rendon. >> that video showing the wild gun battle chase and crash that left the suspect dead in a number of deputies injured. >> our crime reporter henry lee, live at the santa rosa police department with the latest. henry >> yeah. authorities say deputies involved in this rolling confrontation are very lucky that they were not more seriously hurt by gunfire. but one deputy was critically hurt when he was hit by a second deputy's car after authorities say a gunman with an ak 47 style rifle opens fire at a sonoma county sheriff's car, deputies confront the suspect. we see hands. the suspect responds with more gunfire, even as other deputies converge on him near santa rosa. just after midnight on march 4th. >> got one subject in the car moving around a lot. shots fired. >> deputy then returns fire. and what would be the first of several exchanges of gunfire during a harrowing confrontation ? it all began when the suspect brandished the rifle at a nightclub at the corner of stony point and todd road, where he had been kicked out a day earlier. he then took off in a

white car as deputies arrived, he led deputies on a chase to a parking lot on todd road near standish avenue, where the first gun battle happened. >> these kinds of incidents are rare in sonoma county, where a suspect is aggressively coming after law enforcement. >> the chase came to an end when the suspect crashed his car into what turned out to be an empty sheriff's cruiser on stony point, near butler avenue. deputy nicholas deleo was outside of his car trying to set up spike strips. that deputy opened fire. but deputy deleo was then accidentally hit and run over by fellow deputy james blount's car and suffered a major head injury. santa rosa police lieutenant christopher mahurin says what led up to that crash is under investigation. >> we are looking into was he believing that maybe that was the suspect who was firing at that time as well? it's very dark on stony point road, especially in that part of town. >> the incident left a number of deputies injured and several patrol cars damaged, shot up and mangled. >> the deputy suffered a severe head injury, is still in the

hospital. a second deputy was wounded on his leg and two other deputies suffered hand injuries. >> all told, police say the suspect, 53 year old jose luis villasenor cervantes, fired more than 50 times with his rifle. he was shot and wounded by deputies but ultimately died as a result of crashing into the deputy's car. >> the fact that this man shot more than 50 rounds from an assault style rifle and still did not manage to cause more damage and more injury to our deputies. we're very grateful for. >> now, deputy d'elia seen here, this deputy d'elia, seen here with his fiance and son, suffered what the deputy sheriff's union says were catastrophic injuries, including burns to his back and a brain injury. now, both he and the deputy who crashed into him have been on the job for only ten months. this entire incident, under investigation by santa rosa police, the sonoma county sheriff's office and the da live in santa rosa. henry lee ktvu, fox two news alarming video there. >> henry lee, thank you. late this afternoon, a federal judge

ordered a special master to oversee the women's prison in dublin that has been plagued with sex abuse scandals. it's the first time in the history of the federal bureau of prisons a judge has demanded such oversight. the special master will be appointed by the court to ensure that judicial orders are carried out fairly. this comes after several incarcerated women sued fci dublin because they were sexually assaulted and retaliated against for speaking out. it also comes five days after fbi agents raided the prison, removing the warden and three other top officials. >> we're still digesting the order. it just came out. it's quite long, but it makes clear that the prison is extremely dysfunctional, that the bop, left to its own devices, has not and will not make the changes it needs to keep people safe. and so we're really encouraged. >> eight correctional officers, including a former warden, have been charged with sex crimes. seven of them have been convicted. ktvu has been covering the scandals at the

prison since the very beginning. you can always find the latest coverage@ktvu.com. the trial of the man accused of killing tech executive bob lee will stay in san francisco. nima momeni is accused of killing cashapp founder bob lee almost a year ago, according to the chronicle. during a hearing today, the defense argued that intense media coverage had tainted the jury pool in san francisco and wanted a change of venue. the judge disagreed, so his trial will happen in the city. the judge today tentatively set a trial date of may 20th, but that could be delayed. >> new at five a man accused of and tried twice for a decades old crime will face trial again after a new ruling. santa clara county prosecutors say john woodward killed lori houts in 1992, but both previous trials ended in a hung jury. ktvu south bay reporter jesse gary is live outside the courthouse, and jesse, a judge, had ruled that woodward could not be tried again. but a state appellate court overruled that. >> christina, good evening to you. that's right. the appellate

