the temps here, we had a lot of high clouds yesterday, but they'll they'll kick out here, and it looks pretty good for the start. might be some higher clouds coming in later, but we're all set for a lot of sunshine today. 70s to 80 once again. then changes start tomorrow. but today looks good. speaking of looking good at four in the morning, he made it again. here he is, mr. frank mallicoat. hard to look like this at 4 a.m. you're telling me , yeah. well, you've been doing it for years. i'm just kind of a plug and play guy, but, we did have some issues earlier. about 20 minutes ago, we had a wrong-way driver eastbound in the westbound lanes on the bay bridge. that person was pulled over. chp has taken care of that. let's take a look at that bay bridge at god's hours right now. what time is it? 401. and right now, no issues whatsoever. but that could have been a major thing. good for the chp taking care of that. if you're heading to the san mateo bridge, no issues whatsoever. good time to get out and about on the roads

in the golden gate. usually quiet all morning long. and right now, no difference. 401 your time. let's get it back to the desk, pam. >> all right. thank you. frank. oakland police are investigating a shooting by police officers last night that killed a homicide suspect. it. our ktvu crew was there on scene as shots were fired. oakland police say just before 930 last night, sacramento police officers requested their assistance in arresting a homicide suspect on 16th street and chestnut as oakland police arrived on scene. they say the suspect came out of a house armed with a gun. >> oakland police officers discharged their service firearm, fatally striking the suspect. no officers were physically injured. >> the oakland police department says it will release more details about the shooting as the investigation continues. a family in foster city is grieving the loss of their son, who they say died of hypothermia

while away at college in illinois. >> the parents of 18 year-old dajuan says he went missing not far from his dorm. but campus police who began searching for him couldn't find him at first. ktvu lamonica peters has more on what the family is saying. >> ish and richard dajuan say their 18 year-old son axel was fascinated with legos and went away to college to study engineering. but on january 20th, he died of hypothermia while at the university of illinois urbana champaign. >> why could they never found him? it's been ten hours. he was reported missing. they never found him. this is right in the middle of the campus. >> a call had been at a campus party the night before, and at 1:23 a.m, a friend who had been out with a cool called police to report that he couldn't find him. police say a couple was wearing only a sweatshirt with jeans and that he may have been intoxicated. police say an officer drove around the area and tried to reach a cool by phone.

>> this is all we know is that he was in the car. the police officer drove by. that is not the search procedure, right? if you trigger, if you look at their policies and procedures, that requires, you know, food search. if officer would have gotten out and looked around that area, the amanzhol, he would have found him, duwan says a close friend called him to say his son was missing, so he called campus police himself. they put me on hold and then the call got transferred over to coroner's office and we found out from the coroner's office that our son passed away. >> the dewans believe their son made poor decisions by drinking and not wearing the proper clothing in the cold. his mother says other parents should know about the dangers of extreme cold weather, especially if you've never lived in it before. >> napa i want other parents to know that these kids are so young they really don't know. they are so naive. they have no idea what and we did not know he was supposed to be here.

>> spring break right? we will never see him again. >> federal law requires that all universities disclose missing student notification procedures. the family also says that they filed a citizen's complaint with the police department about their response. i reached out to campus police who says their investigation is closed, but they are still investigating the complaint. lamonica peters ktvu, fox two news. >> all right. lamonica. thank you. time is 405. the district attorney of napa county officially filed murder charges against a man accused in the shooting deaths of two young women over the weekend. 22 year-old john richardson nicholson of vallejo, is accused of shooting the two during an argument on saturday along riverside drive near the napa river. now, the family and friends of the shooting victims identified them as 17 year-old sasha donnelly and 19 year-old aileen villasenor. there's no word yet from police about a possible motive. nicholson was

charged yesterday afternoon with murder with special circumstance cases. he did not enter a plea. the district attorney's also investigating charges against 219 year old suspected accomplices. jessica witten and judith adolph were arrested in connection with the murders in san jose. >> two housemates of the parents charged in the fentanyl poisoning death of their daughter have now been charged with murder. prosecutors say phil ortega and paige vitale sold used and left fentanyl near the baby. 18 month old winter died last august. investigators say she had 25 times the lethal amount of fentanyl in her body. her parents are already charged with the murder. >> what the da is saying is that fentanyl is not a recreational drug. it's poison. and they're asking juries to treat it that way when they're seeking these types of murder convictions against people who are in the chain of custody, that leads to a fentanyl death of a baby.

