highway one. just north of devil's slide. the slow lane is partially blocked because of a single vehicle crash, but they are moving it out of the way and it shouldn't tie things up for too long. bay bridge toll plaza traffic very light at this hour. 401 let's go back to the desk. >> okay. ali thank you. well, the walnut creek city council now plans to amend an ordinance aimed at reducing the amount of noise and harassment near a planned parenthood office. dozens of complaints have been made to the police about protesters making loud anti abortion speeches and blasting music. outside of the office. ktvu lamonica peters has more on what the walnut creek city council may do next. >> on tuesday night, people who live and work at the planned parenthood on oakland boulevard and walnut creek told the council about how their lives have been affected by loud protesters. >> i have recordings i would like to play for you that show how loud it is compared to the ambient noise. i am 40 to 50 people 50ft away from these

people. the protesters are using voice augmenting devices and saying horrible things. >> i went into the clinic because i wanted to see how loud it was. you could hear everything that was being said loud and clear. walnut creek adopted an ordinance in 2022 to protect access to planned parenthood, prohibiting protesters from gathering within eight feet of its entrances. >> since then, police say they've received 36 calls about protester related noise and patient harassment. now, walnut creek says it will adopt an ordinance prohibiting sound amplifiers like bull horns from use within 100ft of the properties entrances. >> there are options to potentially put up a sign. there may also be the option of depicting or painting some sort of line or indication on the ground, on the sidewalks. >> during the meeting, anti-abortion advocates said. the city hasn't said how loud

bullhorns or microphones can be, and they simply want to get the attention of women entering planned parenthood. would. >> i've had the privilege of counseling 24 moms to choose life. all of this was made possible partly because they could hear me again. >> i believe that amplification of some level should be allowed. i'd so that it can be heard by those walking in the council says that it will officially adopt an amendment next week, and that it will become effective 30 days later. >> lamonica peters, ktvu, fox two news. >> all right. lamonica. thank you. time is now. 404 union employees in san rafael spoke out at the city council meeting about what they call a public staffing crisis. >> this level of overwork is completely unsustainable and is taking a major physical and mental toll on your dedicated public servants over worked and fatigued employees are more prone to making mistakes, even in critical areas like public safety and utilities. >> now, the members of seiu also

said low pay is making workers leave the city. street maintenance workers, administrative staff and child care providers, and many others say short staffing may put residents at risk. >> we've got few people doing what many used to do and keeping up with it, and they do a hard job. they do sometimes a dangerous job there in the winters for you. they're on call for you when you need them. >> now. one maintenance worker says they can't keep up taking care of crumbling roads, and a public works employee said seven people are now doing the jobs that used to be done by more than 20 workers. union contracts are due to expire this summer. it is 405. a crackdown on sideshows in antioch is underway after several cases of illegal street activity. last weekend, there were several sideshows in antioch, oakland and unincorporated parts of contra

costa county. in antioch, about 200 people on sunday blocked a major intersection as cars were spinning donuts and spectators set off fireworks, the mercury news reports. antioch city leaders are installing an electric gate at the city's boat launch, and also installed new traffic barriers near major intersections, where sideshows often occur. our time is now. 405 president biden spoke by phone with chinese president xi jinping in what the white house calls a check in. it's the first time they've talked since their meeting in november on the sidelines of the apec summit, right here in the bay area, they continued discussions about artificial intelligence and narcotics. and president biden also pressed president xi to make peace with taiwan. and he criticized china's trade with russia during the war with ukraine. >> the president also repeated his call for china to release u.s. citizens who are wrongfully detained or under exit bans. we

