kicker. the other ten guys on the kicking team, they line up 25 yards downfield, the opponent's 40. most of the receiving team, the blockers. they line up 5 to 10 yards away from them. nobody moves on these two lines until the ball is either caught, hits the ground, or goes in the end zone, and kickoffs the land between the goal line and the 20 they must be returned. no fair catches. it's designed to promote more returns while reducing injuries. i'm not going to quiz you on this stuff because it seems a little complicated. it's easier when i do a show and tell it's reaction, like people okay with this rule change purists are not going to like this. it might take a little getting used to. >> yeah. all right jason thank you. all righty jason next at 11, a devastating scene in baltimore after a cargo ship crashed into a bridge. six construction workers on the span at the time now presumed dead. and tonight, questions are being raised over how to protect bridge infrastructure. plus i came from nothing.

>> so this is my opportunity for my first opportunity. >> and i'm gonna take advantage of a resource. decades in the making aimed to help low income families and those who were formerly incarcerated. the million dollar donation the project received tonight, the 11:00 news on ktvu, fox two starts now. a major influx in cash for an oakland nonprofit. good evening everyone. >> i'm mike mibach and i'm julie julie haener. officials say it is more than just housing the project is creating opportunities for those who need it the most. new at 11 tonight, ktvu amber lee shows us how the $1 million will be used. these were just sketches and notes on paper and now it has turned into a building, a new building to house low income tenants and offer employment opportunities for the formerly incarcerated in west oakland on seventh street that is now known as the black panther. >> it's a continuation of a decades long dream for the former chairwoman of the black panther party, elaine brown. she now heads up oakland and the world enterprise, a nonprofit.

on this night, a celebration of her work. >> we can create opportunity for economic survival, the opportunity for economic survival was boosted by a historic $1 million donation to brown's project from black lives matter. >> it's about making a difference in the lives of people who need it. it's about creating community where black people can thrive. money that brown says, will launch a handful of businesses to be run by the formerly incarcerated, such as michael lewis. >> he says he was paroled from prison in georgia late last year after serving 27 years. >> i came from the streets, my mom smoked crack. my dad was wasn't around. you know, so i came from nothing. so this is my opportunity for my first opportunity and i'm gonna take advantage of it. so it's a great opportunity, brown tells me. >> it took almost ten years and $80 million in grants to turn a vacant lot into a center to help those who are marginalized, she says the donation from black lives matter will make it possible to launch an urban farm

tech center, a market, and others. >> i was stunned by it because no black organization has given us a dime. brown tells me construction of the building is expected to be completed in may, and that it should be ready to welcome tenants in july in oakland. >> amber lee ktvu, fox two news. >> new at 11 oakland mayor shengtao will introduce the city's new police chief, floyd mitchell, tomorrow in introductory news conference is scheduled to take place at oakland city hall at 1:00 in the afternoon. mitchell comes from lubbock, texas, where he previously served as chief. he was one of the four finalists submitted by the police commission to the mayor last month. >> also new at 11 tonight. san francisco police have increased the reward for a double homicide, a $250,000 reward is now being offered for information leading to an arrest in connection with a deadly shooting near allis-chalmers park in april of 2022. police

say two suspects opened fire on a group of men, 22 year old brandon cheese, from san mateo county, and 20 year old kieran carlson from san francisco were killed. two other people were hurt, and san francisco police say they are making progress on cracking down on drug dealing in the tenderloin. officers say in the last week, 30 dealers have been booked or cited for sale or possession with the intent to sell drugs. in total, officers at the tenderloin station have seized nearly 7 pounds of drugs in more than $11,000 in drug money in just the last week. >> uc berkeley police have released images of people suspected of participating in a pro-palestinian protest on campus. last month that turned violent. university police called it a riot, saying members of the crowd forced their way into the building, injured guests, injured police officers and damaged property. now, this incident stemmed from a jewish student group inviting an israeli attorney to speak on campus. another student group

called for a protest to shut down the lecture just before the event, hundreds of demonstrators surrounded the building. anyone who may be able to identify the rioters is asked to contact berkeley police. >> sunnyvale says it's closely monitoring a countywide pandemic shortage, or paramedic shortage that is causing concerns. >> it's not just a county problem, not a state problem. it's a national problem. it's my understanding. >> the city's public safety officers are cross-trained as emts, police and firefighters. but unlike some other cities, they are not paramedics who can perform advanced medical treatments. tonight, the department said it will be getting an additional quick response vehicle from the county that is staffed by paramedics. >> what we're going to be doing moving forward is continuing to monitor the situation, continue to meet with amr and the county, and you get a good understanding of the services that are being provided here. >> the sunnyvale department of

public safety does not operate its own ambulance service. it is overseen by santa clara county, which contracts with american medical response, which is also providing the quick response vehicles tonight. >> tragedy in maryland after a cargo ship slams into the francis scott key bridge in baltimore. recovery efforts set to resume in just a few hours from now as search crews continue looking for six missing construction workers who were on the bridge the moment it collapsed. >> the ship reportedly lost power early this morning. ktvu jana katsuyama spoke with a structural engineer. she joins us now with the latest on the investigation. gianna. >> julie and mike, the coast guard says that they had to suspend the recovery efforts overnight because of the dangerous metal debris that was being moved by the tides. the national transportation safety board says they hope to retrieve the ship's voyage recorder to get some answers about what went wrong. by daylight, the destruction from the collision was devastating. clear the dolly, a 984 foot container