>> both ortega and vitale will be back in court for an arraignment next wednesday. >> our time is now 406. well, today, 118 years ago, san francisco was hit by the 1906 earthquake and fire. and at 511 this morning, people will gather at lotta's fountain on market street for the annual event. that marks the moment when that 7.9 magnitude earthquake hit. now, this year, a wreath will be dedicated to the memory of former senator dianne feinstein, as well as the people who died 118 years ago. and this morning in sonoma county, a spring shakeout earthquake drill will be held at 10 a.m. it's part of the annual observance of national earthquake preparedness month. it's all to remind residents about what they should do to get ready for an earthquake. now, in the past, sonoma county took part in the great california shakeout held in october, but county officials say because of the higher risk of wildfires in october, they're

conducting the drill in the spring. again, this event starts at 10 a.m. >> a new study confirms climate change is warming the planet and having a big impact on the economy. scientists say climate change from greenhouse gas emissions is fueling more extreme weather around the world. federal officials say the economic impact from stronger storms are already being felt in the u.s. recent data reveals there was a record number of billion dollar weather disasters last year. >> western kansas, western nebraska, western oklahoma. they're just running a little bit drier. and so your precipitation has shifted east a little bit. well we've also seen a higher frequency of tornadoes as the world warms the areas that get wet will get wetter. >> and the areas that get dry will get drier. and sometimes some places will get both. >> according to the united nations, 2011 through 2020 was the warmest ten years on record

and it has been getting warmer since 1980. >> our time is 408. will caltrans hopes that by memorial day, repairs are going to be completed on part of highway one near big sur, where a chunk of the highway collapsed after being damaged by a landslide. now, these photos shared by caltrans show big construction cranes and other heavy equipment being brought in that's able to carry and hold repair crews on the side of the cliff so they can fix that damaged road, caltrans says. local residents and essential workers can still get through the repair zone, with a convoy between 7 a.m. and 5 p.m. right now, it is 4:09 a.m, and we want to check in with steve paulson for the forecast today. >> how's it look? looks good. lots of sunshine here. we had a lot of high clouds yesterday. those have pushed into southern california or excuse me, offshore, but i think overall today we get a lot of sun a few high clouds coming in late.

about a proposal that would block law enforcement from buying and storing your personal data as ktvu joey horton tells us, both bay area law enforcement agencies and local residents have mixed feelings about this. >> the fourth amendment is not for sale act passes the house and a vote of 219 to 199. the bill aims to prevent law enforcement from purchasing americans personal data from data brokers. >> i'm all for the police, there's no doubt about that. it sounds like it could be an intrusion. >> so much information is available in a way. it's kind of

like a pandora's box. it seems that shouldn't be that easily accessible. >> the data in question includes online search history and location tracking, which companies like the apps on your smartphone are always monitoring. >> big tech already has all our information, and most of our information is pretty much out there. >> alameda county sheriff yesenia sanchez is against the bill right now. she says her department pays to retrieve information in the case of a suspect or missing person through cell phone records to urgently track the person down. >> it's really going to cripple the system. the sheriff says the measure would require investigators to get separate warrants for every piece of information, like revealing a suspect's cell phone carrier to look up their gps location and call records, delaying an urgent investigation when it really impacts those who are being affected by the crime. it is the victims who will suffer. >> tracy rosenberg with oakland privacy, a citizens coalition that defends the right to privacy, supports the bill. >> where we go, what we browse

on the internet and who we talk to. is that something that the government should be tracking, profiling and keeping a list of? >> sheriff sanchez believes there's a misconception that law enforcement is keeping tabs on everyone. >> the people who should be concerned are the people who are actually out there committing crimes, because those are the people that we're looking for. >> the bill now heads to the senate and if approved, would go to the president's desk where he could possibly sign it into law or veto it in san leandro. joey jordan, ktvu, fox two news. >> thank you. joey. a coding school based in san francisco now has the attention of the federal government. the consumer financial protection bureau says bloom tech misled students about the cost of loans for their program and about graduation rates. the agency says at least 11,000 students signed contracts to pay their tuition, with income share agreements, where they would pay the school with 17% of their income each month. once they found a job. the bureau says. the agreement also

