keep up with the fast pace of orders. now. california's new $20 minimum wage aims to help those workers keep up with the state's rising cost of living. >> a vast majority are adults. about a quarter have children of their own, and the pay is so low right now that one half of all fast food workers in the state either themselves or have a family member who's relying on one of our social safety net programs. >> ken jacobs is co-chair of uc berkeley's labor center. he says the new law applies to some half a million employees at chains with more than 60 stores. it creates a new fast food council as well, made up of industry and unions to address future wages and working conditions. some major chains including mcdonald's, chipotle, starbucks, jack in the box and shake shack say they will have to increase prices. >> we have soft sales. we have declining traffic counts. this bill, ab 1228, has really hit our operations hard, we're no longer hiring. we're not back filling positions. >> another franchise group

owner, harsh guy, agrees. >> we did, however, close eight restaurants last year because of profitability issues across the state, and we anticipate closing at least six more restaurants. >> he is california's largest operator of burger king restaurants and says franchise owners were left out of the bill's negotiations. >> there were no franchisees and no employers that were actually involved in those conversations, jacobs says. >> the national chains easily could reduce fees for franchisees to minimize impact. the ten largest fast food companies had $6.1 billion in stock buybacks in 2023. as for customers, it's so expensive to live here in the bay area, right? >> so if you can't afford rent, then you can't afford to work at these places. >> many of the fast food workers i talked to didn't want to go on camera, but said that they are glad for the bump in pay in alameda, jana katsuyama, ktvu fox two news. >> new at 11 a change to an immigration form is aimed at reducing barriers and being more

inclusive. as of today, the application for naturalization lists male, female and another gender identity as options on the form. it is the first time u.s. citizenship and immigration services has offered a form to include a third gender option. the agency says the change reflects its commitment to making naturalization accessible to all of those who are eligible. >> developers planning to build the california forever community in solano county have secured a big win. us district judge troy nunley ruled. the lawsuit, filed by flannery associates against landowners in solano county for alleged price fixing can move forward. flannery associates, which has bought more than 50,000 acres in the county for the sustainable community, claimed landowners colluded on land prices. attorneys for 20 landowners deny the accusation and urged the judge to dismiss the case. a trial date has yet to be set. a federal judge has struck down tesla's attempt to escape a lawsuit that alleges

racism at the company's factory in fremont, the east bay times reports. the ruling favors the suit filed by the u.s. equal employment opportunity commission. the agency sued tesla in september, saying black workers were subjected to frequent and ongoing racial harassment. tesla then filed a motion to dismiss the case, but a judge on friday rejected that motion. >> a major security breach is affecting millions of at&t customers. the company says it has evidence that hackers gained access to more than 73 million current and former at&t accounts . the data was dumped on the dark web two weeks ago. the leak includes social security and account pin numbers. the company says it's checking to see if the breach came from at&t itself or an outside vendor. experts say a determined hacker can find vulnerabilities. there's just so much complexity to the digital environment, and a lot of these organizations struggle with real time visibility and control of their it environment. >> and then attackers just need

the weakest link is all the attackers need to be able to get in. >> affected customers will be notified by at&t by email or regular mail that their four digit passcodes have been changed. the telecom company was also will also pay for credit monitoring as warranted. >> they need an advocate who can help the companies secure the data better. they also need an advocate who can make it harder on those malicious actors. >> these huge data breaches are hitting nearly every consumer cyber services provider. termly calculates that from 2020 to 2023, the top five yearly incidents combined exposed 2.5 billion accounts. >> new at 11, three men are hurt after a shooting in the safeway parking lot in american canyon. officers were called to the scene on west american canyon road around 430 this afternoon, where they found the three victims, all suffering from gunshot wounds. you can see here

dozens of evidence markers surrounding that safeway gas station. american canyon police say at this point, they have not made any arrests, but they have detained two men for questioning during the investigation. >> following the shooting, officers located two male subjects that are being detained for questioning. right now, at this time, there's no current threat to the community. >> no word tonight on the victims conditions. the napa county sheriff's office has now taken over this investigation. anyone with information is asked to give them a call in the east bay. >> police in san leandro are investigating a homicide. want to show you some video from citizen app showing the scene. police say it happened this evening near hesperian and colby street. when they arrived, officers say they found a man dead from a gunshot wound. no word on any arrests or a motive. >> new tonight, a violent attack on a homeless woman in san francisco's mission district, sparking outrage. police have arrested an alleged sex worker for the incident. ktvu zac sos spoke with a resident who saw

