flooded with law enforcement. an arson attack inside a bay area target store. what vandals targeted and what's happening at the store now. we'll also detail how much damage was done then in oakland, the next step in the search for a new police chief, where you can hear from some of the top candidates directly this week from ktvu fox two news. >> this is mornings on two. >> good morning and welcome back. i'm gasia mikaelian and good morning i'm dave clark. >> it is monday. it is february 26th. good to see you. good to see you. >> what a weekend. we just had. >> it was a great weekend steve will tell you how the weather's changing in our area. >> it's changing fast. that is for sure. after a lovely weekend there with 60s and 70s, we are now looking at a big drop on the temps. a lot of low clouds in place, 40s, 50s, mainly 40s on the temps. some drizzle has been reported out there. two systems, one to the west southwest, but a cold front coming down from the north could give us some light rain. but behind the clouds it's a cooler forecast will drop into the upper 50s, low 60s, low

clouds, drizzle partly to mostly cloudy, cooler, maybe some light rain, but mainly 50s and 60s on those temps. and they're not going very far this week. all right sal, what can you tell? there's big moments and little moments in the traffic. what are we experiencing now? >> i see what you did there. you know what? there is a crash. we have to get right to steve. and that would be northbound 880 right before the hegenberger turnoff. you will see that they still have lanes blocked there, and they're having a little bit of trouble getting this crash out of the way. so if you're driving into oakland, you may strongly consider the, uh, the 580 freeway waiting on the 880 is just not going to be great right now. uh, if you are driving up into downtown oakland . so again, uh, northbound 880 coming up to hegenberger, uh, it's going to be, well, it's going to be very slow. so you may find yourself on westbound 580 instead. and that would be a good thing. 701 let's go back to

the desk and straight to breaking news as the contra costa county sheriff's department has a neighborhood near san pablo on lockdown, there is a heavy law enforcement presence and streets are closed. >> people are waiting to return to their homes. ktvu james torres is live from the area. to tell us what you've learned about this so far. james garcia. >> we are just across the street from the mount alvin man neighborhood here and across the street from that is a plaza, a parking lot just outside of a walgreens store where a number of people are pulling in with their cars, telling us that they left to either go to the airport, do some sort of errand, and now they can't get back inside. here's why. we've got police officers. the california highway patrol officer in front of us who is blocking every entrance into the neighborhood this morning, many of those people who we talked to say that they heard gunshots for hours. we haven't heard that from officers here this morning. we know the contra costa county sheriff's office has every entrance blocked off. no one can get in. i talked to several people who live inside the neighborhood. one woman told me her husband heard shots as early

as about 1:00 this morning. then she heard shots around 4 a.m. before heading to the gym. >> this crazy things that happen over here but not shooting. that's that's pretty new for me. yeah, yeah. my neighbor, she literally called me. she was like, hey, like, be careful. like he's just blindly shooting around. again, still waiting for official word from the people who are investigating out here what it is that exactly brought them here in the first place. >> other neighbors told me they left to go drop someone off the airport or drop them off at work. and then when they came back here, officers on scene said they could not enter the neighborhood. that has been the message since about 3:00 this morning. that's when we know that the sheriff's office sent out a mass blast, a message as well as a robocalls telling people that they needed a shelter in place, that there was a lockdown in order. they were asking everyone to lock their doors, lock their windows and stay away from calling 911 unless unless they had a life threatening emergency that they

were dealing with. of course, we have been asking the sheriff's office what it is that brought them out here in the first place, what it is that they are investigating as far as we know, there was someone that they are looking at who may be armed, who may have been firing shots. we don't know if that's been at officers or another direction, but of course, once we get more details and more information, we will bring that to you. we're live this morning near san pablo. i'm james torres, ktvu, fox two news. >> okay, james thank you. time now. 703 san francisco police investigators want to know if the two teslas that caught fire were related and if these were cases of arson. the first fire was on saturday morning, just before 1 a.m. in the south of market neighborhood at fourth and shipley streets. the second fire was a half hour later, just a few blocks away. both fires involved the tesla model y. no one was injured in either fire. the solano county targets are expected to stay closed indefinitely after someone started a fire inside the store.

