right. allie rasmus is here filling in for sal. no cones this morning. allie. >> not that i can see, you know, clear, clear skies, you said. and clear roadways as well on the highway because not a lot of traffic out there. i was pretty surprised, pleasantly, to see just how empty some of our bay area bridges and roadways are. let's get you out the door so you can see for yourself. bay bridge toll plaza. there's barely anyone on the road. let's skip over to 880 in oakland. nice and smooth traffic there for people going through. and let's move ahead to i don't know what's going on with my traffic cameras. i think they need to be rebooted, which i will do in a second. san mateo bridge traffic looks good. 401. let's go back to the desk. >> all right. thank you. ali san jose police are investigating a car crash where a pedestrian was killed just outside a school. it happened last night at about 730 near one of the campuses of the harker private school. authorities say a man was walking along saratoga avenue near interstate 280 when he was hit by a car and later died at

the scene. saratoga avenue was closed in both directions near moore park avenue. so far, police have not identified the pedestrian who was hit or said what happened to the driver of the car. an oakland business owner is angry after thieves ransacked her clothing store. it was all caught on camera when thousands of dollars in merchandise was stolen and her store was vandalized. >> ktvu zac sos talked to the owner of that business to see how she's coping with this mess. >> this is so disappointing. i can't believe this is happening to us. >> taylor filming the moment she arrived at her downtown oakland clothing store easter sunday to shattered glass strewn across the floor. >> and this was empty. he empty that shelf. he emptied that shelf. and then i went and looked on the camera, captured at around 530 in the morning, casually helping himself to thousands of dollars worth of merchandise at the taylor j collection purses, dresses and other items, many of which were hand designed by the owner. i just felt violated. it was just traumatic. like it's already been really hard just being a

business owner in oakland, having like physical locations. and so just knowing that someone came into a space that we pay for, that we put all our energy or time and money and life into it just felt terrible watching in tears at the time what the thief did next, only adding salt to the wound after looting the store, the man coming back for seconds, he took two of the suitcases and filled them up with inventory too, and stole our stuff with our own suitcases. >> the burglar also taking off with the store's computer system. taylor, now facing what she estimates to be at least $20,000 in damage and stolen items. >> it's terrible. this is already a really emotional day for me. for one, my nephew died a year ago and the last time we were with him was on easter sunday. so my family, it's already a, you know, very like emotional day. and then we were going to church and then this happens. >> taylor's store, just the latest to be targeted on her broadway block. two different bakeries also boarded up her message to city leadership. >> my message is to help us out,

stop this. like if you want our city to grow, to thrive and not die, then you have to take it serious that businesses we are, we build, we create, the community. we are keeping the economy going. and if we are suffering and we can't survive, what happens to our city? >> zac sos ktvu fox two news. >> thank you zach. the business owner tells us she is grateful for the support she is seeing from the community. a fundraiser has been set up to help cover her some of her losses, and we have a link to that on ktvu .com. >> our time is now 404. oakland mayor xiang tao wants to change the city charter to ban the police commission from taking part in the next search for a police chief. mayor tao, according to the east bay times, says only the mayor and the city administrator should be hiring the police chief, and that change would require a new ballot initiative. right now, under oakland city charter, the mayor selects the police chief from a list provided by the police commission. the mayor, tao, says that's not the most effective process and has criticized it. oakland went more

than a year without a permanent police chief until late last month. floyd mitchell was named by the mayor as the new police chief. >> rideshare drivers in san francisco are planning to rally for fair treatment and better pay today. drivers from uber and lyft will stage a series of events to address critical issues impacting their work. the rally will go from uber headquarters to lyft headquarters, both of which are located in san francisco. some of the issues they plan to address are low pay, unfair deactivations, high company fees and safety risks. drivers will also raise concerns about the impact of autonomous vehicles on the industry. >> our time now 405 the city of oakland, reportedly plans to offer a five year lease extension to the a's at the coliseum. espn is reporting that deal would give the a's a temporary home until its new stadium in las vegas is built. as part of that new deal, the

a's would pay more than $19 million a year over five years for a total of $97 million. reports showed that right now they paid just 1.25 million a year. the a's current lease at the coliseum expires at the end of this season. the two sides plan to meet tuesday about this proposed contract. that includes an opt out after three years. >> the weather was pretty nice in most places around the bay area for easter egg hunts, brunch and picnics, and that includes a special easter celebration in san francisco. ktvu alice ward shows us why this year's inclusive easter in the park has even more meaning. >> thousands turned out for the 45th annual easter in the park here at mission dolores. it's also the 45th anniversary of the sisters of perpetual indulgence. in 1979, there were only four. now there are thousands around the world. >> the sisters are a wonderful reflection of our community, so