believe that there is no substitute for regular communication at the leader level to effectively manage this complex and often tense bilateral relationship. >> now, as china increases aggressive actions in the south china sea, president biden next week will be sitting down with the leaders of both japan and the philippines for their first trilateral meeting. it's 4o6. governor gavin newsom says he and state lawmakers are making progress on reaching a deal on the new state budget. >> i just can't impress upon you more how impressed i am with the leadership of both the assembly and the senate. i know that doesn't make for good news. we all like controversy, but it's newsworthy when everybody's getting along during challenging times. and i'm just really proud of the new leadership. >> now, in february, the office of the legislative analyst's forecast a budget deficit of as much as $73 billion as state lawmakers and the governor have until the end of june to

finalize a budget plan, which will likely come with some spending cuts. the governor also says he's working on rescheduling his state of the state address, and may combine it with his budget presentation next month. well, san francisco supervisors approved a resolution opposing a proposed plan to change the name of the oakland airport. the port of oakland wants to change the airport's name to san francisco bay oakland international airport. the change is meant to increase awareness of the airport's location and also attract more travelers. however, san francisco officials strongly oppose the idea. they say it will cause financial harm to sfo and also confuse passengers. >> as much as i acknowledge that imitation is the highest form of flattery, this is not exactly neighborly behavior. >> now, board supervisor president aaron peskin says. mayor london breed and the executive director of sfo both support that resolution. ktvu

talked with supervisor peskin, who says he hopes this resolution can lead to a healthy discussion with the port of oakland. >> oakland has a lot to be proud of, and i think everybody in our country knows that it sits on san francisco bay. i travel in and out of okay quite a bit myself, but i think this is we need to have a mature, productive relationship and taken another. your sister city by surprise is not a neighborly thing to do. >> now, the port of oakland's commission is due to vote on that renaming proposal next thursday. time is 409. a number of groups are supporting the airport's proposed name change. business groups from oakland, walnut creek, the tri valley and berkeley say the oakland airport is the closest to almost 60% of the bay area's population. in a statement, the ceo of visit tri valley said in part, an airport name that clearly identifies its

geographic location and a more recognizable way will help visitors find and use okay when they fly here. and that's great because okay is by far the closest airport to the cities we represent. but this is a smart move for the airport and we support it. incredible pictures. a powerful and deadly earthquake rocking taiwan. it was a magnitude 7.4 quake. it hit in the early morning hours in taiwan, affecting the entire island. now, officials in taiwan say at least nine people were killed in that earthquake. the usgs reports. the earthquake hit just off the coast of taiwan just before 5:00 pm. our time. that was followed by a magnitude 6.5 aftershock 12 minutes later. as some buildings in taiwan were left leaning. as you see here, people trapped inside, along

scored six straight points down the stretch in a thrilling victory. the warriors are now three games ahead of the houston rockets for the 10th and final postseason spot. well, it was an unforgettable night for the oakland tech high school boys basketball team. they were honored by the warriors at their game last night for winning their first state championship. ktvu. amber lee talked to the players and their head coach about what this honor means to them. >> oakland tech high school boys basketball team enjoys the thrill of being honored by the golden state warriors at chase center. >> certainly is the charm for the bulldogs. >> it follows the thrill of the team's first ever state championship victory. >> this is super exciting watching, pro players play basketball and a big venue and having our own suite is amazing. >> oakland tech bulldog state championship win last month. they're wearing white jerseys against bakersfield centennial high. capped a season of 30 wins

oakland's raymond park will. the oakland a's are due to meet today with officials in sacramento about playing their next season in sacramento. the team didn't reach a deal with oakland when the two sides met yesterday to talk about a lease extension at the coliseum, the a's told ktvu in a statement that the team, the city and the county are far apart on the terms needed for an extension at the coliseum in the city of oakland has offered a five year, $97 million lease extension that would guarantee the team has a place to play while their new ballpark is being built on the las vegas strip. now we reached out to the city of oakland and the alameda county supervisors to get a comment, but have not heard back. well, the oakland a's will wrap up their series against the boston red sox this afternoon. last night, another tiny crowd of 5100 fans watched the red sox defeat the a's in 11

