the 92 is going to be extra slow. bay bridge toll plaza backed up all the way out to the maze. 702. let's get back to the headlines. thank you. >> sal. happening today. it's the first day on the job for oakland's new police chief. oakland's been without a permanent chief for more than a year now. ktvu james torres is live in oakland with what the mayor says is the new chief's first order of business. >> james gasia. this morning, we'll be welcoming oakland police chief, the newest chief, floyd mitchell, who comes to us after serving as police chief from lubbock, texas. the mayor's office reports he's been part of law enforcement for more than 30 years. chief mitchell was mayor shang tao's final decision for the job. that's after about a year long search to replace former chief leronne armstrong. mayor tao fired armstrong last year after reports said the former chief did not properly handle cases of misconduct within the police department. the mayor has since said his attitude during conversations about that misconduct made her less confident that he could do the job. armstrong has since

filed a lawsuit against the city, the new chief coming in at a time when crime and public safety has been a wide concern for the city of oakland. the mayor's office, though, is reporting assaults, homicides and burglaries are all trending down and robberies are still on the rise. we spoke to the mayor last week who says while today is the chiefs first official day in office, he's been preparing for weeks. >> he's been working closely with chief ellison, interim chief ellison and assistant chief tony jones. really learning the ropes of all of the different things that we're doing here, the different strategies. >> over the weekend, chief mitchell attended the graduation ceremony of the latest police academy, 12 more officers as a result, are now added to the police force, according to the city. that brings the tally up to. 716 sworn officers in the city of oakland, which is about where the budget allocates for now. when chief mitchell was first hired, he put out a

statement in print saying his focus was, quote, to promote safety, prevent crime and pursue justice. we'll hear from the chief for the first time in his new capacity later this morning. the city is still working on a date for its official public swearing in ceremony. of course, once we learn those details, we will bring that to you. we're live this morning in oakland. i'm james torres, ktvu, fox two news. okay, james. >> thank you. time is 704. family members and friends in oakland mourning the loss of two longtime east bay political leaders killed over the weekend in a car crash. community members gathered at lake merritt amphitheater remembering the lives of peggy moore and her wife, hope wood. they were killed friday night in a crash in san diego county. both built solid ties in oakland and beyond, working with former president barack obama advising former oakland mayor libby schaaf, even starting their own political consulting firm. at the candlelight vigil, former colleagues talked about their work and their kindness came out

to take care of each other, talk to each other and remember their love and their contributions that they made to all of us individually, but also to the city. peggy moore was 60 years old. her wife hope was 48. >> efforts are underway to make new plans for the oakland waterfront. now that the a's ballpark deal has fallen apart, city leaders have struggled for years to create a long term development plan for jack london square and the port of oakland. the a's decision to move to las vegas has killed a plan to build a new ballpark and thousands of waterfront homes at howard terminal, now, city leaders are exploring new development options for the area. those plans are likely to encounter a new round of legal regulatory and environmental hurdles. happening today, rideshare companies uber and lyft are going on trial in massachusetts. that state's attorney general is asking the judge to rule that rideshare drivers are employees under state law, not independent contractors. the judge rules against the rideshare companies,

drivers would be entitled to benefits. the rideshare companies say if the judge rules against them, they may be forced to cut or cease operations in the state. california courts made a ruling on a similar case last year, allowing rideshare companies to continue to treat their drivers here as independent contractors. >> time now. 706 protesters gathered in palo alto on mother's day, putting a spotlight on the mothers and their babies suffering in gaza. at the corner of el camino real and embarcadero road, people gathered at the weekly vigil for gaza, a special focus on what they say mothers there in gaza are going through. >> as a mom, the stress of having a newborn baby in normal times is it's a lot for any mom, to do that during war and during what's happening now, like in rafah. i mean, no one has housing. >> and the group says it started a mothers day campaign to raise

