seeing the future of the mlb begins friday versus the fresno grizzlies. >> there's nothing like an opening day as a player, just the excitement at excite ballpark in san jose. >> jesse gary, ktvu, fox two sports 11:00 news on ktvu. >> fox two starts now. >> i heard the one car screaming up the road here and i can tell it was going fast. it's like i almost get t-boned, you know, twice a day. >> witnesses describe a deadly hit and run in san jose. a driver killed at a notoriously dangerous intersection as the other driver takes off tonight, police say they have arrested a juvenile in connection with that deadly crash. hello again everyone. >> i'm julie julie haener andi'd at neiman boulevard and daniel maloney driveabt 4:00 this morning. new tonight. ktvu lamonica peters ske with transportation officials who say changes are coming to the area in the hopes of preventing crashes like this. darrell archie lives at the corner of

neiman boulevard, and daniel maloney drive. >> i heard the one car screaming up the road here and i can tell it was going fast, he says. over the last few years, he's witnessed about eight car crashes at the intersection. archie says he was already awake when he heard the two cars collide. >> i heard the kids that was in the accident hollered run! and they took off. >> san jose police say they responded to the crash around 412 wednesday morning. investigators say the man driving the white nissan frontier truck was hit and killed by someone driving a black chevy camaro traveling at a high speed. lily quintanilla, who did not want to speak on camera, says the man killed is her father, 59 year old nicandro quintanilla. police also say a juvenile believed to be driving the black camaro was taken into custody after leaving the scene of the crash. neighbors described the aftermath of the

collision. >> there was a black car that was right there going into the tree that was in flames in the front where the bumpers that that you pop the hood. >> but it wasn't until they all left. i looked at the skid marks and you could see the point of impact and then about 25ft later, you can see where the truck came down. so it actually got airborne. >> the city of san jose says it's aware of the dangers posed at the intersection, and plans to build a roundabout there in 2025. >> a roundabout makes it nearly impossible to have a head on collision or a t-bone collision, even at high speeds, because the vehicles are driving in a circle around the center roundabout. so we think it's going to be a vast safety improvement to that intersection. and it's just a shame that it hadn't been built by this morning. >> this was the 12th traffic death in san jose this year in 2022, a record high 65 people died in traffic accidents in san jose and last year, 49, which was the lowest it's been since

2017. lamonica peters ktvu, fox two news. >> new at 11 in the city of alameda today, officials held a traffic safety open house in an effort to reduce traffic related deaths. under their vision zero alameda plan. that event was hosted in the city's main library. the city shared with guests the information they have collected on crashes and noticeable trends. alameda acting transportation planning manager says alternating street design is the most successful long tum change to these, projects. she gave us the details on how the city is currently implementing this approach. >> right now there are bulldozers on the ground on clement avenue, where we will have, a two way cycle track and traffic calming elements and, pedestrian crossing elements and ada improvements. >> last year, traffic related accidents in alameda killed three people and injured six.

officials say there is an improvement over years past, but they won't be satisfied until they reach zero deaths. >> also new at 11. police are investigating a deadly stabbing at an east bay grocery store. san leandro police say it happened around 515 yesterday at the safeway on bancroft avenue. police say when they arrived on scene, they found a man with a stab wound inside the store. he died later at the hospital. police have not said if they have made any arrests or what led up to this stabbing. >> the fentanyl crisis is a huge concern here in the bay area. according to the san francisco health department, 64 people died from accidental overdoses in february, including 47 from fentanyl. now, a new study from millennium health finds that last year, 72% of drug test results from people who use fentanyl also contained meth. angela husky from millennial health told us at for the rise in this combination of drugs is a wake up call. >> we know that emergency department visits are up because

