that annual event in san francisco. a limited number of three day general admission wristbands go on sale this morning at 10:00. the prices for the eager beaver presale start at $425, plus the fees. the music and food festival is set for august 9th through the 11th in golden gate park. the lineup is expected to be announced later this month. >> an earthquake of this size happens over a length of fall, probably at least 100 miles long. >> a massive earthquake hits the island of taiwan, leaving at least nine people dead. the damage from the quake, larger than a magnitude seven and why it's similar to the types of earthquakes we could see here in california, and protests at planned parenthood hit a fever pitch. why one local city is taking action after dozens of noise complaints for people who live nearby, and governor newsom weighing in on the fight against crime in oakland. why he says he

is optimistic about the state help coming to the city. >> from ktvu, fox two news. this is mornings on two. >> well, good morning. welcome to mornings on two. >> i'm ali rasmus and good morning i'm dave clark. and welcome to the middle of the week. it's wednesday. it's april 3rd. are you ready for what's supposed to come? our way? >> just when we thought i could put away all of my winter sweaters and it looks like i need them, you know, get the patio furniture out. >> yeah, put the park away. no, no, no. not yet. boy, big changes on the way for us. it starts today with a low cloud deck that's really crank crank cranked up now. but it's going to be the cold tomorrow that moves in. i'm just moving right along here, the cold front's moving in. it's that low right off of vancouver. it will be right over us, you and me. tomorrow afternoon. incredible change in the weather. i'll say it's a big change today. low clouds, big fog. bank, sunny inland. but the breeze will pick up and temps drop off from the 70s for many back into the 50s

and 60s. today, tomorrow. low 50s are possible for many. all right. ali is here with an update, i think, on some news on traffic. >> yes, there's some news on traffic. and also with bart that's going to affect your east contra costa county commute. we'll get to that in just a second. first, we want to show you a live picture of the bay bridge toll plaza. it has been busy ever since the metering lights turned on about a little more than an hour ago. a 20 minute delay to get onto the span. let's switch over to the next camera. there you see 818 oakland traffic in this stretch looks good, but the problem area this morning is highway four. and that is because of the bart service between pittsburgh and antioch shut down in both directions has been for about 90 minutes or so because of an equipment problem. bart is running some bus bridges in the area, but they're asking people to take alternate transportation and so for a lot of folks, that means getting behind the wheel and getting on this stretch of highway. something to be aware of in that part of the bay area this morning. 702 is the time now in at least nine people are

dead and more than 700 injured after a massive earthquake struck taiwan. it's the biggest quake to hit that island in more than 25 years. >> and ktvu is andre senior in the studio now. boy, to show us some of this damage. andre. yeah the damage that's coming in just really, really incredible to see these buildings tilted on their side and people being rescued from buildings that were crumbled. >> yeah, that information coming in right now. you just mentioned the death toll numbers this morning standing at nine people at the same time, the mountain is swollen. county workers are trapped in two separate coal mines, right now, the local fire agency reports 64 people are trapped in one mine and six in another. taiwan sits on the ring of fire, the line of seismic faults encircling the pacific ocean. the same faults, by the way, on which california sits, as well. so the shaking first hitting just before 8 a.m. local time. residents capturing video of the earthquake as it hit, and so did webcams placed around the city. on one, you can see the camera shaking as it was pointed

towards high rise buildings. damage was quickly evident with several buildings and other cities in taiwan being left at 45 degree angles here. in some places, people had to be lifted out of buildings through windows, as you saw there, because doors were fuzed shut in the shaking roads and bridges also damaged train service, suspended roads had to be closed along the eastern coast because of landslides. >> it does look like there was a certain level, an amplified level of shaking in, taipei. taipei sits on a bowl of sediment just like los angeles, and that bowl basically amplifies the shaking. it's something we have seen and expect to see in the big earthquakes in the l.a. area. so it does look like there was more shaking in taipei than would be expected just from the distance to the faults. >> the quake also triggered a tsunami warning. japan reported a one foot tsunami and some smaller waves. that warning, though, has since been lifted.

there are mixed reports about how strong this earthquake really was. taiwan's earthquake agency says it was a magnitude 7.2, but the us geological survey says it was a 7.4 earthquake, and the agency says that difference in magnitude equals a lot of extra energy released here. but the information is still coming in. right now, the focus is on the rescues that are happening around taiwan. we'll keep on top of this story for you, dave. >> all right, andre, thank you. time now. 704 here at home of val by the walnut creek city council to crack down on noisy protests outside of a planned parenthood office, the council at its next meeting will officially pass an ordinance that bans the use of bullhorns and other sound amplifiers within 100ft of the property's entrance. the people who live and work near the planned parenthood building on oakland boulevard and walnut creek say the anti-abortion protesters are getting louder and bolder, protesters are using voice augmenting devices and saying horrible things. i went into the

clinic because i wanted to see how loud it was. you could hear everything that was being said loud and clear. now last night. >> city council vote comes two years after the walnut creek city council approved a similar ordinance. it created a protest buffer zone around that same planned parenthood building and also banned protesters from gathering within eight feet of its entrance. >> today is the second day of a three day strike by nurses in santa clara county. contract negotiations broke down between the registered nurses professional association and county leaders. the nurses say in addition to more pay, they also are calling attention to what they say is short staffing and issues with workplace safety. to keep the three county hospitals operating during this strike, the county brought in outside nurses, traveling nurses from around the country at a price of about $20 million. unfortunately we've now had to