$5,000. the money will help pay for a new neonatal intensive care unit for premature babies at the kuwaiti hospital in rafah, and over the weekend, pro-palestinian protesters targeted graduate ceremonies at universities around the country. comedian jerry seinfeld heard both boos and cheers when he delivered the keynote speech at duke university. dozens of students actually left their seats when seinfeld was speaking . he has been an active supporter of israel throughout the war. >> i totally admire the ambitions of your generation to create a more just and inclusive society now. >> there were also protests at the university of wisconsin-madison and the university of texas at austin. that's where students who were holding palestinian flags were removed in tel aviv, israel, relatives of hostages lit candles and stood in silence as israel marked its memorial day for fallen soldiers and victims

will take place during the next month in the mitchell canyon area. on one or more days, the exact burn days that will all depend on the weather conditions , the planned goal of the prescribed burns, reducing the risk of wildfires and restoring natural ecosystems. >> caltrans reopened eastbound highway 37 last night, ten hours earlier than expected, easing this morning's commute in sonoma and solano counties. work crews repaving a seven mile long stretch of the roadway. the last repavement work will happen next weekend on 37 between the highway 121 interchange and rural sonoma county and highway 29, in vallejo. the last of the work, of course, is as always, weather permitting. >> time is 710. if you're driving out of daly city heading down to san bruno southbound, 280 at westborough, there's an overturned car right near the westborough exit. so if you don't have to go that way, or perhaps you can get on the freeway after westborough. 280

what happened and some important reminders as we head into the summer months, yeah, it's going to be hotter. >> a lot of people are going to be heading out onto the water with their families. saturday afternoon, this child was reportedly visiting his grandparents on bethel island when he went missing. the contra costa county sheriff's office believe he was by himself near the shoreline and accidentally fell into the water. a rescue diver ultimately found the boy submerged in a cove. he was believed to be in the water for about 15 minutes. rescuers performed cpr and rushed him to the hospital, where he was pronounced dead. >> i haven't really noticed whether there could be better security measures, to tell you the truth, i think it's, you know, most of the most of the most of it is really up to the homeowners to sort of make sure their particular areas are secure. >> investigators are still looking into the circumstances of the young child's death. this tragic accident can serve as a reminder to families of the importance of water safety, especially as it gets hotter outside. >> even if you have a life jacket on a child, absolutely arms reach at all times, and

then the other thing get him in swim lessons. get him, get him comfortable in the water. make it enjoyable, do swim team, build your skills, those kind of things. but parental supervision, on top of lifeguards that are on site is huge to water safety is an estimated 1000 children a year are set to die from drowning. >> children between the ages of one and four are at the highest risk. many deaths can occur when children have unexpected access to water. parents should keep safety tips in mind whenever they take their families to the water, especially because it only takes a moment for tragedy to strike. >> gasia andre. thank you. an update now on an evacuation at a hotel in san francisco's russian hill neighborhood. a fire prompted evacuations at 6:00 yesterday morning. one person experienced minor injuries, didn't need to go to the hospital, though firefighters stayed at the scene for several hours after the flames were out watching for hot spots. surrounding streets were reopened around 8 a.m. the cause of this fire is still under investigation. across the bay, a

lithium battery plant fire at the port of oakland sent a large plume of smoke into the air in oakland sunday afternoon, oakland fire department says it was quickly contained. no injuries reported. still were no word on what caused this fire. >> time is 716. in west oakland, the community reacting to a weekend fire that badly damaged an historic church. it happened friday night at saint andrew's missionary baptist church, 27th and west street. more than 60 firefighters battled those flames for hours. investigators say the fire spread from a vacant home nearby. many church members hope this historic building can be rebuilt. >> it's sad there's a lot of history here. like i said, i spent the first 15 years of my life here at this church and. and, i'm glad to see you survived. although it was a lot of damage, the firefighters say no one was hurt. >> investigators are still searching for the cause of the fire. >> happening today, cleanup crews in baltimore, maryland,

plan to use explosives to break down a span of the bridge that collapsed back in march. crews have been preparing for weeks for this controlled demolition. the focus is now on the largest remaining steel span of the ship that's now on the ship's bow. the demolition was originally scheduled for sunday, was postponed, though, because of weather conditions. authorities say they hope to reopen the shipping channel by the end of the month. the biden administration reportedly plans to crack down on some new technology from china tomorrow. the biden administration is expected to announce new tariffs for electric vehicles from china. the current tariffs of 25% kept chinese evs out of america, but those tariffs could now increase to as high as 100, reports add. the new tariffs are also expected to include chinese semiconductors, solar equipment and medical supplies. >> all right guys the at times 718 south you've been busy. how does monday's traffic look now. >> yeah it looks all right. it is filling in dave and gasia good morning to you both. let's go to the bay bridge. first i