of methamphetamine and fentanyl. we know that psychiatric hospitalizations are up because of the combination. and most concerning that deaths are up. >> a recent cdc study found 1 in 3 deaths from fentanyl also involved a stimulant such as meth. that number was 1 in 115 years ago, and experts say both education and treatment are critical. >> we know that most people that die of overdoses have never had substance use treatment, so there's a serious need, and there's a number of ways that we can do this. jill rosenthal from the center for american progress told us today at four that helping people to meet other basic needs, such as food and housing, can help them accept treatment for addiction. >> a system outage at north bay vaca valley hospital is preventing some bay area patients from getting medical services. the disruption was caused by a cybersecurity incident that happened on monday. it left patients with no way to contact the hospital. one

patient says she tried calling multiple times, could not get through and had to show up to the e.r. to speak with someone she wants the hospital to explain if the cyber attack could have affected patients. >> private information somewhere where we can reach out to see if our information was one that was, you know, taken or accessed or anything like that. >> northbay vacavalley says they are investigating the breach and trying to fix the issue. urgent care is still open. ers are accepting most cases and primary and specialty care offices have reopened. >> new tonight there are rising concerns among community members in richmond over what they say are too many smoke shops in the area. ktvu is jana katsuyama spoke with city officials about the push for a moratorium on new smoke shop licenses. >> richmond city council members say they started hearing concerns this year about the number of smoke shops popping up around the city. >> i've lived out here for a little bit. it's for sure gone to more smoke shops.

>> it doesn't create a safe environment, at least for me in my home. >> richmond city staff conducted an investigation and say they found 78 licenses for tobacco retailers, or about two shops per square mile. they also found other stores that had no license. >> they found that at least three shops are open without any license, any permits from the city. >> vice mayor claudia jimenez joined with the mayor and another city council member, and this week at the city council meeting, called for a 45 day moratorium on issuing any new tobacco retail licenses. >> we continue to give license. we will have more and more and the enforcement will be more difficult due to the, staffing levels that we have. >> council member melvin willis is a richmond native who's worried about the health effects, with the issue of there being an overrepresentation of tobacco products or even liquor stores and very low disadvantaged and people of color neighborhoods. but some

community members say they don't see it as a problem. and having an array of smoke shops as a convenience for them when they are on the go, like a convenience. >> it depends where i'm at and what i'm doing. >> willis says the city staff report also revealed a concern about enforcement and a lack of municipal codes and procedures to align business permitting with the community values and a cohesive city plan. >> we need to press pause, take inventory and discuss what we want our city to look like moving forward with updated regulations to our municipal code, the city council says that the public will have a chance to weigh in at the next meeting on april 16th, and then they plan to vote on this temporary tobacco retail moratorium in richmond, jana katsuyama. >> ktvu, fox two news. >> and today, the center for environmental health sent legal notices of violation to big tobacco giants and major retailers. the notices say the companies have failed to provide prop 65 warnings to alert their

customers of the birth defects and reproductive harm that could result from nicotine exposure through the use of zyn and on nicotine pouches. >> a dramatic photo finish in the race to succeed outgoing congresswoman anna eshoo in the 16th congressional district. there is now a tie for second place in the race. silicon valley assembly member evan lowe and santa clara county supervisor joe simitian have both earned exactly 30,249 votes. we have watched this race switch back and forth with razor thin margins since the march 5th primary. it appears a single vote in the final minutes made the difference. officials say if the results stand, both candidates will move forward to the november general election. former san jose mayor sam liccardo has already qualified. >> it could become the longest railway line in the country. the plan, released today to connect humboldt and marin counties and coming up in west coast rap. >> a car plunges off a cliff in southern california. what we know about the crash

sparking outrage. >> this story begins tonight's west coast rap. >> excuse me. excuse me. no call them. i was in motion. okay, i understand that. okay. can i claim this video was taken by a writer showing the argument between that officer and the bus driver? >> it happened after the driver called into dispatch saying an unmarked police car cut him off, then pulled him over. the video has circulated on social media, garnering hundreds of comments of people criticizing the officer and saying he showed an abuse of power by pulling the bus over. the seattle office of police accountability is now investigating that incident in southern california. >> one person was killed after their car plummeted 150ft off a cliff. this happened near pepperdine university off the pacific coast highway in malibu. l.a. county fire department said crews had to navigate the heavily wooded area to get to the scene. no word yet on what caused the accident or how long the road will be closed in las vegas, the tropicana resort officially closed, but a piece of that historic hotel will live