we are the l, the g, the b, the t, the q, the i and the a of our community. what a better way to give them visibility than to throw some glitter and rhinestones on each other and prance around the park on easter sunday. >> coincidentally, march 31st is transgender day of visibility. sisters came from around the world to celebrate in their founding city, all enjoying unity in the community. >> we all come together in the spirit of togetherness and joy to spread that joy and give it to other people, and that just recharges the battery. >> since 1979, the sisters of perpetual indulgence have become a san francisco institution, spreading joy and reflecting the community, supporting many causes that ended in disaster. the nondenominational, non-judgmental event offered exciting activities for people of all ages. an easter egg hunt, and games for young kids. >> this was like, really fun thing because it was really crowded at the park and you could also and i saw lots of friends. >> there was a contest for

to recover, and a suspect is now in custody. following an attack sunday morning, san francisco police were called to ocean and lee avenues at 9:00 yesterday morning, right near city college . video from citizen app shows the scene where the man was stabbed. the suspect was arrested, but it's still unclear what led to the attack. >> our time now. 413. a former cal train executive is accused of turning some areas of public train stations into private homes. san mateo county da's office charged joseph navarro with felony theft of public funds. prosecutors say he was held by a former employee of a caltrain contractor when he

secretly built apartments at two train stations on the peninsula. they say navarro? s apartment was remodeled office space in the agency's historic burlingame train station, and prosecutors say his alleged accomplice also had an apartment at the millbrae station. an important move in san jose for more affordable housing. >> the city council unanimously approved an anti-gentrification rule that will help protect low income renters. now under the new law, 20% of affordable apartments in new city funded properties will be reserved for lower income applicants. living in high displacement areas and applications are now open for a program to give money every month to some low income families. in milpitas, the city is going to give 50 families living or working in milpitas $645 a month for rental housing support for up to two years. the money will go straight to the landlords to pay the rent. the applications are due by the end of the month. >> all right. our time is 415.

the powerball lottery jackpot keeps climbing towards a record high amount. you have about 15 hours now to buy your ticket before tonight's $975 million drawing ktvu lamonica peters talked to players who hope to hit it big. >> it's probably the first time i've actually bought one. why not? my luck isn't all that that lucky. >> sometimes with nearly $1 billion powerball jackpot on the line, people who say they've never purchased lottery tickets before are now taking their chances. >> one player at the 7-eleven store on kooser road in san jose says she's able to play now because she just turned 18. >> it's exciting. it's different. i haven't i've never done something like that before. so it's kind of fun. >> monday's powerball will be worth an estimated $975 million. this is powerball's fifth largest jackpot, and the last jackpot winner was in michigan

reading and all of a sudden, what's that noise? and it was rain came in, but not till about 637 last night. there were some pretty good rumors. for what it's worth, the atmosphere was about as unstable as it gets around here on sunday. what's. it's called cape, which is a measure of convective activity. was the 26th highest ever at oakland over oakland, which since they went back to 1948. so if you thought that that's impressive. usually you see that in the middle of the country or in the, you know, texas or denver, that kind of activity. look at the buoy lit up this morning in arizona for many 40s on the temps low 40s. livermore is down to 42. so 40s, 50s to the north, 40s and 50s. if there's any breeze, you're up in the low 50s. if not, you're down in the 40s. bodega bay, though 53. there's your northerly breeze or north northeast, so that's in place. clear skies, looks good. 44 ukiah, 50 sacramento, and then 50 southern california. 49 las vegas and 47 cool degrees in arizona. but we're all set for sunshine today

plane crashed on union pacific rail property south of glenshire drive, between the rail line and truckee river. the ntsb, asking anyone with surveillance video to contact them as they try to figure out what happened. the couple leaves behind three sons. >> such an inspiring guy. i'll miss him personally as i hope he rest in peace. i hope the family will be good. our heart is with them. >> our time is now. 424. happening today, city leaders in palo alto will decide whether to get rid of parking spaces along el camino real to make room for bike lanes. the caltrans will be repaving el camino and has proposed adding those bike lanes along the road through palo alto. caltrans says that changes would make the road safer, but the city council has to approve the plan to remove parking. even though caltrans has authority over el camino, which is a state

