union city heading south, heading down towards san jose is not very good. bay bridge does have a backup here. it's stretched out to the maze and northbound 101. all traffic now stopped in petaluma. i've been telling you about the concrete mixer truck that flipped over earlier this morning. will now they've closed the freeway in the northbound direction to right the truck. and that is causing a huge backup from petaluma heading up to rohnert park. 702. let's go back to the desk. >> okay, sal. thank you. well, a massive cell phone outage affected tens of thousands of people around the country. and here in the bay area. but there is some good news right now. cell phone service seems to be slowly coming back. ktvu bailey o'carroll is in san francisco. you have the latest details. good morning bailey. good morning dave. >> that's right. signal does appear to slowly be coming back. i can tell you i woke up this morning here in the city at 2

a.m, dark and early. i had no service. 3 a.m. when i left my house. i still no service. we cruised back by around 4 or 5 this morning, and that service did appear to be back on. i did not have that little sos message that we see so often appear at the top of the screen, but i will tell you, i want to give you a look at what that sos little message looks like. these are screenshots that are photographer or excuse me, not photographer editor andrew took this morning on his way into work. he said he did not have service when he went to open up waze. it's kind of his morning routine, he tells me. and you could see there that he had that little sos on the top of his phone, like so many others did. people in l.a, houston, philly, atlanta, and of course, here in the bay area reporting those service outages. it's affecting people with verizon and t-mobile , though at&t customers seem to

be by far the most affected by this unable to send text messages, make phone calls, or even use some internet service, says in a statement. the san francisco department of emergency services said that they are aware of what's going on, and said that they are in touch with at&t. they wrote if you are an at&t customer and cannot get through to 911, then please try calling from a landline. they say if that's not an option, then try to get a hold of a friend or a family member who is a customer of a different cell phone carrier and asked them to call 911 on your behalf. now no word yet on what is causing this outage here this morning. i do want to say that we got a statement from at&t. they say they are aware of the outage. they are of course working urgently to try to fix it. get everybody up back online as soon as that can possibly happen. they also said that if you are experiencing service outages, that you can try wi-fi

calling. they say that might be an option and help some folks out this morning as they are starting off their days. but one other thing i do want to mention is that the department of emergency services here in san francisco, as this service is coming back on, they are asking people to not try to test that service by calling 911, or even texting 911. there are other people that you can possibly give a call to test out and see if your service is back. go ahead and give them a call. send them a text message and try not to bog down those 911 lines. for people who are are in crisis or need to contact emergency officials. this morning reporting live in san francisco, i'm bailey o'carroll, ktvu, fox two news. >> okay, bailey, now to get updates on this still developing story and other news affecting the bay area. just download the ktvu fox local app. it's a free download for your smart tv. state lawmakers are trying to overturn a 2022 law that would impose a new fee on customers of california's three biggest

utilities. >> the fee would be the base charge for power bills, cost for actual usage would be added on top. it would take into account the size of a household and the annual income. customers with an annual household income up to $30,000 would pay a $13 a month base fee. households earning between 30,000 and 75,000 would pay $26 a month. anyone making more than that would pay a base fee of $51. republican and democrats in sacramento have different ideas on how to change the law. any changes would have to be approved by the state public utilities commission. 22 state lawmakers say the puc needs to hear from the public before making any decisions that would affect so many millions of utility customers. >> time now 706 people living in one menlo park neighborhood are pretty upset and frustrated. after recent burglaries. people who live in the sharon heights area held a community meeting with city leaders and the police about their concerns, as investigators told the group that criminals are not randomly choosing victims. they're

watching homes before they break in and steal jewelry and safes while people are out of the home , the police are advising everyone be aware of your surroundings. if you see someone acting suspicious, call the police. >> happening today, the man accused of killing his girlfriend's three year old son in the south bay is set to appear in santa clara county court. 24 year-old sergio collin gomez faces murder charges. the child's mother called police early tuesday morning, saying gomez, who was living with the family, had shot her child. investigators say he is not the father of the three year old. police tell ktvu they're still working to learn a motive in the shooting. >> the booking charges were murder. resisting arrest. commission of a felony. armed with a firearm and use of a firearm during the commission of a felony. officers say they recovered a handgun at the scene . >> our time is now. 708. the san francisco police commission approved a new policy. it's