take money and put it towards this essential coverage, and that's money that we then don't have as a system. >> we're barely getting anywhere, which is why it's been really frustrating. we've been negotiating with them for eight months now. >> hospital administrators say during the strike, some appointments have been converted to video visits and some elective procedures were postponed. >> our time is now 706. governor newsom says license plate readers will be installed across oakland and the east bay over the next few months. the governor was answering questions from reporters at phillips station up in the sierra during the latest snow survey. the governor says while change can't happen overnight, his office is taking several steps to help crack down on crime in oakland. now, besides the license plate reader cameras and an increase in chp officers, the governor says attorneys with the california department of justice will soon help prosecute cases in alameda county. >> it's all part of a multi-pronged plan. i said it wasn't going to be episodic. i

said it wasn't going to be one off. and i think the proof point is in the frame of your question. we've been there for consistent announcements, and we'll continue to be there until we feel like oakland on their own can take the baton. we did something similar in san francisco. we feel like san francisco directionally is moving in a very positive way. >> and the governor says this strategy doesn't stop here in the bay area, and he plans to make similar investments in other cities across the state. >> brentwood's police chief says a new reporting system may seem to indicate a spike in the city's crime rate, but that is not the case. police chief tim herbert told the brentwood city council that the new reporting system changes how crimes are counted. the chief says his department implemented the national incident based reporting system last year, along with other departments across the country. the new system indicates 1400 more crimes in brentwood in 2023 compared to 2022. but the chief says that is a function of the new reporting system. three cities in san mateo county

joined others across the bay area in investing in automated license plate readers. daly city, san bruno and san mateo have all recently purchased computer controlled cameras to install at busy intersections. city leaders feel those license plate readers are a valuable tool in cracking down on organized retail theft and other crimes involving stolen vehicles. however, critics in those cities and elsewhere have raised concerns about privacy and how well those tools actually work. >> okay, allie, time is 708 well happening today. the state of california starts accepting applications for the dream for all program. it's designed to provide financial help to first time homebuyers around the state. this year, the state is provided $250 million in funding . it's expected to help as many as 2000 applicants. the dream for all program was so popular when it started last year, it ran out of funding within 11 days as well. the golden state warriors hosted the boys

basketball team from oakland tech high school last night for a special honor. it was a celebration of the team's first state championship. the players were able to watch the game from a suite at chase center, and they were shown on the big video board. many of the players said that basketball gives them a positive outlook and keeps them focused. it also teaches them grit and tenacity on and off the field. >> the court, they worked really hard for this moment the whole year from like morning practices after school. so it was good to be recognized. this is super exciting watching, pro players play basketball in a big venue and having our own suite is amazing. >> i like that too. and with the exception of four graduating seniors, most of the players will be back next season. >> well, nature lovers here in the bay area are in for another springtime treat. all that rain during the past few months has created a so-called super bloom. for the second year in a row.

this is the view from twin peaks in san francisco, where beautiful wildflowers have been growing for the past several weeks. there are some gorgeous flowers nearly everywhere you look at outdoor spots, and in the hills all across the bay area's nine counties. >> so one of the biggest kickers for super blooms is when we have early heat waves. that tends to burn out those young little seedlings. so when we really haven't had that this year, which is fantastic, so that consistently cool temperature, fairly steady rainfall at good frequencies has really set us up to have a pretty good super bloom across the state. >> park rangers have an important reminder for people who want to get a closer look at these beautiful flowers. they are telling visitors to stay on designated trails and don't pick the flowers or take them home. >> they're there for everyone to see, for everybody. i got to see it too, ally. all right, time 711 and historic summit happening at uc berkeley. we'll tell you about the mission to provide more resources to underserved populations in higher education. >> and are you feeling lucky there's another chance to become

name change for the oakland airport, now the port of oakland wants to change the airport's name to san francisco bay

oakland international airport. the change is meant to increase awareness of the location of the airport and attract more travelers. however, san francisco officials strongly oppose the idea, saying it will cause financial harm to sfo and also confuse passengers as much as i acknowledge that imitation is the highest form of flattery, this is not exactly neighborly behavior. and now the board of supervisors president aaron peskin says mayor london breed and the executive director of sfo both support that resolution . peskin says told ktvu he hopes this resolution can lead to a healthy discussion with the port of oakland. >> oakland has a lot to be proud of, and i think everybody in our country knows that it sits on san francisco bay. i travel in out of okay quite a bit myself, but i think this is we need to have a mature, productive relationship and taken another.

