through the sierra is closed this hour, as several feet of snow has already fallen, and more is expected this weekend. good evening. >> i'm cristina rendon and i'm greg lee. let's get right to meteorologist mark tamayo who is monitoring the current conditions in the sierra. hey, mark. hi, there. >> yeah, the blizzard warning, of course, in place right now, indicating we have extreme snowfall rates will likely continue to pick up as we move into the weekend. so this has been topping weather headlines over the past couple of days. the blizzard warning is in place until 10:00 tomorrow morning, as you have been hearing about the whiteout conditions and the dangerous to impossible travel conditions over the summit. these are some of the snow totals over the past 24 hours. you can see from thursday afternoon through friday afternoon and they're around 14 to 15 to 20in. but of course, we have been talking about upwards of maybe ten feet for the highest peaks of the sierra. for that, at least for today and into the weekend, as far as road conditions for 80 right now, with traffic hold near baxter. and then we do have chain controls near kyburz. so you get an idea of where those at least

where we're talking about the traffic, at least we have the hold out toward 80. and also chain controls for portions of the us highway 50. this is the radar, a very busy radar all day long, covering the sierra with moderate to heavy snowfall. these are all of the storm reports as you can see, picked out over the past day or so. out toward this was from this morning, in fact, right around truckee reporting about 3.5in, about a foot right around tahoe city. that was earlier today at 730 this morning, we're showing you the snowfall forecast, because we do put this into motion. look at this. this is through saturday morning, 7:00. might back off a little bit, but it's a short time deal because look what happens. it actually continues and ramps up in activity throughout the afternoon hours. and then on sunday of course, the blizzard warnings set to expire sunday morning 10 a.m. but we are expecting the snowfall to continue. and then finally into monday. that's the day when we could see significant improvement in the mountains. but between now and then, take a look at this forecast model thinks with those hefty amounts

really picking up over the next 24 hours, as you can see over the sierra, that could continue into the early portion of sunday . of course, we have a lot of rain to talk about here in the bay area. we'll have more on that coming up in just a little bit. >> all right, mark, thank you. and here's a live look along interstate 80 in soda springs this hour. this portion of 80, or rather this is donner summit at nevada 80. so 80 is currently closed with no estimated time of reopening. that's according to the chp. westbound traffic 80 is being turned around at the nevada state line. eastbound 80 traffic being turned around at drum for bay ktvu tom vacar has been keeping up with the storm and spoke with officials about potential power outages and more snow that is expected to be on the way once we get to sunset. >> that's where things do start to get a bit more spicy so far, mountain winds and snow have not produced many power outages. >> among the many power companies that serve that region . but with the bigger winds and snows still on the way, that

will change. >> but overall, we're looking at wind gusts around 4050 miles an hour in the in the communities and then up on the ridges up on the mountain tops, definitely in excess of 100 miles an hour already. >> some mountain top gusts have been clocked at up to 140 miles an hour. so snow laden trees sitting in soggy ground and taking wind loads guarantee many tree falls and power outages. >> some of the models even are showing 4 or 5 even close to six inches per hour. i mean, just think about that half a foot per hour. >> it could even give us, uh, one of the top ten snowiest days that we've seen at the snow lab going back to 1970. >> the national weather service in reno says it expects at least three inches an hour of snowfall in the tahoe region and the surrounding area. >> um, by sunday morning, uh, up in the up in the lake tahoe area , you know, several feet at four feet plus, including even around truckee and south lake tahoe.