highway. well, in the east bay, some sidewalks and driveways are will be temporarily closed this month. take a look at these google street view images. the construction will take place along san pablo avenue between ashby avenue in berkeley and brighton avenue in albany. only the sidewalks and driveways not in compliance with the americans with disability act will be worked on. the caltrans says the update is to make it easier for people with disabilities to navigate through that area. the closures will continue until spring of 2025. the electric scooter company bird, may soon be back in business in the bay area, according to the redwood city post. >> the scooters will be back in redwood city in the next month. bird scooter filed for chapter 11 bankruptcy protection last year and temporarily suspended operations. it is now under new ownership. at&t has launched an investigation into the source of a data leak that may have exposed personal information of 73 million current and former

customers. at&t reports the data, including social security information, was linked to the dark web about two weeks ago. that data could include customers going back to 2019. at&t is notifying customers who are impacted by that breach. well, do you want to make more than $100,000 a year? a recent report shows the best college majors to hit that mark midway through a career. the new york federal reserve identified engineering as one of those majors that had a median wage of $100,000 a year about halfway through their career. the other five majors that hit that same mark include computer science, finance, economics, construction services, and business analytics. >> our time now for 26. in the emergency room in san mateo county will be closed while the seton facility is halting their services. and how long it will be off limits. >> and despite a loss in the home opener and the bay fc saw a sellout game, we're going to

clayton road. the vehicle is off on the right hand shoulder, so and it is in that northbound direction. so hopefully it doesn't tie things up too badly. be aware if you are driving through the macarthur maze eastbound 580 to the eastbound 80 split, there is a car stalled in the gore point. so just keep your eyes out and make sure you are aware of some of those stalled vehicles on the road. there's also a crash on westbound 92 as you approach the san mateo bridge, but that vehicle on the right hand shoulder don't expect too much of a backup south bay commute looks pretty good at this hour. san mateo bridge traffic moving along nicely as you make your way over the peninsula and bay bridge toll plaza traffic also light 431. let's go back to the desk. >> all right. thank you. ali work crews in baltimore made some progress over the weekend dismantling the bridge that collapsed last week. but one of the country's largest ports remains shut down. and as doug luzader reports from washington, federal officials worry about the impact of prolonged closure could have on the economy. >> well, there is a sense of

urgency here in washington, but this is a dicey operation in baltimore because of the scale of this disaster. to look at what remains of baltimore's. francis scott key bridge, it's hard to see signs of progress. the trusses are still strewn across the river, and the nearly 1000 foot long container ship that triggered the collapse remains stuck. but if you look closely, workers have been carefully cutting through some of the wreckage. when will you visit baltimore? >> baltimore? next week. >> the president said on saturday he would visit baltimore at some point this week, but this is going to be a slow recovery. and the stormy weather expected this week won't make that any easier. this is a remarkably complex operation. >> we know this is going to be a long road to recovery, but we know that we have to move with safety and we have to move with speed in order to get our commercial engine going again. >> and while the search continues for the missing road crew workers, that commercial

engine is a big concern, not just for port workers in baltimore, but for supply chains around the country. >> there are east coast ports that can temporarily absorb the traffic that would have been headed to baltimore, or whether we're talking about the containers or vehicles. but it's not the same, of course, not the same. >> and reopening the port is just the first step in a recovery that could take years. now, even with federal help, rebuilding the bridge could take some time. it took about five years to build the key bridge back in the 70s in washington. doug luzader, fox news doug, thank you for that. >> update. the collapse of the bridge in baltimore is also bringing attention to other bridges around the country. the national transportation safety board says the francis scott key bridge was in satisfactory condition before it was hit by the cargo ship, but data from the federal government reveals more than 42,000 bridges across the u.s. are in poor condition. >> 1 in 3 bridges across the united states need some sort of repair or reconstruction work now, because of the amount of

money needed to repair a bridge, some older bridges remain closed and that impacts surrounding communities by throwing off supply chain routes for trucks and impacting emergency vehicle response times. >> our time is now 434 happening today. most fast food workers in california will be getting a pay raise under a new law that raises the minimum wage. now the new salary baseline will be $20 an hour. also, a fast food council will be created to develop standards, rules and regulations for the fast food industry. the workers and labor unions have praised the pay increase. however, some business owners say they'll be forced to raise their prices or lay off employees to offset their costs. >> certainly there'll be some price increases. we'll see. just how extensive they are and we'll see how they roll out over the next couple of months. new regulations always have a lot of impacts that aren't expected now. >> other businesses worried

