dramatic rescue of a man stuck on a cliff in sonoma county. we are now hearing from the crew that helped save that man's life and lift him to safety. hello again everyone. i'm julie julie haener and i'm greg lee. >> a man from louisiana became trapped on that cliff on easter, and a sonoma county sheriff's helicopter and a rescue team helped save him. new at six ktvu. s crystal bailey spoke to those who rescued the man. crystal. >> well, greg, it's getting international recognition. it could have ended in a tragedy. but thanks to the chopper rescue crew in sonoma county, that young man is walking away with no serious injuries. now, we showed you some of this video yesterday. officials say cody crottini from louisiana was dangling off a cliff in the golden gate recreational area in marin county after he was climbing up from a beach. deputy larry martelli and pilot nigel cooper with the sonoma sheriff's henry one helicopter unit made their way over to from santa rosa to assist southern marin county firefighters and cooper flew while martelli hung from a rope suspended 100ft from the

chopper. they say a rescue at night like this is especially challenging and cody's position on the side of that steep cliff made it even more difficult. they tell me that his hands, his fingers were clinging to the rocks and his toes were also clinging there as the waves below crashed against the shore and the wind hit them, threatening his safety. they also say that it could have knocked him over some of that wind. now, once martelli got hold of him, they brought him to the top of the cliff where firefighters rendered aid. >> the first couple of times larry touched the cliff, he lost his footing and the rocks crumbled away. so he had to kind of kind of reposition him a little bit. >> the priority is to get him out of that situation because if we don't get him moved, you know, even if he is injured, if we don't move him, there's a likelihood that he can die there. now, they only had to move him about 80ft. >> but they also tell me that he had no scrapes or scratches. they say this is because of teamwork, that this was this was a positive outcome. and

obviously sometimes they get called for rescues and recoveries of bodies. and this is one of those positive situations where. no one was hurt. now, we hoped we could have spoken with cody today, but he was out of state. he was visiting this location and he was on a flight home today. but the rescue team told me they did speak to him this morning and he sincerely thanked them for their work. we'll have more from this dramatic rescue during our 730 newscast tonight. crystal bailey, ktvu, fox two news. >> and it's quite a story and quite some video there. crystal thank you. two people are in custody tonight in connection with a shooting at a safeway parking lot. it happened late monday afternoon in american canyon. we now know the incident started after a fight which escalated into gunfire. three people were taken to the hospital. police identified one of the suspects who was arrested as 18 year-old christian evans. the second suspect is a minor. both have been charged with attempted murder and are being held without bail. >> police in san jose have arrested four suspected burglars accused of taking hundreds of thousands of dollars worth of property from storage units.

detectives began investigating the case in late december, when a man attempted to burglarize a storage complex on lincoln avenue. an investigation revealed the suspect had stolen more than $400,000 in musical equipment and other property from multiple storage units, police made four arrests in connection with the burglaries and said other illegal items were found in the suspect's possession. >> honestly, everything that we discovered that illegal narcotics, illegal firearm, a semiautomatic, as well as a high capacity magazine, you know, those obviously aren't supposed to be in their possession. and so that's part of the picture. we're trying to paint. >> police say all four suspects were booked in the santa clara county, maine, jail for various crimes, including burglary, conspiracy, grand theft, vandalism and possession of stolen property. >> nurses in santa clara county are currently on strike for the first time. the nurses say they are underpaid, understaffed, left and are being asked to float between hospitals. ktvu south bay reporter anne rubin explains their demands and the

response from the county. >> santa clara county nurses want to be heard. >> our biggest concern everyone is the pay and the staffing, they say patient safety is on the line. >> but contract negotiations between the registered nurses professional association and county leaders have fallen apart. a proposal by a mediator last week was flatly rejected. >> we're barely getting anywhere, which is why it's been really frustrating. we've been negotiating with them for eight months now, and so they're taking to the picket line for a three day strike that forced the county to bring in outside nurses to replace them. >> about 1000 of them were flown in from around the country at a cost of $20 million. >> unfortunately, we've now had to take money and put it towards this essential coverage, and that's money that we then don't have as a system. >> so far, administrators say things are running smoothly at the county's three hospitals and over a dozen clinics, while some appointments were converted to video visits and some elective procedures were postponed. the