innings. final score 5 to 4. oakland now has one win and five losses in this new season, and they've dropped to last place in the american league west. now, the san francisco giants will try to avoid being swept in the series when they play the dodgers in los angeles tonight. last night, mookie betts hit his major league leading fifth home run of the season off giants pitcher logan webb, and the dodgers defeated the giants 5 to 4. the giants now have two wins and four losses. it's now just about 420. caltrans says it will suspend those convoys that are helping to shuttle people around a washed out section of highway one in big sur. they say rainy weather is forcing them to stop. the twice daily guided trips for residents and for essential workers tomorrow and on friday, that road collapsed near rocky point during a storm on saturday. the convoys will resume on saturday. the caltrans

crews will be out there tomorrow and friday to keep an eye on things and watch for any change in the conditions that leads us right to steve paulson. he knows about the weather conditions. >> well, change for us as well. today dave starts at transition day to an unbelievable pattern here that looks like it's about ready to drop in for late tonight, tomorrow into friday. today is the transition day cooler, windy, much bigger fog bank here. thursday. much colder . incredibly cold for us. i'm without a doubt record low. maximum temperatures will probably be set. some areas will not get above 52 tomorrow. rain and then without a doubt as well, thunderstorms. this will continue into friday, maybe even low snow levels around 2500ft if there's enough available moisture today. that system is. it's the upper low that's going to be right. you can see that right off of vancouver. but in advance of that it is pushing in a pretty big fog bank here. so

temps drop san rafael, san francisco, oakland, san jose down we go out of the 70s for at least about 4 or 5 days, at least, maybe longer. six 50s and 60s on the temps and even colder tomorrow. a lot of 50s here. there's just a low overcast already in place. so i mean dublin's 49, north dublin 47, clayton 45. but a lot of low 50s here with the higher bases on the overcast yesterday was down around 4800ft and that's not the case today. 32 truckee 30 south lake tahoe 51. in phoenix there 49 arcata to 52 monterey and santa barbara. so again today, if you're well inland, you'll get enough sun, but it'll be a one day where the wind picks up. it's an onshore wind and maybe some drizzle later this afternoon tonight near the coast. but more likely it will be overnight tonight into tomorrow. this is not a big rain producer, but it is incredibly cold, i mean, maybe all time cold for the sounding over oakland, which they take for going into april fourth and fifth. that's how cold this air

phase contained harmful levels of what's called forever chemicals. also, that lawsuit claims david's national toothpaste violated california laws on advertising and fair competition. now, the company responding to the lawsuit, said that recent tests show no harmful chemicals in their toothpaste. with today's the second day of a three day strike by nurses in santa clara county. now, contract talks broke down between the registered nurses professional association and county leaders, the nurses say, along with more pay, they also want attention to what they say is short staffing and problems with workplace safety. to keep the three county hospitals operating during the strike, the county brought in outside nurses from around the country. it costs about $20 million. >> fortunately, we've now had to take money and put it towards this essential coverage and

deadly airstrike killed seven aid workers in a convoy. the israeli military apologized. ktvu ajanaku says she spoke with one of the nonprofit groups that are now delaying their relief efforts because of safety concerns. >> images of the gaping holes and shredded metal from the israeli airstrike have sent shock waves through the international community. the convoy of humanitarian aid workers with world central kitchen were in vehicles clearly marked with their nonprofit signs. when they were bombed on tuesday afternoon, the world central kitchen posted the names and photos of their seven colleagues who were killed. their coworkers gathered grieving at a hospital in rafah as their colleagues remains were brought in. other humanitarian aid groups operating in gaza also so heartbroken, one of our employees actually was a cousin, a distant cousin of one of the victims, adam fuller, with the

