the marin headlands in many places. so that's a significant rainfall. it ended the heavy stuff right before the afternoon commute, so that worked out pretty well. we had to have the satellite loop, which looks pretty good. kind of looks starting to look spring like out there. you see showers all the way south into southern

california. the mountains are getting a bunch of snow. they're going to continue to see a lot of snow tonight and through tomorrow. mid-morning as well as temperatures that are going to be kind of on the mild to cool side, as you would expect. but a foot of snow? not out of the question for those guys overnight. and then for those guys being lake tahoe and those those areas. and then here's our scattered showers. if i loop it up for you, you can kind of see where everything goes. i'll push it through and you kind of see everything moving and all the activity and the thunder, the thunderstorms moving up into the mountains. so most things have died down in terms of rainfall. we will see a few scattered showers late tonight. the model does this. this is at 10:00 tonight. and this is the forecast right. and so you can see the rain and even a little red area there indicating maybe some convection, maybe a thunderstorm. but and it looks like an opportunity around 10:00 tonight. and then a few light scattered showers go through in the evening, late evening, early morning hours. it doesn't look like much. today was more than i thought it was going to be. i'll

be honest with you. i thought we'd get rain. we talked about that last night, but it rained. i mean, an inch and three quarter or inch and nearly a half in san francisco. is that's significant rain. other most of us got half inch to three quarters of an inch, but still it did show up when if you're in san francisco, 59 degrees in santa rosa tomorrow morning showers possibility as we mentioned then. i mean, i'm not taking an umbrella anywhere. i go tomorrow, i'm not worried about it, but there's always a chance, especially in the morning slot. there's the five day forecast and you can see the saturday, sunday thing which was in question. julie last night. at this point it looks like it's not in question as much. friday, saturday and sunday look like they're going to be dry and kind of warm and mild. just a lot of clouds around that could change. i know chinese new year parades are a thing and we're thinking about it, but right now the weather looks good for it. >> all right. we're everybody's happy about that one. bill. thank you. well, the 40 niners make a move that could have a profound effect on their plans to retain some key players. our

of fame has announced its newest class for induction. five different sports are represented in the bay area sports hall of fame class of 2024, when you think san jose sharks, it's hard not to think of the name patrick marleau. marleau was the second overall pick in the 1997 nhl draft. he played 21 of his 23 pro seasons in san jose. marleau holds just about every sharks individual team record and has played in more regular season games than anyone else in nhl history on any other team that didn't have jerry rice as a wide receiver, john taylor would have been considered team's number one in that position. in his nine seasons with the 49ers, taylor played on three super bowl winning teams, most famously taking a touchdown pass from joe montana to give the 49ers a 20 to 16 win in super bowl 23. jenny thompson is one of the most decorated swimmers in us olympic history. the former stanford student has 12 olympic medals, eight of them gold, earned in four different olympic games from 1992 to 2004.

thompson set the world record in the 100 meter butterfly four times. danville product chris wondolowski is the first soccer player to be inducted into the bay area sports hall of fame. wondolowski spent the majority of his 17 year pro career with the san jose earthquakes. wondolowski is the top goal scorer in mls history and also in the class of 2024. as a contributor, this former san francisco giants general manager brian sabian. sabian joined the giants in 1993, took over as gm in 96. he was major league baseball executive of the year in 2003, and it was under his leadership that the giants won three world series titles in five years. in 2010 through 2014, and it is that time of year. spring training is going for the giants and the arizona desert. new manager bob melvin has a lot of decisions to make. one of the giants biggest offseason acquisitions is korean star jong hoon lee. lee is expected to be the giants regular leadoff hitter. there aren't a lot of certainties on the roster, and the starting rotation might be the best example of that. one guy who
