driving home in rain if you have a regular eight hour workday. this is the richmond bridge. you can see there's already a little bit of rain moving through, and there's already some slowdowns. we're going to dive into that south bay commute when we come back in just a few minutes. but now it's 701. let's go right back to the headlines. >> okay, sal, thank you. ridership on muni is rising. and that's a very encouraging sign. after they really suffered after the pandemic, ktvu bailey o'carroll is at the salesforce transit center in san francisco. i see you standing in the rain. tell us about the details and the numbers. good morning bailey , good morning dave. >> yeah, it has started coming down. not not super hard here but hard enough for an umbrella, at least for me. just to stay dry this morning. but yeah, muni ridership is up 25. bringing it up to about 70% of where it was at pre-pandemic. now we have moved spots here. we are now live on van ness and union, and i want to pan over here and show you a little bit of this red line behind me. and that is part

of the reason why sfmta workers say the muni ridership is up. they focused on three key things which garcia mentioned three big reasons and again, that red line, a big reason why we've made muni faster and more frequent by investing in transit priority over the last four years, we have built more than 25 miles of new transit only lanes and other transit priority treatments. >> now, the transit transit agency says weekday commuters were really the backbone of their ridership before that, work from home wave hit pre-pandemic, so they had to pivot. >> and again, they focused on three things cleanliness, safety and reliability, they added staff and cameras at stops and in busses and on light rails to deter a crime. they are also ensuring stations and stops and vehicles are all clean, not just for when people get on them, but

also as they are waiting for those busses and those light rails. now on top of that, delays are down more than 75. so you put all of that together. it really makes for a perfect storm when it comes to muni ridership. now on top of all of this ridership is also riders say that they are increasingly happier with their muni service. more than 10% or excuse me, just shy of 10. about 9% say they are increasingly happier with the muni service that they are receiving. so those changes that muni is making obviously well received by the riders on the other end, reporting live in san francisco. i'm bailey o'carroll, ktvu, fox two news. >> bailey, thank you. we'll move now to new video from oakland of some of the latest car break-ins. there this one happened near fourth in madison, not far from jack london square. the break ins of at least five cars happened in the middle of the night, and one victim calls the situation frustrating and said something needs to be done about car. break-ins. police say there were more than 13,000 in oakland last year. a 45%

increase year over year. san jose police now have a man in custody in connection with a triple shooting that happened in 2018, 26 year old miguel vergara perez was arrested at his home in rohnert park. he's accused of shooting three men during an argument in 2018 at a san jose taqueria on almaden expressway. all three victims survived the shooting, was captured on surveillance video. >> the video shows just how gruesome this act was committing this violent crime in a public area where multiple bystanders are located, including small children. and so you really see that in the surveillance video. >> vergara perez is now booked at the santa clara county main jail, charged with attempted homicide. >> our time is now 705 san francisco city leaders say they want to eliminate any red tape to make it easier for prospective buyers of the macy's union square property. to do that, the flagship store is among 150 macy's stores that will be closed within the next

few years, as macy's refocuses on smaller spaces and luxury brands, the city may convert the 400,000 square foot location into several uses, including housing, office space and a nonprofit location. >> one thing i would think about is subdividing the space and inviting some of those activities and users that have fled the city in, in, you know, the last decades, like nonprofit organizations, ngos, artists, arts organizations and trying to track them into that space. >> now, macy's says it doesn't plan to close the union square store this year. it may stay open for another year or two until the property is sold. >> people here in the bay area being told not to drive to the sierra. this weekend because of an incoming storm. >> there are some eager people, some avid skiers and snowboarders. they're heading up today trying to beat the worst of the storm sports basement and berkeley was packed last night. shoppers making last minute

purchases before they head up to tahoe. they know the risks of being on the road, but they didn't want to pass up a chance to hit the slopes for possibly record snowfall. we'll see how much of it stays open. >> um, worst comes to worst, we'll just ski the lower mountain. i got sleeping bags and hand warmers, lanterns, flashlights, a bunch of nonperishable food, a bunch of water, anything that i can survive on for at least 24 to 36 hours. >> now, the ski resorts are preparing for slippery roads, reduced visibility and roads closed on mountain passes. but some resorts le palisades tahoe, plan to stay open until at least memorial day because of the expected snow that's going to hit happening today. the third snow survey of the season, conducted by the california water resource department. they're going to do it in in the sierra at phillips station, off highway 50. the last survey back on january 30th showed that snow

