the excitement, even though it wasn't a total blackout here in the bay area. plus, it's something you don't want to see out the window when you're on a flight. why? a southwest plane was forced to turn around shortly after takeoff, and the investigation now underway by the faa also, the city of the city attorney of san francisco is now getting involved in the

proposed renaming of oakland international airport. how he says it's a violation of sfo's trademark. the news at noon starts now. >> this is ktvu fox two news at noon. good afternoon. >> i'm gasia mikaelian. well, some say it's a once in a lifetime experience. millions gathered across the country for the solar eclipse. in some parts of the country, it was a total view. other people, like those here in the bay area, just had a partial view. it's expected to be north america's biggest eclipse crowd ever, thanks to the densely populated path. ktvu tori gaines live from the chabot space and science center in the oakland hills, with more on the partial view we got here in the bay area. tori >> hi gasia, space lovers have been patiently waiting for this celestial event, and let me tell you, this crowd was amped up. a line of more than 400 people waited outside to get into the chabot center here to get a glimpse of that eclipse through those safety sunglasses, we're going to show you a little bit of what we saw now that total solar eclipse darkened the sky

across some parts of the us just after 10 a.m, and reached its peak at 11:13 a.m. experts say that because the moon is slowly getting further away, total solar eclipses may not last forever. but it's okay. they'll be around for another 100 million years or so, but millions of people look towards the heavens with the necessary protective eyewear. of course, just to get a glimpse now, around 400 folks lined up outside the chabot space and science center as they eagerly awaited this eclipse. kids and adults alike were incredibly stoked to witness this, and they also knew just how unique the experience is. we caught up with a few folks during and after the eclipse to see what they thought. >> i was just really excited for like seeing the eclipse. it's probably like my first time seeing it and i'm not sure when the next one is coming. probably like when i'm like in my teens. >> what do you see on my moon when i look in the sun, it's like you could see part kind of like it looks like the sun is

kind of like, looks like pac-man, but also a bit like, orange ish does it look like a cookie with a big bite out of it? >> yeah, i love it. back out here live at the chabot space and science center now. it was a packed house here today. most of the people have started to work their way out of it. you can see some people are still here taking in the view, especially through leah, that eight inch refracting telescope, which was opened for people to be able to view the eclipse today. it had a solar, solar filter on it so you could safely view it. these people have been so excited. i have been so impressed. in particular with the knowledge that the children brought here today. many of the parents of these children told me that it was the kids who motivated them to come up here in the first place, and they were so informed about space, let's just say the future of space and astronomy is bright. live in oakland. tori gaines, ktvu, fox two news. >> tori thank you. we're now hearing from passengers on board a southwest airlines plane that

had an engine cover peel off during takeoff. the jet was flying from denver to houston when the removable cover came out and struck a wing flap. the boeing 737 800 jet was able to return to denver safely. passengers are now talking with the media passengers who sat near the engine yelled at flight attendants to come over and see the damage. passengers say they were shocked to see that paneling from the plane was stripping away. the airline released this statement southwest flight 3695 returned to denver international and landed safely after experiencing a mechanical issue. we're working now to get customers on their way to houston on another aircraft. our maintenance team is reviewing the aircraft. there were no reported injuries. all passengers eventually arrived in houston yesterday afternoon. new at noon. the city attorney of san francisco is now getting involved in the proposed renaming of oakland international airport. city attorney david chu sent a letter to the oakland board of port commissioners informing them that the proposed plans to use san francisco in the renaming infringe on san francisco international airport's trademark. port of oakland

recently announced plans to rename oakland international to san francisco bay. oakland international airport attorney chu has demanded that oakland abandon its proposed plan, saying if oakland moves forward with its proposal, it will pursue legal action to prevent the misuse of its trademark. california's attorney general, rob bonta, visited the mexico border today to address the ongoing fentanyl crisis and thank law enforcement working to keep as many drugs out of the country as possible, making sure that many pounds and many pills never make it across the border to california. >> also, focusing on all of the arms of the of the network and tracking down the entire operation to hold folks accountable, not just stopping at the point of arrest where the bust is occurring. >> attorney general bonta said that moving forward, public health data shows that education and awareness about fentanyl is one of the best ways to prevent overdoses and drug abuse in young people. authorities are looking for the driver of an suv that crashed in concord, killing a child passenger. chp says a