>> so eight feet or more is expected in the higher elevations. but not even down mountain reno can expect up to a foot of snow by sunday morning. so far as driving. forget about it. >> drifting snow. so even if the snow plows come through and take care of some of the roads, the snow is just going to blow right back on it. >> even before the full storm truly kicks in, the sierra snowpack water content is 102% of normal for this date, but still 23% less than what will be needed to make it a normal year. by the april first deadline. >> the snowpack is back. >> bottom line in hope for a continuing chain of more storms to make the year an average one. tom vacar ktvu fox two news, caltrans and the chp have been warning people to avoid driving to tahoe ahead of this weekend. >> caltrans has no timeline again for when interstate 80 will reopen, chp says it has seen plenty of spinouts high winds and low visibility.

earlier on the four, we spoke with jeremy linder from caltrans about the agency's efforts to try to clear roads as quickly as possible, waited for the initial snowfall and then have been attacking it pretty aggressively . >> uh, we've had plow trucks, graders and blowers all three doing their part all day today. the crews are working in 12 hour shifts around the clock to keep as much of the highway open as possible. that's our ultimate goal. >> caltrans also says it appears most motorists are heeding the warnings that storm has forced the closure of yosemite national park. >> the park closed at midnight and will stay closed at least through noontime sunday or later. there were some periodic closures during last year's winter storms due to high water and flooding. however, closing the entire park is very rare. earlier, we spoke with the yosemite park ranger, he says the decision to close the park came after discussions with the national weather service. >> everything for us is predicated on visitor safety, employee safety and based on

everything we've heard from the forecast, we just thought, um, it's just better to close. and we did the preemptive closure and things are going well. >> there were hundreds of park employees and visitors in the park at the time of the closure. campground and hotel visitors were all given full refunds, with some bay area parks and recreational areas are now closed due to the storm. >> in san francisco, the japanese tea garden and san francisco botanical garden in golden gate park closed at noon today. pine lake is closed through saturday and stern grove remains shut down due to previous storm damage. in access issues. city park officials are urging people this weekend to avoid that park and to be weary that strong winds could knock down some branches. we'll give you a live look here now at sfo. according to flightaware, 392 flights have been delayed today, 52 have been canceled. united airlines and skywest are dealing with the most cancellations and delays. a quick reminder you can always stay ahead of the storm

withheld due to ongoing contamination of city waterways. >> our storm water is drain into the creeks and our creeks all flow in up to coyote creek and guadalupe creek through my district in north san jose into the bay. >> the water board could find the city $50,000 per day per contaminant, so the city is making plans to move an estimated 1000 people living along 46 miles of waterways. >> so it's really important that we address the homeless issue and our creeks together, collectively as one as and understand that it's all one, one issue. >> if they work with advocates and we come up with a coherent plan, we work together. maybe we can get them into housing. >> city officials say they want to drastically scale up services such as emergency interim housing, safe parking spaces and affordable housing to give those displaced a place to go with support services. >> we need faster, more cost effective, more pragmatic means

of offering safe, dignified alternatives to the unmanaged tent encampments you see along our waterways. we're going to have to be cautious and look at our budget in a very different and serious way, councilwoman pam foley sits on the budget committee, and she says a budget deficit is looming for the city, and there have already been promises made for alternatives and services for the unhoused. >> so council members will have to crunch the numbers and examine what could be cut to make this feasible. the deadline is june of 2025, in downtown san jose. jesse gary ktvu, fox two news. >> homeless camps are down by more than a third in san francisco since july. in the latest count, mayor london breed said today that tents are down to 385 from 609. last july. it is down 37. the mayor says that's the largest six month drop since the start of the

pandemic, and vehicles used for shelter are down by 42. the city credits increased efforts to offer people shelter and housing, saying that it's multi-agency. teams moved more than 1500 people into shelters from encampments last year. >> today, the oakland police commission presented its list of police chief finalists to mayor shengtao. it follows a community forum last night introducing the public to the four candidates. the mayor did not attend the candidates appeared virtually and they are luis molina, assistant deputy mayor for public safety in new york city. lisa davis, assistant chief of the cincinnati police department, former san leandro police chief abdul pridgen and floyd mitchell, former lubbock, texas police chief. in a statement released this afternoon, the mayor's office said in part, murtaugh will take the time that is necessary to select the person that will lead the oakland police department, finding the right leader for the police department is a priority, and murtaugh intends to conduct this process in a timely manner.