your sister city by surprise is not a neighborly thing to do. >> the port of oakland's commission will be voting on that renaming proposal next thursday. well several bay area grocery stores and other retailers are reportedly over charging for purchases. >> the san francisco chronicle says a safeway store and target store in marin county were cited in inspection reports from state regulators for overcharging customers throughout 2023 and into 2024, more than one third of stores in sonoma county failed price accuracy checks in a year's worth of inspections, experts say. human error is the most common reason for the overcharging and the only way to protect yourself is to carefully check your receipt. uc berkeley held the first ever leadership summit summit for higher education. the event was hosted by the white house initiative on asian americans, native hawaiians, and pacific islanders . hundreds of leaders and other stakeholders in higher education convened at the request of president biden. the hope is to engage the u.s. state

be right over us tomorrow afternoon. amazingly cold system for this time of year. this is a winter like system. without a doubt. rainfall won't be a lot quarter inch to three quarters, but thunderstorms look likely with hail, maybe some funnel clouds out to the valley. i'll mention it, but possible record low or cool? maximum high temperatures tomorrow. and if there's enough available moisture, some low snow levels. cold highs tomorrow though only 50 to 55 with upper 40s in the hills. the wind will pick up here is that front and the whole system drop in. could get some gusts 35 to 40. you know out towards towards the delta petaluma gap, maybe san bruno possibility there. 50s on most of the temps here. you get the cold front coming in tonight already. the low clouds of advance rapidly in advance of that because of that system. and then everything drops in tomorrow for a cold rain on thursday. that'll take us through most of the day, but really it's the cold temps, the wind and then some low snow levels if you're going to the mountains. winter weather advisory kicks in, they'll get

cisco's ferry building is not happy about a plan to raise the building by as much as seven feet to protect it from sea level rise, according to the san francisco chronicle. hudson pacific properties sent a letter to the port of san francisco and the army corps of engineers saying the plan to lift the entire ferry building could disrupt the waterfront for years. the proposal is part of a $13 billion plan to protect the city from rising sea levels. it's still in its draft stages, but if the plan is approved, the work along the waterfront would be done by the year 2040. the plan by chick fil a to open a new restaurant at a walnut creek

strip mall has ignited a debate in that east bay city, the city's planning commission recently approved the chicken chain's plan to build a restaurant at the citrus marketplace shopping center near ignacio valley road. several people who live and work in the area are worried, though this new business would only add to the area's traffic problems. but a chick fil a spokesperson says the restaurant will create plenty of new jobs and other economic benefits. >> it's also worth noting that our restaurants often help neighboring businesses attract customers, and can very much act as an anchor tenant for a shopping center like citrus center. this type of commercial space is just not appropriate for the neighborhood that it's going to be placed in. >> opponents also point out there are already two other chick fil a restaurants doing business within five miles of the proposed site. union employees in san rafael spoke out at the city council meeting about what they are calling a public safety staffing crisis. >> this level of overwork is completely unsustainable and is

taking a major physical and mental toll on your dedicated public servants, overworked and fatigued employees are more prone to making mistakes, even in critical areas like public safety and utilities. >> the members of seiu also said low pay is making workers leave the city. street maintenance workers, administrative staff and child care providers, and many others say short staffing puts residents at risk. >> we've got few people doing what many used to do and keeping up with it, and they do a hard job. they do sometimes a dangerous job there in the winters for you. they're on call for you when you need them. >> one maintenance worker says they can't keep up taking care of crumbling roads, and a public works employee said seven people are doing the jobs of what that used to be done by more than 20 workers. union contracts are due to expire this summer. the a's

thank you for joining us. >> welcome to mornings on two i'm dave clark i'm allie rasmus. >> it is wednesday april 3rd. we are keeping an eye on the weather conditions because we may need to get our warm jackets back out again tomorrow. >> for sure. tomorrow? yeah, we'll have some cold, cold temps here now. big fog banks in place here. the base is on that have lifted considerably. so except for concord, everyone says cloudy to mostly cloudy. and that's a low cloud. deck is going to usher in a rather significant cool down for many here today. cold front still hung up on the north coast. it's not the cold front, really. i mean, that's part of it's the upper low. that upper low is churning right off of. vancouver is making a beeline right over us tomorrow afternoon evening. and it is a deep, cold system. so a change in the weather is on the way. starts today. bigger fog, bank lows around 50. breezy to windy later. low clouds for many. sunny inland but it will be cooler. noticeably cooler so 50s and 60s on the temps. all right ali an update on traffic. something new? >> yes a quick check. we're going to start with the bay

bridge toll plaza, where you can see things are pretty busy, but a little bit lighter than what we saw. just about a half an hour ago. so the commute here improving ever so slightly. the problem spot this morning, i'd say, has to be highway four in the far east, bay east contra costa county. if you could switch over to that camera, you can see it is very crowded there. part of the reason is bart in this area is shut down in both directions and has been for the last two hours because of a equipment problem. so bart asked people to take alternate transportation and so that means a lot of people are driving. so it's because of power issues, according to bart, and an equipment problem right now, tri-delta transit is running a bus bridge between antioch, pittsburg center and pittsburg bay point stations. there's no delays in the rest of the bart system. >> all right, ali, thank you. time now. 732. if you live, work , or drive to san francisco for any reason, changes are coming your way. right. turns on red are now back at 200 intersections. ktvu bailey

o'carroll's already in san francisco to give us a details about these coming changes. good morning bailey. >> good morning dave. the changes will mostly affect the soma neighborhood. and right here where we are this morning in downtown san francisco. but i do want to mention that the right turn ban on red is already in effect in the tenderloin neighborhood in the city. but take a look at this map. i want to show you the intersections that this will soon affect that is not yet affecting, but will soon affect the changes. does affect columbus avenue, which stretches into the north beach neighborhood that is a popular tourist destination where there are frequently many pedestrians out and about. now this change is going into effect, all in an effort to keep a pedestrian safe. it comes as san francisco mayor london breed said the city streets need a, quote, complete overhaul. you may remember just about a month ago, a family of