their employees, who earned less than the new fast food salary minimum, will switch jobs and create mass vacancies for other industries starting today. >> seton medical center coastside is closing its emergency room due to storm repairs. the moss beach hospital is expected to reopen its e.r. in 6 to 9 months. administrators said a thorough assessment revealed the need for extensive repairs, but county supervisor ray muller, who represents the san mateo county coast, said he had, quote, grave concerns about the impact of the closure on the community. he says the seton co-site emergency room is the only facility of its kind serving the region. in a group of nurses in the south bay plan to go on a three day strike starting tomorrow. they cover three hospitals and 13 clinics and belong to the union santa clara county registered nurses professional association. they are calling for better pay and increased staffing. santa clara valley health care says it has been preparing for the walkout and will have fill in nurses. it

does not think patient care will be severely compromised, although some appointments may be rescheduled. >> our time now for 36 carpool lanes in california will soon be reserved just for carpools, right now, these carpool lanes allow cars with two or more people and also allow cars with them. maroon, green, and yellow stickers. these decals are for clean air vehicles. the california started allowing clean air vehicles to use carpool lanes back in 1999, but the dmv says beginning in 2025, they will no longer be allowed. and that comes after governor newsom signed an executive order back in 2020 requiring that all new cars and passenger trucks sold in california be zero emission vehicles by the year 2035. >> despite a loss in their inaugural home opener saturday, the bay fc saw a sellout crowd of 18,000 people packed into paypal park in san jose and. pam

chain problems. car prices spiked because inventories were low. but according to the mercury news, bay area car dealerships say they have plenty of cars on the lot and not enough people buying them. one dealership manager told the paper cars are sitting on the lot for 60% longer than last year. at this time. eight new international airlines are being added to the tsa precheck program. customers pay a fee, fill out an application, and complete an interview for a five year pass for quicker security clearance, the airlines added. the program are eligible for passengers to fly destinations like tahiti or the bahamas. american airlines is offering more flexibility to travelers who come on board with their pets. the airline will now allow passengers to bring one full sized carry on, along with the companion pet, in plane cabins. any additional bags will need to be checked. this new rule change took effect last week. before the change. travelers could only bring a small carry on that fit under the seat, and pets were only allowed on board with a

$150 fee. home sales are increasing across the bay area, a potential sign that the market may be gaining some momentum. data from the california association of realtors says home sales rose 25% in february from the prior month. inventory however, remains low. that's pushing up the price of a home in the bay area. the price of the median single family home rose to $1.2 million in february. that's up more than 22% compared to this time last year. some homeowners are borrowing against their future retirement funds in order to buy a house. a bank rate survey says almost 10% of homeowners took money out of their 401 k or other retirement plans in order to secure a new home. 16% of gen zers and 12% of millennial buyers used retirement funds for their down payments. financial experts warn against such moves because of future loss of investment, growth over time. experts say homeowners should use retirement funds as collateral for loans. that way, you can ensure that you get the

think maybe a lot of folks have the day after easter sunday off. and so we don't see a lot of traffic in spots. but some problems you want to be aware of. let's start with look at the maps. if you're driving in from central valley, pardon me. on westbound 580 you will see some slow traffic coming into that livermore valley, but no major problems there to tell you about . from there we'll go to highway four, bay point. you can see it's busy, but again, traffic moving smoothly. also similar situation for highway 24 in lafayette in the east bay. folks heading towards the caldecott tunnel. no issues there to tell you about. same story for 880 in oakland. and we want to end with the south bay. we can show you overall the maps here things look good. the south bay commute , as you know, doesn't usually pick up. it's a little later in the morning, but from there we are going to go even farther south, where ktvu james torres is live. he's talking about an emergency closure on the monterey coast, part of highway one shut down because part of the roadway washed away in this weekend's storms. let's check in with james, who is on the road

in the south bay. james, where are you now? and how are emergency crews handling the closures? >> well, ali, welcome to the back seat of our car here we are passing a fremont at the moment. here headed our way to the monterey coast where the messaging coming from, people who work there who are dealing with this emergency road closure simply is do not come to big sur. this week, and here's why. part of the highway one has washed off part of that coast was already under construction from last year's storms. well, now further up the coast, right around limekiln state park, just south of carmel, another part of the roadway washed out, breaking up the southbound lanes. so you have two points where there's some massive erosion and now some repairs that need to be made. monterey county officials say it happened saturday afternoon and they've been looking for a fix since. but in the meantime, people in between the two closures are finding themselves stuck, and tourism experts in the area are asking you for the time being, stay away right now, as far as you