gray mazda was driving on northbound 680 early sunday morning when it, for some reason, went off the road through the dirt median and overturned several times. six people were in the car. officers say several of them weren't wearing seat belts. the child who died was a nine year old girl for women. occupants went to the hospital with major injuries. a driver who is only being described as a man in his 30s ran away from the crash. an investigation is underway after a person died after being hit by what appears to be a car in oakland. this happened shortly after 1245 this morning at the intersection of 75th avenue and san leandro street. police say when they arrived, they found a person who sustained injuries from what's consistent with being hit by a vehicle. no vehicle, though, was found at the scene. the investigation is ongoing. anyone with information is asked to call oakland police. sam trans is now taking action to protect its bus drivers on the peninsula. the transit agency says the number of attacks targeting bus drivers tripled last year compared to the year before. sam trans adopted its first ever code of conduct for those boarding busses in san mateo county. it bans harassment, disruptive

conduct, physical and verbal assault as whether other dangerous behaviors violators could get banned from sam trans busses forever. salvage crews are beginning the next phase of removing debris from the side of the baltimore bridge collapse. this comes as the biden administration outlines cost to rebuild the bridge. madeline rivera has the latest now from washington. >> debris removal continuing at the collapsed francis scott key bridge in baltimore on monday. over the weekend, salvage crews began the painstaking work of removing containers on board the cargo ship that crashed into the bridge's support beams nearly two weeks ago. the coast guard says this will give teams the ability to clear debris from the ship's bow and ultimately allow the vessel to move. it's all in an effort to fully reopen the port of baltimore, which the army corps of engineers says could happen by the end of may. >> it is an aggressive timeline, but we are going to work around the clock to make sure that we hit this timeline. >> the biden administration says the next part of the operation, rebuilding the bridge, could

take the longest. the white house has already approved $60 million to assist with the cleanup and rebuild, but officials are now urging congress to quickly authorize federal funds to rebuild the structure. >> we got $60 million out from our department within hours of getting the request to get them started, but that is just a fraction of what it's going to take to replace that bridge. >> the bridge collapse. also, having an ongoing economic impact. the small business administration says more than 500 businesses affected by the ship strike have applied for loans to help cover their costs. meanwhile maryland officials say more than 30 ships have passed through the area since the temporary alternate channels opened in washington malla, rivera, ktvu, fox two news. >> now to gaza, where palestinians are returning to the city of khan yunis after the israeli military announced it's withdrawing troops from the area . many of those returning to the gaza strip, second largest city, say their city is unrecognizable with piles of rubble where their homes used to be. residents say they had hoped they could move back into their houses, but

found a city in ruins. jordan sent its largest humanitarian aid convoy to the gaza strip since the war began. a charity organization reports 105 trucks carrying food, including rice and flour, are on their way to gaza this week, pope francis welcomed relatives of israeli hostages at the vatican. the pope greeted family members as the israel-hamas war entered its six month mark. they clutched photos of loved ones and posed for a photo with the pope. he also held a one hour meeting with the group, 129 hostages remain in captivity in gaza. pope francis has been calling for an immediate gaza cease fire. the release of all israeli hostages and full access to humanitarian aid here in the bay area. a group of people in lafayette held a vigil to call for the release of hostages still being held by hamas. they lined the overpass above highway 24. they say they want to make sure the hostages are not forgotten across the bay in palo alto, dozens gathered, calling for an immediate cease fire in gaza. free palestine. the group calls its weekly event vigil for