nonprofit project hope, said. this is just the latest in a mounting death toll of humanitarian workers trying to provide desperately needed aid to palestinians who face famine conditions. the former ceo of world central kitchen posted images of his australian friend in an online article remembering her smile, grieving the loss, president biden condemned israel's actions. the president, in a statement said, quote, israel has not done enough to protect aid workers trying to deliver desperately needed help to civilians. incidents like yesterday's simply should not happen. israel has also not done enough to protect civilians. israel's prime minister, benjamin netanyahu said in a statement. it was a, quote, tragic case of our forces unintentionally hitting innocent people and israel's military leaders later apologized in a 2.5 minute video. >> it was a mistake that followed a misidentification at night during a war in a very

complex conditions. it shouldn't have happened, janna katsuyama, ktvu, fox two news. >> all right, jana, thank you. time is 433 uc davis now facing legal action after being accused of mistreating and discriminating against jewish students. the stand with us center for legal justice filed a title six complaint against the university, accusing officials of being largely inactive in stopping jewish harassment on the campus. that complaint asks the office for civil rights to investigate incidents targeting the jewish community. it also asked the university to educate its staff on anti-semitism. in response, uc davis officials say it takes student safety seriously and immediately reaches out to people who report incidents of harassment or discrimination, as well. applications are now being accepted for a new affordable housing project in san francisco. it's specifically designed for teachers and other

educators. shirley chisholm center village is right now being built in the sunset district. it will have 135 rental units, ranging from studio to three bedroom apartments. >> we have a range of units to support new educators. people might be at the beginning of their career or just starting a family. two family units and we have five floors and i've had a chance to visit. i mean, these are million dollar views now. >> the san francisco unified school district says applications will be accepted until april 23rd. the educators will be selected through a lottery process, and they could move in as early as this coming fall. well, san francisco group filed a friend of the court brief in the supreme court case that will decide if cities can ban camping on public property. now, the case stems from a ruling in the ninth circuit court of appeals. it found that the city of grants pass, oregon, could not enforce local ordinances that ban public camping. at the same court also

ruled that san francisco can't sweep homeless encampments when there aren't enough beds in city shelters. the lawyers committee for civil rights said that criminalizing homelessness does nothing to address the lack of affordable housing. >> the frustration should be directed at our elected officials. it should be directed at our mayor, our governor, people who have the power to direct resources towards the solution. it seems pretty simple. i don't know how it's gotten so complicated that the solution to being unhoused is to build affordable housing. >> now, this is one of dozens of amicus briefs filed in the case. the supreme court justices are due to hear arguments april 22nd. well a city audit found one of san francisco's homeless. housing providers misused taxpayer money. san francisco's controller's office audited the nonprofit group home rise, which was previously known as

community housing partnership. home rise manages more than 1500 affordable housing units across 19 properties in san francisco, the city's report found that home rise received millions of dollars in grant money to pay its payroll. it also spent money on fundraising, paid staff bonuses, and also provided lunches and gifts to its staff. now mayor london breed applauded the city's audit and recommendations for reforms and said in part in this case, the mayor's office of housing and department of homelessness and supportive housing identified issues and have worked diligently, including with the controller's office, to address these challenges. this is how we work to improve, how we provide services and support, and to improve how our city functions. now. we tried to reach out to home, rise to get a comment from them. so far we have not heard back, but it is now. 437 a man

who's been shining shoes on the streets of los angeles for the past 30 years may soon be living on the street. his name is gustavo martinez, and he and his wife received an eviction notice three weeks ago. he says his landlord told them to leave their two bedroom apartment in the fairfax district within the next 60 days, and martinez is really angry over the reason they're being kicked out of their longtime home. >> when i say the lady but why, i say i always pay my rent on time. i never make a problem, he said. well you know, the owner wants to move his son here. >> many of the neighbors and friends says they agree with his anger. they've launched an online fundraiser aimed at helping the couple search for a new home. the couple's landlord, who lives in beverly hills, was not reachable for comment. our time is 438. governor newsom joined the department of water

resources for the april snow survey. the final one of the season that's snow survey took place at philips station in el dorado county. it showed the sierra snowpack is above normal. it was 113% of the average for that location. the april snow measurement is the most important one because it's normally the peak of the season with snowmelt runoff a key factor in filling california's reservoirs. >> we will see over the course of the next couple of months how this snowpack translates into runoff into rivers, streams and reservoirs that are communities and our environment, our economy, the food that we grow in california all relies on that and all. >> but three of northern california's 37 key reservoirs are all above 100% of normal. steve. that's good to hear. >> stop it. dave, more good news. unbelievable that's right.