carried a charge of about $4,000. bloom tech is now banned from lending, and the company and its ceo must pay more than $164,000 in penalties. now the company's ceo responded to the settlement on social media, saying in part, bloom tech reached a settlement with the consumer financial protection bureau regarding the loan program, which we largely stopped using in 2021 and no longer offer today. bloom tech continues to focus on its core mission, improving the lives of students and enabling them to fulfill their economic potential . >> our time now for 16. so far this morning, operations at alaska airlines expected to run normally after departures were halted for an hour yesterday because of a technical glitch. alaska airlines says it asked for the ground stop yesterday morning from the faa for all of its flights. the airline says it was having trouble with its software that calculates weight and balance for its planes. yesterday's disruption created a

domino effect for flight delays all through the afternoon, i texted my family and i was like, i hate that i'm on a boeing 737 and they're not telling us why we're not taking off. >> so it did kind of stress me out. >> safety is always first, so i'm not going to complain if i'm a little bit late just to make things safer. >> now. the ground stop lasted just about an hour. about 40 alaska and horizon flights across the three major bay area airports were delayed yesterday, a boeing whistleblower testified in front of congress about the company's safety culture. >> the engineer said the company is taking shortcuts in assembling its 787 dreamliners, which leaves sections of an aircraft skin vulnerable to breaking apart. he testified that many of the aircrafts in question are still in use, mostly on international routes. one witness who lost his sister during the boeing max eight crash of 2018 2019, in ethiopia, urged the faa for more oversight and structural change at boeing. no one from boeing attended yesterday's hearing, but the

company says it is cooperating with congress time is now for 17. >> stanford's incoming women's basketball coach, kate pay, knows she has some big shoes to fill. the former player and associate head coach will now take over the women's team at her official introduction yesterday, she was given a jersey with the number three on it. that's what she wore during her playing days. pay will now guide stanford out of the pac 12 and into the atlantic coast conference. she's been an assistant to retiring head coach tara vanderveer for the past 17 seasons. >> it's just something that kind of feels comfortable and natural, and it kind of has always been a plan in place. and again, hopefully, i think it provides continuity to our student athletes. >> now. tara vanderveer's last day is may the 8th. she's retiring as the winningest head coach in college basketball history. she won three national championships during 38 seasons at stanford. >> well, she certainly has helped, groom her successor.

be educators and community members, held a rally at the county office of education demanding more financial investment for schools, students and now several teachers unions were represented at yesterday's rally calling for funding reallocations that they say will lead to higher pay for teachers and smaller class sizes, especially in the aftermath of the covid epidemic. >> we have a need to bring these students up to core right on key skills not just educational, but social skills and emotional learning. there's a lot more burden on teachers to do more and less time with more students, and it's more and more stressful every year now. >> the east bay coalition for student success is made up of 21 different teachers unions from around the area. they say they're supporting members who are considering going on strike

as they negotiate new contracts with santa clara county could soon ban artificial turf on athletic fields. >> county supervisors are commissioning the study to examine the potential environmental and safety issues with the turf. now, this comes after the biden administration took a stance to ban so-called forever chemicals, some of which can be found in artificial turf. now, the santa clara county medical association drafted a letter supporting the ban leads the case. >> then the ban is necessary. then we need to put that in place to protect our kids and players on on these fields. >> if we go to the extremes that are being discussed of removing every artificial turf field around, we need probably 3 to 4 times as many grass fields in order to have the same level of access. >> the study is expected to be finished next month, with supervisors possibly voting in june. a ban could affect some local projects, including the practice facility for the san jose earthquakes at the santa