want to show you what that looks like. it's a pretty good barometer of what we're facing out there. and you will see from our picture that's backed up all the way out to the maze metering lights are on. if you're driving in oakland on interstate 880, it still looks good past the coliseum, southbound 101 is there's a problem at yerba buena heading south toward gilroy. northbound 101 traffic a little bit slow as you drive through. and i also want to mention that on the peninsula southbound 280 at westborough, there is an overturned vehicle in one of the right lanes, fire departments blocking that lane. we're backing up almost all the way up to ceremony there. so if you can get on the freeway after 90, after westborough, that would be better for your drive. and also 92 getting out of half moon bay right at pilarcitos creek. there's a crash there and the traffic is slow in both directions. on 92, in and out of half moon bay. 719 let's bring roberta back to talk about today's weather. >> did you do anything fun this weekend? >> oh, bunches of stuff. but,

mild temperatures inland. another cool coastal day for your tuesday. it's a quiet weather pattern all the way through the end of the workweek, so right now kick starting your monday with temperatures in the 50s out the door. go ahead and grab that sweater or light jacket because these temperatures you'll feel the difference up to five degrees cooler than 24 hours ago. the winds have been blustery all morning long right there and right now in fairfield, all the way through the delta, with some gusts up to 25. as you look at the san bruno gap at sfo, those winds have picked up to 12mph, and they will be pretty sustained today, blowing off the coast in a westerly direction, turning southwest as well. 10 to 15 a stronger gusts. at times it ushers the pollen around. we're all suffering and will continue to do so from allergies. so you can see that marine layer from the pacific northwest is hugging the entire state of california. it's been enhanced by that trough to the north of us. so let's see when we will see some burn off. here you go from 7:00

elected by a tenants rights group in larkspur. the group wants to place a new rent control ordinance on the november ballot. the initiative would cap annual rent increases in larkspur to 3. the group says it successfully collected more than 900 signatures needed to qualify. the county's required to certify the signatures before june 18th. >> our time now 725. bay area elected leaders praising a decision by the state's public utilities commission to stop at&t from eliminating traditional landlines. san mateo county supervisor ray mueller and congresswoman anna eshoo say

keeping those landlines is beneficial for people who live in rural areas with unreliable cell phone connections. at&t is required to provide landline service to most of california, but the company asked for permission to drop landline services, saying the cost to maintain that service is rising and there is less demand. it is seven 2500s of people in the bay area stayed up late over the weekend trying to see a spectacle light show in the sky. >> i tried, but i conked out. yeah, so did i p m so i didn't see it. but we get to see it now on video. the northern lights lit up the night sky across the country. even here in the bay area, astronomers say a rare and severe solar storm created a magnificent view. not seen in the skies of northern california for more than 20 years now, many people who could stay up late went to the chabot space and science center up in the oakland hills, hoping to get a good view. >> never know where it's going

morning. castro valley, you're in the low 50s. all the way into the tri-valley. it is now 50 degrees in santa rosa and in half moon bay, and later today climb. it is 64, in san francisco and bam! that's where you should be for this time of the year. high 50s, barely any clearing at best along the coast, 83 in full sunshine inland. full forecast. still straight ahead. >> and now we're looking at a problem in half moon bay. and this usually affects a lot of people as there are limited ways to get in and out. this overturned vehicle is making it tough to get out of half moon bay. tough to get in on 92. you may, if you have a little time to plan ahead, go the other way. go highway one through pacifica to get in and out. speaking of the peninsula, southbound 280 at westborough overturned vehicle and the traffic is now backed up beyond ceremony mall. it's backed up almost all the way out, up past highway. in fact, it is backed up beyond highway