50s for many here because of the low overcast. in fact i own livermore hanging in there. san jose hanging in there. but i think over time here we'll start to see low clouds coming in. boulder creek is down to 4250, though, for santa cruz, aptos and mid 40s everywhere else, or 50s 40s in the santa clara valley. but santa clara, cupertino, saratoga, campbell, all in the 50s. 30 truckee, south lake tahoe, 54, down low, vegas 48 and arcadia to 55 down into los angeles. that system is going to drop in and give us a i mean, it's like, are we back into december? that's the way it's going to feel tomorrow. but for today, that low cloud deck ramping up could be a little drizzle out there. i would think more likely tonight overnight into early tomorrow. then rain sweeps through. not a lot. and this is more of a cold dynamic system than it is a rain producer. but again, you could get a half inch to three quarters, so maybe some of the coastal hills could pick up a little bit more than that. but again, we'll see some lower snow levels for the sierra. thunderstorms, though will be the big story here. i think thursday afternoon, especially

well, a lot of our family and friends from here are also traveling up to cal to watch us. >> senior jody lopes started doing cartwheels when she was five. now she and fellow spartan lauren mcpherson lead a 17 member squad to berkeley thursday to compete in the ncaa regional tournament. it's the culmination of a long road that, for some athletes, began with the disruption from the covid pandemic. it was really hard because we couldn't practice as a team and like feel like we were on a team, really the next hurdle, a change in conferences and opponents. spartan gymnasts had competed in the mountain pacific sports federation since 2014, but last year the school switched them to the mountain west conference, a conference with bigger schools and better competition. it's a challenge the head coach says she embraces. >> we do better when we like. if you have to compete against better competition, if you're going against this, it's like that helps you raise your game. and i'm a true believer in you have to see what's out there and you've got to compete against

going to show in the map. >> and also if you take bart, the yellow line from pittsburg to antioch, the bart service has stopped on that stretch of roadway. first, let's talk about the highway. so westbound 580 is getting busier as you make your way towards the livermore valley, rest of the east bay commute looks pretty good. but again, i'm going to focus in on highway four because that kind of runs a little bit parallel to the bart line. and bart service has stopped between antioch and pittsburg bay point in all directions, according to bart, because of some sort of equipment problem. and so bart is telling people to seek alternate means of transportation so that means if this is your commute driving, you could see more people out there on the road and westbound highway four, as bart may not be an option for some folks out there. bay bridge toll plaza getting a little bit busier, but still an easy drive onto the span 503. let's go back to the desk. >> okay. thank you. ali. well, if you live work or commute or drive to san francisco for any reason, a major change is coming

your way. the san francisco municipal transit authority has banned right turns on red lights at 200 intersections. let's go to ktvu. bailey o'carroll live for us in san francisco, where that change is set to take effect. bailey >> claudine. good morning. yeah, those changes mostly will affect the downtown san francisco area, which is where we are right now. in addition to soma, now, the tenderloin neighborhood already has in effect, the no right turn on red rule. so take a look. this is a map showing the intersections that will ban those right turns on red. the change does affect columbus avenue, which stretches into the north beach neighborhood. that's a popular tourist destination there where there is frequently many, many pedestrians on those streets. now, this change is all in an effort to keep those pedestrians safe, and comes as san francisco mayor london breed said the city's streets need a, quote, complete overhaul. you may remember just last month,