ship, had been leaving the port of baltimore around 130 tuesday morning when it slammed into a tower of the francis scott key bridge, toppling the entire 1.6 mile structure. nighttime video captured the moments before the crash. it shows puffs of black smoke coming from the vessel, and its lights flickered on and off. then it struck one of the bridge's supports, causing one side of the span to collapse first, then the other side crashes into the water. a company, bronner builder said its construction crew was filling potholes in the middle of the bridge when it collapsed. two people were pulled from the water. six remain missing. state officials say the ship had left the port bound for sri lanka, and had been moving at eight knots, about nine miles per hour, when it reportedly lost power. a loss of power is one of the worst things that can happen. >> it could mean the loss of steering, communications, loss of your, bridge equipment, the ship's regulator in singapore said. >> the crew reported they had

dropped anchor to try and slow the vessel before impact, and issued a mayday call. a police dispatcher put out a call to stop traffic on the bridge, but there are no reports of an evacuation order for the construction crew. >> steel truss bridge is a relatively common bridge, a type of bridge structure. especially for its time. >> the president of the structural engineers association of northern california says it was heartbreaking to see the collapse, and it likely will raise questions nationwide. >> there are different opportunities for bumper types of systems that include potentially bringing gravel from the seabed to the top, so it's physically not possible for a boat to strike by monday evening. >> the coast guard and maryland authorities said the rescue had turned to a recovery. >> it's going to take some time. the people of baltimore can count on us, though, to stick with them at every step of the way. >> and officials with guatemala, honduras and mexico all said today that some of their citizens, they fear, are among those six workers missing. so

again, at 3 a.m, our time, they're going to be back out there trying to do those recovery efforts. but it's very dangerous out there in the waters right now. >> and i keep thinking about the future because the port of baltimore, it's a very busy port handling about $80 billion in merchandise. i mean, to get back to that point here, looking forward, i mean remove the debris. i mean we're talking months if not a year. >> it could be a huge economic hit for the city and the state. you know, you saw the debris. they're going to have to try and remove that, make it safe. and then there's also the issue of transportation. that was a major thoroughfare. >> yeah. massive job. all right gianna thank you. well, san francisco representative nancy pelosi and baltimore native responded to the bridge collapse as well, saying in part, quote, the images of the francis scott key bridge collapse are heart wrenching. our love and prayers are with those missing and their families during this difficult moment. we are grateful to the heroic first responders and rescue teams who have worked tirelessly throughout the day. >> i have mixed feelings about it, honestly.

it and will fight to clear his name after raids of his homes in los angeles and miami. >> and that story beginning tonight's west coast wrap. the raids are reportedly part of a sex trafficking investigation. combs attorney described the searches yesterday as a, quote, gross use of military level force. tmz now reporting that federal agents questioned combs at the airport in miami as he was trying to get on a plane to the bahamas. >> the fact that there was only a search and seizure leads us to think, okay, they didn't have enough for an arrest to be made. >> no one has been detained or arrested in connection to the raids. combs has been the defendant in several sex abuse lawsuits in recent months. it's not clear whether the searches are related to any of the allegations raised in those lawsuits. >> in washington, after a months long fight, a police officer injured in the line of duty will be able to keep his health benefits, the city of bellevue has said it was able to reach an

interim agreement to ensure officer kevin beretta's existing medical coverage will continue over the coming months. the officer was working the motorcade detail for vice president kamala harris during her seattle visit in august. he was thrown from his motorcycle and fell 60ft off of a bridge and critically injured. bellevue police bellevue policy mandated that the city drop him from his medical benefits if he didn't return to work in some capacity. just six months after that incident. the interim agreement will allow beretta now to focus on recovering and returning to the department. that new policy will also be available to other city employees and in the state of utah. >> man was rescued after an accident at a construction site left him buried up to his neck. an american fork fire department responded to the scene where a ten foot trench had collapsed at. the 20 year old worker was a private contractor working on a sewer line with a team of three others. crews say the man was rescued and transported to a hospital in serious condition.

they're primarily focused on road hazards, but they're training their model to identify other things like homeless encampments. >> what we use is a very simple gopro camera mounted on city vehicles, and when they drive around, they'll upload the video. >> other companies like ash sensors are working on this. also, they use a combination of cameras, lasers and sensors. and while their focus is primarily the structural stability of buildings, they too are trying to meet the city's needs. >> one of the things with ai is you have to teach it what to go look for, and so teaching is like, hey, that's a pothole. this is a building. here's graffiti, here's not graffiti. >> the city of san jose has just one car outfitted with cameras, and it's only done three test runs so far. but homeless advocates have concerns that this high tech solution won't solve a very human problem. >> the public saying, okay, this is another tool, but a tool for what you've got to get homeless, unhoused people into housing. that's the solution. it's always been the solution. and city officials say they're very conscious of potential pitfalls.