one. so if you're leaving heading south down the peninsula, it is going to be slow. bay bridge is backed up to the maze. metering lights are on. 732 let's get back to the headlines. >> okay, sal. thank you. well, prosecutors in new york called their star witness in the criminal case against former president trump. it's michael cohen, trump's former lawyer. >> ktvu is amanda quintana here in studio with what could be a dramatic day in the courtroom, amanda. >> yeah, it really could be. and he's currently on the stand right now. michael cohen, trump's former attorney and ally. he's expected to deliver critical testimony today. his value as a witness is that he was involved in all aspects of trump's business and personal life and allegedly knew all of his secrets. in cohen's autobiography, he said he bullied, lied and mocked the rule of law to serve trump. he says he facilitated the $130,000 payment to stormy daniels on the orders of trump. last week, daniels, a former adult film star, testified about the money she received in 2016. trump is

accused of improperly accounting for that payment. cohen will detail the alleged scheme by former president trump to both pay off daniels and reimburse cohen for paying her so that the news of trump's affair wouldn't damage his 2016 campaign. trump has pleaded not guilty and denied having an affair. he addressed the media before walking into the courtroom today. first about current poll numbers and complaining that his supporters aren't allowed near the courtroom. an average poll of polls shows trump about one point higher than biden currently got no evidence, and i'm innocent. >> this is a political witch hunt and nobody's ever seen anything like it. and it's i tell you what, the appellate division on the judges should step in, because what this judge is getting away with is disgraceful. >> trump's team will try to discredit cohen. he will likely face an intense cross-examination since turning

on trump, who was his mentor, he's tried to monetize his story with a book, including one called revenge, along with podcasts and tv appearances. trump's team will paint cohen as an unreliable witness who's trying to get payback. cohen has also lied in the past. he went to prison for making false statements to congress, campaign finance violations and tax evasion charges. all of this means it could be a make or break day for this trial. back to you at the desk. >> all right. thank you. time is now. 734 david de pap, the man convicted of attacking congresswoman nancy pelosi's husband with a hammer, is due to be sentenced on friday. the federal prosecutors want the pack to be sentenced to 40 years in prison. last november, depape was convicted of breaking into the san francisco home of the former speaker of the house and attacking her husband, paul, court records show. federal prosecutors believe he deserves the maximum punishment for that attack. they say depape has shown no remorse for the crime,

and even seems to be proud of what he did. >> oakland's new police chief is now officially on the job he started saturday. this will be his first day in his office at opd headquarters. chief floyd mitchell has more than 30 years of experience in law enforcement . most recently, he was the police chief of lubbock, texas. he succeeds lauren armstrong, who was fired by mayor shang tao more than a year ago. chief mitchell is expected to speak briefly this morning at 1015, and will have his remarks on the noon newscast new this morning, a somber ceremony taking place now in san rafael. the marin county sheriff's department is holding its annual peace officers memorial ceremony. we took this video just minutes ago. law enforcement officers from across the region are honoring the men and women who sacrificed their lives in service of their communities. this morning's tribute to the officers includes a flag raising ceremony and a moment of silence . >> all right, garcia, we're going to check in with sal again to get your commute, to get you to where you need to go. what's

happening now? >> so it's a busy out there for a monday. now, mondays and fridays tend to be less busy than tuesday. wednesday and thursday. that's sort of the case, but we've had a couple of glitches out there. first of all, let's go to the bay bridge. i'll show you. it's backed up to the maze. metering lights are on. that's not going to take anyone by surprise, really. that's usually the backup there. but on the peninsula, we've had a couple of issues. this is this one is becoming kind of a bigger one. southbound 280 at westborough. there's a lane blocked with an injury crash and two eta keeps backing up. pretty soon it will be backed up all the way out to the westlake area . and that's a slow slog if you want to get on the freeway after 280 at westborough, you want to get on 280, get on after westborough. perhaps you use el camino real to get down somehow past westborough, get on the freeway after that, or use 101 if you're leaving san francisco. highway four is slow. so is 680 south through walnut creek, 80 through el sobrante. and there's a bigger backup at the richmond bridge this morning. when we

come back, we'll start seeing the south bay get a little bit busier. i'll have another report in just a few. now at 737, let's talk to roberta gonzalez in for steve with today's weather. >> oh yes. steve is enjoying a much deserved day off. good morning everybody. let's take a look at the averages for this time of the year. typically we should be right around 64 in san francisco. and that's perfect. let's just call it a perfect spring day here in the bay area. we're out of the 90s. average high is 73 in los gatos, and we will be above average. there that's the scene looking out past monument peak. and that tells the story today. visibility down to eight miles in throughout the santa clara valley. seven miles in half moon bay, three miles in santa rosa. where around cotati and sebastopol and rohnert park. you're all reporting 50 degrees. same in oakland and in san francisco, but we've now jumped up to 57 degrees in san jose. these temperatures are still up to five degrees cooler than 24 hours ago. breezy winds in fairfield through the delta.