four was killed while they were waiting at a bus stop by a driver. but the question that many people are asking right now is, how effective are these red, these right turn on red bans? well, according to data gathered from the ban already in place in the tenderloin, sfmta says that they saw a 70% drop in vehicles blocking or encroaching on crosswalks, while lights were red. but we've asked a number of commuters already this morning if they felt that that change would be affected. effective here in downtown. could i ask your thoughts on that? >> driving around san francisco is already a big pain. >> yeah, i think it'll be even worse. >> oh yeah. yeah, i think it's going to slow down traffic. and i think that's what they want. more traffic management downtown. yeah >> well traffic down here this morning still pretty light. it is still relatively early, but i do want to note that this change will not go into effect immediately. that is because

sfmta has to hang signs and intersections where those changes will go into place. so that drivers are aware of those changes. of course, it will take them a while. they have 200 intersections to get those signs put up in, so they estimate that august of 2025 is likely the time when the majority of those changes will go into effect. reporting live in downtown san francisco. i'm bailey o'carroll, ktvu, fox two news. >> all right, bailey, thank you. time 734 new this morning san jose police are busy investigating a deadly hit and run crash. it happened this morning around 4:00 near neiman boulevard and elkins way in a residential part of east san jose. the police say two cars were involved in the crash. it's not clear who the victim was who was killed and who ran away from the scene. we're trying to get that information. roads were shut down in that area for the police investigation. >> several humanitarian aid groups in gaza are pausing their relief efforts because of safety

concerns. following the israeli airstrike that killed seven aid workers in a convoy, the convoy of aid workers with world central kitchen were in vehicles clearly marked with their organization's logo when they were hit. other humanitarian aid groups operating in gaza say this is just the latest attack on workers trying to provide desperately needed aid to palestinians facing famine conditions. >> over 200 humanitarian workers have been killed in gaza since october. we also lost a staff member in an airstrike on their home in. early march. >> israel's military leaders apologize for the incident, calling it a mistake that shouldn't have happened. the israeli military says it has established a new humanitarian command center to improve the coordination of aid, distribution in gaza. >> our time now. 736 here at home, applications are being accepted now in san francisco for a new affordable housing project. it is specific for teachers and other educators. the shirley chisholm village is

being built in the sunset district. it will have 135 rental units from studios to three bedroom apartments. >> we have a range of units to support new educators. people might be at the beginning of their career or just starting a family. two family units and we have five floors and i've had a chance to visit. i mean, these are million dollar views now. >> the san francisco unified school district says applications will be accepted until april 23rd. the educators will be picked through a lottery process, and they may move in as early as this fall. >> a citizens group in big sur is expressing its concerns about the growing number of tourists visiting the area. new figures show that rugged section of the monterey county coast is now getting more annual visitors than yosemite national park, and the group is calling for an immediate halt on all new hotels and other lodging developments in the big sur area. >> our time now. 737 governor newsom joined the department of

water resources for its april snow survey. it's the last one of the season. that's no survey at phillips station in el dorado county showed the sierra snowpack above normal. it was 113% of the average for the location. the april snow measurement is the most important one because it's normally the peak of the season with snowmelt runoff a major factor for filling up california's reservoirs. >> we will see over the course of the next couple of months how this snowpack translates into runoff into rivers, streams and reservoirs that are communities and our environment, our economy, the food that we grow in california all relies on that . >> and all but three of northern california's 37 key reservoirs are above 100% of normal. >> the oakland a's are set to meet with sacramento officials today about playing next season. further up interstate 80. the team did not reach a deal with

oakland when the two sides met yesterday to discuss a lease extension at the coliseum. the a's told ktvu in a statement that the team, the city and the county are far apart on the terms needed for an extension at the coliseum. the city has offered a five year, $97 million lease extension that would guarantee the team has a place to play while their new ballpark is being built on the las vegas strip. we've reached out to the city of oakland and the alameda county supervisors for comment, but have not yet heard back. >> all right, ali, we're going to hear from steve paulson right now because our bay area weather is about to change dramatically. >> that is correct, mr. clarke. thank you sir, it'll start a little bit today and then a lot, a bit tomorrow. tomorrow's hard to believe here, to get this cold around april fourth and also fifth. but it's all associated with that upper low, which is right up here. and it is on its way. it's over water trajectory. that helps with with possible rain. it'll be right over us tomorrow, about, well, 5

and the risks they encounter when they need to rescue someone in the sierra backcountry. chp shared a story of a man from san francisco who skied off the backside of the kirkwood ski area back in february. he tried to ski to safety but fell in the powder and was unable to reattach his skis. he was able to text friends for help. they contacted law enforcement. the