the video on social media shows the flames and you can see employees running by by vallejo's fire. captain says it all happened saturday afternoon around 3:00 at the target store on admiral callahan lane. the fire started in the paper towel aisle. preliminary reports estimate $1 million in damage was caused. no injuries were reported, and so far, there's no word of any arrests. >> police in berkeley continue to search for whoever broke into 53 cars in one night in west berkeley. this happened last thursday near the aquatic apartment complex on fourth street. bits of glass still litter the ground in the parking lot, video posted on social media shows parked cars with broken windows, police officers union says all the break ins are likely tied to the same people. this comes as berkeley is experiencing a string of car break ins, the personal belongings something like a not replaceable something coming from my mother's, you know, uh,

memories. >> uh, yeah. so it's very sad, but so many people struggling their life and they're looking for, uh, something to take. >> police are also investigating an incident in which 23 cars were broken into last week at the north berkeley bart station. windows were smashed and items stolen from the cars across the bay. the family of an east bay man hit and killed in a crash in san francisco is now making an emotional plea. the family members are calling on the driver responsible for the death of 31 year old david bridges jr, to surrender to authorities. the antioch man was hit and killed in the early morning hours of february 8th at sixth and bryant in san francisco's south of market neighborhood. >> and it makes you realize that your days are not promised. you know, you never know what could happen and how fast it could change. >> so far, no description on the vehicle. the hit and killed bridges or the person behind the wheel. >> our time is now 706 this week, the oakland police commission will hold an open forum about its search for a new

oakland police chief. the commission is inviting the public to be there as it listens to some of the top candidates and talks about their qualifications. the oakland police department has been without a police chief for more than a year now. the police commission says it intends to give mayor shang tao a second list of finalists by march the 1st. the public hearing is scheduled for this thursday. well. today, uc berkeley students along with community groups are organizing teach ins on people's park. now, these teach ins are designed to give different perspectives about what is going on at people's park right now, people's park has around the clock security and it's barricaded with stacked shipping containers as well as barbed wire fencing. uc berkeley owns that plot of land, and it's moving ahead with plans to build student housing on that property. >> workers at the oakland museum of california say they want to form a union in the workers say,

by joining a union, they hope to get affordable health care higher pay and more participation in decision making at the museum. the new union would cover about 90 workers. museum management says it's currently reviewing the union organizers requests as well. >> today, pg and e! executives will have to answer some questions from some san francisco supervisors about several power outages in the city. supervisor myrna melgar called the meeting after some san francisco neighborhoods went without power for more than 48 hours during recent winter storms. the supervisors want an explanation for these recurring power outages, and it comes as people are struggling to pay their pg and e bills following recent rate hikes and it doesn't sound like a lot of money, but at&t plans to reimburse customers with a $5 credit if they were affected by last week's cell phone and internet outage. in a statement, the company said the $5 credit it would apply to each of the

affected accounts is the estimated average cost of a full day of service. that outage affected more than 70,000 customers, and at&t believes a technical error caused it. our time now. 708 marine life scientists are pretty excited about the progress of an endangered species here in the bay area, a network affiliated with the national park service was concerned after it found no single live coho salmon returned to spawn in marin county last year. but according to sfgate, the salmon is coming back this season. researchers recently counted 150 adult coho salmon in one day, the most they've ever seen. the reasons include young salmon successfully swimming to the ocean, finding food and then developing. there were, as many as a half a million coho salmon in california back in the 1940s. now those numbers are down to about 1% of that amount.

bay area events san francisco's chinese new year parade and fans fest. in oakland boosted those numbers almost 124,000 trips were recorded saturday. that's 54,000 more trips than the previous saturday, bart says saturday broke a post pandemic record for ridership on a saturday set back in october during fleet week, and a woman in the south bay is in the santa clara county jail accused of stealing an amazon delivery van. authorities say the keys were in the ignition in that van when 36 year old elena flores jumped in on west charleston road in palo alto last thursday and drove away. amazon dispatchers use gps to find the her and the van. the band ended up at a san jose amazon facility after she was arrested. she told the police she just needed a ride back to san jose. and by the way, no packages were missing. >> 717 the warriors begin a four game east coast road trip