aimed at preventing a certain types of traffic stops from by the police. now, the commission voted to restrict the use of so-called pretext stops by police officers at stops where the police officer pulls over a driver for things like an expired tag or a broken tail light, because they think that a more serious crime may have been committed. the police union says pretext stops are useful for seizing guns and drugs, but critics worry that african american and latino drivers are targeted more often. the san jose state professor who was involved, gasia in an altercation. >> yeah, during a demonstration, has now been placed on administrative leave. >> history professor jonathan roth was seen on cell phone video moving a protesters hand away from his cell phone. they are protesting against appearance in his classroom. that was due to talk about constructing a just solution,

where israelis and palestinians, palestinians go from there. the university says they placed the professor on administrative leave pending a review. >> california senator alex padilla has reintroduced the housing for all act in the us senate. senator padilla says that housing is a human right and it will take government at all levels, from local to federal, to find solutions to homelessness and help build more affordable housing. if congress approves the bill and the president signs it, it would provide $45 billion for the national housing trust fund for the next ten years. that money could be used to help find housing for seniors and people with disabilities, but also create more housing and provide vouchers to low income individuals and families. tom now 709, a marin county nonprofit organization that supports members of the lgbtq community, has suspended its program indefinitely, according to the marin ij, the spa center shut down because of a lack of funding. >> the organization also laid

off employees earlier this month. the remaining layoff are expected tomorrow. now, the director of spa says that he's talking with another marin county nonprofit about a possible merger. if that is successful, many of the programs could come back. >> california officials are reportedly in talks with native american groups over the possible transfer of ownership of property in northern california, along the klamath river, according to the chronicle. planning documents indicate the state is looking to transfer property up in siskiyou county to the shasta indian nation and possibly other tribes, as compensation caused by dams and their removal. time now is 710, and we do have a problem in petaluma northbound 101 at petaluma boulevard north. >> this crash has been there for hours now. was an overturned concrete mixer truck with, you know, the ones with the moving barrel in the back. well, it flipped over and at some point they did have to close all the

activists are calling on california senator alex padilla to push for a permanent cease fire in gaza. >> three palestine. three free, free palestine. the group, consisting of labor union leaders and members of the oakland educational association, filled the lobby of padilla's office in san francisco. they want him to vote against more military aid to israel. senator padilla voted in favor of an aid package that included an additional $14 billion in military equipment for israel. last week. >> well, the pier in the town that calls itself the last of the california beach towns is off limits right now until further notice after last week's big storm. officials say some of the piles at the end of the cayucos pier were swept away by the high surf and very strong winds. san luis obispo county supervisors say the pier is still attached. not, but not supported by anything. an engineer is being called in to check the damage.

always seems to be a crash or a trouble spot at idlewild this morning. another crash here. northbound 17 at idlewild. uh, seriously, almost every day we have a crash here. i'm not sure what's going on, but today it is blocking traffic, and it's slowing as you drive down to the valley. 731 let's go back to the desk. thank you. >> sal. happening today. people are invited to weigh in on several plans to increase the toll on the golden gate bridge. katie's allie rasmus is live in san francisco. to tell us why. bridge officials say that higher toll is needed. >> yeah, the fog has rolled into the golden gate bridge as well. you can barely make out the northernmost tower here. an hour ago, we had a nice clear shot. fog, a familiar sight at the golden gate bridge. but in this morning, no exception. but what we don't usually see on the golden gate bridge anymore is heavy traffic. the golden gate transportation department says that is part of the problem. people aren't driving over this bridge as much as they used to. traffic on the golden gate is about 80 to 85% of what it was

