leading cause of death among children. the announcement to help bay area families have better access to essential medical care. the news at noon starts now. this. is ktvu, fox two news at noon. good afternoon and thank you for joining us. i'm andre senior i'm garcia mikaelian, a massive cell phone outage affecting people nationwide. >> and here in the bay area is in the process of being resolved. service has been restored to three quarters of the at&t customers who couldn't make or receive phone calls earlier this morning, ktvu bailey o'carroll in san francisco with more from coast to coast people across the u.s. were dealing with cellular service outages on thursday. >> i was just walking down this path and then all of a sudden it cut out and said, i lost service. >> people using verizon and t-mobile were affected, though at&t customers, by far seem to be the most affected. unable to send text messages, make phone calls or use internet services. one woman we spoke to said she

wasn't going to let the outage impact her day. >> like anytime you lose service , we're so dependent on these devices that you know it can be a moment of frustration.& >> in a statement, the san francisco department of emergency services said they're aware of what's going on and that they have been in touch with at&t. they wrote, if you are an at&t customer and cannot get through to 911, then please try calling from a landline. if that is not an option, please try to get a hold of a friend or a family member who is a customer of a different carrier and ask them to call 911 on your behalf. for many, the outage raises the question about the reliance on cellular service and data. >> it's a battle of sort of old ways and new ways, right? at&t had wanted to stop servicing the landlines in the state of california and the reason is it wants to invest in future forward technologies and landlines can't support data. and high speed internet. >> two weeks ago, almost exactly at&t proposed ending landline service in california altogether. but one tech expert

we spoke to said while the importance of a landline phone is prominent today, that new technology can also help these outages that we have today are just reminders that we're still vulnerable. al, as for what led to the service outage, well, at&t says they are not sure just yet. that is under investigation . reporting in san francisco i'm bailey o'carroll, ktvu, fox two news. >> an earthquake rtled parts of the bay area this morning. it was a 3.2 magnitu earquake that struck four miles east of fremont around 930. some people reported feeling the quake as you'd expect with something this size. no damage was reported. we now know the name of that little boy allegedly shot and killed in santa clara by the mother's boyfriend. >> the santa clara county coroner's office identified the child as three year-old ivan martinez alvarado, the suspect, sergio gomez, is set to appear in a santa clara county court this afternoon. the 24 year old is charged with murder and resisting arrest. investigators say the child's mother called police tuesday morning and said her boyfriend, who lived with

her, had shot her son inside the apartment. >> the booking charges were murder, resisting arrest and commission of a felony. armed with a firearm and use of a firearm during the commission of a felony. >> police say gomez is not the child's father. the motive for the shooting remains under investigation. >> get ready to pay more to drive across the golden gate starting this summer, the golden gate transportation district will consider several plans to hike toll prices by july 1st. ktvu allie rasmus explains why transit leaders say they need the extra money. drivers with fast track pay $8.75 to cross the golden gate bridge. >> those without pay a dollar more, but in the next couple of years, all drivers will have to pay between 10 to $12 to cross this bridge, depending on which toll hike plan the golden gate transportation district approves , there are three options to raise the toll by either 50, 40, or $0.35 a year over a five year period. >> it's so expensive, it just

makes it more and more expensive to live around here. unfortunately we absolutely understand that no one likes tolls going up golden gate transportation officials say people aren't driving over the bridge as much as they used to. >> bridge traffic is down since the pandemic. it's back to about 80 to 85% of what it was pre-pandemic, and bus and ferry ridership on golden gate ferry and golden gate transit is about half of what it was. >> it's a loss of about $900,000 in revenue for this bridge. every week. while costs have gone up. >> paint and steel to maintain and operate the golden gate bridge, it's for our bus and ferry transit systems, fuel repairs, those sorts of expenses, as well as our staff that help operate our services. >> i know it costs a lot for the bridges to fix the bridges and all the roads. everything keeps going up, but you know, our my pension isn't going up, so i'm just trying to make it work. >> at a public hearing this morning, some people suggested charging pedestrians and cyclists a fee to cross this bridge to help close the district's expected $220 million budget gap.