trauma center and emergency department are open inside the hospital. >> it really feels and looks and seems as though business as usual, you know, the patients are getting the care that they need, the staff who have come to work seem very pleasant. >> patients gave mixed reviews. michelle ramirez was directed toward an outside urgent care. >> it seems like the short staff, there's not a lot of, workers in there, but isaac turner said that's not what he saw. >> my appointment was on time. i only waited five minutes once i arrived. >> there has been one issue both the county and union can agree on. they were infuriated by what they call an illegal sickout by nurses last friday that forced the closure of the level one trauma center for several hours. >> that's not acceptable to us. that's not acceptable for the community. >> but nurses say they're at their breaking point and something needs to change. >> but this time we need to take

a stand because county is not listening to us. >> no word on what it might take to get both sides back to the bargaining table. the strike is set to last through early friday morning in santa clara county. anne ruben, ktvu, fox two news well, we still don't know where the oakland a's will be playing next season. >> and today's meeting with city officials did not provide much clarity. the a's told ktvu in a statement that the team, the city and the county are still far apart on the terms needed for an extension at the coliseum. the city has offered a five year, $97 million lease extension that would guarantee the team has a place to play while their new ballpark is being built on the las vegas strip. we reached out to the city of oakland and alameda county supervisors for comment, but have still not heard back. >> a san francisco group has filed a friend of the court brief in a supreme court case that will decide if laws restricting camping on public property are unconstitutional. the case stems from a ruling in the ninth circuit court of

appeals, which found that the city of grants pass, oregon, could not enforce local ordinances banning public camping. the same court also ruled that san francisco cannot sweep homeless encampments when there are not enough beds in city shelters. the lawyers committee for civil rights said that criminalizing homelessness does nothing to address the lack of affordable housing. >> the frustration should be directed at our elected officials. it should be directed at our mayor, our governor, people who have the power to direct resources towards the solution. it seems pretty simple . i don't know how it's gotten so complicated that the solution to being unhoused is to build affordable housing. >> this is one of dozens of amicus briefs filed in the case. the justices are set to hear arguments on april 22nd. san francisco is taking steps to make sure that educators who serve in the city can live in the city as well. ktvu christien kafton explains the steps the city is taking to bring housing costs down for teachers.

>> construction is still underway at shirley chisholm village in san francisco's sunset district, but already applicants are asking to be among the first to live in the 135 units of affordable housing set aside specifically for educators, the district says in the midst of a teacher shortage, the housing is part of an effort to bring in and retain the best and brightest, and this is a great place to educate students. >> but so often people have to spend their time and energy focused on finding affordable housing. so this lets us give our staff an opportunity to have affordable housing and focus then their time and energy on the classroom. >> the application process opened tuesday and runs to april 23rd and is income restricted. residents are expected to move in as early as this fall. the new residents will be selected through a lottery process, the city says there are rental options ranging from studios to three bedroom, two bath units. >> we have a range of units to support new educators. people might be at the beginning of their career or just starting a

family. two family units and we have five floors and i've had a chance to visit. i mean, these are million dollar views. the district says the housing even includes common areas where teachers can gather and work on their education plans collaboratively with other educators. >> the whole project, built on property already owned by the school district, helping to streamline the process. >> there is a recognized need for educator housing in the state and across the country, but this is a first of its kind in the city and for us, what we hope to be the first of many, in fact, the city has two similar projects already in the works. >> another rental property and a property where educators could actually buy a unit of affordable housing so those educators could start to build equity and live and teach in the city. in san francisco, christien kafton, ktvu, fox two news. >> new at six tonight, a san francisco comptroller's office audit found one of the city's providers of housing for the homeless has misused taxpayer funds. the audit centers on the nonprofit home rise, which was previously known as community

housing partnership. home rise, manages more than 1500 affordable housing units across 19 properties across the city, the city's report found that home rise received millions of dollars in grant money to cover its payroll. it also spent money on fundraising, paid staff bonuses and provided lunches and gifts to its staff. mayor london breed applauded the city's audit and recommendations for reforms, saying in part, quote, in this case, the mayor's office of housing and department of homelessness and supportive housing identified issues and have worked diligently, including with the comptroller's office, to address these challenges. this is how we work to improve, how we provide services and support to improve how our city functions. we have reached out to home rise for comment, but have not heard back . >> outrage grows after an israeli strike killed aid workers in gaza. what we're learning about the victims and how this could worsen the humanitarian crisis. plus to cause financial harm to sfo,