was 29in deep, with a snow water content of up to ten inches. that's an increase from the first survey of the season, which showed three inches of water content. the sierra snowpack is very important. it makes up about a third of california's water supplies. now, people who live in the sierra are stopping stocking up on supplies for this weekend. grocery stores, hardware stores were packed with customers buying food, warm clothing, winter boots, snow shovels, batteries and more. in truckee, workers at mountain hardware and sports are helping the locals and visitors get ready for the storm. >> it's the gamut. so we're, uh, shoveling these tire chains. uh ice melt generators, lanterns, flashlights, batteries, um, anything that you can think of that somebody would need for a power outage or a severe storm. and there are coming in for it. and longtime residents are telling visitors, stay away that this weekend is not the right

he had responded to a report of a robbery at a fast food restaurant on mount diablo boulevard. not long after, officers found the suspect vehicle on highway 24 and say it sped off on camino pablo toward el sobrante. the contra costa county sheriff's department says

the car crashed into another car going in the opposite direction. there was a seven year old child in the suspect car. it's not clear if anyone was hurt in this crash. >> our time now. 713 a new report is out about police pursuits by san francisco police and says those chases are more likely to end in a crash than any other major city in california. the san francisco standard analyzed information from the california highway patrol and found 41% of the 115 chases by the sfpd d. between 2018 and 2021 ended in a crash compared to 22% statewide. and this comes as san francisco voters will be deciding proposition e that would change the police pursuit policy to allow the police to chase suspects in felonies and violent misdemeanors. >> happening today, the four finalists for the job of oakland police chief will introduce themselves to the public at a special meeting of the police commission. ktvu andre senior in studio to talk to us about this candidates forum. andre. and

also why oakland mayor shang tao is boycotting the event. >> well, good morning to you, garcia. for the first time, the public will get to see and hear all four candidates while each finalists can make their case for the chief job, mayor shengtao says tonight's forum is a terrible idea and a disservice to the city. the mayor sent a letter to the police commission in which she called the forum, quote, detrimental and attracting the best candidates. now, since december, she has met with several law enforcement leaders nationwide who have shown interest in the job. but mayor tao says they dropped out when they were told they may need to appear in a public forum with other candidates. now tao's letter reads, in part, quote, a forum identifying candidates places those individuals at unnecessary risk with their current employers and may also force oakland to enter into a premature bidding war with an individual's current employer. if they feel strongly about retaining them. >> now, i don't know if anybody inside wants the permanent job because they see the politics, all the things that go on there.

>> this job is almost impossible to do. it's going to take a unicorn to do it, that somebody has got to be incredibly special, unique, charismatic, great with the community. >> well, the chronicle reports tao courted two people in law enforcement for vacancy positions. one is a current police chief and the other is a former police chief, and both of them are from midsize cities. but each person passed when they heard about this forum. the police commission submitted these four names to the mayor. all of whom have red flags of sorts. assistant cincinnati police chief lisa davis reports indicates she has repeatedly been passed over for cincinnati chief. former lubbock, texas, police chief floyd mitchell. he left his department and was not when he was accused, rather of not answering 911 calls. now, lewis molina is an assistant deputy mayor for public safety in new york city. he's accused of failing to improve city jail conditions, and former san leandro police chief abdul pridgen, who is accused of

a look at the bay bridge toll plaza. it's dry there right now. there was some wet weather on the richmond bridge, so some commutes are already feeling. some of the wet weather 717 i always leave the door open for this man. it's mr. steve paulson. >> close the door. would you shut the back door, would you? all right. thank you sir. well, gasia asked me to join her on her 12 mile hike yesterday, and i was just too busy. you should have. i should have, because the weather was glorious as we say, temperatures were quite warm. in fact, i hope you got out and enjoyed it. i saw a lot of people out on the golf course and they were well behaved, which is unusual as well. but san rafael 70, san jose, the ladies are always well behaved. it's the guys san jose, 70, santa cruz, livermore, oakland and vallejo all close to 70 and atherton and santa rosa downtown at 68. so today we're warming it up. no, no, boy, temps come down big time. 68 to 54 for santa rosa. the city drops to 58. concord to 59, and san jose down ten from 70 to 60. don't be surprised if on saturday these highs are around 51 or 52. uh, sal is spot on. it's just light