>> after attending the fundraiser in los altos hills this afternoon, the president will head back to the white house. >> while president biden was at fundraisers in san francisco, hundreds of protesters gathered nearby demanding that the president support a cease fire in gaza. hi also, the protesters want the u.s. to stop sending money and weapons to israel. >> joe biden to call for a cease fire immediately. >> and we need him to condition aid and stop selling arms to israel. >> there was a large police presence surrounding the protest, and while president biden is in the bay area, governor newsom is in washington for the national governors association winter meeting starting today. newsom is joining governors from across the u.s, along with federal officials and leaders from business, academia and philanthropy. the conference goes through saturday and will include conversations on top policy issues facing states now. now to a developing story shocked israeli drivers scrambling to get out of the way during a terrorist attack near a

checkpoint in the west bank. >> the incident comes as tensions in the west bank continue to spike. israel showing force in a city crowded with displaced people from gaza as officials threaten to launch a ground offensive there if hostages are not released. trey yingst reports. it's >> israeli police say three gunmen opened fire with automatic weapons on cars waiting near a checkpoint in the west bank. the shooting happened while morning traffic was moving slowly on a main highway east of jerusalem. >> teams of marda got to the place and a few minutes with icu units, regular ambulances, motorcycle first responders, israel's national security minister visiting the scene. >> i expect that there will be more and more checkpoints here. we need to finally come to an understanding our enemies are not looking for excuses or enemies just want to harm us. >> meanwhile, in gaza, southernmost city of rafah, where approximately 1.5 million displaced gazans are seeking shelter, a new round of destruction on thursday. >> the mosque was struck by two rockets. >> see all those houses that

were destroyed here? they were housing for displaced people. >> the latest strikes come as there are reports of new attempts to reach a ceasefire deal. however, members of israel's war cabinet are holding firm, saying unless hamas agrees to release the remaining israeli hostages from gaza, israel will launch a ground offensive into rafah during the upcoming muslim holy month of ramadan. families of hostages are trying to be optimistic. i've got hatred for hamas, but i have to keep that down because if i fill my heart with too much hate, there's no room for the love of the family that have gone. officials believe 30 of the remaining 130 hostages are believed. to be dead in tel aviv, trying. ktvu fox two news. >> new at noon south bay congresswoman anna eshoo is emphasizing the urgent need to address pediatric cancer. representative she was at lucile packard children's hospital, stanford, this morning. she announced. she's introduced three bills to address pediatric cancer. she says two of them are directed at closing loopholes that prevent children from

benefiting from combination therapy. the other speeds up the fda approval process of pediatric cancer treatment drugs. >> we can't know whether a drug will work for children if we don't test it, and both bills will fix this. the legislation, i think, can save children's lives. i'm so grateful. >> pediatric cancer is the second leading cause of death among children ages 1 to 14. >> final preps underway in san francisco for this weekend's chinese new year parade. how businesses are gearing up to host hundreds of thousands of people. plus, there's only 20 minutes later. >> we're in the most violent turbulence i could imagine. now i'm panicked. now i'm like, well, this isn't good. you know? we're hearing from the passengers inside that united flight from sfo to boston that had to be diverted after passengers noticed parts of the wing were broken, how it even had the pilot coming out of the cockpit mid-flight to check out the damage.

of the wing were broken in. fox's ashley michaels spoke with an aviation expert and a passenger who recorded the damage. a little boy, what a day. >> that is an understatement for the people traveling on this united flight diverted to denver. >> there you go. going up the inspection. >> we've got a front row seat. thanks to a passenger with a perfect perspective of i'm the play by play announcer for a professional ski tour. >> we were out at big bear, california, doing one of our world pro ski tour events. >> so when his flight didn't go as planned and he did what he does best, that when we took off from san francisco to head to boston, i heard this incredible vibration and looked out the window and find pieces of the wing missing, he says. the pilot even came out of the cockpit to see it for himself. >> if it was only 20 minutes later, we're in the most violent turbulence. i can imagine. now i'm panicked. now i'm like, well, this isn't good. the wing

is partially coming apart and we're shaking so hard i can't believe it. i'm just like, okay, is this the day my assumption was that it, uh, took took a bird strike. >> msu denver aviation expert kevin kuhlman says the damage likely isn't as catastrophic as it may look. >> there didn't seem to be any, you know, disruption to the airflow. so the aircraft seemed to have flown normally, he says. >> the piece, called a wing slat, gives the plane more lift and helps pilots land at a slower speed. >> all my friends are texting me going, you were so calm i'd have been panicked. i'm like, well, what's panic going to do? >> he kept giving the play by play instead and we're just about on the ground. >> i can't wait for this flight to be over safely. >> landed in denver? yes all on the ground. >> plane intact. >> the guy who calls ski races is now recalling his own story.

