amber lee joins us live from san francisco. amber, a lot of excitement ahead of tomorrow. >> greg. that's right. there is a lot of excitement as we wait for pageant officials to name the new miss chinatown usa. right now we're at union square. this is the broadcast center, right next to me. over here are the bleachers that were set up earlier today. and this is where the parade will go by. we went to several locations to show you the work that's being done to prepare for that huge, spectacular parade tomorrow along san francisco's waterfront, workers put on the finishing touches to the year of the dragon floats, designed to dazzle. during the chinese new year parade. >> this year was really fun because the dragon allows for a little bit more creativity than, say, a rooster. >> so we were really able to push color, texture, environment in ways that we don't always get to do. >> stephanie mufson designed many of the floats, and with the help of a crew, built 18 of the 19 that will be featured in the

parade. dragons with different looks and feel behind me, of course, is my favorite, our disco dragon. >> i'm really, really enamored with him dying contestants competed in the miss chinatown usa pageant held at the hilton hotel, union square, on the eve of the parade. >> they come from all over the united states, including hawaii, texas, and illinois. the pageant coordinator was herself a contestant and titleholder ten years ago. it's really about beyond. looks. >> it's about how how they speak, how they represent their city specific city or country. >> ashlyn suey, last year's miss chinatown usa, has this advice for young women if you know what your passion is, put everything you can into it and we have number five. >> don't be afraid to be fearless. >> at sunset, the production crew tested the lights set up at union square for ktvu live broadcast of the parade. our station has been bringing this historic event into viewers homes for more than 35 years.

>> there's a new dragon that's close to 300ft long that came in from china, just for this event. there's a couple groups in the parade that are here for the first time. that'll be that'll be great to see. and we're bringing back a live fireworks show set to music. so that should be a lot of fun and a great way to button up the parade at the end of the show. >> organizers tell me the floats will be moved into place tomorrow at noon to market and second streets, where the parade starts. mike mibach claudine wong and i will bring you live coverage from out here. we hope you'll join us here or at home. greg. christina, you've all been working incredibly hard in preparation. >> an amber looks great. we can't wait for the parade. the parade routetretes about 1.3 miles. it starts at second and market streets, wraps around unn sqre and ends at kearny street and columbus. avee. well, there are ticketed bleacher sections watching the parade at street level is free,

and there are no bad vantage points. some nearby streets will be closed for most of the day. >> san francisco police will have extra patrol officers on duty during the chinese new year parade this weekend. uniformed and plainclothes officers will be deployed throughout the parade route and in the crowds. officers will also be using new surveillance cameras to scan the area and track down any bad actors. as police chief bill scott is asking for the public to be vigilant and to report any suspicious behavior. >> if you see somebody with a weapon, please call it in. if you see something that looks suspicious, please call it in. and if you see something that looks like it's about to happen in terms of violence, call it in right away. report what you're seeing. we will be there. we will respond with recent political demonstrations over conflict in the middle east. >> police say they are also prepared for any protests or demonstrations that may pop up during the festivities coming. up a bit later in our newscast, a sneak peek of this year's opening act for the chinese new year parade, featuring a group of young dancers from fremont.

we'll introduce you to some of those performers as they get ready to make their debut at the parade. that story coming up at 1030. >> new at ten. a judge has approved a request by the city of san francisco to pause a lawsuit involving sweeps of homeless encampments. the city asked the judge to pause all legal proceedings to avoid wasting public resources until 30 days after the u.s. supreme court issues a decision in grants pass versus johnson. that case will decide whether a city in oregon can enforce a ban on public camping against homeless people who do not have access to shelter elsewhere. the high court's decision will have wide reaching impacts. they are set to hear arguments on april. 22nd. >> police in san pablo are lookg for the driver who struck an officer with her vehicle. after a brief pursuit. it happened around one this afternoon in the area of alfreda boulevard. police say a woman ading officers when sher and crashed into a parked car. an offi then approached the woman, and that's when police say she drove toward the officer and hit him. the officer fired