in capitola is back open after it was shut down for nearly 24 hours, so the capitola avenue bridge could be demolished. caltrans used heavy equipment to take down the decades old structure. the road reopened ahead of schedule yesterday afternoon. a new overcrossing expected to be finished by next summer or fall. the national association of intercollegiate athletics, the governing body for mostly small colleges, announced a policy today that essentially bans transgender athletes from women's sports. the naia council of presidents approved the policy in a unanimous vote today. the naia oversees some 83,000 athletes at schools across the country and is believed to be the first college sports organization to take such a step, according to the transgender participation policy, all athletes may participate in naia sponsored male sports, but only athletes whose biological sex is female and have not begun hormone therapy would be allowed to participate in women's sports. a student who has begun hormone therapy may participate in activities such as workouts,

practices in team activities, but not interscholastic competition. two sports programs are being cut at the university of san francisco. as ktvu zac sos tells us, the university is eliminating men's and women's tennis teams and blaming budget shortfalls. >> kind of sad. >> i just felt bad about it. it made me kind of sad to hear about a team folding university of san francisco students learning this weekend that their men's and women's tennis teams would be taking to the courts in golden gate park for the last time when the season wraps up. >> i know that the university is in a bit of a dire situation, so i know that they had to cut something, and a lot of folks knew about tennis, the university, describing its decision to discontinue both division one programs as among the difficult moves being made on campus to save money due to enrollment shortfalls. >> i absolutely do feel bad for the team. i mean, i, i can't say that i was too surprised because , i feel like a lot of programs have been getting cut and a lot of programs here don't have a

lot of funding, especially like arts. >> i'm glad they didn't end up cutting a major, because i think that would have been more detrimental to more students and also incoming students. >> together, the men's and women's tennis programs costing the university more than $1 million to operate each year. i think there's probably other things that they could have done to save money if they needed to save money, and i think cutting the tennis team was not the way to do it. in a statement, university athletic director larry williams saying in part, quote, personally, i'm very sorry that our players and coaches received this news. they did not expect their usf careers to be shortened in this way. we are doing everything we can to assist them as they chart their next steps and plan for their futures. the 16 players on both teams now being offered the opportunity to keep their scholarships and continue their studies at the university, or transfer out. >> i can only imagine how those players and their families feel, and then their tennis fans feel.

morning at 36 degrees. in fact, temperatures at this hour are up to ten degrees warmer than 24 hours ago. four degrees warmer in san carlos. now the winds are beginning to pick up 12mph in novato and in nicasio, nine in fairfield and in travis, 12 in mountain view, 20 mile an hour winds in half moon bay. so sometimes when you have the brilliance of sunshine and it is warming up, the wind doesn't make it feel as warm as it is, and these winds will continue to increase today out of the northwest, 10 to 20mph. you can see the clarity just right off the coast here. storminess is out of here. high pressure is now quickly filling in, and as it does so, the bottom line is today seasonal springtime temperatures return right here to the bay area. it's going to continue to be mild to warm on tuesday through friday and over the weekend. our computer models are differing right now and they've been pretty spot on. but it looks like we do have a major

was a very important person in our family. >> no word on what happened to the person who performed the surgery. the clinic continued to advertise on social media after williams death. health officials urge anyone considering going to another country for a surgical procedure to investigate the facility, and the doctor to make sure they have the proper licensing and experience. rapper and music mogul sean diddy combs is facing new abuse allegations. he was named as a codefendant in a new lawsuit filed in los angeles. as fox's christina coleman explains, the suit was filed by a woman who claims diddy's son sexually assaulted her in 2022. in a new lawsuit, sean diddy combs second son, christian combs, is accused of sexually assaulting a crew member working on a super yacht. >> that suit was filed here in los angeles. attorneys representing former yacht stewardess grace omaki say she was sexually assaulted on board a yacht when she was 25 years old in december of 2022 by diddy's son, rapper christian combs. they say his dad, sean combs, leased the yacht and had full control of its staff and