the family of four was killed while waiting at a bus stop by a driver. but the question many are wondering is how effective are these? right turn on red bans when it comes to safety? well according to data gathered from the ban already in place in the tenderloin, the sfmta says that they saw a 70% drop in vehicles blocking or encroaching on crosswalks down there, while the light was red. but it is important to note, and i do want to mention, that this change will take a little while to go into effect. likely will not be in effect until august of 2025. the reason for that being is because sfmta does have to install a couple of signs per intersection, where they are planning to ban those right turns on red. so drivers are, of course aware of that change and of that rule. and given that it will affect 200 intersections, it will take them a while to get those signs up. reporting live in san francisco. i'm bailey o'carroll, ktvu, fox two news

okay. >> bailey thank you. time's now 505a vow by the walnut creek city council to crack down on noisy protests outside of a planned parenthood office. the council, at its next meeting, will officially pass an ordinance that bans the use of bullhorns and other sound amplifiers within 100ft of the property's entrance. the people who live and work near the planned parenthood building on oakland boulevard in walnut creek say anti-abortion protesters are getting louder and bolder, protesters are using voice augmenting devices and saying horrible things. i went into the clinic because i wanted to see how loud it was. you could hear everything that was being said loud and clear. >> now, last night's vote comes two years after the walnut creek city council approved a similar ordinance. it created a protest buffer zone around the same planned parenthood building. it

is set to vote on the remaining or the renaming, i should say, next thursday. >> our time now 509 with several groups are supporting the idea of changing the name of oakland airport business groups from oakland, walnut creek, the tri valley and berkeley say the oakland airport is the closest airport to almost 60% of the bay area population. now in a statement, the ceo of visit tri valley said in part, an airport name that clearly identifies its geographic location in a more recognizable way will help visitors find and use okay when they fly here. and that is great because okay is by far the closest airport to the cities we represent. this is a smart move for the airport, and we support it. some incredible pictures of powerful deadly earthquake hit taiwan. it was a magnitude 7.4

quake. it hit in the early morning hours in taiwan, affecting the entire island. now, officials in taiwan say at least nine people were killed in that earthquake. the usgs says the earthquake hit just off the coast of taiwan just before 5:00 pm. our time. it was followed by a magnitude 6.5 aftershock, 12 minutes later. and take a look. some buildings were left leaning with people trapped inside of them, along with the nine people who were killed. more than 900 people were hurt in stores and restaurants. items fell off of the shelves and just crashed down. the earthquake also triggered a tsunami warning that was later lifted. this is the biggest quake in taiwan that they've had since 1999. that's when the magnitude 7.7 quake killed 2400 people and destroyed thousands of buildings. now our coverage of this earthquake in

office audited the nonprofit group home rise. it used to be known as community housing partnership. home rise manages more than 1500 affordable housing units across 19 properties in san francisco, the city's report found that home rise received millions of dollars in grant money for its payroll. it also spent money on fundraising, paid staff bonuses, and also provided lunches and gifts to its staff. now san francisco mayor london breed applauded the city's audit and recommendations for reforms and said in part in this case, the mayor's office of housing and department of homelessness and supportive housing identified issues and have worked diligently, including with the comptroller's office, to address these challenges. this is how we work to improve, how we provide services and support, and to improve how our city functions. now, we did reach out to home rise to get a comment on this,