his gun, but the suspect got awaye officer is expected to be okay. the woman was reportedly driving a red 2018 chevy malibu. >> new at ten, a menlo park neighborhood on edge tonight, after facing more than a dozen burglaries since the beginning of the year, everything from jewelry to hole safes taken from homes in the city's sharon heights neighborhood. ktvu zac sos live in menlo park. after speaking to neighbors tonight and zach, is there any sense of who might be behind this? yeah >> no, greg, that is still the big question. and this community not used. to crime like this, police want to know is this the work of one criminal? is this the work of a group, or is this the work of different criminals? police say right now they just don't know. >> at night. it's scary to think if somebody is watching you to see if you're out. >> since the beginning of the year, all the crime notifications in this menlo park neighborhood hard to ignore one

burglary after another. >> i put my alarm. on every time we leave the house, even for ten minutes. we didn't used to be like that. >> the homeowner who didn't want to provide her name well aware of just how many 14 in the city and according to police, almost all of them in sharon heights, her neighbor among the victims, they lost a lot of things. >> um, of meaning jewelry from parents from 30 years ago. and stuff like that. it is heartbreaking. >> police say the thieves have been striking when no one's at home stealing along with the jewelry and tire safes and designer items. the department says it's beefed up patrols in the area, but some neighbors say they'd still like to see a bigger presence. as rashawn mod, who grew up here, there's only so much that the police can do, and that's ultimately what it comes down to. >> so it's just unset calling, calling the crime unthinkable. >> even just a few years ago, police asking neighbors to take additional security precautions and be on the lookout for anything suspicious, like a certain car that's parked somewhere that you know, is

there for longer than usual. >> i'll go ahead and ask my neighbor like, what's going on? >> notify the neighbors. when we're going and so they can keep an eye on the place. measures this neighbor who just moved in and didn't want to appear on camera, plans to adopt right away. >> i'm a female and i live alone, so it makes it ten times scarier to be in that type of situation. crime like this. >> what? she says she moved here to get away from. told by friends. >> and that's one of the safest areas near the bay that you could go to. that's perfect. so hearing about this is pretty alarming thing. and police are asking anyone with video or information tied to these crimes to reach out. >> the city has also set up a video surveillance camera registry program, allowing anyone with cameras on their property to let police know where they are located and in case another crime happens nearby. greg. >> yeah, hopefully police can get some leads here tonight. zac sos live in menlo park. zach.

thank you. two east bay cities have been hit by a ransomware attack. local officials announced they learned they were targeted in a cyber attack yesterday. they've now declared a local state of emergency as they work to restore services. they say they are working with law enforcement officials to investigate the attack. at this time, it is not clear what the hackers targeted or what services are being impacted. but the city assures residents that emergency services, including 911, are. up and running, and the city of pleasant hill was also targeted in a cyber attack yesterday. the city says the intrusion was quickly dealt with to minimize damage. the extent of that attack remains unclear, but officials say city services were not compromised and public safety was not threatened. >> new information tonight about the in vitro decision out of alabama. some presidential candidates say they are concerned about the future of in vitro fertilization. after that controversial ruling, the stakes for republican challengers donald trump and nikki haley are high ahead of this weekend's south carolina primary. fox's kevin corke is in washington

with the story. i strongly support the availability. of ivf for couples. who are trying to have a precious little beautiful baby. >> a controversy alabama supreme court decision now turning into an election issue. >> the ruling says couples who lost frozen embryos at a storage facility can sue the clinic for wrongful death. some worry the ruling could. discourage in vitro fertilization clinics from operating and today i'm calling on the alabama legislature to act quickly to find an immediate solution to preserve the available of ivf in alabama. gop challenger nikki haley. initially telling nbc news that she considers embryos to be babies, but she later clarified that she didn't necessarily agree with the ruling, and she does not want fertility treatment to shut down. in her response, ahead of a critical primary battle in her home state