know, as we've talked about and has been talked about, big sur is not available in the way that it has been in the past, and so we will put out messaging that discourages any visitation under the current conditions. >> it just can't happen. >> yeah. a number of state parks in the area all shut down temporarily. there's really no word how soon that would reopen. it all depends on how soon these crews can get this part of the roadway. that big hole, that big gap filled in. and of course, with the support underneath caltrans and the chp have been working on what they're calling convoys connecting with people who are stuck in between the two closures and then using the far lanes of the roadway. you see, the northbound lanes aren't affected. and using those lanes to get them out, they were able to do that for about 300 people yesterday. there are still a few hundred cars left in that area waiting for that escorted evacuation. we also heard from the tourism agency there telling us that hotels lodges are also

offering, certain evacuation rates and conference rooms for people who are still stuck waiting for those evacuations, giving them an opportunity to charge some phones, stay in a warm place and really just wait out until they get that emergency help. we are live this morning, headed our way to the monterey coast. of course, we'll keep you updated as we learn more. i'm james torres, ktvu, fox two news. >> all right. thank you, james, for that update. san jose police are investigating a car crash where a pedestrian was killed just outside a school. it happened last night at about 730 near one of the campuses of the harker private school. authorities say a man was walking along saratoga avenue near interstate 280 when he was hit by a car and later died at the scene. saratoga avenue was closed in both directions near moore park avenue. so far, police have not identified the person who was hit or said what happened to the driver of the car. an oakland business owner is angry after thieves ransacked her clothing store. it was all

caught on camera when thousands of dollars in merchandise was stolen and her store was vandalized, and ktvu zac sos talked to the owner of the business to see how she's coping with it. >> and this is so disappointing. i can't believe this is happening to us, taylor j filming the moment she arrived at her downtown oakland clothing store easter sunday to shattered glass strewn across the floor. and this was empty. he empty that shelf. he emptied that shelf and then i went and looked on the camera, captured at around 530 in the morning, casually helping himself to thousands of dollars worth of merchandise at the taylor j. >> collection, purses, dresses and other items, many of which were hand designed by the owner. >> i just felt violated. it was just traumatic. like it's already been really hard just being a business owner in oakland, having like physical locations. and so just knowing that someone came into a space that we pay for, that we put all our energy or time and money and life into. it just felt terrible watching in tears at the time what the thief did next.

>> good morning. yes. so this $20 an hour minimum wage. it's a $4 an hour increase for these workers. and this new minimum wage applies to anyone who works at a chain. so they have at least 60 locations. and where there's limited or no table service. so this will give california's fast food workers one of the highest minimum wages in the country. the state's minimum wage for all other workers is $15.50 an hour. so what does this mean for the customer? well, some major chains like mcdonald's, chipotle, starbucks, jack in the box and shake shack have already said they will have to raise menu prices. alex johnson, who owns a who owns ten auntie anne's pretzels and cinnabons in the bay area, says this new law will cost him about $470,000 a year. >> i want to do right by my employees, and i want to pay them as much as i can. but this bill, ab 1228, has really hit our operations hard, we're no longer hiring. we're not

backfilling positions. we're not growing in the state anymore. we're not expanding more locations. and i'm ultimately thinking about selling or closing my business. >> labor unions and the fast food industry had been fighting over wages for years before lawmakers passed this law last year, saying many of the more than 500,000 fast food workers in the state aren't teens earning spending money. they're adults. depending on that money to support their families. but now layoffs are a concern, and workers could get fewer hours because of this as well. so we'll have to see the impact of all of this. dave >> all right amanda thank you. time now. 533 will work. crews in baltimore made some progress over the weekend dismantling the bridge that collapsed last week. however one of the nation's biggest ports is still shut down . douglas ater reports from washington that federal officials worry about the impact a long closure could have on the economy. >> well, there is a sense of urgency here in washington, but

this is a dicey operation in baltimore because of the scale of this disaster. to look at what remains of baltimore's francis scott key bridge, it's hard to see signs of progress. the trusses are still strewn across the river, and the nearly 1000 foot long container ship that triggered the collapse remains stuck. but if you look closely, workers have been carefully cutting through some of the wreckage. when will you visit baltimore and baltimore next week, the president said on saturday he would visit baltimore at some point this week, but this is going to be a slow recovery and the stormy weather expected this week won't make that any easier. >> this is a remarkably complex operation. we know this is going to be a long road to recovery, but we know that we have to move with safety and we have to move with speed in order to get our commercial engine going again. >> and while the search continues for the missing road crew, workers that commercial engine is a big concern, not just for port workers in baltimore, but for supply chains around the country. there are east coast ports that can