will see traffic is pretty heavy. it's been like this ever since the metering lights turned back on and then we have another traffic camera we can show you coming up right here. here's the san mateo bridge traffic also very sluggish. keep in mind an alert. if you usually take bart in the east bay service between antioch and pittsburg in both directions on bart is shut down this morning because of an equipment problem. bart is running a bus bridge. >> it's 81 right now. none of that developing story out of taiwan. this morning, a massive earthquake. you could see the damage right here behind me. the latest report showing the death toll from this nine. so far. and right now, the number of injured stands at 700. and in the mountainous area of hualien county, workers are trapped in two separate rock quarries. the local fire agency reports 64 people are trapped in one and six in another. taiwan sits on the ring of fire, the line of seismic faults encircling the pacific ocean. the same faults, by the way, on which california sits as well. are two the

shaking first hit just before 8 a.m. local time. residents capturing video of the earthquake as it hit. and so did these webcams, placed around the city. on one, you could see the camera shaking as it was pointed towards high rise buildings. damage was quickly evident here, with several buildings and other cities. you can see right here tilting at 3545 degree angles here. in some places, people had to be lifted out of the buildings through windows. him rescuing that child right there because the doors were fuzed shut in. the shaking roads and bridges were also damaged here. train service suspended. the roads had to be closed along the eastern coast because of landslides. >> it does look like there was a certain level, an amplified level of shaking in, taipei. taipei sits on a bowl of sediment, just like los angeles and that bowl basically amplifies the shaking. it's something we have seen and expect to see in the big earthquakes in the l.a. area. so it does look like there was more

shaking in taipei than would be expected. just from the distance to the faults. >> the quake also triggered a tsunami warning. japan reported a one foot tsunami and some smaller waves to. that warning has since been lifted. by the way, this is the biggest earthquake to hit the island in over 25 years, but there are mixed reports about how strong this earthquake really, really was here. taiwan's earthquake agency says it was a magnitude 7.2, but the u.s. geological survey says it was actually a 7.4 earthquake. and the agency says the difference in magnitude equals a lot of extra energy released. we'll keep following this story. >> well, some bay area residents who just happened to be visiting taiwan when that quake hit are now back home. ktvu i was at sfo when the first flights arriving from taiwan after the quake landed here in the bay area, a united airlines flight left taiwan's capital city about two hours after the quake. we spoke to some of the flight attendants there who felt that shaking and say they are just glad their plane was able to depart. >> we were already on our way to

the airport, and at first it was . it said it was 6.5. then i guess they upgraded to a 7.4. so. >> so all the sudden is pretty funny. we all got the alert message here and there on the bus. what's going on? yeah. >> earthquake. what? earthquake? >> and we call our family immediately and they're fine. i'm very fortunate. all fine. >> we thought it was the driver driving a little too fast. yeah, because we're like, wait, slow down. you know, we're we're kind of doing this way. i'm going. is everything okay? and then we got the alert. then we realized it was the earthquake. >> taiwan's largest airport is located in the northwest corner of the island nation, about 100 miles from the epicenter of the quake. planes are still arriving and departing from there. the only major service affected is in-town check in, which allows travelers to check their luggage at counters at some of taiwan's main rail stations that service is not working right now. >> now to some news locally. now walnut creek city council vowing to crack down on noisy protests outside of a planned parenthood

facility. at its next meeting, the council will officially pass an ordinance that bans the use of sound amplified ears like a bullhorn within 100ft of the property's entrance. the people who work and live near that planned parenthood building on oakland boulevard say the anti-abortion protesters are getting louder and bolder. >> the protesters are using voice augmenting devices and saying horrible things. i went into the clinic because i wanted to see how loud it was, as you could hear everything that was being said loud and clear. >> last night's meeting comes two years after the walnut creek city council approved a similar ordinance, had created a protest buffer zone around that same planned parenthood building. it protesters are banned from gathering within eight feet of its entrances. today is the second day of a three day strike by nurses in santa clara county. >> contract negotiations broke down between the registered nurses professional association and county leaders. the nurses

say in addition to more pay, they are also calling attention to what they say is short staffing and issues with workplace safety. to keep the three county hospitals running during the strike, the county brought in outside nurses from around the country at a cost of $20 million. >> unfortunately, we've now had to take money and put it towards this essential coverage, and that's money that we then don't have as a system. >> we're barely getting anywhere , which is why it's been really frustrating. we've been negotiating with them for eight months now. >> hospital administrators say during the strike some appointments have been converted to video visits and some elective procedures were postponed or. >> coming up on 807 now, a crackdown on sideshows in antioch is underway after several cases of illegal street activity. last weekend there were several sideshows in antioch, oakland and unincorporated parts of contra costa county, now in antioch. about 200 people on sunday blocked a major intersection as cars spun donuts and spectators set off fireworks, the bay area news group reports. antioch city

leaders are installing an electric gate at the city's boat launch, and also installed new traffic barriers near major intersections, where sideshows often occur. well, governor gavin newsom says license plate readers will be installed across oakland and the east bay over the next few months. the governor was answering reporters questions at philips station in the sierra during the latest snow survey. newsom says while change can't happen overnight, his office is taking multiple steps to help crack down on crime in oakland. besides the cameras and an increase in chp officers, the governor says attorneys with the california department of justice will soon help prosecute cases in alameda county. >> it's all part of a multi-year , pronged plan. i said it wasn't going to be episodic. i said it wasn't going to be one off. and i think the proof point is in the frame of your question. we've been there for consistent announcements, and we'll continue to be there until we feel like oakland on their own can take the baton. we did something similar in san francisco. we feel like san francisco directionally is moving in a very positive way.