los gatos woman charged with hosting alcohol fueled sex parties for teenagers. 49 year old shannon o'connor remains in jail awaiting trial on more than 20 felony counts. more than 2000 pages of transcripts were released on friday. they include the testimony of more than a dozen teenagers who attended the parties. they said she invited them to her home as part of her effort to make her teenage son more popular. the teens say they were encouraged to drink alcohol

in oakland, where the city's mayor says the first order of business is reducing crime. tell us about it. >> andre. oakland's newest police chief, floyd mitchell, will officially take his first full day in office today. he comes to us from lubbock, texas, as that's where he used to serve as the chief of police there. with more than 30 years in law enforcement. now, chief mitchell was mayor shang tao's final decision to take the job. that's after about a year long search to replace former chief lauren armstrong. mayor tao fired armstrong back in february 2023 after reports said the former chief did not properly handle cases of misconduct within the police department. the mayor has since said that the former chief's attitude during conversations about that misconduct made her less confident that he could do the job. armstrong has since filed a lawsuit against the city, the new chief coming in at a time when crime and public safety has been a wide concern and conversation for the city of oakland at this time. the mayor's office reporting assaults, homicides and burglaries are all trending

down. but robberies still on the rise. we spoke to mayor tao last week, who says while today is the chief's first day in office, he has been preparing for weeks and he's been working closely with chief ellison, interim chief ellison and assistant chief tony jones, really learning the ropes of the different things that we're doing here, the different strategies. and over the weekend, chief mitchell attended the graduation ceremony of the latest police academy. 12 more officers are added now to the police force and according to the city, that brings the tally up to 716 sworn officers in oakland, which is right around what the city's budget is allocated for. when chief mitchell first was first hired, he said in a statement his focus was to, quote, promote safety, prevent crime and pursue justice. we'll hear a brief statement from the chief for the first time in his new capacity later this morning at an event here in oakland, though a police spokesperson says the chief will not be taking any questions from reporters. the city says it is

were shut down when a fire broke out at the hotel in san francisco's russian hill are set to reopen at this hour. >> the fire prompted evacuations at 6:00 yesterday morning, one person experienced minor injuries but did not need to go to the hospital. the fire was out quickly, but firefighters stayed on the scene for several hours to make sure there were no hotspots. the cause is still under investigation. a lithium battery plant fire sent a large plume of smoke over oakland yesterday afternoon. that fire at the port of oakland was quickly contained. no injuries reported and still no word on what caused the fire. >> real estate companies say that while bay area rents are for the most part on the rise, rent is falling in parts of the east bay. median rent in contra costa and alameda counties dropped 1% is now just under $2,400 a month. the decline is driven in large part by prices in oakland, according to apartment list, the average price of rent in oakland fell 10% from last year. housing experts say that vacancy rates and new apartments are fueling price drops in oakland. >> meanwhile, a new study from uc berkeley confirms rents in

san francisco are unaffordable for most people. the study reveals only 35% of california households could comfortably afford san francisco rent. housing is usually considered affordable if it costs less than 30% of someone's income. this new report from the terner center used an inclusive affordability method to evaluate affordability. they took into account what percentage of households across the state could live in each county, compared to the percentage of people already living there. >> two east bay cities have formed a partnership in their effort to combat homelessness. city leaders in san pablo and el cerrito plan to share the rising cost of providing services for people living on the streets. they say teaming up is more efficient than going it alone. >> bay area elected leaders are praising the decision of the state's public utilities commission to stop at&t from eliminating traditional landlines. san mateo county supervisor ray mueller and congresswoman anna eshoo say keeping the landlines is beneficial for people living in rural areas with unreliable cell phone connections. at&t is required to provide landline service to much of california,