before the pandemic, and transportation officials say. in the meantime, the cost of steel, paint and labor has gone up. the toll hike is supposed to help close a $220 million budget shortfall for the agency that manages this bridge, so right now, if you have a fast track, you pay $8.75 to cross the golden gate bridge. drivers without fast track pay a dollar more. the golden gate transportation district will have a public hearing this morning to discuss which of several toll hikes to recommend by increasing the toll by either 50 or 40 or $0.35 a year over a five year period, all of those options would push the cost of this toll to more than $10 in the next couple of years. now, the public hearing is scheduled to start at 9:00 this morning. the golden gate transportation district will recommend which of these toll hike proposals to enact on march 22nd, and then the price will start going up to cross this bridge starting on july 1st. live in san francisco

the mayor saying she's not doing enough to crack down on crime. >> a number of east bay chapters of the california teachers association picketed outside several schools, demanding smaller class sizes and arrays. several of the chapters have already authorized a strike. members say that negotiations with their districts haven't led to enough progress toward new contracts. >> so we have chapters every where, standing in the streets, letting them know that our students are a priority. we want the best teachers for our students. >> they're essentially making no movement on what they're willing to offer. we know that dublin students deserve the best, and that is salaries that keep up with the increased cost of living expenses. >> the coalition includes teachers from 21 districts, including antioch, orinda, richmond and pittsburg. the teachers say their next step could be a strike on tracks. the really big thing is getting effective teachers into the classroom. >> so with the funding, it's really important to make sure we have contracts that will retain and recruit the best teachers

for our students. we talk with officials from several east bay school districts. >> dublin said it hopes to reach an equitable agreement with its workers while maintaining the district's fiscal health. while pleasanton school officials declined to comment, teachers there say they have a fact finding hearing, with the district on monday. >> our time is 735 scammers in san francisco are again targeting people looking for lost pets. imposters are calling the owners of lost pets pretending to be the staff from animal shelters and asking for money in exchange for the return of the animals at the agency warned that people of the same type of scam last year were around san francisco. animal care and control posted a social media message saying they would never contact anybody demanding payment for the return of a lost pet. >> foster city just completed a new levy improvement project that was ten years in the making . back in 2014, fema announced that foster city did not meet minimum flood protection standards. the mayor of foster

city says the $90 million project will address problems pointed out by fema and also benefit the people who live and work in foster city. >> we were put in the fema flood zone under the federal government, so we needed to build a levee. otherwise we would have had flood insurance would have been of the average cost, would have been 4 or $5000 per homeowner. >> the improvements also included more access to the san francisco bay trail along the shoreline of foster city. >> time now 736. by tomorrow, caltrans hopes to reopen at least one lane of highway 84 at niles canyon road. skyfox flew over all the work going on emergency repair work after the recent storms washed away part of that highway. highway 84, right now is closed in both directions between old canyon road and fremont and main street in sunol. well, the series of heavy storm days have prompted the sierra nevada snowpack to get even bigger. for the latest

measurements from the california department of water resources places the statewide snowpack at 86, a big jump from just three weeks ago when the snowpack was just 52. on january 30th. that's pretty good news. but there's still concern that the snowpack in the central and southern sierra is still not big enough. >> all right. 737 let's see what's happening on the roads. it's not rain today, but fog. many people are encountering. >> yeah, fog moves around rather quickly. garcia and dave, northbound 17. we have to start there. another crash at idlewild in the lexington hills. here. coming out to northbound 17. and people who live in santa cruz must be tired of it, because there seems to be a crash there almost every day on 17 near idlewild. if you're driving in cupertino northbound, 280 and northbound 85 are slow. there's a crash northbound 280 just north of 85, and there was another crash on 85 near 280. that whole area is slow this

the names of the three people killed last thursday morning after their car was rear ended on the bay bridge. the victims were 59 year old sean lot. a lot johann, 38 year old larissa weller and 29 year old ben

santa clara county are demanding a new contract. some of them protested in san jose, outside of valley medical center's main hospital. the union represents more than 3700 nurses who work in hospitals, jails, jails and clinics, and they voted overwhelmingly to approve a strike. the nurses say they're fighting for better pay, patient safety and better staffing ratios. >> if managing manager increases the ratios in its and it affects the employees to put the patients at risk, i beg you and i respectfully submit this article. i am the nurse in white now, a spokesperson for the county released a statement. >> it said in part, quote, the safety and well-being of our nurses and our entire workforce is essential for the county health system to deliver high quality and safe care to our patients. the county will continue to work towards a fair and competitive contract that