clara county fairgrounds. >> our time is 424. the san francisco municipal transportation agency is warning a parking enforcement crackdown is coming soon. now, director jeffrey tumlin says parking officers will be conducting enforcement sweeps across san francisco, though the department says it's part of the city's vision zero initiative, hoping to end traffic fatalities and injuries on city streets. >> our parking control officers are going to be doing some intense operations in each supervisorial district around the city, where we do about a week of intensive enforcement of all the rules, but particularly the safety oriented rules like parking on the sidewalk, blocking fire hydrants, blocking the crosswalk, parking too close to the corner. >> and tomlin also says the department now is fully staffed with parking control officers for the first time since before the pandemic. >> we're learning new information about the google

could have been a fiasco, but that happened about 40 minutes ago. but the bay bridge is clear. everything else looks good as well. at 430, we'll go back to the desk. >> all right. that's good. thank you. frank san francisco's district attorney says she expects charges to be filed in the next couple of weeks against the protesters who blocked the golden gate bridge. >> this is going to be on a rolling basis that most likely that we are receiving this evidence, it takes time to charge one person, let alone 26, when you're trying to identify their specific role in a in a situation. >> district attorney brooke jenkins says the chp is continuing to collect evidence for potential misdemeanor charges of unlawful assembly and failure to disperse. now, the chp is also asking the district attorney's office to charge the protesters with a felony for conspiracy. >> the protesters used improvised devices, specific designed to delay first responders and restoring the roadway back to normal operations.

>> the chp and the district attorney's office are asking anyone who is directly impacted by the protest to contact them, because they may be victims of a crime. now, in response, the san francisco public defender's office released this statement, saying in part, we condemn law enforcement's intimidation tactics of booking the golden gate bridge. protesters on unfounded felony conspiracy charges as a means to keep peaceful protesters detained for nearly 48 hours during a jail lockdown. >> our time is now up. four 3228 employees of google were fired for taking part in protest at google's offices in sunnyvale, new york and seattle. they were protesting google's contract with the israeli military. the demonstrators say they're concerned that facial recognition and object tracking information provided by google's project nimbus to the israeli government could help the military to target and kill civilians in gaza. in sunnyvale, five people were arrested and one of the protesters told us he

felt their message got out and he would do it again. i went into this, you know, ready to accept the risks of potential retaliation, potentially losing my, getting arrested. >> i'm much more worried about, like, my coworkers, i'm worried about google, casting a wide net and trying to, like, you know, collectively punish us. >> now, google told us that the employees who were fired violated company policies. the company has said that the nimbus contract is only for israeli government ministries. >> a bay area civil rights attorney is questioning the conditions of the jails in san francisco, where inmates have become violent with deputies. the sheriff deputies union says nine deputies have been attacked in the past three weeks. sheriff paul miyamoto attributes the violence to jail, overcrowding and a shortage of deputies. however, attorney yolanda wang tells the tells us that the

treatment of the inmates, including a lack of sunlight and outdoor exposure, could also be contributing to their behavior. >> you're locking them in that room 2020 two hours a day with another person. two people. we've all been in lockdowns. we all know how terrible that feels. and so now it's going on year four. they're still in lockdown and what do they expect these people to do? they're going crazy now. >> the lockdown at the jail at seventh and bryant was lifted on wednesday. the jail in san bruno will remain on lockdown for now. the sheriff's office responded to these new allegations, saying it takes its obligations for incarcerated persons safety seriously. the department continues by saying the court has consistently held that san francisco jails do not need to provide outdoor access in order to comply with the court's order. well, san francisco police held a sting operation in the west portal neighborhood, where a driver hit and killed a

family of four just about a month ago. >> ktvu is amber lee was right there as the police carried out that crackdown aimed at making that intersection safer. >> two police decoys in street clothes crossed, busy yolo street in san francisco's west portal neighborhood. it's part of a sting operation late wednesday afternoon to crack down on drivers who failed to yield to pedestrians at crosswalks. >> i have been hit, almost hit so many times. people are just not watching. they're not stopping at stop signs anymore. it's just really bad. >> this pedestrian sting operation comes after a deadly crash in the same area on march 16th, just after noon, a 78 year old female driver struck and killed a family of four waiting at the bus shelter. so far, the driver has not been charged, but the district attorney says this case is still under investigation and factors including toxicology reports and accident reconstruction will take time. >> i don't have anything that i