>> and that's why they say policy and transparency around ai is crucial. >> there is privacy risk. there is bias. risk that comes to ai. and this is really a key issue. we're trying to address. because if we jump into conclusion without learning, if we try running without walking, we get ourselves in trouble. there is no set timeline for how long this pilot will last. >> city officials say it may take a while to see what i can do. at the end, there will be a competitive bid process assuming they decide to proceed in san jose and ruben ktvu, fox two news. >> san francisco's rainbow flag marks a significant role in the city's history. now, a resolution could make it an historic landmark. >> plus, pay more attention not going out after dark. >> a bay area neighborhood on alert. the cat concerns after a recent mountain lion attack in northern california. >> and a pretty nice day out there today. tomorrow is going to be a little cloudier and then we got some showers in the forecast by tomorrow afternoon,

upgrade wastewater treatment facilities to reduce harmful algae blooms in the bay. the regional water quality control board says treated wastewater contains nitrogen that feeds the algae, which releases toxins and can harm aquatic life. the board says it hopes state or federal grants will help fund the renovations that are needed to remove more nitrogen from wastewater. >> also new at 11 san francisco's third street bridge was back open just in time for tonight's giants game. san francisco public works department tweeting this video showing people walking across the bridge. now, the department said it had to be raised. the nearly century old bridge

suffered severe damage last year. it was struck by barges that had gotten loose in the choppy waters of the bay. during one of those major storms. >> all right. yeah, i want to think about the bridges on the bay. i think about the cosco busan, and i think about the valley fog that we get in the winter months that sits right down on the bay, and the visibility is go to almost zero, like that bad valley fog. and it happens sometimes late winter. and that's when we have some of our worst ship collisions. so definitely an eye opener. these were the highs from today. and there will be a little cooler tomorrow mid 60s as opposed to those kind of upper 60s. the 6766 will be a little bit cooler because the clouds and a chance of a shower or two, and especially into the afternoon and evening hours, it's kind of all over the map with this system. it's a good looking system up here, but we're down here. and so the dynamics are not really that powerful. but we will get a little bit of wind. the mountains will benefit much more from this. they're going to get a couple of feet of snow. but for us it's going to be about scattered showers, quarter

of an inch here, half an inch. there except in the, you know, the coastal hills and the spots that really do accumulate quite a bit of precipitation. but in terms of what the hydrology, it's not going to be, you know, it's going to be beneficial water. it's not going to be water that's going to cause us a problem with the accumulations will be light enough. that's what i'm trying to say. here is the model. and then we go to tomorrow morning. and then here's the rain starting to move into the north bay. and then there it is tomorrow evening. and you see it working its way in about six seven. but it's still way up here. san jose has got barely anything and then it pushes through after six, 7:00. and that's when the heaviest showers would be. and this is 7 a.m. thursday morning. and then thursday afternoon. so i think thursday looks like a pretty good day. and then friday morning and then friday afternoon. so by friday around 10:00 this thing moves in. we're not in the strongest dynamics. we're north and east of the main low center, which the strongest dynamics are going to be down here down around monterey. but we'll still get some rain from

this on friday and a little bit into saturday morning. and that should be at the weekend. not looking like a washout. certainly sunday will be the best day on the weekend. milder temperatures tomorrow. and then this is the forecast. the forecast is going to move around especially i think this saturday thing could get wetter or hopefully we'll get drier. we'll see. there's the five day forecast. i'll see you back here tomorrow night. >> all right bill thank you. new tonight as south san francisco man says he caught a mountain lion on camera in his backyard. the potential sighting comes after the deadly mountain lion attack here in northern california this past weekend. but as ktvu joy horta explains, some wildlife experts are questioning the recent sighting. >> there's a heightened sense of fear after the first deadly mountain lion attack to hit california in two decades. two brothers were attacked on saturday in el dorado county, according to the local sheriff's office, leaving one of them dead . for jason glines of south san francisco, who lives in a wooded area surrounded by hills, a four

legged visitor in his backyard had him worried. >> kind of like, you know, scary. >> glines got an alert on his phone just after 7:00 tuesday morning about motion in the backyard. >> looked at the camera and saw a very large cat on the fence. >> here's what he saw. this big cat walking along his fence about that big and realized we were looking at possible mountain lion, his biggest fear? his little dog named pepper. the family called south san francisco police, who then posted a photo of the animal on social media warning the community about a mountain lion sighting out of an abundance of caution. >> i'm curious where it came from, yeah. i haven't seen any mountain lions here before. >> we check with the mountain lion foundation to get their take on the suspected mountain lion. >> it's a security camera. the lighting can be funny, there can be distortion, but to. to me, it looks a lot like a house cat. >> we also got a second opinion from the bay area puma project

has introduced a proposal to make the rainbow pride flag at harvey milk plaza a designated landmark. the resolution is named gilbert baker's rainbow flag installation after the artist who created the community symbol back in 1978. now that rainbow flag has become a symbol for the lgbtq plus community in san francisco's castro for decades and beyond. the resolution is scheduled to be voted on next week. >> an award winning attorney is