tomorrow when they take on the washington wizards. warriors look to rebound from their disappointing home loss last night to the defending nba champs, the denver. nuggets. klay thompson started off red hot, giving the warriors a 15 point lead. the nuggets stormed back to tie at halftime, then broke away in the fourth to win 119 to 103. stephen curry only had 20 points. many say he looked worn down as the game went on and you know not want to rest at all. >> coming up, you know okay doing the all star game stuff not getting much of a break. >> three games in four nights. um you know, the whole deal. so he looks looks a little tired. um, but this is all part of the season. >> third quarter. >> klay thompson had 23 points. none in the second half. that's when the warriors were outscored by 13 points, which was the difference in this game. over the weekend, the warriors hosted a free basketball camp for local youth. 25 children from the contra costa boys and girls club took part in the fueling young athletes clinic. chris mullin,

threat of heavy snow thursday, friday, saturday probably into early sunday. multiple feet possible above the 5000 foot level. maybe 60 plus inches is likely and could see enough snow if there's. enough there. the snow level could get down to 500ft or 2000ft. yes that would put us in the window as well. but look at the totals being shown here by some. now again, just the irony is, is that sometimes one forecast model shows us and the other doesn't, or the others don't. they all do. they all show significant amounts. now we'll get rain out of this, no doubt about it. but this is more of a snow event than it will be a rain event today. maybe some light rain, 40s 50s on the temps. so we have that system coming down from the north that combination with some of that system from the south could give us a little bit of activity, but really it's just more of a cooler pattern kicking in for today. we'll get dry conditions. cool. tuesday wednesday, then everything begins to take shape, if you will, from systems dropping down from the north on thursday, thursday night, friday and to saturday, and probably all the way into sunday morning. so if

peter does not allow the sale of recreation or medical marijuana, and bans the delivery of recreational cannabis in city limits. a new state law requires buyers the city to allow marijuana deliveries for medical purposes. the proposed ordinance by milpitas city leaders would place restrictions on those deliveries. including when they can be made, who would be allowed to make the deliveries, and what type of products could be delivered. a new study reaches a troubling conclusion about schools that put an almost exclusive focus on good grades and high test scores. researchers at ohio state say they found those schools are more likely to have students attack their teachers. study involved more than 9000 teachers from across the united states. it found a culture focused on performance science was also

doubt after the 70s for many on the weekend. we are now back into 50s and 60s on the high side here. already 40s for many, some drizzle, a lot of low clouds in place. two systems, one from the north and one from the south west will merge together. kind of give us a lot of cloud cover, maybe some light rain. i don't think there's a lot to it, but behind the clouds is a much cooler forecast. low clouds drizzle partly to mostly cloudy, cooler. some light rain is possible this is setting the table though for a much stronger pattern and systems coming in starting on thursday. but for today, 50 and 60 is all right. sal is here. we had an issue better worse. same. what's going on? >> well, it's about the same. and things are getting a lot more crowded there. steve. as a matter of fact, let's go to highway four. we're going to see a bunch of slow traffic there getting over the hill and getting out toward the commute here. if you're driving over to concord, if you are on 80, you may find yourself in a lot of slow traffic getting out to richmond, berkeley, and also some slowing on the richmond

bridge. bay bridge toll plaza is backed up all the way out to the maze, and the metering lights are on and we have some lingering delays on northbound 880 near the coliseum because of an earlier accident just got a new crash reported. in fact, it's not even on the icons yet. westbound 80 at the 580 interchange right near albany. it's a motorcycle crash right there, and we'll investigate. get more on that coming up at 731. let's go back to the desk. >> thank you. sal. super tuesday is next week. and as political battles heat up, governor newsom has launched a national ad targeting states with republican led legislatures and ktvu is. >> amanda quintana is in the studio now to tell us where and why these ads are being shown. good morning. good morning. >> well, this ad just launched yesterday on meet the press. i'm seeing it a lot on social media as well. in it, governor newsom accuses conservative leaders of holding women hostage by imposing travel bans and preventing women from seeking reproductive care out of state,

help trump republicans want to criminalize young women who travel to receive their reproductive care. >> they need. >> the ad shows a woman handcuffed to a bed with a rape kit on the table next to her, newsom pointing out that bans such as the one in tennessee have no exceptions. even if a woman is raped or a victim of incest. the ad will first air in tennessee, where there's currently a proposal to charge adults with a felony if they help pregnant minors get an abortion out of state without their parents permission, it will then air in other states trying to pass similar legislation. newsom spoke about it on meet the press, calling it a war on women. >> these guys are not just restricting the rights of self-determination to bear a child for a young child, a young woman, but they're also determining their fate as it relates to their future in life. by saying they can't even travel. these travel restrictions, modeled after a version that passed in idaho, is now being proposed in tennessee.