newsom says the strategy does not stop in the bay area, and he plans to make similar investments in other cities across the state. >> well, happening today, california will start accepting applications for the dream for all program. it's designed to provide financial assistance to first time homebuyers across the state. this year, the state has provided $250 million in funding, which is expected to help as many as 2000 applicants. the dream for all program was so popular when it rolled out last year, it ran out of funding in just 11 days. the warriors hosted the boys basketball team from oakland tech high school for a special honor. it was in celebration of the team's first state championship, the team got to watch the game from a suite, and they were shown on the video board. many of the players said basketball gives them a positive outlet and keeps them focused and teaches them grit and tenacity on and off the court. >> they worked really hard for this moment the whole year from like morning practices after school, so it was good to be

minute delay to get on the span. no weight, of course, in those carpool lanes. and let's show you another bay area bridge richmond-san rafael bridge toll plaza. also a bit slow this morning as people make their way over to marin county. let's check in with steve paulson now for a look at the weather. >> all right. we'll take a look back at yesterday when it was nice and warm inland. a little cooler yesterday. coast in bay but inland, lots of 70s here livermore, napa, san jose, concord, san carlos, hayward, santa rosa and kentfield all between 72 and 77. say goodbye to those because we are on our way into an unseasonably cold system. front is still kind of working its way up on the north coast. it's the upper low right there. you see the spin and the right there. that's what's on its way. and it will be right over your castle and mine tomorrow, this system for this time of year is going to usher in just an amazingly cold pattern. now, the bigger fog bank is in place today as this system is starting to work its magic here with a cooler pattern here. so san rafael, san francisco, oakland, san jose temps are all dropping tomorrow. we might see record low or cool

high temps as the way it's looking. rainfall a quarter of an inch to three quarters. thunderstorms with hail. rainbow weather likely on friday. maybe some funnel clouds out to the valley would not surprise me. this is such a cold core system, but possible record cold and maybe some low snow levels. late thursday into friday. highs tomorrow could range around 48 to 54 degrees. that's it. now the wind will pick up just. there's no wind advisor or anything, but i think you know petaluma gap, san bruno out towards travis could get some pretty good gusts. some of these are forecast highs now. today's not the day tomorrow. it's thursday at 5:00. concord says 47 napa 47 san rafael. santa rosa in there. palo alto 46, gilroy 46. so i mean, we may top out around 50 early and then it'll be downhill from there. the lows on saturday morning, 30s for many here just depends on wind protected areas. but there will be a lot of cold air in place for a couple of days here. 50s on most of the temps. you knew it would happen.

raise the iconic building by as much as seven feet to protect it from sea level rise, according to the san francisco chronicle. hudson pacific properties sent a letter to the port of san francisco and the army corps of engineers saying the plan to lift the ferry building could disrupt the waterfront for years. the proposal is part of a $13 billion plan to protect the city from rising sea levels. it's still in the draft stages, but if approved, the work along the waterfront would be done by the year 2048 24.

>> the plan by chick fil a to open a new restaurant on walnut creek and a walnut creek strip mall has ignited a debate in that east bay city, the city's planning commission recently approved the chicken chain's plan to build a restaurant at the citrus marketplace shopping center near ignacio valley road. several people who live and work in the area are concerned this new business would only add to the area's traffic problems, but at chick fil a, spokesperson says the restaurant will create plenty of new jobs and offer other economic benefits. >> it's also worth noting that our restaurants often help neighboring businesses attract customers and can very much act as an anchor tenant for a shopping center like citrus center. >> this type of a commercial space is just not appropriate for the neighborhood that it's going to be placed in. >> opponents also point out there are two other chick fil a restaurants already doing business within five miles of this proposed site. >> union employees in san rafael spoke out at a city council meeting about what they are

calling a public works staffing crisis. >> this level of overwork is completely unsustainable and is taking a major physical and mental toll on your dedicated public servants, overworked and fatigued employees are more prone to making mistakes, even in critical areas like public safety and utilities. >> one the members of the seiu also said low pay is making workers leave the city. street maintenance workers, administrative staff and child care providers and many others say short staffing may put residents at risk. >> we've got few people doing what many used to do and keeping up with it, and they do a hard job. they do sometimes a dangerous job there in the winters for you. they're on call for you when you need them. >> one maintenance worker says they cannot keep up with the work to patch up crumbling roads, and a public works employee said seven people are doing the jobs that used to be

francisco to tell us more about the changes coming for drivers and pedestrians. two. bailey. >> hey, andre. good morning. yeah that's right. the changes will affect mostly downtown san francisco, which is where we are right now. also the soma neighborhood. but these changes are already in effect. no right turns on red. that ban has been in place in the tenderloin neighborhood of san francisco for a couple of years now. but we do want to show you which intersections will be affected by these changes. take a look. these are where those little dots are are the intersections that will be affected. so it does affect columbus avenue, which stretches into the north beach neighborhood that is a popular tourist destination where there are frequently many pedestrians out on those sidewalks. now this change is all in an effort to keep pedestrians safe. and it comes as san francisco mayor london breed said the city streets need

