though, have already sent in their ballots by mail or have dropped them off early. ktvu amanda quintana live at a santa clara about historically low voter turnout. amandac >> yeah, well, that's right, garcia. we just had someone come out and say the polls are open. they just opened the just one of voting centers here in santa clara county. but yes, political analystsc have said that they do expect lower voter turnout for this election. one of the big reasons is the presidential race. it is close to over with the clear frontrunners donald trump and president biden. so ac lot of people might feel like their vote doesn't. really count for that race. but there are other races on the ballot as well. now, historic valley, we do see primary elections getting a lot of older voters, but there are still a lot of important local issues on the ballot that could getúpeople to turn out. today, we've been taking a look at voter turnout all over the bay area. yesterday, there was a

line of carsúin alameda county with people dropping off their ballots. some voters in san francisco preferred going in to drop off their ballot at city hall so they could ask questions if needed. but a large percentage of voters choose to vote before today, i went around our building a few weeks ago. to make sure everyone was registered to vote, and i had registered cards in case they weren't. >> i knocked on doors today to. say, have you voted? have yout& voted. i want to make sure my neighbors go and vote. and i'm happy to say that the neighbors i spoke to are all registered, and all of them have voted and voted by mail. all >> here in santa clara county, e ballot that are getting a lot of attention. one is the congressional race to replace retiring representative anna issue. there are 11 candidates vying for that seat, including the former san jose mayor sam liccardo, current assembly member evan lowe and a current

santa clara county supervisor, joe smith. excuse. me, simitian. there are also measures like one to make the santa clara chief of police in appointed, rather than elected position. now santa clara is the only city in california that currently elects a police chief. so that's an important one as well. now, to make your vote count, if you are planning on turning in your spballot today. today you got be planning to vote today, you have spto be in line by eight. also,f you're mailing it, it has to be postmarked by eight tonight. so 8:00 tonight, a very important time. if you still need to vote. but polling places are open. we'll be here this morning trying to get an idea ofcúvoter turnout, but as we've seen itc open here, we've only seen one person walk in. so still not a lot of people out here early in the morning to vote live in san jose. amanda quintana ktvu, fox two news. >> amanda, thank you. even

though we do expect the results of today's vote to come in later tonight, election officials throughout the bay want to remind the public that counting each ballot takes time. counties have 28 days to complete the official tabulation process. mail in ballots will still be counted if they're postmarked by tonight, and they have to arrive no later than onec week after today. signatures on those ballots have to be verified. officials must make sure the number of voters aligns with the voting location. counties will also randomly hand count 1% of their ballots to confirm the results. sp>> all right, guys, here. time 705. one of the most closely watched primary election races on the california ballot, the us senate race. ktvu is andre senior in the studio. now to tell us what the latest polls showed happening with that record breaking amount of money spent on this campaign? >> yeah,údave. well, the candidates are competing to fill the seat the late senator dianne feinstein. three of the four top candidates are current membersúof congress fore baseball player. now, all the candidates have been crisscrossing the state campaigningc to get out the vot. a newly released poll from

berkeley igs shows republican former pro baseball star steve garvey pulling ahead of democratic congressman adam schiff for the first time, followed by democratic house members katie porter and oaklandgs barbara lee. >> i'm very proud of my record of delivering mass transit, bringing back millions to find affordable housing for people to help deal with the epidemic of homelessness. my efforts to pass california's patient bill of rights. but people have found a voice in me where they're standing up and saying, i've had it. >> uh, we want to send c backc,s voice. >> washington needs to pay more attention to california. we are the biggest state. um, we havet& the most people, and we are not always getting washington to focus on our issues. >> my campaign is a multiracial, multigenerational, progressive coalition. >> californians now, according to adimpact, which tracks political spending, more than $65 million have been spent on ads so far in this campaign. >> the most expensive senatet& campaign in california history.

by the way, shift is responsible for most of that spending, with many of his ads featuring garvey himself. >> adam schiff has run a brilliant race around excluding his democrat opposition in favor of the republican. it's very simple as to why he's doing it, and that is because he knows that given registration trends, everything else, steve garvey doesn't have a big chance. in november. so schiff has really been going after his opponents, and you see it in his media buys. >> you've probably seen them on television as well. analysts say garvey would general election in california, wherec registered democrats really outnumber republicans 2 to 1. now the top two candidates will face off in november's general election. the ballot for the us senate race is a little unusual this year. you actually have to vote twice for your candidate. the first is to vote to finish of the late senae feinstein. that's from november to january and the second vote is forúthe full time senate seat

>> i can't even fathom the extent of grief or shock that, you know, a family. we, um, the family might be experiencing now. >> the suspect's first court appearance is scheduled today, and police say they're women. it is 709. california's next snow pack survey is tentatively scheduled for april 2nd. the snowstorm that hit the sierra over the weekend practically erased any thoughts about a potential drought. the snowpack is right now about 119% of average at this time of the year. the water content at 104% of average, which is an amazing jump from 28% back in january. the experts say of normal amounts of snow falls within the next few weeks will be well above the previous years. >> i'd say the next 3 to 4 weeks are going to be really critical

there could be a vote to recall the alameda county district attorney, pamela price. now, critics of pamela price turned in ten boxes of signatures, with more than 123,000 names, 50,000 more than needed. now, county ad confirm that 73,000 of them are actually people who live in alameda county. the recall organizers feel they have enough. >> we shouldn't have to do this. but for the safety of ourt& community, theúsafety of our children, the safety of our businesses, thisúis something that had to be done. >> now, supporters of pamela price are questioning how some of the signatures were collected. her supporters first wrote to california attorney