the whole thing happen and caught it on video. she says many of those neighbors have already made countless complaints to the city regarding prostitution. >> i suddenly heard shouting and swearing and really, like, sounded like a fight. >> the homeowner asked not to appear on camera, rushing to her window overlooking shotwell street early saturday evening and capturing this on her iphone. >> i saw them grab this woman by the hair, throw her to the ground, the aggressor, an apparent sex worker attacking a homeless woman on the street in san francisco's mission district at around 5:00. and then at some point, she got up and kicked the woman right in the face, the homeowner calling police, who arrived and arrested a 24 year old woman from fairfield. >> the victim taken to the hospital with non-life threatening injuries. for neighbors, it's just the latest incident involving prostitution on their block. >> what happened is not an accident. right before that, there was like one person who

was attacked two days ago. this is just happened to be the one. but it was on tape. >> neighbor iman farahat and other residents say the problem has only gotten worse since the city put up barriers to deter prostitution along nearby capp street, all the trade moved to shotwell. >> there are little traffic jams from the sex trade that's going on here, trevor chandler, a nearby resident and candidate for district nine supervisor, calling on the city to do more to address the problem. i fully support license plate readers. it's a common sense solution that has been provided to city hall. >> in a statement, the mayor's office touting the success of recent police operations targeting prostitution in the area, adding that moving forward, quote, all options are on the table, including the strategic placement of public safety cameras, street and other physical environmental changes, and of course, increased enforcement as well. >> what we've heard is we don't have enough staffing. it's not a priority. so my feeling is at

11 teenagers overnight. >> the story begins tonight's west coast rap. that incident was all caught on camera showing an suv smashing through the gated entrance in reverse. investigators believe the suspects are all between the ages of 14 and 18 years old. the owner says the thieves stole around $30,000 worth of merchandise and caused about $30,000 worth of damage in oregon, governor tina kotek signed a bill today recriminalize the possession of small amounts of drugs. >> the new law rolls back a 2020 voter approved measure by making

the cruise never alerted her family. >> now her daughter and son in law are speaking out about the ordeal. ktvu is amber lee spoke with the couple, who says other passengers on that cruise had to step in and help their mother. >> a lot of guys finds herself navigating unchartered waters. she's here in pacifica from orlando, florida, taking care of family business and spending time with a friend. on thursday, she received unexpected news her 80 year old mother, julia lankow, suffered a stroke while she was on a norwegian cruise line trip touring african countries. >> my reaction in first was shock. i cried that mom had gotten sick wednesday while she was on a cruise line sponsored excursion in sao tomé. >> the capital city of the central african country by the same name. she says her mom was taken to the hospital, released 24 hours later, and left to fend for herself. they say the cruise lines should do a better job of notifying the passengers.

emergency contact when there is a problem. >> how you care for that person and how you tend to that person is what they failed at. >> the couple says they're grateful to a group of american passengers, including this couple from south carolina, who were also stranded after returning to the cruise ship late from a different excursion they took care of, including getting her a hotel room. this is video of one of them helping the 80 year old. we reached out to norwegian cruise line and its response only addressed the passengers who missed their transport. while this is a very unfortunate situation, guests are responsible for ensuring they return to the ship at the published time, which is communicated broadly over the ship's intercom in the daily communication and posted just before exiting the vessel. the couple tells me they arranged for mom to fly home on commercial flights. >> it's really hard to experience that, that she was helpless, that she was alone. and yet she made it. >> the mother and grandmother