>> best buddies from new york just called. he said. what the. you're on tv right now. >> and then flying to sfo is facing a felony charge of making a false bomb report. authorities say mac bjorn was boarding a jetblue plane at fort lauderdale airport last weekend when he joked with flight attendants that tsa failed to detect a bomb inside his bag. when crew members asked him about it, he repeated that he had a bomb. he was taken into custody. no bomb was found. >> the pier in the town that calls itself the last of the california beach towns is off limits right now until further notice. after last week's big storm. officials say pilings at the end of shakespeare was swept away and high surf and strong winds. san luis obispo county supervisors say the end of that pier is still attached, but it is now not supported by anything , and the engineer is being called in to assess the damage. by tomorrow, caltrans hopes to reopen at least one lane of highway 84. sky fox flew over the area as work crews conducted emergency road repairs to a section of the highway that was

washed away. highway 84, also known as niles canyon road, is closed in both directions right now between old canyon road and fremont and main street in sunol . >> this is the first truly sunny day i think we've had for a while here. at least behind us along the oakland estuary. mark >> yeah, we're happy about that. we're celebrating right, with more sunshine today after some dense fog this morning. so definitely had some low visibilities across parts of the bay area for the morning commute. not everywhere, but still where the fog was. it was definitely a big player in your forecast at least a big player in the pattern this morning. in fact, this was the fog satellite from earlier today showing you the cloud cover out toward brentwood, out toward portions of solano county, and up in the north bay as well from sonoma county down toward marin. and as we take a closer look right now, we still have some lingering patches out there. so not 100% in the clear, just yet. as you can see across the bay area, showing you the visibility reports, you can see we're down to near zero visibility across portions of the region earlier this morning, but you'll notice over the past few frames we'll

bring it up to the current time right now. and everybody has a pretty good visibility. so at least that that dense fog is starting to lift in most areas. here's a satellite where you can't pick out a big circulation out there in the pacific out to our west, and that'll probably just send in some clouds for tomorrow in your friday outlook. but today we're looking pretty good and actually fairly comfortable to get outside some upper 50s to some lower 60s this afternoon. and the radar, as you know, has been so busy over the past several days. finally, we get a break for today. in fact, we have some more blue sky this afternoon. here is our live camera looking out toward the golden gate bridge. a few high clouds out there. you can see in the distance some patches still of some low clouds out there impacting the visibility now. current numbers santa rosa 56 degrees. concord mid 50 and san jose. right now checking in 63 degrees with overall partly sunny skies across a good portion of the region. so here is the big picture. out in the pacific you can see this area of low pressure offshore out spinning to our west. you might think, oh it's going to lead to rain today or tomorrow, but it's

going to just hang out offshore here. and this area of high pressure wants to build in. so we get a break in the rainfall and it's a mild to warm pattern. in fact, saturday will be the warmest day of the week. and that means the warmest locations could be approaching the lower 70s. so the weekend off to a great start. i think we'll probably bring in some more clouds by sunday. here we are today for your thursday. really are looking pretty good. you can see the clouds and the rain offshore. here's a set up into your friday. some clouds kind of moving in from the southwest. so we will bring in definitely some more cloud cover, partly to mostly cloudy skies. and then on saturday, as i mentioned, it should be the nicest day of the week with with overall fair skies and temperatures in the upper 60s to the lower 70s. and then on sunday there's a slight chance of a shower, but we will begin to bump up the shower chances into early next week. take a look at the numbers this afternoon. forecast highs upper 50s in pacifica. lots of 60s around the bay and santa rosa 60 degrees san jose getting warm 66 degrees and still some leftover patches of some fog out there and also watching the weather closely for saturday evening. the chinese new year parade in

fourth floor of the building and quickly spread to other apartments. some people had declined from their balconies to escape the flames to safety. no word on injuries or how this fire started. united airlines is sending flights to israel for the first time since the war, with hamas began last october. united is set to become the first major us airline to resume its services to israel. united says the first two flights will be march 2nd and fourth. the airline also says it does not expect to restart nonstop flights from washington, d.c. to san francisco and chicago until later this year. saturday marks two years since russian forces invaded ukraine. >> many thought russia would

overtake the small country in a matter of days. ukraine is keeping up the fight, but the ukrainian president says they need more funding and soldiers on the front lines. rebecca kaster reports. >> two years into russia's invasion, desperate for more soldiers, ukraine is considering expanding its military draft as it tries to hold on to the land its troops have reclaimed from russia. >> we still need additional mobilization because all we can do now is barely holding the enemy back. >> a lack of soldiers is not the only thing crippling ukraine's war effort, but also dwindling funds and weapons from western allies, including the united states. as some members of congress say they're done sending blank checks. what happens if the us for some reason, does not give you the fondness? >> do you have another option? is there another option in this help? >> is crucial. so without it, sorry, but we will have more and more such heroic guys who will be in the hospitals friday.