can share publicly at this time. of course, as soon as we make a charging decision, the public will know the target enforcement here today was really being mindful of what happened here over a month ago, assistant police chief david lazard worked as a decoy. >> he says this is only one of many locations throughout the city where the police plan to hold these operations. during the 90 minute long operation, seven motorcycle officers pulled over numerous drivers for failing to yield to pedestrian signs. they issued 22 citations and five warnings. >> there is a person in the crosswalk. there crossing. the crossing? yeah, it was crossing the crosswalk and you came right through. >> police say the number of citations issued was dramatically lower last year compared to ten years ago, in part due to the shortage of officers. this targeted enforcement is designed to be educational and sends a message we have not given up on traffic enforcement, which is evident in what happened here today. we

spotted one driver who failed to yield to not one but two pedestrians. the driver tells me he was given one citation, which costs $230. >> the rest of the story is be aware and don't be careless. >> assistant chief lazaro says police will roll out its traffic safety plan to the board of supervisors next thursday. supervisor rafael mandelman called for the hearing to press the police department to do more traffic enforcement. he says bad driving behavior has increased dramatically in recent years. in san francisco, amber lee, ktvu, fox two news. >> all right, amber, thank you. time is 437. in oakland, a community response program is offering help for nonviolent emergency. 911 calls and ktvu was given a special inside look at their efforts as the program is expanding. now, members of macro, the mobile assistance community responders of oakland, prides itself on using

year old sasha donnelly in. 19 year old aileen villasenor is no word yet from police about a possible motive. now, nicholson was charged yesterday afternoon with murder with special circumstances. he did not enter a plea. the district attorney's also investigating charges against 219 year old suspected accomplices, identified as jessica witten and judith adolph . they were arrested in connection with the murders in san jose. >> two housemates of the parents charged in the fentanyl poisoning death of their daughter have now been charged with murder as well. prosecutors say phil ortega and paige vitale sold, used and left fentanyl near the baby. 18 month old winter died last august. investigators say she had 25 times the lethal amount of fentanyl in her body. her parents are already charged with murder. >> the da is saying is that fentanyl is not a recreational drug. it's poison. and there

volume picking up a little bit right now, but it is an easy ride to san francisco. time now. 531 let's send it back to pam. >> thank you frank. oakland police shot and killed a person suspected of homicide last night. ktvu sally rasmus joining us now with what we know so far about what happened. ali >> well, pam, we know when and where it happened. just before 930 last night outside a home on 16th and chestnut streets in oakland. now, this all began with an investigation by sacramento police. they were in oakland looking for a person suspected of a homicide that happened in the sacramento area. now, when they came to the suspect's home, sacramento police called oakland police for help arresting the person. in a recorded statement shared on social media last night, oakland police described what then happened next when oakland police officers arrived on scene and as they began securing the area and requesting additional resources, the suspect emerged from the residence with the firearm. oakland police say that's when their officers shot

the other direction. you see those cars kind of slowing down when 24 eastbound. when you get to that oak hill road exit in lafayette, central lafayette, there is a road hazard right now that's blocking the number two lane. it's reverse commute. so that's good news. but, traffic is slowing down there a bit as well. time now nearly 602 on this thursday. let's go back to pam. >> all right. thank you. frank. oakland police shot and killed a person suspected of a homicide late last night. >> ktvu erasmus in our newsroom now and tells us it's the first time this year that oakland police have been involved in a deadly shooting. good morning. alex. yeah, that incident stemmed from an investigation by sacramento police. >> the person killed last night was wanted by san francisco police homicide investigators for being on suspicion of being involved in a homicide that happened there. now, when sacramento police came to the area of 16th and chestnut streets in oakland around 930 last night, they called oakland police for help in arresting that homicide suspect. now, in a

recorded statement shared on social media last night, an oakland police spokesperson described what happened next. >> oakland police officers arrived on scene and as they began securing the area and requesting additional resources, the suspect emerged from their residence with the firearm. >> and at that point, oakland police say their officers fired at the suspect outside the garage of the home, shooting and killing that person. it is the first deadly police shooting to happen, so far in oakland this year. there's still a lot of information that we don't know yet. police have not released any details on the homicide, suspect's name or identity. we don't know what type of homicide or crime in the sacramento area that person was accused of. we're working to get more information from oakland police. dave and pam, back to you. >> okay, allie. thank you. time is 603. the antioch police department still understaffed. the interim police chief, ryan addington, told the antioch police oversight commission the current staffing of the police department is at 77% of 77 of the 115 budgeted positions.