a, quote, complete overhaul. now, you may remember just about a month ago, a family of four was killed while waiting at a bus stop by a driver, but questions the question that many are asking this morning is how effective are right? turn on red bans. well, according to data gathered from the ban already in place in the tenderloin, the sfmta says that they saw a 70% drop in vehicles blocking or encroaching on crosswalks while lights were red. but commuters told us that they think this will just back up traffic further in san francisco, and pedestrians say they already feel safe enough where they street that i walk. >> there's not many cars passing at the times that i'm walking, so like it's really safe. >> now, it's important to note that these changes do not go into effect immediately. that is because sfmta says they need time to put up proper signage so that drivers know which rules they have to follow in these intersections, and given that it

will affect 200 intersections, it will take them quite some time to get all the proper signage put up so it will be a while before this fully goes into effect. they say expect it fully in effect around august of 2025, in san francisco. i'm bailey o'carroll, ktvu fox two news. >> lily thank you. meantime new this morning san jose police are investigating a deadly hit and run crash. it happened around 4:00 this morning near neiman boulevard and elkins way in a residential part of east san jose. the police say two cars were involved in the crash. still unclear, though, who was killed and who fled the scene. we're working to get more information now. roads are shut down in the area for that investigation. >> several humanitarian aid groups in gaza are pausing their relief efforts because of safety concerns. following the israeli airstrike that killed seven aid workers in a convoy, the convoy of aid workers with world central kitchen were in vehicles clearly marked with their organization's logo when they were hit. other humanitarian aid groups operating in gaza say this is just the latest attack

on workers trying to provide desperately needed aid to palestinians facing famine. >> over 200 humanitarian workers have been killed in gaza since october. we also lost a staff member in an airstrike on their home in early march. >> israel's military leaders apologized for the incident, calling it a mistake that shouldn't have happened. the israeli military says it has established a new humanitarian command center to improve the coordination of aid distribution in gaza, a big step forward in san francisco to help ensure teachers who serve the city can live in the city as well. >> applications are now open for affordable housing made specifically for educators. as ktvu christien kafton tells us, this is one way the district is dealing with a teacher shortage. >> construction is still underway at shirley chisholm village in san francisco's sunset district, but already applicants are asking to be among the first to live in the

135 units of affordable housing set aside specifically for educators. the district says in the midst of a teacher shortage, the housing is part of an effort to bring in and retain the best and brightest, and this is a great place to educate students. >> but so often people have to spend their time and energy focused on finding affordable housing. so this lets us give our staff an opportunity to have affordable housing and focus then their time and energy on the classroom. >> the application process opened tuesday and runs to april 23rd and is income restricted. residents are expected to move in as early as this fall. the new residents will be selected through a lottery process, the city says there are rental options ranging from studios to three bedroom, two bath units. >> we have a range of units to support new educators. people might be at the beginning of their career or just starting a family. two family units and we have five floors and i've had a chance to visit. i mean, these are million dollar views. the district says the housing even includes common areas where teachers can gather and work on

their education plans collaboratively with other educators. >> the whole project, built on property already owned by the school district, helping to streamline the process. >> there is a recognized need for educator housing in the state and across the country, but this is a first of its kind in the city and for us, what we hope to be the first of many, in fact, the city has two similar projects already in the works. >> another rental property and a property where educators could actually buy a unit of affordable housing so those educators could start to build equity and live and teach in the city. in san francisco, christien kafton, ktvu, fox two news. >> well, members of a citizens group in big sur say they are worried about the growing number of tourists coming to the area. new figures show that that rugged section of monterey county is now getting more annual visitors than yosemite national park. the group is calling for an immediate halt on all new hotels and other lodging developments in the big sur area. right now, no visitors are supposed to be going to big sur, a 70 mile stretch of highway one

in monterey county still shut down due to a mudslide, and caltrans says it will suspend the convoys helping people around that washed out part of the coastal highway. caltrans says another round of rainy weather is going to force it to stop those twice daily guided trips for residents and essential workers tomorrow and friday. >> governor newsom joined the department of water resources for its april snow survey, the final one of the season. the snow survey at phillips station in el dorado county, showed the sierra snowpack above normal. it was 113% of the average for the location. the april snow measurement is the most important because it is usually the peak of the season with snowmelt runoff, a key factor in filling the state's reservoirs. >> and we will see over the course of the next couple of months how this snowpack translates into runoff into rivers, streams and reservoirs that are communities. and our environment, our economy, the food that we grow in california all relies on that.