the reward, hoping it will lead to a break in the case. ktvu amber lee went to the site of the tragedy, where the family says they'll never stop seeking justice. >> i'm missing grief, refuses to release its grip on the family of brandon cheese. he was shot and killed at alice chalmers park in san francisco's crocker-amazon neighborhood. >> this boy was my day and night . his dreams were my dreams. they destroy me at the park. >> there are still bullet holes left by the shooting that happened april 3rd, 2022, around 430 on a sunday afternoon. family members say cheese had been at a barbecue with friends and played basketball. they tell me he was at the entrance of the park, about to leave when several people got out of a car and started shooting. cheese and an acquaintance, karen carlson, were killed. two others were injured but survived. police declined to say what the motive was. >> i don't believe my brother was a target at all. i'm not sure why this happened, but it

shouldn't have happened. >> police released images of the suspect vehicle, a silver honda accord, without blood. the family says cheese was focused on being a great father to his then two year old daughter. his parents created this memorial garden just outside the park. >> it's super painful. it feels like somebody is ripping my heart out of my chest to see him happy, full of life and this is all we have left. the picture and cherished memories. >> she's worked as a barber and security guard relative. say he would give out free haircuts to the homeless mom says she wants those responsible arrested and put behind bars so they we can have some kind of peace because this pain will never go away, never. police declined to say if cheese and the other man, who was also killed were the intended targets. the lead investigator tells me he's followed up on leads, but none has led to a break in the case

in san francisco, amber lee, ktvu, fox two news a new grant aims to fund renewable hydrogen technology in the state. >> how lawmakers will get a closer look at the tech right here in the bay area. >> a rising concerns over road systems that need updating across the state, the resiliency plan for a busy highway in the south bay. well, we started off the week with lots of sunshine and some very warm temperatures. >> now we're going back to winter. a cold system is moving in some rain showers and maybe some snow in the bay area hil. we'll business. it's not a nine-to-five proposition.

yeah. that plan was officially released today. it would build a railway line stretching 307 miles from marin county to

humboldt county. that plan, still in its early stages. so no word on when construction could start or if funding could be secured if the plans go throh. it would become the country's longest railway line. also new at 11, congresswoman barbara lee and senator alex padilla will be in the east bay tomorrow for a look at the port of oakland's hydrogen project. >> the tour comes after a $1.2 billion grant was secured for the state's production and utilization of renewable, clean hydrogen. during the tour tomorrow, the lawmakers will be able to get a look at how the port of oakland will participate in producing and using hydrogen, improve air quality, and support the state's green workforce with green jobs. >> all right, northern california nature lovers are in for another springtime treat. all of that rain during the past few months has created a so-called super bloom for the second year in a row. this is the view from twin peaks in san francisco, where wildflowers have been growing now for the past several weeks. there are flowers nearly everywhere. you

look in parks and natural areas all around the bay area. thanks to a really nice combination of sun and rain. park rangers are reminding visitors, though, to stay on designated trails and don't pick the flowers to take home. let's go to our meteorologist, mark tamayo. now with the cold rain that's coming back to the bay area. >> yeah, that's right julia, those flowers will not be thirsty. more rain in our forecast as we head into your thursday, especially for tomorrow morning. today, though still a mild day, at least for the first half of the day. lots of 60s, the warmest locations right around 70 degrees. but we have a cold system moving in so with that, some showers and maybe some thunderstorms in your thursday forecast, but temperatures tomorrow only in the 50s, and it will be cold enough that we're going to have low snow levels here in the bay area, possibly down around 2000 2500ft. and in the sierra, this is a snow producer. a winter weather advisory is in place right now. and actually last until 11 p.m. on friday. and snowfall could be around 10 to 20in. so here's what's happening on the satellite. you see the speckled cloud cover out here?