at his first carpool lane. right now, traffic is often congested along northbound i-280 from 18th street to the king street off ramp. now, san francisco county's transportation authority has two ideas under consideration one that could alleviate that problem. the first would be to convert the far left lane into a carpool. only lane. the second idea is to get rid of the existing shoulder on the left hand side, and convert that into a carpool lane. the transportation authority says it is taking public feedback before settling on a recommendation. construction could begin as

early as 2026. >> today, waymo received approval from regulators to expand paid robotaxi service on the peninsula and parts of los angeles. last week, the cpuc suspended the company's request after the cities of south san francisco and san mateo, among others, sent letters outlining safety concerns about the driverless service. regulators say those protests did not meet the grounds to hold hearings over its decision to approve the expand on, regulators say they also received letters in support from group disabilities or from groups including disability advocates, community organizations and others highlighting the economic and environmental benefits of the service as well. >> the cold storm settling into settling into northern california and out also out toward the sierra as well. so rainfall still a big part of our forecast for this evening and the possibility still of some thunderstorms. in fact, it has been a very active radar this afternoon in terms of rainfall accumulations from yesterday into today through your friday afternoon. you can see those amounts adding up in a few

spots. santa rosa, one site there showing you over an inch. oakland .34 san francisco point to three seven. and we have some more downpours out there to track for tonight and into your saturday morning. so it is a cold system right on through sunday. wind advisories are up lower snow levels and rainfall accumulations throughout that stretch could be between about an inch to possibly over three inches of rain. of course, the sierra. that's the major weather headline with the blizzard warning in place right now. disrupting travel for travel and portions of the sierra. so take a look at these hefty numbers. bulk of this falling tonight and into saturday. here's our live camera right now, looking out toward the golden gate bridge. some slick roadways. as you would expect, and some gusty winds and here is that active radar. as you can see right now, lots of snow. of course, we've been talking all about this all day out toward the sierra. and look at these lightning strikes are showing up on the radar right now. approaching portions of mendocino county. and you can see right around dylan beach as well. looks like one cell closer to a richmond with a lightning strike here. so not out of the question. you might encounter

some thunderstorms this evening as this energy moves in from the north, and you can see all the coverage in the south bay closer to santa cruz county. in fact, what's coming closer to the santa clara valley right around san jose, some heavier downpours to track this evening as we take a look at the wind, reports. it is breezy to windy out there. some gusts over 30 miles an hour. checking out a few more spots here for sfo, gusting to 41 miles an hour. so the wind advisory is in place right now for all these areas near the coast and for the higher elevations until 10:00 tomorrow morning. and tonight will be very active. this is 9:00 this evening, and then this is midnight. and then saturday morning, saturday we could have some breaks, but still some scattered showers in the forecast. we'll have more in your weekend outlook coming up in just a little bit. >> all right mark thank you. san francisco's biggest mall is hitting the refresh button. the shopping center formerly known as the westfield mall, is now called emporium center san francisco as ktvu christian captain explains, some experts think that the mall should focus on more than shopping if it wants to flourish. moving

forward. >> the westfield center is now looking to its past to find its way into the future. the mall has been renamed emporium center san francisco, tying the mall to the historic shopping center that stood at this site for more than 100 years. but a look inside reveals that road to the future may be a rough one. customers have noticed a lot of closed shops, locked doors and reminders of better days. >> yeah, recently there's a lot of closed stores. it's um, a lot of retail has left the city because of some of the issues with shoplifting. >> james diaz is a university of san francisco professor of history focused on urban and suburban development. he says the heydays of malls as a shopping destination are, in the past, malls in general across urban america. >> so the big city malls or the downtown thoroughfares beyond san francisco have a similar challenge right now is like, how do you bring people to the city, back to the city? >> professor diaz says the new owners have to prepare for the future instead of focusing solely on retail. he says the mall is going to have to be