7.4 magnitude quake hit just off the coast of taiwan a little more than an hour ago. that was follow by a 6.5 magnitude aftershock about 12 minutes later. with others that followed. we have this new video just into our newsroom showing collapsed buildings on taiwan's east coast. there's no word yet on whether anyone has been hurt or is trapped. a tsunami warning has also been called for southern japan. there's currently no tsunami warning for california or the rest of the pacific. new at six tonight, san francisco supervisors approved a resolution opposing the new name proposed by oakland airport. the port of oakland wants to change the airport's name to san francisco bay oakland international airport. the change is meant to increase awareness of the airport's location and attract more travelers. but san francisco

officials strongly oppose the idea, saying it will cause financial harm to sfo and confuse passengers. >> as much as i acknowledge that imitation is the highest form of flattery, this is not exactly neighborly behavior, and i know that we can collaborate with our brothers and sisters across the bay in a more mature fashion that will meet our mutual financial goals, board president aaron peskin noted that mayor london breed and the executive director of sfo both support the resolution. >> the port of oakland commission is set to vote on the renaming next thursday. >> today's snow survey is considered the most important of the year, as the state's water planning and supplies are based on the numbers drawn today. ktvu tom vacar has a look at what the latest figures reveal for tuesday's april snowpack measurement is the most important because it is usually the historical peak of the snow

rain season, with snowmelt runoff a key factor in filling the reservoirs. >> even the governor showed up for the results of the statewide water situation. filling station at the entrance of the sierra at tahoe ski resort is just one of 265 snow courses, plus another 130 remote snow sensors. blank hitting the vast snowpack area. a miracle march of heavy snows saved the season. >> march turned out to be, a real significant month this year in terms of our snowpack, hydrology, our snowpack is at about 105. >> using that metric, our automated snow sensor network looking this morning was about 110% of april 1st average snowpack. so we're in a good place right now, we will see over the course of the next couple of months how this snowpack translates into runoff into rivers, streams and reservoirs that are communities and our environment, our economy, the food that we grow

in california all relies on that. >> now, before you head out to the plant nursery or landscaper, consider that climate change is highly likely to affect this, meaning every water agency asks us to keep conserving within their individual rules. >> average is awesome, we've had some pretty big swings in the last couple of years, but average may be coming less and less common. common feature of snowpack in california as to the all important reservoirs, california's big six mega reservoirs are already 113% of their historical levels and still have 16% of their capacity left to store any additional rains, plus, the coming snow melt. >> all but three of northern california's 37 key reservoirs are above 100% of normal, the rest very close to normal. >> now, many of us growing up learned the old adage april showers bring may flowers. well in california, we know that

winter snows bring summer flows. >> currently, farmers and other water rights holders are getting 30% of their allocations, but that could increase when may's final decisions are made for the summer and fall. tom vacar ktvu fox two news. >> and it was 60 degrees today in blue canyon. it was 60 degrees on the south shore. so we have a lot of snow melt and we have more rain and snow and the tahoe future. but let's kick start with our own forecast. here we go with today's numbers. it was 62 degrees in pacifica, but check out san rafael backing through mill valley in the high 70s. wow flirting with 80 degrees there. 73 degrees across the santa clara valley, backing through mountain view. low and mid 70s were common in throughout the tri valley. and these temperatures get a good look at him now because this time tomorrow we'll be talking about ten degrees cooler. that's right ten. right now we're looking at the development of

the fog bank, getting ready, poised in position to push back onshore. it's already making a dent in the temperatures. boy, we've cooled off quickly in san francisco at 57 degrees 62. now in hayward it's 73 degrees in livermore. breezy winds at this hour. look at that gust in novato backing through nicasio sfo and throughout that san bruno gap. pick it up at 20 mile per hour onshore push. those winds will blow pretty much up to ten. they'll dial back after sundown, but still an onshore flow. so this is the incoming front. and you'll notice when you see all this behind it that like cotton ball effect with that is it's a cold air associated with this cold front pushing through already providing some rain showers around the canadian us border. so we're talking about your wednesday being a transition day. thursday cold showers develop with the potential of an isolated thunderstorm and then lingering showers for friday, which means we will have that opening day giants forecast. and greg and julie, that's still