>> some older bridges remain closed, and that impacts surrounding communities by throwing off supply chain routes for trucks and impacting emergency vehicle response times. starting today, seton medical center coastside is closing its emergency room due to storm repairs. the moss beach hospital is expected to reopen its e.r. in 6 to 9 months. now, administrators said. a thorough assessment revealed the need for extensive repairs. but county supervisor ray mueller, who represents the san mateo county coast, said he had, quote, grave concerns about the impact of this closure on the community. he says the seton coastside emergency room is the only facility of its kind serving the region. a group of nurses in the south bay plan to go on a three day strike starting tomorrow. they cover three hospitals and 13 clinics. they're calling for better pay and increased staffing. santa clara valley health care says it has been preparing for the walkout and will have fill in nurses. administrators say patient care will not be compromised, but

at your drive into the livermore valley 580 westbound through the altamont pass is fairly slow, but taking a look at the south bay from there, the only problem you will see is southbound 280 just north of stevens creek boulevard. that's a crash involving two vehicles, but it's off to the side of the road, so hopefully it won't tie things up there. here you see the bay bridge toll plaza where the metering lights just turned on a little bit of slow traffic and some of those middle toll lanes. 880 in oakland north and southbound. things look good here. but be aware south of this picture. southbound 880 just north of tennyson, there is a crash that is blocking 2 to 3 lanes that just came in in the last three minutes or so. so we do expect traffic to start to back up a little bit in that southbound direction. here's a live look at 280 in san jose. again we mentioned that crash at stevens creek. it doesn't seem like it's having a huge impact on the traffic in that northbound direction. on the right handle, though, it does look a little bit sluggish. but again, that crash is on the

health of an employee. researchers at a sleep clinic in tampa, florida, studied hundreds of employees who normally work from 11:00 at night until seven in the morning. they found that those overnight workers typically fall way short of the eight hours of sleep they say is needed to stay healthy, and we have found that shift workers are more susceptible to having increased inflammation in their body, and that inflammation can be, a risk factor for developing things like metabolic syndrome and obesity and heart disease as breast cancer risks and cancer risks are higher in shift workers that pam, i know sleep is good. i know it's real good. medical experts are urging overnight workers try to develop a consistent sleep pattern if you can, and take daytime naps whenever you can. specially easter egg hunts were held in

sur area. ktvu james torres joins us now live with an update on the slide. the road closure and the people who are now stranded. james >> yeah, good morning to you. well, at one point it was as many as 1600 cars stranded between two two points of the big sur monterey cove area because the two major roads there, both as a result of erosion underneath the highway and they just simply have been washed out. now, the latest closure affects the southbound lanes, the closest to the cliff. this is near rocky creek bridge. that's between carmel and big sur. you can see those two lanes that are just absolutely rather that roadway, that part, that southbound lane washed out. now cones separating the northbound and southbound lanes. at this point, it happened saturday afternoon and it's miles north of another closure along highway one already under construction because of storms last year. and as a result, some people who spent the weekend or even planned just a day in the area

are stuck because there is no outlet in either direction. caltrans now working on a plan to get those people out and the local tourism agency is working on keeping people safe in the meantime. >> happily, we were able to get almost a dozen hotels on the peninsula, offering evacuee rates rates for those who might not been able to get home, residents of big sur, so the hospitality industry stepped up in a big way, and caltrans and the chp have been working on convoys connecting with people who are stuck between the two closures and using the far lanes of highway one to try to get them out. >> that would be the northbound lanes. they were able to do that for more than 300 drivers yesterday, and they say they'll pick it back up a little later this morning. now there are still hundreds, a couple few hundred cars left waiting for that escorted evacuation. the good news is the erosion on the closure isn't affecting, the northbound lanes, and it isn't getting worse. and as long as that stays the case, then