ready to adapt to what the city needs. that may mean event space, housing, dining or even educational uses that could fill this space. >> these malls have to basically , you know, adapt to the times and become more multi-purpose and multifunctional. uh, beyond just retail shops and a food court or some eateries. it also has to include other reasons to visit these buildings, shops who are familiar with the mall have their own takes on how the mall can be saved or even repurposed. >> i think to improve it, they should do housing, put housing here, maybe a university free college for the kids and try to stem the economy that way. >> other shoppers agree that this space needs to be reimagined, and i think we can have some experiential events going. >> there's definitely not a lot of creative and advertising ventures in the mall. it's mostly still retail and fast fashion, so if those things can improve, i think it'd be a little bit more booked. >> the mall's new owners have said they will work with existing tenants as a foundation for future success. christian kafton, ktvu, fox two news, san

francisco's historic japantown community center and school just received a $5 million grant from the city as well as $4.5 million from the state to fund the neighborhood's rehabilitation. >> the project includes improvements to the golden gate institute school and auditorium. the school has been open for children with japanese ancestry for more than a century. after the building renovations, it will host classes six days a week. it will also include non profit offices, social and legal services, community meetings and performance spaces. store owners in an east bay neighborhood say they're fed up after being targeted by burglars, and it will soon be easier to access abortion care in california without having to get surgery. the implications of expanded access to some medication plus super tuesday is right around the corner. >> after the break, the senate candidate, who is now leading the california senate race heading into the primary

makes it easier for people to access abortion care. >> it was last year in april, the fda allowed pharmacies to become certified to dispense mifepristone. cvs and walgreens are the largest pharmacies in the u.s. both will start dispensing the medication this month. even with the announcement, a doctor would still need to write a prescription for the patient in order for them to access the

drug. one woman we spoke to admitted she's had a surgical abortion. she thinks it's good news for women to have a choice. >> it's a great, um, thing to have easy access to, because i know a lot of people struggle getting, you know, the care that they need. >> doctor daniel grossman is a ucsf professor of obstetrics and gynecology. he's also director of advancing new standards in reproductive health. last year, the fda removed the in-person requirement. >> since that at in-person dispensing requirement has gone away, there's been a big expansion in the use of mail order pharmacies and telemedicine to provide medication abortion, which has dramatically expanded access to this service in some states. >> mifepristone is the only way women can access abortion care. >> it's a very popular method. many people say that they see it as being easier, simpler. it's more convenient. >> walgreens will start providing the pill within the next week in a small number of its pharmacies in five states, including in california and new

york. while cvs will begin dispensing in all of its pharmacies in massachusetts and rhode island in the weeks ahead later this month. the supreme court is taking up the case as to whether depression can be dispensed without a patient seeing a doctor prior to receiving the drug. >> what it will be considering, in particular, is this in-person dispensing requirement, which could potentially have the effect of, um, eliminating the option of telemedicine, eliminating the option of having pharmacies dispense the medication as it is now, 50% of all abortions are performed using medication rather than surgical intervention. >> doctor grossman says. for many patients, it's preferable to surgical abortion care. >> we've done research, um, at ucsf through answer. um, looking at this model, it's very safe and very effective. >> alice wertz, ktvu, fox two news days before california's primary election day, a new poll shows a significant change in the hotly contested u.s. senate race. >> republican and former baseball star steve garvey has

taken the lead, according to a new berkeley igs poll released today, 27% of likely voters choosing garvey, 25% for democrat adam schiff, 19% for katie porter, 8% for oakland's barbara lee 9% of people polled remain undecided. garvey's lead is within the poll's margin of error, putting him in a statistical tie with schiff, according to berkeley's analysis . the poll results show garvey also consolidated support from republicans and conservatives, with 67% now backing him. political organizers are trying to get more people to the polls this weekend, the san francisco democrats for change are holding a get out the vote blitz in debow's park. >> the group says with election day next tuesday, voter turnout is still less than 15% in the city. several city leaders will be at the weekend's event and will speak with voters about issues and races on their ballots. organizers say the blitz will happen saturday and sunday, rain or shine, from 930 in the morning until six in the evening. >> coming up on ktvu news at