the premises. hautamaki's lawyers say combs turned what was sold as a wholesome family excursion into a hedonistic environment. they stated, quote, defendant sean combs fostered and encouraged an environment of debauchery. there was always a party atmosphere filled with suspected sex workers suspected laced alcohol, violence and sheer disrespect of women and the yacht's crew. the lawsuit also contains photos of bruises that hautamaki's lawyers say she suffered when christian combs violently grabbed her and attempted to force her to perform a sex act. they also included a transcript of an audio recording, which they say captures omaki being forced to consume suspected laced shots of tequila. a lawyer representing both diddy and his son christian said in part, quote, we have not seen this woman's claim, but i'm sure we can expect the same kind of manufactured lies. diddy is named in the suit for liability, but he was not accused of sexual assault in this court filing, his la and miami homes were raided just last month as part of a federal sex trafficking investigation. a series of lawsuits have been filed against

the music mogul, accusing him of sexual misconduct. meantime, diddy denies any wrongdoing and he has not been charged for any crimes. reporting in los angeles christina coleman, fox news. >> a string of sideshows swept through the bay area, including one on the bay bridge that brought traffic to a standstill. it all started saturday night at 11:00 in menlo park, with hundreds of cars and spectators. after that, there were sideshows in mountain view, palo alto, oakland. at 315 sunday morning, a sideshow blocked the westbound lanes of the bay bridge. spectators walked in the lanes of traffic. traffic on the bridge was blocked for nearly 20 minutes until the highway patrol was able to clear the crowd. >> four people were detained, two of which were arrested and two of which were cited for aiding abetting in a sideshow. two of the people that were were detained were determined to be juveniles. >> the 20 year old woman suffered a broken ankle at this sideshow in mountain view when she was hit by a car. it's unclear if the sideshows were made up of the same crowds or

americans. the new plan, crafted in partnership with the department of education, it will cancel up to $20,000 of accrued interest for individual borrowers and all accrued interest for low and middle income borrowers enrolled in income driven repayment plans. president also detailed other groups who could see relief under this new plan. >> plan to cancel student debt for borrowers is still owe student loans, even though they started repaying them more than two decades ago. folks. third, we plan to cancel debt for about 2 million borrowers who would be eligible for debt forgiveness through the save program, public service loan forgiveness, or other debt canceling programs, but are not enrolled in these programs. >> the plan would also eliminate student loan debt for students who paid for school at now defunct institutions. the plan would also forgive debt for those dealing with current financial hardship. so far, the biden administration says it's forgiven more than $46 billion in student loan debt. former president donald trump is speaking out on the issue of abortion, posted a video on

social media in which he said decisions on abortion should be left up to the states. he also stressed he is still pro-life. >> the republican party will always support the creation of strong, thriving and healthy american families. we want to make it easier for mothers and families to have babies, not harder. >> former president trump again took credit for the supreme court decision two years ago that overturned roe v wade. in recent years, political watchers have noted that he's sent mixed signals on where he stands on the issue. the vatican declared today that gender affirming surgery and surrogacy are grave violations of human dignity. the catholic church condemned these acts, equating them with abortion and euthanasia, and are rejection of god's plan for human life. the 20 page doctrine has been in the works for five years and was approved by pope francis late last month. the pope has been working to reach out to the lgbtq community. today's declaration is a setback for transgender catholics.

zuckerberg san francisco general hospital is reviewing policy and will undergo additional security training with staff following the disappearance of a log book. it contains private health information, including patient names, appointment dates and test results between january 11th of 2022 and december 12th of 2023. the paper log book disappeared around that day and has not been recovered. the hospital is contacted. affected patients. per state and federal law. the chair of the fcc will be in the south bay today addressing the agency's upcoming vote to restore net neutrality. the policy that was dropped in 2018 that would require internet providers to treat all data the same. the fcc says the move would restore a national standard for broadband reliability and consumer protection. the roundtable is being held in santa clara county to highlight an incident in 2018 when firefighters discovered their internet carrier throttled their data access on a vehicle they were using to coordinate their response to the mendocino complex fire. a new look at rental rates shows most people have been living in rent