according to a local park, the city is considering building eight pickleball courts at memorial park, right now. there are two tennis courts there and they're being used for pickleball. the plan would also add a new basketball court and a bocce ball court. the council will take up the issue on wednesday. >> we have a department called the technical operations center and tour is at the helm, and he is providing us with this lovely view tonight. you know, the transamerica building and the salesforce tower. while the roughly range anywhere between about eight and 1000ft tall. and you can see them because it's clear outside and we're going to verify that with this right here. this is our satellite imagery. you see that field of clear skies out over the open waters right there. but look upstream. this is a trough behind it here. when you see these speckles of clouds, that's

a good indication. there's a lot of cold air associated behind this trough. that's a cold front. so the bottom line is you're going to need that umbrella again. let's walk you through your forecast. here we are right here right now. and you see the field of low clouds developing off the seashore, penetrating the central bay by tomorrow morning, sunup, which is officially at 653. now here come the clouds. all associated with that trough. it looks like it wants to invade the area by this time tomorrow night. and then becoming mostly cloudy for your wednesday. that's our transition day. we will have few breaks with sunshine. and then thursday morning you'll wake up and you say, what? rain? i don't see it, but there it is. right there. it begins to push through with the front associated with that trough. by thursday afternoon it'll be wet for the evening commute, and by the time all is said and done on friday, we should pick up nearly a full inch of rain in the santa rosa area. about a half an inch in san francisco, a little over a

after heavy rains caused a portion of highway one to collapse near big sur over the weekend. the crumbling section of road is about a half mile from bixby bridge, and it's created a logistical nightmare for caltrans and for residents. as many as 2000 people were stranded over the weekend. now, only residents and essential workers are allowed through. >> at the present time. we're really discouraging any visitors from coming down here until until it's deemed safe. >> caltrans crews have a plan for a temporary fix in place, which involves expanding the shoulder and placing 500ft of concrete barriers along the center line of the roadway. no word how long a more permanent fix might take, or how long this inconvenience to drivers might last. all state parks in the big sur area are closed indefinitely. the closure includes andrew molera. julia pfeiffer, burns lime kiln and pfeiffer big sur state parks, as well as point sur state historic park. camping reservations have been canceled, and anyone with a

reservation will receive a refund. >> new tonight nurses in santa clara county are getting ready to hit the picket lines tomorrow for the first time, nearly 4000 nurses across santa clara county hospitals will go on strike. increased wages are part of the negotiations. nurses say concerns about violent patients, a lack of security and increased patient to nurses ratio nurse ratios are why they voted to strike. >> when we have a nurse for two patients, she or he can manage that. but once we go from one nurse to five patients, if you have two or more patients pop off of their vent, it's a very bad situation. >> santa clara county says most nurses received a 13.3% raise just last year. the county also says it has taken safety measures for patients and staff ahead of this week's three day strike. >> the california state university system received a $1.5 million grant to expand ethnic studies programs. the funding from the mellon

radio music awards aired live on fox tonight. the star packed lineup included landmark award recipients green day, tlc, justin timberlake and tate mcrae . beyoncé received the innovator award, presented to her by stevie wonder. her new album, cowboy carter, is currently breaking records. i want to dedicate this award to all the innovators who have dedicated their lives and their art to creating shifts. meryl streep was at the awards show to celebrate icon award recipient cher and taylor swift accepted artist of the year via video message. swift also won pop artist and tour of the year. >> new. at 11 tonight, vice president kamala harris is among those praising beyonce for her latest new album, cowboy. carter, the vice president, said in a tweet beyonce, thank you for reminding us to never feel confined to other people's perspective of what our lane is.

may be the mayor of flavortown, but soon he'll also be the honorary mayor of ferndale. celebrity chef guy fieri lived in the northern california town until he was ten years old, before moving to santa rosa. the current mayor of ferndale released a proclamation last week saying the city will recognize april 5th as guy fieri day and honor the celebrity chef. the city's proclamation applauds fieri and his philanthropic actions. fieri told the ferndale chamber of commerce he was honored to hear the news. >> here's a fun one. new at 11, a richmond mom will be waiting to hear if she has broken the guinness world record for the world's longest crocheted scarf. an architect measured the scarf at the craneway pavilion today to fulfill one of the many rules that guinness requires. daisy patek started crocheting the scarf one year and ten days ago. although she's a full time job and his mother of two, she says she always has a project. she says that once she started, she worked on it every where, at the