>> do not let go. this happened shortly after sunset on easter sunday on a cliff in the golden gate recreation area in marin county. sheriff's deputy larry martel and helicopter pilot nigel cooper were part of the rescue team that rushed to help. they saw the hiker stuck on a cliff gripping that rock with his fingers. that's at the stage where a very tough nighttime rescue. >> the first couple of times larry touched the cliff, he lost his footing and the rocks crumbled away. so he had to kind of kind of reposition him a little bit. >> well, they did finally rescue the young man and pulled him to safety. the rescue team says that stranded hiker suffered only minor cuts and bruises. fema. this is taiwan and a rescue mission is underway there. after the strongest earthquake to hit taiwan in 25 years. we're closely watching

bridge shows a light commute at this hour, well, at least nine people are dead and more than 700 injured after a big earthquake struck taiwan. it's the biggest earthquake to hit that island in more than 25 years. >> it is big, and ktvu is andre. seniors in our studio right now to show us some of the damage. andre. >> and we're just getting some new information coming out of taiwan right now. we're just getting reports that 70 miners are trapped in two separate coal mines in hualien county. we'll keep following that part of the story. meantime, taiwan sits on the same ring of fire of faults, volcanoes that california sits on. those faults go all the way around the pacific ocean and regularly cause these large earthquakes. many taiwan residents say while they are used to these earthquakes, they aren't used to ones this strong. now that shaking first hitting just before 8 a.m. local time, residents capturing video of the earthquake as it hit and so did webcams placed around the city. on one, you could see the camera

shaking as it's pointed towards high rise buildings. here the damage quickly evident. several buildings and other cities in taiwan being left at a 45 degree angle. take a look at these pictures here in some places, people have to be lifted out of buildings through windows because doors were fuzed shut in the shaking roads and bridges also damaged here. train service suspended and roads had to be closed along the eastern coast because of landslides. >> it does look like there was a certain level, an amplified level of shaking in, taibei. taipei sits on a bowl of sediment just like los angeles. and that bowl basically amplifies the shaking. it's something we have seen and expect to see in the big earthquakes in the l.a. area. so it does look like there was more shaking in taibei than would be expected just from the distance to the faults. >> yeah, pretty stunning images coming in here. the quake also triggering a tsunami warning. japan reporting a one foot tsunami and smaller waves that

outside nurses from around the country. it cost about $20 million. >> fortunately, we've now had to take money and put it towards this essential coverage and that's money that we then don't have as a system. >> we're barely getting anywhere, which is why it's been really frustrating. we've been negotiating with them for eight months now. >> the hospital administrators say during the strike, some appointments have been converted to video visits and some elective procedures were postponed. >> a report in the san francisco chronicle says that grocery stores and other retailers overcharge for purchases more often than people realize. the chronicle says a safeway store and a target store in marin county were cited in inspection reports from state regulators for overcharging customers throughout 2023 and 2024. more than one third of stores in sonoma county failed price accuracy checks in a year's worth of inspections, experts say. human error is the most common reason for overcharging, and the only way to protect yourself is to carefully check your receipt.

>> all right. our time is 606. san francisco supervisors approved a resolution opposing a proposed name change for the oakland airport. the port of oakland wants to change the oakland airport's name to san francisco bay oakland international airport. the change is meant to increase awareness of the airport's location and also attract more travelers. however, san francisco officials strongly opposed that, saying it will cause financial harm to sfo and also confuse passengers. >> as much as i acknowledge that imitation is the highest form of flattery, this is not exactly neighborly behavior, the board of supervisors president aaron peskin, says. >> mayor london breed and the executive director of sfo both support their resolution. ktvu talked with supervisor peskin, who says he hopes this resolution can lead to a healthy discussion with the port of oakland. >> oakland has a lot to be proud

the cities we represent. this is a smart move for the airport and we support it. >> a crackdown on sideshows in antioch is underway after several cases of illegal street activity. last weekend, there were several sideshows in antioch, oakland and unincorporated parts of contra costa county in antioch. about 200 people on sunday blocked a major intersection as cars spun donuts and spectators set off fireworks, the mercury news reports. antioch city leaders are installing an electric gate at the city's boat launch, and also installed new traffic barriers near major intersections, where sideshows often occur. >> our time now 608 will three cities in san mateo county joined other bay area cities investing in automated license plate readers daly city, san bruno, and san mateo have all recently purchased computer controlled cameras to install at busy intersections. city leaders say the license plate readers are an important tool in cracking down on organized