straight ahead. all right, roberta, thank you. >> governor newsom says he and state lawmakers are making progress on reaching an agreement on the budget. >> i just can't impress upon you more how impressed i am with the leadership of both the assembly and the senate. i know that doesn't make for good news. we all like controversy, but it's newsworthy when everybody's getting along during challenging times. and i'm just really proud of the new leadership. >> in february, the legislative analyst's office forecast a budget shortfall of as much as $73 billion. state lawmakers and the governor have until the end of june to finalize a budget, which will likely come with some spending cuts. the governor also says he's working on rescheduling his state of the state address, and may combine it with his budget presentation next month. >> a program that supports people recently released from prison just welcomed 50 new members. the program, called ready for life, is hosted by the nonprofit crop members will

bridge collapse, there's still a tangled pile of steel and debris in baltimore harbor blocking this vital shipping channel underwater. >> the problem is just as complicated. sonar images show the twisted mess that crews will have to cut through and lift from the river bottom. >> what we're seeing in the water is that the wreckage has been completely collapsed. some people use the firm pancaked. >> one clear sign of progress is an alternate channel opened up on the north side to let certain vessels through. officials say for now, it will mostly be used to bring in supplies for the cleanup. a second channel on the south side is still being worked on. >> we're going to continue working and planning for a third alternate channel when we get those spans that are just north of the deep gap channel removed, there's still no word on when the bridge and the ship dolly will be removed from the harbor. >> rough weather has forced this team to pivot over the last 24 hours, but the mission and the

clara county. after contract negotiations between the registered nurses professional association and county leaders fell apart last week. nurses say they're concerned about patient safety and unfair labor practices. this marks the first ever nurses strike in santa clara county. >> the oakland a's and the city met today to discuss terms on a lease extension at the coliseum. the a's told ktvu in a statement that the team, the city and the county are still far apart on the terms of the deal. the city has offered a five year, $97 million lease extension, which is a huge rent increase, but that would guarantee the team as a place to play while their new ballpark is being built on the las vegas strip. >> applications are now being accepted for new affordable housing specifically for san francisco educators. shirley chisholm village is under construction in the city's

administration and other western allies now calling for a full investigation. we've impressed upon the israelis the absolute imperative of doing more to protect innocent civilian lives, as well as to get more humanitarian assistance to more people, the incident threatening to worsen the humanitarian crisis across gaza. world central kitchen has been leading efforts to get food to displaced palestinians, but following the attack, the charity suspended operations in the territory. israeli officials say the strike was unintentional, adding they will open a situation room with international groups to coordinate aid distribution. >> the work of wck is critical. they are the front lines of humanity. we will get to the bottom of this. >> meanwhile, iranian state media says tehran is claiming the u.s. has responsibility for an alleged israeli airstrike that killed two iranian generals and several others in syria. but us officials have distanced themselves from the strike, saying they had no involvement.

>> the comments by the iranian foreign minister that somehow were to be held to account or that we're to blame, is just nonsense. we had nothing to do with it. >> meanwhile, the un says nearly 200 aid workers have been killed in gaza since the start of the war in tel aviv, trying fox news . >> at least 29 people were killed in a fire at a nightclub in istanbul, and the managers of the club have been detained for questioning. the fire broke out during renovations at the club on the ground and basement floors of a 16 story residential building. the flames reached the third floor before being extinguished. officials say the club had not obtained the proper permits to undergo renovations, and construction authorities say they are questioning five people in the wake of the fire. >> president biden spoke on the phone with chinese president xi jinping this morning for what the white house is calling a check in. it is their first discussion since their meeting on the sidelines of the apec summit in the bay area back in november, the leaders continued discussions on artificial intelligence and counter-narcotic birx. president

biden also pressed president xi to maintain peace with taiwan and criticized china's trade with russia during its war with ukraine. >> the president also repeated his call for china to release u.s. citizens who are wrongfully detained or under exit bans. we believe that there is no substitute for regular communication at the leader level to effectively manage this complex and often tense bilateral relationship as china ramps up its aggressive actions in the south china sea, mr. biden will sit down with the leaders of both japan and the philippines next week for their first trilateral meeting. >> comedian jon stewart says he walked away from his talk show on apple tv, accusing apple of scrutinizing his coverage on the company and artificial intelligence. >> i got to tell you, i wanted to have you on a podcast and apple asked us not to do it to have you. they literally said, please don't talk to her. >> stewart interviewed federal

trade commission chair lina khan on his program last night, which airs on comedy central. khan has been a strong critic of tech companies. during the interview, stewart said that apple wouldn't let him interview khan in a podcast related to his program when it aired on apple tv. he also said that apple refused to let him do a segment on artificial intelligence. apple has not commented on the allegations. >> is it artificial intelligence or is it thousands of low paid workers half a world away? the claims being leveled against amazon's high tech grocery stores and tesla sales slow their momentum with the numbers indicate about the electric car maker