right now, but this system will approach later this afternoon. this is a cold system. cold air does not show up until late friday into saturday, so we have a ways to go. i do think the russian river gets five plus inches of rain here. i think people are overlooking that as we go into sunday and there will be rain into sunday. i mean some, but most of it will be friday and saturday. seeing some pretty good totals here. forecast just for today into late friday, early saturday. santa rosa two. that's for russian river. easy, easy. san rafael an inch and a third that that's that's two and a half mount tam cam field, maybe san anselmo, santa cruz, ben loman getting into the inch and a half, but it's the snow forecast at. this is just i couldn't tell you the last time i saw this homewood look at that 92in of snow being forecast by sunday at 3 p.m. truckee 88, south lake tahoe, 83 kirkwood almost 100. there are some projections of 100 plus. so above 5000ft 5 to 12ft is possible. this is a long duration snow event. whiteout conditions. heavy snow, wind

already gust of 100 over some of the peaks. i think palisades is on wind hold already this morning. snow fall rates of 2in to 5in per hour. that is incredible. honestly, our possible are possible, especially on friday and saturday. now the snow level is going to go up with a strong south wind, but it'll start to plunge as this comes in. look at the projection on the trajectory. i should say. i mean look at that. this is really deep. these are all cellular clouds, cold, cold air right there associated with these. i would not be surprised. thunderstorms, maybe even some funnel clouds. eventually, as we head towards friday saturday out to the valley. but a lot of rain i think is going to fall marin county north. but it's all about the snow here. and if you're going up, you better leave right now because after that you're on your own. but look for some just incredible amounts over the next 4 to 5 days. you guys. >> thank you. 720 here, hundreds of people are being laid off at bay area video game company electronic arts. a look at the latest layoffs hitting local tech workers and san jose is getting a new kaiser permanente

news. >> this is mornings on two. >> well, good morning and thank you for joining us. welcome to mornings on two i'm dave clark. i'm garcia mikaelian. >> it is the last day of february. we get a bonus day. it's leap day the 29th. and we are already feeling that lion like weather outside. >> and it's coming in like a big cold line tomorrow, that's for sure. but the end of february is beginning to get active. yesterday was nice. they had some low 70s for some not anymore 50s on the temps, 40s. so drizzle, light rain. just served from raymond cazadero. he's already had a quarter of an inch 0.22. i know west of healdsburg there's been about a 10th of an inch. so light rain has started to the north. and if you're just waiting, it will rain. don't you worry because it's on its way. not only starting today, but heavier later tonight, and more so on friday and saturday. that will be a really cold rain with just incredible amounts of sierra snow. 50s. now in the 10th we may be in the low 50s though. by saturday. well, let's hope there's no uptown funk on that morning commute. here's the man to let us know. >> yes, steve, you're talking about the sierra and going on 80

and 50. if you have plans to go, you should leave the door open to changing those plans. it's not going to be a great drive, as you heard the man say, let's go to the bay bridge toll plaza and you can see it. the bay bridge. there's a backup and some of the carpool lanes are backed up. so that means there could be something on the bridge . we will. you know, we'll see. we're going to see if i can find out. you can see that interstate 880 is going to be okay. so it's not wet everywhere, but it will be plan accordingly. 730 let's get back to the headlines. >> we expect between 10 and 12ft of snow and about 72 hours in the sierra in the next several days, a blizzard warning is already in effect for the area of lake tahoe south to yosemite. rasmus in studio here with the warnings and advice from the chp and emergency officials. ali yeah, we want to start by showing you the conditions right now. >> live behind me is a live picture of highway 80 at donner summit. you can see the roads are clear. in fact, you see a what looks like a snow plow or