movement. three of the san jose state alum who made it possible were recognized tonight at uc berkeley during a black history month celebration. ktvu joy huerta is live on campus tonight, where he spoke with the honorees. joey >> well, christina, they're definitely being celebrated here on campus tonight. but back in the 60s, they faced a lot of backlash. their message tonight on campus, though, is the same as it was all those years ago. the struggle continues. rouz a crowd of admirers packing the uc berkeley alumni house friday night to honor three giants as athletes and scholars and change agents. >> you exemplify the spirit of generations. >> two san jose state university sprinters on a victory podium at the 1968 olympics in mexico city. it's known as one of the most iconic sports images of the 20th century. we became a beacon in the lighthouse bronze medalist john carlos on the

right, referring to his claim to fame standing alongside gold medalist tommie smith in the center with their heads bowed and each with a raised fist, the black power salute all of this during the national anthem, a silent protest during the civil rights movement. we were universal because we had television at that time that went around the world and the world got a chance to see us, almost like they opened the blinds for society. reporter the athletes advocating for black people in the u.s. and around the world. >> we joined together and decided to make a stand not only a physical stand, but an academic stand to lend help to those who believe running was a lifelong message. >> reporter their inspiration then san jose professor doctor harry edwards, creator of the olympic project for human rights. >> i don't think anybody expected, you know, 55 years later for us still to be saying, hey, this was an important

event. >> the goal to inspire black athletes to boycott at the 68 olympics, to shine a light on the civil rights movement and to inspire change in america. >> we're better than our church is being bombed. we're better than presidents and presidents, candidates and civil rights leaders being shot down. we're better than denial of civil and human rights, a cause they believe still rings true today, and one that the next generation at cal is grateful for honoring this iconic trio for their contributions to sport and society. >> they believe the struggle continues as. well, the backlash was major for them, not unlike colin kaepernick kneeling and more recent memory. both these men were actually kicked out of olympic village for politicizing the games back then, and they say people watching the olympics at that point in the at that time, just didn't understand what they were protesting. here

at berkeley, though, they get it. and they celebrate it. christina. yeah good to see how times have changed. >> joey horton live in berkeley tonight. joey. thank you. the peninsula now has a permanent place where people can go to learn about and help preserve black history. the dominican black history museum and learning center is in redwood city. it had been a pop up museum for about three years, until state senator josh becker helped to secure $2 million in state funding for the 22,000 square foot facility for a longer time, the museum showcases the history of black americans through music, politics and action, sports and the struggle for racial justice. the museum's founder says. the whole point is educate, listen, and i think that it has been too long that even within 230, 24, the history is still not taught in the schools. >> just walking around here and learning has shown me the influence of black history and

black person in representing something for black people. and on some level, franklin feels that you can catch a brand new episode of voices for change this sunday morning at 930 on ktvu plus, and at 630 in the evening right here on ktvu. >> you. new at ten, a world war two veteran in pleasanton celebrated his 100th birthday today with a surprise party. at home. >> dan ashton was greeted by a large crowd when he walked into the clubhouse at the stone ridge creek senior home, where he lives. ashton served as a navy lieutenant during world war two. he later became a chemical engineer. during today's party, ashton received a congratulatory letter from the white house as well as 100 birthday cards from students in the community. by the way, we're told he exercises three times a day. he doesn't even look his age. he does not look so young. >> happy birthday. yes happy

gillette was arrested on suspicion of murder for the incident earlier this week. now santa clara's district attorney has charged him with murder for the death of 41 year old zakariyah fierro. police say the two men got into a fight inside

williams liquor on lee avenue, and it ended when gillette allegedly strangled the man and killed him. >> two men painting a building in north san jose were hurt when one of them made contact with a high voltage transmission line. it happened at the crescent village apartment complex on zanker road near valencia street at about 11:00 this morning. the view from skyfox here shows rescue efforts. san jose fire battalion chief mark thomas says the two men were working at the top of a boom lift, about 40ft above the ground when one of the victims somehow made contact with the pga transmission line. >> we don't know what the sequence of events were that that made the that led to the contact with the transmission lines. one of the workers that was in the bucket made contact with the transmission transmission lines. and he suffered burns, electrical burns by 3 p.m, rescuers were able to get the men down and take them to santa clara valley medical center for treatment. >> a woman is now in custody