but the company asked to drop landline services, saying the cost to maintain that service is going up and there is less demand happening today near the i-80 gilman interchange in berkeley. >> caltrans says second street will no longer be open to southbound travel. as of this morning, it's back to being a one way northbound road over the weekend, a new footbridge over i-80 officially opened to pedestrians and bikers. caltrans is also building a double roundabout in the area. it's set to be finished by the end of the year. caltrans reopened eastbound highway 37 between sonoma and solano counties ten hours earlier than expected. the highway reopened around 7:00 last night after caltrans finished up its paving project along a seven mile stretch of the highway. the last scheduled eastbound full highway closure between highway one, 21 and 29 is set for next weekend, beginning friday at 10 p.m, and it should end by monday at 5 a.m. >> time is 808, and we do have some trouble on the peninsula, daly city south city, san bruno, some slow traffic because of a crash southbound 280 at

a diver found the boy in the water inside a cove. he's believed to have been in the water for about 15 minutes. rescuers performed cpr, rushed the boy to a hospital where he was pronounced dead. authorities say the child got to the water through a backyard next to the shoreline. >> i haven't really noticed whether there could be better security measures. to tell you the truth, i think it's, you know, most of the most of the most of it is really up to the homeowners to sort of make sure their particular areas are secure.

ally. he's expected to deliver critical testimony today. his value as a witness is that he was involved in all aspects of trump's business and personal life and allegedly knew all of his secrets. in cohen's autobiography, he said he bullied, lied and mocked the rule of law to serve trump. he says he facilitated the $130,000 payment to stormy daniels on the orders of trump last week. daniels, a former adult film star, testified about the money she received in 2016. trump is accused of improperly accounting for that payment. cohen will detail the alleged scheme by former president trump to both pay off daniels and reimburse cohen for paying her so that the news of trump's affair wouldn't damage his 2016 campaign. trump has pleaded not guilty and denied having an affair. he addressed the media before walking into the courtroom this morning. first about current poll numbers and complaining that his supporters aren't allowed near the courthouse. now, an average of polls shows

three cities leading the country when it comes to post pandemic downtown recoveries. usa ranks number three nationwide after el paso, texas and las vegas. we'll talk now, as we do every month with san jose mayor matt mehan about what's happening in the bay area's largest city. thanks for being with us, mayor. >> good morning. thanks for having me. of course. >> what's the secret to your city's success? >> well, you know, it really starts with getting back to the basics. we focused on creating a downtown that is safe, clean and welcoming for everyone. we've expandedolice foot patrols. we're adding community service officer bike patrols later this year. we've partnered with our downtown association to expand our groundworks team, which responds to illegal dumping and graffiti typically the same day. if not within within an hour. so we're really pushing on those foundational issues that allow for the rest of the economy to be successful. >> i don't want to pit two great cities against each other, but a lot of reports point to the fact that san jose is likely benefiting from many people

choosing not to go to san francisco. if, let's say i want to see a great symphony, right, i can go to the city or i can head to the south bay. looks like more people are choosing to head down south. what do you make of that benefit, if you will, from your city at the cost of what's happening in san francisco? >> well, look, i think there's opportunity for every city in the bay area to be successful. we're a big region. we're a wealthy region, a very dynamic economy. every city can be successful in the bay area. i hope every city in the bay area is successful because we rise or fall together as a regional economy. so what we're focused on is making sure that our downtown is an attractive destination for residents and tourists who want to come and enjoy our arts and culture scene. as you referenced, we've had a number of new restaurants, i think 15 new restaurants have opened over the last year, so there's a lot going on in our downtown. we're very proud of it, and i hope that it's a model for other cities. >> have you talked with san francisco mayor london breed

about what's happening in san jose versus san francisco? i know often big city mayors do take a regional approach. >> well, mayor breed and i do communicate frequently as well as mayor tao and i. in fact, all of the big city mayors work together to advocate in sacramento for the support that we need. we need support on both the public safety and homelessness fronts. we need to build basic, dignified shelters statewide. and when it's available, we need to require that people come indoors. we need to do more to hold people accountable for engaging in diversion programs when they're you know, caught and prosecuted for crime and not sent to jail. we need to make sure that those job training and drug treatment programs actually work and that people are accountable for, for adhering to them. so we have a lot of work to do right now. we're advocating to make sure the state maintains hap funding so that we have those dollars to rapidly shelter people and end this era of tent encampments that has plagued our state for far too long. >> well, and speaking of money,