controlled apartments in the city for many years, are paying far less than their neighbors. the chronicle looked at data shared by the city relating to san francisco's rent stabilization law. it found on average, the longer someone lived in a rent controlled apartment, the lower their rent compared to newer tenants. the city started requiring landlords to report rent data to the city. many landlords, though, have not filed the required information, and some tenants have reported illegal rent increases beyond the allowed limit. congressional leaders are weighing in about a potential merger between two of the largest credit card providers. senate majority leader chuck schumer addressed the potential capital one and discover merger. he says if the $35 billion merger goes through, it could have consequences for millions of consumers who may be charged higher fees as a result. >> what could go up if this merger occurs? the your annual fee, your interest charge, your late payment fee. in addition.

cut a diagonal path across the central united states. this is the view from dallas right now here in the bay area. we saw a partial eclipse around 11:00 this morning. fox weather is max gordon, though. saw the real thing. the total eclipse. you're in cleveland, ohio. and before you describe what it looked like, i'm curious what did it feel like? max

>> yeah, well, it was an incredible experience. first off, this all happened just about a half hour ago. and what i was surprised by was how quickly the light dwindled and disappeared. and all of a sudden it felt a whole lot cooler and all around us, 360 sunset. it was an incredible experience. i've never experienced anything like this. i went to the annular eclipse down in albuquerque, new mexico, back in october. in that experience, you had to keep the eclipse glasses on the entire time. you couldn't look at the sun with the naked eye or risk damaging your eye. but this one for about three minutes and 49 seconds, you could actually take off the glasses. and it was incredible. it was literally a ring of fire in the sky. there was actually a solar prominence that i noted on the southern edge of the sun. it looked like a little outcropping there where where it looked like fire was

jutting out. just incredible. and i think also what struck me was how moving the moment was, you know, we were surrounded by people all taking in the exact same celestial occurrence. you know, people are making their way out of here. now. we're at the great lakes science center, but this area that we're standing in right now was packed with folks all staring up the sun. just a really remarkable moment. and it was kind of a nail biter coming down to it. we thought that there would be a cloud cover. it was going to ruin the view of the eclipse. there was even rain this morning. but everything kind of cleared up. we have had some high clouds, but that didn't ruin the view of the eclipse. and really, this was a moment to remember for so many folks here in cleveland, ohio. >> back to you. really a great assignment. i mean, so let's talk about cleveland, a major american city, 360,000 plus people live there. most of the people you talk with today were they from cleveland, did they travel to cleveland? >> yeah, it was really a smattering. i talked to one

gentleman. he came here from london, england, to cleveland specifically, and he said that he wanted to see the great lakes. and he also chose this location because he could move in different directions across the path of totality, and he could go to different cities just depending on what the weather was going to do. we spoke to a few people like that who said that they actually made alternate accommodations. one man who drove up here from atlanta said that he actually booked an airbnb in quebec, just in case, you know, but then other people were just locals. i think that a lot of locals, though, chose to stay home around, you know, 140 to 200,000 people came in for the eclipse from out of town. and so a lot of encounters were kind of staying home, deciding to, to stay put because traffic was going to be bad. a lot of streets are closed down here. but what's also really interesting is that the guardians are having their home opener tonight. i've been seeing some really cool t shirts that people are wearing where it's a

glorious seeing. just beautiful. look at the bay waters. they're calm. we're looking out towards the golden gate bridge, where the visibility is unlimited at this hour, temperature in san francisco has climbed to 65 degrees. it is now 70 degrees in napa, 66 in fremont and in union city and around the peninsula. we're enjoying temperatures now. in the low 60s, the winds are picking up. these winds will continue to increase today out of the northwest, up to ten and 20mph currently 13 in mountain view. so here's the deal. we've had low pressure just hanging out over the bay area. one system after another. yesterday's was non-consequential. no measurable precipitation. we had a smattering here and there and beautiful clouds. they are out of here. high pressure is now beginning to build in. so that's the low departing. and now for your monday warmer conditions with this high pressure. and it will continue to bulge and push in in an easterly direction. and the bottom line is we will be dry all the way through friday