after she broke into the home of an 88 year old woman in sacramento county. 30 year old destiny oaks is accused of kidnaping, robbery and other charges for the wednesday incident. caught on camera, lois frazier says oaks climbed the fence into her back yard. when frazier asked her to leave. oaks is seen grabbing a pair of garden shears. the two even got into a struggle at the door. frazier was able to call 911, and that's when the suspect stole frazier's keys and car. i have plans on moving. >> i'm not going to stay here very long by myself, you know? and i kind of hate that because i'd rather stay in my own home. but it's just not safe. >> authorities say they are still investigating what led oaks to frazier, since they do not seem to have a connection and had never met before. >> eight people died today in a crash in the central valley. officers were called to the crash this morning near avenue seven and road 22, in rural madera county. that's about 25

>> the president urged all of the governors in attendance to put pressure on their congressional representatives to support a bipartisan bill on border security. the president says he's exploring executive actions that he can take to address issues at the border, but there is no timeline yet on when that could happen. >> today, we wrapped up our series of interviews with the three frontrunners in the race to fill congresswoman anna eshoo seat in the silicon valley. >> early on the four, we spoke with former san jose mayor sam liccardo about how he would approach working with leaders across the aisle. >> we know that background checks are incredibly important to improve safety for gun purchases. democrats and republicans strongly agree about 75% of americans do. so. we yet we have enormous exceptions that enable people to get access to guns without any background check. so let's start with the areas where we can agree. >> liccardo also says if elected, he would advocate for reproductive rights at the national level.

in san francisco are dancers from lisa performing arts in fremont. the group has traveled the world to compete and perform, but it's their first time being a part of this historic parade. >> ktvu amber lee visited them at their studio, where they practice and train, and she gives us a preview. three, two. one. >> go! preparation happens before a performance. >> there's like a feeling of like rush you feel when you're putting on your costume and you do your makeup, your hair. it makes me just feel so much more confident in myself here at lisa performing arts in fremont. >> dance is a way that i can express my feelings and emotions. >> this is a rehearsal before dancers debut their opening act for the 2024 historic annual chinese new year parade. i

really like dancing with my teammates on stage and seeing each other perform and being there for each other. this dancer portrays the divine goddess of music, the guardian of cultural heritage, a healer whose melodies can soothe the troubled heart. a white handkerchief symbolize winter snowfall before spring, ushering the year of the dragon. red lanterns are the guiding light of hope for these dancers performing cultural dances is a chance for them to step into two worlds. being chinese and american growing up in like the us, but like not being born in the us. >> it was kind of hard for me to always, i guess, find a way for me to communicate and like, express myself. and i think when i found dance, it was like, oh, wow. like, this is really resonate with me. >> with grace, agility and athleticism, these performers,

ages 7 to 17, tell me they strike a delicate balance with school and the pursuit of their passion. >> it's also trained me to become like discipline and to have a good work ethic. >> the dancers have trained together for a decade or more. >> we've known each other for like almost all of our lives. so they've become like basically my family. >> the team has won first place in national and international competitions. they've performed in places as far away as shanghai, beijing and russia, practicing all these hours, trying to get good at tricks, um, is something that i find really special. the studio's founder, lisa dong, was a principal dancer with a professional company in china before immigrating to the united states. she passed on her passion to her students. >> super proud of our dancers. all there are hard work. we are very excited for this chance to

perform. >> can hold this and then turn like that. >> christina wong, the founder's daughter, helps choreograph the dances. >> i really want to find a way to balance the modern and traditional together. so that's how we work as a good tech team. please welcome to the court, lisa performing arts. >> the group came to the attention of parade organizers last year after the dancers performed at a golden state warriors halftime show at chase center celebrating chinese new year. >> we just really want to develop not only like a dance studio environment, but also to nurture and foster the future generations. >> the dancers say. performing the opening act for the parade is yet another way to embrace their dual heritage, entertain and educate the audience. >> it's going to be like a really exciting experience and i'm really happy that we got the opportunity to try it out and also like getting to do it with my team is like making it even better. >> lisa, performing arts is celebrating its 20th anniversary this year. it will be holding a