that's a sure sign of cold air. we had that front move in earlier today. you probably noticed that big time change with with with the with the blustery winds was just the sudden chill in the air. and also some action on the radar here outside of redding also approaching portions of the sierra. now the winds boy, they were really up there earlier this afternoon. we still have some gusty winds. you could see oakland airport gusting to over 30 miles an hour. sfo westerly breeze at about 18 miles an hour. here's a live camera looking out toward the bay bridge out towards san francisco, and current numbers have cooled off into the upper 40s to the lower 50s. tomorrow morning we will bring in some rain, so this could definitely be a factor for your thursday morning commute. lots of 40s to start things off tomorrow you can see this system moving in from the north, so the front already moved in. it's kind of ushering in that cold air. so the cold, unstable air moves in. so we're going to have some sunshine, some cloud buildups and some rain showers. and a lot of the activity could be for tomorrow morning. that's what the forecast model thinks. here we are at seven 8:00 and then into the afternoon hours more

breaks. but we could still have some scattered pop up showers, maybe some thunderstorms that could be linked to hail or maybe some lightning. and then friday we're still going to have some clouds roll on into the area. and there's still the chance of some showers for friday as well. highs for tomorrow, lots of 50s. so no, no more 70s. no more 60s. we're just thinking low to mid 50s for tomorrow afternoon. and here is a look ahead. we're going to hold on to those shower chances for friday. i think we're lucky now with the timing though, because the weekend we should clear things out and a chance to get outside. but it's kind of a surprise. we're just enjoying the sunshine, the warm conditions. just yesterday, in the day before yesterday was beautiful, just so nice. and now we're going to go back to winter. >> still looking like a little rain for the giants game. yeah, friday. >> there are lots of clouds and still the chance of some showers. maybe that can go away, but at least for right now, wait to hold on to that. >> okay mark. thank you. okay. caltrans hosted a meeting today to discuss their plan to build resiliency along state route 17 corridor. >> officials said the health of route 17 is important because it serves as a commuting pathway, an evacuation route and a

wildlife crossing. leaders with caltrans explained that in order to preserve the successful functions of the route, they're welcoming help from outside the agency to create the best plan moving forward. >> our plan requires collaboration and insight from both the public and subject matter experts across various cities, counties, jurisdictions and disciplines, the end goal being to identify and prioritize projects and strategies that address a wide variety of criteria. >> some of these criteria, including addressing climate disruptions, efficient land use, congestion management, and corridor safety. >> well, a section of highway one in big sur that was damaged in last weekend's storm is now closed to traffic. tonight, caltrans decided to stop the daily convoys escorting residents past that area because of the rainy weather tomorrow and friday. during the two day suspension, caltrans crews will be watching to see if there's any more movement of that roadway. caltrans crews took the opportunity to do some work to

make those trips a little less hair raising. when they start up again on saturday. >> we've also done some work to, sort of widen the shoulder of the inside northbound lanes so that when we do resume these convoys, there'll be a little extra room and we won't have people, you know, so close to that, that lane that's been damaged. >> the big sur chamber of commerce says the limited access is costing the area's businesses about $1 million a day. he said it is essential to get ateast one lane reopened as soon as possible. a classic 1964 learjet that's heading out to fly around the world is set to land in salinas in less than an hour. pilots are set to take off from wichita, kansas, late tonight. the organizers say there will be 11 stops starting in salinas before that jet returns to wichita. the flight time is 54 hours and 30 minutes. the flight falls on the centennial centennial of the very first

her t. bart's pa system april is autism acceptance month. local kids with autism recorded special announcements that will be playing in 35 bart stations throughout the month. it's the second time that bart participated in the autism transit project, inviting young people with autism to record announcements for transit agencies across the nation. >> mayor london breed kicked off earth month at city hall today. she marked the inaugural event honoring four local women for their contributions to environmental advocacy across the city. mayor breed spoke about san francisco's reputation as an innovative leader on the global scale. >> muni is one of the greenest fleets in north america. over 25 years ago, we implemented the first state, the state's largest combusted program. and yes, it