some sort of emergency vehicle driving down this part of the highway. it's not very crowded. not many people on the road, which is a good thing. that's what chp wants to see. but note you can kind of see how the camera is shaking back and forth . the winds are picking up now that this blizzard warning is in effect. it went into effect about six hours earlier than what we were expecting a couple of days ago. palisades mountain operations team reported this morning. they were already experiencing some wind gusts of up to 100 miles an hour in some of their higher elevations, as much as 10 to 12ft of snow is expected in the sierra during this 72 hour time span. now, people who wanted to try and beat the storm left the bay area to head to tahoe last night. avid skiers and snowboarders geared up and took their chances. the blizzard conditions are expected to possibly bring down trees and cause power outages, so tahoe locals and the chp are asking visitors to just stay away this weekend. >> take another weekend because even if it doesn't, you know, even if it's half of what they say, it'll still be a mess.

recovering from life changing spinal cord injuries after a weekend snowboarding crash. 15 year old blake mendenhall. spinal cord was severed, but his family says his positive attitude is actually helping everybody, even if something's going wrong or getting hurt. >> what i've realized from how much pain and suffering i've been through is to just never give up, never back down. and the way he handles it completely changes the way i start to think about it. >> and he lifts me up. >> the 15 year old blake is in a hospital in reno. he crashed into a tree while snowboarding sunday afternoon at a tahoe ski resort, the family says breaks severed blake severed his spinal cord, and he cannot walk at napa vintage high school, blake is a talented athlete. he excels in many sports. >> he was just awesome as a coach, whether it be football, golf or soccer. you wish he had

like 20 blake's. you know, with that kind of attitude on your team, blake will be getting treatment and care at craig hospital in colorado. >> they specialize in spinal cord injuries. it may take months before blake is able to go back home to napa. >> we're working to learn more from berkeley police about a crash that appears to have injured a pedestrian in west berkeley. it happened yesterday in the area of seventh street and hines avenue near aquatic park. a photographer there recorded a dark colored mini cooper at the scene. its front windshield was smashed. police officers taped off the area as they investigated what happened. they wouldn't confirm for us at the time if a pedestrian was involved, but posts on social media say someone was struck. the scene was closed for several hours before it reopened in the evening. antioch city leaders are considering new laws and penalties meant to stop sideshow activity. there have to be proactive measures to make sure that they don't happen in the first place. >> rather than responding to just being equipped to respond to them when they do happen.

commuters were really the backbone of their ridership before, for the work from home, wave happened after the pandemic, so they had to pivot. what did they do to come back? well, the agency says they focused on three things cleanliness, safety and reliability. they added staff and cameras at stops and in busses on light rails to deter crime and criminals. they are ensuring station stops and vehicles are clean and on top of this, delays down more than 75. now we have been out here all morning asking how riders feel about muni, if they think all those things are accurate, if it's as clean as muni officials say, if it's on time as they say, and we've been asking people who are waiting to get on the 49, which runs up and down van ness this morning, they tell us, though, a lot of them, they still don't feel safe on this line. >> there's a lot of people mental health problems, so they'll get in the bus and then they sometimes they will even threaten you if you look at them. so it could be it could be dangerous.

victim calls the situation frustrating and says something more needs to be done about car break ins. police say there were more than 13,000 in oakland last year, about a 45% increase year over year. san jose police now have a man in custody in connection with a triple shooting back in 2018, 26 year old miguel vergara perez was arrested at his home in rohnert park. he's accused of shooting three men during an argument in 2018 at a san jose taqueria on almaden expressway. all three of the victims survived the shooting was captured on surveillance video, so the video shows just how gruesome this act was committing this vile crime in a public area where multiple bystanders are located, including small children. >> and so you really see that in the surveillance video, vergara perez is now booked at the santa clara county main jail charged with attempted homicide. >> san francisco city leaders say they are working to eliminate red tape to make it easier for prospective buyers to scoop up the macy's union square property. the flagship store is among 150 macy's locations

for possibly record snowfall. we'll see how much of it stays open. >> um, worse comes to worse. we'll just ski the lower mountain i got sleeping bags, hand warmers, lanterns, flashlights, a bunch of nonperishable food, a bunch of water, anything that i can survive on for at least 24 to 36 hours. >> well, ski resorts are preparing for slippy, slippery roads and reduced visibility and closures on mountain passes. but some resorts, such as palisades tahoe, plans to stay open until at least memorial day because of the expected snowfall happening today. the third snow survey of the season, conducted by the california water resource department. they'll do it in the sierra at the phillips station, off highway 50. the last survey on january 30th showed that the snow was 29in deep, and with a snow water content of ten inches, an increase from the first survey of the season, which showed three inches of water content. the sierra snowpack makes up about a third of california's water supply. people who live in the sierra