>> all but three of northern california's 37 key reservoirs are all above 100% of normal. >> the oakland a's are set to meet with sacramento officials today about playing next season farther up on i-80. the team did not reach a deal with oakland when the two sides met yesterday to discuss a lease extension at the coliseum, the a's told ktvu in a statement that the team, the city and the county are far apart on the terms needed for an extension at the coliseum. the city has offered a five year, $97 million lease extension that would guarantee the team has a place to play while their new ballpark is being built in the las vegas strip. we've reached out to the city of oakland and alameda county supervisors for comment, but have not yet heard back. >> all right, coming up on 840 now, the oakland ballers baseball team will hold tryouts this weekend to recruit local players for their upcoming inaugural baseball season. tryouts will take place between 10 a.m. and 3 p.m. saturday at the laney college baseball field. the ballers say more than 50 players have already signed

when they need to rescue someone in the sierra backcountry. chp shared a story of a man from san francisco who skied off the backside of the kirkwood ski area back in february. he fell in the powder and was unable to reattach his skis. he was able to text friends for help, and they were able to contact law enforcement. chp spent hours trying to reach him that night, but it was too dangerous for their helicopter to land in the dark. >> i was a little worried at first, like what the night was going to be because i had no idea how cold it was going to be at the point i was, so i just had to make sure i was moving my toes every ten minutes to make sure nothing blood loss happened or they don't freeze. >> after nearly 24 hours, crews were able to land about a half mile away and hike to him. the

man says he was given a room at kirkwood to rest before heading back to his home in san francisco. the chp wants to remind people to make sure they have proper training and equipment before they go backcountry skiing. >> state lawmakers will soon debate legislation that will help start construction of new housing statewide to ease the housing crisis. a bill was introduced yesterday by oakland assembly member buffy wicks and state attorney general rob bonta. they say it would ensure that there is housing construction in cities and counties that do not comply with the housing element on time. the proposed bill would strengthen the so-called builder's remedy. >> the builder's remedy allows for builders to move forward with projects in those cities. until there's such a time when the housing element is certified and approved. >> the message to local jurisdictions is very clear the days of shirking your responsibility to your neighbors are over. when a jurisdiction is in compliance with housing element law. that means they've made it possible to build the housing that we need. >> if approved, among other

technology was designed to allow customers to shop and pay for items without standing in lines. amazon announced on tuesday that it would be getting rid of the technology at amazon fresh locations. it'll still have those devices at amazon, amazon go stores, as well as amazon's third party retailers. the company says the technology will be replaced by smart cards, which will allow customers to scan their items as they shop and also see what they're paying and saving in real time. costco is expanding into the field of weight loss. the company will begin offering its members in the us access to a new program for $179 every three months. costco members can get nutrition advice as well as prescriptions for popular drugs such as ozempic and wegovy. they can also schedule video appointments with clinicians who specialize in weight loss. costco claims the program comes as a result of customer demand. >> we still don't know who will be performing at this year's outside lance festival in san francisco, but in just a few

hours, fans will be able to buy tickets to that annual event. a limited number of three day general admission wristbands will go on sale this morning at ten. prices for the eager beaver presale are called start at $425 plus fees. the music and food festival is set for august 9th through the 11th in golden gate park. the lineup is expected to be released later this month. >> let's get one last check of traffic before the end of the hour. here is a live look at the bay bridge toll plaza, which is busy so far. have not seen this commute lightened up that much at all ever since the metering lights turned on just before 6:00. so give yourself some extra time there. switching over to the san mateo bridge, this traffic here is a lot lighter than you would expect for this time of the morning. definitely a lot lighter compared to the bay bridge. so maybe if you need to get over to the peninsula, this might be a better route for you. one more check of the highway for camera traffic here a lot lighter. things have improved despite the fact that there is no bart service in this

at your local audi dealer. in a supreme court case. well, that will decide if cities can ban camping on public property. the case stems from a ruling in the ninth circuit court of appeals, which found that the city of grants pass, oregon, could not enforce local ordinances banning public camping. that same court also ruled that san francisco cannot sweep homeless encampments when there aren't enough beds in the city shelters. the lawyers committee for civil rights said that criminalizing homelessness does nothing to address the lack of affordable housing. >> the frustration should be directed at our elected officials. it should be directed at our mayor, our governor, people who have the power to direct resources towards the solution. it seems pretty simple. i don't know how it's gotten so complicated that the

solution to being unhoused is to build affordable housing. >> this is one of dozens of amicus briefs filed in the case. the justices are set to hear arguments on april 22nd, 855 in a city audit found one of san francisco's homeless housing providers misused taxpayer funds. >> san francisco's comptroller's office audited the nonprofit home rise, which was previously known as community housing partnership. home rise manages more than 1500 affordable housing units across 19 properties in the city. the city's report found that home rise received millions of dollars in grant money to cover its payroll. it also spent money on fundraising, paid staff bonuses, as well as providing lunches and gifts to its staff. mayor london breed applauded the city's audit and recommendations for reforms, saying in part, quote, in this case, the mayor's office of housing and department of homelessness and supportive housing identified issues and have worked diligently, including with the comptroller's office, to address these challenges. this is how we work

to improve, how we provide services and support to improve how our city functions. >> well, next week there will be a solar eclipse and millions of americans will be getting ready to celebrate it this year. it will last almost twice as long as the eclipse seen coast to coast in 2017. the moon is expected to cover the sun for up to four minutes and 28 seconds. we won't be able to see the full eclipse here in the bay area, but even the partial eclipse will get here, of course, can be dangerous. doctors say only special eclipse glasses will prevent the sun's powerful rays from potentially damaging your eyes. >> once those cells are damaged, they cannot repair themselves. those photoreceptors become permanently damaged, and we'll squint. we'll look away. our eyes will water on that eclipse day. we will want to sneak peeks and see what? what's so fascinating? it's important to understand there is no treatment. the treatment is education and prevention.