photo of herself with her daughter, who is a student at stanford university, saying she had flown to be with her. a second alabama ivf provider has paused parts of its treatment after a court ruling on frozen embryos. families who are trying to have a baby are concerned about a decision made by alabama supreme court that froze embryos . frozen embryos have the same rights as children. the court's decision comes from wrongful death suits filed by couples whose frozen embryos were destroyed in an accident in an alabama fertility clinic. the court says their decision is based on the state constitution, which recognizes the, quote, rights of the unborn child, equating an embryo to a child is scientifically unfounded, and the clinical ramifications of such a legal decision are tremendous. the ramifications are already being felt to the university of alabama hospital in birmingham stopped providing ivf treatments some couples seeking treatments say the court decision is stepping on their

a nationwide outage that impacted people coast to coast and here in the bay area. gerri willis has the latest developments. >> a major cellular outage impacting tens of thousands across the u.s. >> reports started at about 12:46 a.m, when tens of thousands of people started to say, hey, my phone's not working. that's a large number for the middle of the night. >> this is at&t. second major outage within a week. the carrier releasing a statement saying, quote, some of our customers are experiencing wireless service interruptions. this morning. we're working urgently to restore service to them. we encourage the use of wi-fi calling until service is restored. lord digital service tracking site downdetector says folks were impacted in multiple parts of the country, hitting states like texas and georgia

the hardest all up and down the eastern seaboard, central part of the u.s. houston has a big reporting number there, stretching all the way out here to the west, but both verizon and t-mobile say their service is fine. the problems only occur when their users try to call people with at&t. t-mobile says, quote, we did not experience an outage. our network is operating normally. down detector is likely reflecting challenges our customers were having attempting to connect to users on other networks. verizon saying its network is, quote, operating normally. >> this just doesn't happen. you just don't have much. multiple wireless networks go down simultaneously and have this level of outage. >> at&t global network operations center, which handles major outages, is assessing the situation. still no word on what caused the problem in new york. gerri willis ktvu fox two news. we now have the names of three people killed last thursday

morning after their car was rear ended on the bay bridge. >> they've been identified as 59 year old sean ludt. johan 38 year old larisa weller and 29 year old bhim thorpe, all three from alameda county. they were killed when the mini cooper they were riding in was hit by a pickup truck. the car was registered to. weller stopped in the far right lane when it was rear ended. investigators haven't said who was driving at the time of the crash. >> the co-founder of google is facing a lawsuit involving a deadly plane crash off the coast of half moon bay. the pilot, lance mclean, was flying from santa rosa to fiji last may in a plane owned by sergey brin. the aircraft went down off the san mateo coast, killing mclean and his copilot. mclean's widow is filing a wrongful death lawsuit naming sergey brin and google because the company was part owner of that aircraft. investigators suspect that a problem with the plane's fuel tanks caused the plane to crash. the family of oscar grant is getting a little closure, 15 years after he was killed by a bart police officer on the fruitvale bart station platform this morning, alameda county district attorney pamela price returned oscar grant's cell

these developments, we'll bring you more on the president's visit to the bay area today at four. >> for more than 100,000 student loan borrowers are getting some good news today. fox's carter hansen has more on the announcement from the president. this plan is the most generous repayment program ever. >> more than 150,000 borrowers could be getting emails with a message from president joe biden saying they're student debt has been wiped out. college is way too expensive. >> i went to grad school and had 150,000 in loans when i when i graduated, but i, i paid those off a while ago. >> to qualify. people need to have paid their student loans for ten years and borrowed $12,000 or less. the biden administration says this is the first round, and it cleared more than $1 billion in loans. >> i'm happy to have been able to forgive these loans because when we realize and we leave americans of their student debt, they're free to chase their dreams. >> biden's original, more extensive student debt relief plan was shot down by the supreme court. the administration believes this plan will withstand any legal

your friday forecast. as far as far as this morning, the biggest deal we had some areas of dense fog out there and dense fog advisories for parts of the bay area. it still looks like we have some lingering patches scattered around the hillsides. also up in portions of the north bay and especially it looks like it's still lingering closer to rio vista, antioch and brentwood this afternoon, but out toward the golden gate bridge. we actually have some more sunshine with some more blue sky up above. we'll show you some of the current numbers. santa rosa, 56 degrees san francisco and concord in the upper 50s, oakland 56 and san jose. one of the warmer locations. checking in 63. so we have this area of low pressure offshore. you might think, okay, it's out here, we're here that means rain for us. not just yet. we get a break in the rainfall for today and tomorrow and into your saturday. in fact, a thursday and a friday. and into saturday for today. we have a mild to warm pattern and a break in the rainfall. saturday will be the warmest day of the stretch. that means the warmest locations will be back up into the lower 70s. as we start off the weekend. here we go for today though we