san jose is in for some belt tightening of $50 million or so shortfall. you've alluded to cutting dozens of vacant positions, reducing spending on affordable housing, which angered many people. how do you make those decisions? and what do you say to the critics of your plan? >> you know, like any household, we have to look at the dollars we have, the needs that we have and make tradeoffs. and those tradeoffs are not are not fun. they're not easy. in a year where we've seen revenue slow down, but we still have big challenges around ending homelessness, ensuring our city is safe for everyone, clean. you know that we have fast permitting and great parks and libraries. those are difficult issues to trade off. i've tried to focus on a back to basics approach that says there are a few things we must get right for everything else to work. so i've pushed us to invest in getting people into shelter and off the streets faster and more cost effectively to get them into job training and drug treatment programs faster, to properly staff our police departments so

they can respond to those 911 calls and do the follow up investigations, and just ensuring that we have a city that's clean and beautiful. if we can get those foundational, basic issues right, i'm confident that the economy will grow again. we'll have the expanded tax base to spend on all of those other services that that we all want to enjoy. >> as you're making these decisions, you've also said that you're more worried about next year. what does that mean? >> well, we're seeing that revenue is slowed and is projected to be on a slower pace next year. that's not just in san jose. i think that's a statewide, if not national phenomenon and the public sector right now. so we have to be especially fiscally responsible. we're also seeing our labor costs outpace that revenue growth. and so i, i sort of rang the alarm bell last year as we were negotiating new contracts and said we need to be we need to be careful here. i'm worried that we may face a short term shortfall. well, that could lead

to service reductions or layoffs. fortunately this year we were able to meet the need around safety and homelessness and cleanliness and those basic issues without having to lay anyone off. you mentioned it. we are cutting vacant roles that we can do without this year, and we are in a in a creative but balanced way, reallocating some funding so that we're both meeting the urgent need to get people off the streets with an ongoing commitment to build affordable housing. we can do both, but we have to be more balanced in our approach. and so we'll be okay this year. next year could be more difficult. my hope is that we grow our way out of this, but we'll just have to wait and see, okay? >> san jose mayor matt mayhem, thanks as always for joining us. >> thanks for having me. >> of course, coming up, a monumental shift in bay area transportation. next on the nine, we'll talk live with the san francisco bay ferry about its 2050 service vision, which includes more service throughout our region. >> clean energy is being used by more people. we'll explain why this change comes at a critica time for

the consumer and spending. the consumer price index, the producer price index and retail sales for april will all be released this week. so a very busy week ahead of all that news. the market's headed higher this morning when that opening bell rang this morning. and as we take a live look they've managed to hang on to some gains across the board. the dow, the nasdaq and the s&p 500. well the dow just turned negative actually as i'm speaking down just slightly. s&p 500 is flat. but the nasdaq has hung on to about a quarter of a percent gain. a new study shows almost half of all cancer patients and survivors have debt, despite being insured at the time of their treatment. now the study, conducted by the american cancer society, cancer action network, looked at responses from more than 1000 patients and survivors. they found almost 50% or more than $5,000 in debt. nearly 70% had carried that debt for at least one year. more than one third carried the debt for

more than three years, and almost half of the cancer patients saw a decrease in their credit score. in the us, the average property values for black homeowners on the rise between 2016 and 2023, home values in majority black zip codes increased on average 84. that outpaced growth in majority white zip codes. some of the biggest upswings were seen in the midwest and the southern states. analysts do point out the trend may be in part due to a hot housing market in general. well, if you're nervous about investing during political turmoil, some say it can be a good bet. ali mccartney of us bancorp's private wealth management team says the historical trends show election year performing better than a typical year. mccartney says election years make buyers hold off. market volatility happens, but then they typically jump in and buy. mccartney says stocks that typically do well include housing, industrial stocks and health care. but i will say one very important thing in an