in oklahoma and mississippi, the ag himself of alabama wants to criminalize travel not just for children, but for adults seeking reproductive care. that's how serious this moment is. the ad directs viewers to write to travel.org. >> this ad campaign is being funded by a political action committee. newsom launched last spring. newsom was also asked about the presidential election and his confidence in president biden winning a second time. newsom said he believes biden is doing everything that he needs to do to beat trump again. and when pushed about whether newsom was ruling out a run in 2024, he called that rumor idle chatter and said he is celebrating and supporting biden. garcia, back to you, amanda quintana. >> thank you. new this morning, former president donald trump says he'll appeal a $454 million judgment in a civil fraud case in new york. the former president's lawyers filed the notice of the appeal this morning, asking a court to overturn a judge's finding that

he lied about his wealth. the new york attorney general brought the case, accusing him of fraud. the appeals process could put the judge's ruling on hold by as much as a year, or more. >> our time now, 734 former president trump is celebrating his latest victory over the weekend in the effort to get back into the white house. trump easily defeated former governor nikki haley in her home state in the south carolina primary, trump carried the state with almost 60% of the votes compared to nikki haley's 39. the margin of victory in south carolina appears to put him on the path to his third straight republican nomination for president. >> an even bigger win than we anticipated. and. i was just informed that we got double the number of votes that has ever been received in the great state of south carolina. so that's pretty good. >> now, trump's victory in south carolina is primary, follows his

primary victories in iowa, new hampshire and nevada. >> however, nikki haley is making it clear she has no plans to drop out of the race as there are huge numbers of voters in our republican primaries who are saying they want an alternative. >> i'm not giving up this fight when a majority of americans disapprove of both. donald trump and joe biden, and nikki haley is trump's only remaining opponent in the race for the republican nomination for president, super tuesday is now just one week away. >> haley campaigns today in michigan ahead of tomorrow's primary election, and that swing state and president biden easily won south carolina's democratic primary with 96% of the vote. >> california voters have to turn in their ballot by next tuesday's deadline. more than the presidential race here, voters will also decide who should be california's next senator, as the top two candidates will move on to the november election. there's also

even on foot can't get back home until they resolve whatever incident they are investigating. here's what we've been learning so far from at least the people who live nearby. they say very early in the morning they've been hearing gunshots, even late into last night to the early morning for several hours. hearing those gunshots coming from one house near the intersection of heather and rachel road. you'll know where that is. if you're familiar with this area, but we're off of san pablo and the richmond parkway here again, the montalvin manor. and this is where sheriff's deputies, the highway patrol, they've been here for several hours now. the people we've spoke to who live in here, they say that they've been locked out of their homes for hours without any idea of how soon they can go back in. >> i woke up at 355. my husband's up at one, like playing video games, and he heard somebody shooting. and then i woke up at 355 and i heard more gunshots. >> so i thought, well, there must be another entrance. and when it went down to the other entrance, i realized it's the whole area is blocked off. so

again, that whole area. it's been that way since about 3:00 this morning when the sheriff's office first sent out a text message blast, an email blast as well as robo calls telling everyone that there is some sort of law enforcement activity. >> that's the words they chose to use going on near their home. so as a result, they were asking everyone to shelter in place, stay locked down inside your homes, lock your doors, lock your windows and try not to call 911 unless you were facing a life threatening emergency. we'll take you back live. out here again, across the street from the mall alvin manor neighborhoods. there's also an elementary school within this neighborhood that belongs to the west contra costa unified school district. we have reached out to those officials to see if school will be affected at all by this police activity nearby. not really. much of an indication of how soon this will all come to an end. we've also not heard any reports of injuries, so that's the little bit of good news

the driver responsible for the death of 31 year old david bridges jr, to surrender to authorities. the antioch man was hit and killed in the early morning hours of february 8th at sixth, and bryant in san francisco's south of market neighborhood. >> it makes you realize that your days are not promised, you know. you never know what could happen and how fast it could change. >> so far, there's no description of the vehicle, the hit and killed bridges, or the person who was behind the wheel. well this week the oakland police commission will hold an open forum about its search for a new police chief. >> the commission is inviting the public to be there as it hears from some of the top candidates and discusses their qualifications. opd has been without a chief for more than a year. the commission says it intends to give mayor shengtao a second list of finalists by this friday, march 1st. the public forum is scheduled for this thursday. today, uc berkeley students, along with community groups, are organizing teach ins on people's park. there designed to provide different perspectives on what is going on