thief ransacked her business yesterday on easter sunday, surveillance video in oakland shows a man breaking into the taylor j collection, stealing items like purses and clothing, many of them hand designed by taylor j herself. and the thief came back a second time stealing suitcases and a cash register system. i just felt violated. >> it was just traumatic. like it's already been really hard just being a business owner in oakland, having like, physical locations. and so just knowing that someone came into a space that we pay for, that we put all our energy or time and money and life into. it just felt terrible. >> now the owner, taylor j. estimates at least $20,000 in damages and property losses. other businesses on that very same block have been hit as well, including two different bakeries. time is now. 606 oakland mayor shang tao wants to change the city charter to ban the police commission from taking part in the next search

for a police chief. mayor tao says only the mayor and the city administrator should be hiring the police chief, and that change would require a new ballot initiative. right now, under oakland city charter, the mayor selects the police chief from a list provided by the police commission. but mayor tao says that's not the most effective process and has criticized him. oakland went more than a year without a permanent police chief until late last month. floyd mitchell was named by the mayor as the new police chief. >> rideshare drivers in san francisco planned a rally today for fair treatment and better pay. drivers from uber and lyft will stage a series of events to address critical issues impacting their work. the rally will go from uber headquarters to lyft headquarters, both of which are located in san francisco. some of the issues they plan to address are low pay, unfair deactivations, high company fees and safety risks. drivers will also raise concerns about the impact of autonomous vehicles on the industry. oakland reportedly plans to

community is paying tribute to a husband and wife killed in a small plane crash in truckee. >> ktvu is andre senior in the studio now to tell us about this couple and also give us an update on the investigation. andre, good morning to you, david. >> pam. well, the national transportation safety board and federal aviation administration investigating this crash. now, a single engine turboprop plane went down in truckee during moderate snowfall. investigators identifying the couple now as lauren and naomi petruska. the couple worked for the palo alto tech investment firm up west, which invests in israeli startups. lauren petruska joined up west in 2012 as a partner and became an adviser to the fund in 2017. >> such an inspiring guy, allison. personally, as a i hope he rest in peace. i hope the family will be good. our heart is with them. >> up west posted a message on social media saying the company

paid a $20 an hour minimum wage. ktvu is amanda quintana is here to tell us about the impacts of this new minimum wage and what it could have. good morning amanda. >> good morning. yes. so this is a $4 an hour raise up from 16. and so this is for anybody that works at a fast food restaurant like mcdonald's here. it has to be a chain. that means it has to have at least 60 locations. and then it also has to have limited or no table service. so those are kind of the stipulations for these workers that are now going to get $20 an hour minimum wage. now, this will give california's fast food workers one of the highest minimum wages in the country. the state's minimum wage for all other workers is $15.50 an hour. so now the question is, what does this mean for the customer? well, some major chains like mcdonald's, chipotle, starbucks, jack in the box and shake shack have already said they will have to raise menu prices. alex johnson, who

owns ten auntie anne's pretzels and cinnabons in the bay area, says this new law will cost him about $470,000 a year. >> i want to do right by my employees and i want to pay them as much as i can. but this bill, ab 1228, has really hit our operations hard, we're no longer hiring. we're not backfilling positions. we're not growing in the state anymore. we're not expanding more locations. and i'm ultimately thinking about selling or closing my business. >> we're doing something that's going to raise the price of fast food. it's not going to raise the price of luxury cars. and i say that because low income people are more likely to be affected by these price increases than would happen if prices went up for some other, let's say, luxury. good >> labor unions and the fast food industry had been fighting over wages for years before lawmakers passed this law last year, saying many of the more than 500,000 fast food workers in the state aren't teens earning spending money. they're adults. depending on that money

reserved just for carpools. right now, the carpool lanes allow cars with two or more people, and also allow cars that have maroon, green, and yellow stickers there for clean air vehicles. california started allowing clean air vehicles to use carpool lanes back in 1999, but the dmv says beginning in 2025, they will no longer be allowed. this comes after governor newsom signed an executive order back in 2020, requiring that all new cars and passenger trucks sold in california be zero emission vehicles by the year 2035. >> skiers and boarders enjoyed a lot of new snow in the sierra over the easter holiday weekend. a fresh layer of snow now covers the lake tahoe area. there are reports that between 12 to 25in fell over the weekend. the late surge of winter like weather will push resorts to stay open past their expected season. >> they're saying they're going to go all the way through april