high. >> state lawmakers will soon consider legislation that would facilitate the construction of new housing throughout california. to help ease the housing crisis, a bill was introduced today in sacramento by oakland assembly member buffy wicks and attorney general rob bonta. they say it would ensure that there is housing construction in cities and counties that fail to adopt a compliant housing element on time. the proposed bill would strengthen the so-called builder's remedy. >> the builder's remedy allows for builders to move forward with projects in those cities. until there's such a time when the housing element is certified and approved, the message to local jurisdictions is very clear. >> the days of shirking your responsibility to your neighbors are over. when a jurisdiction is in compliance with housing element law, that means they've made it possible to build the housing that we need. >> if approved, among other things, the bill would designate sites appropriate for a residential development, including housing, retail and

wirtz has more. >> in january of 2023, president biden established an executive order to coordinate all government agencies to advance equity, justice, and opportunity for asian americans, native hawaiians, and pacific islanders. uc berkeley hosted the first ever asian american and native hawaiian pacific islander leadership institute for higher education. the hope is to engage the feds and the state more with providing resources for these historically underserved populations. standing room only with over 600 leaders and other stakeholders in higher ed, convened at the request of president biden and the white house, berkeley happens to be the birthplace of the asian american and home to one of the first asian american studies programs in the country. policymakers from around the state also attended culture and community and learning from each other. >> i think it is so important for us to convene together, bring the right minds together

in one place, because when you bring the right minds in place, it starts the conversation. what are the lessons learned from other states or from other campuses? so convening of the right minds is so important. and that's exactly what's happening today. and we're so grateful to the white house initiative on aa and nhpi for bringing us together. >> advocates say part of the problem of being able to serve these groups has been inaccurate. data collection about demographics beyond just aapi. but now that's changing. according to the deputy director for aapi nhpi for the white house, erika moritsugu. >> true that now you will no longer have to check just one box. you're not limited to the one box you can check. you can self-identify with multiple races and ethnicities, which i think is an increasing part of what america looks like, what real america looks like. the effort of bringing together these leaders will encourage those in the pipeline of administration in higher ed. >> so necessary to address the

one of the many rules that guinness requires to enter its record book. daisy patek started crocheting that scarf more than a year ago. she took on this ambitious project despite having a full time job and two kids, telling us she worked on that giant scarf every where she went at the movie theater, at restaurants. >> i can't tell you how many sports games and sports practices for my kids. i'll be sitting there in my camp chair just working away, but it all paid off. >> her scarf is nearly 880ft long, about the size of three football fields. it's about 50ft longer than the current record holder. >> while the country keeps its collective eyes on the ncaa women's final four tournament, another tournament takes center stage here in the bay area this week, as ktvu is, jesse gary explains, the contest is allowing one smaller program to go toe to toe with much larger rivals.

>> at san jose state university, running, balancing, vaulting and spinning. carefully choreographed movements. honing the skills of the school's women's gymnastics team. >> this year, i'm really excited to be able to have the team go and then with us being local as well, a lot of our family and friends from here are also traveling up to cal to watch us. >> senior jordy lopes started doing cartwheels when she was five. now she and fellow spartan lauren mcpherson lead a 17 member squad to berkeley thursday to compete in the ncaa regional tournament. it's the culmination of a long road that, for some athletes, began with the disruption from the covid pandemic. >> it was really hard because we couldn't practice as a team and like feel like we were on a team, really the next hurdle, a change in conferences and opponents. >> spartan gymnasts had competed in the mountain pacific sports

federation since 2014, but last year the school switched them to the mountain west conference, a conference with bigger schools and better competition. it's a challenge, the head coach says. she embraces. >> can we do better when we like? if you have to compete against better competition, if you're going against this, it's like that helps you raise your game. and i'm a true believer in you have to see what's out there and you've got to compete against those programs. >> sixth year head coach joanne bowers turned around the program at washington before moving south and has done the same for san jose state. the spartan team missed last year's regional by a quarter point. bowers says her athletes used that as motivation the entire year, and they all came back when we could be there. >> all we have to do is a little bit we got to land a little bit sharper. we got. but they all started believing their collective power of belief hits the mat against utah state thursday. >> it's been a transformation for some who've grown personally and athletically as they embraced the spartan motto of