630, the search for a man accused of starting a fire in a north bay store is now in custody. where the officers caught that arson suspect after nearly a week long manhunt. >> and business owners in an east bay community are frustrated. they say burglars targeted their shops, and it's not the first time. what they're now asking from the city to try and bring down crime in the area. >> jerry rice's son, brandon rice, broke down. why he thinks he's more gifted than his dad. jason applebaum will tell us more later in sports

the sierra tonight due to hazardous blizzard conditions. a stretch of interstate 80 is currently closed. strong winds are expected along with heavy snowfall. scientists up at the uc berkeley snow lab say this storm could bring one of the top ten snowiest days since the 1970s. westfield mall in san francisco is getting a new name. >> the owners, trident pacific, announced today that the mall will now be called emporium center san francisco. the company says the new name pays tribute to the first department store that opened there in the space in 1896, with super tuesday just around the corner. >> new poll shows that republican steve garvey has taken a slight lead in the race for u.s. senate. the berkeley igs poll shows 27% of likely voters choosing garvey to 25. for democrat adam schiff, katie porter at 19, with 8% for oakland's barb lee. the top two

vote getters will go on to the november general election. >> you're watching ktvu, fox two news at 630. the postal service says mail crime is at an all time high all over the country, and the bay area has seen its share of violent robberies and brazen mail theft. u.s. postal inspectors in san francisco made arrests on sunday after catching alleged mail thieves in the act, but there's concern over whether they're being convicted and sentenced to the highest degree. new at 630 crystal ktvu crystal bailey dug into those concerns. she joins us live in studio with more crystal. >> thank you. and the most recent arrest on sunday, inspectors say members of the public reported their mail missing after using blue boxes outside a post office in san francisco. that's what initiated an investigation. postal inspectors say they need the public's help in order to solve this mail crime. this video, captured by a hidden camera, shows two people using a stolen key to remove mail from blue boxes at the 18th street station post office in san francisco. around 1030 on sunday night. a member of the public is seen

strolling by while the thief shuffles through the boxes. moments later, police lights inspectors saying they arrested two men and recovered the stolen mail. >> key inspectors are out day and night looking for mail. thieves arresting people suspected of taking mail. >> mail crime is up in the bay area. this video from july shows a mail truck being broken into and mail being thrown into the trunk of a sedan in oakland in january, a couple of men were caught on video taking an entire collection of mail boxes from the ground at an apartment in fremont. >> the criminals are ingenious in the different ways that they find to steal mail and the crime is becoming violent as attacks on mail carriers goes up. >> back in february, leroy wise was sentenced to only 30 days in jail after being convicted of putting a gun to a mail carriers head. even though federal prosecutors recommended 28 months every robbery threat and assault to a postal worker who's who's working is serious to us, according to usps, robbery cases exploded by. 350. while the

conviction rate plummeted by 53% from 2019 to 2022. >> we've never seen postal crime like this before. the postal service has uniformed police officers who protect mail carriers and mail, and national president for their union, says the lack of officers on the street is contributing to the spike in 1980, there were more than 2500 uniformed postal officers across 66 cities. >> by 2020. there were only 450 officers in 20 cities, including san francisco and oakland. can postal police stop the mail theft epidemic? >> no. we can't. can we make a dent in it? obviously >> and the postal police officers union is currently suing the postal service because they want to be more involved in street policing and mail crime investigations, but a representative from the u.s. postal inspection services says the investigation of mail crimes is really up to postal inspector eaters, not postal police officers. they also say to help

protect your mail, you should not leave your mail in your mailbox any longer than necessary. you could also take your mail into the post office and hand it to a postal worker, rather than dropping it in a blue box. postal inspectors also encourage everyone to report all suspected mail crime. >> yeah, good advice there for people and just got to feel for those workers who are out every day just hoping they don't get hit. absolutely yeah. all right crystal, thank you. >> we have an update to an arson case in the north bay today. vallejo police say they arrested a man accused of starting a fire in a target last sunday. officers say the man intentionally lit a fire in the target on admiral callahan lane. the fire resulted in $3 million worth of damage to property and merchandise. detectives say they arrested the suspect today near springs road and rolling wood drive. his identity has not been released. >> a pedestrian alley in oakland that's home to independent shops and artists targeted by burglars as ktvu henry lee reports, business owners say they are angry and they feel violated. broken glass litters temescal