general rob bonta, asking him to investigate allegations of deceptive tactics used by recall organizers. here's now a letter has been sent to california's secretary of state, shirley weber. >> we've asked her to ensure that she dedicates resource forces immediately to ensure that each and every signature is both reviewed independently and verified. >> now, there is some uncertainty about the recall vote because of measure b. that's on today's primary election ballot. it would change alameda county's recall election laws to be similar to california's law. if b passes, it would raise the threshold of signatures needed to get a recall upon writes of pamela price saying, no matter what happens, they are confident there will be a recall vote. >> california's largest health care provider is set to lay off dozens of employees this month. kaiser permanente plans to cut 70 employees by april. the chronicle reports. this includes

beam, but it's there. it's been hanging out over marin county and areas north. this is a system that's again, this is not a big system. it's going to go right to the coast the next 24 hours. it'll do this, do this and then go right down the coast. so this is not a big siee temps due to the cloud cover. some sun breaks could push some low to mid 60s, especially soutc . but again you just keep getting this light steady rain. lagunitas has had over a half inch of rain, andc it probably looks like it's going to continue most of the day for, you know, some off and on. but and also on the san mateo coast, some of that's kind of sneaked in over the peninsula as well. so look for cloudy to mostly cloudy skies, some light rain or a steady rain. most of it by far will today and then start to work its way southwardc tomorrow, which would favor the santa cruz mountains. so if you're east, probably little or north or south, a little bit more than most. and on the way e weekend. but we will get a break thursday, friday. rain. nothing. there's nothing showing spup here that says any big

going to be getting better as the morning wears on. 732 let's go back to the desk, sal. >> thank you. today, super tuesday, the second biggest voting day nationwide this year behind november's general election. people in california and 14 other states are turning in ballots and heading to polling places to vote inc the presidential primary. reporter rebecca castro live atc a pollig spot in virginia with what's at stake on the national scale. and we'll talk first about what's happening nationally. there's a lot of talk about low voter turnout in california, how rebe. garcia, good morning. >> this is something that we're tracking in several other states as well, with several other they're expecting to have lower voter is another one. and happens when yu have an incumbent on the ballot and in today's case, there are presidents on both the republican and the democratic ballots today. >> well, neither president biden nor former president trump can tonight. what states are experts

most closely watching? so especially on the gop side, it's california and texas that are the big states today. >> they have the largest amount of delegates at stake. so especially in california, if donald trump were to win over 50% of the vote, there, he would lock in all 169 delegates in that state, which would be a major win for him and get him even closer to securing that nomination, where you need just over 1200 delegatesúto be the gop nominee. >> okay. and his challenger, nikki haley, has said she'll stay in the race at least through tonight. what kind of showing does haley need to prolong her presidential run? >> so nikki haley, she needs to rack up delegates in a lot of states today and really keep trump from running awayc with te nomination from here. if she doesn't do that today, it's all comes down to the math. and she won't have the numbers if shet& doesn't have a good showing today. >> all right, rebecca castro live in virginia for us on thisc

primary day. thanks for joining us. >> all right. our time is 734. and on this primary election day campaign workers in san francisco are busy. they are out urgingúpeople to vote for several local measures on the ballot. ktvu is ali rasmus is in san francisco to tell us what's at stake. and why. the mayor wants to give a boost to some of the local measures. good morning ali. >> good morning dave. yeah, there are about local measures on the ballot for san francisco voters. and three of them were written and supported by san francisco she was out het a short time ago with this group here behind us in the west portal neighborhood outside the starbucks. they've set up a table and chairs there, letting people walking by know and encouraging them to vote for these three measures. we're talking about measures a, c, e and f. let's talk about what they would do. measure c would eliminate the real estate transfer tax for developers who convert commercial buildings. so think those downtown high rises that are now empty into housing

measure e would authorize the city to install public surveillance cameras, give police more flexibility to use drones, facial recognition technology and chase people suspected of committing violent crimes and felonies. and measure f would require people on public assistance in and get substance abuse treatment. the spokesperson for the campaign supporting these os about police technology and drug testing measures. e and f have about 60% approval from san francisco voters, according to the campaign's internalúpolls. >> is what it tells us is that voters are really looking for solutions a lot of these big issues that are facing the city. um, and that's why we're mayor breed pul you know, reputation and administration out there to help us with these three really important solutions that we think are going to really help bring san francisco forward. >> now, not everyone feels the same way. of course, there are groups actively campaigning

against those three measures. measures c, e, and f. last week, the san francisco chronicle published an article highlighting some of the data past, showing that police chases are more likely to lead to deadly crashes. now, san francisco's elections director ktvu, spoke with him yesterday. he says right now, voter turnout in the city is around 17. but that's before today. today is when his elections office gets the highest volume of mail in ballots. that's when people get their ballots in thec mail. they wait till the last minute to fill it out and they turn thosen still today you have until 8:00- to do that. you can vote in person as well until 8:00 when the polls close, or you could put your mail in ballot in the actual mail. you just have to make sure it is postmarked no san francisco. ali rasmus ktvu, fox two news. >> ali, thank you. governor newsom spoke at a san francisco union hall to urge people to