last weekend when he made a joke to flight attendants that tsa did not detect a bomb in his bag . when the crew members asked him about it, he repeated that he had a bomb. he was arrested, taken into custody, and no bomb was found. it is 757 state regulators. regulators are now suspending the request by waymo to expand robo taxi. service in san mateo in la counties. the decision by the cpuc comes after getting protest letters about safety concerns from local leaders in both of those counties. waymo is already operating in parts of san francisco and los angeles county. we reached out to waymo for a comment, and the company says it is standard procedure for the cpuc to issue a suspensi for further review. also, waymo says the action does not affect waymo's current service as well. san jose is moving ahead with a plan to

develop an urban village on the site of the berryessa flea market. developers tried to scale back that project a lot. from 2,000,000ft!s of office space and 35,400 housing units to just 940 townhouses. but a new agreement will keep the original plan with more housing, the city could create a special property tax district to raise $100 million for interest structure improvements. there's a new survey out. it shows that pet owners feel financially strained because of the rising costs that come with being a pet owner. usa today conducted a survey and found 91% of respondents admitted to having some level of financial stress over the past year because of pet related cost cuts. now, in response, 66% of those who surveyed said they've reduced their personal spending and

slowly. ktvu bailey o'carroll live in san francisco this morning with what she's learned. bailey, tell us, andre. >> good morning. well, i can tell you from personal experience, i woke up at 2 a.m. this morning with no cell signal, 3 a.m. when i left my house, still dark and early this morning. still no service. it wasn't until we came back to the city around 5:00 this morning that that service kind of came back to my phone. now people, though, all across the country dealing with this outage from la to philadelphia, atlanta, of course, up here in the bay area as well. now how it is affecting people with verizon and t-mobile though at&t customers do seem to be by far the most effective affected, unable to send text messages, make phone calls or use internet services on their phone. one woman we spoke to out here this morning in san francisco said her service actually just went out. >> i was just walking down this path and then all of a sudden it

cut out and said, i lost service . so she told me to deal with that. >> she actually just turned off her phone. the most people we spoke to say they must have slept through the outage. some people obviously, though still losing service. in a statement, the san francisco department of emergency services said that they're aware of what's going on. they're in touch with at&t, they wrote, if you are an at&t customer and cannot get through to 911, then please try calling from a landline. if that's not an option, try to get a hold of a friend or a family member or a customer of a different carrier and ask them to call 911 on your behalf. now, no word yet on what is causing this outage or just how soon everybody will have their service restored here this morning that service went out around midnight eastern time, so 3:00 our time this morning is what most people are reporting. when they did lose that cell signal. now i also want to

san francisco police commission approved a new policy aimed at preventing officers from making certain types of traffic stops. >> the commission voted to restrict the use of so-called pretext stops by officers. those are stops where the officer pulls over a driver for things like expired tags or a broken tail light, because they believe that a more serious crime may have been committed. the police union says pretext stops are useful for seizing guns and drugs, but critics worry that black and latino drivers are targeted by police following a disturbing incident in which a man delivered an anti-semitic address to the walnut creek city council during a meeting this week. >> we know more about what happened and the man spoke during public comment and directed his comments towards city councilman kevin wilk, who is jewish. wilk tells us the man is from modesto and is known to the fbi. >> there will always be hate speech, but we have to be able to rebuke it and call it out for what it is and ostracize it. it's not just an attack on me or on judaism or jews. this is an attack on everybody. it's an attack on everybody's freedom.