addington says the department is in the process of recruiting more police officers, and also says some officers who were placed on administrative leave for alleged misconduct will be coming back to active duty soon, right now, there are 17 officers on leave in san jose. >> two housemates of the parents charged in the fentanyl poisoning death of their daughter have now been charged with murder as well, prosecutors say. phil ortega and paige vitale sold, used and left fentanyl near the baby, 18 month old winter died last august. investigators say she had 25 times the lethal amount of fentanyl in her body. her parents are already charged with murder. >> the da saying is that fentanyl is not a recreational drug, it's poison. and they're asking juries to treat it that way when they're seeking these types of murder convictions against people who are in the chain of custody, that leads to a fentanyl death of a baby, both

is grieving the loss of their son, who they say died of hypothermia while away at college in illinois. andre senior. joining us now in studio, talking about the family now trying to warn other parents. andre. >> well, pam, the parents of 18 year old dwayne, says he went missing not far from his dorm, but campus police who went searching for him. they just couldn't find him in time. icu and rita. dwayne say a cool was fascinated with legos at a young age and went away to college at the university of illinois to study engineering, but on january 20th, he went out with friends to a campus party. late that night, one of his friends called police to report him missing. an officer drove around the area and tried to reach a

cool by phone, but he was not found until the next day. police say he was wearing only a sweatshirt with jeans, and he may have been intoxic. >> and why could they never found him? it's been ten hours he was reported missing. they never found him. this is right in the middle of the campus. >> dwayne says a close friend also called him to say his son was missing, so he called campus police himself. >> they put me on hold and. and then the call got transferred over to coroner's office. and we found out from the coroner's office that our son passed away. >> while the young man's parents say they want other parents and students to know about the dangers of extremely cold weather, to prevent anyone else from ending up in the same situation. >> i want other parents to know that these kids are so young. they really don't know. they are so naive. they have no idea what and we didn't know this family from foster city filing a citizens complaint with police

about their response. >> campus police tell us the death investigation is now closed. but the complaint is still being investigated. dave. >> okay, andre. thank you. time now, 612. the district attorney of napa county officially filed murder charges against a man accused in the shooting death over the weekend of two young women. 22 year-old john richard nicholson of vallejo is accused of shooting the two during an argument on saturday along riverside drive near the napa river. the family and friends of the shooting victims identified them as 17 year-old sasha donnelly in 19 year-old. aileen villasenor is no word from police about a possible motive. now, nicholson was charged yesterday afternoon with murder with special circumstances. he did not enter a plea. the district attorney's also investigating charges against 219 year old suspected accomplices. jessica witten and judith and adolph were arrested in connection with the murders.

>> in washington, the house of representatives has passed a bill that impacts how law enforcement can obtain our personal information. now, the bill is called the fourth amendment is not for sale act. it's designed to prevent law enforcement agencies from buying americans personal data from data brokers without first obtaining a court order. it passed in a vote with support from both democrats and republicans. but bay area law enforcement agencies and residents have mixed opinions. >> it's really going to cripple the system. it really impacts those who are being affected by the crime. it is the victims who will suffer. >> where we go, what we browse on the internet and who we talk to. is that something that the government should be tracking? profiling and keeping a list of? >> some members of law enforcement say the measure could require investigators to get separate warrants for every piece of information, like gps data or call records. but supporters say the privacy implications are important. the

bill now heads to the us senate. >> our time now. 614, a coding school based in san francisco, now has the attention of the federal government. the consumer financial protection bureau says that bloom tech misled students about the cost of loans for their program, and also about graduation rates. the agency says at least 11,000 students signed contracts to pay their tuition, with income share agreements, where they would pay the school with 7,017% of their income every month. once they found a job. the bureau says the agreements also carried a charge of about $4,000. the bloom tech is now banned from lending, and the company and its ceo have to pay more than $164,000 in penalties. the company's ceo responds to the settlement on social media and said in part, bloom tech reached a settlement with the consumer financial protection bureau regarding the