alley after the trendy shopping spot near 49th and telegraph in oakland was burglarized in the middle of the night, they've wiped us out. >> these are custom made, hand-sewn, handmade jackets. >> this leather goods store was among five businesses broken into in the pedestrian alley. that's home to a number of boutique shops. now they're on the lookout for $50,000 in stolen inventory. >> it's at a flea market. if it's online or a pawn shop. >> store owner liz thayer says anyone who works in oakland knows crime can be part of the equation, but she's still frustrated. there's not enough help from the police or the city of oakland. >> they need to do more for small businesses because all of the business owners are sick and tired of this. >> surveillance video shows these two men climbing over a gate at about 130 friday morning . one guy climbs over another gate, and over the course of several hours, the two break into shops and two vacant storefronts. this video shows one of the men shattering a glass window to break into a family owned crow cafe coffee

shop. he roams around inside, looked around for things to steal but left empty handed, leaving the same way. he came in here you can see the men carrying clothes from the leather store back to their truck. all of it caught on video. >> they don't care. they just walk like they're in their house. they don't care. this one is close all the time. oakland police arrived hours later to document the break ins. >> the latest in the alley where danny paredes is property manager. >> i'm angry because it's nothing being done. and this is not the first time this is been happening here in the alley. uh it's, uh, i say seven times. i was heartbroken, um, i work right next to these businesses, and i see how much love they put into everything that they make. >> sophie tavern, a stationery store in the alley, was not hit, but she says she can't rest easy . >> i think it's all pretty random. and i fully expect that i'll be the victim of a crime at some point. as well. >> thayer had this message for the thieves karma's a b, so i hope whoever did this, you know you'll get what you have coming

heavy rain in san francisco for this stretch. now is over an inch of rain for thursday right on through early this evening. santa rosa over an inch kentfield 1.00 napa just under an inch. and you can see those amounts tapering a little bit for redwood city and oakland and concord and san jose. but we have a lot more rain in our forecast for tonight. and into tomorrow morning. here is the sierra radar. of course. we've been talking so much about the major snowstorm and the blizzard warning in place right now, right on into a sunday morning. south lake tahoe right now reporting light snow. current temperature of 31 degrees. winds are gusting to 44 miles an hour and in truckee they're reporting some light snow current temperature of 30 degrees. winds gusting to 33 miles an hour. but up at palisades, i could see winds gusting over 150 over 150 miles an hour earlier today. you can see these major snowfall accumulations, at least in the forecast over the next few days. of course, the heaviest will be tonight. tomorrow and into the first half of sunday. here is our live camera right now. looking out toward the golden gate bridge. some slick roadways

out there. and look at this radar imagery. a lot of lightning strikes to show you over the past few hours as we come in closer right now. still a bit of an active radar right now. closer to a mill valley. so we have some heavy downpours in portions of the north bay as you can check out. we'll come in closer from mill valley, extending across the bay out toward richmond, and then shifting the maps here closer to the south bay for morgan hill and gilroy, and then still some scattered rain in portions of the south bay. as well. this evening. of course, the wind is a big story. we have winds gusting over 30 miles an hour in oakland and vacaville, checking out some more reports for you, san jose in the single digits, but look at sfo gusting to 46 miles an hour. a wind advisory is in place until 10:00 saturday morning. here's his cold storm. the front moved on through, but we still have the dynamics of this unstable pattern. it's going to stick around into the weekend. and what that means. some off and on scattered rain showers could be heavy at times. maybe some thunderstorm rouz and low snow levels right here in the bay area. possibly down to 2000ft. so here we are tomorrow