housing for all act in the us senate. senator padilla says that housing is a human right and that it will take government at all levels, from local to federal to find solutions to homelessness and increase affordable housing. if congress approves the bill and the president signs it, it would provide $45 billion for the national housing trust fund for the next ten years. that money could be used to help find housing for seniors and people with disabilities, could also create more housing and provide vouchers for low income individuals and families. california officials are reportedly in talks with native american groups over the possible transfer of ownership of property in northern california along the klamath river, according to the chronicle. planning documents indicate the state is looking to transfer property in siskiyou county to the shasta indian nation and potentially other tribes as compensation for the effects of the dams and their removal. >> time now is 809. we do have some slow traffic here at the bay bridge toll plaza and many

we have not yet had what's called a mid-winter dry spell. they are extremely common to go two and three weeks of dry weather. jan noel of golden gate weather services has done extensive research on that. and if you look at his link on golden golden gate weather services, you can read about it. we've not had that yet. we get like 3 or 4 days, five days and then rain returns. we will get a break between today and sunday and temps will bump up even with cloud cover tomorrow, saturday looks to be the warmest day at low 70. i think for a few, but colder air is on the way. starting monday into tuesday and then again at the end of next week. we'll get some rain monday. i don't think it's a lot, but the pattern to watch will be for an end of next week. that's your cloud cover coming in tomorrow. so as that low retrograde see as it spins that cloud cover on us, there's your saturday. that'll be mostly sunny and warm, i guarantee it. now here comes the system for late sunday. monday and that's snow in the mountains. that's a lower snow level. and then the system to watch will be the one next thursday. there she is. and we we'll get about 3 or 4 days

it's now filled in again, so it was improved for a bit and now it's slow again and we're going to check the bridge to see if anything comes up, because it has been pretty slow in the last few minutes. 831 let's go back to the desk. >> happening today. people are invited to weigh in on several plans to increase the toll on the golden gate bridge. ktla erasmus live in san francisco to tell us why bridge officials, ali say that that higher toll is necessary very well. >> we're at the golden gate bridge toll plaza. we can't show you the towers of the golden gate bridge because they're shrouded in fog. that's not uncommon to see. and fog a regular sight here. what's not as regular is traffic congestion on this bridge. this is one of the bridges in the bay area where we usually don't have traffic problems here. and the golden gate bridge transportation district says that's part of the problem here. not as many people are driving over the bay bridge or, excuse me, the golden gate bridge as they used to traffic on the golden gate is about 80 to 85% of what it was before the pandemic, and transportation officials say in the meantime,

the cost to maintain this bridge has gone up. cost of materials like steel, paint and labor. they're proposing a toll hike to help close a $220 million budget shortfall. and a public hearing about that is scheduled to start just about 30 minutes from now. so right now, if you have fast track, you pay about $8.75 to cross the golden gate. drivers without fast track pay a dollar more. the various toll hike proposals would increase the toll by either 50, 40 or $0.35 a year. over the next five years. and that means in the next couple of years, everyone would be paying more than $10 to cross this bridge. >> i know it costs a lot for the bridges to fix the bridges and all the roads, and everything keeps going up. but you know, our my pension isn't going up, so i'm just trying to make it work. >> and again, that public hearing will start at 9:00 this morning. so just about a half hour from now, the golden gate transportation board will make a decision by march 22nd on which of the various toll hike

i know it's over. around benicia, around vallejo, 80, san pablo bay, near petaluma, santa rosa. i think it looks like it's been burning off for other areas. so maybe some of that's beginning to retreat a little bit, but still a dense fog. advisory until 10:00. originally and officially it was north bay valleys. but steve unofficially said, i'm going to include the east bay as well in parts of solano county because it was crazy thick there for a while. uh, still a quarter mile visibility at novato. petaluma says zero. napa airport's improved from 0 to 5. so i think that has happened. fairfield has gone from almost zero to over a mile. so it's beginning to lighten up here for some. and it should start to by the time you get to about 830 9:00 it begins to lift. but there's still some out there, 40s and 50s on the temps system looks good, but it's doing the dance where it's going to go backwards. rain ends for now, but it'll only end, i think, for about four days. we have not had an extended stretch of dry weather as in 2 to 3 weeks this winter, which is extremely unusual. usually we do, but we get a dry forecast