court, made up of three justices, ruled another trial would not violate the constitutional protection against double jeopardy. so perhaps another chance for the victims families to find the justice they seek relief that they didn't get it wrong. >> and now the ball's in his court. >> more than 30 years after her murder, lori houts family may finally find closure inside a santa clara county courtroom thursday, the california sixth district court of appeals ruling a third trial for accused murderer john woodward, would not violate constitutional protections against being tried twice for the same crime. the two previous trials ended with hung juries legal analyst michael cardoza. >> there was no jury, reasonable jury or trier of fact based upon the facts of the trial. could find this defendant guilty. >> prosecutors in 2022 refiled murder charges against woodward after dna evidence and new fingerprints linked him to the murder weapon. houts was

strangled with a rope in 1992 as she drove home from her job at adobe systems in mountain view. >> lori was very special. she was a unique person. she always had, your back. like, if you needed a shoulder to cry on, she was there for you. >> houts family and friends have carried the torch of justice in her case for over three decades. at the same time, woodward has maintained his innocence by phone. defense attorney daniel barton, i think the ruling is wrong and it's a very important ruling for this case. >> and it's something that is not over. we continue to fight this issue, this this isn't resolved. this is just a step on a path. >> a new trial will mean starting from scratch. jurors won't be told about the previous hung juries. >> when you try a case that old, it's difficult because evidence becomes stale. witnesses are hard to find, it's not the same as the first time. >> houts family hopes the next

time will be the last time they'll ask jurors to serve justice in their sister's murder. >> it sucks that she's gone, and none of this is going to bring her back either. so, i mean, it's a process, and i we have to go through it. >> district attorney jeff rosen says he is pleased with the appellate court's decision and looks forward to bringing woodward to justice. as for woodward, he remains on house arrest. there is a very real possibility that this decision will be appealed to the state supreme court and possibly to the us supreme court. we're live in downtown san jose this evening. jesse gary, ktvu, fox two news. christina, back up to you in oakland. all right, jesse, thank you. >> organizers of the effort to recall alameda county district attorney pamela price say they support emanuel, count of all the signatures they've collected. the registrar of voters said late thursday a random sampling of the more than 123,000 signatures submitted did

not meet the criteria to approve the recall, so the county will have to get an official count manually. about 73,000 valid signatures are needed to get the recall on the ballot. those who support a recall claim, emanuel count, will protect their efforts from any legal challenges. >> california's new fast food council was sworn in today in oakland. the council was created under the state's fast recovery act, which goes into effect april 1st. it will require major fast food chains to pay their workers $20 an hour. critics have alleged that governor gavin newsom pushed for bakeries to be exempt from the law because one of his donors is a panera franchisee. the governor denies those claims. restaurants inside grocery stores are also exempt. >> the oakland roots and sole professional soccer teams are a big step closer to playing their home games at the oakland coliseum. ktvu crystal bailey joins us now with more on an important vote by the coliseum authority. and what the teams in oakland leaders say it means. crystal. greg, this is big news. >> according to mayor shane tao

and oakland coliseum authority board chair rebecca kaplan, the vote means the roots and soul will be able to call the coliseum home. >> the alameda county coliseum authority held a special board meeting this morning at unanimously approved a resolution to negotiate a licensing agreement with the oakland roots and soul sports club. the agreement would allow the teams to play at the coliseum during the 2025 to 2026 soccer season. the approval comes as oakland faces the potential loss of a third professional sports franchise within a decade. earlier on the four, we spoke with mayor tao and the co-founder of the teams. mayor tao says the move clears a major hurdle towards keeping professional sports here in oakland. what it took was the partnership with the county through the jpa and of course, oracle arena as well. >> you know, i'm also thankful for the a's, for sharing the coliseum. and so it's really exciting. we're going to be able to have a professional women's soccer team here in oakland. >> idris arghandiwal, co-founder