at people's park right now, it has around the clock security and is barricaded with stacked shipping containers and barbed wire fencing. uc berkeley owns that plot of land and is moving forward with plans to build student housing. today, pg and e executives will have to answer questions from some san francisco supervisors about a series of long lasting power outages in the city. supervisor myrna melgar called that meeting after some neighborhoods went without power for more than 48 hours during a recent winter storm, san francisco supervisors want an explanation for the recurring outages. it comes as customers struggle with their pg and e bills following the recent rate hikes. it doesn't sound like much, but at&t plans to reimburse customers with a $5 credit if they were affected by last week's cell phone and internet outage. in a statement, the company said that the $5 credit that would apply to each of the affected accounts is the estimated average cost of a full day of service. the outage affected more than 70,000 customers, and at&t believes a technical error caused it.

kiosk program, and they have a new contest geared towards teens to go with it. now, writers can print out a one, three, or five minute short story to read on the train. you can see out of those kiosks it prints out kind of like a receipt. people take that paper with them and they go read it on their ride. the project has featured the writings of adults, but now the transit agency wants to find and feature poets written by bay area teens. >> his arms crossed with motor running words will hold up. gage asks when kyle reached him, young poets who want to enter the contest need to be between the ages of 13 to 19. >> the theme and subject is bay is home. bart says it wants to amplify the voices of bay area youth sharing their experience and perspectives on bay area life. it's great exposure. >> we have story kiosks at several of our stations across the system, and the winners will be able to have their poetry read by the writers, i mean potentially reaching thousands of writers.

wind hold and maybe gusts 80 plus miles per hour, but 1 to 5in of snow forecast from this system coming in later today. tonight into early tuesday. but it's thursday friday and saturday maybe into early sunday when some impressive totals are being shown by the forecast models. i've seen some seven and ten day outlooks that are approaching nearly 100in. you know, lake level and above. again a couple of days to get through the details. we'll get rain out of this, but this is mainly going to be a snow event. the system coming in from the north is also tapping into that moisture from the southwest. that's what's dragging across us, giving some of that light rain, 40s 50s on the temps here. we are looking for that system there to sweep through. so the combination of these two will give us a lot of cloud cover low, some light rain. i would think the heaviest amounts in that i use that terminology. there won't be a lot, but would be santa cruz, san jose, morgan hill south, santa cruz mountain south. but get ready. a big change is on the way in our pattern. uh, a lot of snow is going to be end up here after everything is said and done. by the time we get to sunday, we'll

milpitas does not allow the sale of recreation or medical marijuana, and bans the delivery of recreational cannabis within city limits. a new state law requires the city to allow marijuana deliveries for medical purposes. the proposed ordinance by milpitas city leaders would place restrictions on those deliveries, including when they can be made, who would be allowed to make the deliveries, and what type of products could be delivered. howard j, 24, now among young adults, the number of workplace injuries have increased in some states that have legalized recreation marijuana, according to the u.s. department of labor, between 22,006 and 2020, states that had recreational marijuana laws also saw 10% increase in those injuries, mainly among people between the ages of 20 and 34 years old. >> but the opposite effect was found among older workers.

for the chp helicopter in the north bay was used to rescue two paragliders and two separate rescues at the same location. >> both rescues were in the vallejo hills above columbus parkway. video from the chp second rescue shows an injured patient at a rock outcropping being strapped into a harness and pulled to safety, before being taken to a hospital for treatment. it's not clear what caused the two incidents. chp helicopter also called to rescue an injured mountain biker in alamo over the weekend, and mountain biker was injured on a trail saturday afternoon. chp lowered a san ramon valley fire helicopter rescue technician to get to the injured biker. we're told the cyclist was taken on an ambulance to the hospital. the cyclist is expected to recover. administrators at a school in beverly hills say that some students are using artificial intelligence to bully their classmates. parents at beverly vista middle school got an email last week about images of students that were distorted by artificial intelligence. the students appeared to be nude. the officials are investigating and looking for more victims. students say they're scared and