traffic on that highway four, a stretch in that westbound direction. people who may have taken bart, who now can't. there is also a report of a crash at and it is blocking one of the on ramps, the in the eastbound direction of highway four at bailey road. 631 is the time now. and if you live, work or commute or drive in san francisco for any reason, a big change is coming your way. >> yeah, right. turns on red now banned at 200 intersections and ktvu bailey o'carroll already in san francisco to show us and tell us more about the coming changes. good morning bailey. >> good morning ali and dave. that is exactly right. now. a lot of these changes when it comes to the banning of these right turns on red, will be affecting the downtown san francisco area, which is where we are right now. in addition to the soma neighborhoods stretching up as far as the north beach neighborhood. but right turns on red are already banned in the tenderloin area.

so i want to show you where this is going to affect. so take a look at this map. it shows you all the intersections that will ban right turns on red. the change does affect columbus avenue, which as i mentioned stretches into the north beach neighborhood. that is a popular destination where a lot of tourists frequent. so that means there's a lot of pedestrians there throughout the day. now, this changes all in an effort to keep those pedestrians safe. and it comes as san francisco mayor london breed said the city's streets need a quote, complete overhaul. you may remember just about a month ago, a family of four was killed while waiting for a bus stop by a driver. but the question, many are wondering, is just how effective and safe will these right turn on red bans be? according to data gathered from the ban already in place in the tenderloin, sfmta says that they saw a 70% drop in vehicles blocking or encroaching on crosswalks while the lights were red. but already this morning,

we've talked to a number of commuters and we asked them how they think this ban will if they think it will be affected, effective. here's what they had to say. >> yeah, i think it's going to slow down traffic. and i think that's what they want. more traffic management downtown. >> now it's important to note that these changes will not go into effect right away. the reason being is sfmta does have to hang a number of signs in the intersections so that drivers are aware of what they can and can't do. 200 of these intersections will be affected, so it will take them quite a while to get all those signs hung. they think this change will go into effect roughly around august of 2025. so still a while out from that reporting live in san francisco. i'm bailey o'carroll, ktvu, fox two news. >> bailey, thank you. 634 now and several humanitarian aid groups in gaza are pausing their relief efforts because of safety concerns following the israeli airstrike that killed seven aid workers in a convoy. the convoy

construction in cities and counties that fail to adopt a compliant housing element on time. the proposed bill would strengthen what's called the builder's remedy. >> the builders remedy allows for builders to move forward with projects in those cities. until there's such a time when the housing element is certified and approved, the message to local jurisdictions is very clear the days of shirking your responsibility to your neighbors are over. >> when a jurisdiction is in compliance with housing element law, that means they've made it possible to build the housing that we need. >> now, if it's approved, among other things, the bill would designate sites appropriate for residential development, including housing, retail and office space. >> recruiting and retaining black teachers in california has become a key priority for lawmakers. the state and individual school districts have launched initiatives in recent years to hire more teachers of color, but educators and advocates say more still needs

are million dollar views now. >> the san francisco unified school district says applications will be accepted until april 23rd, and the educators will be picked through a lottery process, and they could possibly move in as early as this fall. >> well, caltrans says it will suspend the convoys helping to shuttle people around a washed out section of highway one in big sur. they say rainy weather is forcing them to stop the twice daily guided trips for residents and essential workers. tomorrow and friday, the roadway partially collapsed near rocky point during a storm on saturday . those convoys will resume on saturday. caltrans crews will be on the scene tomorrow and friday to monitor any change in conditions, and certainly with more rain on the way and the next couple of days, steve paulson i'm sure they'll be keeping a close eye on that stretch of highway. >> yes, they might even have to. well won't impact the highway, but snow down towards big sur some of the higher peaks down there, certainly in line for some snow on thursday afternoon evening, monterey looks to be that monterey hills down there