are stocking up on supplies for this weekend. grocery and hardware stores are seeing brisk sales. popular items such as food, warming, warm clothing, winter boots, snow shovels and batteries, mountain hardware and sports, and truckee is helping people living and visiting the sierra prepare for the storm. it's the gamut. >> so we're, uh, shovels, tire chains, uh, ice melt generators, lanterns, flashlights, batteries . um, anything that you can think of that somebody would need for a power outage or a severe storm. and they are coming in for it. well longtime residents are warning out visitors to stay away. >> they say this weekend is not the time for casual visit, as the roads will be a mess if the area receives even half, receives even half of the amount of snow that's forecast. >> pge is preparing for the storm and says it expects the wind, rain and snow to cause power outages. pga crews are in place in areas where they've had trouble getting to in the past because of debris and snow. pga also has helicopters and snowcats ready if needed.

it all started yesterday afternoon. the chase. that is when police in lafayette responded to a report of a robbery at a fast food restaurant on mount diablo boulevard. not long after, officers found the suspect vehicle on highway 24. they say it sped off north on camino. pablo toward el sobrante. the contra costa county sheriff's department says the car crashed into another vehicle going in the opposite direction. there was a seven year old child in that suspect car. not clear if anyone was hurt in this crash. a new report says police pursuits by san francisco officers are more likely to end in a crash than police chases in any other major california city. the san francisco standard analyzed data from the california highway patrol. it found 41% of the 115

chases by sfpd between 2018 and 2021 ended in a crash, compared to 22% statewide. san francisco voters are in the process of deciding the fate of proposition e, which would broaden sfpd's pursuit policy, allowing officers to chase suspects and felonies and violent misdemeanors. >> it is 813 now. the four finalists for oakland police chief will introduce themselves during a special police commission meeting tonight at city hall. but the person in charge of choosing the next chief is skipping the event. mayor shengtao sent a letter to the commission, which said that she is been talking to law enforcement leaders nationwide who have shown interest in the opening, but they dropped out when told they would have to attend a public forum with other candidates. now, tao's letter reads in part, quote, a forum identifying candidates, places those individuals at unnecessary risk with their current employers may also force oakland to enter into a premature bidding war with an individual's current employer, if they feel strongly about retaining them now, the police commission submitted these four names to

warning overall, don't try to drive to the sierra at this point. ski resorts and emergency officials are expecting this to be the biggest storm of the season, and it's already on its way. in fact, behind me is a live picture of interstate 80. look at how the camera is shaking here. now, when we check this live picture about an hour ago, there was no snow on the road. now you can see a light dusting of it and again, wind gusts are already up. pretty impressive at this point. palisades tahoe mountains operations team reports that they have some wind gusts up in the peaks. have already 100mph. now this blizzard warning is now in effect. this is a some video from the webcam from the palisades. it went into effect about six hours earlier than what we were expecting a couple of days ago. palisades mountain operations team again showing that they are having some strong winds as much as 10 to 12ft of snow could fall in the sierra during the next several days. there were some people who wanted to try and get to tahoe to beat the storm. they left the

bay area last night. avid skiers and snowboarders geared up and took their chances, but the chp and tahoe locals are expecting roadways in the region to be shut down for long stretches during this intense winter storm, especially the interstate highway 50 and interstate 80. they probably will have to shut it down just for the safety, for the drivers out there, for the truckers, highway 50 is a little bit more protected, but these snow levels are so low. >> you're talking chain controls way down into auburn, down into placerville. that's a lot of zone for the caltrans crews to be able to move. so even if you are able to drive to one of the tahoe ski resorts, they will likely be having to clean up and clear away all that snow before they can even reopen. >> most of their lifts in the lake tahoe area, people stocked up on at grocery and hardware stores preparing to possibly hunker down for several days. some of the people living there tell us that they've already received notices from cellular providers and utilities that power outages are expected