loan program, which we largely stopped using in 2021 and no longer offered today. bloom tech continues to focus on its core mission, improving the lives of students and enabling them to fulfill their economic potential. it's now 615. oakley crossed one of the final hurdles to expand a stretch of east cypress road. city council there approved a plan to bury a nearby canal, making room for extra lanes. right now, that rural two lane road is one of the main ways to get in and out of east oakley and the bethel island area for decades, the city wanted to widen a stretch of that road from 2 to 6 lanes to free up and to break up the traffic jams. oakley officials expect construction to begin this month and hopefully be finished within a year. >> california's efforts to protect millions of people from cancer causing contaminants in

attorney general rob bonta is holding a press conference in oakland to discuss california's housing crisis. now the ceo of the unity council will be there as well. that's a nonprofit helping people find housing. bonta and the ceo will talk about their efforts to address the issue after the press conference, bonta will meet with the residents of the fruitvale transit village and tour a planned cultural hub in the community. it all kicks off this morning at 930 at the casa suenos apartment complex. more affordable apartments are heading to milpitas. on tuesday, the city council unanimously approved the development of 118 new affordable housing units. take a look. that's what they'll look like. the two apartment complexes will be on main street, just a half a mile from the great mall light rail station. more than half of the units will be reserved for low income families. the remainder will be for those with moderate incomes. the developer says the apartments will have a community

garden, a public space and dozens of parking spots for the residents. and cupertino is adding back in some services that had previously been cut. the city council voted to fund several city operations, including tree and sidewalk maintenance, that were slated to be reduced next year. funding for some of the other city programs will be cut, including the 4th of july fireworks show and the free shakespeare in the park festival. the city faces a $30 million decline in sales tax revenue. santa clara county could soon ban artificial turf on athletic fields. county supervisors are commissioning a study to examine the potential environmental and safety issues with the turf. this comes after the biden administration took a stance to ban so-called forever chemicals, some of which can be found in artificial turf. the santa clara county medical association drafted a letter supporting the ban leads the case. >> then, if a ban is necessary, then we need to put that in place to protect our kids and

>> good morning dave and pam. those events did start dark and early this morning around 445. of course, the moment when that earthquake hit some 118 years ago, there was kind of a moment of silence. it was around 511 this morning, but right now we are just above dolores park in the city, and i want to move out of the way so you can see kind of the tail end of what's going on behind me. i'm not sure if you can quite see it if we can zoom in on it, but there is a fire hydrant, a kind of beyond this crowd, and it is spray painted gold right now, people are coming up and adding a little bit of that gold spray paint on top of the layers that are already there, taking the mic and kind of dedicating that spray in honor of maybe lost loved ones and other things and those who helped this city. of course, after that earthquake happened. now, earlier today, as i mentioned, folks had also been

honoring the lives of those who were lost in that earthquake. people came up to speak as the ceremony happened, including former san francisco mayor willie brown. he recounted the timeline of events. as i mentioned, that earthquake happened 118 years ago. it hit just around 511. some people say 512 in the morning, and now in the equivalent of today's scale, it would be just below an 8.0 earthquake. of course, it destroyed many buildings all across the city. it also killed thousands of people. so folks today coming out to pay their respects and also honor the first responders who helped save some buildings. and of including, i should mention, part of the reason why we are here in front of this fire hydrant, i forgot to mention earlier, is because this is the fire hydrant that many people credit the water connection for helping to save the entire

superintendent discussed the allegations facing brad rowell with parents and school officials at a meeting last night. authorities say the p.e. teacher and track coach has been charged with 21 felonies after being accused of committing unlawful sexual acts with a student. >> our time is 644. a tutoring organization in oakland now helping students improve their math skills. the program started last fall with six tutors working at four schools. well, in this cominschool year, it will expand to more than 20 tutors at 11 schools. the tutors work right next to teachers in the classroom and also work separately with the students in small groups. also in oakland, a community response program is offering help for nonviolent emergency. 911 calls and ktvu was given a special inside look at how they're doing it. as the program is expanding. the members of macro, the mobile assistance community responders of oakland, prides itself on