of the roots sports club, says the teams will bring back some of the good new energy to the coliseum. >> our community have embraced us since day one. i'm a firm believer that when you show up for the community, they show up for you and we've done that, so the organization is happy for the community. this is a chance for everyone to be proud of something, be happy of something new. and i think we're going to bring some good energy back to the coliseum and that energy mayor tao called magic. >> the team plans to play in the coliseum until they complete construction on a new, dedicated soccer stadium, which will be built in a vacant overflow parking lot near the coliseum. it's set to open in 2027. the roots currently play at cal state east bay in hayward. the soul play at oakland's merritt college, and there's no word yet on how long it will be for the soccer club and the coliseum authority to negotiate those specific terms of the agreement. however, mayor tao says it's pretty much a done deal. greg, back to you. >> a lot of excitement for

are models to justify their rate hikes. ktvu tom vacar in the newsroom with this story. tom. the goal here to try and stop these companies from leaving the state entirely. >> well, it's a big it's a big question because they say, you know, we need to have of what we need to have. in fact, by their own conduct, raising rates, canceling policies, refusing to sell new policies. and insurers essentially laid down a gantlet change california's insurance laws or we are out of here. the california insurance commissioner says he's responding to the challenges by insurers to create reliable, competitive and available homeowners insurance. by the end of this year. key to that, adopting insurance industry created algorithms that will allow insurers to predict the fire risk down to individual homes. from that, they will set individual rates based on what might happen in the future. under the current system, insurers must justify proposed higher rates based on real loss

claims that they have or soon will pay. carl sussman is an independent agent who sells insurance from many different insurers. >> the carriers are signaling that they're they're cautiously optimistic. they're happy with the first set of regulations. >> under this new plan, homeowners could earn discounts for hardening their homes and landscaping against wildfires. it's going to be what have you done to make your home safer from wildfires currently, says sussman. upwards of 90% of traditional insurers are writing few, if any, policies at all. so the fair plan often called the insurer of last resort, has become the insurer of first resort as availability of private insurance companies collapses. >> they are by far the largest insurer that is currently writing insurance policies. they've gone from 7000 brokers to over 52,000 brokers in the last 3 or 4 months. >> consumer advocate and lawyer harvey rosenfield is head of consumer watchdog and author of

insurance reform prop 103, passed by voters in 1988. the software programs will inevitably allow them to seek far higher rates than are justified. >> that specifically, would allow the insurance companies to propose these models without public scrutiny. >> and there's this there's nothing in this in this regulation that the commissioner issued yesterday that requires the insurance companies to reduce anybody's rates to sell more insurance to people who they won't sell it to. >> now. >> now, insurers agree that these rules are necessary and that the commissioner will have the authority to protect consumers. but this is going to be a big fight. tom vacar ktvu, fox two news. >> all right, tom, thank you. the biggest changes in decades are coming to how americans buy and sell homes. >> the national association of realtors has agreed to settle a series of lawsuits by paying $418 million in damages and

eliminating. its rules on commissions. the changes could make it easier for home buyers to negotiate fees with their own agents, or forgo using agents altogether. consumer advocates say the current arrangement has prevented buyers from negotiating to save money, and kept commissions in the u.s. higher than in most of the world. target is making changes to its self checkout lanes starting this weekend. only customers with ten items or fewer will be able to use target's new express self checkout registers, the company said. the goal is to speed up the checkout process for consumers. target also said it plans to open up more staffed registers to accommodate shoppers with fuller carts. >> a ski run at palisades tahoe, described as the most remote coveted terrain at that resort, is expected to open next week. the silverado lift has not opened all at all this season. it gives access to eight double black diamond runs meant for only the most advanced skiers and snowboarders. palisades says snow crews and ski patrol crews

have almost finished preparing that area for recreation. after the massive amount of snow, the resort is seen. if everything goes well, it could open by monday. >> i imagine a lot of folks heading up to tahoe to do some skiing. there was a lake wind advisory today that has expired, along with the advisories for us here at home. we had one for our hills that expired at 11 a.m. and another for the carquinez strait in delta. that has expired as well. here's a look over san francisco, where it's still a little breezy in some areas, but the winds are dying down considerably from what we had. take a look at some of the numbers from this morning near cobb mountain, reporting 70 mile per hour gusts. meanwhile, mount tam in the north bay reported 36. the oakland hills in the east bay and reported 34 and over towards ben lomond in the santa cruz mountains. not too bad. 14mph, but breezy throughout. you didn't have to be in the hills to have the breeze right? napa right now reporting ten. oakland reporting ten, our airports, our bridges, all reporting winds 20 to 30.
